"BERLIN - Millions of German bank cards have been affected by a "millennium bug"-like problem because they contain software that can't process the number 2010, industry groups said Tuesday. The DSGV group, which represents public-sector banks, said some 20 million debit cards issued by those banks were affected, along with around 3.5 million credit cards - nearly half of the total number of cards issued by those banks. The group said cash machines were adjusted hours after the problem emerged to ensure that customers could withdraw money, but there may still be problems using some debit-card terminals. Those should be fixed by Monday, it said. Problems remain with credit cards and customers should use debit cards instead for now, added the group. The BVR group of cooperative banks said about 4 million debit cards issued by its members - about 15 percent of the total - also were afflicted by the faulty software, although there were no problems withdrawing cash. Its credit cards were unaffected. Another 2.5 million cards issued by German private banks were affected. The problem stemmed from a chip on the cards which, due to a programming fault, wouldn't correctly process the number 2010. Computer experts widely believed that hardware and software systems would fail as the clocks rolled over to the year 2000. The problem, they said, would be caused when computers and other devices, which used only two digits to represent the year, mistook the year 2000 for the year 1900. In the end, however, the so-called "millennium bug" caused few problems."

"Israel inched a step closer on Wednesday to deploying the Iron Dome missile defense system along the border with the Gaza Strip after it successfully intercepted a number of missile barrages in tests held in southern Israel this week. Iron Dome successfully... The tests were overseen by the Defense Ministry, the Israel Air Force and Rafael Advanced Defense Systems Ltd., which developed the Iron Dome, slated to become operational and be deployed along the Gaza border in mid-2010. The missile volleys which the system succeeded in intercepting included a number of rockets that mimicked Kassam and longer range Grad-model Katyusha rockets that are known to be in Hamas's arsenal. The Iron Dome is supposed to be capable of intercepting all short-range rockets fired by Hamas in the Gaza Strip and by Hizbullah in Southern Lebanon. The system uses an advanced radar made by Elta that locates and tracks the rocket, which is then intercepted by a kinetic missile interceptor. During the test, the radar succeeded in detecting which rockets were headed towards designated open fields and therefore did not launch an interceptor to destroy them. The IDF has formed a new battalion that will be part of the IAF's Air Defense Division and will operate the Iron Dome. Prototypes have been supplied to the new unit, which has already begun training with the systems."

"Call it the mystery of the missing thermometers. Two months after "climategate" cast doubt on some of the science behind global warming, new questions are being raised about the reliability of a key temperature database, used by the United Nations and climate change scientists as proof of recent planetary warming. Two American researchers allege that U.S. government scientists have skewed global temperature trends by ignoring readings from thousands of local weather stations around the world, particularly those in colder altitudes and more northerly latitudes, such as Canada. In the 1970s, nearly 600 Canadian weather stations fed surface temperature readings into a global database assembled by the U.S. National Oceanic and Atmospheric Administration (NOAA). Today, NOAA only collects data from 35 stations across Canada. Worse, only one station -- at Eureka on Ellesmere Island -- is now used by NOAA as a temperature gauge for all Canadian territory above the Arctic Circle. The Canadian government, meanwhile, operates 1,400 surface weather stations across the country, and more than 100 above the Arctic Circle, according to Environment Canada. Yet as American researchers Joseph D'Aleo, a meteorologist, and E. Michael Smith, a computer programmer, point out in a study published on the website of the Science and Public Policy Institute, NOAA uses "just one thermometer [for measuring] everything north of latitude 65 degrees." Both the authors, and the institute, are well-known in climate-change circles for their skepticism about the threat of global warming. "It has been a bleak winter for the Intergovernmental Panel on Climate Change. The credibility of the UN body came under attack days before the opening of the Copenhagen climate summit in December, when leaked e-mails from the University of East Anglia appeared to show manipulation of temperature data used by the panel. Rajendra Pachauri, the IPCC chairman, was forced to spend much of his time at the conference defending the integrity of the science contained in the panel's reports. Now it has been forced to apologise for including a highly alarmist claim in its most recent report that Himalayan glaciers were very likely to vanish by 2035. Most glaciologists believe the melting would take hundreds of years and some doubt that it will ever happen, pointing to evidence of glaciers advancing in the neighbouring Karakoram mountain range. The IPCC reports underpin every country's decisions about climate change. If the panel cannot be trusted, it becomes much more difficult to justify the global effort to cut greenhouse gases. In addition, the official said Syria trained Hezbollah members in Damascus on how to use the SA-2 missiles. Follow @NBCNewsWorld The 6.6 magnitude quake struck in Lushan county, near the city of Ya'an in the southwestern province of Sichuan, at a depth of 7.5 miles, close to where a devastating 7.9 temblor hit in May 2008 killing some 70,000. Most of the deaths were concentrated in Lushan, a short drive up the valley from Ya'an, but rescuers' access was hampered by the narrowness of the road and landslides. "The Lushan county centre is getting back to normal, but the need is still considerable in terms of shelter and materials," said Kevin Xia of the International Federation of Red Cross and Red Crescent Societies. "Supplies have had difficulty getting into the region because of the traffic jams. Most of our supplies are still on the way," Xia said. Pictures on state television showed toppled buildings and people in bloodied bandages being treated in tents outside the Lushan hospital. Water and electricity in the area were cut off by the quake.

