The Pentagon has plans to provide military equipment to Sunni tribal fighters, a Defense spokeswoman said on Wednesday, a shift from its current policy to provide the equipment only through the central government in Baghdad.The new plans come after Sunni tribal fighters faced an embarrassing defeat by the Islamic State in Iraq and Syria (ISIS) last week in Ramadi, the capital of Anbar Province. Fighters complained that they had not received payment or any U.S. military equipment from the central government.

ADVERTISEMENT"The Sunni Tribal units affiliated with the Iraqi government are currently trained by the [Iraqi Security Forces] and equipped by the [Government of Iraq] but there are plans to provide [Iraq Train and Equip Fund] equipment to tribal fighters in the future, with the approval and coordination of the GoI," said Pentagon spokeswoman Navy Cmdr. Elissa Smith in a statement. Pentagon officials also confirmed the Sunni tribal fighters in Ramadi had not received any training from the U.S.-led train and equip program, a linchpin of the Obama administration's strategy to allow Iraqi forces to take on ISIS fighters on the ground and supplant the need for U.S. troops. And although Congress approved a $1.6 billion Iraq Train and Equip Fund in December to provide weapons and equipment to the Iraqi Security Forces, including Sunni tribal fighters, it was unclear whether any of it had made it to Sunni forces who fought in Ramadi.

The U.S. has left the tasks of training and equipping Sunni forces up to the Shiite-dominated central government, in an effort to bolster the central government and get the two rival ethnic groups to overcome sectarian mistrust and tension. However, administration officials in recent days have expressed that training and weapons to the Sunni fighters need to move faster.Lawmakers have also called for the administration to equip Sunni fighters directly, and have threatened to withhold assistance from Baghdad unless it is distributed appropriately among the different minority groups in Iraq. The U.S. has already distributed $400 million of the $1.6 billion fund, and another $566 million is scheduled to be released soon. A total of $1.24 billion is slated to go to Iraqi security forces, $354 million is slated to go to Kurdish peshmerga forces, and $24 million is slated to go to Sunni tribal fighters. 

Putin announced that Russia has cancelled the South Stream project on December 1, 2014. Instead the South Stream pipeline project has been replaced by a natural gas pipeline that goes across the Black Sea to Turkey from the Russian Federation’s South Federal District. This alternative pipeline has been popularly billed the «Turk Stream» and partners Russian energy giant Gazprom with Turkey’s Botas. Moreover, Gazprom will start giving Turkey discounts in the purchase of Russian natural gas that will increase with the intensification of Russo-Turkish cooperation. The natural gas deal between Ankara and Moscow creates a win-win situation for both the Turkish and Russian sides. Not only will Ankara get a discount on energy supplies, but Turk Stream gives the Turkish government what it has wanted and desired for years. The Turk Stream pipeline will make Turkey an important energy corridor and transit point, complete with transit revenues. In this case Turkey becomes the corridor between energy supplier Russia and European Union and non-EU energy customers in southeastern Europe. Ankara will gain some leverage over the European Union and have an extra negotiating card with the EU too, because the EU will have to deal with it as an energy broker.

For its part, Russia has reduced the risks that it faced in building the South Stream by cancelling the project. Moscow could have wasted resources and time building the South Stream to see the project sanctioned or obstructed in the Balkans by Washington and Brussels. If the European Union really wants Russian natural gas then the Turk Stream pipeline can be expanded from Turkey to Greece, the former Yugoslav Republic (FYR) of Macedonia, Serbia, Hungary, Slovenia, Italy, Austria, and other European countries that want to be integrated into the energy project. The cancellation of South Stream also means that there will be one less alternative energy corridor from Russia to the European Union for some time. This has positive implications for a settlement in Ukraine, which is an important transit route for Russian natural gas to the European Union. As a means of securing the flow of natural gas across Ukrainian territory from Russia, the European Union will be more prone to push the authorities in Kiev to end the conflict in East Ukraine.

