Tomgram: Nick Turse, America's Non-Stop Ops in Africa | TomDispatch - 0 views

  • The numbers tell the story: 10 exercises, 55 operations, 481 security cooperation activities. For years, the U.S. military has publicly insisted that its efforts in Africa are small scale. Its public affairs personnel and commanders have repeatedly claimed no more than a “light footprint” on that continent, including a remarkably modest presence when it comes to military personnel.  They have, however, balked at specifying just what that light footprint actually consists of.  During an interview, for instance, a U.S. Africa Command (AFRICOM) spokesman once expressed worry that tabulating the command’s deployments would offer a “skewed image” of U.S. efforts there. It turns out that the numbers do just the opposite. Last year, according AFRICOM commander General David Rodriguez, the U.S. military carried out a total of 546 “activities” on the continent -- a catch-all term for everything the military does in Africa.  In other words, it averages about one and a half missions a day.  This represents a 217% increase in operations, programs, and exercises since the command was established in 2008. In testimony before the Senate Armed Services Committee earlier this month, Rodriguez noted that the 10 exercises, 55 operations, and 481 security cooperation activities made AFRICOM “an extremely active geographic command.”  But exactly what the command is “active” in doing is often far from clear.
  • AFRICOM releases information about only a fraction of its activities.  It offers no breakdown on the nature of its operations.  And it allows only a handful of cherry-picked reporters the chance to observe a few select missions.  The command refuses even to offer a count of the countries in which it is “active,” preferring to keep most information about what it’s doing -- and when and where -- secret. While Rodriguez’s testimony offers but a glimpse of the scale of AFRICOM’s activities, a cache of previously undisclosed military briefing documents obtained by TomDispatch sheds additional light on the types of missions being carried out and their locations all across the continent.  These briefings prepared for top commanders and civilian officials in 2013 demonstrate a substantial increase in deployments in recent years and reveal U.S. military operations to be more extensive than previously reported.  They also indicate that the pace of operations in Africa will remain robust in 2014, with U.S. forces expected again to average far more than a mission each day on the continent.

Is Obama Moving the 'War on Terror' to Africa? | The Nation - 0 views

  • Despite talk of a pivot to Asia, the US military’s gaze has settled on Africa. That isn’t news for anyone who has followed the expansion of US Africa Command (AFRICOM) on the continent. But it’s a decisive shift that until now US officials have been loath to acknowledge. The veil lifted slightly on Wednesday when President Obama asked Congress for $5 billion to train and equip foreign governments for counterterrorism activities. Most of the countries he cited are in northern Africa, including Somalia, Libya and Mali. US Special Operations are reportedly already training new counterterrorism units in Libya and Mali, as well as Niger and Mauritania. “Today’s principal threat no longer comes from a centralized Al Qaeda leadership. Instead, it comes from decentralized Al Qaeda affiliates and extremists, many with agendas focused in the countries where they operate,” Obama said. “We need a strategy that matches this diffuse threat; one that expands our reach without sending forces that stretch our military thin, or stir up local resentments.”
  • The Counter-Terrorism Partnerships Fund, as the administration dubbed the program, would apparently add more money and a new name to an existing slate of security cooperation programs. Over the last few years the United States has spent millions training proxy forces to combat local insurgents in Africa; one example is a $500 million operation called the Trans-Saharan Counterterrorism Initiative that provides training and equipment to ten African partners. According to the journalist Nick Turse, who has covered AFRICOM extensively for TomDispatch, the number of operations, programs and missions conducted by the US military in Africa has increased by more than 200 percent since the command was established in 2008. In 2012 alone the United States planned fourteen major training operations across the continent, including in Mali, Morocco, Uganda, Botswana, Lesotho, Senegal and Nigeria. “AFRICOM talks about this like it’s small-scale and low-key to the public, but when you listen to what they’re saying in private it’s really startling,” Turse told me. He’s heard officers refer to Africa as “the battlefield of tomorrow, today.” One AFRICOM official acknowledged to a room full of private contractors that the command had “shifted from our original intent of being a more congenial combatant command to an actual war-fighting combatant command.”
  • Counterterrorism cooperation sounds innocuous enough, particularly when presented rhetorically as an alternative to ground wars. However light-footed, the strategy Obama made explicit on Wednesday nevertheless endorses expanded US military activity on the continent. Unfortunately, the president was not so much signaling the end of the era of military adventurism as directing it towards a new arena in fresh packaging. And as with more conventional military endeavors, deeper involvement in Africa carries risks of blowback, particularly by drawing large militant networks into local conflicts.

  • In the Cold War years, while proxy battles took place between U.S.- and Soviet-backed forces in Angola and other African lands, the U.S. military, which by then had garrisoned much of the planet, was noticeably absent from the continent.  No longer.  And no one who might report on it seems to be paying attention as a downsizing media evidently sees no future in anticipating America’s future wars.  In fact, with the exception of Craig Whitlock of the Washington Post, it’s hard to think of any journalist who has dug into the fast-expanding American role in Africa.  Enter TomDispatch’s Nick Turse.  When it comes to American military plans for that continent, he has been doing the work of the rest of the American foreign press corps on his own.  For the last two years, while his bestselling book on the Vietnam War, Kill Anything That Moves, was being published, he has been carefully tracking and mapping the growing American military presence in Africa, exploring the way those moves may actually be helping to destabilize the continent, and doing his best to make sure that U.S. planning for future wars there doesn’t go unnoticed and unreported.  Today, he puts his work -- and his efforts to mine resistant AFRICOM spokespeople for information -- into a single panorama of everything a fine reporter and outsider can possibly know now about Washington’s ongoing militarization of Africa.  It’s a grim tale of the way, via a hush-hush version of mission creep, the Pentagon and AFRICOM are turning Africa into a battlefield of the future.  Don’t say you weren’t warned -- at TomDispatch. AFRICOM's Secret Empire: US Military Turns Africa Into 'Laboratory' Of Modern Warfare - 0 views

