Top US and Saudi Officials responsible for Chemical Weapons in Syria | nsnbc international - 0 views

  • On 21 August 2013, the Syrian Arab Army launched a major military campaign in Damascus. The campaign, called “Operation Shield of the Capital”, was the largest military operation of the Syrian Arab Army in the Damascus region since the beginning of the war in 2011.
  • Although U.S. Intelligence reports repeatedly stressed that the opposition was incapable of launching a major, well coordinated attack, the Syrian Army in Damascus was confronted with an organized fighting force of 25.000 men under arms. The Saudi Arabia backed Jihadist front had amassed 25.000 fighters, organized in 13 battalions or kitab, to to launch a major assault against the capital Damascus. Most of the battalions belonged to Jabhat al-Nusrah and Liwa-al-Islam. The other battalions that took part in the campaign, were the Abou Zhar al-Ghaffari, al-Ansar, al-Mohajereen, Daraa al-Sham, Harun al-Rashid, Issa bin Mariam, Sultan Mohammad al-Fatih, Syouf al-Haqq, the Glory of the Caliphate, the Jobar Martyrs. During the night of 20 to 21 August and during the early morning hours of 21 August, the Syrian Arab Army broke through the insurgent lines in the area near the Jobar entrance. The breakthrough resulted in a collapse of the jihadists defensive positions and to a crushing and decisive strategic defeat of the Jabhat al-Nusrah led brigades.
  • Loosing Jobar effectively cut off the insurgents connection to the Jordanian border town of Al-Mafraq, the most important logistical base for the insurgents as well as for Saudi Arabia and the United States in Jordan. Al-Mafraq was already used as a major staging ground for the two failed attempts to conquer the city of Homs in June and July 2012. In 2012 al-Mafraq became the staging ground for some 40.000 fighters; more than 20.000 of them fought under the Libyan Islamic Fighting Group, which was under the command of Abdelhakim Belhadj and his second in command, Mahdi al-Harati. The CIA maintains a station, US Special Forces (JSOC) train insurgents, and several other US institutions are present in al-Mafraq. The point is of particular importance with regards to the visit of the U.S. Chairman of the Joint Chiefs of Staff to Jordan, which will be detailed below. Al-Mafraq has been the major transit point for Saudi and U.S. arms shipments since 2012, and the delivery of advanced Saudi and U.S. weapons to the insurgents since early August 2013.

  • The collapse of the insurgent front prompted the front commanders, most of which work in liaison to U.S. Special Forces, to deploy an elite force that should prevent the Syrian Army, at all costs, from gaining access to the Jobar Entrance, and from gaining control over the Jobar area. The majority of the insurgent crack forces came from Liwa-al-Islam with some additional troops from Jabhat al-Nusrah. The commanding officer of the elite forces was a Saudi national who is known by the name Abu Ayesha, whom eyewitnesses from Ghouta later identified as Abu Abdul-Moneim. Abdul-Moneim had established a cache of weapons, some of which had a tube-like structure, and others which looked like big gas bottles. The cache was located in a tunnel in the Eastern Ghouta district of Damascus. Reports about this tunnel and the weapons cache emerged in international media, after the son of Abdul-Moneim and 12 other fighters lost their lives there, because they mishandled improvised chemical weapons and caused a leak in one of them. Besides Abu Abdul-Moneim, the supreme leader of the Liwa-al-Islam and commander of their chemical weapons specialists, Zahran Alloush took personal charge of the elite troops and chemical weapons specialists who were operating under his direct command. Liwa-al-Islam has, along with other al-Qaeda brigades, the capability to manufacture and launch primitive, but none the less very deadly chemical weapons. The chemical weapons which Zahran Alloush had delivered to Damascus were most likely from al-Qaeda’s (ISIL) chemical weapons stockpiles in Iraq.
  • In early September 2013, Iran’s Foreign Minister Mohammad Javad Zarif stated, that Iran had sent a memo to the White House via the Swiss Embassy in Tehran. Tehran had reportedly informed the USA that handmade articles for chemical weapons, including Sarin gas, were being transferred to Syria. The White House failed to respond. Having to hold the Jobar Entrance and the Jobar district of Damascus “at any cost to maintain any hopes of launching a successful, major military assault on Damascus”, the insurgent commanders decided to launch a chemical weapons attack to halt the advance of the Syrian Arab Army. The political and military opposition and core members of the international alliance behind them had already decided that chemical weapons should be used in August – September. The large scale use of chemical weapons should justify renewed calls for a military intervention. Intelligence about this decision transpired in June.  nsnbc international issued several reports in late June and early July, warning that the insurgents would use large scale chemical weapons attacks in August or September.
  • The decision to launch the chemical weapon on 21 August was most likely based on two considerations. That the use of chemical weapons was already planned. That the Jobar Entrance should be defended at all costs. The final decision, made by Zahran Alloush may in fact have been predetermined together with his U.S. – Saudi liaison officers. Launching a chemical weapons attack would allow the USA, UK and France, to call for military strikes against Syria and to turn the tide. Also, Russian and Syrian intelligence sources described the weapons which were used in the attack as rockets which were altered so as to carry chemicals, launched by Liwa-al-Islam. The projectiles were most likely fired from a flatbed.
  • There is a growing and substantial amount of evidence that indicates direct U.S. and Saudi involvement in the chemical weapons attack. To begin with one merely has to answer the fundamental question “Who Benefits”, and the answer is definitely not “the Syrian government”. In fact, the  Federal German Intelligence Service (BND) claims that it has intercepted phone calls between Syrian officers and the Syrian High Command. The BND is convinced that none of the Syrian forces have used a chemical weapon. Leaving alone any moral considerations, the domestic and international repercussions were foreseeable and there would not have been any strategic benefit for the Syrian Army or the government.
  • Also, the involvement of Saudi Arabia ultimately points towards Washington and the White House. The involvement of Liwa-al-Islam in the chemical weapons attack establishes a strong chain of circumstantial evidence to the Saudi Intelligence Chief Prince Bandar bin Sultan. The supreme leader of Liwa-al-Islam and commander of the groups’ chemical weapons specialists, Zahran Alloush, has been working for the then Saudi Intelligence Chief Prince Turki al-Faisal in both Afghanistan and Yemen in the 1980s. Since the 1990s, Alloush was involved in the Salafist – Wahabbist terrorist networks in Syria which led to his arrest by Syrian intelligence. He was released in early of 2011, when the Assad administration granted a general amnesty. Immediately after his March 2011 release from prison, Zahran Alloush began receiving substantial funds and weapons from Saudi intelligence, which enabled him to establish Liwa-al-Islam as a de facto Saudi Arabia sponsored mercenary brigade under the auspices of the Saudi Interior Ministry.
  • Saudi funding enabled Alloush to establish the Liwa-al-Islam as a major fighting force in Syria. The group gained fame due to risky, high-profile attacks. On 8 July 2012, the group carried out a bomb attack against the headquarters of Syria’s National Security Council in Rawda Square, Damascus. The group succeeded in assassinating several high profile members of Syria’s security establishment, including the Deputy Minister of Defense and brother-in-law of President Bashar al-Assad, Assaf Shawkat, Defense Minister Dawoud Rajiha, Hassan Turkmani, a former Defense Minister and military adviser to then Vice-President Farouk al-Sharaa.

