    UCI delegation participated in first annual NCF summit in Paris 25/05/2012 The Chinese delegation takes a group photo with Lady Barbara, Judge, Chairman of the UK Pension Protection Fund. The first annual New Cities Foundation (NCF) Summit was held in Paris on May 14-16. The summit brought together more than 500 urban policy makers and thought leaders to a three-day conference on global urbanization, with China as one of the core focuses. The mayor of Paris delivered a welcome speech. Other speakers including Gregor Robertson, Mayor of Vancouver; Ron Huldai, Mayor of Tel Aviv; Khalifa Sall, Mayor of Dakar; Greg Clark, UK Minister of State for Decentralisation and Cities; as well as the CEOs of General Motors, Ericsson, Cisco, and Suez gas. The Urban China Initiative (UCI), a partner of the NCF, assisted in organizing the summit by inviting and organizing 16 government delegates, enterprise leaders, and academics from China, as well as designing the plenary session "A Closer Look at Urban China: Towards the Urban Billion." Chinese delegates shared their insights as speakers at plenary and breakout sessions, including: "Securing Investments for the Urban Century: How do we Pay for the Urban Boom," which featured Li Dongming, General Manager of the Urban Fund at China Development Bank Capital, as a speaker. "Hard and Software City," which featured Jonathan Woetzel, Co-Chair of the Urban China Initiative, Senior Director at McKinsey & Co., as a speaker.     Abstract The development objective of the Gansu Qingyang Urban Infrastructure Improvement Project for China is to assist Qingyang Municipality to improve selected urban infrastructure services including urban roads and urban environmental services. There are two components to the project. The first component is urban infrastructure improvements. This component includes the following subcomponents: 1) urban bypass. This sub-component includes (i) construction of bypass roads of the southern section of Xifeng's West Ring Road and the northern section of Xifeng's East Ring Road with installation of associated pipes; (ii) construction of three connection roads to the two bypass corridors of West Ring Road and East Ring Road; 2) integrated road corridor. This sub-component includes: (i) improvement of three selected main road corridors (Nan Bei Street, Anding Dong Xi Road, West Ring Road), including road pavement, traffic channelization, and lighting and greening, along with drainage and sewage system improvements; (ii) rehabilitation of three selected backstreets and small lanes for slow traffic (Nanyuan, Tianhe and Xifeng lanes); and (iii) carrying out, as part of the design of the integrated road corridor, the parking action plan, the public transport action plan, and the traffic safety, education and enforcement action plan; 3) drainage and sewage; and 4) wastewater treatment plant. The second component is institutional strengthening and capacity building. In this work, we reveal the major and minor streams of hotel energy benchmarking and ascertain that the most popular approach in benchmarking is normalized energy use intensity (EUI) based on floor level. Previous efforts to establish EUI indicators using subsystem average, data envelopment analysis (DEA), and regression technique are also studied. We propose that hotel energy benchmarking based on floor area is useful from the top-down management perspective. However, on a practical perspective, energy benchmarking based on facilities should be the first priority for hotel management or owners. Compared with the general energy benchmarking in the building sector, we find that the hotel sector lags behind in the adoption of computer modeling for benchmarking. By conducting in-depth interviews with hotel engineers, system designers, and professors to identify the challenges faced by current hotel energy benchmarking, we gain deeper insights on the development of hotel energy benchmarking that reflect the current situation in China. A taxonomical approach focusing on four directions of hotel energy benchmarking is thus proposed. By coordinating with various types of stakeholders and implementing the proposed development plan, the local Construction Ministry, Tourism Bureau, and Energy Improvement Office can realize this conceptual hotel energy benchmarking in China.