From the perspective of Russian Presidential Advisor Sergey Glazyev, the US is waging its multi-spectrum war against Russia to ultimately challenge Moscow’s Chinese partners. In an insightful interview, Glazyev explained the following points to the Ukrainian journalist Alyona Berezovskaya — working for a Rossiya Segodnya subsidiary focusing on information involving Ukraine — about the basis for US hostility towards Russia: the bankruptcy of the US, its decline in competitiveness on global markets, and Washington’s inability to ultimately save its financial system by servicing its foreign debt or getting enough investments to establish some sort of innovative economic breakthrough are the reasons why Washington has been going after the Russian Federation. [13] In Glazyev’s own words, the US wants «a new world war». [14] The US needs conflict and confrontation, in other words. This is what the crisis in Ukraine is nurturing in Europe. Sergey Glazyev reiterates the same points months down the road on September 23, 2014 in an article he authors for the magazine Russia in Global Affairs, which is sponsored by the Russian International Affairs Council — a think-tank founded by the Russian Foreign Ministry and Russian Ministry of Education 2010 — and the US journal Foreign Affairs — which is the magazine published by the Council on Foreign Relation in the US. In his article, Glazyev adds that the war Washington is inciting against Russia in Europe may ultimately benefit the Chinese, because the struggle being waged will weaken the US, Russia, and the European Union to the advantage of China. [15] The point of explaining all this is to explain that Russia wants a balanced strategic partnership with China. Glazyev himself even told Berezovskaya in their interview that Russia wants a mutually beneficial relationship with China that does reduce it to becoming a subordinate to Beijing. [16]

In reality, the leaders of "Occupy Central" are verified to be directly backed, funded, and directed by the US State Department, its National Endowment for Democracy (NED), and its subsidiary, the National Democratic Institute (NDI). Despite admitting this overwhelming evidence, many "Occupy Central" supporters still insist the protests are genuine and now some propose that the "Occupy Central" leadership does not truly represent the people of Hong Kong. While the leadership of "Occupy Central" indeed in no way represent the people of Hong Kong, the fact still remains that the protest itself was prearranged at least as early as April 2014, revealed by "Occupy Central" co-organizers Martin Lee and Anson Chan before NED in Washington DC.

The talk titled, "Why Democracy in Hong Kong Matters," spanned an hour, with NED regional vice president Louisa Greve leading the duo through a full introduction of the "Occupy Central" movement, its characters, agenda, demands, and talking points. Anson Chan - Hong Kong’s Chief Secretary under British rule - in particular, with her perfect British accent, insisted repeatedly that the issue was China's apparent backtracking on "deals" made with the UK over the handover of Hong Kong in the late 1990's. Lee, as well as members of the audience, repeatedly stated that Hong Kong's role was to "infect" mainland China with its Western-style institutions, laws, and interests. Lee also repeatedly appealed to Washington specifically to ensure they remained committed to defending American interests in Hong Kong. Both Lee and Chan would also state that since China appears to be concerned over global perception of how it rules its people, this could be exploited to excise from Beijing concessions over Hong Kong's governance. This included mention of previous protests, including those led by "activist" Joshua Wong and his suspicious "Scholarism" organization that has been tracked since at least 2012 by the US State Department's NDI. And of course, future destabilization was submitted as a viable solution to bending Beijing toward Western concessions.

For those able to listen to the entire 1 hour interview as well as questions and answers, the entire "Occupy Central" narrative is laid bare, verbatim, in Washington DC months before demonstrations began in the streets of Hong Kong. For a supposed "pro-democracy" protest seeking self-governance and self-determination and denouncing "interference" from Beijing, that their leaders are funded by foreign interests, and the plans for "Occupy Central" laid in a foreign capital is ironic at best - utter and very intentional deceit at worst. Democracy indeed assumes self-governance and self determination. If the US State Department is colluding with, funding, and directing the politicians and protest leaders behind "Occupy Central," the people of Hong Kong are governing and determining nothing - Washington and Wall Street are. Martin Lee and collaborator Anson Chan complain about Beijing dictating policy in Hong Kong, while they sit together in a room full of foreign interests who would dictate Hong Kong's governance instead.  Laid bare is "Occupy Central's" true agenda. It is not about having Hong Kong vote for who they desire to see in power, it is about getting the foreign-backed political cabal behind "Occupy Central" into power, and disarming Beijing of any means to prevent what is for all intents and purposes the "soft" recolonization of Hong Kong, and a further attempt to divide and destabilize China as a whole.

For the first nine days of February, eight of the Los Angeles Police Department’s top brass were 7,500 miles away from home, being shuttled around Israel in a minibus.

LAPD Deputy Chief Jose Perez, a good-natured 30-year veteran of the department who oversees its central bureau, tweeted updates at nearly every stop. On Feb. 2, he shared a group photo of the Los Angeles delegation visiting the corporate headquarters of Nice Systems, an Israeli security and cyber intelligence company that can intercept and instantly analyze video, audio and text-based communications. (A seemingly tongue-in-cheek inspirational poster on the wall behind them reads: “Every voice deserves to be heard.”)

