Today the federal Government Accountability Office (GAO) finally published its exhaustive report on the FBI’s face recognition capabilities. The takeaway: FBI has access to hundreds of millions more photos than we ever thought. And the Bureau has been hiding this fact from the public—in flagrant violation of federal law and agency policy—for years. According to the GAO Report, FBI’s Facial Analysis, Comparison, and Evaluation (FACE) Services unit not only has access to FBI’s Next Generation Identification (NGI) face recognition database of nearly 30 million civil and criminal mug shot photos, it also has access to the State Department’s Visa and Passport databases, the Defense Department’s biometric database, and the drivers license databases of at least 16 states. Totaling 411.9 million images, this is an unprecedented number of photographs, most of which are of Americans and foreigners who have committed no crimes. The FBI has done little to make sure that its search results (which the Bureau calls “investigative leads”) do not include photos of innocent people, according to the report. The FBI has conducted only very limited testing to ensure the accuracy of NGI's face recognition capabilities. And it has not taken any steps to determine whether the face recognition systems of its external partners—states and other federal agencies—are sufficiently accurate to prevent innocent people from being identified as criminal suspects. As we know from previous research, face recognition is notoriously inaccurate across the board and may also misidentify African Americans and ethnic minorities, young people, and women at higher rates than whites, older people, and men, respectively.

The GAO’s findings are especially shocking, given the timing. Just over a month ago the FBI demanded its face recognition capabilities be exempt from several key provisions of the federal Privacy Act—and provided the public with only 30 days to respond.

A terrorist video released on Friday by the Pentagon to show what it called intelligence gleaned by the recent raid in Yemen actually was made about 10 years ago, it acknowledged. Defense officials canceled a briefing they had called to discuss the value of the information recovered from Yemen and took the video off the website of the U.S. Central Command. They circulated clips from a video that showed how to prepare explosives without knowing it had already been public. However, Navy Capt. Jeff Davis, a Defense Department spokesman, stuck by the Pentagon's main argument: Al-Qaida in the Arabian Peninsula remains dangerous and wants to recruit and train people to attack the West.

"Even though the video is old, it shows their intent," he told reporters. But defense officials declined to release any other, newer intelligence they said was in computers recovered by the American and allied special operations troops who attacked the Yemeni town. The messaging kerfuffle turned an ongoing counterattack into a damp squib. Critics in Congress and within the national security establishment — speaking without identification in press reports — have called the Yemen raid botched. They accused the White House of hurrying troops into an operation with bad intelligence, or pressing commanders to go ahead with a raid after it lost its element of surprise. Spokesman Sean Spicer began to return fire on Thursday: The initial planning began in November, he said, and then the military and intelligence community worked to refine it in the succeeding months through the transition. With a strong case for action, Spicer said, the only thing needed was a moonless night in Yemen, which fell after President Trump's inauguration. Trump ultimately authorized it on Jan. 26. Article continues after sponsorship SEAL Team Six and its partners attacked the AQAP target early on Sunday, as NPR's Alice Fordham and Tom Bowman have detailed. The U.S. says some 14 terrorists were killed in the operation, which also claimed the life of an unknown number of civilians — including women and children — and Navy Chief Special Warfare Operator William Owens. An American MV-22 Osprey aircraft also crash-landed, injuring its crew, and U.S. troops went on to deliberately destroy it to keep it from being compromised.

Former Israeli Prime Minister Ariel Sharon, who died Saturday aged 85, was widely reviled in Lebanon for his role in the invasion of the country in 1982 as well as the massacres at the Beirut-based Palestinian refugee camps of Sabra and Shatila.Sharon was commonly dubbed the “Butcher of Beirut” for his association with some of the worst atrocities during Lebanon’s 1975-1990 Civil War.He was a part of the Israeli military since the country’s creation, as a member of the Jewish Haganah paramilitaries in the 1947-48 war that led to the “Nakba,” displacing hundreds of thousands of Palestinians. He rose through the ranks with his belligerent military strategies, leading a brigade in the 1956 Suez War, and engineering the capture of the Sinai Peninsula 11 years later during the Six Day War.However, it was in his political career that he will be most controversially remembered.

