SEOUL: Seoul shares rebounded on Thursday from losses the previous session, tracking an overnight Wall Street rally as solid U.S. corporate earnings lifted the S&P 500 index to a two-and-a-half month high. The Korea Composite Stock Price Index ( KOSPI) was up 1.66 percent at 1,824.63 points as of 0240 GMT. Dampening the rebound, though, were sharp falls for shares of Korean banks being probed by authorities investigating how a key interest rate has been set. The overall market got a boost after the S&P 500 hit its highest level since early May, helped by quarterly numbers from bellwethers such as Intel Corp and Honeywell and better-than-expected U.S. housing starts. Seoul's broad market rally lifted 17 of the 19 industry group sub-indices tracked by the main bourse operator Korea Exchange. But analysts remained cautious on whether the rally can be sustained as concerns about growth persist. "There is a dearth of fundamental cues to make any solid bets on," said Lee Woo-jin, an analyst at Woori Investment & Securities. Investors looking for fresh signs of further easing by the U.S. Federal Reserve were left wanting, after Chairman Ben Bernanke repeated the central bank's pledge to act if the economy needed it, but remained tight-lipped over any specific measures. Index-giant Samsung Electronics soared 3.6 percent while SK Hynix rose 1.2 percent. Shares in South Korea's top four banks bucked broader market trend to post steep falls on Thursday after being investigated by the Fair Trade Commission (FTC), the local anti-trust agency, as part of a widening probe into suspected collusion in fixing certificate of deposit rates. The groundbreaking care centre, at Springhill Care Home, Fairfield Street, is a three storey, 24,000 sq ft development which includes 46 beds over five separate facilities. It is a separate, dedicated service from the rest of the home with its own entrance, reception areas and specially trained staff designed to provide specialist facilities and care for people with dementia and promotion of mental wellness. The official opening saw members of staff joined by senior healthcare dignitaries and the Mayor of Hyndburn, Councillor Colette McCormack, who referred to the facility's "bright, modern look." The new care centre brings the number of beds at Springhill Care Home to 110, and is made up of self contained community living suites of between eight and ten beds each. Each spacious bedroom has private en-suite facilities, including 'wet room' style accessible shower areas. Each of the five suites of bedrooms have been created with access to dedicated therapy rooms, lounge, dining and lifestyle kitchen areas for residents  In addition to the care centre, a new extension to the home will also add two, eight-bed facilities for younger adults with complex healthcare requirements including physical disability, brain-injury, neurological and degenerative conditions. The centre helps to meet changing demands, with the number of people over 85 in the UK predicted to double in the next 20 years. Leonard Lovell, 42, who has a criminal history in three other states, was arrested this week in connection with the scam. He remained in custody in Alabama as of Thursday afternoon, deputies said. On Jan. 12, an 88-year-old woman who lives in the area of U.S. 19 in Spring Hill, answered a knock on her door and encountered Lovell, who was soliciting roof work, according to the Hernando County Sheriff's Office. The suspect told the woman her roof needed fixing and he would do it for about $70. She agreed and two men – including Lovell – returned to the house later to do the job. One got on the roof and the other spoke with the woman, presumably to distract her, deputies said. A short time later, both suspects told the woman the job would cost $321. The woman felt "pressured" and she paid Lovell, according to the sheriff's office. The check was cashed almost immediately and the men didn't return, deputies said. The woman's son came to her house later and noticed the men didn't perform any work at all. This type of ruse is called a "gypsy scam" because it is carried out by

Last year, Florida banned some of the ingredients found in the potpourri because it is being used like marijuana. When the synthetic marijuana is used as pot, it can be dangerous. "It has a tendency to be more likely to lead to psychosis and sometimes prolonged psychosis," according to Hernando County Sheriff Al Nienhuis. Emergency rooms are beginning to report more cases of people with bizarre side effects related to the use of fake marijuana, sometimes called K-2. "These manufacturing conditions are not up to pharmaceutical grade," Sheriff Nienhuis added. This week, deputies fanned out across the county to visit 130 convenience stores. Deputy Steve Snell is one of the deputies checking the shelves. "We're going around to all our convenience stores our retailers that might be selling this type of product and trying to inform them what law changes have taken place," Snell said. Snell will deliver a page-long warning letter. It lists the ingredients in potpourri that are now banned. "This letter is to inform you of recent changes in the Florida State Statutes which specifically address the possession of chemicals in synthetic Marijuana (commonly referred to as Spice or K-2)." The letter goes on the warn the "...chemicals are now outlawed (making) it a third degree felony for ANYONE to posses of sell items that contain these chemicals." The warning letters have been well received thus far, according to Snell. "We haven't had any resistance. They're very appreciative of what we're doing.