The group visited private security firms and drone manufacturers, as well as the terror-prone Ashdod Port, a museum in Sderot full of old rockets shot from nearby Gaza (the same one United States President Barack Obama visited on his 2008 campaign trip to Israel), and a “safe city” underground control center in the large suburb of Rishon LeZion, which receives live streams from more than 1,000 cameras with license plate recognition installed throughout the city.

When it comes to modern firewalls for corporate computer networks, the world's second largest network equipment manufacturer doesn't skimp on praising its own work. According to Juniper Networks' online PR copy, the company's products are "ideal" for protecting large companies and computing centers from unwanted access from outside. They claim the performance of the company's special computers is "unmatched" and their firewalls are the "best-in-class." Despite these assurances, though, there is one attacker none of these products can fend off -- the United States' National Security Agency.

Specialists at the intelligence organization succeeded years ago in penetrating the company's digital firewalls. A document viewed by SPIEGEL resembling a product catalog reveals that an NSA division called ANT has burrowed its way into nearly all the security architecture made by the major players in the industry -- including American global market leader Cisco and its Chinese competitor Huawei, but also producers of mass-market goods, such as US computer-maker Dell.

The specialists at ANT, which presumably stands for Advanced or Access Network Technology, could be described as master carpenters for the NSA's department for Tailored Access Operations (TAO). In cases where TAO's usual hacking and data-skimming methods don't suffice, ANT workers step in with their special tools, penetrating networking equipment, monitoring mobile phones and computers and diverting or even modifying data. Such "implants," as they are referred to in NSA parlance, have played a considerable role in the intelligence agency's ability to establish a global covert network that operates alongside the Internet. Some of the equipment available is quite inexpensive. A rigged monitor cable that allows "TAO personnel to see what is displayed on the targeted monitor," for example, is available for just $30. But an "active GSM base station" -- a tool that makes it possible to mimic a mobile phone tower and thus monitor cell phones -- costs a full $40,000. Computer bugging devices disguised as normal USB plugs, capable of sending and receiving data via radio undetected, are available in packs of 50 for over $1 million.

Despite the media’s best efforts to dismiss 9/11 conspiracy theories, one in two Americans doubt the government’s narrative and skepticism is slowly seeping its way into the mainstream. Twelve years on from the events of September 11, 2001, and a seemingly nightmarish deja vu has gripped the United States and its war-weary citizens. Again, the public is told that destructive weapons in faraway countries pose a critical danger, and that despite wearing the clothes of humanitarianism, a military solution that will inevitably harm civilians is the only meaningful response. The main difference today is that after an abstract decade-long ‘War on Terror’, Washington finds itself fighting in Syria on the same side as Al-Qaeda and those who are sympathetic to the alleged culprits of the 9/11 attacks.

Contrary to how the US media has presented them, movements that have questioned 9/11 continue to gather momentum and are often led by increasingly vocal scientists and academics that claim the account presented in the official 9/11 Commission report could not possibly be accurate.

After months of deliberation, the Obama administration has made a long-awaited decision on the thorny issue of how to deal with encrypted communications: It will not — for now — call for legislation requiring companies to decode messages for law enforcement. Rather, the administration will continue trying to persuade companies that have moved to encrypt their customers’ data to create a way for the government to still peer into people’s data when needed for criminal or terrorism investigations. “The administration has decided not to seek a legislative remedy now, but it makes sense to continue the conversations with industry,” FBI Director James B. Comey said at a Senate hearing Thursday of the Homeland Security and Governmental Affairs Committee.

The decision, which essentially maintains the status quo, underscores the bind the administration is in — balancing competing pressures to help law enforcement and protect consumer privacy. The FBI says it is facing an increasing challenge posed by the encryption of communications of criminals, terrorists and spies. A growing number of companies have begun to offer encryption in which the only people who can read a message, for instance, are the person who sent it and the person who received it. Or, in the case of a device, only the device owner has access to the data. In such cases, the companies themselves lack “backdoors” or keys to decrypt the data for government investigators, even when served with search warrants or intercept orders.

