Part VII focusses on the history and central role of Al Qaeda as a US intelligence asset. Since the Soviet-Afghan war, US intelligence has supported the formation of various jihadist organizations. An understanding of this history is crucial in refuting the official 9/11 narrative which claims that Al Qaeda, was behind the attacks. Part VIII centers on the life and death of 9/11 “Terror Mastermind” Osama bin Laden, who was recruited by the CIA in the heyday of the Soviet Afghan war. This section also includes an analysis of the mysterious death of Osama bin Laden, allegedly executed by US Navy Seals in a suburb of Islamabad in May 2011. Part  IX  focusses on “False Flags” and the Pentagon’s “Second 9/11″. Part X examines the issue of “Deep Events” with contributions by renowned scholars Peter Dale Scott and Daniele Ganser. Part XI  examines the structure of 9/11 propaganda which consists in “creating” as well “perpetuating” a  “9/11 Legend”. How is this achieved? Incessantly, on a daily basis, Al Qaeda, the alleged 9/11 Mastermind is referred to by the Western media, government officials, members of the US Congress, Wall Street analysts, etc. as an underlying cause of numerous World events. Part XII focusses on the practice of 9/11 Justice directed against the alleged culprits of the 9/11 attacks. The legitimacy of 9/11 propaganda requires fabricating “convincing evidence” and “proof” that those who are accused actually carried out the attacks. Sentencing of Muslims detained in Guantanamo is part of war propaganda. It depicts innocent men who are accused of the 9/11 attacks, based on confessions acquired through systematic torture throughout their detention. Part  XIII focusses on 9/11 Truth.  The objective of 9/11 Truth is to ultimately dismantle the propaganda apparatus which is manipulating the human mindset. Not only did the Russians move in, but they did that without the ICRC whose personnel refused to go because of the lack of security guarantees from Kiev. The Russian response to that lack of security guarantees was a) to order this unarmed convoy in and b) to clearly state in the official statement: We are warning against any attempts to thwart this purely humanitarian mission which took a long time to prepare in conditions of complete transparency and cooperation with the Ukrainian side and the ICRC. Those who are ready to continue sacrificing human lives to their own ambitions and geopolitical designs and who are rudely trampling on the norms and principles of international humanitarian law will assume complete responsibility for the possible consequences of provocations against the humanitarian relief convoy. Again, from a logical, political or moral point of view, this is rather self-obvious, but from a legal point of view this is a threat to use force ("complete responsibility for the possible consequences") inside the putatively sovereign territory of the Ukraine.

The Ukie plan has been to present some major "victory" for the Sunday the 24, when they plan a victory parade in Kiev to celebrate independence day (yup, the US-controlled and Nazi-administered "Banderastan" will celebrate its "independence"... this is both sad and hilarious).  Instead, what they have a long streak of *very* nasty defeats during the past 5-6 days or so.  By all accounts, the Ukies are getting butchered and, for the first time, even pushed back (if only on a tactical level).  That convoy in Luganks will add a stinging symbolical "f**k you!" to the junta in Kiev.  It will also exacerbate the tensions between the ruling clique in power, the Right Sector and Dmitri Iarosh and the growing protest movement in western Ukraine. Bottom line: this is a risky move no doubt, probably brought about by the realization that with water running out in Luganks Putin had to act.  Still it is also an absolutely brilliant move which will create a massive headache for the US and its Nazi puppets in Kiev.

PS: I heard yesterday evening that Holland has officially announced that it will not release the full info of the flight data and voice recorders of MH17.  Thus Holland has now become an official accomplice to the cover-up of this US false-flag operation and to the murder of the passengers of MH17. This is absolutely outrageous and disgusting I and sure hope that the Malaysian government will not allow this.  As for Kiev, it is also sitting on the recording of the communications between the Kiev ATC and MH17.  Finally, the USA has it all through its own signals intelligence capabilities.  So they all know and they are all covering up.  Under the circumstances, can anybody still seriously doubt "who done it"?

I.C. Smith, a former top FBI counterintelligence specialist during the Pollard affair, tells Newsweek, “In the early 1980s, dealing with the Israelis was, for those assigned that area, extremely frustrating. The Israelis were supremely confident that they had the clout, especially on the Hill, to basically get [away] with just about anything. This was the time of the Criteria Country List—later changed to the National Security Threat List—and I found it incredible that Taiwan and Vietnam, for instance, were on [it], when neither country had conducted activities that remotely approached the Pollard case, and neither had a history of, or a comparable capability to conduct, such activities.” While all this was going on, Israel was lobbying hard to be put on the short list of countries (38 today) whose citizens don’t need visas to visit here.  Until recently, the major sticking point was the Jewish state’s discriminatory and sometimes harsh treatment of Arab-Americans and U.S. Palestinians seeking to enter Israel. It has also failed to meet other requirements for the program, such as promptly and regularly reporting lost and stolen passports, officials say—a problem all the more pressing since Iranians were found to have boarded the missing Malaysia Airlines flight with stolen passports. 

“But this is the first time congressional aides have indicated that intelligence and national security concerns also are considerations in weighing Israel’s admission into the visa waiver program,” Jonathan Broder, the foreign and defense editor for CQ Roll Call, a Capitol Hill news site, wrote last month. He quoted a senior House aide as saying, “The U.S. intelligence community is concerned that adding Israel to the visa waiver program would make it easier for Israeli spies to enter the country.” The Israelis “thought they could just snap their fingers” and get friends in Congress to legislate visa changes, a Hill aide said, instead of going through the required hoops with DHS.

Congressional aides snorted at the announcement. “The Israelis haven’t done s**t to get themselves into the visa waiver program,” the former congressional aide said, echoing the views of two other House staffers working on the issue. “I mean, if the Israelis got themselves into this visa waiver program and if we were able to address this [intelligence community] concern—great, they’re a close ally, there are strong economic and cultural links between the two countries, it would be wonderful if more Israelis could come over here without visas. I’m sure it would spur investment and tourist dollars in our economy and so on and so forth. But what I find really funny is they haven’t done s**t to get into the program. They think that their friends in Congress can get them in, and that’s not the case. Congress can lower one or two of the barriers, but they can’t just legislate the Israelis in.” The path to visa waivers runs through DHS and can take years to navigate.

