"WASHINGTON-The U.S.'s top intelligence officials said Tuesday that an attempted al Qaeda attack on the U.S. in the next three to six months was "certain." An official also said the Nigerian who allegedly attempted to blow up an airliner on Christmas Day was again cooperating with federal investigators. Republicans have accused the administration of squandering a chance to gain valuable intelligence from the suspect by using the civilian court system to charge him, instead of declaring him an enemy combatant and subjecting him to more interrogation. Al Qaeda remains a significant threat to the U.S., the officials said, and the group's recent evolution in tactics includes dispatching individuals who can enter the U.S. without arousing suspicion, such as the man accused of attempting the Christmas Day attack. Such tactics have created "a new degree of difficulty" for U.S. spies seeking to thwart the next attack, Director of National Intelligence Dennis Blair told the Senate Select Committee on Intelligence. Al Qaeda will remain intent on attacking in the U.S. at least until Osama bin Laden and his second in command, Ayman al Zawahiri, are killed or captured, Mr. Blair said. Al Qaeda's many affiliates are also of great concern to the spy agencies. The Yemeni affiliate, which is believed to have directed the attempted Christmas Day attack, will continue to attempt additional attacks on the U.S., Mr. Blair said. Militant groups in Pakistan are also coordinating their attacks with al Qaeda, which has led to an increase in terrorist attacks inside Pakistan as well as rising concerns the groups may expand their ambitions to attack outside Pakistan, officials said. Republican lawmakers also pressed Mr. Blair and FBI Director Robert Mueller on the decision to read Miranda rights to the alleged Christmas Day bomber, Umar Farouk Abdulmutallab, rather than submit him to further interrogation. "In an interview with Kuwaiti newspaper Al-Rai published on Sunday, a US official who spoke on condition of anonymity said that "if Syria supplies Hezbollah with surface-to-air missiles (SA-2), war will break out and Tel Aviv will directly strike Damascus." In addition, the official said Syria trained Hezbollah members in Damascus on how to use the SA-2 missiles. Israel has previously warned the country not to supply Hezbollah with the missiles, according to the US source. "Any possible military attack by Hezbollah against Israel will be met by a 'harmful war' on Lebanon. Israel made a mistake in 2006 by not striking Syria during the war with Lebanon, and any new attack from Hezbollah against it will not spare Damascus from a strike," he added. Israel's top priority, the official said, is preventing Syria from supplying Hezbollah with the SA-2 missiles. "During the 2006 war in Lebanon, Damascus told Tel Aviv it wanted peace and was not going to side with Hezbollah," the official alleged. Following the war, however, the United Nations and international intelligence community have been monitoring attempts to smuggle weapons from Syria to Hezbollah, he added. The official also compared South Lebanon after the 2006 war to the situation in the Golan Heights in Syria, which he said has enjoyed a calm climate after a cease-fire agreement was signed between Israel and late Syrian President Hafez al-Assad in 1974. He said Hezbollah's desire to liberate the Shebaa farms, which is occupied by Israel, does not justify military attacks against the entity. "Palestinian President Mahmoud Abbas has proposed that the Obama administration negotiate the final borders of a Palestinian state with Israel, a Palestinian official said Wednesday, as a U.S. envoy headed to the region for another attempt to restart Mideast peace talks. Such a proxy arrangement could provide a way around the current deadlock over reviving Israeli-Palestinian talks, which broke off more than a year ago. Abbas says he won't return to the table without a complete Israeli settlement freeze, something Israeli Prime Minister Benjamin Netanyahu has refused to do. As an alternative, U.S. officials could replace Palestinian negotiators in border talks with Israel, said an Abbas aide, who spoke on condition of anonymity because he was not authorized to discuss the content of internal meetings. The U.S. negotiators would be given clear parameters, the aide said. "Haitian officials estimated Wednesday that the death toll might reach between 100,000 and 150,000 and that 70,000 bodies have already been buried in mass graves. But U.N. officials say the numbers are at best a guess. The grim process of counting the dead has been complicated by the breakdown of government institutions, including the collapse of hospitals and morgues. Many people are still buried under collapsed homes, hotels and government buildings, making a final count premature. "People are still being pulled out of the rubble, extraordinarily," said John Holmes, U.N. emergency relief coordinator. He noted that foreign rescue teams had pulled more than 120 people out alive from collapsed buildings. "And we'll continue with that as long as there is any hope of finding people alive." Even measuring the United Nations' dead has been a struggle. For several days, it declined to provide details about its deceased staff, leaving it to governments to confirm the deaths of their nationals. U.N. officials said their caution was driven by a concern that families first be notified of a loved one's death and that no mistakes be made. Other officials say the United Nations has been especially cautious about releasing the names of their dead because of previous mistakes. "BAGHDAD - A female suicide bomber mingling among Shiite pilgrims in Baghdad detonated an explosives belt Monday, killing at least 54 people, officials said. The bombing was the first major strike this year against pilgrims making their way to the southern city of Karbala to mark a Shiite holy day. It came as a security official warned of a possible increase in attacks by insurgents using new tactics to bypass bomb-detection methods. The bombing raises fears of an escalation of attacks as hundreds of thousands of Shiites head to