The decision was made at a Cabinet meeting Oct. 1. “As the president has said, the United States will work to ensure that malicious actors can be held to account — without weakening our commitment to strong encryption,” National Security Council spokesman Mark Stroh said. “As part of those efforts, we are actively engaged with private companies to ensure they understand the public safety and national security risks that result from malicious actors’ use of their encrypted products and services.” But privacy advocates are concerned that the administration’s definition of strong encryption also could include a system in which a company holds a decryption key or can retrieve unencrypted communications from its servers for law enforcement. “The government should not erode the security of our devices or applications, pressure companies to keep and allow government access to our data, mandate implementation of vulnerabilities or backdoors into products, or have disproportionate access to the keys to private data,” said Savecrypto.org, a coalition of industry and privacy groups that has launched a campaign to petition the Obama administration.

Nearly 20 years after Congress passed the Electronic Freedom of Information Act Amendments (E-FOIA), only 40 percent of agencies have followed the law's instruction for systematic posting of records released through FOIA in their electronic reading rooms, according to a new FOIA Audit released today by the National Security Archive at www.nsarchive.org to mark Sunshine Week. The Archive team audited all federal agencies with Chief FOIA Officers as well as agency components that handle more than 500 FOIA requests a year — 165 federal offices in all — and found only 67 with online libraries populated with significant numbers of released FOIA documents and regularly updated.

Congress called on agencies to embrace disclosure and the digital era nearly two decades ago, with the passage of the 1996 "E-FOIA" amendments. The law mandated that agencies post key sets of records online, provide citizens with detailed guidance on making FOIA requests, and use new information technology to post online proactively records of significant public interest, including those already processed in response to FOIA requests and "likely to become the subject of subsequent requests." Congress believed then, and openness advocates know now, that this kind of proactive disclosure, publishing online the results of FOIA requests as well as agency records that might be requested in the future, is the only tenable solution to FOIA backlogs and delays. Thus the National Security Archive chose to focus on the e-reading rooms of agencies in its latest audit. Even though the majority of federal agencies have not yet embraced proactive disclosure of their FOIA releases, the Archive E-FOIA Audit did find that some real "E-Stars" exist within the federal government, serving as examples to lagging agencies that technology can be harnessed to create state-of-the art FOIA platforms. Unfortunately, our audit also found "E-Delinquents" whose abysmal web performance recalls the teletype era.

E-Delinquents include the Office of Science and Technology Policy at the White House, which, despite being mandated to advise the President on technology policy, does not embrace 21st century practices by posting any frequently requested records online. Another E-Delinquent, the Drug Enforcement Administration, insults its website's viewers by claiming that it "does not maintain records appropriate for FOIA Library at this time."

Turkish PM Ahmet Davutoglu pledged to return a “historical debt” to Turkey’s “Aleppo brothers” who helped defend the country in the early 20th century, just days after Russia warned of Ankara’s intentions to invade Syria as the rebels there falter. “We will return our historic debt. At one time, our brothers from Aleppo defended our cities of Sanliurfa, Gaziantep, Kahramanmaras, now we will defend the heroic Aleppo. All of Turkey stands behind its defenders,” Davutoglu said at the meeting of the Party of Justice and Development parliamentary faction, which he heads.

Davutoglu was apparently referring to World War One and subsequent events in the Turkish War of Independence, seemingly glorifying the defense and retaking of Turkish cities from the Allied forces. Yet, he failed to mention that the Turks had been drawn into the war by Ottoman imperial ambitions. Turkey had entered the conflict by shelling the Russian port of Odessa from the sea. It then suffered a humiliating defeat at the hands of Russian troops in the war’s southern theater, before the Ottoman Empire was occupied and divided by the Allies. At the time, the three cities Davutoglu named saw thousands of Armenians and other minorities slaughtered by Turkish nationalists as part of the Armenian Genocide, which Ankara denies to this day.Alarmingly, the statement comes less than a week after Russia’s Defense Ministry warned that Turkey was preparing a military invasion of Syria and is trying to conceal illegal activity on its Syrian border.

“We have significant evidence to suspect Turkey is in the midst of intense preparations for a military invasion into Syria’s sovereign territory,” Defense Ministry spokesman Major General Igor Konashenkov told reporters in Moscow. Konashenkov also stated that Turkey had canceled an agreed upon Russian observation flight that had been scheduled over its territory because of its illicit activities. “So if someone in Ankara thinks that the cancelation of the flight by the Russian observers will enable hiding something, then they’re unprofessional.”Moreover, Konashenkov pointed out that Turkey has already been supplying terrorists in the Syrian cities of Idlib and Aleppo with manpower and weaponry.The spokesman showed the media a photo of the Reyhanli checkpoint, saying that “through this very border crossing – mainly at nighttime – the militants, who seized the city of Aleppo and Idlib in northwestern Syria, are being supplied with arms and fighters from Turkish territory.”

