    The electric membership corporations (EMCs) in Georgia observed the first anniversary of legislation to bring harsher penalties to those charged with metals theft. "Metals theft is not a victimless crime," says Bill Verner, vice president, government relations, communications and member services with Georgia EMC. "Consumers foot the bill for replacing and repairing the damage left by a wire thief." In 2007, the EMCs and Georgia EMC led an industry effort to craft legislation aimed at toughening the existing law. The new law, which took effect July 1, 2007, forces the defendant to make full restitution to the lawful owner of the stolen metal and allows the prosecutor to prosecute based on how much it will cost to return the affected property to its original condition and not just the salvage value of the stolen metal. Germany - Aurubis highlights production risks due to Germany's new power legislation - 0 views

    The German copper cathode and semis fabricator, Aurubis, has reported its concerns over the Federal Government's decision to phase out nuclear power. Aurubis said that the new legislative package, which involves the decommissioning of seven base load power plants, does not ensure that electricity will remain secure and affordable for the company. As such, it believes that power supply now represents a significant downside risk to its operations. In the event of a momentary power failure, the company would suffer a half-day cathode production loss. A sustained power shortage or blackout could cause substantial damage to plant equipment as liquid melts solidify. Aurubis said that steps were required to be taken to expand the power grid and increase power plant capacities. The company currently uses 1Bn KWh/y, approximately the same amount as 600,000 inhabitants.

    "Thermal energy storage (TES) is a system to store thermal energy. TES can be differentiated into three different categories, namely sensible, latent and thermochemical. The main drivers that propel development of TES system are advancements in material sciences and the emergence of smart thermal grid. Although some of the TES system is already mature especially sensible, adoption of this technology is still slow due to lack of awareness from stakeholders to employ this technology as a method to achieve energy efficiency. Furthermore, high cost of new technology and the recent dramatic drop in oil prices have inhibited or slowed the adoption of TES due to less compelling economics. By using Analytical Hierarchy Process (AHP), emerging TES systems based on latent and thermochemical have been identified as the future of TES systems because it shows remarkable performance capabilities. However, strengthening legislation and standardization frameworks need to be done to see wider adoption of TES systems in the future, especially in Europe and North America."

  • The act will replace the current EPAct legislation which has been in force since 1997 and covers low voltage, "General Purpose" 3-phase electric motors from 1-200HP (0.75 - 150 kW). It will enforce a rise in the minimum efficiency of these machines from NEMA Energy Efficient to NEMA Premium Efficient. The new law will go further as it also encompasses motors not previously within the EPAct scope. The result is that almost all low voltage, 3-phase electrical induction motors will be covered by this new legislation. It can be summarised as follows: - 1-200 HP General Purpose motors currently covered by EPAct will change from NEMA Energy Efficient to NEMA Premium Efficient. - 1-200 HP motors not covered in point 1 above will comply with NEMA Energy Efficient. - 201-500 HP motors will comply with NEMA Energy Efficient.

    It was reported that a new criterion for the legislative standard which affects copper wirerod fabricators has been approved by a committee of experts and has been submitted to the Ministry of Industry and Information Technology of China for consideration. Industry sources have stated that there is an emphasis on driving domestic innovation to lift the quality and utilisation rates of continuous casting and rolling mill technology, which is currently lagging behind higher performance, expensive foreign equipment. Approximately one third of copper scrap is used in the direct manufacture of copper and copper alloy wirerod and semis. However, it is thought that none of the 80 or so secondary copper rod manufacturers will meet the criteria outlined in the proposal.

The association warned that there could be a copper products surplus in 2015 following the start-up of new projects, adding that processing capacity should not exceed production by more than 15%. CNFA figures indicate that China produced 10.28Mt of copper products in 2011, up by 18% y-o-y. Processing capacity and utilisation rates were estimated at 12Mt/y and 90% at the end of 2011.