  • The State Department has yet to turn over any documents from the secret email accounts of Hillary Clinton and other top State Department officials. “These documents are jaw-dropping. No wonder we had to file more FOIA lawsuits and wait over two years for them.  If the American people had known the truth – that Barack Obama, Hillary Clinton and other top administration officials knew that the Benghazi attack was an al-Qaeda terrorist attack from the get-go – and yet lied and covered this fact up – Mitt Romney might very well be president. And why would the Obama administration continue to support the Muslim Brotherhood even after it knew it was tied to the Benghazi terrorist attack and to al Qaeda? These documents also point to connection between the collapse in Libya and the ISIS war – and confirm that the U.S. knew remarkable details about the transfer of arms from Benghazi to Syrian jihadists,” stated Tom Fitton, Judicial Watch president.  “These documents show that the Benghazi cover-up has continued for years and is only unraveling through our independent lawsuits. The Benghazi scandal just got a whole lot worse for Barack Obama and Hillary Clinton.”
  • The DOD documents also contain the first official documentation that the Obama administration knew that weapons were being shipped from the Port of Benghazi to rebel troops in Syria. An October 2012 report confirms: Weapons from the former Libya military stockpiles were shipped from the port of Benghazi, Libya to the Port of Banias and the Port of Borj Islam, Syria. The weapons shipped during late-August 2012 were Sniper rifles, RPG’s, and 125 mm and 155mm howitzers missiles. During the immediate aftermath of, and following the uncertainty caused by, the downfall of the ((Qaddafi)) regime in October 2011 and up until early September of 2012, weapons from the former Libya military stockpiles located in Benghazi, Libya were shipped from the port of Benghazi, Libya to the ports of Banias and the Port of Borj Islam, Syria. The Syrian ports were chosen due to the small amount of cargo traffic transiting these two ports. The ships used to transport the weapons were medium-sized and able to hold 10 or less shipping containers of cargo. The DIA document further details: The weapons shipped from Syria during late-August 2012 were Sniper rifles, RPG’s and 125mm and 155mm howitzers missiles.  The numbers for each weapon were estimated to be: 500 Sniper rifles, 100 RPG launchers with 300 total rounds, and approximately 400 howitzers missiles [200 ea – 125mm and 200ea – 155 mm.] The heavily redacted document does not disclose who was shipping the weapons.
  • Another DIA report, written in August 2012 (the same time period the U.S. was monitoring weapons flows from Libya to Syria), said that the opposition in Syria was driven by al Qaeda and other extremist Muslim groups: “the Salafist, the Muslim Brotherhood, and AQI are the major forces driving the insurgency in Syria.” The growing sectarian direction of the war was predicted to have dire consequences for Iraq, which included the “grave danger” of the rise of ISIS: The deterioration of the situation has dire consequences on the Iraqi situation and are as follows: This creates the ideal atmosphere for AQI [al Qaeda Iraq] to return to its old pockets in Mosul and Ramadi, and will provide a renewed momentum under the presumption of unifying the jihad among Sunni Iraq and Syria, and the rest of the Sunnis in the Arab world against what it considers one enemy, the dissenters. ISI could also declare an Islamic state through its union with other terrorist organizations in Iraq and Syria, which will create grave danger in regards to unifying Iraq and the protection of its territory. Some of the “dire consequences” are blacked out but the DIA presciently warned one such consequence would be the “renewing facilitation of terrorist elements from all over the Arab world entering into Iraqi Arena.”

  • From a separate lawsuit, the State Department produced a document created the morning after the Benghazi attack by Hillary Clinton’s offices, and the Operations Center in the Office of the Executive Secretariat that was sent widely through the agency, including to Joseph McManus (then-Hillary Clinton’s executive assistant).  At 6:00 am, a few hours after the attack, the top office of the State Department sent a “spot report” on the “Attack on U.S. Diplomatic Mission in Benghazi” that makes no mention of videos or demonstrations: Four COM personnel were killed and three were wounded in an attack by dozens of fighters on the U.S. Diplomatic Mission in Benghazi beginning approximately 1550 Eastern Time….

    "Administration knew three months before the November 2012 presidential election of ISIS plans to establish a caliphate in Iraq  Administration knew of arms being shipped from Benghazi to Syria (Washington, DC) - Judicial Watch announced today that it obtained more than 100 pages of previously classified "Secret" documents from the Department of Defense (DOD)and the Department of State revealing that DOD almost immediately reported that the attack on the U.S. Consulate in Benghazi was committed by the al Qaeda and Muslim Brotherhood-linked "Brigades of the Captive Omar Abdul Rahman" (BCOAR), and had been planned at least 10 days in advance. Rahman is known as the Blind Sheikh, and is serving life in prison for his involvement in the 1993 World Trade Center bombing and other terrorist acts.  The new documents also provide the first official confirmation that shows the U.S. government was aware of arms shipments from Benghazi to Syria.  The documents also include an August 2012 analysis warning of the rise of ISIS and the predicted failure of the Obama policy of regime change in Syria. The documents were released in response to a court order in accordance with a May 15, 2014, Freedom of Information Act (FOIA) lawsuit filed against both the DOD and State Department seeking communications between the two agencies and congressional leaders "on matters related to the activities of any agency or department of the U.S. government at the Special Mission Compound and/or classified annex in Benghazi." Spelling and punctuation is duplicated in this release without corrections. A Defense Department document from the Defense Intelligence Agency (DIA), dated September 12, 2012, the day after the Benghazi attack, details that the attack on the compound had been carefully planned by the BOCAR terrorist group "to kill as many Americans as possible."  The document was sent to then-Secretary of State Hillary Clinton, then-Defense Secretary Leon P

    The infamous list of Clinton associates mysteriously found dead.  The dead bodies associated with the Clintons is well worth reviewing on this the eve of congressional testimony from the many Benghazi Whistleblowers.   Just speculation, but i'm in the camp of those who believe that the Benghazi Massacre was an arranged kidnapping gone bad.  The idea was to kidnap Libyan Ambassador Christopher Stevens, and trade him for the blind Sheikh, Oamr Abdel-Rahman - the man behind the 1993 World Trade Center bombing.   Ever since the Muslim Brotherhood took over Egypt, and did so with the assistance of Obama, President Morsi has been lobbying Obama to release and return the blind Sheikh.  In fact, Morsi's first statement as President of Egypt was to promise the Muslim Brotherhood that he would secure the release of the blind Sheikh.  For sure not something Obama could do without some sort of compelling pretext.  Hence the kidnapping plot. Hard to figure out what went wrong with the grand plan. There was never an embassy or consulate in Benghazi. The facilities in Benghazi served as a logistics center for arms and weapons transfers from Libya ultimately destined for the anti-Assad - Muslim Brotherhood terrorists in Syria. It was used by the "State Department's CIA," which is quite different than the actual CIA, to collect and store all the weapons Obama had supplied the Libyan rebels with in their efforts to overthrow Ghadaffi.  And then there's the 20,000 (400 tons worth) heat seeking surface-to-air (SA-7's) missles that Ghaddafi had amassed. Just prior to his kidnapping, Ambassador Stevens was meeting with the Turkish Consul General Ali Sait Akin to arrange another shipment of the captured arms.   The al-Qaeda linked Lybian Islamiuc Fighting Group, headed by Abdelhakim Belhadj, also coveted those weapons.  But this group was supposedly disbanded when Ghadaffi was killed!    It was Belhadj's guys that killed Ambassador Stevens, even though Belhadj him

