Its Great Lake Shriveled, Iran Confronts Crisis of Water Supply - NYTimes.com - 0 views

  • Iran is facing a water shortage potentially so serious that officials are making contingency plans for rationing in the greater Tehran area, home to 22 million, and other major cities around the country. President Hassan Rouhani has identified water as a national security issue, and in public speeches in areas struck hardest by the shortage he is promising to “bring the water back.”
  • Iran’s water troubles extend far beyond Lake Urmia, which as a salt lake was never fit for drinking or agricultural use. Other lakes and major rivers have also been drying up, leading to disputes over water rights, demonstrations and even riots.

Scott Applewhite) Brian Beutler July 31, 2013, 5:55 PM 65028 Republicans have dealt with some embarrassing moments on the House floor over the past year, but none so revealing or damning as today’s snafu, when they yanked a bill to fund the Departments of Transportation and Housing and Urban Development. Even the recent farm bill fiasco wasn’t as significant an indictment of the GOP’s governing potential. It might look like a minor hiccup, or a symbolic error. But it spells doom for the party’s near-term budget strategy and underscores just how bogus the party’s broader agenda really is and has been for the last four years. In normal times, the House and Senate would each pass a budget, the differences between those budgets would be resolved, and appropriators in both chambers would have binding limits both on how much money to spend, and on which large executive agencies to spend it. But these aren’t normal times. Republicans have refused to negotiate away their budget differences with Democrats, and have instead instructed their appropriators to use the House GOP budget as a blueprint for funding the government beyond September. Like all recent GOP budgets, this year’s proposes lots of spending on defense and security, at the expense of all other programs. Specifically, it sets the total pool of discretionary dollars at sequestration levels, then funnels money from thinly stretched domestic departments (like Transportation and HUD) to the Pentagon and a few other agencies. But that’s all the budget says. It doesn’t say how to allocate the dollars, nor does it grapple in any way with the possibility that cutting domestic spending so profoundly might be unworkable. It’s an abstraction.
  • It turns out that when you draft bills enumerating all the specific cuts required to comply with the budget’s parameters, they don’t come anywhere close to having enough political support to pass. Even in the GOP House.

  • Syria is a small, poor, and crowded country. On the map, it appears about the size of Washington state or Spain, but only about a quarter of its 185,000 square kilometers is arable land. That is, “economic Syria” is about as large as a combination of Maryland and Connecticut or Switzerland.

This was a particularly difficult task because the dominant Muslim community, initially as a result of French rule and later as a result of domestic turbulence and foreign interference, regarded the members of the minority communities, particularly the Jewish community, as actual or potential turncoats.

Thus, the society they wished to create, they proclaimed, should be modern (with, among other things, equality for women), secular (with faith relegated to personal affairs), and defined by a culture of “Arabism” overriding the traditional concepts of ethnicity.
  • The “Resurrection” (Arabic: Baath) Party had its origins, like the nationalist-communist Vietnamese movement, in France. Two young Syrians, one a Christian and the other a Sunni Muslim, who were then studying in Paris were both attracted to the grandeur of France and appalled by the weakness of Syria. Like Ho Chi Minh, they wanted to both become like France and get the French out of their nation. Both believed that the future lay in unity and socialism. For Michel Aflaq and Salah Bitar, the forces to be defeated were “French oppression, Syrian backwardness, a political class unable to measure up to the challenge of the times,”
  • After Assad’s assault in 1982, the Syrian city of Hama looked like the Iraqi city of Fallujah after the American assault in 2004. Acres of the city were submerged under piles of rubble. But then, like Stalingrad after the German attack or Berlin after the Russian siege, reconstruction began. In a remarkable series of moves, Hafez al-Assad ordered the rubble cleared away, built new highways, constructed new schools and hospitals, opened new parks, and even, in a wholly unexpected conciliatory gesture, erected two huge new mosques. He thus made evident what had been his philosophy of government since he first took power: help the Syrian people to live better provided only that they not challenge his rule. In his thought and actions, his stern and often-brutal monopoly of power, he may be compared to the ruling men, families, parties, and establishments of Chinese, Iranian, Russian, Saudi Arabian, Vietnamese, and numerous other regimes.
  • Hafez al-Assad did not need to wait for leaks of documents: his intelligence services and international journalists turned up dozens of attempts by conservative, oil-rich Arab countries, the United States, and Israel to subvert his government. Most engaged in “dirty tricks,” propaganda, or infusions of money, but it was noteworthy that in the 1982 Hama uprising, more than 15,000 foreign-supplied machine guns were captured, along with prisoners including Jordanian- and CIA-trained paramilitary forces (much like the jihadists who appear so much in media accounts of 2013 Syria). And what he saw in Syria was confirmed by what he learned about Western regime-changing elsewhere.

