And while all credit for Dzhokar Tsarnaev's capture goes to the men and women of the many, many agencies that spent the last week tracking him down, technology played as prominent a role as it ever has in a time of national crisis. A Smartphone Immediately after the Boston Marathon bomb exploded, David Green pulled out his smartphone and snapped a shot of the aftermath, smoke and all-around chaos. He then put his phone away and started helping victims. Taking a picture of what you see in front of you-whether it be a disaster, a beautiful view, a plate of food-has become as instinctual as just plain seeing. What Green didn't know, and what the world was soon going to find out, was that Green's picture eventually became the clearest image of 19-year-old Dzhokhar Tsarnaev, aka Suspect #2. In the high-resolution image, you can see Tsarnaev calmly walk away from the explosion in his unmistakable white baseball cap. On top of that, the smartphone pic captured Tsarnaev without the backpack he was spotted carrying earlier on surveillance cameras. The backpack that reportedly held the bomb.

For many it is a tremendously humbling moment to turn to the government for help, and for so many millions to be dependent on the food stamps program is yet another indication of how deep the economic despair in America has gotten. Most of the time you won't even notice them being used at the checkout counters. Today food stamps take the form of inconspicuous plastic cards and they can be used to purchase a wide variety of food items. A record 37.2 million people, which is approximately one out of every eight Americans, received food stamps in September, and that number is growing rapidly. In particular, children are being enrolled in this program in staggering numbers. One out of every four children in America now gets assistance from food stamps each month. In fact, it is projected that half of all U.S. kids will be on food stamps at some point in their lives. So if nobody in your family has ever had to go on food stamps consider yourself to be very fortunate. Things are particularly bad in rural areas such as Tennessee. Nearly 1,186,000 people who live in Tennessee, or more than one in six residents, currently receive some kind of food stamp assistance and that number is rapidly increasing. But there are places where things are even worse. In fact, there are 239 counties in the United States where at least a quarter of the population now receives food stamps.     Authorities are debating whether or not video surveillance should be increased in the United States due to their importance in uncovering the suspects of the Boston Marathon bombings. Lawmakers are in talks about the importance of increasing surveillance and how CCTV (close-circuit television) cameras will be able to increase security and protect citizens as well as help authorities track down suspects. Many lawmakers believed that if there are more security cameras installed in cities, it would help speed up the process of identifying suspects and catching them before they get very far. Michael Bloomberg, the Mayor of New York, states that they had recently increased surveillance in New York's midtown and downtown areas due to the tragic events of the Boston bombings. He says, "The Boston bombing is a terrible reminder of why we've made these investments-including camera technology that could help us deter an attack, or investgate and apprehend those involved. [The added video surveillance can] alert police to abnormalities it detects on the street, such as an abandoned package that is left on a corner." However, calls for extra video surveillance has left many privacy advocates concerned. They believe that increasing video surveillance can be a potential invasion of privacy for the general public. They also state that since the authorities were able to track down the Boston bombers within only a few days, there really isn't any need for any extra surveillance tools.     "A 19-year-old man was fatally shot in the face and two men were arrested on drug charges after fleeing police in separate incidents that occurred near the route for Monday's Martin Luther King Jr. Day parade, according to Baltimore police. About 2:30 p.m., after the parade had finished but with roads still shut down, an off-duty officer near the 600 block of W. Hoffman St. said he heard gunshots. Officers found a man inside an apartment in the 1000 block of Pennsylvania Ave., about two blocks from Martin Luther King Jr. Boulevard, suffering from multiple gunshot wounds to his face and chest. He was taken by ambulance to Maryland Shock Trauma Center, where he was listed in critical condition, police said. The man, identified as Darius Goines of the 600 block of Murphy Lane, was pronounced dead at about 8:30 p.m. last night, according to Nicole Monroe, a police spokeswoman. A motive is not known, though court records show Goines was on probation for a drug distribution conviction in April 2009. Authorities were looking for a silver Toyota with a driver wearing a ski mask. He was last seen heading east on Preston Street. Earlier, about 1 p.m., two men were sitting in a vehicle on Lombard Street just west of Martin Luther King Jr. Boulevard when a traffic officer approached. Donny Moses, a city police spokesman, said the driver "got spooked" and put the car in reverse. Moses said the driver sped east on Lombard, then turned onto the 800 block of West Baltimore St., all while in reverse, and struck a parked University of Maryland police car. The occupants ran but were caught and arrested, Moses said. He said about two ounces of marijuana was found in the vehicle.     "WASHINGTON - The U.S. health care system is in serious need of changes, but the Democratic plan to overhaul it is badly flawed and should be repealed and replaced, the Senate Republican leader says. Sen. Mitch McConnell of Kentucky said Saturday in the GOP radio and video address that "nobody is satisfied with the health care system as it is." Costs are out of control and "people are being squeezed out of the market," he said. But he said the health care bill signed by President Barack Obama this week doesn't solve those problems and undermines what is best about health care in this country - a wide variety of medical options and innovations. The main health care law and a companion "fix-it" measure aim to crack down on insurance industry abuses and to reduce federal deficits by an estimated $143 billion over a decade. Most Americans would be required to buy insurance for the first time or face penalties. McConnell was emphasizing a new GOP political approach opposing Democrats' health care measures that proposes "repealing and replacing" the bill rather than just repealing the new health care law. Republicans say they can push for parts of the health care overhaul without adopting elements they don't like, such as tax increases. "We can do better," he said. "We can expand access to people with pre-existing conditions. We can keep people from being kicked off their plans. We can lower costs and premiums. We can do all of these things without undermining the things we do best and without raising taxes that kill jobs in a bad economy." Republicans want to appeal to tea party supporters and other conservatives upset at the size and scope of the legislation, while acknowledging that many people, including moderate Republicans and independents, want to see changes in American health care.
