school productivity has not become part of the reform conversation, and with this project, our hope is to shine a light on how productivity differs across districts, as well as to identify key areas of reform. Moreover, for the first time, we conducted a special analysis of educational fiscal practices, diving deep into state budgeting approaches. We believe that if our education system had a more robust way of tracking expenditures, it could do more to increase productivity. Together with this report, we have also released analysis by CAP Senior Policy Analyst Robert Hanna on twin districts. Hanna's analysis looks more closely at the programs and practices of more effective districts.

"California State University is moving aggressively to offer web-based science labs, a systemwide virtual campus and online advising as remedies for "bottlenecks" that impede student progress and graduation rates, officials said Tuesday. Some of these efforts will be ready to roll out this fall. The detailed strategies were presented in a meeting of the Cal State Board of Trustees in Long Beach as a response to Gov. Jerry Brown's call for the Cal State and University of California systems to improve student performance in exchange for long-term funding increases."

Tuition hikes are fine when someone else pays the real cost, and in this case, it's typically other students at a college who end up footing the bill for some professor's kid to go there free or at a reduced price. As tuition rates have increased, tuition remission has evolved from a nice extra to a big-ticket benefit, surpassing health care for those workers who take advantage of it in a particular year.

The promises of Open Educational Resources (OER) include increased access to education, reduced costs for education, enhanced collaboration, and efficient course design. Whilst these are all certainly possible, there are strong practical considerations to Open Educational Practice (OEP). This session will consider the role of OEP in teaching and learning at USQ, explore the challenges of engaging with openness, and offer some practical starting points.

"In a paper released on Monday, Christine Greenhow, an assistant professor of education at Michigan State University, argues that using informal social-media settings to carry on debates about science can help students refine their argumentative skills, increase their scientific literacy, and supplement learning in the classroom. Past studies have shown that informal settings, like conversations with friends, can facilitate learning, but according to Ms. Greenhow, very little has been studied about informal online contexts and social networks, like Facebook applications."

This imposes great (and in many cases unnecessary) costs on creativity, on libraries and archives, on education and on scholarship. More broadly, it imposes costs on our collective culture. Even for the works that are still commercially available, the shrinking public domain increases costs to citizens and limits creative reuse. But at least those works are available. Unfortunately, much of our cultural heritage, perhaps the majority of the culture of the last 80 years, consists of the orphan works described above-works that have no identifiable or locatable copyright holder. Though no one is benefiting from the copyright, they are nevertheless presumptively off limits."