Israel is not even close to meeting those standards, a congressional aide said. “You’ve got to have machine-readable passports in place—the e-passports with a data chip in them. The Israelis have only just started to issue them to diplomats and senior officials and so forth, and that probably won’t be rolled out to the rest of their population for another 10 years.” But U.S. counterspies will get the final word. And since Israel is as likely to stop spying here as it is to give up matzo for Passover, the visa barriers are likely to stay up. As Paul Pillar, the CIA’s former national intelligence officer for the Near East and South Asia, told Newsweek, old habits are hard to break: Zionists were dispatching spies to America before there even was an Israel, to gather money and materials for the cause and later the fledgling state. Key components for Israel’s nuclear bombs were clandestinely obtained here. “They’ve found creative and inventive ways,” Pillar said, to get what they want. “If we give them free rein to send people over here, how are we going to stop that?” the former congressional aide asked. “They’re incredibly aggressive. They’re aggressive in all aspects of their relationship with the United States. Why would their intelligence relationship with us be any different?”

He noted that the members of his committee have already proved that the US planes have dropped advanced weaponry, including anti-aircraft weapons, for the ISIL, and that it has set up an investigation committee to probe into the matter. “The US drops weapons for the ISIL on the excuse of not knowing about the whereabouts of the ISIL positions and it is trying to distort the reality with its allegations. He noted that the committee had collected the data and the evidence provided by eyewitnesses, including Iraqi army officers and the popular forces, and said, “These documents are given to the investigation committee … and the necessary measures will be taken to protect the Iraqi airspace.” Also in January, another senior Iraqi legislator reiterated that the US-led coalition is the main cause of ISIL’s survival in Iraq. “The international coalition is only an excuse for protecting the ISIL and helping the terrorist group with equipment and weapons,” Jome Divan, who is member of the al-Sadr bloc in the Iraqi parliament, said. He said the coalition’s support for the ISIL is now evident to everyone, and continued, “The coalition has not targeted ISIL’s main positions in Iraq.”

“We have discovered weapons made in the US, European countries and Israel from the areas liberated from ISIL’s control in Al-Baqdadi region,” the Al-Ahad news website quoted Head of Al-Anbar Provincial Council Khalaf Tarmouz as saying. He noted that the weapons made by the European countries and Israel were discovered from the terrorists in the Eastern parts of the city of Ramadi. Al-Zameli had also disclosed in January that the anti-ISIL coalition’s planes have dropped weapons and foodstuff for the ISIL in Salahuddin, Al-Anbar and Diyala provinces. Al-Zameli underlined that the coalition is the main cause of ISIL’s survival in Iraq. “There are proofs and evidence for the US-led coalition’s military aid to ISIL terrorists through air(dropped cargoes),” he told FNA in January.

In late December, Iraqi Parliamentary Security and Defense Commission MP disclosed that a US plane supplied the ISIL terrorist organization with arms and ammunition in Salahuddin province. MP Majid al-Gharawi stated that the available information pointed out that US planes are supplying ISIL organization, not only in Salahuddin province, but also other provinces, Iraq TradeLink reported. He added that the US and the international coalition are “not serious in fighting against the ISIL organization, because they have the technological power to determine the presence of ISIL gunmen and destroy them in one month”. Gharawi added that “the US is trying to expand the time of the war against the ISIL to get guarantees from the Iraqi government to have its bases in Mosul and Anbar provinces.” Salahuddin security commission also disclosed that “unknown planes threw arms and ammunition to the ISIL gunmen Southeast of Tikrit city”. Also in Late December, a senior Iraqi lawmaker raised doubts about the seriousness of the anti-ISIL coalition led by the US, and said that the terrorist group still received aids dropped by unidentified aircraft.

“The international coalition is not serious about air strikes on ISIL terrorists and is even seeking to take out the popular (voluntary) forces from the battlefield against the Takfiris so that the problem with ISIL remains unsolved in the near future,” Nahlah al-Hababi told FNA. “The ISIL terrorists are still receiving aids from unidentified fighter jets in Iraq and Syria,” she added. Hababi said that the coalition’s precise airstrikes are launched only in those areas where the Kurdish Pishmarga forces are present, while military strikes in other regions are not so much precise. In late December, the US-led coalition dropped aids to the Takfiri militants in an area North of Baghdad. Field sources in Iraq told al-Manar that the international coalition airplanes dropped aids to the terrorist militants in Balad, an area which lies in Salahuddin province North of Baghdad. In October, a high-ranking Iranian commander also slammed the US for providing aid supplies to ISIL, adding that the US claims that the weapons were mistakenly airdropped to ISIL were untrue.

The US and the so-called anti-ISIL coalition claim that they have launched a campaign against this terrorist and criminal group – while supplying them with weapons, food and medicine in Jalawla region (a town in Diyala Governorate, Iraq). This explicitly displays the falsity of the coalition’s and the US’ claims,” Deputy Chief of Staff of the Iranian Armed Forces Brigadier General Massoud Jazayeri said. The US claimed that it had airdropped weapons and medical aid to Kurdish fighters confronting the ISIL in Kobani, near the Turkish border in Northern Syria. The US Defense Department said that it had airdropped 28 bundles of weapons and supplies, but one of them did not make it into the hands of the Kurdish fighters. Video footage later showed that some of the weapons that the US airdropped were taken by ISIL militants. The Iranian commander insisted that the US had the necessary intelligence about ISIL’s deployment in the region and that their claims to have mistakenly airdropped weapons to them are as unlikely as they are untrue.

