Challenges for container river services on the Yangtze River: A case study for Chongqing - 0 views

Initially only coastal regions participated in global supply chains, but in recent years comparative cost advantages have led to an increased participation of inland destinations in China's economic development. The growth of some inland regions has urged logistics players to revise and reconfigure their extensive logistics networks. This has been particularly the case in the Yangtze region. Upstream cities such as Chongqing are emerging as potential important production centres for the international markets. This paper discusses the challenges for container barge services on the Yangtze River to Chongqing. It is argued that a further strengthening of the global market position of Chongqing and other upstream locations demands further improvements in transport-related and logistical cost control and reliability. The performance of container river services on the Yangtze River is crucial for upstream economic regions to take part in world trade. The paper analyzes the costs aspects linked to transporting goods to the world markets and makes a comparison to gateway region Shanghai.

The simulation of land use change is important in environmental impact assessment and land use planning. We assessed the land use scenarios of China in the next 100 years based on the SMLC (surface modelling of land cover change) model and Dyna-CLUE (dynamic conversion of land use and its effects) model. Three SRES scenarios were evaluated: Global Economy (A1FI): lean government, strong globalization; Continental Markets (A2a): lean government, regional culture and economic development; Regional communities (B2a): much government intervention, regional cultural and economic development. Ten land cover types were simulated, which are cultivated land, woodland, grassland, built-up land, water area, wetland, nival area, desert, bare rock and desertification land. The SMLC model was used to calculate changes in area for each land use types in the future at country level while the spatially explicit land use model Dyna-CLUE was used to simulate land use pattern at 2 km2 resolution based on the country level areas demands for each land cover type. The results show that the cultivated land would decrease in all of the three scenarios, while in the A2a scenario, the cultivated land would decrease with the lowest rate because of the high population growth, high level of market protection and low agricultural efficiency; in the B2a scenario, it would decrease with the highest rate caused by the decreased population numbers and increased crop productivity. China's transportation planning is examined to understand the infrastructure planning framework stipulated in the laws and regulations on city planning. The city planning ordinances of 27 provincial capitals and 4 municipalities directly under the Central Government are investigated and their requirements for PI are classified. Factors affecting PI requirements are considered including: geographic location, population and level of economic development among others. The authors discuss the effect of the social environment, geography, economic development level and legal requirements on PI implementation. Legislative and regulatory improvements concerning planning procedures and PI are suggested, with the advanced cities to be used as models. Research highlights ► The paper examines public involvement in Chinese infrastructure planning. ► Public involvement regulations are not uniform across the country but vary among cities. ► Larger, more economically advanced Eastern coastal cities have more detailed requirements than other cities.

The Influence of Regional Culture and Value in Sustainable Development of Chinese Urban... - 0 views

    The influence of regional culture and values on Chinese urban residential choice has been steadily increasing, but unconsciously. Indeed, recent scholars have studied a variety of phenomena that imply a certain shift- away from classical explanations of urban residential choice and real estate patterns. This has led to the coining of some new terms and concepts, such as "Xuequ House", "Mortgage Slave", "Woju" and "Ant Tribe". This tendency towards the study of culture and values is directly related to the Theory of Scenes from the Chicago School of Sociology. In this paper, we apply the Theory of Scenes to Chinese urban residential choice research. First, we review the relevant theories and Chinese urban history, especially the changes after 1949, and present three hypotheses. Then, based on the Scenes theory, we construct a cultural framework to study 375 countries of 35 first-tier cities of China. Aiming at Chinese urban inhabitants from twelve different age groups, we use the Stepwise Regress model to do the statistical analysis. In doing so, we prove our assumptions regarding the importance of regional culture and value. Based on these conclusions, we proceed to give some relevant policy suggestions to the Ministry of Housing and Urban-Rural Development of the People's Republic of China and the local Municipal Bureau of Planning and Land Resources.

    China's carbon markets push: Huge potential, but daunting challenges A domestic cap-and-trade system could more effectively curb emissions than command-and-control, a new report from SEI and FORES shows, but the process is still in its infancy. China observers have rightfully called attention to the country's new interest in market-based approaches to reducing the energy- and carbon-intensity of its economy. It is a major policy shift, and given that China is the world's top carbon emitter, it has potentially huge implications for global efforts to slow climate change. But can carbon trading succeed without a mature free-market economy? That is a key question raised in the report, China's Carbon Emission Trading: An Overview of Current Development, by SEI's Guoyi Han, Marie Olsson and Karl Hallding, and David Lunsford, founder of the Hong Kong-based consultancy Energy Environment Solutions. The report was released today in Brussels at a seminar with several Members of the European Parliament. "If China's carbon markets experiment succeeds, it could be decisive," says Martin Ådahl, director of FORES, which co-sponsored the report. "Not only could it slow China's rapid emissions growth, but it would be an important step towards global carbon pricing. A great deal is at stake."