And the army, long frustrated by inaction and humiliated by its successive defeats in confrontation with Israel, responded violently. Its action backfired. Riots broke out all over the country. As they did, the government attempted to quell them with military force. It failed. So, during the next two years, what had begun as a food and water issue gradually turned into a political and religious cause.

Having no intrinsic value, they take meaning from the way we use them, changing over time along with our actions. The most obvious example is the ancient “gammadion,” which in early Eastern cultures meant “god,” “good luck,” “eternity” and other benign conjurations. We know it today as the swastika, and a quarter-century of usage by the Nazis forever poisoned it in Western culture.
  • Southern “heritage” groups who oppose removing the battle flag are reluctant to acknowledge that this same dynamic has tainted their cherished emblem. But it has.
  • Whatever the flag meant from 1865 to 1940, the flag’s misuse by a white minority of outspokenly bigoted and often violent people has indelibly shifted that meaning.   • All of which demands that we ask: Can we ever separate the memory of the Confederate experience from the memory of slavery? Is there any positive legacy to be drawn from the Confederacy? Can we admire Confederate leaders, even the all-but-deified Lee, without tacitly endorsing their cause? Ultimately, can we make the Confederacy worth remembering for the descendants of the slaves and those following generations of freedmen whom the whole nation betrayed by ignoring their new rights and liberties for a century?

To that end, the Confederacy’s monuments and symbols can be vital learning tools if placed in context. They must be preserved, not expunged. They must be understood, not whitewashed.
  • The shibboleth that “state rights” caused secession is a suit of clothes desperately lacking an emperor. Only slavery (and its surrounding economic and political issues) had the power to propel white Southerners to disunion and, ultimately, war. Ironically, by taking a course that led to a war that they lost, the Confederates themselves launched the juggernaut that led to emancipation. To understand how freedom and justice came, why it was delayed for a century after the Civil War and why today so much mistrust and misunderstanding persists between black and white Americans, the vital starting point remains the Confederacy.
  • In the end, Americans cannot afford to forget the Confederacy. It is a good thing that the Confederacy failed—not least because a permanently divided America would have had neither the strength nor the worldliness to confront the next century’s totalitarian menaces. But the Confederate experience also teaches lessons about Americans themselves—about how they have reacted in crisis, about matters beyond just bravery and sacrifice that constitute the bedrock of our national being.

Snyder has written elsewhere that “The mass murder of the Jews was, indeed, unprecedented in its horror; no other campaign involved such rapid, targeted and deliberate killing, or was so tightly bound to the idea that a whole people ought to be exterminated.” It is morally specious to compare the Jewish Holocaust to the Soviet “genocide” of Balts or Poles or Ukrainians, awful as the experiences of these peoples were, because of the inherently different nature of the methods the Soviet and Nazi regimes used against their subject populations. The Soviet Union had many local collaborators throughout its occupied and satellite territories. And while the Nazis also had collaborators during their occupation of the Baltic States, there was never any room for a Jewish collaborator in the Nazi project.
  • Though Stalin’s murder campaigns were, in many cases, predicated on ethnic antagonism, the difference is that the Soviets did not exterminate for extermination’s own sake. Once Stalin’s discrete policies had been achieved (the collectivization of Ukrainian farms, for instance), the mass murder stopped, and the Soviet Union eventually wound down its widescale deportations and mass killings in the mid- 1950s. Had Hitler’s  regime, with its animalistic understanding of human nature, lasted beyond 1945, its mass murder and terror would not have decreased. For these tactics were not just means but ends; they were the very lifeblood, the weltanschauung, of nazism itself.
  • The crucial factor one must consider in evaluating these two strains of totalitarianism is their competing long-term visions, and the policies that were required to execute them. Classifying Stalin’s various murder campaigns (alongside Nazi policies towards Roma, gays, educated Poles and Soviet citizens in Belarus and Ukraine) as “genocides,” which Snyder does, while also singling out the Holocaust as the worst of them all, is not mutually exclusive.
