Part VII focusses on the history and central role of Al Qaeda as a US intelligence asset. Since the Soviet-Afghan war, US intelligence has supported the formation of various jihadist organizations. An understanding of this history is crucial in refuting the official 9/11 narrative which claims that Al Qaeda, was behind the attacks. Part VIII centers on the life and death of 9/11 “Terror Mastermind” Osama bin Laden, who was recruited by the CIA in the heyday of the Soviet Afghan war. This section also includes an analysis of the mysterious death of Osama bin Laden, allegedly executed by US Navy Seals in a suburb of Islamabad in May 2011. Part  IX  focusses on “False Flags” and the Pentagon’s “Second 9/11″. Part X examines the issue of “Deep Events” with contributions by renowned scholars Peter Dale Scott and Daniele Ganser. Part XI  examines the structure of 9/11 propaganda which consists in “creating” as well “perpetuating” a  “9/11 Legend”. How is this achieved? Incessantly, on a daily basis, Al Qaeda, the alleged 9/11 Mastermind is referred to by the Western media, government officials, members of the US Congress, Wall Street analysts, etc. as an underlying cause of numerous World events. Part XII focusses on the practice of 9/11 Justice directed against the alleged culprits of the 9/11 attacks. The legitimacy of 9/11 propaganda requires fabricating “convincing evidence” and “proof” that those who are accused actually carried out the attacks. Sentencing of Muslims detained in Guantanamo is part of war propaganda. It depicts innocent men who are accused of the 9/11 attacks, based on confessions acquired through systematic torture throughout their detention. Part  XIII focusses on 9/11 Truth.  The objective of 9/11 Truth is to ultimately dismantle the propaganda apparatus which is manipulating the human mindset. The 9/11 Reader concludes with a retrospective view of 9/11 ten years later.

It’s not easy to reliably gauge public opinion figures on this issue, but in 2008, a comprehensive international poll showed that 54 percent of respondents believed that parties other than Al-Qaeda were responsible, as reported by Reuters. A new poll conducted in September 2013 by polling firm YouGov found that one in two Americans have doubts about the government’s account of 9/11. 

If the United States continually lobbies its population to intervene in unpopular new military conflicts using unsubstantiated claims and questionable evidence, there is little doubt that greater numbers of people will reexamine 9/11 and endorse more critical perspectives of it, especially as those campaigns mature and become more sophisticated. There are many who have looked at the evidence and are convinced that Washington is lying, but the real juicy question is who exactly is responsible? Kevin Ryan of the Journal of 9/11 Studies recently published a book, “Another Nineteen,” which is perhaps the most comprehensive analysis of the political and military command structure that spectacularly failed to act on the morning of 9/11. The task at hand for 9/11 advocacy movements is grasping both the scientific and political totality of events and bringing that scrutiny into the mainstream, which it is steadily beginning to do.

There will always be mocking and scathing criticisms of those who question 9/11, but if scientists and experts disagree over the technical fundamentals, this enough is sufficient ground for advocating a new and comprehensive investigation. As it stands, this transformative event that radically altered American foreign and domestic policy and led to the deaths of over a million people has not been sufficiently explained.

Another is why the Iranian government "facilitated the transit of al Qaeda members through Iran on their journey to the United States," Zelikow said. Similar questions have been raised about Pakistan. Zelikow and others said the 28 pages won't answer these broader questions about 9/11. There are mountains of other investigative documents that could, but they're locked away. "There are missing puzzle pieces to the overall issue of 9/11 as to the culpability and who was behind it," one U.S. intelligence official confirmed to NBC News. "It's fair to say there are additional insights that can be gleaned from these other sources."

Dr. Griscom points out that the anomalous cell phone calls from Malaysian Flight 370 are reminiscent of those from the allegedly hijacked airliners of September 11th, 2001. In both cases, "impossible" cell phone calls puzzled experts.

Even now, still in the shadows of 9/11, it might be instructive to hear President Bush and members of his administration vigorously questioned, under oath, as to why they decided to pay no attention – none at all (Bush is said to have told a CIA officer “you’ve covered your ass,” which sounds in retrospect almost like foreknowledge) – to the CIA briefing paper with the title: “Bin Laden Determined To Strike in US.” Long after the facts of 9/11, the Bush people defended their absolute inattention and inaction based on the absence of evidence.