Had the US actually possessed any credible information to substantiate its claims that MH17 was shot down by a missile, such evidence surely would have been submitted to and included in the Dutch Safety Board’s preliminary reporting. That it is predictably missing confirms what commentators, analysts, and politicians around the world had long since suspected – the West’s premature conclusions regarding MH17′s demise were driven by a political agenda, not a factually based search for the truth. The evidence that MH17 was shot down by a missile as the West insisted is missing because it never existed in the first place. That the Dutch Safety Board possesses such a vast amount of information but is still unable to draw anything but the most tentative conclusions, exposes the alleged certainty of Western pundits and politicians in the hours and days after MH17′s loss as an utterly irresponsible, politically motivated, exploitation of tragedy at best, and at worst, exposing the West – NATO in particular – as possible suspects in a crime they clearly stood the most to benefit from.

In the wake of the MH17 tragedy, the West would rush through a series of sanctions against Russia as well as justify further military aid for the regime in Kiev, Ukraine and the literal Neo-Nazi militant battalions serving its pro-Western agenda amid a brutal civil war raging in the country’s eastern most provinces. With sanctions in hand, and the war raging on in earnest, the MH17 disaster dropped entirely out of Western narratives as if it never occurred. Surely if the West had solid evidence implicating eastern Ukrainian rebels and/or Russia, the world would never have heard the end of the MH17 disaster until the truth was fully aired before the public. When Dutch investigators published their preliminary report, the West merely reiterated its original claims, simply imposing their contradictory nature upon the report – most likely believing the public would never actually read its 34 pages. For example, Reuters in a report titled, “Malaysia: Dutch report suggests MH-17 shot down from ground,” would brazenly claim:

Malaysia Airlines flight MH17 broke apart over Ukraine due to impact from a large number of fragments, the Dutch Safety Board said on Tuesday, in a report that Malaysia’s prime minister and several experts said suggested it was shot down from the ground. The title of Reuters’ propaganda piece directly contradicts its first paragraph which reveals “experts,” not the actual Dutch Safety Board report, claimed it was “shot down from the ground,” while the report itself says nothing of the sort. The experts cited by Reuters in fact had no association whatsoever with the preliminary report and instead are the same mainstay of cherry picked commentators the West constantly defers to while building up and perpetuating utterly fabricated narratives to advance its agenda globally.

In October, a high-ranking Iranian commander also slammed the US for providing aid supplies to ISIL, adding that the US claims that the weapons were mistakenly airdropped to ISIL were untrue. “The US and the so-called anti-ISIL coalition claim that they have launched a campaign against this terrorist and criminal group – while supplying them with weapons, food and medicine in Jalawla region (a town in Diyala Governorate, Iraq). This explicitly displays the falsity of the coalition’s and the US’ claims,” Deputy Chief of Staff of the Iranian Armed Forces Brigadier General Massoud Jazayeri said. The US claimed that it had airdropped weapons and medical aid to Kurdish fighters confronting the ISIL in Kobani, near the Turkish border in Northern Syria. The US Defense Department said that it had airdropped 28 bundles of weapons and supplies, but one of them did not make it into the hands of the Kurdish fighters. Video footage later showed that some of the weapons that the US airdropped were taken by ISIL militants. Boris Johnson, the foreign secretary, said a genuine ceasefire would depend on transition away from the Assad government. “It is a conflict that is being fed and nourished and armed and abetted and protracted and made more hideous by the actions and the inactions of governments in this room,” he said at the Security Council Session. Theresa May said “there can be no military solution to the conflict in Syria” in a speech in New York. Speaking to President Barack Obama’s US refugee summit, the prime minister said: “We must all put our weight behind efforts in New York to agree a ceasefire and reopen space UN-led negotiations, leading to real political transition away from Assad to a new, inclusive government that governs for all Syrians.

Mr Kerry replied that his colleague was living in “a different universe” and accused Russia of deliberately obfuscating about the aid convoy bombing. “This is not a joke,” he said after listing several conflicting accounts of the attack put forward by Russia. Russia’s defence ministry claimed on Wednesday to have spotted a US Predator drone over the UN convoy attacked on Wednesday. It did not directly accuse the US of carrying out the attack, however. In earlier statements, Russian officials variously said the convoy had caught fire spontaneously and that drone footage had spotted a group of militants driving a pick-up truck with a mortar alongside it.

Russia dispatched an aircraft carrier to reinforce its flotilla off the Syrian coast on Wednesday, in a deepening of its military commitment there.    The Admiral Kuznetsov, Russia’s only carrier and the flagship of the Russian navy, will join an existing flotilla of six war ships and  four support vessels, Sergei Shoigu, the Russian defence minister, said.   The Soviet- built vessel carries MiG-29 jets and Ka-52 attack helicopters that are expected to take part in combat operations over Syria. 

All Council of Europe members subscribe to the jurisdiction of the European Court of Human Rights, which in its landmark judgment “El-Masri v. the former Yugoslav Republic of Macedonia,” held Macedonia responsible for the abduction and torture of German car salesman Khaled El-Masri. Masri was forcibly taken to Afghanistan and set free only after the CIA admitted he had been taken by mistake, Gabriele Steinhauser wrote for the Wall Street Journal. In interview with The Voice of Russia, Muižnieks said the West cannot sacrifice its “own values and human rights on the altar of national security.”

Up to 54 foreign governments aided the CIA in its operations in a variety of ways, including hosting CIA black sites on their territories, detaining, interrogating and torturing suspects, allowing the use of domestic airspace and airports for secret flights transporting detainees, and providing intelligence which aided efforts to the detain and rendition individuals.

The Syrian regime has initiated an effort to rid the Damascus suburbs of opposition forces using the area as a base to stage attacks against regime targets in the capital. The regime has failed to clear dozens of Damascus neighborhoods of opposition elements, including neighborhoods targeted on August 21, despite employing nearly all of its conventional weapons systems. We assess that the regime’s frustration with its inability to secure large portions of Damascus may have contributed to its decision to use chemical weapons on August 21

On August 21, a Syrian regime element prepared for a chemical weapons attack in the Damascus area, including through the utilization of gas masks. Our intelligence sources in the Damascus area did not detect any indications in the days prior to the attack that opposition affiliates were planning to use chemical weapons.

