In gist, Murphy tells the story of U.S. Special Forces under one Presidential authority, arming Syrian anti-ISIS forces, whilst the CIA, obsessed with overthrowing President Bashar al-Assad, and operating under a separate Presidential authority, conducts a separate and parallel program to arm anti-Assad insurgents. Murphy’s report makes clear the CIA disdain for combatting ISIS (though this altered somewhat with the beheading of American journalist James Foley in August 2014): “With the CIA wanting little to do with anti-ISIS operations as they are focused on bringing down the Assad regime, the agency kicked the can over to 5th Special Forces Group. Basing themselves out of Jordan and Turkey” — operating under “military activities” authority, rather than under the CIA’s coveted Title 50 covert action authority. The “untold story,” Murphy writes, is one of abuse, as well as bureaucratic infighting, which has only contributed to perpetuating the Syrian conflict.

The Capture of Mosul:  US-NATO Covert Support to the Islamic State of Iraq and Syria (ISIS) Something unusual occurred in Mosul which cannot be explained in strictly military terms. On June 10, the insurgent forces of the Islamic State of Iraq and the Levant (ISIS) captured Mosul, Iraq’s second largest city, with a population of close to 1.5 million people.  While these developments were “unexpected” according to the Obama administration, they were known to the Pentagon and US intelligence, which were not only providing weapons, logistics and financial support to the ISIS rebels, they were also coordinating, behind the scenes, the ISIS attack on the city of Mosul. While ISIS is a well equipped and disciplined rebel army when compared to other Al Qaeda affiliated formations, the capture of Mosul, did not hinge upon ISIS’s military capabilities. Quite the opposite: Iraqi forces which outnumbered the rebels by far, equipped with advanced weapons systems could have easily repelled the ISIS rebels. There were 30,000 government forces in Mosul as opposed to 1000 ISIS rebels, according to reports. The Iraqi army chose not to intervene. The media reports explained without evidence that the decision of the Iraqi armed forces not to intervene was spontaneous characterized by mass defections.

Iraqi officials told the Guardian that two divisions of Iraqi soldiers – roughly 30,000 men – simply turned and ran in the face of the assault by an insurgent force of just 800 fighters. Isis extremists roamed freely on Wednesday through the streets of Mosul, openly surprised at the ease with which they took Iraq’s second largest city after three days of sporadic fighting. (Guardian, June 12, 2014, emphasis added) The reports point to the fact that Iraqi military commanders were sympathetic with the Sunni led ISIS insurgency: Speaking from the Kurdish city of Erbil, the defectors accused their officers of cowardice and betrayal, saying generals in Mosul “handed over” the city over to Sunni insurgents, with whom they shared sectarian and historical ties. (Daily Telegraph,  13 June 2014) What is important to understand, is that both sides, namely the regular Iraqi forces and the ISIS rebel army are supported by US-NATO. There were US military advisers and special forces including operatives from private military companies on location in Mosul working with Iraq’s regular armed forces. In turn, there are Western special forces or mercenaries within ISIS (acting on contract to the CIA or the Pentagon) who are in liaison with US-NATO (e.g. through satellite phones).

Under these circumstances, with US intelligence amply involved, there would have been routine communication, coordination, logistics and exchange of intelligence between a US-NATO military and intelligence command center, US-NATO military advisers forces or private military contractors on the ground assigned to the Iraqi Army and Western special forces attached to the ISIS brigades. These Western special forces operating covertly within the ISIS could have been dispatched by a private security company on contract to US-NATO.

The Iraqi military launched a major campaign to take back a key city from the self-proclaimed Islamic State over the weekend—a move that caught the U.S. “by surprise,” in the words of one American government official.The U.S.-led coalition forces that have conducted seven months of airstrikes on Iraq’s behalf did not participate in the attack, defense officials told The Daily Beast, and the American military has no plans to chip in.Instead, embedded Iranian advisers and Iranian-backed Shiite militias are taking part in the offensive on the largely Sunni town, raising the prospect that the fight to beat back ISIS could become a sectarian war. The news is the latest indication that not all is well with the American effort against the terror group. On Friday, U.S. defense officials told The Daily Beast that a planned offensive against the ISIS stronghold of Mosul had been indefinitely postponed. Over the weekend, an American-backed rebel group in Syria announced that it was dissolving, and joining an Islamist faction.

Then there was the unexpected battle for Tikrit. Over the weekend, a reported 30,000 troops and militiamen—mostly Shiites —stormed the Sunni dominated city of Tikrit, former Iraqi President Saddam Hussein’s hometown and the symbolic birthplace of his three decades of repressive practices against the majority Shiite population.U.S. officials were largely left in the dark of the planning and timing of the operation, defense officials said. The Pentagon said Monday it was not conducting airstrikes in support of the Tikrit offensive because the Iraqi government did not ask for such help.The U.S. had seen the prospect of strikes in Tikrit for a while but the timing and nature of the attack “caught us by surprise,” one government official explained to The Daily Beast.