A recent report says the visit by Israeli National Security Council Head Yaakov Amidror to Turkey is aimed at securing an airbase in Iran's neighbor to pave the way for a military attack against the Islamic Republic. PressTV In an article, the Sunday Times said that during his visit on Sunday, Amidror is expected to solicit Turkey's agreement with regard to the deployment of Israeli fighter jets in Akinci airbase, northwest of Ankara, in exchange for advanced military equipments and technology, the Times of Israel reported. "Until the recent crisis, Turkey was our biggest aircraft carrier. Using the Turkish airbases could make the difference between success and failure once a showdown with Iran gets underway," Sunday Times quoted an unnamed Israeli military source as saying. Ankara agreed to restore relations with Tel Aviv on March 22 after Israeli Prime Minister Benjamin Netanyahu apologized to Turkey for the deaths of nine Turkish activists in a 2010 Israeli attack on a Gaza-bound international flotilla. Israel also agreed to pay compensation to the families of those who were killed by Israeli commandos. The apology was brokered by US President Barack Obama during his recent visit to Israel. The Israeli source added that the regime's military has been "lobbying hard for the politicians to find a form of apology, in order to restore the Israeli-Turkish alliance against Syria and Iran."

There's just one problem: while the engineers are able to control the bug's muscle movements, so far, the beetles can't fly-due to the heft of the micro electronics "on board". Further refinements will need to be made to these systems. Currently, tests are being conducted with miniature solar cells, piezoelectrics (pressure-generated electric power), and other micro-electro-mechanics (MEMs) to power these devices and minimize their weight. The final step would be to equip the insects with miniature cameras and/or microphones. The "cybug" project (note: entomologists do not consider beetles to be true "bugs"; this is a colloquial term) is being funded by DARPA (the U.S. Defense Advanced Research Projects Agency) in the hope that one day the insects might be employed on the battlefield (e.g., to spy on troop movements) or perhaps even sent to spy directly on military commanders' strategy meetings. It also comes at a time of diplomatic stagnation in the Middle East that has led to increased calls from many quarters - particularly the Palestinians and the EU - for various actors in the international community to step in and impose a solution on the parties. Russia, obviously, wants to be one of these actors. Hence the two-day conference, part of the Valdai Discussion Club, put on jointly by the Ria Novosti, the Russian News and Information Agency funded by the government, and the Russian Council on Foreign and Defense Policy, the equivalent to the Council on Foreign relations in the US. "The Burj Dubai tower officially opened yesterday, six years after construction began on the $4.1 billion, half-mile-high skyscraper. Conceived as a monument to the Arab city-state's economic ambitions, the Burj today looks more like a modern-day Tower of Babel. Dubai has been wracked by a debt crisis, and the building stands mostly empty and unwanted by the international tenants for whom it was supposedly built. But then, the main argument for these monuments has never been purely economic. In early 20th-century New York, one tycoon after another vied to build the world's tallest building, adding their marks to Manhattan's iconic skyline. Both General Motors and Chrysler in their day saw fit to build testaments to their economic might in the form of tall towers. Later on, the gods of vanity shifted to the Far East, where Malaysia's Petronas Towers and more recently Taiwan's Taipei 101 vied to be the world's tallest. Today a half-dozen Asian skyscrapers put Chicago's Sears Tower (now the Willis Tower) in the shade. As for Dubai, the Burj is merely the most recent bauble in a quest for excess that includes the world's largest man-made islands, indoor shopping mall and indoor ski resort. It even boasts the world's heaviest gold ring, weighing in at something like 62 kilos. The economic theory behind all this, we suppose, is that being the land of superlatives confers a comparative advantage to a place of otherwise few charms and little human capital-though we do wonder who proposes to wear that ring. If the past century has taught us anything, it's that there will always be another, bigger building built somewhere, and Dubai cannot hope to keep up indefinitely.