  • The Obama administration has overseen an unprecedented expansion of American military might on the African continent, with dozens of bases and outposts opening there since he took office. A Nov. 17 investigation by Nick Turse, a journalist and American military scholar, found that the United States maintains at least 60 bases or military outposts throughout Africa, although not all are actively used at all times: “Some are currently being utilized, some are held in reserve, and some may be shuttered. These bases, camps, compounds, port facilities, fuel bunkers, and other sites can be found in at least 34 countries — more than 60% of the nations on the continent — many of them corrupt, repressive states with poor human rights records.” Even that figure does not fully encompass America’s reach in Africa. According to Turse’s sources, the U.S. military operates “Offices of Security Cooperation and Defense Attaché Offices” in 38 African countries, while 30 others have agreed to allow U.S. forces to use their international airports as refueling centers.
  • Overall, Turse noted “that the U.S. military has created a network of bases that goes far beyond what AFRICOM has disclosed to the American public, let alone to Africans.” The military is slowly lifting the veil of secrecy over its actions in Africa. Turse reported: “For years, U.S. Africa Command (AFRICOM) gave a stock response: one. Camp Lemonnier in the tiny, sun-bleached nation of Djibouti was America’s only acknowledged “base” on the continent.” Richard Reeve, the director of the Sustainable Security Programme at the Oxford Research Group, a London-based security think tank, told Turse that the U.S. is using AFRICOM as a “laboratory” where it can experiment with “a different kind of warfare and a different way of posturing forces”:

The UN Congo Offensive: A Continent Betrayed | nsnbc international - 0 views

  • On January 5, 2015 the United Nations announced that offensive operations by its forces, known as MONUSCO, along with Congolese army elements, are being prepared against the Democratic Forces For the Liberation of Rwanda (FDLR) based in the east of the Republic of Congo (DRC). This follows a Security Council statement of October 3, 2014 calling for the neutralization of the FDLR if they did not surrender, which itself followed a demand by the International Conference of the Great Lakes Region, and the South African Development Community made on July 2nd last year that the FDLR demobilise.
  • The Security Council “rejected any call for political dialogue” and went on to call the FDLR a group of war criminals. This rejection of dialogue based on a false characterization of the FDLR and on a false history of the events in Rwanda and central Africa for the past twenty years is itself a violation of Chapter 1, Article 1 of the UN Charter that states that the purposes of the United Nations are to “maintain peace and security …and to bring about by peaceful means…settlement of international disputes or situations which might lead to a breach of the peace.” It is also surprising since the UN’s own Mapping Exercise Report of 2010 which examined crimes against humanity and war crimes committed against Hutu refugees in the DRC between 1996 and 2003 described countless mass atrocities and massacres of those refugees by Rwandan, Burundian, Ugandan and allied forces, amounting to genocide against the Hutus. Those massacres have not stopped since 2003 as several proxy forces of the Rwandans and Ugandans, using various names, and claiming to be Congolese rebels, have continued attacks on Hutus in the DRC as well as on Congolese who got in the way of their objective of looting the resources of the region.
  • The FDLR is the only force trying to protect Hutu refugees in the DRC from being totally exterminated by the Rwandan and Ugandan forces, the same forces that attacked and pillaged Rwanda between 1990 and 1994 and that have slaughtered several million more Hutus and Congolese since. Because the FDLR is the only effective armed political opposition to the military dictatorship of Paul Kagame and his Rwandan Patriotic Front (RPF), it is a clear threat to the countries that have mining and resource interests in the DRC and who have been using Uganda and Rwanda as local enforcers to carry out their effective division of the country that makes it easier to control and exploit those resources. All the countries in the pan-African groups that called for the demobilisation of the FDLR have interests in the resources of the Congo region. All have an interest in continued war in the DRC, its continued division and weakness, and the destruction of any effective opposition to the forces assigned the role of carrying out that policy. This includes the DRC itself whose President, Joseph Kabila, is known to be a partner and agent of Kagame and rules the DRC not in the interests of the Congolese but in the interests of Kagame, Musuveni and their western masters.