Israel's window to hit weapons convoys in Syria is closing - and fast | Middle East Eye - 0 views

  • It happened again this week.Citing military sources, Syria’s official news agency, SANA, reported on Wednesday that Israel had launched a ground-to-ground missile attack at 3am against the Mezzeh military air field near Damascus. Other media reports claimed the attack was carried out by the Israeli air force.According to the Syrian officials, the strike was a “desperate” effort by Israel to support “terrorist groups” fighting the regime. Hours later, Israeli Defense Minister Avigdor Lieberman told a meeting of EU envoys that his country was “trying to prevent the smuggling of sophisticated weapons, military equipment and weapons of mass destruction from Syria to Hezbollah”.

  • These five strikes in 2016 stand in sharp contrast to dozens of reports about similar attacks since 2013. It seems that since the Russians deployed their forces - mainly air force - to Syria, Israel has dramatically reduced its air operations in the country out of fear of stepping on Russian toes and bringing Vladimir Putin’s wrath upon them.Russia has a massive presence in Syria with 50 fighter planes and bombers, assault helicopters, navy destroyers, corvettes, aircraft carriers, batteries and sophisticated anti-aircraft radars, which practically cover the entirety of Israel.This deployment has been a game changer in the bloody civil war and has helped the Assad regime to consolidate its declining power.Now with murderous tactics in Aleppo borrowed from Russian experience of scorch war in Chechnya a decade or so ago, Assad and Russia seem to have the upper hand at the expense of thousands of killed and wounded civilians. Nevertheless, the civil war is far from over.
  • The air strikes near the border against IS – a common enemy of all involved in the war - can be understood, tolerated and even encouraged by Russia.But when it comes to areas further from the Israeli border, certainly those near Damascus, the operation is much more complicated, risky and can get out of control.

Indeed, it was reported that after the attack Russia asked Israel for a clarification of what it was up to.

Weapons Went From The CIA To ISIS In Less Than Two Months | Zero Hedge - 0 views

  • Years late to the party, mainstream media outlets like USA Today, Reuters, and Buzzfeed are just out with "breaking" and "exclusive" stories detailing how a vast arsenal of weapons sent to Syria by the CIA in cooperation with US allies fuelled the rapid growth of ISIS. Buzzfeed's story entitled, Blowback: ISIS Got A Powerful Missile The CIA Secretly Bought In Bulgaria, begins by referencing "a new report on how ISIS built its arsenal highlights how the US purchased munitions, intended for Syrian rebels, that ended up in the hands of the terrorist group." The original study that Buzzfeed and other media are referencing comes from a UK-based independent weapons research organization called Conflict Armament Research (CAR) which has had a team of weapons and munitions experts on the ground in the Middle East for years examining arms and equipment recovered from ISIS and other terrorist groups in Iraq and Syria. Using serial numbers, crate shipping markings, and all available forensics data, the CAR experts began finding that as early as 2013 to 2014 much of the Islamic State's advanced weapons systems as well as small arms were clearly sourced to the United States and the West. “Supplies of materiel into the Syrian conflict from foreign parties - notably the United States and Saudi Arabia - have indirectly allowed IS to obtain substantial quantities of anti-armor ammunition,” states the CAR report. “These weapons include anti-tank guided weapons and several varieties of rocket with tandem warheads, which are designed to defeat modern reactive armor.”
  • The study further reveals that in one notable instance, a weapons shipment of advanced missile systems switched hands from US intelligence to "moderate" Syrian groups to ISIS in only a two month time period. Though the report is now evoking shock and confusion among pundits, the same weapons research group has actually published similar findings and conclusions going years back into the Syrian conflict.  For example, a previous 2014 Conflict Armament Research report found that Balkan origin anti-tank rockets recovered from ISIS fighters appeared identical to those shipped in 2013 to Syrian rebel forces as part of a CIA program. And CAR's damning publications presenting such inconvenient empirical data have been consistent for years, yet were largely ignored and suppressed by analysts and mainstream media who were too busy cheerleading US support for Syrian "rebels" cast as romantic revolutionaries in their struggle to topple Assad and his secular nationalist government. Of course, it's an old story if you've been reading Zero Hedge or the profusion of independent outlets that have long reported the truth about the covert "dirty war" in Syria since nearly the beginning. 
  • Even though it's now suddenly acceptable and fashionable to admit - as does one recent BBC headline ("The Jihadis You Pay For") - that the US and Saudi covert program in Syria fuelled the rise of ISIS and various other al-Qaeda linked terror groups, it must be remembered that only a short time ago the mainstream media openly mocked analysts and writers who dared make the connection between the West's massive covert Syrian rebel aid programs and the al-Qaeda insurgents who so clearly benefited. When news of the 2012 Defense Intelligence Agency report  broke, which described what it called a "Salafist principality" or "an Islamic State" as a strategic asset or buffer in Syria that could be used by the Western coalition "in order to isolate the Syrian regime", American media outlets dismissed what was labelled a "conspiracy theory" at the time in spite of the hard evidence of a US military intelligence report being made available. The Daily Beast for example mocked what it called "The ISIS Conspiracy Theory that Ate the Web" - describing those analyzing the Pentagon intelligence document as far-right and far-left loons. This occurred even as the document was taken very seriously and analyzed in-depth by some of the world's foremost Middle East experts and investigative journalists in foreign outlets like the London Review of Books, The Guardian, Der Spiegal , as well as RT and Al Jazeera.

On Monday, the Daily Star in Lebanon quoted a FSA brigade commander saying that his forces were working with the Islamic State and Jabhat al-Nusra, al-Qaeda’s official Syrian affiliate — both U.S.-designated terrorist organizations — near the Syrian/Lebanon border. “We are collaborating with the Islamic State and the Nusra Front by attacking the Syrian Army’s gatherings in … Qalamoun,” said Bassel Idriss, the commander of an FSA-aligned rebel brigade. “We have reached a point where we have to collaborate with anyone against unfairness and injustice,” confirmed Abu Khaled, another FSA commander who lives in Arsal. “Let’s face it: The Nusra Front is the biggest power present right now in Qalamoun and we as FSA would collaborate on any mission they launch as long as it coincides with our values,” he added.
  • In my report last week I noted that buried in a New York Times article last month was a Syrian “rebel” commander quoted as saying that his forces were working with ISIS and Jabhat al-Nusra in raids along the border with Lebanon, including attacks on Lebanese forces. The Times article quickly tried to dismiss the commander’s statements, but the Daily Star article now confirms this alliance. Among the other pertinent points from that PJ Media article last week was that this time last year the bipartisan conventional wisdom amongst the foreign policy establishment was that the bulk of the Syrian rebel forces were moderates, a fiction refuted by a Rand Corporation study published last September that found nearly half of the Syrian “rebels” were jihadists or hard-core Islamists.
  • Another relevant phenomenon I noted was that multiple arms shipments from the U.S. to the “vetted moderate” FSA were suspiciously raided and confiscated by ISIS and Jabhat al-Nusra, prompting the Obama administration and the UK to suspend weapons shipments to the FSA last December. In April, the Obama administration again turned on the CIA weapons spigot to the FSA, and Obama began calling for an additional $500 million for the “vetted moderate rebels,” but by July the weapons provided to the FSA were yet again being raided and captured by ISIS and other terrorist groups. Remarkably, one Syrian dissident leader reportedly told Al-Quds al-Arabi that the FSA had lost $500 million worth of arms to rival “rebel” groups, much of which ended up being sold to unknown parties in Turkey and Iraq.

