"If you asked most people on the street which nation produces the most oil most of them would say that the answer is Saudi Arabia of course. But they would be dead wrong. The truth is that Russia is the number one oil producer in the world. Not only that, but Russia is also the number one natural gas exporter in the world. So what does that mean? It means that Russia is the top energy superpower on the globe. Russia pumped more than 10 million barrels of oil per day during November, and now they have done something which will give them even more power over energy. Russia has just finished a new oil pipeline and port complex that enables them to export more oil than Saudi Arabia. On December 28th, Russian Prime Minister Vladimir Putin was on hand to celebrate the opening of Russia's first modern Pacific-based oil export facilities. The Pacific port of Kozmino is a project that Putin is extremely proud of, and it promises to literally change the world. So what makes this port so significant? The new Kozmino complex promises to be a gate through which Russia's vast East Siberian oilfields will supply oil for Asia's energy-hungry economies. Notice that the Middle East and the West are not part of that equation. According to Reuters, the first oil transport will load at Kozmino on January 15th. Hong Kong is scheduled to receive that first shipment. But this is just the latest sign that Russia has more than recovered from their past economic woes. In fact, the Russian Bear is back."

It also comes at a time of diplomatic stagnation in the Middle East that has led to increased calls from many quarters - particularly the Palestinians and the EU - for various actors in the international community to step in and impose a solution on the parties. Russia, obviously, wants to be one of these actors. Hence the two-day conference, part of the Valdai Discussion Club, put on jointly by the Ria Novosti, the Russian News and Information Agency funded by the government, and the Russian Council on Foreign and Defense Policy, the equivalent to the Council on Foreign relations in the US. The organizers invited a slew of Mideast experts from Russia and the region - including Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Lebanon, the "State of Palestine," Saudi Arabia, Syria and Turkey, with a couple of people from the UK, US and France thrown in for good measure - to discuss whether a comprehensive settlement is possible in the Middle East by 2020. The hope of the conference, said Sergei Karaganov of the Council on Foreign and Defense Policy at its outset, was to "generate fresh ideas." Forget about it. The real agenda, it seems, was to implant in the Arab public a sense that Russia has returned to the region and is a player. Analysts said the move could be a sign of increased diversification of emerging market central bank assets away from the dollar and into investments denominated in other commodity-linked currencies, such as the Australian dollar. Adam Cole at RBC Capital Markets said if taken in isolation, Russia's announcement that it was buying Canadian dollars was not significant, but if it was part of a broader trend, then it was an important step. "If it is a barometer for the activity of other central banks, then its is structurally positive for the currencies of countries like Canada and Australia that have a commodity bias in their economies," he said. Although not officially confirmed, traders said that other emerging market central banks, including some in Asia which hold large foreign exchange reserves, have also been active in the foreign exchange market in recent weeks buying both Canadian dollars and Australian dollars. Alexei Ulyukayev, first deputy chairman of Russia's central bank, said that it would invest in Canadian dollar-denominated deposits and bonds. "The Canadian financial market is not very deep, so we can invest in deposits in significant volumes, while the bond market is limited," he said. Although the central bank did not specify how much of its reserves it was allocating to assets denominated in the Canadian dollar, analysts estimated that the central bank could put up to $9bn, or 2 per cent, of its foreign exchange reserves into the currency."

"Iran warned on Saturday the West has until the end of the month to accept Tehran's counterproposal to a U.N.-drafted plan on a nuclear exchange, or they will start producing nuclear fuel on their own. The warning from Foreign Minister Manouchehr Mottaki showed a hardening in Iran's stance over its controversial nuclear program. While the West fears it shows Iran has nuclear ambitions, Tehran insists the program is only for peaceful, electricity production purposes. The Iranian foreign minister's message was broadcast on Iranian TV. He says that Iran gave [the West] an ultimatum, and they have one month left, giving them to the end of January [to accept]. He adds that [the West] must choose between one of the two proposals [that Iran has made], which is either to purchase uranium [directly from France or Russia] or to swap it [on Iranian soil]. Otherwise, he insists that Iran will go ahead and produce [high grade] enriched uranium fuel using its own talented experts. Western powers, including the United States, have called on Tehran, under the draft U.N. nuclear deal worked out last November, to ship around 70 percent of its low-grade uranium abroad. That fuel would then be transformed into more highly enriched (20 percent grade) uranium and shipped back to Iran. Iran, however, came up with a counterproposal insisting that its uranium stockpile be sent abroad in small batches, in quick transfers on Iranian soil, preferably on Iran's own Kish Island. Iran's proposal is unacceptable to the West, because it allows Iran to keep significant quantities of enriched uranium to produce nuclear weapons. "

The Obama administration and European allies set a deadline of the end of 2009 for Iran to accept a U.N. proposal that Iran exchange most of its enriched uranium, which the West fears could be used for automic weapons, for low-enriched nuclear fuel for energy purposes. Over the last couple of years, the Security Council has passed three resolutions against Iran for refusing to suspend nuclear enrichment and cooperate with the International Atomic Energy Agency, but instead of compliance, the Islamic Republic has increased nuclear activity."

Two months after "climategate" cast doubt on some of the science behind global warming, new questions are being raised about the reliability of a key temperature database, used by the United Nations and climate change scientists as proof of recent planetary warming. Two American researchers allege that U.S. government scientists have skewed global temperature trends by ignoring readings from thousands of local weather stations around the world, particularly those in colder altitudes and more northerly latitudes, such as Canada. In the 1970s, nearly 600 Canadian weather stations fed surface temperature readings into a global database assembled by the U.S. National Oceanic and Atmospheric Administration (NOAA). Today, NOAA only collects data from 35 stations across Canada. Worse, only one station -- at Eureka on Ellesmere Island -- is now used by NOAA as a temperature gauge for all Canadian territory above the Arctic Circle. The Canadian government, meanwhile, operates 1,400 surface weather stations across the country, and more than 100 above the Arctic Circle, according to Environment Canada. Yet as American researchers Joseph D'Aleo, a meteorologist, and E. Michael Smith, a computer programmer, point out in a study published on the website of the Science and Public Policy Institute, NOAA uses "just one thermometer [for measuring] everything north of latitude 65 degrees." Both the authors, and the institute, are well-known in climate-change circles for their skepticism about the threat of global warming. "VIENNA - Iran has formally responded to a nuclear fuel swap proposal backed by the world's major powers with a counteroffer effectively rejecting their demand that Tehran export most of the material it would need to make a warhead, diplomats said Tuesday. For months, Iranian officials have used the media to criticize the plan and offer alternatives to one of its main conditions - that the Islamic republic ship out most of its stock of enriched uranium and then wait for up to a year for its return in the form of fuel rods for its Tehran research reactor. While critical of such statements, the United States and its allies said they did not constitute a formal response to the plan, first drawn up in early October in a landmark meeting in Geneva between Iran and the six world powers, and then refined later that month in Vienna talks among Iran, the U.S., Russia and France. The diplomats told The Associated Press that Iran first submitted such a written formal response to the International Atomic Energy Agency earlier this month in a Jan. 6 meeting between Ali Asghar Soltanieh, Iran's chief representative to the IAEA, and agency chief Yukiya Amano. The IAEA-brokered talks in Vienna came up with a draft proposal that would take 70 percent of Iran's low-enriched uranium to reduce its stockpile of material that could be enriched to a higher level, and possibly be used to make nuclear weapons."