  • But then the UN has a lot to cover up. There was heartrending testimony by Hutu witnesses at the ICTR Military II trial describing the flight of 2 to 3 million Hutu refugees fleeing with the retreating Rwandan Armed forces into Zaire in July 1994, pursued by RPF units intent on exterminating them. The Rwandan government armed forces, disarmed by Congolese forces when they crossed the border, were unable to protect these Hutu refugees when, in 1996, and subsequently, the Rwandans and Ugandans attacked the Hutu refugee camps killing hundreds of thousands of unarmed civilians. The survivors were either forced into the forest or forced to return to Rwanda at gunpoint, on UN planes, only to be thrown into RPF prisons without charge, tortured, or killed en masse. Those who escaped through the forest told of being pursued day and night through thousands of kilometres of jungle and swamps by the RPF and stated that just before being shelled or attacked by those forces they saw spotter planes overhead with either US or UN markings. All the witnesses were consistent on this. Rwandan Army officers testified that they were surprised to see themselves under attack by UN forces in Kigali in support of the RPF in April 1994. A journalist testified that UN officers at Amohoro Stadium, in Kigali, where General Dallaire had his headquarters, stood by and did nothing as RPF soldiers, on a daily basis, selected Hutus seeking protection there, and shot them.
  • This pattern of UN complicity in the mass crimes committed by the RPF, Ugandan and allied western forces in the Rwandan war, has been followed ever since. The evidence is compelling that the CIA, US military forces, and UN peacekeeping forces in Rwanda in 1993-94, commanded by Canadian General Dallaire, were involved in helping the RPF overthrow the Rwandan interim government and in preparing the RPF’s final offensive launched on the night of April 6th when the Rwandan President’s plane was shot down by RPF missiles, killing two African heads of state, President Habyarimana of Rwanda and President Ntaryamira, of Burundi.
  • The Americans and British have been at the heart of the problem from 1990, when they supported the invasion of Rwanda by units of the Ugandan National Resistance Army (NRA), calling themselves the Rwandan Patriotic Front (RPF), and commanded by a senior ranking intelligence officer of the NRA, Paul Kagame. They supported 4 years of terrorist attacks against Hutus and local Tutsis by the RPF that included the attack on the town of Ruhengeri in February 1993 in which the RPF massacred 40,000 Hutu civilians before the government forces were able to recapture the town.
  • The ICTR prosecutor and the UNHCR also had in their possession a copy of a letter from Paul Kagame, written in August 1994, in which Kagame refers to a meeting with President Musuveni of Uganda and that their “plan for Zaire” was going forward, assisted by the Americans, British, and Belgians. The letter stated that the Hutus were in the way and must be removed at any cost. That letter says a lot and yet it was suppressed until 2009 when it was discovered in prosecution files. In fact that letter indicates that the wars in the DRC were planned long ago and the announcement of the new offensive against the FDLR is a continuation of that plan. Now the only force that exists to protect the Hutus, the FDLR, is going to be attacked again, by the UN. Once again, the Hutus are betrayed by the international community. The UN has lots of things to answer for in Rwanda and Congo and elsewhere and has long been used to further the interests of the west in Africa in general. That certain members of the Security Council, who should know better, go along with protecting those really responsible for the tragedy that is central Africa and Africa as a whole, and for the crimes committed there, is an indictment of the entire UN system.
  • It is ironic that on December 11, 2014th the UN general assembly voted to reopen the investigation into the death of the UN Secretary General Dag Hammarskjold who was killed in then Rhodesia when his plane went down near Ndola. The report of the investigative commission that examined new information stated that there is evidence that the plane was shot down by another aircraft and that the US and British and Belgian governments were likely involved. The death of Hammarskjold is intimately connected with the murder of Patrice Lumumba that led to the installation of Mobutu as President of Congo. We now know that the Rwanda war was the first phase of the greater war for control of the resources of the Congo basin, which was beginning to slip from the west, as Mobutu began to turn towards China. That long and terrible war is not over and it is the UN itself that wants to keep it going.

US Sending Troops To Somalia For The First Time In 24 Years - 0 views

  • In October 1993, during the Battle of Mogadishu (the Black Hawk Down incident), 18 US soldiers were killed and 73 wounded, with a pair of Black Hawk helicopters shot down. The US responded by ceasing military operations, and within a few months had withdrawn all troops from Somalia. Today, they are headed back. The new deployment, which US African Command (AFRICOM) is presented as a simple training operation, will be the first time US ground troops are officially deployed to Somalia, though of course the US has had some special forces present on the ground on and off, conducting occasional operations and spotting for US airstrikes. AFRICOM also insists the new deployment was at the request of the Somali government, though indications in recent weeks has indicated that military officials have been pushing for an escalation of US intervention in the country at any rate, aimed at fighting al-Shabaab.
  • When commanders want to push for fighting in Somalia, al-Shabaab is presented as either ISIS or al-Qaeda affiliated, though in practice the group is largely an independent Islamist operation with a similar ideology. The group’s operations are confined almost exclusively to Somalia, though they have launched some strikes into neighboring countries, as retaliation for those countries (particularly Kenya) being involved in interventions against them. A lot has changed in Somalia in the 24 years between direct US interventions, with the country undergoing a long period of comparatively stable anarchy followed by a protracted war designed to prop up a self-proclaimed government. It was this war, and African Union interventions to try to claim territory for this government, that largely fueled the creation of al-Shabaab.

  • South Sudan has moved closer to its target of gaining access to a pipeline to export its oil to the south. The presidents of Uganda, Kenya and Rwanda have agreed to build two pipelines across East Africa. One would run from South Sudan to the Kenyan port city of Lamu and the other would stretch from Rwanda to Mombasa.

