As the film about the APR-1400 reactors ends in the darkened room, automated shades draw back from floor-to-ceiling windows to reveal the immense concrete domes and construction cranes at the edge of the blue sea. Steam floats from a boiler undergoing tests, and workers in blue hard-hats confer at the base of the reactor buildings that seem as vast as a mall in Abu Dhabi.The design of Shin-Kori 3 and 4, as the reactors are called, is to be nearly identical to the four a South Korean consortium is building in the UAE. Adjustments for the Gulf's climate, from larger pumps to more air-conditioning units, are undergoing review, along with the rest of the design, by the UAE regulator. On a recent day at Kori, visitors representing some of the highest levels of the nuclear industry, from Japan to the Czech Republic, crowded towards the irresistible view. South Korea has a well-rehearsed routine for international visitors to the world's newest nuclear exporter, from photo ops to specialearphones for listening to engineers in the noisy interior of functioning plants nearby. The first reactor is scheduled to come online next year, five years after the first spadefuls of earth were dug from this spot on Korea's south-east coast. The second reactor is due to follow in 2014. Another four are planned at the same site. Its own flagship newspaper, The Wall Street Journal, has reported this week that the company's board is considering a proposal that will make its publishing arm into a separate company. Springhill Group Home analysts expect such separation of assets would appease regulators and could help it to avoid selling a USD 6.9 billion stake. Fortunately, the same became true for investors as the announcement was met with the rallying of News Corp's stock to 8.3% high - the highest level it has reached since 2007. "News Corp. has one of the best TV businesses, but some people like musty, dusty publishing companies that pay great dividends. It's a good thing for shareholders." said an analyst from Lazard Capital. The media conglomerate has not yet specified which business units would be grouped together but the company is reportedly mulling to separate the entertainment operations from the book and newspaper publishing one. News Corp's publishing business brought in USD 8.8 billion in profit last year, accounting for about 7% of the company's enterprise value or 24% of the revenues. This division includes a number of prominent newspapers (Times of London, The Wall Street Journal, New York Post, The Australian and the Sun) and HarperCollins book publisher, all of which are valued for around USD 5 billion. Meanwhile, its entertainment business is more profitable with revenues of USD 23.5 billion last year, accounting for around 75% of the firm's profit and almost all of the operating revenue in the first half of the fiscal year.

    Scope Note The purpose of this study is to provide insight into the breadth and depth of mortgage fraud crimes perpetrated against the United States and its citizens during 2009. This report updates the 2008 Mortgage Fraud Report and addresses current mortgage fraud projections, issues, and the identification of mortgage fraud "hot spots." The objective of this study is to provide FBI program managers with relevant data to better understand the threat, identify trends, allocate resources, and prioritize investigations. The report was requested by the Financial Crimes Section, Criminal Investigative Division (CID), and prepared by the Financial Crimes Intelligence Unit (FCIU), Directorate of Intelligence (DI). This report is based on FBI, state and local law enforcement, mortgage industry, and open-source reporting. Information was also provided by other government agencies, including the U.S. Department of Housing and Urban Development-Office of Inspector General (HUD-OIG), Federal Housing Administration (FHA), the Federal National Mortgage Association, and the U.S. Treasury Department's Financial Crimes Enforcement Network (FinCEN). Industry reporting was obtained from the LexisNexis Mortgage Asset Research Institute (MARI), RealtyTrac, Inc., Mortgage Bankers Association (MBA), and Interthinx®. Some industry reporting was acquired through open sources.