The results of the very detailed Pew poll of Israeli citizens tends to confirm that the country is going in a very negative direction, particularly with respect to Arab-Jewish relations. The entire report, “Israel’s Religiously Divided Society,” bears close reading. Based on interviews with nearly 6,000 Israeli adults—Jews, Christians, Muslims, Arabs, and Druze—the poll was conducted between mid-October 2014, and last May, well before the Arab-Jewish violence that began last fall. The headline is the finding that a 48% plurality of Israeli Jews agreed with the statement, “Arabs should be expelled or transferred from Israel.” One in five (21%) said they agreed “strongly.” Only 46 percent disagreed with the proposition. More religious and less-educated Jews tended to agree in higher percentages than secular Jews. Most troubling for the future, respondents under the age of 50 tended to agree somewhat more (49-44%) than those 50 and older. (However, there has been some criticism of the vagueness of the question.) A no less disturbing finding was that 79% of Israeli Jews agreed with the proposition that Jews “deserve preferential treatment” in Israel. Although religious Jews supported that notion overwhelmingly, nearly seven out of ten self-described secular Jews also backed that notion. As Shibley Telhami (one of the many consultants who helped design the survey) pointed out after citing this result, “so much for the notion of democracy with full equal rights for all its citizens.” Indeed, if this is what Netanyahu means when he demands that Israel be recognized as “the nation state of the Jewish people,” it would be very difficult to square it with conventional notions of democratic governance or equality before the law.

More than three-quarters of Israeli Jews seem to be blind to this contradiction for they see democracy as compatible with the idea of a “Jewish state.” Unsurprisingly, however, nearly two-thirds of Israel’s Arab and Druse citizens disagree.

The poll also found a rather dramatic plunge in optimism among Arab citizens that peaceful coexistence between Israel and an independent Palestinian state is possible. In 2013, Pew found that 74% of Israeli Arabs agreed that such a possibility was real. The most recent finding (which is almost one year old now) found that only 50% of Arab citizens share that belief. That is much closer to the 43% of Jewish Israelis who believe that coexistence is possible.

And award-winning source doc The White Helmets or white helmets, autodefinitisi Syria Civil Defense, active in areas controlled Syrian armed opposition, have recently received the Right Livelihood Award , or "alternative Nobel", normally assigned since 1990 to people who have really helped mankind - the first to receive it were an Egyptian architect of the poor and organization solutions for the vegetable against world hunger. In the words of the founder, " the award is intended to help the North find a wisdom to match the science he possesses, and the South to find a science to match the ancient wisdom that has ." Good intentions. The White Helmets Syrians are the "source" credited with many of the news coming from Aleppo East - for example on the use of "barrel bomb" or the "deliberate shelling of hospitals" - days ago in a twitter have put together the two crimes talking about a cowardly "attack on a hospital with bomb barrels." To be believed on bombs and hospital nature of the affected buildings, the helmets do not need proof, just a few photos of rubble. Of course, what they fail to tell the same International Red Cross admitted to our question (we preserve their email): the 'hospitals' in opposition areas are in no way signaled, rather they are well hidden.

Those who support them and what they really do, they know a few. censored The White Helmets spread video in which always appear in the rubble with babies in their arms (parents, where are they?). But, nevertheless, their deeds are other videos that are real autodenunce, but that the world has chosen to ignore, or to censor. The authors denounce the removal, stating : " He had collected 2,800 signatures and thousands of comments. This is a clear case of censorship . Activists wrote: " Please watch the video of Steve Ezzedine Al Qaeda with a facelift  . The White Helmets will say neutral, independent, self-financed, exclusively civilian. It does not. Have received more than $ 40 million from USAID and the British Foreign Office, entities directly involved in the conflict in Syria. I am not helpless: there are photographs and films of the group members who support Al Nusra Front / Al Qaeda. More photos and video showing their 'activists' while attending the execution of civilians or while cheering on the bodies of dead soldiers. The White Helmets work only in areas controlled by armed extremist groups. Writing in the Wall Street Journal (“Confessions of a Quantitative Easer,” November 11, 2013), Andrew Huszar confirms my explanation to be the correct one. Huszar is the Federal Reserve official who implemented the policy of QE. He resigned when he realized that the real purposes of QE was to drive up the prices of the banks’ holdings of debt instruments, to provide the banks with trillions of dollars at zero cost with which to lend and speculate, and to provide the banks with “fat commissions from brokering most of the Fed’s QE transactions.” (See: www.paulcraigroberts.org) This vast con game remains unrecognized by Congress and the public. At the IMF Research Conference on November 8, 2013, former Treasury Secretary Larry Summers presented a plan to expand the con game. Summers says that it is not enough merely to give the banks interest free money. More should be done for the banks. Instead of being paid interest on their bank deposits, people should be penalized for keeping their money in banks instead of spending it. To sell this new rip-off scheme, Summers has conjured up an explanation based on the crude and discredited Keynesianism of the 1940s that explained the Great Depression as a problem caused by too much savings. Instead of spending their money, people hoarded it, thus causing aggregate demand and employment to fall.

