Since the end of last year, China has sent four flotillas to the Middle East in order to take part in anti-piracy operations together with US, European, Indian and Russian warships. The latest mission, which departed from China in October, involved two missile frigates. Mr Yin said a permanent base in the region would help supply Chinese ships. "We are not saying we need our navy everywhere in order to fulfil our international commitments," he said, cautiously. "We are saying to fulfil our international commitments, we need to strengthen our supply capacity." His words, which came just a few days after China rescued 25 sailors from Somali pirates, were posted in an interview on the Defence ministry website. China is reported to have paid a USD4 million (Pounds2.5 million) ransom to free the De Xin Hai, a coal carrier. Mr Yin, who is a senior researcher at the navy's Equipment Research centre, pointed out that the first Chinese ships in the Gulf of Aden spent 124 days at sea without docking, a logistical challenge. However, Chinese ships have since been permitted to dock at a French base. "If China establishes a similar long-term supply base, I believe that the nations in the region and the other countries involved with the (anti-pirate) escorts would understand," he said. "I think a permanent, stable base would be good for our operations.""

    "Iran warned on Saturday the West has until the end of the month to accept Tehran's counterproposal to a U.N.-drafted plan on a nuclear exchange, or they will start producing nuclear fuel on their own. The warning from Foreign Minister Manouchehr Mottaki showed a hardening in Iran's stance over its controversial nuclear program. While the West fears it shows Iran has nuclear ambitions, Tehran insists the program is only for peaceful, electricity production purposes. The Iranian foreign minister's message was broadcast on Iranian TV. He says that Iran gave [the West] an ultimatum, and they have one month left, giving them to the end of January [to accept]. He adds that [the West] must choose between one of the two proposals [that Iran has made], which is either to purchase uranium [directly from France or Russia] or to swap it [on Iranian soil]. Otherwise, he insists that Iran will go ahead and produce [high grade] enriched uranium fuel using its own talented experts. Western powers, including the United States, have called on Tehran, under the draft U.N. nuclear deal worked out last November, to ship around 70 percent of its low-grade uranium abroad. That fuel would then be transformed into more highly enriched (20 percent grade) uranium and shipped back to Iran. Iran, however, came up with a counterproposal insisting that its uranium stockpile be sent abroad in small batches, in quick transfers on Iranian soil, preferably on Iran's own Kish Island. Iran's proposal is unacceptable to the West, because it allows Iran to keep significant quantities of enriched uranium to produce nuclear weapons. "

China's loud ire adds to signs the country is becoming surer about throwing around its political weight, growing along with an economy soon likely to whir past Japan's as the world's second biggest, though it will still trail far behind the United States. Behind this assertiveness are domestic pressures likely to make it harder work for China's leaders to cool disputes with Washington and other Western capitals.     "VIENNA - Iran has formally responded to a nuclear fuel swap proposal backed by the world's major powers with a counteroffer effectively rejecting their demand that Tehran export most of the material it would need to make a warhead, diplomats said Tuesday. For months, Iranian officials have used the media to criticize the plan and offer alternatives to one of its main conditions - that the Islamic republic ship out most of its stock of enriched uranium and then wait for up to a year for its return in the form of fuel rods for its Tehran research reactor. While critical of such statements, the United States and its allies said they did not constitute a formal response to the plan, first drawn up in early October in a landmark meeting in Geneva between Iran and the six world powers, and then refined later that month in Vienna talks among Iran, the U.S., Russia and France. The diplomats told The Associated Press that Iran first submitted such a written formal response to the International Atomic Energy Agency earlier this month in a Jan. 6 meeting between Ali Asghar Soltanieh, Iran's chief representative to the IAEA, and agency chief Yukiya Amano. The IAEA-brokered talks in Vienna came up with a draft proposal that would take 70 percent of Iran's low-enriched uranium to reduce its stockpile of material that could be enriched to a higher level, and possibly be used to make nuclear weapons."

    "A 19th-century illustration by Currier & Ives shows the traditional vision of Noah's ark. That they processed aboard the enormous floating wildlife collection two-by-two is well known. Less familiar, however, is the possibility that the animals Noah shepherded on to his ark then went round and round inside. According to newly translated instructions inscribed in ancient Babylonian on a clay tablet telling the story of the ark, the vessel that saved one virtuous man, his family and the animals from god's watery wrath was not the pointy-prowed craft of popular imagination but rather a giant circular reed raft. The now battered tablet, aged about 3,700 years, was found somewhere in the Middle East by Leonard Simmons, a largely self-educated Londoner who indulged his passion for history while serving in the RAF from 1945 to 1948. The relic was passed to his son Douglas, who took it to one of the few people in the world who could read it as easily as the back of a cornflakes box; he gave it to Irving Finkel, a British Museum expert, who translated its 60 lines of neat cuneiform script. There are dozens of ancient tablets that have been found which describe the flood story but Finkel says this one is the first to describe the vessel's shape. "In all the images ever made people assumed the ark was, in effect, an ocean-going boat, with a pointed stem and stern for riding the waves - so that is how they portrayed it," said Finkel. "But the ark didn't have to go anywhere, it just had to float, and the instructions are for a type of craft which they knew very well. It's still sometimes used in Iran and Iraq today, a type of round coracle which they would have known exactly how to use to transport animals across a river or floods.""