The depth of Iranian involvement and the dearth of U.S. engagement in the battle for Tikrit suggested the coalition-led campaign did little to weaken Iranian influence on Iraqi security. Two U.S. defense officials told The Daily Beast that Iranian troops were firing Iranian artillery  “in the vicinity of” the Iraqi military campaign. And there were several reports that Major General Qassem Soleimani, the shadowy commander of the Iranian Revolutionary Guard’s overseas operation arm, is also on the ground near Tikrit. The Iraqi decision to cut out the U.S.-led coalition turned the war against ISIS in Iraq into a dual track approach—one carried out by the U.S.-led coalition another directed by the Iranians. Each has its own military strategy.

It is alleged that some of the bail money that released Sturgis and the other Watergate burglars was drug money from the CIA asset turned drug trafficker, Manuel Artime, and delivered by Artime’s money-launderer, Ramón Milián Rodríguez. After the Iran-Contra scandal went public, Milián Rodríguez was investigated by a congressional committee – not for Watergate, but because, in support of the Contras, he had managed two Costa Rican seafood companies, Frigorificos and Ocean Hunter, that laundered drug money.6

In the 1950s Wall Street was a dominating complex. It included not just banks and other financial institutions but also the oil majors whose cartel arrangements were successfully defended against the U.S. Government by the Wall Street law firm Sullivan and Cromwell, home to the Dulles brothers. The inclusion of Wall Street conforms with Franklin Roosevelt’s observation in 1933 to his friend Col. E.M. House that “The real truth … is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson.”18 FDR’s insight is well illustrated by the efficiency with which a group of Wall Street bankers (including Nelson Rockefeller’s grandfather Nelson Aldrich) were able in a highly secret meeting in 1910 to establish the Federal Reserve System – a system which in effect reserved oversight of the nation’s currency supply and of all America’s banks in the not impartial hands of its largest.19 The political clout of the quasi-governmental Federal Reserve Board was clearly demonstrated in 2008, when Fed leadership secured instant support from two successive administrations for public money to rescue the reckless management of Wall Street banks: banks Too Big To Fail, and of course far Too Big To Jail, but not Too Big To Bail.20

since its outset, the CIA has always had access to large amounts of off-the books or offshore funds to support its activities. Indeed, the power of the purse has usually worked in an opposite sense, since those in control of deep state offshore funds supporting CIA activities have for decades also funded members of Congress and of the executive – not vice versa. The last six decades provide a coherent and continuous picture of historical direction being provided by this deep state power of the purse, trumping and sometimes reversing the conventional state. Let us resume some of the CIA’s sources of offshore and off-the-books funding for its activities. The CIA’s first covert operation was the use of “over $10 million in captured Axis funds to influence the [Italian] election [of 1948].”25 (The fundraising had begun at the wealthy Brook Club in New York; but Allen Dulles, then still a Wall Street lawyer, persuaded Washington, which at first had preferred a private funding campaign, to authorize the operation through the National Security Council and the CIA.)26 Dulles, together with George Kennan and James Forrestal, then found a way to provide a legal source for off-the-books CIA funding, under the cover of the Marshall Plan. The three men “helped devise a secret codicil [to the Marshall Plan] that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.”27

The World is at a dangerous Crossroads. The Western military alliance is in an advanced state of readiness. And so is Russia. Russia is heralded as the “Aggressor”. US-NATO military confrontation with Russia is contemplated. Enabling legislation in the US Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the US on a path towards direct military conflict with Russia in Ukraine.”  Any US-Russian war is likely to quickly escalate into a nuclear war, since neither the US nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event of war, to preemptively destroy the nuclear forces of the enemy. (See Steven Starr, Global Research, August 22, 2014) The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of US-NATO war preparations, which consist in the military encirclement of both Russia and China:

On July 24, in consultation with the Pentagon, NATO’s Europe commander General Philip Breedlove called for “stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014). According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”: “He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added) Breedlove’s “Blitzkrieg scenario” is to be presented at NATO’s summit in Wales in early September, according to The London Times.  It is a “copy and paste” text broadly consistent with the  Russian Aggression Prevention Act (RAPA) which directs President Obama to:

“(1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and (2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.” (S.2277 — 113th Congress (2013-2014)) More generally, a scenario of military escalation prevails with both sides involved in extensive war games. In turn, the structure of US sponsored military alliances plays a crucial role in war planning. We are dealing with a formidable military force involving a global alliance of 28 NATO member states. In turn, the US as well as NATO have established beyond the “Atlantic Region” a network of bilateral military alliances with “partner” countries directed against Russia, China, Iran and North Korea.