Summers says that today the problem of too much saving has reappeared. The centerpiece of his argument is “the natural interest rate,” defined as the interest rate at which full employment is established by the equality of saving with investment. If people save more than investors invest, the saved money will not find its way back into the economy, and output and employment will fall. Summers notes that despite a zero real rate of interest, there is still substantial unemployment. In other words, not even a zero rate of interest can reduce saving to the level of investment, thus frustrating a full employment recovery. Summers concludes that the natural rate of interest has become negative and is stuck below zero. How to fix this? The way to fix it, Summers says, is to charge people for saving money. To avoid the charges, people would spend the money, thus reducing savings to the level of investment and restoring full employment. Summers acknowledges that the problem with his solution is that people would take their money out of banks and hoard it in cash holdings. In other words, the cash form of money provides consumers with a freedom to save that holds down consumption and prevents full employment. Summers has a fix for this: eliminate the freedom by imposing a cashless society where the only money is electronic. As electronic money cannot be hoarded except in bank deposits, penalties can be imposed that force unproductive savings into consumption.

for Summers, the plight of the consumer is not the problem. The problem is the profits of the banks. Summers has the solution, and the establishment, including Paul Krugman, is applauding it. Once the economy officially turns down again, watch out.

Hillary Clinton wrote a letter to Haim Saban, the biggest giver on the Democratic side, saying that she will be speaking out publicly against BDS, the boycott, divestment and sanctions campaign aimed at Israel, and will work “across party lines” to oppose it. In a two page letter with a handwritten postscript, released by Saban to the press, Clinton expresses “alarm” at the movement, links anti-Zionism with anti-Semitism and the murderous attacks on French Jews, and tells Saban that she first “fell in love” with Israel more than 30 years ago when she and Bill Clinton walked the streets of Jerusalem’s Old City. (Sorry, but that’s occupied Palestine.) And Israel is a miracle; but it’s definitely not South Africa: I am also very concerned by attempts to compare Israel with South African apartheid. Israel is a vibrant democracy in a region dominated by autocracy, and it faces existential threats to its survival. Particularly at a time when anti-Semitism is on the rise across the world — especially in Europe — we need to repudiate forceful efforts to malign and undermine Israel and the Jewish people.

She seeks Saban’s thoughts and recommendations about how to engage communities across the country to counter BDS. From Congress to state legislatures, to classrooms and boardrooms, we need to engage all people of good faith to show why BDS is harmful to Palestinians and Israelis. (But every Palestinian I’ve met is in favor of BDS!) BDS must be doing something right to be getting this kind of attention. This is all about money; Hillary Clinton needs to raise more than $2 billion, much of it from pro-Israel Jews. Saban just staged a conference in Las Vegas with Sheldon Adelson, the big Republican giver, to come up with ideas to counter BDS. The big idea was millions of dollars. A few weeks back President Obama also said that anti-Zionism was anti-Semitism. He is presumably supporting Democratic candidates for office.

Clinton says that the Palestinians cannot unilaterally declare a state, and no one can impose a solution on Israel. She brags on her record as a U.S. senator and secretary of state, saying she opposed “dozens of anti-Israel resolutions at the UN.” She writes that she supported Israel after the “biased” Goldstone Report. “Time after time I have made it clear that America will always stand up for Israel — and that’s what I’ll always do as President.” Clinton does not care that the Democratic base is deserting her on this issue. She thinks she can push this position through. Coverage of the letter is at Politico and Haaretz.

Lindsey Graham, who is not a stupid person, can be so embarrassing. Speaking at a press conference alongside Israeli Prime Minister Benjamin Netanyahu in Jerusalem Saturday, Graham said the following in response to Bibi’s call for “more sanctions, and stronger sanctions” against Iran. But you, above all others, have said that sanctions are what got Iran to the table, and it will be the only thing that brings them to a deal that we can all live with. I’m here to tell you, Mr. Prime Minister, that the Congress will follow your lead. [Emphasis added.]

