This seems to be very gray...If the purpose and character of the work is a determining factor for Fair Use, then you can make a solid argument? For instance, would it be okay if I made a t-shirt with "I'll be back," on it and above it I stated that I think this is the best movie quote of all time (i don't, it's just well known)? Would I then be commenting on the quote?

The irony here is so thick I can't believe it. I am currently renovating a hotel in Hollywood and one of the improvements is the parking area. It's a 1930's building that is getting a face lift, hardscape and landscape. In the hard scape the Architect specified that we embed movie quotes using aluminum letters in 8 locations. The irony is that deadline 4 covers this exact situation, the quotes are protected by copyrights!