U.S. Senator John McCain, Chairman of the Senate’s Armed Services Committee, called on Turkey to stop attacking Syrian Kurds. The committee is set to review the participation of US forces in the battle for Raqqa, Syria, without invitation from the Syrian government or authorization by a UN Security Council resolution. Ironically, in April 2013, McCain illegally snuck into Syria to hold a meeting with US-backed “rebels” including ISIS-chief al-Baghdadi.

Speaking to the press on Thursday US Senator John McCain (R-AZ), Chairman of the Senate Armed Services Committee, called on Turkey to stop its attacks on Syrian Kurds. More specifically, the so-called Syrian Democratic Forces, dominated by the US-backed Syrian Kurdish PYG and its military wings the YPG and the all female YPJ. The committee will review the participation of US forces in the battle for Raqqa. Turkey considers the PYG as a terrorist organization allied to the (Russian and in part Iranian-backed) PKK. Turkish military forces have repeatedly clashed with YPG / YPJ forces after Turkey, in October 17, invaded the region around Manbij, allegedly to fight the Islamic State (ISIS, ISIL, Daesh). Local sources, however, reported to nsnbc that ISIS has largely withdrawn from the region a week in advance of Turkey’s invasion, and that Turkish military forces, backed by the so-called Free Syrian Army, intermingled with Jabhat fatah al-Sham (a.k.a. al-Nusrah)were primarily engaging Kurdish forces.

Speaking to the press about his position and the Committee’s deliberations about the participation of US forces in operations in Raqqa, McCain said: “The United States has a longstanding relationship with Turkey, but a series of recent events have raised concerns about the fundamentals of our relations. … I have long argued that the Obama administration’s feckless approach to Syria has contributed to a strategic disaster on Turkey’s doorstep. … The Turkish government’s continued attacks on Syrian Kurds are destabilizing and troubling. … These Kurdish fighters have shown themselves to be willing and capable partners in the fight against the Islamic State in Syria, and our continued cooperation serves the national security interests of both the United States and other countries in the region, including Turkey … I urge the Turkish government to refrain from further attacks against Kurdish groups in Syria. …

The United States is refusing to participate in UN Human Rights Council talks about greater accountability for human rights violations in covert drone wars. Foreign Policy reporter Colum Lynch, who broke the story Wednesday, says the U.S. is opting out of discussions about a draft Pakistani resolution aimed at the U.S. drone strikes. Lynch explains: The Pakistani draft, which was obtained by Foreign Policy, urges states to “ensure transparency” in record-keeping on drone strikes and to “conduct prompt, independent and impartial investigations whenever there are indications of any violations to human rights caused by their use.” It also calls for the convening of “an interactive panel discussion” on the use of drones. During the third round of talks on Wednesday about the resolution, the United States was notably absent. The boycott marks a shift from President Obama’s decision in 2009 to join the Human Rights Council after years of U.S. boycott at the behest of former President George W. Bush.

Yet, the move is in keeping with the Obama administration’s diligent refusal to share public information about those U.S. drone wars and those killed in the attacks. A “modest” initiative in the U.S. Senate that would have forced the U.S. government to publicly report and identify those killed by U.S. drone strikes overseas failed last November. While the Obama administration has repeatedly claimed that civilian deaths in drone strikes are minimal, the Bureau of Investigative Journalism documents alarming rates of civilian deaths by covert U.S. attacks in Yemen, Pakistan, and Somalia. Furthermore, in a 21-page report released earlier this month, UN special rapporteur on human rights Ben Emmerson identifies drone strikes in Afghanistan, Pakistan, Yemen, Somalia, and Gaza in which civilians were killed, injured, or threatened in drone attacks by the U.S. and close ally Israel. The U.S. still has not answered for numerous high-profile attacks, including a December 2013 U.S. drone strike on a recent wedding procession in Yemen near the city of Rad’a that left 12 people dead and at least 15 wounded. The boycott of the talks comes as the U.S. escalates its covert drone war in Yemen, with at least seven suspected strikes in the first two weeks of March.

The Syrian Arab Army and the YPG troops of the Syrian Kurds are making good progress in the Azaz pocket. The pocket formed after the Syrian army cut through the "rebel" corridor between Aleppo city and the Turkish border. The aim now is to push all foreign proxy forces who are still in that pocket (green) back north into Turkey and to get full control of the border.