Karbala to mark on Friday the end of 40 days of mourning following the anniversary of the death Imam Hussein, a revered Shiite figure. The bomber hid the explosives underneath an abaya - a black cloak worn from head to toe by women - as she joined a group of pilgrims on the outskirts of Baghdad's Shiite-dominated neighborhood of Shaab, said Maj. Gen. Qassim al-Moussawi, Baghdad's top military spokesman. The bomber set off the blast as she lined up with other women to be searched by female security guards at a security checkpoint just inside a rest tent, al-Moussawi said. A police official said 54 people, including 18 women and 12 children, were killed and 117 were wounded. A hospital official confirmed the casualties. Both officials spoke on condition of anonymity because they were not authorized to talk to the media. Witnesses described a chaotic scene in the minutes after the blast. "BEIJING: The smart card system has been introduced in a Chinese city for the first time on Monday. The event coincided with a court verdict meting out the first-ever conviction in the country for theft and misuse of personal information. Wuxi, one of the most modern small cities of China, has unveiled the first batch of smart cards that contain barcodes containing crucial information about card holders . The smart cards, which are being rolled out for the first time in China, will enable their users to perform a wide range of tasks. The barcodes on the cards contain finger prints and personal information like date of birth, blood group, social security number and bank card numbers. It will carry the name and photograph of the card holder. The local administration of Wuxi is making arrangements for the use of smart cards in bank ATMs, buildings equipped with electronic guard system and even for allowing parents to pick up their children from high-guarded kindergarten schools. It will later add more information to the smart cards and widen the scope of its use. In another development, a court in China's Guangzhou city sentenced a man to one and a half year in prison for violating the security of personal information that include unlisted phone number and call histories of important people. Prosecutors told the court that Lin Guiyu bought personal information of senior officials and used it to swindle several people. He used the information to impersonate as the vice mayor of Zhuhai in Guangdong province while asking for money in return for official favors. Lin led a gang that committed five such crimes and cheated people of $121,554 after impersonating different officials including the Communist Party secretaries of Foshan and En'ping , official sources said. "HONIARA, Solomon Islands - Landslides and a tsunami destroyed the homes of about one-third of the population on a Solomon Island, but lives were likely spared as residents with memories of previous disasters fled quickly to higher ground, officials said Tuesday. From the air, extensive damage could be seen on a remote western island after a 7.2-magnitude temblor triggered the landslides in the Pacific Solomon Islands on Monday, said disaster management office director Loti Yates. No injuries have been reported some 30 hours after the biggest in a series of quakes churned a tsunami wave that was up to 10 feet (3 meters) high as it plowed into the coast, officials said. However, more than 1,000 people have been affected after some 200 houses were destroyed on Rendova, an island some 190 miles (300 kilometers) from the capital Honiara. Only 3,600 people live on Rendova. Photographs taken from police helicopters Tuesday showed debris lining the foreshore and damaged houses on the coasts of Rendova and Tetepare, as well as deep scars on hills and cliffs caused by landslides. In fact, all that can be found about it on the official White House Web site is the Dec. 17 announcement and one-paragraph text of President Obama's Executive Order 12425, with this innocuous headline: "Amending Executive Order 12425 Designating Interpol as a public international organization entitled to enjoy certain privileges, exemptions, and immunities."In fact, this new directive from Obama may be the most destructive blow ever struck against American constitutional civil liberties. No wonder the White House said as little as possible about it. There are multiple reasons why this Obama decision is so deeply disturbing. First, the Obama order reverses a 1983 Reagan administration decision in order to grant Interpol, the International Criminal Police Organization, two key privileges. First, Obama has granted Interpol the ability to operate within the territorial limits of the United States without being subject to the same constitutional restraints that apply to all domestic law enforcement agencies such as the FBI. Second, Obama has exempted Interpol's domestic facilities -- including its office within the U.S. Department of Justice -- from search and seizure by U.S. authorities and from disclosure of archived documents in response to Freedom of Information Act requests filed by U.S. citizens. "LONDON - New regulations that took effect Wednesday require skilled foreign workers who extend their stay in Britain to obtain identity cards containing biometric data, including finger prints and photographs. The UK Border Agency rules are part of the extended rollout of a 2008 program that will require all foreign workers who plan to stay in Britain six months or longer to obtain an ID card by April 2011. The rules apply only to workers from outside the European Economic Area and Switzerland. British officials say the ID cards for foreign workers will help combat illegal workers and illegal immigration and allow cardholders to establish their identity and immigration status, making it easier for them to access various benefits they are entitled to. The cards, in conjunction with workers' passports, can also be used to facilitate entry into Britain after trips abroad, officials said. Skilled workers are defined as those with a job sponsor who can establish their skills and earnings potential on a point-based system that also takes into account their English language ability."