Multiple streams of intelligence indicate that the regime executed a rocket and artillery attack against the Damascus suburbs in the early hours of August 21. Satellite detections corroborate that attacks from a regime-controlled area struck neighborhoods where the chemical attacks reportedly occurred – including Kafr Batna, Jawbar, ‘Ayn Tarma, Darayya, and Mu’addamiyah. This includes the detection of rocket launches from regime controlled territory early in the morning, approximately 90 minutes before the first report of a chemical attack appeared in social media. The lack of flight activity or missile launches also leads us to conclude that the regime used rockets in the attack.

Three hospitals in the Damascus area received approximately 3,600 patients displaying symptoms consistent with nerve agent exposure in less than three hours on the morning of August 21, according to a highly credible international humanitarian organization. The reported symptoms, and the epidemiological pattern of events – characterized by the massive influx of patients in a short period of time, the origin of the patients, and the contamination of medical and first aid workers – were consistent with mass exposure to a nerve agent. We also received reports from international and Syrian medical personnel on the ground.

We have identified one hundred videos attributed to the attack, many of which show large numbers of bodies exhibiting physical signs consistent with, but not unique to, nerve agent exposure. The reported symptoms of victims included unconsciousness, foaming from the nose and mouth, constricted pupils, rapid heartbeat, and difficulty breathing. Several of the videos show what appear to be numerous fatalities with no visible injuries, which is consistent with death from chemical weapons, and inconsistent with death from small-arms, high-explosive munitions or blister agents. At least 12 locations are portrayed in the publicly available videos, and a sampling of those videos confirmed that some were shot at the general times and locations described in the footage. We assess the Syrian opposition does not have the capability to fabricate all of the videos, physical symptoms verified by medical personnel and NGOs, and other information associated with this chemical attack. We have a body of information, including past Syrian practice, that leads us to conclude that regime officials were witting of and directed the attack on August 21. We intercepted communications involving a senior official intimately familiar with the offensive who confirmed that chemical weapons were used by the regime on August 21 and was concerned with the U.N. inspectors obtaining evidence. On the afternoon of August 21, we have intelligence that Syrian chemical weapons personnel were directed to cease operations.

To conclude, there is a substantial body of information that implicates the Syrian government’s responsibility in the chemical weapons attack that took place on August 21.As indicated, there is additional intelligence that remains classified because of sources and methods concerns that is being provided to Congress and international partners. Syria: Damascus Areas of Influence and Areas Reportedly Affected by 21 August Chemical Attack

“We’ve tried to get discovery into whether our client has been surveilled and have been shut down on that,” said Elizabeth Pipkin, a lawyer with McManis Faulkner, the firm representing Ms. Ibrahim pro bono. “They won’t answer that question for us.” The government says that revealing this type of information would jeopardize national security. In April, Attorney General Eric H. Holder Jr. asserted to the court “a formal claim of the state secrets privilege” in the case. In another case, Latif v. Holder, 13 American citizens who have been denied boarding on flights are seeking removal of their names from any watch list, as well as the reasons they have been banned and an opportunity to rebut any derogatory information.

The international lawyers of Wall Street did not hide from each other their shared belief that they understood better than Washington the requirements for running the world. As John Foster Dulles wrote in the 1930s to a British colleague, The word “cartel” has here assumed the stigma of a bogeyman which the politicians are constantly attacking. The fact of the matter is that most of these politicians are highly insular and nationalistic and because the political organization of the world has under such influence been so backward, business people who have had to cope realistically with international problems have had to find ways for getting through and around stupid political barriers.21

In the 1960s and especially the 1970s America began to import more and more oil from the Middle East. But the negative effect on the U.S. balance of payments was offset by increasing arms and aviation sales to Iran and Saudi Arabia. Contracts with companies like Northrop and especially Lockheed (the builder of the CIA’s U-2) included kickbacks to arms brokers, like Kodama Yoshio in Japan and Adnan Khashoggi in Saudi Arabia, who were also important CIA agents. Lockheed alone later admitted to the Church Committee that it had provided $106 million in commissions to Khashoggi between 1970 and 1975, more than ten times what it had paid to the next most important connection, Kodama.31 These funds were then used by Khashoggi and Kodama to purchase pro-Western influence. But Khashoggi, advised by a team of ex-CIA Americans like Miles Copeland and Edward Moss, distributed cash, and sometimes provided women, not just in Saudi Arabia but around the world – including cash to congressmen and President Nixon in the United States.32 Khashoggi in effect served as a “cutout,” or representative, in a number of operations forbidden to the CIA and the companies he worked with. Lockheed, for one, was conspicuously absent from the list of military contractors who contributed illicitly to Nixon’s 1972 election campaign. But there was no law prohibiting, and nothing else to prevent their official representative, Khashoggi, from cycling $200 million through the bank of Nixon’s friend Bebe Rebozo.33

The most dramatic use of off-the-books drug profits to finance foreign armies was seen in the 1960s CIA-led campaign in Laos. There the CIA supplied airstrips and planes to support a 30,000-man drug-financed Hmong army. At one point Laotian CIA station chief Theodore Shackley even called in CIA aircraft in support of a ground battle to seize a huge opium caravan on behalf of the larger Royal Laotian Army.30