The Syrian-Russian command decided to let the YPG (yellow) have the fun of cleaning the pocket only to taunt the Turkish President Erdogan. Erdogan has a serious domestic policy problems when the Kurdish forces gain control in parts of Syria that the wannabe Sultan Erdogan regarded as sacred neo-Ottoman ground. His court jester, the Prime Minister Davutoglu, announced that his country would not allow the town of Azaz to fall to Kurdish fighters. He will have to eat a flock of craws over that. The Turks are firing artillery from Turkish ground in the north onto Kurdish position in the pocket. Turkish special forces are likely near the front line to control that fire. But artillery alone can not make the difference. The Kurds have air support from the Russian airforce which Turkey no longer dares to attack. The Russians will not attack the Turkish artillery as such an attack could widen the war. The Kurdish troops will have to suffer through that barrage as they push out the Turkish and CIA paid proxies. Some reinforcement for the CIA proxies arrived from Idleb. These passed from Idleb into Turkey and from Turkey into the pocket. The destruction of these forces in the Azaz pocket will make the further fights  of the Syrian army in Idleb and elsewhere a lot easier.

Who are the professionals that are helping the YPG to take the Azaz pocket? My first thought was of course Russian Spetsnaz. But I asked around and none of my usual sources would confirm this. The sources acknowledged that the YPG in west Syria has special force support but there was some quite unexpected silence over who these forces were. It is clear to me that these are not Syrian special forces. The YPG does not want to be seen as a adjunct to the Syrian government. No one would confirm to me that these are Russian forces even as that would be of no great surprise to anyone. This leads me to speculate that some U.S. special forces are directing the YPG in the Azaz pocket. This in coordination with the Syrian army and the Russians. Is that a crazy thought? Consider: The Syrian YPG Kurds are supported by the U.S. military. They received weapons and ammunition from the U.S. military and, at least in the east, have some U.S. military special forces embedded with them. These Pentagon supported YPG troops currently fight foreign proxy forces in the Azaz pocket which are supported, equipped and paid by the CIA, the Saudis, the Turks and other Arab U.S. "allies". The CIA is running the show. The Turkish NATO member is shelling the Pentagon supported YPG to protect the CIA supported "moderate rebels". The current CIA director was once the CIA Chief of Station in Riyadh and has intimate connection to the Saudi rulers (and their pockets?). It was the military's Defense Intelligence Agency that warned in 2012 of the emergence of a "Salafist Principality" - the Islamic State - in Syria and Iraq. It warned against continuing the CIA support for the "rebels". It was the Pentagon that sabotaged the White House intent to create another "moderate rebel" force to attack the Islamic State:

Iran won Iraqi support for its efforts to oppose a U.S.-led military strike on Syria during a visit to Baghdad on Sunday by the new Iranian foreign minister, highlighting how close the two countries have grown since U.S. forces withdrew in 2011. Speaking during his first visit abroad since he was appointed last month, Iranian Foreign Minister Mohammad Javed Zarif warned that U.S. intervention in Syria risks igniting a regionwide war.

“Those who are short-sighted and are beating the drums of war are starting a fire that will burn everyone,” Zarif said during a news conference.Standing alongside him, Iraqi Foreign Minister Hoshyar Zebari said all of Syria’s neighbors, including Iraq, would be harmed by American involvement in Syria’s two-year-old conflict. “What I can say conclusively is that Iraq will not be a base for any attack, nor will it facilitate any such attack on Syria,” Zebari told reporters after holding talks with Zarif.

For more than six months, Edward Snowden’s revelations about the National Security Agency (NSA) have been pouring out from the Washington Post, the New York Times, the Guardian, Germany’s Der Spiegel, and Brazil’s O Globo, among other places.  Yet no one has pointed out the combination of factors that made the NSA’s expanding programs to monitor the world seem like such a slam-dunk development in Washington.  The answer is remarkably simple.  For an imperial power losing its economic grip on the planet and heading into more austere times, the NSA’s latest technological breakthroughs look like a bargain basement deal when it comes to projecting power and keeping subordinate allies in line -- like, in fact, the steal of the century.  Even when disaster turned out to be attached to them, the NSA’s surveillance programs have come with such a discounted price tag that no Washington elite was going to reject them.

What exactly was the aim of such an unprecedented program of massive domestic and planetary spying, which clearly carried the risk of controversy at home and abroad? Here, an awareness of the more than century-long history of U.S. surveillance can guide us through the billions of bytes swept up by the NSA to the strategic significance of such a program for the planet’s last superpower. What the past reveals is a long-term relationship between American state surveillance and political scandal that helps illuminate the unacknowledged reason why the NSA monitors America’s closest allies. Not only does such surveillance help gain intelligence advantageous to U.S. diplomacy, trade relations, and war-making, but it also scoops up intimate information that can provide leverage -- akin to blackmail -- in sensitive global dealings and negotiations of every sort. The NSA’s global panopticon thus fulfills an ancient dream of empire. With a few computer key strokes, the agency has solved the problem that has bedeviled world powers since at least the time of Caesar Augustus: how to control unruly local leaders, who are the foundation for imperial rule, by ferreting out crucial, often scurrilous, information to make them more malleable.