As Defense Minister he spearheaded the invasion of Lebanon in 1982, set up to root out Yasser Arafat’s Palestinian Liberation Organization and form a peace accord with the Beirut government. The invasion morphed into a long occupation, and inadvertently helped to confirm Hezbollah’s status as the resistance party.In 1982, Israel’s ally Bashir Gemayel was assassinated by Syrian Socialist Nationalist Party member Habib Chartouni. Gemaye’s Kataeb fighters looked to the Palestinians to avenge the death and launched an attack of the Sabra and Shatila Palestinian refugee camps in Beirut, which were under Israeli control.Hundreds of Palestinians, including many women and children, were brutally killed.It was a massacre that Sharon was personally implicated in. A U.N. investigation the next year concluded that Israel was responsible for the attacks, and the Israeli-run Kahan Commission the same year determined that Sharon was personally accountable.The Kahan report’s findings said that Sharon bore responsibility "for ignoring the danger of bloodshed and revenge" and "not taking appropriate measures to prevent bloodshed."

The conclusions led many to dub Sharon the “Butcher of Beirut” and forced him to resign from the defense post but he refused to leave Cabinet, remaining minister without portfolio.His bellicose reputation continued into his tenure as prime minister.In 2000, he walked brazenly into the Temple Mount complex which houses the Dome of the Rock and the Aqsa mosque, some of the holiest sites in Islam. The inflammatory move was widely attributed as sparking the Second Palestinian Intifada.He was also associated with the widespread expansion of illegal outposts in the West Bank. As Housing Minister in the 1990s, he oversaw the biggest settlement drive in 20 years. However, despite his uncompromising attitude, in 2004 he signed into law a plan to re-house all settlers in the Gaza Strip.

Russian intelligence has now reportedly obtained solid proof that Saudi Arabia was directly involved in the twin terror attacks on the city of Volgograd. The attacks killed more than 32 people and injured over 100 others. Most of the victims were civilians. According to an informed Russian official source, reported by the Fars News Agency, Russia’s Federal Security Service (FSB) has informed President Vladimir Putin of the Saudi link to the Volgograd massacre. This will come as no surprise to Putin. The Russian leader was warned by the Saudi intelligence chief Prince Bandar Bin Sultan during a heated four-hour private meeting back in July that Wahhabi-sponsored terrorists based in the North Caucasus region of Russia would be targeting the Sochi Winter Olympics.

The Sochi Games are due to open on February 7. Volgograd is a key transport hub linking Moscow with the southern Russian territory and the Black Sea resort city of Sochi in particular, where the Winter Olympics are to be held. The double bombings on Volgograd’s transport system on 29-30 December were therefore unmistakably an assault on Russia’s hosting of the Olympics. The atrocity caused the deaths of several women and children, and in the aftermath President Putin was livid in his disgust at the attacks. He said there was no justification, whatsoever, for the killing of innocent civilians and he vowed to “destroy the terrorists” behind the bombings. This raises the onerous question: What will Putin do next if he has, in fact, been told that the authors of the Volgograd crime against humanity are connected to the Saudi rulers? This could be construed as an act of war. There are unconfirmed reports that Putin and his senior intelligence officers have already drawn up plans to “destroy Saudi Arabia” over its systematic sponsoring of terrorism on Russian territory.

The Volgograd atrocity is just the latest in a long series of terrorist acts connected to Saudi-sponsored radicals in the North Caucasus. Back in October, another suicide bomb on a packed bus in Volgograd left six dead. The group believed to be behind these attacks is known as the Caucasus Caliphate, led by Doko Umarov. Saudi Arabia is a major source of funds for the Caucasus Caliphate, which espouses the same fundamentalist ideology as the Saudi-sponsored Takfiris operating in Syria, Lebanon, Pakistan, Yemen and Iraq. Based in Chechnya and Dagestan, Umarov has publicly stated that “all means necessary would be used to derail” the Sochi Olympics. Previously, the same network carried out suicide bomb attacks on Moscow’s metro system in 2010 and 2011, which caused dozens of deaths. The Caucasus extremists are known to have close logistical connection with both American and Saudi military intelligence.