  • In Ukraine, the West supported an unconstitutional putsch against an elected government perpetrated, among others, by fascist/neo-nazi storm troopers (Svoboda, Right Sector) instrumentalized by US intelligence. After a Russian counterpunch, US President Barack Obama proclaimed that any referendum in Crimea would "violate the Ukrainian constitution and violate international law." This is just the latest instance in the serial rape of "international law". The rap sheet is humongous, including; NATO bombing Serbia for 78 days in 1999 to allow Kosovo to secede; the 2003 US invasion and subsequent trillion-dollar occupation and civil war creation in Iraq; NATO/AFRICOM bombing Libya in 2011 invoking <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> R2P ("responsibility to protect") as a cover to provoking regime change; US investment in the secession of oil-wealthy South Sudan, so China has to deal with an extra geopolitical headache; and US investment in perennial civil war in Syria.
  • Yet Moscow still (foolishly?) believes international law should be respected - presenting to the UN Security Council classified information on all Western intel/psy-ops moves leading to the coup in Kiev, including "training" provided by Poland and Lithuania, not to mention Turkish intelligence involvement in setting up a second coup in Crimea. Russian diplomats called for an unbiased international investigation. That will never happen; Washington's narrative would be completely debunked. Thus a US veto at the UN. Russian Foreign Minister Sergei Lavrov also called for the Organization for Security and Co-operation in Europe to objectively investigate those snipers shooting everyone on sight in Kiev, as revealed by Estonia's foreign minister to EU foreign policy supremo Catherine "I love Yats" Ashton. According to Russia's ambassador to the UN Vitaly Churkin, "a completely different picture would be drawn compared to what is being depicted by American media and, unfortunately, by some American and European politicians." Needless to say, there will be no investigation.
  • Everyone remembers the "good Taliban", with which the US could negotiate in Afghanistan. Then came the "good al-Qaeda", jihadis the US could support in Syria. Now come the "good neo-nazis", with which the West can do business in Kiev. Soon there will be "the good jihadis supporting neo-nazis", who may be deployed to advance US/NATO and anti-Russian designs in Crimea and beyond. After all, Obama mentor Dr Zbigniew "The Grand Chessboard" Brzezinski is the godfather of good jihadis, fully weaponized to fight the former Soviet Union in Afghanistan. As facts on the ground go, neo-nazis are definitely back as good guys. For the first time since the end of World War II, fascists and neo-nazis are at the helm of a European nation (although Ukraine most of all should be characterized as the key swing nation in Eurasia). Few in the West seem to have noticed it.

  • The cast of characters include Ukrainian interim defense minister and former student at the Pentagon Ihor Tenyukh; deputy prime minister for economic affairs and Svoboda ideologue Oleksandr Sych; agro-oligarch minister of agriculture Ihor Svaika (Monsanto, after all, needs a chief enforcer); National Security Council chief and Maidan commander of Right Sector neo-nazis Andry Parubiy; and deputy National Security Council chief Dmytro Yarosh, the founder Right Sector. Not to mention Svoboda leader Oleh Tyanhybok, a close pal of John McCain and Victoria "F**k the EU" Nuland, and active proponent of an Ukraine free from the "Muscovite-Jewish mafia." As the Kremlin refuses to deal with this bunch and the upcoming March 16 referendum in Crimea is practically a done deal, Team "Yats" is fully legitimized, with honors, by Team Obama, leader included, in Washington. To quote Lenin, what is to be done? A close reading of President Putin's moves would suggest an answer: nothing. As in just waiting, while outsourcing the immediate future of a spectacularly bankrupt Ukraine to the EU. The EU is impotent to rescue even the Club Med countries. Inevitably, sooner or later, threat of sanctions or not, it will come crawling back to Moscow seeking "concessions", so Russia may also foot the bill.
  • Meanwhile, the New Great (Threat) Game in Eurasia advances unabated. Moscow would willingly compromise on a neutral Ukraine - even with neo-nazis in power in Kiev. But an Ukraine attached to NATO is an absolute red line. By the way, NATO is "monitoring" Ukraine with AWACS deployed in Polish and Romanian airspace. So as the much lauded "reset" between the Kremlin and the Obama administration is for all practical purposes six feet under (with no Hollywood-style second coming in the cards), what's left is the dangerous threat game. Deployed not only by the Empire, but also by the minions. That monster collection of Magritte-style faceless bureaucrats at the European Commission (EU), following on the non-stop threat of EU sanctions, has decided to delay a decision on whether Gazprom may sell more gas through the OPAL pipeline in Germany, and also delay negotiations on the legal status of South Stream, the pipeline under the Black Sea which should become operational in 2015.
  • As if the EU had any feasible Plan B to escape its dependency on Russian gas (not to mention eschew the very profitable financial game played between key European capitals and Moscow). What are they do, import gas on Qatar Airways flights? Buy LNG from the US - something that will not be feasible in years to come? The fact is the minute a gas war is on, if it ever comes down to it, the EU will be under immense pressure by a host of member-nations to keep (and even extend) its Russian gas fix - with or without "our (neo-nazi) bastards" in power in Kiev. Brussels knows it. And most of all, Vlad the Hammer knows it.

