L.A. homelessness ballot measure withdrawn, new ordinance passed - 0 views

    A BALLOT MEASURE in Los Angeles that would have required hotels in the city to house the homeless along with paying guests has been officially withdrawn from consideration. However, the Los Angeles City Council also passed an ordinance to replace the ballot measure that some local hoteliers also protest its passage. The ballot measure, sponsored by Unite Here Local 11 hospitality workers union, would have required hotels to house homeless voucher holders with regular guests, spurring protests by AAHOA, the American Hotel & Lodging Association and others. Last week, Unite Here agreed to withdraw that ballot measure, which was going to go before voters in March. Also last week, the council approved the Responsible Hotel Ordinance to replace the ballot measure and that would allow hotels to voluntarily make vacant rooms available for interim housing for the homeless. It also would require developers of new hotel properties to obtain a conditional use permit through a public review of the proposed development's impact on the existing housing supply and to replace any housing that would be demolished or otherwise lost in the neighborhood.

    MORE THAN SEVEN in 10 Americans would be deterred from booking a hotel room in Los Angeles if hotels there are forced to house homeless people next to paying guests, according to a recent poll by American Hotel & Lodging Association. The survey was released as the city of Los Angel considers a proposed ordinance that would require hotels to house homeless individuals alongside paying guests, a change opposed by AHLA and AAHOA. Los Angeles residents will vote in March 2024 on the ballot initiative proposed by Unite Here, a labor union representing L.A.-area hotel workers. The AHLA study highlighted the significant impact such a policy would have on tourism and hotel occupancy in the city. However, if Unite Here's ballot initiative passes, Los Angeles would be the first city in American history to require hotels to house homeless people alongside paying guests.

    The Hyatt House In Beaverton, Oregon, is now open. It is a joint venture developed by NewcrestImage led by Mehul Patel as chairman and CEO and Canterbury Hotel Group led by Arvind Patel as CEO. The 125-room, 5-floor extended-stay Hyatt House by NewcrestImage is near Beaverton's city hall, the 550-seat Patricia Reser Center for the Arts, the Tualatin Valley and Cooper Mountain Nature Park. Also close are corporate headquarters for Nike, Reser's Fine Foods and optics manufacturer Leupold & Stevens. Hotel amenities include a 635-sq. ft. meeting room, two indoor lounges and an outdoor patio and BBQ area. It is the first joint venture by NewcrestImage and Canterbury Hotel Group. "The opening of this Hyatt House is powerful testimony that hoteliers continue to provide the best of hotel experiences even during challenging travel times," Mehul said. "We've created a property that is safe, comfortable, and special - where travelers can rest easy after a tough day on the road."

    THIRD-PARTY HOSPITALITY management company, Twenty Four Seven Hotels, has opened the 128-room Hyatt House Sacramento/Midtown, a statement said. Twenty Four Seven is led by David Wani as CEO. The adaptive reuse project, owned and developed by Hume Development, Inc., repurposed the former Eastern Star Hall located at Sacramento's art, music and cultural scene. According to the statement, the Romanesque Revival-style building first opened in 1928 as a Masonic women's meeting place and is listed on the National Register of Historic Places. The renovation included the redevelopment of five floors within the original structure, keeping the major architectural features of the historic building intact. "The Hyatt House Sacramento/Midtown is the perfect marriage of the classic and the contemporary, providing the latest amenities and services in a setting that draws heavily from its nearly century-old history to provide a uniquely Sacramento experience," said Amanda Hawkins-Vogel, chief operating officer at Twenty Four Seven Hotels. "This hotel is an extension of our presence in Northern California and marks our first opening this year with two more to come in 2023. As the newest hospitality offering in the city, we expect the Hyatt House Sacramento to quickly take its rightful place as the segment and market leader for business and leisure travelers."

On May 24, representatives from the U.S. Travel Association and Airlines for America met at the White House to make their case that pre-departure testing is no longer required at this stage in the pandemic. USTA and other organizations have been lobbying the White House persistently for the past few months to take the step, and in May they sent a letter to White House COVID-19 Response Coordinator Dr. Ashish Jha saying the requirement is discouraging international travelers. Roger Dow, USTA president and CEO, reiterated that point after last week's meeting.

    THE U.S. HOUSE of Representatives recently passed a Congressional Review Act resolution to overturn the National Labor Relations Board's October ruling on its definition of joint-employer status. The American Hotel & Lodging Association welcomed the resolution, but President Biden has promised to veto it. The NLRB ruling, issued Oct. 26 and due to take effect Feb. 26, defines a joint employer to be any company that shares or codetermines one or more essential terms and conditions of employment. Those include ages, benefits, and other compensation; hours of work and scheduling; the assignment and supervision of duties to be performed; work rules and tenure of employment. The final rule rescinds the 2020 rule that was promulgated by the prior board and applies the new definition of joint employer to any entity that can control the essential terms of employment whether or not such control is exercised and without regard to whether any such exercise of control is direct or indirect. House Joint Resolution 98 would nullify the NLRB's rule.

Senate passes bill blocking NLRB joint employer rule - 0 views

    THE U.S. SENATE voted to block the National Labor Relations Board's final definition of joint-employer status, following up on a similar bill passed by the House. President Biden is expected to veto the bill, but opponents of the NLRB joint employer rule, such as the American Hotel & Lodging Association, claim the Senate's resolution was a "win for hoteliers." After the House passed its Congressional Review Act against the NLRB rule in January, the U.S. District Court for the Eastern District of Texas also issued an order blocking the NLRB rule. AHLA supported both efforts to block the NLRB rule, calling the current joint employer definition a threat to the hotel franchise model. "Today's bipartisan Senate vote is a win for hoteliers and small business owners everywhere, and shows the rule is out of step with Congress, the courts, and America's job creators. Lawmakers from both parties in the House and Senate realize the administration's joint-employer rule would acutely suppress job creation for hoteliers and other businesses, and therefore it needs to be abandoned," said Kevin Carey, AHLA Interim president and CEO.

    HOTEL AND TRAVEL associations welcomed the passage of the bipartisan infrastructure bill by the House of Representatives over the weekend, saying the measure is long overdue. At the same time, there is some concern that the bill also eliminates a key piece of federal assistance to companies struggling to retain jobs during the COVID-19 pandemic. The House passed the $1.2 trillion Infrastructure Investment and Jobs Act on Friday after months of debate over it and the related Build Back Better legislation, which is still pending.     STONEHILL PACE, THE Property Assessed Clean Energy financing division of Stonehill, has provided $16.3 million in its first commercial property assessed clean energy (C-PACE) financing in Washington, a statement said. The loan is for the Cornus House, a new 199-unit multifamily project with 1,233 square feet of retail development in Tacoma, Washington. The C-PACE financing is over a 30-year term and will fund lighting, covered process, seismic and qualifying soft costs, according to Stonehill PACE. The project development is expected to start before the year end and is scheduled to be finished by Nov. 1, 2024. "For eligible projects, C-PACE financing remains one of the more attractive venues to get a project over the finish line," said Jared Schlosser, Stonehill's senior vice president and head of Stonehill PACE. "The Cornus House is a great project in a strong market led by a savvy ownership group with 30-plus years of commercial real estate experience and a portfolio of more than 800 apartments. This C-PACE financing is the final piece to complete the financing puzzle."