Once upon a time, such surveillance was both expensive and labor intensive. Today, however, unlike the U.S. Army’s shoe-leather surveillance during World War I or the FBI’s break-ins and phone bugs in the Cold War years, the NSA can monitor the entire world and its leaders with only 100-plus probes into the Internet’s fiber optic cables. This new technology is both omniscient and omnipresent beyond anything those lacking top-secret clearance could have imagined before the Edward Snowden revelations began.  Not only is it unimaginably pervasive, but NSA surveillance is also a particularly cost-effective strategy compared to just about any other form of global power projection. And better yet, it fulfills the greatest imperial dream of all: to be omniscient not just for a few islands, as in the Philippines a century ago, or a couple of countries, as in the Cold War era, but on a truly global scale. In a time of increasing imperial austerity and exceptional technological capability, everything about the NSA’s surveillance told Washington to just “go for it.”  This cut-rate mechanism for both projecting force and preserving U.S. global power surely looked like a no-brainer, a must-have bargain for any American president in the twenty-first century -- before new NSA documents started hitting front pages weekly, thanks to Snowden, and the whole world began returning the favor.

The National Security Agency is secretly intercepting, recording, and archiving the audio of virtually every cell phone conversation on the island nation of the Bahamas. According to documents provided by NSA whistleblower Edward Snowden, the surveillance is part of a top-secret system – code-named SOMALGET – that was implemented without the knowledge or consent of the Bahamian government. Instead, the agency appears to have used access legally obtained in cooperation with the U.S. Drug Enforcement Administration to open a backdoor to the country’s cellular telephone network, enabling it to covertly record and store the “full-take audio” of every mobile call made to, from and within the Bahamas – and to replay those calls for up to a month. SOMALGET is part of a broader NSA program called MYSTIC, which The Intercept has learned is being used to secretly monitor the telecommunications systems of the Bahamas and several other countries, including Mexico, the Philippines, and Kenya. But while MYSTIC scrapes mobile networks for so-called “metadata” – information that reveals the time, source, and destination of calls – SOMALGET is a cutting-edge tool that enables the NSA to vacuum up and store the actual content of every conversation in an entire country.

All told, the NSA is using MYSTIC to gather personal data on mobile calls placed in countries with a combined population of more than 250 million people. And according to classified documents, the agency is seeking funding to export the sweeping surveillance capability elsewhere. The program raises profound questions about the nature and extent of American surveillance abroad. The U.S. intelligence community routinely justifies its massive spying efforts by citing the threats to national security posed by global terrorism and unpredictable rival nations like Russia and Iran. But the NSA documents indicate that SOMALGET has been deployed in the Bahamas to locate “international narcotics traffickers and special-interest alien smugglers” – traditional law-enforcement concerns, but a far cry from derailing terror plots or intercepting weapons of mass destruction.

By targeting the Bahamas’ entire mobile network, the NSA is intentionally collecting and retaining intelligence on millions of people who have not been accused of any crime or terrorist activity. Nearly five million Americans visit the country each year, and many prominent U.S. citizens keep homes there, including Sen. Tom Harkin (D-Iowa), Bill Gates, and Oprah Winfrey.

Vice President Joe Biden said in Istanbul last month that if peace talks in Geneva failed, the United States was prepared for a “military solution” in that country.The peace talks collapsed on Wednesday even before they began. A day later Saudi Arabia said it is ready to invade Syria while Turkey is building up forces at its Syrian border.

The U.N. aims to restart the talks on Feb. 25 but there is little hope they can begin in earnest as the Saudi-run opposition has set numerous conditions. The most important is that Russia stop its military operation in support of the Syrian government, which has been making serious gains on the ground.A day after the talks collapsed, it was revealed that Turkey has begun preparations for an invasion of Syria, according to the Russian Defense Ministry. On Thursday, ministry spokesman Igor Konashenkov said: “We have good reasons to believe that Turkey is actively preparing for a military invasion of a sovereign state – the Syrian Arab Republic. We’re detecting more and more signs of Turkish armed forces being engaged in covert preparations for direct military actions in Syria.” The U.N. and the State Department had no comment. But this intelligence was supported by a sound of alarm from Turkey’s main opposition party, the Republican People’s Party (CHP).

Turkey, which has restarted its war against Kurdish PKK guerillas inside Turkey, is determined to crush the emergence of an independent Kurdish state inside Syria as well. Turkish strongman Recep Tayyip Erdogan stopped the Syrian Kurds from attending the aborted Geneva talks.A Turkish invasion would appear poised to attack the Syrian Kurdish PYD party, which is allied with the PKK. The Syrian (and Iraqi) Kurds, with the Syrian army, are the main ground forces fighting the Islamic State. Turkey is pretending to fight ISIS, all the while actually supporting its quest to overthrow Assad, also a Turkish goal.Saudi Arabia then said on Thursday it was prepared to send its ground forces into Syria if asked. Carter welcomed it. Of course Biden, Erdogan, Carter and the Saudis are all saying a ground invasion would fight ISIS. But their war against ISIS has been half-hearted at best and they share ISIS’ same enemy: Syrian President Bashar al-Assad. If the U.S. were serious about fighting ISIS it would have at least considered a proposal by Russia to join a coalition as the U.S. did against the Nazis.