In a recently released and conveniently timed report, complete with references to Nazi Germany and concentration camps, efforts to ramp up support for a “tough line” against Syria at the upcoming Geneva II conference and even possible military intervention, are once again moving into high gear. The report, compiled by three British war crime prosecutors and three “forensic experts” claims that it has demonstrable proof that the Assad government is guilty of torturing and killing over ten thousand people. The report (accessed here) claims to show evidence of physical torture, murder, and starvation. Of course, the Syrian government denies the veracity of the claims of the report and Western media outlets repeat the claims as incontrovertible proof.

3. Past claims of Assad’s “Crimes Against Humanity.” It is important to remember past experiences with Western claims against Assad for alleged “crimes against humanity,” all of which turned out to have been committed by the death squads, not the Syrian government. From the Houla massacre to the Ghouta chemical weapons attacks, the Syrian government has been exonerated by all credible evidence. The death squads, however, have been proven guilty by virtue of their own video tapes and Youtube accounts, guilty of some of the most horrific acts imaginable. While many innocent people have no doubt been killed in the crossfire between the military and the death squads, the Western media has done everything in its power to place the blood of each and every death inside Syria in the hands of the government. Let us also not forget the other famous Codename, “Curveball,” that played a major role in the initiation of a previous and still ongoing conflict that was later admitted to be a fabrication. Being fooled by the same type of propaganda twice in ten years is indeed a humiliation too great for a country to bear.

However, while the final determination of whether or not these claims are accurate is yet to be made, there exist ample reasons to question the assertions made in the report. 1. The Gulf State Feudal Monarchy Qatar is the sponsor of the report. Qatar is, of course, one of the major sponsors of the Syrian invasion (aka the Syrian “rebels”) and has played a massively important role in financing, training, arming, and directing the death squads currently being mopped up by the Assad government. 2. The source of the report. One would be justified in questioning the nature of the report since the sole source of the material comes by virtue of an allegedly “defected Syrian military police officer” who was apparently fine with photographing thousands of dead victims for over a year until now. Regardless of the possibility for such a “moral” conversion, taking information from a “defected” member of government forces once again returns us to the realm of the “activists say” school of journalism – a notorious method used by Western media outlets to promote the side of the death squads and only the side of the death squads as fact in popular reports.

U.S. Senator Ron Wyden (D-Ore.) delivered the following statement prior to questioning senior Intelligence Community officials during the Senate Intelligence Committee’s open hearing. Wyden is a senior member of the Intelligence committee. “The men and women of America’s intelligence agencies are overwhelmingly dedicated professionals and they deserve to have leadership that is trusted by the American people. Unfortunately, that trust has been seriously undermined by senior officials’ reckless reliance on secret interpretations of the law and battered by years of misleading and deceptive statements that senior officials made to the American people. These statements did not protect sources and methods that were useful in fighting terror. Instead they hid bad policy choices and violations of the liberties of the American people. For example, the director of the NSA said publicly that the NSA doesn’t hold data on U.S. citizens. That was obviously untrue.  Justice Department officials testified that section 215 of the Patriot Act is analogous to grand jury subpoena authority. And that deceptive statement was made on multiple occasions. Officials also suggested that the NSA doesn’t have the authority to read Americans’ emails without a warrant but the FISA court opinions declassified last August showed that wasn’t true either.

The recent revelations by the whistleblower Edward Snowden were fascinating. But they - and all the reactions to them - had one enormous assumption at their heart.That the spies know what they are doing.It is a belief that has been central to much of the journalism about spying and spies over the past fifty years. That the anonymous figures in the intelligence world have a dark omniscience. That they know what's going on in ways that we don't.It doesn't matter whether you hate the spies and believe they are corroding democracy, or if you think they are the noble guardians of the state. In both cases the assumption is that the secret agents know more than we do.