Paper 1. http://scholarship.claremont.edu/cmc_theses/1 Abstract Electric vehicles (EVs) offer an exciting opportunity in China both in terms of the potential to build a domestic manufacturing base and the potential to create a strong domestic market for the product. The Chinese nation stands to benefit from both supply-side and demand-side promotion due to the economic stimulus from EV manufacturing and export, the environmental benefits of reduced air pollution and reduced greenhouse gas emissions, and the energy security benefits of transitioning away from foreign oil dependence. The Chinese have several advantages when it comes to stimulating EV industry development and EV deployment, including: leadership in battery technology, great potential for cost competitiveness, an enormous and emerging number of new car buyers, and high level government support. Yet a number of challenges must be taken into account as well, including: shortfalls in overall automobile R&D spending, consumer concerns about Chinese cars' safety and reliability, enhancing the appeal of the Chinese brand, and heavy national infrastructure demands. This paper will seek to examine the opportunities and challenges associated with EV deployment in China and identify industry actions and policy measures to facilitate the process.

    Two events have taken place that will change the way the Chinese state tackles organized crime and corruption. Law reforms re-defining organized crime while strengthening judicial oversight and the apparent demise of 'hit black' (dahei) 'strike-hard' (yanda) style police campaigns of the kind practised in the Chongqing 'experiment' are new developments in China's evolving response to organized crime. The law reforms focused on enhanced punishments and new offences with respect to food adulteration, bogus medicines and criminal gangs, which had been at the forefront of public scandals that had threatened political stability and the legitimacy of police and judicial organs. The revision of Article 294 of the Criminal Law of the People's Republic of China (PRC) specifically re-defined the elements of organised crime ('black societies'). It also addressed the role of public officials in the spread of such crime and was belated recognition that more needed to be done to reduce the penetration of business and the state by organised crime. The Chongqing approach to crime control was until recently touted as a model crime-fighting practice but is now criticized and in retreat, and its leaders are discredited. The widely publicized, Chongqing 'Red-Black' criminal 'gangland' trials involved high officials and high profile entrepreneurs mixed with vice and violence. The trials (2009-2011) became public spectacles that exemplified the Chinese Communist Party's (CCP) determination to enhance public stability through clean government (Lam 2009, Liu 2011). In the vast municipality of Chongqing politburo member Bo Xilai and head of the municipal CCP had made "cleaning up the city" a key to his 'Five Chongqing' program that sought to restore party legitimacy in the face of massive inequality. We find that people feel unhappy with between-group inequality, as measured by the income gap between migrants without local urban hukou (household registration identity) and urban residents, irrespective of whether they are urban residents with or without local hukou. However, when we control for identity-related inequality and other individual, household, and city-level characteristics, inequality (as measured by city-level Gini coefficients) positively correlates with happiness. This study contributes to the inequality-happiness literature by distinguishing between the different effects of between-group and general inequality on happiness.

The 293-km Hanyi Railway links Wuhan and Yichang, two large cities in central China's Hubei province. The railway will reduce travel time between the cities to one hour and 39 minutes, said Yang Tao, an official with the Wuhan railway bureau. The Hanyi Railway is part of the Shanghai-Wuhan-Chengdu Railway, or Huhanrong Railway, a major east-west high-speed rail corridor outlined in China's national high-speed railway development plan. The 2,078-km railway will travel though four provinces and two municipalities, connecting the cities of Shanghai, Nanjing, Hefei, Wuhan, Chongqing and Chengdu. With some populations rising into the tens of millions, China's cities are the economic powerhouses of the country, and are helping to create a whole new era of financial prosperity. For some observers, this translates into 1.3 billion people who now have the money to afford the sort of commercial goods many of the country's factories had previously been producing for the affluent populations of other countries. China is seeing its own affluence rise, and some surmise that this will translate into a Western-style nation of relatively well-off consumers; that, as this report from the McKinsey Global Institute suggests, China's middle class is emerging to help propel the country's economic success even higher. The only problem is that this middle class doesn't actually exist. And unless decades-old rules change, it won't. In a recent paper published in the journal Eurasian Geography and Economics, geographer and University of Washington professor Kam Wing Chan argues that all of the country's urban growth and prosperity is not actually filtering down to the majority of the rising urban population. The reason is that the majority of the urban population is prevented from fully participating in the booming urban economy because of a Mao-era rule that draws a harsh line between those from urban areas and those from rural ones [...]