IRBIL, Iraq — A supposedly secret but locally well-known CIA station on the outskirts of Irbil’s airport is undergoing rapid expansion as the United States considers whether to engage in a war against Islamist militants who have seized control of half of Iraq in the past month. Western contractors hired to expand the facility and a local intelligence official confirmed the construction project, which is visible from the main highway linking Irbil to Mosul, the city whose fall June 9 triggered the Islamic State’s sweep through northern and central Iraq. Residents around the airport say they can hear daily what they suspect are U.S. drones taking off and landing at the facility. Expansion of the facility comes as it seems all but certain that the autonomous Kurdish regional government and the central government in Baghdad, never easy partners, are headed for an irrevocable split — complicating any U.S. military hopes of coordinating the two entities’ efforts against the Islamic State.

Overnight, Kurdish troops seized oil fields operated by Iraq’s Northern Oil Co., whose exports had been controlled by the central government, “These two are among the main wells producing oil in Iraq,” said Assam Jihad, the Oil Ministry spokesman. “They are the spine of Iraq’s oil wealth and produce 400,000 barrels a day.” Oil industry publications said they had produced a little less than half that in recent months, but nonetheless represent a significant share of Iraq’s oil production. In 2012, Iraq produced on average of 3 million barrels of oil per day, according to the Organization of Petroleum Exporting Countries. “Half of this production goes to the local market, and the other half goes for export,” said Mr. Jihad, criticizing the Kurds’ seizure of the field as a “constitutional breach” and “violation of Iraq’s sovereignty.”

The developments all come as the United States, which has said it won’t come to Iraq’s assistance unless Mr. Maliki takes steps to make his government more inclusive, is expected to announce early next week its assessment of the military situation in the country. Pentagon officials said the assessment might be made public as soon as Monday. But U.S. officials have known for some time that it was likely that they would need to coordinate any steps taken in Baghdad and in Irbil, where the peshmerga has worked closely over the years with the CIA, U.S. special forces and the Joint Special Operations Command, the military’s most secretive task force, which has become a bulwark of counterterrorism operations. Peshmerga forces already are manning checkpoints and bunkers to protect the facility, which sits just a few hundred yards from the highway.

The Obama administration threatened to pull out of talks with Russia over a collapsed cease-fire in Syria and has renewed an internal debate over giving rebels more firepower to fend off a stepped-up Russian and Syrian assault on their Aleppo stronghold, U.S. officials said. The White House put the weaponry debate on hold earlier this year to give Secretary of State John Kerry an opportunity to try to negotiate a cease-fire with his counterpart in Russia.

The renewed debate on what is referred to within the administration as Plan B, according to U.S. officials, centers on whether to authorize the Central Intelligence Agency and its partners in the region to deliver weapons systems that would enable CIA-vetted rebel units to strike Syrian and Russian artillery positions from longer distances. The Obama administration has ruled out providing so-called man-portable air-defense systems, known as Manpads, to the rebels, but officials said they are considering arming them with antiaircraft systems that are less mobile and would pose less of a proliferation risk. State Department spokesman John Kirby said Wednesday that the Obama administration was discussing options to address the conflict “that are outside diplomacy,” but declined to provide specifics.

Officials said the speed of the Russian and Syrian offensive against Aleppo has put pressure on the White House to accelerate its deliberations and forced policy makers to look at options they previously were reluctant to seriously consider. In addition to the CIA and its partners providing weapons, the U.S. is considering giving a green light to its regional allies, including Turkey and Saudi Arabia, to provide more-powerful weapons systems to the rebels. Some U.S. officials believe that it already may be too late to have any impact on the battlefield, and that the administration should consider taking direct U.S. military action against the Assad regime to halt the campaign. Officials predicted there would be strong opposition at the White House to any options involving direct U.S. military action against the Assad regime, because of the risk of triggering a wider conflict with Russia. The U.S. military has been conducting strikes in Syria against Islamic State since 2014.

As Saudi Arabia and its allies have begun the bombing campaign against Yemen, in the south, a separatist movement calling for a "State of South Arabia" is emerging. Fostered by the US, it will leave the Houthis with two hostile states at their borders and locked access to the sea, if it succeeds.