At the time of the Marshall Plan slush fund in Europe, the CIA also took steps which resulted in drug money to support anti-communist armies in the Far East. In my book American War Machine I tell how the CIA, using former OSS operative Paul Helliwell, created two proprietary firms as infrastructure for a KMT army in Burma, an army which quickly became involved in managing and developing the opium traffic there. The two firms were SEA Supply Inc. in Bangkok and CAT Inc. (later Air America) in Taiwan. Significantly, the CIA split ownership of CAT Inc.’s plane with KMT bankers in Taiwan – this allowed the CIA to deny responsibility for the flights when CAT planes, having delivered arms from Sea Supply to the opium-growing army, then returned to Taiwan with opium for the KMT. Even after the CIA officially severed its connection to the KMT Army in 1953, its proprietary firm Sea Supply Inc. supplied arms for a CIA-led paramilitary force, PARU, that also was financed, at least in part, by the drug traffic.28 Profits from Thailand filtered back, in part through the same Paul Helliwell, as donations to members from both parties in Congress. Thai dictator Phao Sriyanon, a drug trafficker who was then alleged to be the richest man in the world, hired lawyer Paul Helliwell…as a lobbyist in addition to [former OSS chief William] Donovan [who in 1953-55 was US Ambassador to Thailand]. Donovan and Helliwell divided the Congress between them, with Donovan assuming responsibility for the Republicans and Helliwell taking the Democrats.29

The power exerted by Khashoggi was not limited to his access to funds and women. By the 1970s, Khashoggi and his aide Edward Moss owned the elite Safari Club in Kenya.34 The exclusive club became the first venue for another and more important Safari Club: an alliance between Saudi and other intelligence agencies that wished to compensate for the CIA’s retrenchment in the wake of President Carter’s election and Senator Church’s post-Watergate reforms.35

As former Saudi intelligence chief Prince Turki bin Faisal once told Georgetown University alumni, In 1976, after the Watergate matters took place here, your intelligence community was literally tied up by Congress. It could not do anything. It could not send spies, it could not write reports, and it could not pay money. In order to compensate for that, a group of countries got together in the hope of fighting Communism and established what was called the Safari Club. The Safari Club included France, Egypt, Saudi Arabia, Morocco, and Iran.36 Prince Turki’s candid remarks– “your intelligence community was literally tied up by Congress. …. In order to compensate for that, a group of countries got together … and established what was called the Safari Club.” – made it clear that the Safari Club, operating at the level of the deep state, was expressly created to overcome restraints established by political decisions of the public state in Washington (decisions not only of Congress but also of President Carter).

Specifically Khashoggi’s activities involving corruption by sex and money, after they too were somewhat curtailed by Senator Church’s post-Watergate reforms, appear to have been taken up quickly by the Bank of Credit and Commerce International (BCCI), a Muslim-owned bank where Khashoggi’s friend and business partner Kamal Adham, the Saudi intelligence chief and a principal Safari Club member, was a part-owner.37 In the 1980s BCCI, and its allied shipping empire owned by the Pakistani Gokal brothers, supplied financing and infrastructure for the CIA’s (and Saudi Arabia’s) biggest covert operation of the decade, support for the Afghan mujahedin. To quote from a British book excerpted in the Senate BCCI Report: “BCCI’s role in assisting the U.S. to fund the Mujaheddin guerrillas fighting the Soviet occupation is drawing increasing attention. The bank’s role began to surface in the mid-1980′s when stories appeared in the New York Times showing how American security operatives used Oman as a staging post for Arab funds. This was confirmed in the Wall Street Journal of 23 October 1991 which quotes a member of the late General Zia’s cabinet as saying ‘It was Arab money that was pouring through BCCI.’ The Bank which carried the money on from Oman to Pakistan and into Afghanistan was National Bank of Oman, where BCCI owned 29%.”38

In 1981 Vice-president Bush and Saudi Prince Bandar, working together, won congressional approval for massive new arms sales of AWACS (airborne warning and control system) aircraft to Saudi Arabia. In the $5.5 billion package, only ten percent covered the cost of the planes. Most of the rest was an initial installment on what was ultimately a $200 billion program for military infrastructure through Saudi Arabia.41 It also supplied a slush fund for secret ops, one administered for over a decade in Washington by Prince Bandar, after he became the Saudi Ambassador (and a close friend of the Bush family, nicknamed “Bandar Bush”). In the words of researcher Scott Armstrong, the fund was “the ultimate government-off-the-books.” Not long after the AWACS sale was approved, Prince Bandar thanked the Reagan administration for the vote by honoring a request by William Casey that he deposit $10 million in a Vatican bank to be used in a campaign against the Italian Communist Party. Implicit in the AWACS deal was a pledge by the Saudis to fund anticommunist guerrilla groups in Afghanistan, Angola, and elsewhere that were supported by the Reagan Administration.42 The Vatican contribution, “for the CIA’s long-time clients, the Christian Democratic Party,” of course continued a CIA tradition dating back to 1948.

The activities of the Safari Club were exposed after Iranians in 1979 seized the records of the US Embassy in Tehran. But BCCI support for covert CIA operations, including Iran-Contra, continued until BCCI’s criminality was exposed at the end of the decade. Meanwhile, with the election of Ronald Reagan in 1980, Washington resumed off-budget funding for CIA covert operations under cover of arms contracts to Saudi Arabia. But this was no longer achieved through kickbacks to CIA assets like Khashoggi, after Congress in 1977 made it illegal for American corporations to make payments to foreign officials. Instead arrangements were made for payments to be returned, through either informal agreements or secret codicils in the contracts, by the Saudi Arabian government itself. Two successive arms deals, the AWACS deal of 1981 and the al-Yamamah deal of 1985, considerably escalated the amount of available slush funds.

It is reported in two books that the BCCI money flow through the Bank of Oman was handled in part by the international financier Bruce Rappaport, who for a decade, like Khashoggi, kept a former CIA officer on his staff.39 Rappaport’s partner in his Inter Maritime Bank, which interlocked with BCCI, was E.P. Barry, who earlier had been a partner in the Florida money-laundering banks of Paul Helliwell.40

After a second proposed major U.S. arms sale met enhanced opposition in Congress in 1985 from the Israeli lobby, Saudi Arabia negotiated instead a multi-billion pound long-term contract with the United Kingdom – the so-called al-Yamamah deal. Once again overpayments for the purchased weapons were siphoned off into a huge slush fund for political payoffs, including “hundreds of millions of pounds to the ex-Saudi ambassador to the US, Prince Bandar bin Sultan.”43 According to Robert Lacey, the payments to Prince Bandar were said to total one billion pounds over more than a decade.44 The money went through a Saudi Embassy account in the Riggs Bank, Washington; according to Trento, the Embassy’s use of the Riggs Bank dated back to the mid-1970s, when, in his words, “the Saudi royal family had taken over intelligence financing for the United States.”45 More accurately, the financing was not for the United States, but for the American deep state.