Christensen then inquired with the FBI, which confirmed there had been an investigation, but said it found no connection to 9/11. Next, seeking to learn how they reached that conclusion, he requested the FBI’s investigation documents using the Freedom of Information Act (FOIA), but the FBI said there were no documents matching the request. Finding that completely implausible, in September 2012, Christensen and the Broward Bulldog filed a FOIA lawsuit. About six months later, the FBI sent Christensen 35 partially redacted pages that contained a bombshell conclusion directly contradicting the government’s earlier denials: The investigation had in fact “revealed many connections” between the Saudi family that fled their home and “individuals associated with the terrorist attacks on 9/11/2001.” (Indeed, investigations showed the home had been called and even visited by future 9/11 hijackers.)

In April 2014, as the Bulldog’s lawsuit progressed, Fort Lauderdale U.S. District Judge William Zloch ordered the FBI to conduct a more thorough search of its files, chiding the government for advancing “nonsensical” legal arguments in its effort to maintain secrecy. Later, he ordered the FBI to turn over more than 80,000 pages from its Tampa office so he could personally review them and reach his own conclusions about the need for secrecy. The judge’s review of that enormous cache is still underway.

Julin, in addition to providing an interesting elaboration on the legal battle to liberate the FBI’s Sarasota files, explained the Broward Bulldog’s attempts to secure the release of the 28-page finding on foreign government support of the 9/11 hijackers found in the 2002 report of the joint Congressional inquiry. Julin is helping Christensen, Summers and Swan push for the declassification of the 28 pages through a little-known process called Mandatory Declassification Review. Under that process, an agency’s refusal to declassify material can ultimately be appealed to a multi-agency panel that reviews the material and presents a recommendation to the president. The panel is now reviewing the 28 pages. While there’s no deadline, Julin has been told to expect the panel’s recommendation to President Obama sometime this winter.

Graham also explored the questions of: Why would the Saudis support Islamic terrorists operating in the United States? Why did the Bush administration shield Saudi Arabia by preventing the release of damning material? Why would the Obama administration continue the Bush administration’s “soft treatment” of Saudi Arabia? In the course of his remarks, Graham briefly discussed two of his books. The first, “Intelligence Matters: The CIA, the FBI, Saudi Arabia and the Failure of America’s War on Terror,” is a non-fiction work, which required advance clearance from the federal government that resulted in many passages being censored. That disappointing experience prompted Graham to do an end-run around government censors by publishing “Keys to the Kingdom,” a work labelled as fiction but which Graham used to write on the topic with greater freedom.

What’s in the 28 censored pages of the Joint Inquiry into 9/11? We don’t know for sure – but if Israel is involved, then we do know why they won’t let us read those pages. This is a fight we need to win – but we can only do it by raising a huge stink. Call or write your congressional representatives and urge them to join the three congressmen who are fighting for your right to know. And spread the word.

Reprising this role in Bosnia, Salman was appointed by his full brother and close political ally King Fahd to direct the Saudi High Commission for Relief of Bosnia and Herzegovina (SHC) upon its founding in 1992. Through the SHC, Salman gathered donations from the royal family for Balkan relief, supervising the commission until its until its recent closure in 2011. By 2001, the organization had collected around $600 million — nominally for relief and religious purposes, but money that allegedly also went to facilitating arms shipments, despite a U.N. arms embargo on Bosnia and other Yugoslav successor states from 1991 to 1996. And what kind of supervision did Salman exercise over this international commission? In 2001, NATO forces raided the SHC’s Sarajevo offices, discovering a treasure trove of terrorist materials: before-and-after photographs of al Qaeda attacks, instructions on how to fake U.S. State Department badges, and maps marked to highlight government buildings across Washington. The Sarajevo raid was not the first piece of evidence that the SHC’s work went far beyond humanitarian aid. Between 1992 and 1995, European officials tracked roughly $120 million in donations from Salman’s personal bank accounts and from the SHC to a Vienna-based Bosnian aid organization named the Third World Relief Agency (TWRA). Although the organization claimed to be focused on providing humanitarian relief, Western intelligence agencies estimated that the TWRA actually spent a majority of its funds arming fighters aligned with the Bosnian government.

