"PORT-AU-PRINCE, Haiti - Troops, doctors and aid workers flowed into Haiti on Monday even while victims of the quake that killed an estimated 200,000 people still struggled to find a cup of water or a handful of food. European nations pledged more than a half-billion dollars in emergency and long-term aid, on top of at least $100 million promised earlier by the U.S. But help was still not reaching many victims of Tuesday's quake - choked back by transportation bottlenecks, bureaucratic confusion, fear of attacks on aid convoys, the collapse of local authority and the sheer scale of the need. Looting spread to more parts of downtown Port-au-Prince as hundreds of young men and boys clambered up broken walls to break into shops and take whatever they can find. Especially prized was toothpaste, which people smear under their noses to fend off the stench of decaying bodies. At a collapsed and burning shop in the market area, youths used broken bottles, machetes and razors to battle for bottles of rum and police fired shots to break up the crowd. "I am drinking as much as I can. It gives courage," said Jean-Pierre Junior, wielding a broken wooden plank with nails to protect his bottle of rum. "MONTPELIER, Vt. - Snow falling like New Year's confetti joined forces with a chill that dipped deep to the South on Monday to close schools, delay commuters, threaten fruit farmers and shut down at least one nuclear power plant. A weekend snowstorm dumped an all-time record of more than 33 inches on Burlington, the largest city in Vermont. That broke a single-storm record of nearly 30 inches set in 1969. "It just dropped a tremendous amount of snow," said Steve Goodkind, public works director for the city of Burlington, which had a dozen plows and nine sidewalk snow removers out Monday. "It looks like mid-January, after we'd have a bunch of smaller storms." Most Vermonters took it in stride. Others took it too far: Vermont State Police cited a man after stopping him pulling a sled - with a rider in it - behind his car on Interstate 89 on Sunday. The driver was cited for driving with a suspended license. In upstate New York, it was a similar scene. So-called "lake effect snow" blanketed parts of the state with more than 3 feet. Fulton, in Oswego County, had received 42 inches since last Friday night, while Williamson, which is on Lake Ontario east of Rochester, got nearly 27 inches, according to the National Weather Service."

"TEHRAN, Iran - A senior physics professor who publicly backed Iran's opposition leader was killed when a bomb-rigged motorcycle exploded as he left for work Tuesday. The government blamed the U.S. and Israel for the attack. The blast apparently was set off by a remote trigger, but it was unclear why the professor was targeted. The victim was a 50-year-old researcher with no prominent political voice, no published work with military relevance and no declared links to Iran's nuclear program. Hard-line backers of the Islamic system have urged stronger measures to try to crush and intimidate anti-government forces. But the Tehran University professor, Masoud Ali Mohammadi, was far from a front-row political player. He joined a list of 240 faculty members in a declaration supporting opposition candidate Mir Hossein Mousavi before June's disputed presidential election, but did not take any known high-profile role in the protests after the vote. The attack was an oddity in Tehran, where such targeted bombings are rare. "There's a lot of conflicting and confusing aspects to this," said Mehrzad Boroujerdi, an Iranian affairs expert at Syracuse University. "A California judge today tentatively scheduled a trial for Jan. 26, 2010, for a case that challenges Barack Obama's eligibility to be president based on questions over his qualifications under the requirements of the U.S. Constitution. If the case actually goes to arguments before U.S. District Judge David Carter, it will be the first time the merits of the dispute have been argued in open court, according to one of the attorneys working on the issue. In a highly anticipated hearing today before Carter, several motions were heard, including a resolution to long-standing questions about whether attorney Orly Taitz properly served notice on the defendants, which she had. In a second ruling, Carter ordered that attorney Gary Kreep of the United States Justice Foundation can be added to the case to represent plaintiffs Wiley Drake and Markham Robinson, who had been removed by an earlier court order. "The State Department is planning to welcome thousands of immigrants from terror-watch list countries into the United States this year through a "diversity visa" lottery -- a giant legal loophole some lawmakers say is a "serious national security threat" that has gone unchecked for years. Ostensibly designed to increase ethnic diversity among immigrants, the program invites in thousands of poorly educated laborers with few job skills -- and that's only the beginning of its problems, according to lawmakers and government investigations. "There are a lot of holes in this program in terms of security and in terms of fraud," said Rep. Bob Goodlatte, R-Va., who has written legislation aimed at killing the lottery. Now, in the wake of the botched Christmas Day terror attack that emerged from Nigeria and Yemen, members of Congress are worried the system could be vulnerable to radicals looking to "play" the visa lottery as a means of reaching the U.S. Here's how it works: to avoid getting stuck with 3.5 million others on a visa waiting list, hundreds of thousands of people put their names into the separate diversity lottery, which rewards countries that typically see low levels of immigration to the U.S. Immediate family are allowed to join lottery winners. Countries like China, where lots of immigrants originate, are excluded. Then a computer in Kentucky picks names at random from the qualified applicants, who need only a high school degree or two years at a job that requires two years of experience. The program accounts for about 10 percent of all immigrant visas each year. "We are not here just to ask the Lord for his blessing. We're also here to call on the memory of one of his servants, the Rev. "PORT-AU-PRINCE, Haiti - A powerful aftershock sent Haitians screaming into the streets on Wednesday, collapsing buildings, cracking roads and adding to the trauma of a nation stunned by an apocalyptic quake eight days ago. The magnitude-5.9 jolt matched the strongest of the aftershocks that have followed the huge quake of Jan. 12 that devastated Haiti's capital. The new temblor collapsed seven buildings in Petit-Goave, the seaside town closest to the epicenter, according to Mike Morton of the U.N. Disaster Assessment and Coordination agency, but there were no reports of people crushed or trapped, perhaps because the earlier quake frightened most people into sleeping outside. Wails of terror erupted in Port-au-Prince, where the aftershock briefly interrupted rescue efforts amid the broken concrete of collapsed buildings, and prompted doctors and patients to flee the University Hospital. Hundreds of thousands of Haitians remain homeless, hungry and in mourning - most still waiting for the benefits of a nearly $1 billion global aid campaign that has brought hundreds of doctors and thousands of troops to the impoverished Caribbean nation. "BAGHDAD - A female suicide bomber mingling among Shiite pilgrims in Baghdad detonated an explosives belt Monday, killing at least 54 people, officials said. The bombing was the first major strike this year against pilgrims making their way to the southern city of Karbala to mark a Shiite holy day. It came as a security official warned of a possible increase in attacks by insurgents using new tactics to bypass bomb-detection methods. The bombing raises fears of an escalation of attacks as hundreds of thousands of Shiites head to Karbala to mark on Friday the end of 40 days of mourning following the anniversary of the death Imam Hussein, a revered Shiite figure. The bomber hid the explosives underneath an abaya - a black cloak worn from head to toe by women - as she joined a group of pilgrims on the outskirts of Baghdad's Shiite-dominated neighborhood of Shaab, said Maj. Gen. Qassim al-Moussawi, Baghdad's top military spokesman. The bomber set off the blast as she lined up with other women to be searched by female security guards at a security checkpoint just inside a rest tent, al-Moussawi said. A police official said 54 people, including 18 women and 12 children, were killed and 117 were wounded. A hospital official confirmed the casualties. Both officials spoke on condition of anonymity because they were not authorized to talk to the media. Witnesses described a chaotic scene in the minutes after the blast.