In recent time, public buildings have been reckoned as the dominant objects for conducting energy efficient management. In order to obtain valuable information for the assessment of energy consumption status, an investigation was conducted in Chongqing - the youngest, largest and most dynamic municipal in China. A number of public buildings, including 28 governmental office buildings, 15 emporiums and 5 hotels, were selected for the investigation from the aspect of energy cost. It is estimated that half of the world's buildings being constructed between now and 2020 are expected to be built in China and if nothing is done to control the upward energy trend, building-related energy consumption could double and have a devastating effect on the environment and the economy as a whole. Control at the grassroots: China's new toolbox - 0 views

    Maintaining social stability is at the core of China's authoritarianism. An elaborated system of 'social management' aims at anticipating and preventing social disorder. The Chinese Communist Party has been able to extend its reach by embracing new technologies and embarking on cautious reforms. The latest edition of China Analysis ('Control at the grassroots: China's new toolbox'), published by ECFR and Asia Centre, examines China's system of social management, political control and public security. The paper explains how the different parts of the system are being transformed - and it explores the public debates surrounding China's security apparatus: China's complex 'stability maintenance machine' is made up of different ministries and administrative bodies - but the system seems incapable of dealing with China's underlying social problems. 'Social stability' has become a costly activity for local governments as it is their responsibility to deal with incidents that threaten stability. The logic of 'zero incidents' led not only to superficial solutions but also to a privatisation of stability maintenance. The central government increasingly controls the public without relying on biased local authorities. The mission of the People's Armed Police (PAP) is changing. The PAP is transforming itself from a paramilitary force into a modern integrated and multi-tasking force with a broad mandate to 'defend national security and maintain social stability'. The reform of China's criminal procedure law sparked a lively debate about the role of the state and how liberties of the individual can be upheld. However, covert investigations, secret detentions and the death penalty remain a feature of the legal system in China.

Too complex to be managed? New trends in peri-urbanisation and its planning in Beijing - 0 views

    Abstract Taking Beijing as a case study, this paper analyses new trends in peri-urbanisation and the city's planning responses after 2000 in China. The results of the analysis show that the percentage of temporary migrant residents continues to grow in the peri-urban region and the social inequalities in relation to quality of life between local people and migrants have increased there. In particular, there is a concentration of thousands of young and well-educated migrants in the peri-urban region, resulting in a new kind of urban slum. Sprawling development still dominates Beijing's fringe. New planning policies related to an urban-rural integration strategy have played a positive role in improving living conditions in rural areas and reducing the social and economic gaps between urban and rural areas in the peri-urban region. However, planning in the peri-urban region is still facing new challenges due to vertically and horizontally fragmented management, growing market forces, and social discrimination caused by the remnants of the hukou mechanism. This suggests that it will not be easy to achieve the planning goal of urban-rural integration and harmony society unless further actions are taken to enhance political capacity of planning system in Beijing. The capacity-building of planning should be facilitated if institutional innovations can be made in arrangements of power, rights, public resources, accountability, and legitimacy in the planning system. Their effective governance and precision provision increasingly require public input. Due to the unique political regime, public decision-making in China has long been controlled by governments with the public neglected. With increasing civic consciousness in recent years in urban China, this research investigated attitudes and willingness toward participation in planning, management and design of urban green spaces in Guangzhou. Face-to-face questionnaire surveys were conducted at the 24 green sites across the city with 595 respondents successfully interviewed. The results demonstrated the positive attitudes and strong willingness toward participation despite socioeconomic variations, fitting into a global trend of increasing civic consciousness and strengthening the theoretical base of public participation. Practically, the positive findings lay a sound social foundation for the participatory decision-making in urban China, and help to drive local governments more open and inclusive and develop effective governance strategies and mechanisms to promote public participation in decision-making of urban green spaces.

Paper 7. http://hdl.handle.net/2047/d20000145 ABSTRACT Since mid-1990s, the Chinese government has been promoting a policy of community construction (shequ) in urban areas. One of the main focuses of this policy is to build up the democratic infrastructure and institutions at the grassroots level in the cities. As a result, political and institutional reforms to make grassroots governance more democratic have been experimented and implemented in many cities. Members of the residents' committee, the "mass-organization" entrusted to governance the communities (shequ), are now to be democratically elected. The administration of the communities has to adhere to the principles of democratic decision-making, democratic management, and democratic supervision. The grassroots organs of the ruling Chinese Communist Party have to adapt to the democratic institutions, while non-governmental organizations, especially in the form of the homeowners' committee, also emerges as another channel for urban residents to participate in public affairs. The major aim of this study is to document and analyze these institutional designs and reforms. It also provides an interpretive perspective for these grassroots democratic reforms, arguing that these reforms embody a Chinese model of democratic development.

