"Executive Order will Strengthen Further Partnership Between the Federal and State and Local Governments to Better Protect Our Nation The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities. The bipartisan Council will be composed of ten State Governors who will be selected by the President to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors' associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole. Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. The Secretary of Defense will designate an Executive Director for the Council. "WASHINGTON-The U.S.'s top intelligence officials said Tuesday that an attempted al Qaeda attack on the U.S. in the next three to six months was "certain." An official also said the Nigerian who allegedly attempted to blow up an airliner on Christmas Day was again cooperating with federal investigators. Republicans have accused the administration of squandering a chance to gain valuable intelligence from the suspect by using the civilian court system to charge him, instead of declaring him an enemy combatant and subjecting him to more interrogation. Al Qaeda remains a significant threat to the U.S., the officials said, and the group's recent evolution in tactics includes dispatching individuals who can enter the U.S. without arousing suspicion, such as the man accused of attempting the Christmas Day attack. Such tactics have created "a new degree of difficulty" for U.S. spies seeking to thwart the next attack, Director of National Intelligence Dennis Blair told the Senate Select Committee on Intelligence. Al Qaeda will remain intent on attacking in the U.S. at least until Osama bin Laden and his second in command, Ayman al Zawahiri, are killed or captured, Mr. Blair said. Al Qaeda's many affiliates are also of great concern to the spy agencies. The Yemeni affiliate, which is believed to have directed the attempted Christmas Day attack, will continue to attempt additional attacks on the U.S., Mr. Blair said. Militant groups in Pakistan are also coordinating their attacks with al Qaeda, which has led to an increase in terrorist attacks inside Pakistan as well as rising concerns the groups may expand their ambitions to attack outside Pakistan, officials said. "(1/4/10) FORT LAUDERDALE, FL - A new state law attempting to meet the requirements of the Federal Real ID Act instituted by Congress in 2005, now requires Floridians either getting a new license or renewing an expiring license to provide additional documentation to prove their identity before their new license can be issued. Even if a person uses the on-line renewal system or does so by mail, every renewing driver will have to bring at least four items to a local DHSMV/Driver's License office, proving their identity, address and Social Security Number. The DHSMV has set up a convenient website to help customers gather the necessary documents by creating a personalized list of items to bring with them to a driver's license office. Effective January 1, 2010, drivers are required to provide one of the following to establish their identity: a certified, state-issued birth certificate, a valid passport, a counselor report of birth abroad, a certificate of naturalization, or a certificate of citizenship. Expired or expiring driver's licenses/ID cards will not be accepted to prove one's identity. To prove their Social Security Number, they must provide one of the following items: a Social Security Card, a W-2 Form from their employer, a recent pay check, or a Form 1099. Additionally, drivers will have to show two documents to establish their home address, including (but not limited to): a recent mortgage bill or statement, a Florida voter registration card, Florida vehicle registration, a utility hook-up bill no more than 60 days old, a W-2 or 1099 form, recent bank statements,or even a current homeowner's insurance statement or bill. For those minors or dependents who do not have any of these items in their own name, a parent or guardian residing at the same address must accompany the driver and provide proof of their residence. The recent order, posted on the White House website, was accompanied by the explanation that the group is to work "to protect our nation against all types of hazards." It comes just weeks after the president issue a similarly obscure order vastly expanding INTERPOL's privileges in the U.S. The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities." However, there was no definition of what would be included in the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue. "

"VANCOUVER - The Canadian government has recently decided to cut back or entirely withdraw the funding to organizations that encourage a boycott of Israel or Israeli products, including pro-Palestinian and Christian groups. One such organization is the Kairos welfare agency, which lost $7 million - half of its annual budget. Kairos is a social apparatus serving 11 Catholic and Protestant groups and churches promoting the "liberation theology" within the Canadian legal and educational establishments. Canadian Immigration Minister Jason Kenney said that the agency's budget was cut back in light of its anti-Semitic positions, adding the group preaches for recognition of such terror organizations as Hamas and Hezbollah while rejecting the Jewish people's right for a state. Kairos denied Kenney's claims and charged that the Canadian government's decision was motivated by political considerations. It further argued that criticism of Israel should not be regarded as anti-Semitism. Another organization whose funds were cut back was the Canadian-Arab Federation, which provides aid for immigrants from Muslim countries. The claim against the group was that it promoted hatred and extremism. The Federation claimed in response that by withdrawing funds from its budget, the Canadian government is shunning Arab immigrants. "

