In 1938 Action Comics editors was looking for a new comic book superhero similar to Superman, Bob Kane and Bill Finger got together and created that new superhero, Batman! Well according to Bob Kane he had drawn a picture of what he thought the Caped Crusader should look like, however, Frank Foster has a different story. But alas in 1939 the first Batman comic was published and the rest is 'history'. One major difference between Superman and Batman however is the fact that Superman has super powers which comes from his Kryptonian background while Batman is mortal, a simple human being who depends on his 'awesome gadgets'. This Super Villain was designed by Bob Kane and Bill Finger and was inspired by the Kool cigarettes mascot, a penguin with a top hat and cane. When the Penguin first came out, he was to be more of a "gentlemen thief" as opposed to psychotic like the rest of Batman's bad guys. There was also times when he tried to make it look like he was trying to go legit and help Batman instead of fighting him. But it never lasted.