  • For a Nobel Peace Prize President, Barack Obama seems destined to go down in history books as the President who presided over one of the most aggressive series of wars ever waged by a bellicose Washington Administration. Not even George Bush and Dick Cheney came close.
  • Now Obama’s advisers, no doubt led by the blood-thirsty National Security Adviser, Susan Rice, have come up with a new war. This is the War Against Ebola. On September 16, President Obama solemnly declared the war. He announced, to the surprise of most sane citizens, that he had ordered 3,000 American troops, the so-called “boots on the ground” that the Pentagon refuses to agree to in Syria, to wage a war against….a virus? In a carefully stage-managed appearance at the US Centers for Disease Control (CDC), Obama read a bone-chilling speech. He called the alleged Ebola outbreaks in west Africa, “a global threat, and it demands a truly global response. This is an epidemic that is not just a threat to regional security. It’s a potential threat to global security, if these countries break down, if their economies break down, if people panic,” Obama continued, conjuring images that would have made Andromeda Strain novelist Michael Chrichton drool with envy. Obama added, “That has profound effects on all of us, even if we are not directly contracting the disease. This outbreak is already spiraling out of control.”
  • With that hair-raising introduction, the President of the world’s greatest Superpower announced his response. In his role as Commander-in-Chief of the United States of America announced he has ordered 3,000 US troops to west Africa in what he called, “the largest international response in the history of the CDC.” He didn’t make clear if their job would be to shoot the virus wherever it reared its ugly head, or to shoot any poor hapless African suspected of having Ebola. Little does it matter that the US military doesn’t have anywhere near 3,000 troops with the slightest training in public health. Before we all panic and line up to receive the millions of doses of untested and reportedly highly dangerous “Ebola vaccines” the major drug-makers are preparing to dump on the market, some peculiarities of this Ebola outbreak in Africa are worth noting.

  • A major problem for Chan and her backers, however, is that her Ebola statistics are very, very dubious. For those whose memory is short, this is the same Dr Margaret Chan at WHO in Geneva who was guilty in 2009 of trying to panic the world into taking unproven vaccines for “Swine Flu” influenza, by declaring a Global Pandemic with statistics calling every case of symptoms that of the common cold to be “Swine Flu,” whether it was runny nose, coughing, sneezing, sore throat. That changed WHO definition of Swine Flu allowed the statistics of the disease to be declared Pandemic. It was an utter fraud, a criminal fraud Chan carried out, wittingly or unwittingly (she could be simply stupid but evidence suggests otherwise), on behalf of the major US and EU pharmaceutical cartel. In a recent Washington Post article it was admitted that sixty-nine percent of all the Ebola cases in Liberia registered by WHO have not been laboratory confirmed through blood tests. Liberia is the epicenter of the Ebola alarm in west Africa. More than half of the alleged Ebola deaths, 1,224, and nearly half of all cases, 2,046, have been in Liberia says WHO. And the US FDA diagnostic test used for the lab confirmation of Ebola is so flawed that the FDA has prohibited anyone from claiming they are safe or effective. That means, a significant proportion of the remaining 31 % of the Ebola cases lab confirmed through blood tests could be false cases.
  • The Obama Administration and Pentagon policy has continued that of George W. Bush who in 2008 created the US military Africa Command or AFRICOM, to battle the rapidly-growing Chinese economic presence in Africa’s potential oil-rich countries. West Africa is a rapidly-emerging oil treasure, barely tapped to date. A US Department of Energy study projected that African oil production would rise 91 percent between 2002 and 2025, much from the region of the present Ebola alarm. Chinese oil companies are all over Africa and increasingly active in west Africa, especially Angola, Sudan and Guinea, the later in the epicenter of Obama’s new War on Ebola troop deployment.
  • One striking aspect of this new concern of the US President for the situation in Liberia and other west African states where alleged surges of Ebola are being claimed is the presence of oil, huge volumes of untapped oil.   • Then the official WHO Ebola Fact Sheet dated September, 2014, states, “It can be difficult to distinguish EVD from other infectious diseases such as malaria, typhoid fever and meningitis.” Excuse me, Dr Margaret Chan, can you say that slowly? It can be difficult to distinguish EVD from other infectious diseases such as malaria, typhoid fever and meningitis? And you admit that 69% of the declared cases have never been adequately tested? And you state that the Ebola symptoms include “sudden onset of fever fatigue, muscle pain, headache and sore throat. This is followed by vomiting, diarrhea, rash, symptoms of impaired kidney and liver function, and in some cases, both internal and external bleeding”? In short it is all the most vague and unsubstantiated basis that lies behind President Obama’s new War on Ebola.
  • If the US President were genuine about his concern to contain a public health emergency, he could look at the example of that US-declared pariah Caribbean nation, Cuba. Reuters reports that the Cuban government, a small financially distressed, economically sanctioned island nation of 11 million people, with a national budget of $50 billion, Gross Domestic Product of 121 billion and per capita GDP of just over $10,000, is dispatching 165 medical personnel to Africa to regions where there are Ebola outbreaks. Washington sends 3,000 combat troops. Something smells very rotten around the entire Ebola scare.

Tomgram: Nick Turse, How "Benghazi" Birthed the New Normal in Africa | TomDispatch - 0 views