This leads me to the most original and important thing I have to say. I believe that these secret funds from BCCI and Saudi arms deals – first Khashoggi’s from Lockheed and then Prince Bandar’s from the AWACS and al-Yamamah deals – are the common denominator in all of the major structural deep events (SDEs) that have afflicted America since the supranational Safari Club was created in l976. I am referring specifically to 1) the covert US intervention in Afghanistan (which started about 1978 as a Safari Club intervention, more than a year before the Russian invasion), 2) the 1980 October Surprise, which together with an increase in Saudi oil prices helped assure Reagan’s election and thus give us the Reagan Revolution, 3) Iran-Contra in 1984-86, 4) and – last but by no means least – 9/11. That is why I believe it is important to analyze these events at the level of the supranational deep state. Let me just cite a few details.

1) the 1980 October Surprise. According to Robert Parry, Alexandre de Marenches, the principal founder of the Safari Club, arranged for William Casey (a fellow Knight of Malta) to meet with Iranian and Israeli representatives in Paris in July and October 1980, where Casey promised delivery to Iran of needed U.S. armaments, in exchange for a delay in the return of the U.S. hostages in Iran until Reagan was in power. Parry suspects a role of BCCI in both the funding of payoffs for the secret deal and the subsequent flow of Israeli armaments to Iran.46 In addition, John Cooley considers de Marenches to be “the Safari Club player who probably did most to draw the US into the Afghan adventure.”47 2) the Iran-Contra scandal (including the funding of the Contras, the illegal Iran arms sales, and support for the Afghan mujahideen There were two stages to Iran-Contra. For twelve months in 1984-85, after meeting with Casey, King Fahd of Saudi Arabia, in the spirit of the AWACS deal, supported the Nicaraguan Contras via Prince Bandar through a BCCI bank account in Miami. But in April 1985, after the second proposed arms sale fell through, McFarlane, fearing AIPAC opposition, terminated this direct Saudi role. Then Khashoggi, with the help of Miles Copeland, devised a new scheme in which Iranian arms sales involving Israel would fund the contras. The first stage of Iran-Contra was handled by Prince Bandar through a BCCI account in Miami; the second channel was handled by Khashoggi through a different BCCI account in Montecarlo. The Kerry-Brown Senate Report on BCCI also transmitted allegations from a Palestinian-American businessman, Sam Bamieh, that Khashoggi’s funds from BCCI for arms sales to Iran came ultimately from King Fahd of Saudi Arabia, who “was hoping to gain favor with Ayatollah Ruhollah Khomeini.”48

3) 9/11 When the two previously noted alleged hijackers or designated culprits, al-Mihdhar and al-Hazmi, arrived in San Diego, a Saudi named Omar al-Bayoumi both housed them and opened bank accounts for them. Soon afterwards Bayoumi’s wife began receiving monthly payments from a Riggs bank account held by Prince Bandar’s wife, Princess Haifa bint Faisal.49 In addition, Princess Haifa sent regular monthly payments of between $2,000 and $3,500 to the wife of Osama Basnan, believed by various investigators to be a spy for the Saudi government. In all, “between 1998 and 2002, up to US $73,000 in cashier cheques was funneled by Bandar’s wife Haifa … – to two Californian families known to have bankrolled al-Midhar and al-Hazmi.”50 Although these sums in themselves are not large, they may have been part of a more general pattern. Author Paul Sperry claims there was possible Saudi government contact with at least four other of the alleged hijackers in Virginia and Florida. For example, “9/11 ringleader Mohamed Atta and other hijackers visited s home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd.”51

But it is wrong to think of Bandar’s accounts in the Riggs Bank as uniquely Saudi. Recall that Prince Bandar’s payments were said to have included “a suitcase containing more than $10 million” that went to a Vatican priest for the CIA’s long-time clients, the Christian Democratic Party.52 In 2004, the Wall Street Journal reported that the Riggs Bank, which was by then under investigation by the Justice Department for money laundering, “has had a longstanding relationship with the Central Intelligence Agency, according to people familiar with Riggs operations and U.S. government officials.”53 Meanwhile President Obiang of Equatorial Guinea “siphoned millions from his country’s treasury with the help of Riggs Bank in Washington, D.C.”54 For this a Riggs account executive, Simon Kareri, was indicted. But Obiang enjoyed State Department approval for a contract with the private U.S. military firm M.P.R.I., with an eye to defending offshore oil platforms owned by ExxonMobil, Marathon, and Hess.55 Behind the CIA relationship with the Riggs Bank was the role played by the bank’s overseas clients in protecting U.S. investments, and particularly (in the case of Saudi Arabia and Equatorial Guinea), the nation’s biggest oil companies.