A defector from al Qaeda called to testify before the United Nations, and who gave a deposition for lawyers representing the families of 9/11 victims, alleged that both Salman’s SHC and the TWRA provided essential support to al Qaeda in Bosnia, including to his 107-man combat unit. In a deposition related to the 9/11 case, he stated that the SHC “participated extensively in supporting al Qaida operations in Bosnia” and that the TWRA “financed, and otherwise supported” the terrorist group’s fighters. The SHC’s connection to terrorist groups has long been scrutinized by U.S. intelligence officials as well. The U.S. government’s Joint Task Force Guantanamo once included the Saudi High Commission on its list of suspected “terrorist and terrorist support entities.” The Defense Intelligence Agency also once accused the Saudi High Commission of shipping both aid and weapons to Mohamed Farrah Aidid, the al Qaeda-linked Somali warlord depicted as a villain in the movie Black Hawk Down. Somalia was subject to a United Nations arms embargo starting in January 1992. *** The board of trustees for the Prince Salman Youth Center, which Salman himself chairs, today includes Saleh Abdullah Kamel, a Saudi billionaire whose name showed up on a purported list of al Qaeda’s earliest supporters known as the “golden chain.” (The Wall Street Journal reported that Kamel “denies supporting terror.”) But as the United States sought to shut down Saudi charities with ties to terrorism in the aftermath of the 9/11 attacks, Kamel and Salman both condemned the effort as an anti-Islamic witch hunt.

In 1995, US aid worker William Jefferson is killed in Bosnia. One of the likely suspects, Ahmed Zuhair Handala, is linked to the SHC. He also is let go, despite evidence linking him to massacres of civilians in Bosnia. [Schindler, 2007, pp. 263-264] In 1997, a Croatian apartment building is bombed, and Handala and two other SHC employees are suspected of the bombing. They escape, but Handala will be captured after 9/11 and sent to Guantanamo prison. [Schindler, 2007, pp. 266] In 1997, SHC employee Saber Lahmar is arrested for plotting to blow up the US embassy in Saravejo. He is convicted, but pardoned and released by the Bosnian government two years later. He will be arrested again in 2002 for involvement in an al-Qaeda plot in Bosnia and sent to Guantanamo prison (see January 18, 2002). By 1996, NSA wiretaps reveal that Prince Salman is funding Islamic militants using charity fronts (Between 1994 and July 1996).

History Commons adds important details: By 1994, if not earlier, the NSA is collecting electronic intercepts of conversations between Saudi Arabian royal family members. Journalist Seymour Hersh will later write, “according to an official with knowledge of their contents, the intercepts show that the Saudi government, working through Prince Salman [bin Abdul Aziz], contributed millions to charities that, in turn, relayed the money to fundamentalists. ‘We knew that Salman was supporting all of the causes,’ the official told me.” By July 1996 or soon after, US intelligence “had more than enough raw intelligence to conclude… bin Laden [was] receiving money from prominent Saudis.” [Hersh, 2004, pp. 324, 329-330] One such alleged charity front linked to Salman is the Saudi High Commission in Bosnia (see 1996 and After). Prince Salman has long been the governor of Riyadh province. At the time, he is considered to be about fourth in line to be king of Saudi Arabia. His son Prince Ahmed bin Salman will later be accused of having connections with al-Qaeda leader Abu Zubaida (see Early April 2002). [PBS, 10/4/2004] It appears this surveillance of Saudi royals will come to an end in early 2001 (see (February-March 2001)).

Author Roland Jacquard will later claim that in 1996, al-Qaeda revives its militant network in Bosnia in the wake of the Bosnian war and uses the Saudi High Commission (SHC) as its main charity front to do so. [Jacquard, 2002, pp. 69] This charity was founded in 1993 by Saudi Prince Salman bin Abdul-Aziz and is so closely linked to and funded by the Saudi government that a US judge will later render it immune to a 9/11-related lawsuit after concluding that it is an organ of the Saudi government. [New York Law Journal, 9/28/2005] In 1994, British aid worker Paul Goodall is killed in Bosnia execution-style by multiple shots to the back of the head. A SHC employee, Abdul Hadi al-Gahtani, is arrested for the murder and admits the gun used was his, but the Bosnian government lets him go without a trial. Al-Gahtani will later be killed fighting with al-Qaeda and the Taliban in Afghanistan. [Schindler, 2007, pp. 143-144; Schindler is a professor at the U.S. Army War College] In 1995, the Bosnian Ministry of Finance raids SHC’s offices and discovers documents that show SHC is “clearly a front for radical and terrorism-related activities.” [Burr and Collins, 2006, pp. 145]

In November 2002, Prince Salman patronized a fundraising gala for three Saudi charities under investigation by Washington: the International Islamic Relief Organization, al-Haramain Foundation, and the World Assembly of Muslim Youth. Since 9/11, all three organizations have had branches shuttered or sanctioned over allegations of financially supporting terrorism. That same month, Salman cited his experience on the boards of charitable societies, asserting that “it is not the responsibility of the kingdom” if others exploit Saudi donations for terrorism. *** The new king has also embraced Saudi cleric Saleh al-Maghamsi, an Islamic supremacist who declared in 2012 that Osama bin Laden had more “sanctity and honor in the eyes of Allah,” simply for being a Muslim, than “Jews, Christians, Zoroastrians, apostates, and atheists,” whom he described by nature as “infidels.” That didn’t put an end to Salman’s ties to Maghamsi, however. The new Saudi king recently served as head of the supervisory board for a Medina research center directed by Maghamsi. A year after Maghamsi’s offensive comments, Salman sponsored and attended a large cultural festival organized by the preacher. Maghamsi also advises two of Salman’s sons ….