  • As the Obama administration began to provide heavy weaponry to Harakat al-Hazm, the Washington Institute for Near East Policy published an analysis hailing Harakat Hazm as “rebels worth supporting,” going so far as to say that the group was “a model candidate for greater U.S. and allied support, including lethal military assistance.” That error was not as egregious as the appeal by three members of the DC foreign policy establishment “smart set” (including one former senior Bush administration National Security Council official) who argued in the pages of the January issue of Foreign Affairs for U.S. engagement with another Syrian “rebel” group, Ahrar al-Sham.
  • Earlier this week I reported on Harakat al-Hazm, which was the first of the “vetted moderates” to receive U.S. anti-tank weaponry earlier this year. Harakat al-Hazm is reportedly a front for the Muslim Brotherhood as well as Turkey and Qatar, its Islamist state sponsors. An L.A. Times article was published this past Sunday from the battle lines in Syria. The reporter recounted a discussion with two Harakat al-Hazm fighters who admitted, “But Nusra doesn’t fight us, we actually fight alongside them. We like Nusra.” Despite a claim by the L.A. Times that Harakat al-Hazm had released a statement of “rejection of all forms of cooperation and coordination” with al-Nusra Front, I published in my article earlier this week an alliance statement signed by both Jabhat al-Nusra and Harkat al-Hazm forging a joint front in Aleppo to prevent pro-Assad forces from retaking the town.
  • At the same time U.S.-provided FSA weapons caches were being mysteriously raided by ISIS and Jabhat al-Nusra, one of the senior FSA commanders in Eastern Syria, Saddam al-Jamal, defected to ISIS. In March, Jabhat al-Nusra joined forces with the FSA Liwa al-Ummah brigade to capture a Syrian army outpost in Idlib. Then in early July I reported on FSA brigades that had pledged allegiance to ISIS and surrendered their weapons after their announcement of the reestablishment of the caliphate. More recently, the FSA and Jabhat al-Nusra teamed up last month to capture the UN Golan Heights border crossing in Quneitra on the Syria/Israel border, taking UN peacekeepers hostage. But the Free Syrian Army is not the only U.S.-armed and trained “rebel” force in Syria that the Obama administration is having serious trouble keeping in the “vetted moderate” column.
  • At the time their article appeared, however, Ahrar al-Sham was led by one of al-Qaeda chief Ayman al-Zawahiri’s top lieutenants and former Bin Laden courier, Mohamed Bahaiah (aka Abu Khaled al-Suri). This is why the article was originally subtitled “An Al-Qaeda affiliate worth befriending.” Giving too much of the game away for non-Beltway types, that subtitle was quickly changed on the website to “An Al-Qaeda-linked group worth befriending.” That dream of “befriending al-Qaeda” was dealt a major blow earlier this week when a blast of unknown origin killed most of Ahrar al-Sham’s senior leadership. Bereft of leadership, many analysts have rightly expressed concern that the bulk of Ahrar al-Sham’s forces will now gravitate towards ISIS and other terrorist groups.
  • While a McClatchy article on the explosion laughably claimed that the dead Ahrar al-Sham’s leaders represented the group’s “moderate wing” who were trying to come under another fictional “vetted moderate” alliance to obtain the next anticipated flood of U.S. weapons, others have observed that tributes to the dead leaders have poured in from al-Qaeda leaders for their “moderate wing” allies. This is what the D.C. foreign policy establishment has reduced itself to when it comes to Syria — cozying up to al-Qaeda (or Iran and Assad) in the name of “countering violent extremism,” namely ISIS, and entertaining each other with cocktail party talk of “moderate wings” of al-Qaeda. As my colleague Stephen Coughlin observes, our bipartisan foreign policy establishment has created a bizarre language about Iraq and Afghanistan to avoid the stark reality that we lost both wars. This is the state American foreign policy finds itself in on the 13th anniversary of the 9/11 attacks by al-Qaeda.
  • As congressional Republicans and Democrats alike will undoubtedly rush in coming days to throw money at anyone the Obama administration deems “vetted moderates” to give the appearance of doing something in the absence of a sensible, reality-based strategy for understanding the actual dynamics at work in Syria and Iraq, an urgent reexamination of who the “vetted moderates” we’ve been financing, training and arming is long overdue. It is also essential to know to whom the State Department has contracted the “vetting.” This is especially true as ISIS leaders are openly bragging about widespread defections to ISIS amongst FSA forces that have been trained and armed by the U.S. Predictably, the usual suspects (John McCain and Lindsey Graham) who have been led wide-eyed around Syria by the “vetted moderate” merchants and have played the administration’s “yes men” for a fictional narrative that has never had any basis in reality will undoubtedly hector critics for not listening to their calls to back the “vetted moderate” rebels last year when they could have contained ISIS — an inherently false assumption. These usual suspects should be ashamed of their role in helping sell a fiction that has cost 200,000 Syrians their lives and millions more their homes while destabilizing the entire region. Shame, sadly, is a rare commodity in Washington, D.C.
  • Notwithstanding Obama’s siren call for immediate action, Congress should think long and hard before continuing to play along with the administration and D.C. foreign policy establishment’s “vetted moderate” fairy tale and devote themselves to some serious reflection and discussion on how we’ve arrived at this juncture where we are faced with nothing but horribly bad choices and how to start walking back from the precipice. As we remember the thousands lost on that terrible day thirteen years ago, truly honoring their memory deserves nothing less.