Coordinated by CNRS (France's National Centre for Scientific Research), URBACHINA will analyse China's urbanisation trends for the next 40 years and define possible future scenarios with reference to concepts of sustainability. European Union - China cooperation URBACHINA is a research project, which places strong emphasis on the cooperation between the EU-China. Although Europe and China have followed different urbanisation paths, there is nonetheless room for mutual learning. One of the main objectives of this project is to strengthen the collaboration between Chinese and EU researchers and policy-makers driven by the common goal of building sustainable cities.

Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

    Source : Academic Search Premier Auteurs : Yong, Liu, Yue Wenze, and Fan Peilei DO I: 10.1068/b37009 Résumé: In this research we assessed the urban land conversion, and identified the factors responsible for the conversion, from 1995 to 2009 in Hangzhou, a large city located in the lower Yangtze River Delta of China. We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government.     International Comparative Analysis of Poverty in Asia: Urbanization, Migration and Social Policy Symposium held at Southwest Jiaotong University, Chengdu, China, November 1-4, 2012 Southwest Jiaotong University (SWJTU) and the Institute for Poverty Alleviation and International Development (IPAID) are jointly organizing a symposium in October 2012 on the effects of urbanization and poverty alleviation in Asia. The main purpose is to address the widening income gap between rural and urban areas in Asia in the past thirty years. Development scholars, researchers, and practitioners are invited to submit high-quality papers with a focus on the symposium theme of urbanization and migration in Asia and its affect on poverty in both rural and urban areas. The symposium aims to create a dialogue among scholars of Asian development studies to address effective urban and rural poverty reduction strategies. The symposium will focus on the following set of issues which include (but are not limited to): Rural development and urbanization in Asia International standards of poverty alleviation Access to land and land right education (rights, inequity, and poverty) Labor mobility and poverty Gender based income inequality Social policy to tackle poverty and inequality Housing, transportation and infrastructure development National policies and measures for the eradication of poverty The symposium will conclude with an excursion to disaster areas in Chengdu affected by the 2008 earthquake which killed an estimated 69,000 people. Low-Carbon Development Patterns: Observations of Typical Chinese Cities - 0 views

    Abstract: Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. It is essential to evaluate urban low-carbon development levels to smoothly promote the construction of low-carbon cities. This paper proposes an evaluation index system for urban low-carbon development from the points of view of economic development and social progress, energy structure and usage efficiency, living consumption, and development surroundings. A weighted sum model was also established. Selecting 12 typical Chinese cities as cases studies, an integrated evaluation was conducted based on the index system and the assessment model. The development speed and limiting factors of different cities were also analyzed. The 12 cities were ultimately classified into three groups in terms of their low-carbon development patterns by integrating all of the analysis results. Furthermore, suitable regulation and management for different patterns were suggested. This study both aids in assessing the executive effect of low-carbon city construction and helps to determine existing problems and suggest effective solutions.

In this paper, we explore the relationship between the financing structure and the hierarchal evolution of railway network development, using the case of China. Although privatization and corporatization in transport provision have been trends in some parts of the world, the national government is still the main body responsible for railway development in many countries. Among these countries, China and India are the only two that include the Ministry of Railways (MOR). In India, the entire country's railways are clearly defined as public services provided and managed by the MOR. In China, railways have been corporatized; yet, the MOR and the National Railway Corporation are still widely regarded as a single body that has monopolistic power over almost all railway systems at the national and regional levels in both infrastructure development and operation. We argue that when multi-level railway networks are evolved from a single-level (national) network due to market growth in countries such as China, where different levels of government are responsible for infrastructure planning and development, the state's monopolistic control of operation and its corresponding financing structure may not fit the operation of new multi-level networks. However, the suitable institutional set-up for the new networks may be delayed or never established for many reasons, some of which, as demonstrated in this paper, are place-specific and path-dependent. We find heightened public awareness of environmental degradation and increasing anxieties over health and property values drive people to fight for more political space to influence decisions that have an impact on the environment. Despite the promises one finds in the letter of Chinese laws, Chinese society lacks a meaningful institutional framework to allow public participation, even in the area of environmental protection. The Chinese government mainly passively responds to public demands on an ad hoc basis, with no institutional commitment for engaging the public on environmental issues. This is unfortunate, because public policies without adequate public input are doomed to be clouded by illegitimacy.