  • Amid the horrific headlines about the fanatical Islamist sect Boko Haram that should make Nigerians cringe, here’s a line from a recent Guardian article that should make Americans do the same, as the U.S. military continues its “pivot” to Africa: “[U.S.] defense officials are looking to Washington’s alliance with Yemen, with its close intelligence cooperation and CIA drone strikes, as an example for dealing with Boko Haram.” In fact, as the latest news reports indicate, that “close” relationship is proving something less than a raging success.  An escalating drone campaign against al-Qaeda in the Arabian Peninsula (AQAP) has resulted in numerous dead “militants,” but also numerous dead Yemeni civilians -- and a rising tide of resentment against Washington and possibly support for AQAP.  As the Washington-Sana relationship ratchets up, meaning more U.S. boots on the ground, more CIA drones in the skies, and more attacks on AQAP, the results have been dismal indeed: only recently, the U.S. embassy in the country’s capital was temporarily closed to the public (for fear of attack), the insurgents launched a successful assault on soldiers guarding the presidential palace in the heart of that city, oil pipelines were bombed, electricity in various cities intermittently blacked out, and an incident, a claimed attempt to kidnap a CIA agent and a U.S. Special Operations commando from a Sana barbershop, resulted in two Yemeni deaths (and possibly rising local anger).  In the meantime, AQAP seems ever more audacious and the country ever less stable.  In other words, Washington’s vaunted Yemeni model has been effective so far -- if you happen to belong to AQAP.
  • One of the poorer, less resource rich countries on the planet, Yemen is at least a global backwater.  Nigeria is another matter.  With the largest economy in Africa, much oil, and much wealth sloshing around, it has a corrupt leadership, a brutal and incompetent military, and an Islamist insurgency in its poverty-stricken north that, for simple bestiality, makes AQAP look like a paragon of virtue.  The U.S. has aided and trained Nigerian “counterterrorism” forces for years with little to show.  Add in the Yemeni model with drones overhead and who knows how the situation may spin further out of control.  In response to Boko Haram’s kidnapping of 276 young women, the Obama administration has already sent in a small military team (with FBI, State Department, and Justice Department representatives included) and launched drone and "manned surveillance flights," which may prove to be just the first steps in what one day could become a larger operation.  Under the circumstances, it’s worth remembering that the U.S. has already played a curious role in Nigeria’s destabilization, thanks to its 2011 intervention in Libya.  In the chaos surrounding the fall of Libyan autocrat Muammar Qaddafi, his immense arsenals of weapons were looted and soon enough AK-47s, rocket-propelled grenades, and other light weaponry, as well as the requisite pick-up trucks mounted with machine guns or anti-aircraft guns made their way across an increasingly destabilized region, including into the hands of Boko Haram.  Its militants are far better armed and trained today thanks to post-Libyan developments.
  • All of this, writes Nick Turse, is but part of what the U.S. military has started to call the “new normal” in Africa.  The only U.S. reporter to consistently follow the U.S. pivot to that region in recent years, Turse makes clear that every new African nightmare turns out to be another opening for U.S. military involvement.  Each further step by that military leads to yet more regional destabilization, and so to a greater urge to bring the Yemeni model (and its siblings) to bear with... well, you know what effect.  Why doesn’t Washington?

  • President Obama's announcement that United States has deployed 80 troops to Chad came as a surprise to many. But as my colleague Craig Whitlock points out, the United States already has boots on the ground in a surprising number of African countries. This map shows what sub-Saharan nations currently have a U.S. military presence engaged in actual military operations.
  • It should be noted that in most of these countries, there is a pretty small number of troops. But it is a clear sign of the U.S. Africa Command's increasingly broad position on the continent in what could be described as a growing shadow war against al-Qaeda affiliates and other militant groups. It also shows an increasingly blurred line between U.S. military operations and the CIA in Africa. More details of the troops deployed are below.

Tomgram: Nick Turse, American Monuments to Failure in Africa? | TomDispatch - 0 views

  • As I sit in a room filled with scores of high-ranking military officers resplendent in their dress uniforms -- Kenyans in their khakis, Burundians and Ugandans clad in olive, Tanzanians in deep forest green sporting like-colored berets and red epaulets with crossed rifles on their shoulders -- chances are that the U.S. military is carrying out some mission somewhere on this vast continent.  It might be a kidnapping raid or a training exercise.  It could be an airstrike or the construction of a drone base.  Or, as I wait for the next speaker to approach the lectern at the “Land Forces East Africa” conference in Dar es Salaam, Tanzania, it could be a humanitarian operation run not by civilians in the aid business, but by military troops with ulterior motives -- part of a near-continent-wide campaign utilizing the core tenets of counterinsurgency strategy. The U.S. is trying to win a war for the hearts and minds of Africa.  But a Pentagon investigation suggests that those mystery projects somewhere out there in Djibouti or Ethiopia or Kenya or here in Tanzania may well be orphaned, ill-planned, and undocumented failures-in-the-making.  According to the Department of Defense’s watchdog agency, U.S. military officials in Africa “did not adequately plan or execute” missions designed to win over Africans deemed vulnerable to the lures of violent extremism. 
  • This evidence of failure in the earliest stages of the U.S. military’s hearts-and-minds campaign should have an eerie resonance for anyone who has followed its previous efforts to use humanitarian aid and infrastructure projects to sway local populations in Vietnam, Iraq, or Afghanistan.  In each case, the operations failed in spectacular ways, but were only fully acknowledged after years of futility and billions of dollars in waste.  In Africa, a war zone about which most Americans are completely unaware, the writing is already on the wall.  Or at least it should be.  While Pentagon investigators identified a plethora of problems, their report has, in fact, been kept under wraps for almost a year, while the command responsible for the failures has ignored all questions about it from TomDispatch.