    Petrodollars. Obama has lost Iraq, Afghanistan, Libya and Yemen to Al-Queda / Muslim Brotherhood extremists. He has nearly lost Egypt and Syria. They hang by a thread. We could see this as an Islamic revolution trying to overtake the despots that have ruled the middle East since the WWI break up of the Ottoman Empire, and shamelessly enriched themselves in petrodollars in the process. Or, we could look at this as religious war between Sunni and Shiite Islamic factions, with Iran leading the Shiites, and the Saudis leading the Sunnis. Except, that divide doesn't seem to gel with the idea of a Shiite Muslim Brotherhood alliance with a Sunni Al-Queda. For sure though, Iran has taken over the formerly Sunni led Iraq and is now executing any and all Sunni rebels. Including all of Saddam Hussein's Revolutionary Guard members now fighting in northern Irag and Syria as ISIL. With the help, air cover and weapons provided by Obama, the Muslim Brotherhood has taken over Libya, and nearly took Egypt. The only way of looking at this mess and making sense of it is through the lens of petrodollars and pipelines. Gadafi, Saddam Husein, the Shah of Iran, and Bashir in Syria all have one thing in common: they were selling oil and accepting payment in something other than petrodollars. They were building pipelines for the shipment of non petrodollar oil. I don't expect Iraq or Lybian oil to ever return to market. Civil war will keep that oil in the ground; making the petrodollar bankers and oligarchs very very wealthy, and the USA-NATO military industrial complex very busy profiting from the sale of war making machinery. ..................................... Israel Carries Out Two Strikes Against Assad Regime, Hezbollah Targets in Syria | FDD's... - 0 views

  • In the wake of threats by Israeli Defense Minister Avigdor Liberman, the Israel Air Force (IAF) carried out two strikes against Assad regime and Hezbollah targets in Syria on Sunday and early Monday morning. These latest airstrikes come only two days after an IAF raid on Hezbollah weapons shipments in Palmyra, and seemingly as a response to an attempt by the Syrian Air Defense Forces (SADF) to shoot down the attacking Israeli jets. At approximately 3 PM local time, pro-regime news sources reported that the SADF’s Golan Regiment was engaging an Israeli UAV over the town of Khan Arnabeh, in the Syrian Golan’s Quneitra Governorate. Shortly after, Syrian army reports emerged claiming the Israelis targeted a vehicle traveling from the town on the road to Damascus, destroying the car and killing its driver, Yasser Hussein al-Sayyed, a SADF Golan Regiment commander. The second air strike reportedly occurred past midnight on Monday morning, with local sources claiming the Israelis targeted Hezbollah and SADF targets in the Qalamoun mountains, near the Syrian-Lebanese border. However, pro-regime sources were quick to deny that the strikes had occurred. The strikes came mere hours after Liberman threatened to destroy Syria’s air defenses “without any hesitation” the next time they fired on Israeli planes. He stressed that Israel was “neither for nor against [Syrian president Bashar] al-Assad,” and had no desire for friction with the Russians in Syria. Israel’s “main problem” he said, “is the transfer of game-changing weapons from Syria to Lebanon,” which would reach Hezbollah. “Therefore, every time we identify a such a transfer, we will act to destroy these equilibrium-breaking weapons. There will be no compromise.” Liberman’s comments were echoed by IDF Chief of Staff Lt. Gen. Gadi Eizenkot, with similar threats against the government of Lebanon.
  • Liberman’s threats, reinforced by the two strikes, were a response to the outcomes of the IAF’s Friday attack on Palmyra. The SADF’s attempt to down Israeli jets was an unprecedented escalation by the Assad regime. For Israel, this was an unacceptable interference with its now-routine attempts to deny the transfer of advanced weapons to Hezbollah, threatening to change the rules of the game between Jerusalem and Damascus. The Russian Foreign Ministry demanding an explanation of the strike from Israel’s ambassador also indicated a possible shift in Moscow’s policies on Israeli offensives in Syria. These developments likely left Hezbollah and its Iranian patrons confident that their weapons transfers would now be safe from Israeli strikes, as indicated by Hassan Nasrallah’s subsequent belligerent speech and Tehran’s threats against continued IAF assaults in Syria. Israel’s red lines in Syria were blurred by these changes, and Jerusalem felt they needed to be forcefully redrawn.

Nunn-Lugar Revisited - 0 views

  • Washington, DC, November 22, 2013 – The final shipment of highly enriched uranium from former Soviet nuclear warheads to the U.S. on November 14, and President Obama's award of the Presidential Medal of Freedom to former Senator Richard Lugar on November 20, have brought new public attention to the underappreciated success story of the Nunn-Lugar initiative — the subject of a new research project by the National Security Archive, which organized the first "critical oral history" gathering this fall of U.S. and Russian veterans of Nunn-Lugar. The former Soviet Union in the 1990s achieved an unprecedented "proliferation in reverse" with the denuclearization of former republics and the consolidation of nuclear weapons and fissile material inside Russia. Notwithstanding the well-grounded fears of policymakers on both sides of the waning Cold War in 1990-1991, the dissolution of the Soviet Union did not result in a nuclear Yugoslavia spread over eleven time zones. Instead, the "doomsday clock" of the Bulletin of the Atomic Scientists marched backwards, in its largest leaps ever away from midnight. Key to this extraordinary accomplishment was the U.S.-Russian Cooperative Threat Reduction Program, colloquially known as Nunn-Lugar after its two leading sponsors in the U.S. Senate, Sam Nunn of Georgia and Richard Lugar of Indiana.
  • Unfortunately, this success did not get major publicity at the time, and remains largely unknown today outside the expert communities in both countries. This lack of appreciation culminated in 2012 with Russia's withdrawal from the program and assertion of independence from foreign aid. Yet below the radar the cooperation continued, for example with the February 2013 U.S.-Russian removal of enriched uranium from the Czech Republic, and the September 2013 agreement to work together to destroy Syrian chemical weapons — clear signals of the continuing relevance of the two-decade-long Nunn-Lugar experiment.

The downside: all of those former Soviet warheads had their uranium diluted and exported to the U.S. for manufacturer of nuclear fuel rods, which means that the U.S. nuclear power industry was perpetuated and our legacy of radioactive wastes continues to grow, despite not even yet having a safe disposal site or method. All of those expended nuclear fuel rods still sitting on reactor sites around the nation, being water cooled, and posing the risk of Fukushima-like disasters. This is progress?

  • The use of chemical weapons is a crime, we believe it is a crime against humanity, but we believe that also the use of force, the threat of use of force, is also a criminal offense in international law. Unfortunately it seems to me that the United States seems to be living in the 19th century when the use of force was a prerogative of states, it is not. I believe the United States, the president of the United States, who seems to be a very fine constitutional lawyer, has to look into his law books, his international law books, which he has not, I think, reviewed recently, and consider the fact, that when he concedes, as he did last night before the American people, that there is no imminent or direct threat against the United States, then the United States doesn’t have any standing under any provision of international law, to take law in its own hands.
  • There is a need for the United States to come to the realization, and I believe this is an important realization for the United States, that not only the use of force is illegal, that not only the threat of force is against a preemptory international norm of law, but also and more importantly the use of force is ineffective. Force has lost its utility in international relations and it lost its utility long time ago. In 1928, civilized countries decided to reject the use of force as an instrument of national policy, before then, force or war was an instrument of national policy, they thought that war was diplomacy by another means. But since then, the international community has come to its senses, believing that the use of force doesn’t provide the necessary outcome that those who started it wanted to provide and wanted to produce and that is why they have outlawed the use of force. It is not a bunch of idealistic lawyers who sat down and banned the use of force, but in fact because of the reality that it has lost the utility that. Let me just tell you that in the 20th century, 85 percent of the cases, where a country resorted to force, have resulted in that country either being annihilated or not achieving the intended consequences of the war, so that shows to you empirically that force is no longer effective. I hope that the United States, which is the mightiest country on the face of the earth, would come to this realization that it is important to use other means of influence; force is no longer effective

  • I believe the statement “all options are on the table” is an outdated statement because all options are not on the table, at least for the countries that claim to be law-abiding, for countries that claim to be following the UN charter, for countries which push others to live to their international obligations under the UN charter, push others, who want to punish others for violating internationals law, they have to know that all options are not on the table. The threat or the use of force have been removed from the table long time ago by countries, including the United States when they gathered in San Francisco and decided to save the succeeding generations from the scourge of war, which twice in their generation caused untold misery. So this comes from the charter of the United Nations adopted under the US hospitality in San Francisco in 1945. So, they have to understand that all options are not on the table.