The issue of Saudi Embassy funding of at least two (and possibly more) of the alleged 9/11 hijackers (or designated culprits) is so sensitive that, in the 800-page Joint Congressional Inquiry Report on 9/11, the entire 28-page section dealing with Saudi financing was very heavily redacted.56 A similar censorship occurred with the 9/11 Commission Report: According to Philip Shenon, several staff members felt strongly that they had demonstrated a close Saudi government connection to the hijackers, but a senior staff member purged almost all of the most serious allegations against the Saudi government, and moved the explosive supporting evidence to the report’s footnotes.57 It is probable that this cover-up was not designed for the protection of the Saudi government itself, so much as of the supranational deep state connection described in this essay, a milieu where American, Saudi, and Israeli elements all interact covertly. One sign of this is that Prince Bandar himself, sensitive to the anti-Saudi sentiment that 9/11 caused, has been among those calling for the U.S. government to make the redacted 28 pages public.58

This limited exposure of the nefarious use of funds generated from Saudi arms contracts has not created a desire in Washington to limit these contracts. On the contrary, in 2010, the second year of the Obama administration, The Defense Department … notified Congress that it wants to sell $60 billion worth of advanced aircraft and weapons to Saudi Arabia. The proposed sale, which includes helicopters, fighter jets, radar equipment and satellite-guided bombs, would be the largest arms deal to another country in U.S. history if the sale goes through and all purchases are made.59 The sale did go through; only a few congressmen objected.60 The deep state, it would appear, is alive and well, and impervious to exposures of it. It is clear that for some decades the bottom-upwards processes of democracy have been increasingly supplanted by the top-downwards processes of the deep state.

But the deeper strain in history, I would like to believe, is in the opposite direction: the ultimate diminution of violent top-down forces by the bottom-up forces of an increasingly integrated civil society.61 In the last months we have had Wikileaks, then Edward Snowden, and now the fight between the CIA and its long-time champion in Congress, Dianne Feinstein. It may be time to see a systemic correction, much as we did after Daniel Ellsberg’s release of the Pentagon Papers, which was followed by Watergate and the Church Committee reforms. I believe that to achieve this correction there must be a better understanding of deep events and of the deep state. Ultimately, however, whether we see a correction or not will depend, at least in part, on how much people care.

That presentation states that the call data is acquired from major Pakistani telecom providers, though it does not specify the technical means by which the data is obtained. The June 2012 document poses the question: “Given a handful of courier selectors, can we find others that ‘behave similarly’” by analyzing cell phone metadata? “We are looking for different people using phones in similar ways,” the presentation continues, and measuring “pattern of life, social network, and travel behavior.” For the experiment, the analysts fed 55 million cell phone records from Pakistan into the system, the document states. The results identified someone who is “PROB” — which appears to mean probably — Zaidan as the “highest scoring selector” traveling between Peshawar and Lahore.

According to another 2012 presentation describing SKYNET, the program looks for terrorist connections based on questions such as “who has traveled from Peshawar to Faisalabad or Lahore (and back) in the past month? Who does the traveler call when he arrives?” and behaviors such as “excessive SIM or handset swapping,” “incoming calls only,” “visits to airports,” and “overnight trips.”

The following slide appears to show other top hits, noting that 21 of the top 500 were previously tasked for surveillance, indicating that the program is “on the right track” to finding people of interest. A portion of that list visible on the slide includes individuals supposedly affiliated with Al Qaeda and the Taliban, as well as members of Pakistan’s spy agency, Inter-Services Intelligence. But sometimes the descriptions are vague. One selector is identified simply as “Sikh Extremist.” As other documents from Snowden revealed, drone targets are often identified in part based on metadata analysis and cell phone tracking. Former NSA director Michael Hayden famously put it more bluntly in May 2014, when he said, “we kill people based on metadata.” Metadata also played a key role in locating and killing Osama bin Laden. The CIA used cell phone calling patterns to track an Al Qaeda courier and identify bin Laden’s hiding place in Pakistan.

A History of Targeting Al Jazeera  The U.S. government’s surveillance of Zaidan is not the first time that it has linked Al Jazeera or its personnel to Al Qaeda. During the invasion of Afghanistan, in November 2001, the United States bombed the network’s Kabul offices. The Pentagon claimed that it was “a known al-Qaeda facility.” That was just the beginning. Sami al-Hajj, an Al Jazeera cameraman, was imprisoned by the U.S. government at Guantanamo for six years before being released in 2008 without ever being charged. He has said he was repeatedly interrogated about Al Jazeera. In 2003, Al Jazeera’s financial reporters were barred from the trading floor of the New York Stock Exchange for “security reasons.” Nasdaq soon followed suit.

During the invasion of Iraq, U.S. forces bombed Al Jazeera’s Baghdad offices, killing correspondent Tariq Ayoub. The U.S. insisted it was unintentional, though Al Jazeera had given the Pentagon the coordinates of the building. When American forces laid siege to Fallujah, and Al Jazeera was one of the few news organizations broadcasting from within the city, Bush administration officials accused it of airing propaganda and lies. Al Jazeera’s Fallujah correspondent, Ahmed Mansour, reported that his crew had been targeted with tanks, and the house they had stayed in had been bombed by fighter jets. So great was the suspicion of Al Jazeera’s ties to terrorism that Dennis Montgomery, a contractor who had previously tried peddling cheat-detector software to Las Vegas casinos, managed to convince the CIA that he could decode secret Al Qaeda messages from Al Jazeera broadcasts. Those “codes” reportedly caused Bush to ground a number of commercial transatlantic flights in December 2003. But the U.S. government appeared to have somewhat softened its view of the network in the last several years. The Obama administration has criticized Egypt for holding three of Al Jazeera’s journalists on charges of aiding the Muslim Brotherhood. During the height of the 2011 Arab Spring, then-Secretary of State Hillary Clinton praised the network’s coverage, saying, “Viewership of Al Jazeera is going up in the United States because it’s real news.”

Zaidan is still Al Jazeera’s Islamabad bureau chief, and has also reported from Syria and Yemen in recent years. Al Jazeera vigorously defended his reporting. “Our commitment to our audiences is to gain access to authentic, raw, unfiltered information from key sources and present it in an honest and responsible way.” They added that, “our journalists continue to be targeted and stigmatized by governments,” even though “Al Jazeera is not the first channel that has met with controversial figures such as bin Laden and others — prominent western media outlets were among the first to do so.”