Federal regulators seized Charter Bank in New Mexico this week as its capitalization fell below requirements, making it the latest of scores of banks to have failed in the economic crisis. However, the Albuquerque Journal reports that Charter faced a very low default rate on residential loans and no commercial failures, either - until the Office of Thrift Supervision, its regulator, demanded that Charter increase its declared risk fivefold (hat tip HA reader Super5): Federal authorities on Friday closed Charter Bank, a closely held, family-run financial institution known for its financing of low-income housing in New Mexico and for the philanthropy of its owners. … Last fall, Office of Thrift Supervision examiners, responding to the national collapse of real estate development, ordered Charter to increase its allowance for loan losses from $10.8 million to $55.4 million, even though Charter had no delinquent commercial construction loans and only [0].34 percent of the loans in its commercial real estate portfolio were behind on their payments. That order reduced the level of capital Charter had on its books. Last Wednesday, OTS ordered Charter to find new capital as a buffer against insolvency or face closure. The head of New Mexico's MFA makes it clear: Charter became a major real estate lender and was especially active in underwriting and servicing mortgages for low-income housing. "Supplies have had difficulty getting into the region because of the traffic jams. Most of our supplies are still on the way," Xia said. "Atlanta Almost 1-1/2 years since she shook up American politics with her acceptance speech at the Republican National Convention, former vice presidential candidate Sarah Palin is set to headline another landmark political event: the first-ever Tea Party Convention next month in Nashville, Tenn. On its face, the gig would seem a step down for Ms. Palin, one of conservative America's most popular and polarizing figures (not to mention major thorn in the side of the Obama White House). "On Christmas Day, a Nigerian-born terrorist named Umar Farouk Abdulmutallab attempted to blow up a Detroit-bound passenger airplane. Only the bravery of a fellow passenger prevented the catastrophe. President Obama called the terror attempt a "systemic failure" on the part of American national security agencies. In particular, he blamed the CIA for the foul-up. There is no doubt that the CIA should have done something more to prevent this attack. But, then again, President Obama has been keeping them busy-with global warming. Seriously. According to the New York Times on Jan. 5, just a few days after Obama excoriated the CIA publicly, "The nation's top scientists and spies are collaborating on an effort to use the federal government's intelligence assets-including spy satellites and other classified sensors-to assess the hidden complexities of environmental change." This project, the Times reported, "has the strong backing of the director of the Central Intelligence Agency. In the last year, as part of the effort, the collaborators have scrutinized images of Arctic sea ice from reconnaissance satellites in an effort to distinguish things like summer melts from climate trends …" While missing a potentially catastrophic terror attack is problematic, it's good to know that we've got the inside dossier on the mating habits of polar bears. This isn't a shock coming from the "watermelon" Obama White House-green on the outside, red on the inside. "A California judge today tentatively scheduled a trial for Jan. 26, 2010, for a case that challenges Barack Obama's eligibility to be president based on questions over his qualifications under the requirements of the U.S. Constitution. If the case actually goes to arguments before U.S. District Judge David Carter, it will be the first time the merits of the dispute have been argued in open court, according to one of the attorneys working on the issue. In a highly anticipated hearing today before Carter, several motions were heard, including a resolution to long-standing questions about whether attorney Orly Taitz properly served notice on the defendants, which she had. In a second ruling, Carter ordered that attorney Gary Kreep of the United States Justice Foundation can be added to the case to represent plaintiffs Wiley Drake and Markham Robinson, who had been removed by an earlier court order. Drake, the vice presidential candidate for the American Independent Party, and Robinson, the party's chairman, also were restored to the case. Want to know for certain where Obama