  • The White House has instructed the Pentagon and the U.S. military to put on hold a transfer of Hellfire missiles that Israel had requested during its recent operation in the Gaza Strip, the Wall Street Journal reports. According to the report, during Israel's Operation Protective Edge, White House officials were dismayed to discover how little influence they wield over the topic of Israeli arms shipments, against the backdrop of the U.S. government's unhappiness with the widespread damage inflicted upon Palestinian civilians. During the Gaza war, the report said, White House officials came to realize that large amounts of weaponry are being passed to Israel via direct channels to the Pentagon, with little oversight by the political arena.
  • In light of that, and against the backdrop of American displeasure over IDF tactics used in the Gaza fighting and the high number of civilian casualties caused by Israel's massive use of artillery fire rather than more precise weapons, officials in the White House and the State Department are now demanding to review every Israeli request for American arms individually, rather than let them move relatively unchecked through a direct military-to-military channel, a fact that slows down the process. According to a senior U.S. official, the decision to tighten oversight and require approval of higher-ranking officials over shipments, was intended to make clear to Israel that there is no "blank check" from Washington in regards to the U.S.-made weapons the IDF makes use of in its Gaza operations.
  • The United States is Israel's strongest friend, a senior official in the Obama administration told the Wall Street Journal, but "[t]he notion that they are playing the United States, or that they're manipulating us publicly, completely miscalculates their place in the world." Senior U.S. officials did not mince words when discussing what they called the "reckless and untrustworthy" conduct of Netanyahu and his advisors during the Gaza operation, the Wall Street Journal reported, and American officials quoted in the report described a recent telephone conversation between Prime Minister Benjamin Netanyahu and U.S. President Barack Obama as "particularly combative." Israeli officials, on the other hand, told the paper that in light of the backing he received from congress, Netanyahu remains unworried by talk of a crisis in relations with the White House, and is mindful of the fact Obama's tenure will be over in two and a half years.

Germany Concerned about Aggressive NATO Stance on Ukraine - SPIEGEL ONLINE - 0 views

  • It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).
  • The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.
  • But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats. Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

  • German foreign policy experts are united in their view of Breedlove as a hawk. "I would prefer that Breedlove's comments on political questions be intelligent and reserved," says Social Democrat parliamentarian Niels Annen, for example. "Any weapons deliveries to Kiev will escalate the tensions and would unhinge European security," Nikolai Patrushev, secretary of Russia's national security council, told the Russian newspaper Komsomolskaya Pravda on Wednesday.
  • The German government, meanwhile, is doing what it can to influence Breedlove. Sources in Berlin say that conversations to this end have taken place in recent weeks. But there are many at NATO headquarters in Brussels who are likewise concerned about Breedlove's statements. On Tuesday of last week, Breedlove's public appearances were an official item on the agenda of the North Atlantic Council's weekly lunch meeting. Several ambassadors present criticized Breedlove and expressed their incredulity at some of the commander's statements. The government in Berlin is concerned that Breedlove's statements could harm the West's credibility. The West can't counter Russian propaganda with its own propaganda, "rather it must use arguments that are worthy of a constitutional state." Berlin sources also say that it has become conspicuous that Breedlove's controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.

But for months now, many in the Chancellery simply shake their heads each time NATO, under Breedlove's leadership, goes public with striking announcements about Russian troop or tank movements. She also, he said, threatened tough economic and political sanctions against both Ukraine and the country's leaders. According to Asarov, Nuland said that, were violence used against the protesters on Maidan Square, information about the money he and his cronies had taken out of the country would be made public.

A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda.

Obama gives $1.9 billion in weapons as welcome gift to Israel's racist government | The... - 0 views

  • The Obama administration approved a $1.9 billion arms sale to Israel in recent days as “compensation” for the US nuclear deal with Iran, which the Israeli regime staunchly opposes.  Among the tens of thousands of bombs included in the weapons package are 3,000 Hellfire missiles, 12,000 general purpose bombs and 750 bunker buster bombs that can penetrate up to twenty feet, or six meters, of reinforced concrete. This generous weapons gift comes in the wake of Israel’s most ferocious attack on the Gaza Strip to date, in which the Israeli army deliberately targeted civilians, including children, as a matter of policy.
  • The degree of firepower Israel unleashed on Gaza was so extreme that senior US military officials who participated in the illegal invasion and criminal destruction of Iraq were left stunned.  Even the Pentagon and State Department were forced to acknowledge that Israel did not do enough to avoid civilian deaths. But this did not prevent the Obama administration from rushing to provide Israel with the means to carry out more atrocities.

Regev later apologized, not to Africans but to cancer survivors for likening them to Black people.  Israel’s new deputy defense minister is Eli Ben-Dahan, who proudly proclaimed, “[Palestinians] are beasts, they are not human,” and, “A Jew always has a much higher soul than a gentile, even if he is a homosexual.” Citing a combination of religious text and the writings of far rightwing Israeli figures, Israel’s new deputy foreign minister Tzipi Hotovely asserted Jewish ownership over all of historic Palestine, declaring, “This land is ours. All of it is ours. We did not come here to apologize for that.” 
  • Earlier this month, Moshe Yaalon, who will continue to serve as Israel’s defense minister in Netanyahu’s new governing coalition, threatened to nuke Iran and promised to kill civilians, including children, in any future conflict with Lebanon or Gaza.  Unlike Obama’s hollow threats, this is not empty rhetoric. We saw this incitement play out last summer, from the burning of Muhammad Abu Khudair by Jewish extremists and “death to Arabs” mobs hunting Palestinians in the streets of Jerusalem, to the sadistic conduct and eliminationist chauvinism exhibited by Israel’s military in Gaza. With Israeli Jewish society submerged in anti-Palestinian racism from the top down, the Obama administration has guaranteed Israel’s capacity to carry out its most destructive ambitions.

  • In March 2014 the head of the Turkish National Intelligence Organization (MIT), Mr. H. Fidan, coordinated the transfer of a large ISIL unit headed by Mahdi al-Kharati, a Libyan national [1]. The fighters were taken by sea from Libya to Syria through the Barsai crossing on the Turkish-Syrian border. Since late December 2015, with the assistance of the Turkish intelligence services, arrangements have been made for an air route for moving ISIL fighters from Syria through Turkey to Yemen using Turkish military air transport. An alternative means of transporting fighters is by sea to the Yemeni port of Aden.