Welcome to phase two of US regime change operations. After Yemen's 2011 revolution failed and Houthi militias overthrew President Hadi, forces trained and sponsored by the US government are being activated as a separatist movement. The Southern People's Committees (SPC), founded around 2007 although USAID has been conducting political workshops as part of a $695,000 project and actively grooming leadership in Yemen since 2005. (Also in 2007, weekly protests began, organized by women's organizations, fostered by the workshops.) The SPC were similar to many color revolution movements such as Serbia's Otpor in that they did not have a central leadership, but rather an autonomous cell-based organization. In addition, they were very capable in the use of social media technologies, text messaging and the circumventing the government's internet censorship to organize protests.

Meanwhile, the Yemen Center for Human Rights Studies, which received $193,000 from the EU and US-funded Foundation for the Future in 2009, conducted a poll in January 2010, which found that 70 percent of southern Yemenis favored secession. Another USAID-funded project, the $43 million Responsive Governance Project (RGP), launched in May 2010, conducted "New Social Media training for Youth leaders to equip Yemeni youth groups in the use of media to enhance their participation in formulating public issues." The project focuses on establishing contacts with the Yemeni government and providing "leadership and civic education training to youth NGOs."

The United States was sure to prop up two unfounded narratives - the first being that US intelligence agencies, despite assets in Iraq and above it in the form of surveillance drones, failed to give warning of the invasion, and that ISIS is some sort of self-sustaining terror organization carving out a "state" by "robbing banks" and collecting "donations" on Twitter. The Wall Street Journal in its report, "Iraqi Drama Catches U.S. Off Guard," stated: The quickly unfolding drama prompted a White House meeting Wednesday of top policy makers and military leaders who were caught off guard by the swift collapse of Iraqi security forces, officials acknowledged.

The question remains, if a Lebanese newspaper knew ISIS was on the move eastward, why didn't the CIA? The obvious answer is the CIA did know, and is simply feigning ignorance at the expense of their reputation to bait its enemies into suspecting the agency of  incompetency rather than complicity in the horrific terroristic swath ISIS is now carving through northern Iraq. Described extensively in the full New Eastern Outlook Journal (NEO) report, "NATO’s Terror Hordes in Iraq a Pretext for Syria Invasion," the United States, Turkey, Saudi Arabia, and Qatar, have funded and armed terrorists operating in Syria for the past 3 years to the tune of hundreds of millions of dollars - coincidentally the same amount that ISIS would require to gain primacy among militant groups fighting in Syria and to mobilize forces capable of crossing into Iraq and overwhelming Baghdad's national defenses.

The U.S. government has long lavished overwhelming aid on Israel, providing cash, weapons and surveillance technology that play a crucial role in Israel’s attacks on its neighbors. But top secret documents provided by NSA whistleblower Edward Snowden shed substantial new light on how the U.S. and its partners directly enable Israel’s military assaults – such as the one on Gaza. Over the last decade, the NSA has significantly increased the surveillance assistance it provides to its Israeli counterpart, the Israeli SIGINT National Unit (ISNU; also known as Unit 8200), including data used to monitor and target Palestinians. In many cases, the NSA and ISNU work cooperatively with the British and Canadian spy agencies, the GCHQ and CSEC. The relationship has, on at least one occasion, entailed the covert payment of a large amount of cash to Israeli operatives. Beyond their own surveillance programs, the American and British surveillance agencies rely on U.S.-supported Arab regimes, including the Jordanian monarchy and even the Palestinian Authority Security Forces, to provide vital spying services regarding Palestinian targets.

The new documents underscore the indispensable, direct involvement of the U.S. government and its key allies in Israeli aggression against its neighbors. That covert support is squarely at odds with the posture of helpless detachment typically adopted by Obama officials and their supporters.

Each time Israel attacks Gaza and massacres its trapped civilian population – at the end of 2008, in the fall of 2012, and now again this past month – the same process repeats itself in both U.S. media and government circles: the U.S. government feeds Israel the weapons it uses and steadfastly defends its aggression both publicly and at the U.N.; the U.S. Congress unanimously enacts one resolution after the next to support and enable Israel; and then American media figures pretend that the Israeli attack has nothing to do with their country, that it’s just some sort of unfortunately intractable, distant conflict between two equally intransigent foreign parties in response to which all decent Americans helplessly throw up their hands as though they bear no responsibility.

In response to the tragic Paris events of November 13, Central Intelligence Agency director  John Brennan  warned that “ISIL is planning additional attacks… It is clear to me that ISIL has an external agenda, that they are determined to carry out these types of attacks.” (Quoted in Daily Telegraph, November 16, 2015) Five days later following the CIA Chief’s  premonition, the Bamako Radisson Hotel Blu in Mali’s capital was the object of a terrorist attack, resulting in  21 people dead. Following the attack and the taking of hostages by the terrorists, French and Malian special forces raided the hotel. US. Africa Command (AFRICOM) also confirmed that US special forces were involved.