was born? "(CNSNews.com) - The new federal hate crimes law has all the potential to be a major attack on religious liberty and freedom of speech, according to top religious liberty attorneys. The law was chosen the number one anti-Christian act of 2009 by the Christian Anti-Defamation League. Attorneys who defend religious rights agree: The recently enacted hate-crimes law is a threat to religious liberty. "The very fact that this law elevates 'sexual orientation' and 'gender identity' to the same protected status as race - that in and of itself is a cataclysmic shift in policy," said Mathew Staver, president of the religious liberty law firm Liberty Counsel and dean of the Liberty University Law School. "That will have a ripple effect far beyond the specific words of this bill," he added. "That is contrary to our Judeo-Christian heritage and beliefs, far beyond any particular disclaimer that it is not going to affect speech." Erik Stanley, an attorney with the Alliance Defense Fund, which is based in Scottsdale, Ariz., said the hate-crimes law is not about punishing crimes. It's about punishing beliefs and ideas. "It is actually a thought-crimes law," Stanley said. "There is no difference between, say, an assault that is already punishable, and an assault that is punishable as a hate crime, other than the belief of the perpetrator." "

"WASHINGTON -- President Obama, determined to show he understands middle-class struggles, is offering new initiatives meant to help people pay bills and save for retirement. Obama was ready to announce the new steps Monday in a partial preview of his State of the Union address. The proposals to be unveiled by Obama and Vice President Joe Biden at the White House include a doubling of the child care tax credit for families earning under $85,000; a $1.6 billion increase in federal funding for child care programs and a program to cap student loan payments at 10 percent of income above "a basic living allowance." His initiatives also include expanding tax credits to match retirement savings and increasing aid for families taking care of elderly relatives. That program would also require all employers to provide the option of a workplace-based retirement savings plan. Obama is seeking to offer some attractive options to taxpayers, mindful of recent setbacks including the loss of a traditionally Democratic Senate seat in Massachusetts to Republican Scott Brown. Monday's rollout is designed to show sympathy with a frustrated public. "We are fighting every single day to put Americans back to work," Obama said in a statement released by the White House. The proposals are the result of the work of a middle class task force that Biden had headed. "WASHINGTON - The U.S. health care system is in serious need of changes, but the Democratic plan to overhaul it is badly flawed and should be repealed and replaced, the Senate Republican leader says. Sen. Mitch McConnell of Kentucky said Saturday in the GOP radio and video address that "nobody is satisfied with the health care system as it is." Costs are out of control and "people are being squeezed out of the market," he said. But he said the health care bill signed by President Barack Obama this week doesn't solve those problems and undermines what is best about health care in this country - a wide variety of medical options and innovations. The main health care law and a companion "fix-it" measure aim to crack down on insurance industry abuses and to reduce federal deficits by an estimated $143 billion over a decade. Most Americans would be required to buy insurance for the first time or face penalties. McConnell was emphasizing a new GOP political approach opposing Democrats' health care measures that proposes "repealing and replacing" the bill rather than just repealing the new health care law. Republicans say they can push for parts of the health care overhaul without adopting elements they don't like, such as tax increases. "We can do better," he said. "We can expand access to people with pre-existing conditions. We can keep people from being kicked off their plans. We can lower costs and premiums. We can do all of these things without undermining the things we do best and without raising taxes that kill jobs in a bad economy." The study -like everything else associated with the company formerly known as VeriChip - is bound to be controversial. The Health Link chip is implanted under a patient's skin. It can be scanned to access the patient's online medical records. The company's critics fear the chip will one day become mandatory, leading to a complete loss of medical privacy, or that Americans will be unable to receive healthcare unless they get chipped. BNET has noted that PositiveID also owns a credit monitoring and identity-theft prevention company, Steel Vault, and that it envisions its chips being linked to Google (GOOG), Microsoft (MSFT) and employers. PositiveID linked credit monitoring and the Health Link chip in its most recent 10-Q. While PositiveID's press release gives few specifics, it indicates that the study will have something to do with the Health Link chip and customers of HealthScreenDirect, a company that offers screening for diabetes and high cholesterol.
