Local level actions can also assist in proving the effectiveness of new policies or initiatives by demonstrating them at a smaller scale. It is often also shown that innovative policies or practices can be relatively easily implemented at the local level because of the reduced scale and the possibility of exemption from some national legislative bureaucracy. Following success at the local level, the pilot policies or practices could be replicated to other localities or expanded to a national program. For example, China's Top-1000 Enterprise Program was drawn upon the successful experience from a demonstration program implemented in two steel mills in Shandong province that was modeled after the voluntary agreements program in The Netherlands (Price et al. 2003)."

Redevelopment of development zones: The smart growth of cities in China - 0 views

    Development zones are the important carriers of China's promoting industrialization and attracting international investment in the past 30 years and act as the primary means of city expansion. In this article, we analyse the low efficiency of land use problem existing in China's current development zones. Comparing with the general old city update phenomenon, we make a detailed illustration on the feasibility and comparative advantage of redevelopment of development zones. On this basis, combining with the investigation practice, we propose the basic redevelopment models of development zones and analyse the typical redevelopment cases of development zones in Xi'an, Shanghai, Changzhou, Hangzhou and Nanjing.

Over the last year villagers in Wukan, in Guangdong province, rose up and ousted their corrupt local leaders after months of protest. Meanwhile, Bo Xilai, the Communist Party secretary in Chongqing, who used Maoist rhetoric and violence to push his vision of economic development, was ousted from his post in March. In a new ECFR essay, 'China at the crossroads', François Godement argues that these two events signal that the Chinese government may be choosing the path of legal and political reform, promoting sustainable growth to reduce macroeconomic imbalances and overreliance on the dollar. Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

    Source : Academic Search Premier Auteurs : Yong, Liu, Yue Wenze, and Fan Peilei DO I: 10.1068/b37009 Résumé: In this research we assessed the urban land conversion, and identified the factors responsible for the conversion, from 1995 to 2009 in Hangzhou, a large city located in the lower Yangtze River Delta of China. We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. Effects of One-Sided Fiscal Decentralization on Environmental Efficiency of Chinese Pro... - 0 views

    Hang Xiong, China's actual fiscal decentralization is one-sided: while public expenditures are largely decentralized, fiscal revenues are recentralized after 1994. One critical consequence of the actual system is the creation of significant fiscal imbalances at sub-national level. This paper investigates empirically effects of fiscal imbalances on environmental performance of Chinese provinces. First, environmental efficiency scores of Chinese provinces are calculated with SFA for the period from 2005 to 2010. Then, these scores are regressed against two fiscal imbalance indicators in a second stage model. Finally, conditional EE scores are calculated. This paper finds that effects of fiscal imbalances on EE are nonlinear and conditional on economic development level. Fiscal imbalances are more detrimental to environment in less developed provinces. These results suggest that the one-sided fiscal decentralization in China may have regressive environmental effects and contribute to regional disparity in terms of sustainable development.

    Abstract In 2011, China announced that it has reached an urbanisation rate of 50%. If we take rapid urbanisation as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialised nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. The scale and pace of change requires a solid systems approach of urban development. The purpose of this paper is to explore the rapid urbanisation of Chinese cities with a focus on the plans for a new, on-going urban sub-centre in the north-west of Shanghai: Zhenru urban sub-centre. Information-rich urbanisation is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: it relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralisation seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. The question to be addressed is how Chinese cities can be better steered towards more sustainable models of development. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru sub-centre in Shanghai, is discussed. In this work, we reveal the major and minor streams of hotel energy benchmarking and ascertain that the most popular approach in benchmarking is normalized energy use intensity (EUI) based on floor level. Previous efforts to establish EUI indicators using subsystem average, data envelopment analysis (DEA), and regression technique are also studied. We propose that hotel energy benchmarking based on floor area is useful from the top-down management perspective. However, on a practical perspective, energy benchmarking based on facilities should be the first priority for hotel management or owners. Compared with the general energy benchmarking in the building sector, we find that the hotel sector lags behind in the adoption of computer modeling for benchmarking. By conducting in-depth interviews with hotel engineers, system designers, and professors to identify the challenges faced by current hotel energy benchmarking, we gain deeper insights on the development of hotel energy benchmarking that reflect the current situation in China. A taxonomical approach focusing on four directions of hotel energy benchmarking is thus proposed. By coordinating with various types of stakeholders and implementing the proposed development plan, the local Construction Ministry, Tourism Bureau, and Energy Improvement Office can realize this conceptual hotel energy benchmarking in China.

