"The State Department is planning to welcome thousands of immigrants from terror-watch list countries into the United States this year through a "diversity visa" lottery -- a giant legal loophole some lawmakers say is a "serious national security threat" that has gone unchecked for years. Ostensibly designed to increase ethnic diversity among immigrants, the program invites in thousands of poorly educated laborers with few job skills -- and that's only the beginning of its problems, according to lawmakers and government investigations. "There are a lot of holes in this program in terms of security and in terms of fraud," said Rep. Bob Goodlatte, R-Va., who has written legislation aimed at killing the lottery. Now, in the wake of the botched Christmas Day terror attack that emerged from Nigeria and Yemen, members of Congress are worried the system could be vulnerable to radicals looking to "play" the visa lottery as a means of reaching the U.S. Here's how it works: to avoid getting stuck with 3.5 million others on a visa waiting list, hundreds of thousands of people put their names into the separate diversity lottery, which rewards countries that typically see low levels of immigration to the U.S. Immediate family are allowed to join lottery winners. Countries like China, where lots of immigrants originate, are excluded. Then a computer in Kentucky picks names at random from the qualified applicants, who need only a high school degree or two years at a job that requires two years of experience. The program accounts for about 10 percent of all immigrant visas each year. Included in the lottery are all four countries the U.S considers state sponsors of terror -- Iran, Sudan, Cuba, and Syria -- and 13 of the 14 nations that are coming under special monitoring from the Transportation Security Administration as founts of terrorism. Pakistan is excluded because, like China, it sends over tens of thousands of immigrants each year and doesn't need to be in the lottery

"PORT-AU-PRINCE, Haiti - A powerful aftershock sent Haitians screaming into the streets on Wednesday, collapsing buildings, cracking roads and adding to the trauma of a nation stunned by an apocalyptic quake eight days ago. The magnitude-5.9 jolt matched the strongest of the aftershocks that have followed the huge quake of Jan. 12 that devastated Haiti's capital. The new temblor collapsed seven buildings in Petit-Goave, the seaside town closest to the epicenter, according to Mike Morton of the U.N. Disaster Assessment and Coordination agency, but there were no reports of people crushed or trapped, perhaps because the earlier quake frightened most people into sleeping outside. Wails of terror erupted in Port-au-Prince, where the aftershock briefly interrupted rescue efforts amid the broken concrete of collapsed buildings, and prompted doctors and patients to flee the University Hospital. Hundreds of thousands of Haitians remain homeless, hungry and in mourning - most still waiting for the benefits of a nearly $1 billion global aid campaign that has brought hundreds of doctors and thousands of troops to the impoverished Caribbean nation. The U.S. Navy's floating hospital, USNS Comfort, dropped anchor in view of the capital on Wednesday with about 550 medical staff, joining teams from about 30 other countries trying to treat the injured. "IT MIGHT sound like a contradiction in terms, but for the first time one of the main Irish consumer banks is moving to cashless banking in all its branches. National Irish Bank has written to thousands of its customers this month informing them of a "new style of banking" in which branches will not handle over-the-counter cash transactions. The letter says branches will no longer handle cash withdrawals and lodgements, night safe lodgements and foreign currency cash. Branches will continue to lodge cheques, drafts and postal orders and issue drafts. Customers are advised to obtain cash from "ATMs nationwide" or to seek "cash-back" on their debit cards. A spokesman confirmed that cashless banking was being introduced across the entire NIB branch network over the next 18 months, and had already been introduced successfully in a number of branches. He said the feedback from customers was positive with few complaints. "These branches provide better security for staff and allow us to spend more time, in a better setting, with our customers . . . Customers like them, as our staff have more time to discuss customers' overall needs.""