At least 700 fighters were recuperating in Gaziantep in 2014. Israel's "Qualitative Military Edge": Blank Checks, No Balance? « LobeLog.com - 0 views

  • Two years ago, Congress passed the United States-Israel Enhanced Security Cooperation Act (P.L. 112-150), which reiterated, as a matter of policy, the US commitment “to help the Government of Israel preserve its qualitative military edge amid rapid and uncertain regional political transformation.” It expressed the non-binding “sense of Congress” favoring various possible avenues of cooperation: providing Excess Defense Articles to Israel; enhanced operational, intelligence, and political-military coordination; expediting the sale of specific weaponry including F-35 joint strike fighter aircraft, refueling tankers, and “bunker buster” bombs; as well as an US-Israel cooperative missile defense program and additional aid for Israel’s Iron Dome anti-rocket system.
  • Iron Dome, a dual mission system built by Israeli defense contractor Rafael Advanced Defense Systems, which doubles as a very short range air defense system and an interceptor of incoming rockets, mortars and artillery, has received $720 million in American funding since the program’s inception in 2011. Israel currently has nine batteries, each costing about $100 million. The price tag for every Tamir missile fired by the Iron Dome system costs an estimated minimum of $50,000, with two missiles responding to every incoming rocket that is considered a threat to Israeli lives and property. US support for Iron Dome will soon surpass $1 billion. In March, the Pentagon asked for $176 million for the program for Fiscal Year 2015, which begins Oct. 1, but the Senate Appropriations defense subcommittee raised the Iron Dome appropriation to $351 million on July 15—more than half the $621.6 million it had appropriated for Israeli missile defense for the upcoming year. A week later, Defense Secretary Chuck Hagel sent a letter to Senate leaders and key committee chairpersons relaying the Israeli government’s request for an immediate $285 million of emergency allocation for Iron Dome. On Aug. 1—a Friday afternoon—the House (398-8) and Senate both approved adding an additional $285 million to Iron Dome’s funding, which was followed by President Obama’s signature the following Monday morning.
  • After Israel’s bombing of the UN school in Gaza, and more than 2,000 civilian Palestinian deaths since the war began on July 8, the Obama administration apparently became aware that it was uninformed about, and had very little control over US military assistance to Israel. Indeed, the Wall Street Journal reported Aug. 14 that President Obama had just discovered that the US military was authorizing and providing weapons shipments to Israel without his knowledge. Unknown to many policy makers, Israel was moving on a separate track to replenish supplies of lethal munitions being used in Gaza and to expedite the approval of the Iron Dome funds on Capitol Hill. On July 20, Israel’s defense ministry asked the US military for a range of munitions, including 120-mm mortar shells and 40-mm illuminating rounds, which were already stored at a pre-positioned weapons stockpile in Israel.

New Saudi King Tied to Al Qaeda, Bin Laden and Islamic Terrorism Washington's Blog - 0 views

  • We’ve long noted that Saudi Arabia is a huge supporter of terrorism. But the new Saudi king is particularly bad. Investors Business Daily notes: King Salman has a history of funding al-Qaida, and his son has been accused of knowing in advance about the 9/11 attacks. *** Salman once ran a Saudi charity tied to al-Qaida and has been named a defendant in two lawsuits accusing the Saudi royal family of helping the 9/11 terrorists, one of which the U.S. Supreme Court recently let move forward after years of being blocked by the State Department and the well-funded Saudi lobby. Plaintiffs have provided an enormous amount of material to source their accusations against Salman. Here’s why his ascension to the throne is not good news, especially as the terrorism threat grows: • Salman once headed the Saudi High Commission for Relief to Bosnia and Herzegovina, which served as a key charitable front for al-Qaida in the Balkans. • According to a United Nations-sponsored investigation, Salman in the 1990s transferred more than $120 million from commission accounts under his control — as well as his own personal accounts — to the Third World Relief Agency, another al-Qaida front and the main pipeline for illegal weapons shipments to al-Qaida fighters in the Balkans.
  • • A U.N. audit found that the money was transferred following meetings with Salman, transfers that had no legitimate “humanitarian” purpose. • Former CIA officer Robert Baer has reported that an international raid of Saudi High Commission offices found evidence of terrorist plots against America. • Baer also revealed that Salman “personally approved” distribution of funds from the International Islamic Relief Organization, which also has provided material support to al-Qaida. • A recent Gulf Institute report says Salman and former Saudi intelligence chief Prince Turki al-Faisal knowingly aided and abetted al-Qaida in the run-up to 9/11. • Salman works closely with Saudi clerics Saleh al-Moghamsy, a radical anti-Semite, and Safar Hawali, a one-time mentor of Osama bin Laden, according to the Washington Free Beacon. • In “Why America Slept,” author Gerald Posner claimed that Salman’s son Ahmed bin Salman also had ties to al-Qaida and even advance knowledge of the Sept. 11, 2001 attacks.
  • David Andrew Weinberg provides a superb round-up of Salman’s ties to terrorism and extremism: As former CIA official Bruce Riedel astutely pointed out, Salman was the regime’s lead fundraiser for mujahideen, or Islamic holy warriors, in Afghanistan in the 1980s, as well as for Bosnian Muslims during the Balkan struggles of the 1990s. In essence, he served as Saudi Arabia’s financial point man for bolstering fundamentalist proxies in war zones abroad. As longtime governor of Riyadh, Salman was often charged with maintaining order and consensus among members of his family. Salman’s half brother King Khalid (who ruled from 1975 to 1982) therefore looked to him early on in the Afghan conflict to use these family contacts for international objectives, appointing Salman to run the fundraising committee that gathered support from the royal family and other Saudis to support the mujahideen against the Soviets. Riedel writes that in this capacity, Salman “work[ed] very closely with the kingdom’s Wahhabi clerical establishment.” Another CIA officer who was stationed in Pakistan in the late 1980s estimates that private Saudi donations during that period reached between $20 million and $25 million every month. And as Rachel Bronson details in her book, Thicker Than Oil: America’s Uneasy Partnership With Saudi Arabia, Salman also helped recruit fighters for Abdul Rasul Sayyaf, an Afghan Salafist fighter who served as a mentor to both Osama bin Laden and 9/11 mastermind Khalid Sheikh Mohammed.