The Bamako terror operation was allegedly coordinated by Mokhtar Belmokhtar (aka Khaled Abu al-Abbas), leader of an affiliate of Al Qaeda in the Islamic Maghreb (AQIM), the Islamist al-Mulathameen (Masked) Brigade, or “Those who Sign with Blood.” Belmokhtar’s group was created in 2012 in the wake of the war on Libya. His organization has also allegedly been involved in the drug trade, smuggling as well kidnapping operations of foreigners in North Africa.  While his whereabouts are said to be known, French intelligence has dubbed Belmokhtar “the uncatchable”. In June he was reported dead  as a result in a U.S. air strike in Libya. His death was subsequently denied. Based on shaky evidence, The New York Times report below (November 20) concludes that Belmokhtar’s group (together with AQIM) is unequivocally behind the Bamako attacks:

A member of Al Qaeda in Africa confirmed Saturday that the attack Friday on a hotel in Bamako, Mali, had been carried out by a jihadist group loyal to Mokhtar Belmokhtar, an Algerian operative for Al Qaeda. The Qaeda member, who spoke via an online chat, said that an audio message and a similar written statement in which the group claimed responsibility for the attack were authentic. The SITE Intelligence Group, which monitors jihadist groups, also confirmed the authenticity of the statement. The Qaeda member, who refused to be named for his protection, said that Mr. Belmokhtar’s men had collaborated with the Saharan Emirate of Al Qaeda in the Islamic Maghreb, … In the audio recording, the group, known as Al Mourabitoun, says it carried out the operation in conjunction with Al Qaeda’s branch in the Islamic Maghreb. The recording was released to the Al Jazeera network and simultaneously to Al Akhbar, … The recording states: “We, in the group of the Mourabitoun [Arabic Rebel Group], in cooperation with our brothers in Al Qaeda in Islamic Maghreb, the great desert area, claim responsibility for the hostage-taking operation in the Radisson hotel in Bamako.” (emphasis added)

Just two days after news broke of an alleged poison-gas attack in northern Syria, President Trump brushed aside advice from some U.S. intelligence analysts doubting the Syrian regime’s guilt and launched a lethal retaliatory missile strike against a Syrian airfield.

Trump immediately won plaudits from Official Washington, especially from neoconservatives who have been trying to wrestle control of his foreign policy away from his nationalist and personal advisers since the days after his surprise victory on Nov. 8. There is also an internal dispute over the intelligence. On Thursday night, Secretary of State Rex Tillerson said the U.S. intelligence community assessed with a “high degree of confidence” that the Syrian government had dropped a poison gas bomb on civilians in Idlib province. But a number of intelligence sources have made contradictory assessments, saying the preponderance of evidence suggests that Al Qaeda-affiliated rebels were at fault, either by orchestrating an intentional release of a chemical agent as a provocation or by possessing containers of poison gas that ruptured during a conventional bombing raid. One intelligence source told me that the most likely scenario was a staged event by the rebels intended to force Trump to reverse a policy, announced only days earlier, that the U.S. government would no longer seek “regime change” in Syria and would focus on attacking the common enemy, Islamic terror groups that represent the core of the rebel forces.

The source said the Trump national security team split between the President’s close personal advisers, such as nationalist firebrand Steve Bannon and son-in-law Jared Kushner, on one side and old-line neocons who have regrouped under National Security Adviser H.R. McMaster, an Army general who was a protégé of neocon favorite Gen. David Petraeus. White House Infighting In this telling, the earlier ouster of retired Gen. Michael Flynn as national security adviser and this week’s removal of Bannon from the National Security Council were key steps in the reassertion of neocon influence inside the Trump presidency. The strange personalities and ideological extremism of Flynn and Bannon made their ousters easier, but they were obstacles that the neocons wanted removed. Though Bannon and Kushner are often presented as rivals, the source said, they shared the belief that Trump should tell the truth about Syria, revealing the Obama administration’s CIA analysis that a fatal sarin gas attack in 2013 was a “false-flag” operation intended to sucker President Obama into fully joining the Syrian war on the side of the rebels — and the intelligence analysts’ similar beliefs about Tuesday’s incident. Instead, Trump went along with the idea of embracing the initial rush to judgment blaming Assad for the Idlib poison-gas event. The source added that Trump saw Thursday night’s missile assault as a way to change the conversation in Washington, where his administration has been under fierce attack from Democrats claiming that his election resulted from a Russian covert operation. If changing the narrative was Trump’s goal, it achieved some initial success with several of Trump’s fiercest neocon critics, such as neocon Senators John McCain and Lindsey Graham, praising the missile strike, as did Israeli Prime Minister Benjamin Netanyahu. The neocons and Israel have long sought “regime change” in Damascus even if the ouster of Assad might lead to a victory by Islamic extremists associated with Al Qaeda and/or the Islamic State.