"Republicans scoff at the "Jobs for Main Street Act" title that House Democrats put on their $174 billion package last month. They refer to it as "son of the stimulus," the $787 billion economic recovery plan of nearly a year ago that they say was ineffective at producing jobs. In its last vote of 2009, the House narrowly passed the bill, 217-212, without a single Republican supporter. Democrats tick off the job prospects from the House bill's $75 billion in infrastructure and public sector spending: tens of thousands of new construction jobs, 5,500 more police officers, 25,000 additional AmeriCorps members, 250,000 summer jobs for disadvantaged youth, 14,000 part-time jobs for parks and forestry workers. "Now that Copenhagen is past history, what is the next step in the man-made global warming controversy? Without question, there should be an immediate and thorough investigation of the scientific debauchery revealed by "Climategate." If you have not heard, hackers penetrated the computers of the Climate Research Unit, or CRU, of the United Kingdom's University of East Anglia, exposing thousands of e-mails and other documents. CRU is one of the top climate research centers in the world. Many of the exchanges were between top mainstream climate scientists in Britain and the U.S. who are closely associated with the authoritative (albeit controversial) Intergovernmental Panel on Climate Change. Among the more troubling revelations were data adjustments enhancing the perception that man is causing global warming through the release of carbon dioxide (CO2) and other atmospheric greenhouse gases. Particularly disturbing was the way the core IPCC scientists (the believers) marginalized the skeptics of the theory that man-made global warming is large and potentially catastrophic. The e-mails document that the attack on the skeptics was twofold. First, the believers gained control of the main climate-profession journals. This allowed them to block publication of papers written by the skeptics and prohibit unfriendly peer review of their own papers. Second, the skeptics were demonized through false labeling and false accusations. Climate alarmists would like you to believe the science has been settled and all respectable atmospheric scientists support their position. The believers also would like you to believe the skeptics are involved only because of the support of Big Oil and that they are few in number with minimal qualifications."

The 23-year-old Muslim student shoveled papers advertising Muslim clothing and products to the side before grabbing from a plastic bag a thick program guide outlining a weekend-long convention of the Muslim faith in Western Society. Attending Toronto's Reviving the Islamic Spirit convention for the first time, he said he still wasn't sure what lectures he would attend, but had decided to attend after hearing a friend talk about it. "I wanted to come and take it in for myself," said Mr. Khan, saying it opens a dialogue into North America's often tense relationship with his faith. "It is a really good time for introspection. It makes you think about a lot of things some people want to ignore.""

"Call it the mystery of the missing thermometers. Two months after "climategate" cast doubt on some of the science behind global warming, new questions are being raised about the reliability of a key temperature database, used by the United Nations and climate change scientists as proof of recent planetary warming. Two American researchers allege that U.S. government scientists have skewed global temperature trends by ignoring readings from thousands of local weather stations around the world, particularly those in colder altitudes and more northerly latitudes, such as Canada. In the 1970s, nearly 600 Canadian weather stations fed surface temperature readings into a global database assembled by the U.S. National Oceanic and Atmospheric Administration (NOAA). Today, NOAA only collects data from 35 stations across Canada. Worse, only one station -- at Eureka on Ellesmere Island -- is now used by NOAA as a temperature gauge for all Canadian territory above the Arctic Circle. The Canadian government, meanwhile, operates 1,400 surface weather stations across the country, and more than 100 above the Arctic Circle, according to Environment Canada. Yet as American researchers Joseph D'Aleo, a meteorologist, and E. Michael Smith, a computer programmer, point out in a study published on the website of the Science and Public Policy Institute, NOAA uses "just one thermometer [for measuring] everything north of latitude 65 degrees." Both the authors, and the institute, are well-known in climate-change circles for their skepticism about the threat of global warming. Mr. D'Aleo and Mr. Smith say NOAA and another U.S. agency, the NASA Goddard Institute for Space Studies (GISS) have not only reduced the total number of Canadian weather stations in the database, but have "cherry picked" the ones that remain by choosing sites in relatively warmer places, including more southerly locations, or sites closer to airports, cities or the sea -- which has a warming ef