In September 2014, Francis Ricciardone, the former US ambassador to Turkey, accused the Turks of working with Al Nusrah. “We ultimately had no choice but to agree to disagree,” Ricciardone said of his discussion with Turkish officials. “The Turks frankly worked with groups for a period, including Al Nusrah, whom we finally designated as we’re not willing to work with.” Since early on the rebellion against the Assad regime, Turkey has permitted large numbers of foreign jihadists to travel into Syria. At various points, this benefitted not only Al Nusrah, but also al Qaeda’s rivals in the Islamic State, which Turkey now opposes. For instance, in October 2013, The Wall Street Journal reported on meetings between US officials, Turkish authorities and others. “Turkish officials said the threat posed by [Al Nusrah], the anti-Assad group, could be dealt with later,” according to US officials and Syrian opposition leaders who spoke with the newspaper. Officials also told the publication that the US government’s decision to designate Al Nusrah as a terrorist group in December 2012 was intended “in part to send a message to Ankara about the need to more tightly control the arms flow.” Eventually, in 2014, Turkey also designated Al Nusrah as a terrorist organization. Turkish authorities have also reportedly launched sporadic raids on al Qaeda-affiliated sites inside their country.

Still, al Qaeda has found Turkey to be a hospitable environment in the past. According to the US Treasury Department, al Qaeda has funneled cash and fighters through Turkish soil to Al Nusrah.

It’s clear that Russia’s bombardment of jihadi groups operating near the Turkish-Syrian border has Turkish President Recep Tayyip Erdogan worried. Erdogan has long hoped that the area would be turned into a Safe Zone where Sunni militants– committed to removing Assad from power– could receive weapons and other support from their sponsors while coming and going as they pleased. The Russian-led coalition’s attempt to retake the area and seal the border to stop the flow of terrorists from Turkey, is probably what precipitated the attack on the Russian warplane. It was a desperate attempt to wave-off the Russian offensive and reverse the course of the war which has turned decisively in Assad’s favor. As for the militant groups that are operating in this area, analyst Pepe Escobar sums it up like this in a recent post at Sputnik News: “The Su-24s were actually after Chechens and Uzbeks — plus a few Uyghurs — smuggled in with fake Turkish passports (Chinese intel is also on it), all of these operating in tandem with a nasty bunch of Turkish Islamo-fascists. Most of these goons transit back and forth between the CIA-weaponized Free Syrian Army (FSA) and Jabhat al-Nusra. These were the goons who machine-gunned the Russian pilots as they parachuted down after the hit on the Su-24…. Turkey, for all practical purposes, has been a handy, sprawling Salafi-jihadi Infrastructure and Logistics Center; it offers everything from porous borders enabling countless jihadi return tickets from Syria to Europe, facilitated by corrupt police, to a convenient crossroads for all kinds of smuggling and a hefty money laundering ops.” (Sultan Erdogan’s War on…Russia, Pepe Escobar, Sputnik)

Escobar sums up Ankara’s role in Syria as succinctly as anyone. Erdogan has been ISIS best friend, of that, there is little doubt. The problem that Turkey faces now is that the Russian-led coalition is rapidly destroying the infrastructure that provides funding for ISIS, (oil refineries, fields and transport) while gradually retaking territory that was formally-controlled by the many anti-regime or al Qaida-linked groups in the north, west and central parts of the country. In the last few days alone, Russia and Co. have concluded the encirclement of Syria’s biggest city, Aleppo, vaporized a convoy of over 500 oil trucks in the vicinity of Raqqa, and intensified their bombing in the Turkmen Mountains, the Kurdish Mountains, and the Prophet Jonah Mountains. The coalition has moved as far north as Azaz along the Turkish border and recaptured the strategic Aleppo-Raqqa highway which completely cuts off ISIS supply-route from the east in Raqqa. All of the recent progress comes in the wake of the retaking of the strategic Kuweris Airbase which was the tipping point in the 4 and a half year-long conflict. Now the Russian coalition has focused on closing the border, a move that will sever vital supply-lines to pro-Turkish militias operating in Syria and force the terrorists to either flee or surrender. Russian Foreign Minister Sergei Lavrov emphasized this point last week saying, “We are convinced that by blocking the border we will in many respects solve the tasks to eradicate terrorism on Syrian soil.”

Keep in mind, that Erdogan is not the only one with designs on the so-called “Afrin-Jarabulus corridor” east of the Euphrates. Powerful politicians in the US, including John McCain, Lindsay Graham, Jeb Bush, Hillary Clinton and others, have all alluded to this area as the most suitable location for a no-fly zone. And, despite the fact that Obama refuses to send US ground forces to fight in Syria, he has continued to fuel the conflict in other less conspicuous ways. Just last Wednesday, under the cover of the Thanksgiving holiday when the media was preoccupied with other matters, Obama signed the National Defense Authorization Act of 2016 which provides another $800 million in aid to armed extremists in Syria and Ukraine. The NDAA, which effectively prevents the closing down of US concentration camp at Guantanamo Bay (Gitmo), reflects Obama’s determination to continue Washington’s vicious policy in Syria which has resulted in the deaths of more than 250,000 and the displacement of 11 million more. This helps to explain why the Russian offensive has set alarms off in Washington; it’s because the US plan to establish a permanent staging ground for terrorists in N Syria is quickly going up in smoke.

Seen in this light, Obama’s recent request for Turkey to deploy “30,000 (troops) to seal the border on the Turkish side”, (See: Wall Street Journal) should be viewed with extreme skepticism. Clearly, Washington has not relented in its “Assad must go” policy at all, in fact, Obama reiterated that mantra less than a week ago. That means the Obama crew may be hoping that Turkish ground forces can succeed where his jihadi proxies failed, that is, that the 30,000 troops will be used to clear and hold a 60×20-mile stretch of Syrian territory that can be used as the proposed safe zone. All Turkey would need is a pretext to invade and a little bit of air cover from the USAF. It wouldn’t be the first time a false flag was used to start a war. The bottom line is this: Putin had better move quickly before Washington and Ankara get their ducks in a row and begin to mobilize. The time to seize the border is now.