But that’s not all he said. He implied that people in the US intelligence community, which has insisted for more than seven years now that Iran has not made a decision to build a nuclear weapon, should have their driver’s licenses revoked whenever they return from overseas assignments, meetings or vacations. To those who believe the Iranians have not been trying to develop a nuclear weapon, if you come to America, you should not be allowed to drive on our highways. Clearly, this regime for years has been deceiving the international community, has been trying to pursuit [sic], in my view, a nuclear weapon.

And then there’s this little gem offered to a leader who, as prime minister or the leader of the opposition, has steadfastly opposed the peace-making efforts of three US presidents, including George W. Bush, and who enthusiastically encouraged the United States to invade and occupy Iraq, among other incredibly stupid moves. And what brings me here so many times, is common and shared values and common and shared enemies. The fate of one country determines the fate of the other. God bless the people of Israel, and you can count on the United States Congress, Republican and Democrat, to be there for you when you need us the most. [Emphasis added.]

One thing you might have noticed of late is that Washington seems to be preparing the US public for the possibility that the Pentagon is going to put “boots on the ground” in Syria and by “boots on the ground,” we mean more than 50 “advisors.”  Indeed, it’s the same story in Iraq and as we noted after the release of helmet cam footage depicting an ISIS prison raid in the northern Iraqi town of Huwija late last month, releasing battlefield GoPro shots is probably i) an effort to convince whatever partners the US has left in the Mid-East that Washington is still effective at “fighting” terror, and ii) a prelude to stepped up ground ops.  That assessment was confirmed when the Pentagon suggested it would send Apache gunships and their crews to Baghdad. Of course Iraq poured cold water on that idea when spokesman Sa'ad al-Hadithi told NBC News that "this is an Iraqi affair and the government did not ask the U.S. Department of Defense to be involved in direct operations. We have enough soldiers on the ground." Yes, enough Iranian soldiers, and so, as we noted earlier this month, the US will either need to go through Erbil to get more US boots in Iraq or else just shift the focus to Syria where putting combat troops into battle risks lining up American soldiers to enter into direct combat with the Quds and Hezbollah and may even risk an “accident” whereby Russia bombs an American position because the Pentagon lied to The Kremlin and said the US wouldn’t be operating near Aleppo. 

Well, on Tuesday, we got the latest hint that a large scale (not to mention prolonged) ground operation is in the offing as the  U.S. Air Force Secretary Deborah Lee James told reporters that air power alone cannot “defeat ISIS.” Here’s Bloomberg:  The U.S.-led military coalition fighting Islamic State militants is weakening the group’s hold in Iraq and Syria even after Gulf Arab allies scaled back airstrikes, though ground forces are needed to retake territory, senior U.S. Air Force officials said.   The coalition’s air campaign has killed thousands of fighters, including key leaders, and pushed back militants by hitting control and training centers as well as equipment and storage areas, U.S. Air Force Secretary Deborah Lee James told reporters Tuesday. Occupying or governing land will require “boots on the ground” including the Iraqi army, Syrian opposition fighters and Kurdish forces, which the U.S. is trying to train and equip, she said.   "It’s going to take years" to fight Islamic State, James said at the Dubai Air Show. "Ultimately, this area requires a political solution as well."

"Ultimately it cannot occupy territory and very importantly it cannot govern territory," she told reporters at the Dubai Airshow. "This is where we need to have boots on the ground. We do need to have ground forces in this campaign." James cited the "Iraqi army, the Free Syrians and the Kurds" as forces to support in the fight against IS. Ok so first - and we're not going to go into the whole story here because we've covered it exhaustively - these two things are not compatible and someone in The Pentagon needs to explain the contradiction: The U.S. has moved A10 jets from Kuwait and tankers from Qatar to Turkey’s Incirlik Air Base  James cited the "Iraqi army, the Free Syrians and the Kurds" You can't fly from Incirlik in support of troops fighting with the Kurds. It won't work. Erdogan will lose his mind. Someone in Washington needs to explain why the US thinks that's feasible.  But more importantly, note that James mentions "occupying [and] governing territory."  Who said anything about "occupying and governing"? Does the US now intend to "occupy and govern" Syria even as the Russians and Iranians expand their campaign?  Finally, what's this about "years"?  It seems to us that James is saying the US needs to invade Syria in an Iraq-style takeover bid. We're that will go splendidly, but again the silver lining is that starting World War III will be a boon for the MIC, which means the economy will rebound in short order.