Martin Luther King Jr. sometimes spoke, called on the congregation to rally around the spirit that had helped their ancestors pursue a long road to freedom. "It's that progress that allowed me to be here today," said Obama, the first African American president. The president, who doesn't frequently attend Sunday church services in Washington and has not found a permanent congregation for his family in the capital, joined in the services this morning at the Vermont Avenue Baptist Church. The president arrived with First Lady Michelle Obama and daughters Malia and Sasha. The church, founded in 1866 by seven freed slaves, originally was known as the Fifth Baptist Church of Washington, D.C. "It feels like a family," Obama told the congregation. There are at least a couple of occasions that might have prompted today's outing: the deaths of tens of thousands of Haitians in an earthquake that has shaken all of the Americas, as well as the birthday of the slain civil rights leader King, which is celebrated on Monday with a national holiday. "We gather here on the Sabbath at a time of extreme difficulty for our nation and the world," the president said, speaking much like a preacher from the pulpit. "We are not here just to ask the Lord for his blessing. We're also here to call on the memory of one of his servants, the Rev. Martin Luther King Jr." Obama said he had come to a "a church founded by freed slaves . . . whose congregants set out for marches . . . from whose sanctuary King himself would sermonize from time to time." This was as much of a sermon as it was a speech. King "trusted God," the president said. "He had faith that God would make a way out of now way. . . . "Folks ask me sometimes, 'Why do you look so calm?' " Obama said on a particularly personal note, with his voice rising."

"PORTLAND, Ore.-Oregon voters approved two special tax measures Tuesday designed to close a $733 million state budget gap. With 80% of the expected vote tallied, the Associated Press reported "yes" voters for Measures 66 and 67 garnered about 54% of Oregon's mail-in ballots. Elections here are by mailed ballot only. Tuesday was the last day ballots could be cast. Measure 66 increases Oregon's personal-income-tax rate by two percentage points for households earning over $250,000 a year. Measure 67 calls for an increase in the state's minimum corporate income tax, currently $10 a year, and imposes a tax on gross revenues for corporations that do not report a profit. The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. But they also fueled resentment of "tax and spend" legislators, as well as public-employee unions whose members enjoy job security at a time when thousands here have lost jobs. "

"PORT-AU-PRINCE, Haiti - Scores of U.S. troops landed on the lawn of Haiti's shattered presidential palace Tuesday to the cheers of quake victims and the U.N. said it would throw more police and soldiers into the sluggish global effort to aid the devastated country. The U.N. forces are aimed at controlling outbursts of looting and violence that have slowed distribution of supplies, leaving many Haitians still without help a week after the magnitude-7.0 quake killed an estimated 200,000 people. Looters were rampaging through a part of downtown Port-au-Prince even as the Security Council was voting to add 2,000 troops to the 7,000 military peacekeepers already in the country as well as 1,500 more police to the 2,100-strong international force. Haitians jammed the fence of the palace grounds to gawk and cheer as U.S. troops emerged from six Navy helicopters. "We are happy that they are coming, because we have so many problems," said Fede Felissaint, a hairdresser. Given the circumstances, he did not even mind the troops taking up positions at the presidential palace. "If they want, they can stay longer than in 1915," he said, a reference to the start of a 19-year U.S. military presence in Haiti - something U.S. officials have repeatedly insisted they have no intention of repeating. A full week after the quake, the capital's port remains blocked and the city's lone airport remains a chokepoint that the U.S. military is trying to expand. Tens of thousands of people sleep in the streets or under plastic sheets in makeshift camps. Relief workers say they fear visiting some parts of the city."