Ecological Consciousness Setting during China Urbanization - 0 views

    China is facing ecological revolution now. The basis of the revolution is establishing the ecological consciousness. Different level of ecological consciousness in urban and rural area raised our attention. According to different environment conditions and based on pollution theory, we try to find out the cornerstone of setting ecological consciousness during this changing time. Since China is on the fast urbanization period, environmental awareness change on rural-urban migrants can be this key. This paper focused on which factor(s) have significant effect to ecological consciousness. Urban and Rural residents were interviewed for data collecting, and for deep research, three groups (Urban Residents Group, Rural residents Group and Migrants Group) are split based on responders' migration experience. In this paper, ANOVA analysis and regression analysis are used. Based on pollution-driven theory, two models are given to compare the explanation strengths between within and without theory variables. We found that pollution experience and relative pollute have important effect on eco-consciousness. So Ecological Consciousness is not straight influenced by environment condition, but people think about the deterioration. We considered that, the cornerstone of setting ecological consciousness is recognizing the crisis and disruption of ecological environment.

Based on CES production function and growth function of urbanization, this paper put forward the model of Growth Drag of China's Urbanization Caused by energy, and empirical analysis with the data of China was done. The results showed that the growth drag of energy during urbanization process in China is 0.2692,in other words, because of the restriction of energy, urbanization process declines 0.2692.From the results, the Growth Drag of China's Urbanization Caused by energy is very high. Ensure that energy security supply has become one of the important tasks for our country at present.

In the post-reform era, economic growth has been paralleled by rapid urbanization. China's urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi's economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as "administrative urbanization".

Introduction Globalization has brought China ever close to the rest of the world not only through its trade and transport networks, but also many transport-related issues that seem to be in common among other countries, while simultaneously with special causes deep-rooted from its unique pathway of development especially in the past several decades. The major fundamental difference of China's development from other countries lies in its economy in general, while the transport sector, in particular, lies in the role of the government. Indeed, since the global financial crisis in 2008, advanced economies, such as the US and several EU countries, have intensified on how to redefine and strengthen the role of the state within respective economies. On the contrary, the Chinese situation is exactly the other way round: the debate is about how to reduce interferences from the very strong hands of the government towards a real regulated market. In this respect, the transport sector typifies this ongoing marketization process. On one extreme, the mode of highway transportation is fully marketized: private investors may construct toll expressways in almost any provinces, either as joint ventures partnering with state-owned firms or just as fully private developers. On the other side of the continuum, after more than three decades of 'reforms', railway infrastructures, as well as their operation, are still fully and tightly controlled by the Ministry of Railways (MOR) through its subsidiary's monopoly. In this paper, we explore the relationship between the financing structure and the hierarchal evolution of railway network development, using the case of China. Although privatization and corporatization in transport provision have been trends in some parts of the world, the national government is still the main body responsible for railway development in many countries. Among these countries, China and India are the only two that include the Ministry of Railways (MOR). In India, the entire country's railways are clearly defined as public services provided and managed by the MOR. In China, railways have been corporatized; yet, the MOR and the National Railway Corporation are still widely regarded as a single body that has monopolistic power over almost all railway systems at the national and regional levels in both infrastructure development and operation. We argue that when multi-level railway networks are evolved from a single-level (national) network due to market growth in countries such as China, where different levels of government are responsible for infrastructure planning and development, the state's monopolistic control of operation and its corresponding financing structure may not fit the operation of new multi-level networks. However, the suitable institutional set-up for the new networks may be delayed or never established for many reasons, some of which, as demonstrated in this paper, are place-specific and path-dependent. China's transportation planning is examined to understand the infrastructure planning framework stipulated in the laws and regulations on city planning. The city planning ordinances of 27 provincial capitals and 4 municipalities directly under the Central Government are investigated and their requirements for PI are classified. Factors affecting PI requirements are considered including: geographic location, population and level of economic development among others. The authors discuss the effect of the social environment, geography, economic development level and legal requirements on PI implementation. Legislative and regulatory improvements concerning planning procedures and PI are suggested, with the advanced cities to be used as models. To engage architectural thoughts with the booming economy could contribute to the definition of a contemporary Chinese architecture, far from the generic city, in a society that has evolved from pre-modernism to post-industrialism in a short period of time. The Influence of Regional Culture and Value in Sustainable Development of Chinese Urban... - 0 views

    The influence of regional culture and values on Chinese urban residential choice has been steadily increasing, but unconsciously. Indeed, recent scholars have studied a variety of phenomena that imply a certain shift- away from classical explanations of urban residential choice and real estate patterns. This has led to the coining of some new terms and concepts, such as "Xuequ House", "Mortgage Slave", "Woju" and "Ant Tribe". This tendency towards the study of culture and values is directly related to the Theory of Scenes from the Chicago School of Sociology. In this paper, we apply the Theory of Scenes to Chinese urban residential choice research. First, we review the relevant theories and Chinese urban history, especially the changes after 1949, and present three hypotheses. Then, based on the Scenes theory, we construct a cultural framework to study 375 countries of 35 first-tier cities of China. Aiming at Chinese urban inhabitants from twelve different age groups, we use the Stepwise Regress model to do the statistical analysis. In doing so, we prove our assumptions regarding the importance of regional culture and value. Based on these conclusions, we proceed to give some relevant policy suggestions to the Ministry of Housing and Urban-Rural Development of the People's Republic of China and the local Municipal Bureau of Planning and Land Resources.