Mastermind of The Bamako Terror Attack Mokhtar Belmokhtar: A CIA Sponsored "Intelligenc... - 0 views

  • In response to the tragic Paris events of November 13, Central Intelligence Agency director  John Brennan  warned that “ISIL is planning additional attacks… It is clear to me that ISIL has an external agenda, that they are determined to carry out these types of attacks.” (Quoted in Daily Telegraph, November 16, 2015) Five days later following the CIA Chief’s  premonition, the Bamako Radisson Hotel Blu in Mali’s capital was the object of a terrorist attack, resulting in  21 people dead. Following the attack and the taking of hostages by the terrorists, French and Malian special forces raided the hotel. US. Africa Command (AFRICOM) also confirmed that US special forces were involved.
  • The Bamako terror operation was allegedly coordinated by Mokhtar Belmokhtar (aka Khaled Abu al-Abbas), leader of an affiliate of Al Qaeda in the Islamic Maghreb (AQIM), the Islamist al-Mulathameen (Masked) Brigade, or “Those who Sign with Blood.” Belmokhtar’s group was created in 2012 in the wake of the war on Libya. His organization has also allegedly been involved in the drug trade, smuggling as well kidnapping operations of foreigners in North Africa.  While his whereabouts are said to be known, French intelligence has dubbed Belmokhtar “the uncatchable”. In June he was reported dead  as a result in a U.S. air strike in Libya. His death was subsequently denied. Based on shaky evidence, The New York Times report below (November 20) concludes that Belmokhtar’s group (together with AQIM) is unequivocally behind the Bamako attacks:
  • A member of Al Qaeda in Africa confirmed Saturday that the attack Friday on a hotel in Bamako, Mali, had been carried out by a jihadist group loyal to Mokhtar Belmokhtar, an Algerian operative for Al Qaeda. The Qaeda member, who spoke via an online chat, said that an audio message and a similar written statement in which the group claimed responsibility for the attack were authentic. The SITE Intelligence Group, which monitors jihadist groups, also confirmed the authenticity of the statement. The Qaeda member, who refused to be named for his protection, said that Mr. Belmokhtar’s men had collaborated with the Saharan Emirate of Al Qaeda in the Islamic Maghreb, … In the audio recording, the group, known as Al Mourabitoun, says it carried out the operation in conjunction with Al Qaeda’s branch in the Islamic Maghreb. The recording was released to the Al Jazeera network and simultaneously to Al Akhbar, … The recording states: “We, in the group of the Mourabitoun [Arabic Rebel Group], in cooperation with our brothers in Al Qaeda in Islamic Maghreb, the great desert area, claim responsibility for the hostage-taking operation in the Radisson hotel in Bamako.” (emphasis added)