"Iran is serious about developing a nuclear bomb and has the ability to produce a primitive, truck-sized version of the bomb this year, the German magaziner Der Spiegel reported on Monday. An intelligence dossier obtained by Der Spiegel shows that there is a secret military branch of Iran's nuclear research program that answers to Tehran's ministry of defense, according to the report. Officials who have read this document - which is currently under review by the U.S., Germany and Israel - claim that it shows that their nuclear program aimed at producing a bomb is well advanced. "VIENNA - Iran has formally responded to a nuclear fuel swap proposal backed by the world's major powers with a counteroffer effectively rejecting their demand that Tehran export most of the material it would need to make a warhead, diplomats said Tuesday. For months, Iranian officials have used the media to criticize the plan and offer alternatives to one of its main conditions - that the Islamic republic ship out most of its stock of enriched uranium and then wait for up to a year for its return in the form of fuel rods for its Tehran research reactor. While critical of such statements, the United States and its allies said they did not constitute a formal response to the plan, first drawn up in early October in a landmark meeting in Geneva between Iran and the six world powers, and then refined later that month in Vienna talks among Iran, the U.S., Russia and France. The diplomats told The Associated Press that Iran first submitted such a written formal response to the International Atomic Energy Agency earlier this month in a Jan. 6 meeting between Ali Asghar Soltanieh, Iran's chief representative to the IAEA, and agency chief Yukiya Amano. The IAEA-brokered talks in Vienna came up with a draft proposal that would take 70 percent of Iran's low-enriched uranium to reduce its stockpile of material that could be enriched to a higher level, and possibly be used to make nuclear weapons."

"BAGHDAD - Suicide bombers struck near three hotels popular with Western journalists and businessmen Monday just as Iraq announced the execution of Saddam Hussein's notorious cousin known as "Chemical Ali." At least 37 people were killed and more than 104 injured, security officials said. The blasts - coming in a span of about 15 minutes in downtown Baghdad - came shortly before state television announced that Ali Hassan al-Majid had been hanged. There was no claim of responsibility for the latest major attacks in Baghdad - about six weeks after a series of blasts killed 127 and brought outcry against Iraq's government for repeated security lapses as U.S. troops withdraw. Government spokesman Ali al-Dabbagh said the latest bombings "represent an extension" of the activities of insurgents linked to Saddam's regime. But he stopped short of declaring the blast as possible revenge for the execution. The first explosion struck at about 3:40 p.m. local time in the parking lot of the Sheraton Hotel, toppling high concrete blast walls protecting the site and damaging a number of buildings along the Abu Nawas esplanade across the Tigris River from the Green Zone. Two other blasts followed minutes later, striking near the Babylon Hotel and Hamra Hotel, which is popular with Western journalists and foreign security contractors. All officials spoke on condition of anonymity because they were not authorized to speak to the media. "Four missiles fired by a US drone aircraft in the northern Pakistani tribal region of North Waziristan have killed three militants, officials say. They say that a militant camp was also destroyed by the missiles. Separately Pakistani intelligence officials say US drone missiles recently killed a militant on the FBI's most-wanted terrorists list. The man, named as Jamal Saeed Abdul Rahim, is believed to have died on 9 January in North Waziristan. The FBI's Web site says that Mr Rahim has a $5m bounty on his head and is wanted for his alleged role in the 1986 hijacking of Pan American World Airways flight during a stop in the southern Pakistani city of Karachi. Taliban sanctuaries More than 700 people have been killed in about 77 US drone strikes since August 2008. A surge in such strikes has been ordered by US President Barack Obama, with seven drones hitting the tribal north-west this month alone. "

But the sides are so far apart, at least in public declarations, it is impossible to predict where any diplomatic efforts will lead. North Korea continues to hold fast to the position that its nuclear and ballistic missile programs are non-negotiable. Pyongyang's official news agency says the North wants U.N. Security Council sanctions lifted. The sanctions were put in place after North Korea launched a three-stage rocket last December that put a satellite in orbit. More sanctions were added when the North conducted its third underground nuclear test in February. The U.S. and South Korea insist that a verifiable path to dismantling those programs must be on the table for any negotiating process to begin. South Koreans are increasingly saying they may need a nuclear deterrent to counter Pyongyang's threats. China, of course, detests the possibility the U.S. would reintroduce strategic nuclear weapons there. (They were removed in 1991.) Everyone is heaping pressure on China to rein in the North Koreans. Looking at the North's rapidly growing nuclear threat, some South Koreans admit that after years of dismissing all the bombastic rhetoric from Pyongyang, real fears are emerging. "It really is a game changer," said Hahm Chaibong, president of the ASAN Institute for Policy Studies in Seoul.