Intelligence community whistleblowers would have been able to submit their complaints to the Privacy and Civil Liberties Oversight Board (PCLOB) under a proposed amendment to the intelligence authorization act that was offered last week by Rep. Tulsi Gabbard (D-HI). This could have been an elegant solution to the whistleblowing conundrum posed by Edward Snowden. It made little sense for Snowden to bring his concerns about bulk collection of American phone records to the congressional intelligence committees, considering that they had already secretly embraced the practice. The PCLOB, by contrast, has staked out a position as an independent critical voice on intelligence policy. (And it has an unblemished record for protecting classified information.) The Board’s January 2014 report argued cogently and at length that the Section 215 bulk collection program was likely unlawful as well as ineffective. In short, the PCLOB seemed like a perfect fit for any potential whistleblower who might have concerns about the legality or propriety of current intelligence programs from a privacy or civil liberties perspective.

But when Rep. Gabbard offered her amendment to the intelligence authorization act last week, it was not voted down– it was blocked. The House Rules Committee declared that the amendment was “out of order” and could not be brought to a vote on the House floor. Several other amendments on transparency issues met a similar fate. These included a measure proposed by Rep. Adam Schiff to require reporting on casualties resulting from targeted killing operations, a proposal to disclose intelligence spending at the individual agency level, and another to require disclosure of the number of U.S. persons whose communications had been collected under FISA, among others. In dismay at this outcome, Rep. Rush Holt (D-NJ) and I lamented the “staggering failure of oversight” in a May 30 op-ed. See The House Committee on Intelligence Needs Oversight of Its Own, MSNBC.

The House did approve an amendment offered by Rep. John Carney (D-DE) to require the Director of National Intelligence “to issue a report to Congress on how to improve the declassification process across the intelligence community.” While the DNI’s views on the subject may indeed be of interest, the amendment failed to specify the problem it intended to address (erroneous classification standards? excessive backlogs? something else?), and so it is unclear exactly what is to be improved.

The Immigration and Customs Enforcement (ICE) agency has officially gained agency-wide access to a nationwide license plate recognition database, according to a contract finalized earlier this month. The system gives the agency access to billions of license plate records and new powers of real-time location tracking, raising significant concerns from civil libertarians. The source of the data is not named in the contract, but an ICE representative said the data came from Vigilant Solutions, the leading network for license plate recognition data. “Like most other law enforcement agencies, ICE uses information obtained from license plate readers as one tool in support of its investigations,” spokesperson Dani Bennett said in a statement. “ICE is not seeking to build a license plate reader database, and will not collect nor contribute any data to a national public or private database through this contract.”

While it collects few photos itself, Vigilant Solutions has amassed a database of more than 2 billion license plate photos by ingesting data from partners like vehicle repossession agencies and other private groups. Vigilant also partners with local law enforcement agencies, often collecting even more data from camera-equipped police cars. The result is a massive vehicle-tracking network generating as many as 100 million sightings per month, each tagged with a date, time, and GPS coordinates of the sighting.

ICE agents would be able to query that database in two ways. A historical search would turn up every place a given license plate has been spotted in the last five years, a detailed record of the target’s movements. That data could be used to find a given subject’s residence or even identify associates if a given car is regularly spotted in a specific parking lot. “Knowing the previous locations of a vehicle can help determine the whereabouts of subjects of criminal investigations or priority aliens to facilitate their interdiction and removal,” an official privacy assessment explains. “In some cases, when other leads have gone cold, the availability of commercial LPR data may be the only viable way to find a subject.” ICE agents can also receive instantaneous email alerts whenever a new record of a particular plate is found — a system known internally as a “hot list.” (The same alerts can also be funneled to the Vigilant’s iOS app.) According to the privacy assessment, as many as 2,500 license plates could be uploaded to the hot list in a single batch, although the assessment does not detail how often new batches can be added. With sightings flooding in from police dashcams and stationary readers on bridges and toll booths, it would be hard for anyone on the list to stay unnoticed for long. Those powers are particularly troubling given ICE’s recent move to expand deportations beyond criminal offenders, fueling concerns of politically motivated enforcement. In California, state officials have braced for rumored deportation sweeps targeted at sanctuary cities. In New York, community leaders say they’ve been specifically targeted for deportation as a result of their activism. With automated license plate recognition, that targeting would only grow more powerful. For civil liberties groups, the implications go far beyond immigration.