A 1996 CIA report mentions, “We continue to have evidence that even high ranking members of the collecting or monitoring agencies in Saudi Arabia, Kuwait, and Pakistan – such as the Saudi High Commission – are involved in illicit activities, including support for terrorists” (see January 1996). Jacquard claims that most of the leadership of the SHC supports bin Laden. The SHC, while participating in some legitimate charitable functions, uses its cover to ship illicit goods, drugs, and weapons in and out of Bosnia. In May 1997, a French military report concludes: ”(T)he Saudi High Commission, under cover of humanitarian aid, is helping to foster the lasting Islamization of Bosnia by acting on the youth of the country. The successful conclusion of this plan would provide Islamic fundamentalism with a perfectly positioned platform in Europe and would provide cover for members of the bin Laden organization.” [Jacquard, 2002, pp. 69-71] However, the US will take no action until shortly after 9/11, when it will lead a raid on the SHC’s Bosnia offices. Incriminating documents will be found, including information on how to counterfeit US State Department ID badges, and handwritten notes about meetings with bin Laden. Evidence of a planned attack using crop duster planes is found as well. [Schindler, 2007, pp. 129, 284]

When the 800-page Senate report was made public in 2002, Graham recalled that he and Republican Sen. Richard Shelby were “shocked to see an important chapter in the report has been redacted.” All but three Senate Democrats, joined by one Republican and one independent, signed a letter calling on President Bush to declassify the 28-page section detailing the role of foreign governments in bankrolling the 9/11 attackers. “Finding, Discussion and Narrative Regarding Certain Sensitive National Security Matters,” the redacted portion, begins midway through the report, on page 395. Despite the title, then-CIA Director Porter Goss and the co-chairs of the 9/11 Commission all called for it to be declassified, yet it has stayed secret for a dozen years, fueling conspiracy theories that Graham says can only be put to rest by its release.   

As if a thicket of misinformation, hit-and-miss journalism and competing propaganda didn’t make the challenge daunting enough, the American people face an even more formidable barrier in their attempts to reach informed and rational conclusions about U.S. policy in the Middle East: the classification of a 28-page finding on foreign government support of the 9/11 hijackers—classification that continues over the objections of the chairman and vice-chairman of the 9/11 Commission and the former senator who co-chaired the inquiry that produced the 28 pages. Preventing a hypothetical “next 9/11″ starts with a clear understanding of what enabled the actual one—yet, even as the U.S. military prepares for the next chapter in the seemingly perpetual War on Terror, Americans continue to be denied critical knowledge about how the September 11 attacks were planned and funded. Reflecting on that disconnect, Kentucky Congressman Thomas Massie recently told Slate, “Until we know what enabled or caused 9/11, we shouldn’t be talking about starting a third war to prevent another 9/11.”

in what could well emerge as a national security scandal that engulfs much of Congress, there are indications that, when it comes to acquiring essential knowledge to shape policies that safeguard the country, a majority of legislators have thus far made a conscious decision to remain ignorant: As of this writing, 13 of the House’s 432 representatives have joined as cosponsors of a Jones-authored resolution urging the president to declassify the 28 pages. A source on the Hill who is familiar with the declassification effort is personally unaware of any representative who has read the 28 pages over the last several months who didn’t emerge from the experience as a supporter of declassification. When you overlay one of those observations on the other, the result points to a woefully low level of interest among the nation’s legislators in learning what “shocking,” “surprising” and “history-rearranging” facts are contained in the classified passage.

Those indications paint a bleak—albeit, tentative—portrait of Congressional diligence in overseeing national security policy. What’s needed now is a precise, name-by-name accounting of which representatives and senators have read the 28 pages and which have not. To that end, 28Pages.org urges constituents, journalists and transparency advocacy organizations to help bring accountability to this essential issue of national security job performance by contacting legislators and asking them two simple, yes-or-no questions: Have you read the 28 pages? If not, have you asked permission from your intelligence committee to do so? Shortly, 28Pages.org will announce its own contribution to this national exercise in Congressional accountability. However, a thorough accounting will only be achieved with the participation of citizens, journalists and transparency advocates. And with every House and 36 Senate seats up for election on Nov. 4, the faster the country collectively assembles a name-by-name roster of 28-pages readership on the Hill, the better position voters will be in to evaluate incumbents using this potent indicator of their attentiveness to matters of national security.