  • Reprising this role in Bosnia, Salman was appointed by his full brother and close political ally King Fahd to direct the Saudi High Commission for Relief of Bosnia and Herzegovina (SHC) upon its founding in 1992. Through the SHC, Salman gathered donations from the royal family for Balkan relief, supervising the commission until its until its recent closure in 2011. By 2001, the organization had collected around $600 million — nominally for relief and religious purposes, but money that allegedly also went to facilitating arms shipments, despite a U.N. arms embargo on Bosnia and other Yugoslav successor states from 1991 to 1996. And what kind of supervision did Salman exercise over this international commission? In 2001, NATO forces raided the SHC’s Sarajevo offices, discovering a treasure trove of terrorist materials: before-and-after photographs of al Qaeda attacks, instructions on how to fake U.S. State Department badges, and maps marked to highlight government buildings across Washington. The Sarajevo raid was not the first piece of evidence that the SHC’s work went far beyond humanitarian aid. Between 1992 and 1995, European officials tracked roughly $120 million in donations from Salman’s personal bank accounts and from the SHC to a Vienna-based Bosnian aid organization named the Third World Relief Agency (TWRA). Although the organization claimed to be focused on providing humanitarian relief, Western intelligence agencies estimated that the TWRA actually spent a majority of its funds arming fighters aligned with the Bosnian government.
  • A defector from al Qaeda called to testify before the United Nations, and who gave a deposition for lawyers representing the families of 9/11 victims, alleged that both Salman’s SHC and the TWRA provided essential support to al Qaeda in Bosnia, including to his 107-man combat unit. In a deposition related to the 9/11 case, he stated that the SHC “participated extensively in supporting al Qaida operations in Bosnia” and that the TWRA “financed, and otherwise supported” the terrorist group’s fighters. The SHC’s connection to terrorist groups has long been scrutinized by U.S. intelligence officials as well. The U.S. government’s Joint Task Force Guantanamo once included the Saudi High Commission on its list of suspected “terrorist and terrorist support entities.” The Defense Intelligence Agency also once accused the Saudi High Commission of shipping both aid and weapons to Mohamed Farrah Aidid, the al Qaeda-linked Somali warlord depicted as a villain in the movie Black Hawk Down. Somalia was subject to a United Nations arms embargo starting in January 1992. *** The board of trustees for the Prince Salman Youth Center, which Salman himself chairs, today includes Saleh Abdullah Kamel, a Saudi billionaire whose name showed up on a purported list of al Qaeda’s earliest supporters known as the “golden chain.” (The Wall Street Journal reported that Kamel “denies supporting terror.”) But as the United States sought to shut down Saudi charities with ties to terrorism in the aftermath of the 9/11 attacks, Kamel and Salman both condemned the effort as an anti-Islamic witch hunt.
  • In November 2002, Prince Salman patronized a fundraising gala for three Saudi charities under investigation by Washington: the International Islamic Relief Organization, al-Haramain Foundation, and the World Assembly of Muslim Youth. Since 9/11, all three organizations have had branches shuttered or sanctioned over allegations of financially supporting terrorism. That same month, Salman cited his experience on the boards of charitable societies, asserting that “it is not the responsibility of the kingdom” if others exploit Saudi donations for terrorism. *** The new king has also embraced Saudi cleric Saleh al-Maghamsi, an Islamic supremacist who declared in 2012 that Osama bin Laden had more “sanctity and honor in the eyes of Allah,” simply for being a Muslim, than “Jews, Christians, Zoroastrians, apostates, and atheists,” whom he described by nature as “infidels.” That didn’t put an end to Salman’s ties to Maghamsi, however. The new Saudi king recently served as head of the supervisory board for a Medina research center directed by Maghamsi. A year after Maghamsi’s offensive comments, Salman sponsored and attended a large cultural festival organized by the preacher. Maghamsi also advises two of Salman’s sons ….
  • History Commons adds important details: By 1994, if not earlier, the NSA is collecting electronic intercepts of conversations between Saudi Arabian royal family members. Journalist Seymour Hersh will later write, “according to an official with knowledge of their contents, the intercepts show that the Saudi government, working through Prince Salman [bin Abdul Aziz], contributed millions to charities that, in turn, relayed the money to fundamentalists. ‘We knew that Salman was supporting all of the causes,’ the official told me.” By July 1996 or soon after, US intelligence “had more than enough raw intelligence to conclude… bin Laden [was] receiving money from prominent Saudis.” [Hersh, 2004, pp. 324, 329-330] One such alleged charity front linked to Salman is the Saudi High Commission in Bosnia (see 1996 and After). Prince Salman has long been the governor of Riyadh province. At the time, he is considered to be about fourth in line to be king of Saudi Arabia. His son Prince Ahmed bin Salman will later be accused of having connections with al-Qaeda leader Abu Zubaida (see Early April 2002). [PBS, 10/4/2004] It appears this surveillance of Saudi royals will come to an end in early 2001 (see (February-March 2001)).
  • Author Roland Jacquard will later claim that in 1996, al-Qaeda revives its militant network in Bosnia in the wake of the Bosnian war and uses the Saudi High Commission (SHC) as its main charity front to do so. [Jacquard, 2002, pp. 69] This charity was founded in 1993 by Saudi Prince Salman bin Abdul-Aziz and is so closely linked to and funded by the Saudi government that a US judge will later render it immune to a 9/11-related lawsuit after concluding that it is an organ of the Saudi government. [New York Law Journal, 9/28/2005] In 1994, British aid worker Paul Goodall is killed in Bosnia execution-style by multiple shots to the back of the head. A SHC employee, Abdul Hadi al-Gahtani, is arrested for the murder and admits the gun used was his, but the Bosnian government lets him go without a trial. Al-Gahtani will later be killed fighting with al-Qaeda and the Taliban in Afghanistan. [Schindler, 2007, pp. 143-144; Schindler is a professor at the U.S. Army War College] In 1995, the Bosnian Ministry of Finance raids SHC’s offices and discovers documents that show SHC is “clearly a front for radical and terrorism-related activities.” [Burr and Collins, 2006, pp. 145]
  • In 1995, US aid worker William Jefferson is killed in Bosnia. One of the likely suspects, Ahmed Zuhair Handala, is linked to the SHC. He also is let go, despite evidence linking him to massacres of civilians in Bosnia. [Schindler, 2007, pp. 263-264] In 1997, a Croatian apartment building is bombed, and Handala and two other SHC employees are suspected of the bombing. They escape, but Handala will be captured after 9/11 and sent to Guantanamo prison. [Schindler, 2007, pp. 266] In 1997, SHC employee Saber Lahmar is arrested for plotting to blow up the US embassy in Saravejo. He is convicted, but pardoned and released by the Bosnian government two years later. He will be arrested again in 2002 for involvement in an al-Qaeda plot in Bosnia and sent to Guantanamo prison (see January 18, 2002). By 1996, NSA wiretaps reveal that Prince Salman is funding Islamic militants using charity fronts (Between 1994 and July 1996).
  • A 1996 CIA report mentions, “We continue to have evidence that even high ranking members of the collecting or monitoring agencies in Saudi Arabia, Kuwait, and Pakistan – such as the Saudi High Commission – are involved in illicit activities, including support for terrorists” (see January 1996). Jacquard claims that most of the leadership of the SHC supports bin Laden. The SHC, while participating in some legitimate charitable functions, uses its cover to ship illicit goods, drugs, and weapons in and out of Bosnia. In May 1997, a French military report concludes: ”(T)he Saudi High Commission, under cover of humanitarian aid, is helping to foster the lasting Islamization of Bosnia by acting on the youth of the country. The successful conclusion of this plan would provide Islamic fundamentalism with a perfectly positioned platform in Europe and would provide cover for members of the bin Laden organization.” [Jacquard, 2002, pp. 69-71] However, the US will take no action until shortly after 9/11, when it will lead a raid on the SHC’s Bosnia offices. Incriminating documents will be found, including information on how to counterfeit US State Department ID badges, and handwritten notes about meetings with bin Laden. Evidence of a planned attack using crop duster planes is found as well. [Schindler, 2007, pp. 129, 284]