  • In turn, the French Minister of Defense acknowledged –prior to the conduct of a police investigation– that the authors of the attack were “most likely” led by Mokhtar Belmokhtar’s group in association with Al Qaeda in the Islamic Maghreb (AQIM). What Defense Minister Jean-Yves Le Drain failed to mention was that both Belmokhtar and AQIM have longstanding links to the CIA, which in turn has a working relationship with France’s  General Directorate for External Security, Direction générale de la sécurité extérieure (DGSE).  Casually ignored by the Western media, the leaders of Al Qaeda in the Islamic Maghreb (AQIM) including Belmokhtar were trained and recruited by the CIA in Afghanistan. Acknowledged by the Washington based Council on Foreign Relations (CFR): Most of AQIM’s major leaders are believed to have trained in Afghanistan during the 1979-1989 war against the Soviets as part of a group of North African volunteers known as “Afghan Arabs” that returned to the region and radicalized Islamist movements in the years that followed. The group is divided into “katibas” or brigades, which are clustered into different and often independent cells. The group’s top leader, or emir, since 2004 has been  Abdelmalek Droukdel, also known as Abou Mossab Abdelwadoud, a trained engineer and explosives expert who has fought in Afghanistan and has roots with the GIA in Algeria.   • Mokhtar Belmokhtar: Post Cold War CIA intelligence asset?  The Council on Foreign Relations erroneously describes “Mokhtar Belmokhtar as the one-eyed veteran of the anti-Soviet Afghan insurgency.” (CFR, op cit, emphasis added). Belmokhtar (born in 1972) did not fight in the Soviet-Afghan war (1979-1989). He was recruited in 1991 at the age of 19 in the immediate wake of the Cold War. CIA recruitment continued in the wake of the Cold War. It was in large part directed against the Russian Federation and the former Soviet Republics as well as the Middle East. The purpose of this later CIA recruitment was to establish a network of “intelligence assets” to be used in the CIA’s post-cold war insurgencies. Leaders of the Chechen Islamist insurgencies were also trained in CIA camps in Afghanistan and Pakistan, including the notorious leader of the Chechen insurrection Ibn al-Khattab (a citizen of Saudi Arabia).
  • Following his training and recruitment and a two year stint in Afghanistan (1991-1993), Mokhtar Belmokhtar was sent back to Algeria in 1993 at age 21 where he joined the  Salafist Group for Preaching and Combat (GSPC) (emblem left). The latter was initially part of the so-called Armed Islamic Group  (Groupe islamique armé (GIA)) in Algeria which sought to overthrow the secular Algerian Government with a view to installing a theocratic Islamic State. Supported covertly by the CIA, Belmokhtar fought in Southern Algeria in the civil war opposing Islamist forces and the secular government. He was also  instrumental in the integration and merging of “jihadist” forces. In January 2007,  the Armed islamic Group (GIA) which had been prominent in the 1990s, officially changed its name to the Al-Qaeda Organization in the Islamic Maghreb (AQIM). In turn, as of 2007, the newly formed AQIM established a close relationship with the Libya Islamic Fighting Group (LIFG), which was directly supported by NATO during the 2011 war on Libya, “providing weapons, training, special forces and even aircraft to support them in the overthrow of Libya’s government.” (Tony Cartalucci, The Geopolitical Reordering of Africa: US Covert Support to Al Qaeda in Northern Mali, France “Comes to the Rescue”, Global Research, January 2013). British SAS Special Forces had also been brought into Libya prior to the onset of the insurrection, acting as military advisers to the LIFG. In fact, what has unfolded since the war on Libya is the merging of LIFG and AQIM forces. In turn, many of the LIFG operatives have been dispatched to Syria to fight within the ranks of Al Nusrah and the ISIS.
  • It is worth noting that the 2007  restructuring  of jihadist forces in Algeria and the Maghreb coincided with  the appointment of Robert Stephen Ford as US ambassador to Algeria in August 2006. Ford had been reassigned by the State Department from Baghdad to Algiers. From 2004 to 2006, he worked closely with Ambassador John Negroponte at the US embassy in Baghdad in supporting the creation of  both Shia and Sunni death squads in Iraq. This project consisted in recruiting and training terrorists modelled on the so-called “Salvador Option” which had been applied by the CIA in Central America. Negroponte as we recall played a central role in supporting the Contras terrorists in Nicaragua as ambassador to Honduras from 1981-1985. It coincided with the consolidation of jihadist groups within Algeria and the Maghreb. It preceded the 2011 US-NATO sponsored insurrections in Libya and Syria. In 2010, Ford was approved by the US Congress as US Ambassador to Syria. He presented his credentials to president Bashar al Assad in January 2011, barely two months prior to the onslaught of the terrorist insurrection in the border city of Daraa in mid-March 2011. Ford played a central role in assisting the channelling of US and allied support to Syrian “opposition” groups including Al Nusrah and the ISIS.
  • Belmokhtar’s history and involvement in Afghanistan confirms that from the very outset he was an instrument of US intelligence. While, he operates with a certain degree of independence and autonomy in relation to his intelligence sponsors, he and his organization are bona fide CIA “intelligence assets”, which can be used by the CIA as part of a covert agenda. There are various definitions of  an “intelligence asset”. From the standpoint of US intelligence, “assets” linked up to terrorist organizations must not be aware that they are supported and monitored by Western intelligence. With regard to Al Qaeda, from the outset in 1979, the CIA chose to operate through various front organizations as well as indirectly through its Saudi, Qatari and Pakistani intelligence partners. CIA’s Milton Beardman who played a central role in the Soviet Afghan war confirms that members of Al Qaeda including Osama bin Laden were not aware of the role they were playing on behalf of Washington. In the words of bin Laden (quoted by Beardman): “neither I, nor my brothers saw evidence of American help”(Michel Chossudovsky, Who is Osama bin Laden, Global Research, September 12, 2001): Motivated by nationalism and religious fervor, the Islamic warriors were unaware that they were fighting the Soviet Army on behalf of Uncle Sam. While there were contacts at the upper levels of the intelligence hierarchy, Islamic rebel leaders in theatre had no contacts with Washington or the CIA.  (Ibid) Amply documented, Al Qaeda in the Islamic Maghreb (AQIM)and its affiliated groups including the Libya Islamic Fighting Group (LIFG) was serving the interests of the Western military alliance. Confirmed by the Washington Post, June 29, 2011 (See below), France was supplying weapons to the LIFG at the height of NATO’s bombing raids.
  • AQIM in turn was receiving weapons from the LIFG, which was supported by NATO. Moreover, LIFG mercenaries had integrated AQIM brigades. According to alleged Terror Mastermind Mokhtar Belmokhtar, who also coordinated the 2013 In Amenas Mali kidnapping operation: “We have been one of the main beneficiaries of the revolutions in the Arab world. As for our benefiting from the (Libyan) weapons, this is a natural thing in these kinds of circumstances.” http://www.hanford.gov/c.cfm/oci/ci_terrorist.cfm?dossier=174 Al Qaeda in the Islamic Maghreb (AQIM) is indelibly tied into a Western intelligence agenda. While it is described  as  ”one of the region’s wealthiest, best-armed militant groups”, financed covertly by Saudi Arabia and Qatar. France’s  Canard enchaîné revealed (June 2012) that Qatar (a staunch ally of the United States) has been funding various terrorist entities in Mali: The original report cites a French military intelligence report as indicating that Qatar has provided financial support to all three of the main armed groups in northern Mali: Iyad Ag Ghali’s Ansar Ed-Dine, al-Qa’ida in the Islamic Maghreb (AQIM) and the Movement for Unity and Jihad in West Africa (MUJWA). The amount of funding given to each of the groups is not mentioned but it mentions that repeated reports from the French DGSE to the Defense Ministry have mentioned Qatar’s support for ‘terrorism’ in northern Mali.   • Qatar is a proxy state, a de facto Persian Gulf territory largely controlled by Washington. It hosts  a number of Western military and intelligence facilities. The Emir of Qatar does not finance terrorism without the consent of the CIA. And with regard to Mali, the CIA coordinates its activities in liaison with its French intelligence partners and counterparts, including la Direction du renseignement militaire (DRM) and the Direction générale de la sécurité extérieure (DGSE). The implications are obvious and should be carefully understood by Western public opinion. Inasmuch as Belmokhtar and AQIM are “intelligence assets”, both US and French intelligence are (indirectly) behind the Bamako attacks. Both US and French intelligence are complicit in the State sponsorship of terrorism.