"PORT-AU-PRINCE, HAITI -- Desperate Haitians scrambled Sunday to find food and water and guarded their meager possessions against the advance of looters as the U.S. and other nations struggled to jump-start a sluggish relief effort. Even as Navy and Coast Guard ships arrived offshore, a round-the-clock airlift intensified and additional dignitaries appeared, the frantic victims of Tuesday's 7.0-magnitude earthquake were growing more fearful as they pleaded for help and security in a lawless city. With massive amounts of aid promised but not yet delivered because of the difficulty of operating in the crippled country, amid what U.N. Secretary-General Ban Ki-moon called "one of the most serious crises in decades," the living banded together outdoors without shelter, sustenance or protection. There was widespread apprehension that, unless the pace of aid distribution quickens, there could be mass violence as hundreds of thousands of people suddenly lacking food, water and electricity begin to compete for scarce resources."

"The missionaries were arrested on Friday trying to cross into the Dominican Republic from Haiti with a busload of 33 children they said were orphaned by the January 12 quake. They denied charges they were engaged in child trafficking, insisting they were trying to help vulnerable orphans. Haitian police have said some of the children have living parents. The case could be diplomatically sensitive at a time when the United States is spearheading a huge relief effort to help hundreds of thousands of Haitian quake victims, and as U.S. aid groups pour millions of dollars of donations into Haiti. The five missionaries were questioned behind closed doors at Haiti's judicial police headquarters in Port-au-Prince, where they are being held behind bars. They were escorted from their cells by uniformed Haitian National Police officers to a separate room where the judge awaited along with a clerk and a translator. "I heard five of them. Then I will hear the other five tomorrow," Judge Ezaie Pierre-Louis said. "After the hearing tomorrow, I will make a report to the prosecutor, then he will decide what he does next." Communications Minister Marie-Laurence Lassegue said the missionaries did not have lawyers present. One of the missionaries, a woman, was returned to the police building on Tuesday after being treated at a hospital for hypertension. Before the hearing, prosecutor Mazarre Fortil said authorities were in the preliminary stages of the investigation. "I am here to hear the Americans, to know more about the case, about what were their intentions," he said. "We are looking deeper into what happened to determine the next steps." SOME PARENTS GAVE UP CHILDREN Haitian authorities have repeatedly expressed concerns that child traffickers could prey on children in the chaos that followed the earthquake that killed up to 200,000 people."

"PORT-AU-PRINCE, Haiti - Desperately needed aid from around the world slowly made its way Thursday into Haiti, where a leadership vacuum left rescuers scrambling on their own to save the trapped and injured and get relief supplies into the capital. President Barack Obama announced that "one of the largest relief efforts in our recent history" is moving toward Haiti, with thousands of troops and a broad array of civilian rescue workers flying or sailing in to aid the stricken country - backed by more than $100 million in relief funds. To the Haitians, Obama promised: "You will not be forsaken." The nascent flow of rescue workers showed some results: A newly arrived search team pulled a U.N. worker alive from the organization's collapsed headquarters. He stood, held up a fist in celebration, and was helped off to a hospital. Planes carrying teams from China, France, Spain and the United States landed at Port-au-Prince's airport with searchers and tons of water, food, medicine and other supplies - with more promised from around the globe."

On Sunday, Jan. 10, three churches were firebombed. "On Sunday, a Molotov cocktail was hurled at the All Saints Church in Taiping town in central Perak state early in the morning before it opened," state police chief Zulkifli Abdullah told AP. "Police found burn marks on the wall but there was no damage to the building," he added. Despite the attacks, thousands of Christians attended services and prayed for unity and an end to the attacks. The attacks on churches began on Jan. 8 and 9, when four churches were hit with firebombs. "No one was hurt and all suffered little damage, except the Metro Tabernacle Church," AP said. "Parishioners there moved services after fire gutted the first floor." The attacks followed a Dec. 31 High Court decision overturning a government ban prohibiting non-Muslims from using the word "Allah" in prayers and literature. The court had ruled on a petition by Malaysia's Roman Catholic Church, whose main publication, the Herald, uses the word "Allah" in its Malay-language edition. The government has appealed the verdict."