The Senate Foreign Relations Committee will be taking another look at the AUMF this week. The hearing's title, “Authorization For Use Of Military Force After Iraq And Afghanistan,” hints at a preordained conclusion: that an updated authorization is needed. Ranking Republican Sen. Bob Corker of Tennessee wants to be sure the executive branch has “all the tools and capabilities” it needs to address “threats that did not exist in 2001.” Rep. Barbara Lee, D-Calif., the sole member of Congress to vote “no” on the original AUMF, has a better idea: end it, don't mend it. Joined by libertarian-leaning, antiwar Republicans like Reps. Justin Amash and Walter Jones, she's introduced legislation to repeal the AUMF. Two imperial presidents in a row have treated that authorization like a permanent delegation of congressional war power to the president. Their successors would no doubt do the same with any new “tools and capabilities” they’re given.

Without the AUMF, presidents still retain the constitutional power to “repel sudden attacks,” as James Madison put it. And if they think groups like al-Shabaab or Boko Haram demand a more sustained military response, they'll be free to make that case to Congress. But delegating new authorities in advance might permanently change our constitutional default setting from peace to war. Madison also said that “No nation could preserve its freedom in the midst of continual warfare.” We're now into our second decade running that experiment; how much longer do we want to risk proving him right?

Judicial Watch has been trying to pry the (nonexistent) photos of a dead bin Laden from the government’s hands. For “national security reasons” the US government does not want anyone to see evidence that supports its far-fetched tale of bin Laden’s murder. The photographic evidence of a successful raid are off limits. They are like the alleged videos of the airliner hitting the Pentagon that we are not permitted to see for “national security reasons.” In other words, the photos and videos do not exist and never did. No government, not even the American one, would be so totally stupid as to withhold the evidence for its claims. The government, seeing its unbelievable stories lose believability at home and abroad used Judicial Watch’s lawsuit to boost the credibility of its story. Judicial Watch filed a Freedom of Information Act lawsuit for the photos that the Obama regime alleged to have of the murdered bin Laden but refused to release. Obviously, the government has no such photos and never had any such photos. But the government does not need evidence when it can rely on the gullibility of the American people.

As the government had no photos to release, the US government decided to use the opportunity presented by Judicial Watch to bolster its story that photos of bin Laden murdered and dead were once in its possession. The government released to Judicial Watch a document under the Freedom of Information Act that is an order from Special Operations Commander Admiral William McRaven to “destroy immediately” the photos of the dead bin Laden. Judicial Watch took the bait. Instead of realizing that there was no reason whatsoever for the government to destroy the only evidence that might support its claim to have murdered bin Laden, Judicial Watch focused on the illegality of destroying the evidence. Judicial Watch says that “Federal law contains broad prohibitions against the ‘concealment, removal, or mutilation generally’ of government records.” http://www.globalresearch.ca/top-pentagon-leader-ordered-destruction-of-bin-laden-death-photos/5368389 Judicial Watch played into the government’s hands. Judicial Watch president Tom Fitton was maneuvered by the government into defining the scandal as the destruction of evidence, “revealing both contempt for the rule of law and the American people’s right to know.” To the contrary, the real scandal is the massive lie that bin Laden was killed by a SEAL raid and the acceptance of this lie by the American people and Judicial Watch.

By damning the government for destroying evidence, Judicial Watch has given credibility to the government’s claim that SEALs murdered Osama bin Laden. The SEAL team credited with bin Laden’s murder was quickly eliminated when the team was loaded onto a 1960s vintage helicopter in Afghanistan. Apparently the team members were asking one another, “Were you on that mission that killed bin Laden?” Of course, no one was, and this information was too dangerous for the Obama regime.

The “Strategy of Tension” in the Cold War Period, by Daniele Ganser In May 2014, Swiss historian Daniele Ganser contributed this updated version of a previously published article. Dr. Ganser’s article provides important historical perspective for considering what happened on 9/11. His conclusion, based on historical fact, is that objections to U.S. government or military involvement in 9/11 are based on unsupportable, a priori arguments. These eight papers are just a sampling of the wide-range of peer-reviewed research and commentary available at the Journal of 9/11 Studies.