But the strange fact is that often when you look into the history of spies what you discover is something very different.It is not the story of men and women who have a better and deeper understanding of the world than we do. In fact in many cases it is the story of weirdos who have created a completely mad version of the world that they then impose on the rest of us.I want to tell some stories about MI5 - and the very strange people who worked there. They are often funny, sometimes rather sad - but always very odd.The stories also show how elites in Britain have used the aura of secret knowledge as a way of maintaining their power. But as their power waned the "secrets" became weirder and weirder.They were helped in this by another group who also felt their power was waning - journalists. And together the journalists and spies concocted a strange, dark world of treachery and deceit which bore very little relationship to what was really going on. And still doesn't.

Here is Chapman Pincher being interviewed on the Wogan programme about what then happened. Up to this point Pincher had been the Defence correspondent on the Daily Express. He was successful for getting "scoops" from "inside sources" - although the historian EP Thompson said that really Chapman Pincher was:"A kind of official urinal in which ministers and intelligence and defence chiefs could stand patiently leaking."What the dissident MI5 agents now told Pincher was like super high-grade piss. Or, as he puts it in the Wogan interview, "it was like walking into an Aladdin's Cave". But what Pincher wrote was going to open the floodgates to a new kind of conspiracy journalism that still holds sway over large parts of the media imagination.Have a look at him and decide yourself - high grade toilet or investigative journalist? Or maybe often they are the same thing?

What we saw in Syria last week should shock the conscience of the world. It defies any code of morality. Let me be clear: The indiscriminate slaughter of civilians, the killing of women and children and innocent bystanders, by chemical weapons is a moral obscenity. By any standard it is inexcusable, and despite the excuses and equivocations that some have manufactured, it is undeniable.

By Pepe Escobar Don't count on a female Saudi playwright writing a 21st century remix of John Osborne's Look Back in Anger starring a bunch of non-working class Saudi royals. But anger it is - from King Abdullah downwards; not only at the UN's "double standards" but especially - hush hush - at the infidel Obama administration. This is the official Saudi explanation for spurning a much-coveted two-year term at the UN Security Council, only hours after its nomination. No wonder the House of Saud's unprecedented self-beheading move was praised only by the usual minion suspects; petro-monarchies of the Gulf Counter-revolution Club, aka Gulf <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> Cooperation Council (GCC) as well as Egypt, who now depends on Saudi money to pay its bills and barely survive. Kuwait shared Riyadh's pain, enough to send "a message to the world". The UAE said the UN now had the "historical responsibility" to review its role. Bahrain - invaded by the Saudis in 2001 - stressed the "clear and courageous stand". Cairo said the whole thing was "brave".

How brave, indeed, to lobby Arab and Pacific nations for two years, and to spend a fortune training a dozen diplomats in New York for months just to say "no" when you get the prize. The House of Saud would have replaced Pakistan with a Pacific seat; Morocco stays until 2015, in an African seat. As early as five months ago the Saudi seat was considered a done deal at the UN.

Apart from a few Middle Eastern spots, no one is seriously losing sleep over the adolescent Saudi move - which displays a curious notion of leverage, as in choosing a PR spin reinventing the corrupt petro-monarchy as the "principled" champions of a cause (UN reform) just as they might have a crack at trying to influence it from within. That would have implied more scrutiny. For instance, this Monday the Human Rights Council, another UN institution, duly blasted Saudi Arabia on its sterling record of discrimination against women and sectarianism, following reports by Human Rights Watch and Amnesty International. As a member of the UN Security Council, the discrepancy between the medievalist reality inside Saudi Arabia and its lofty "reformist" agenda would be even more glaring.

From a British diplomatic source I learn that Britain has lobbied the United States against the publication of the Senate Intelligence Committee report on torture and extraordinary rendition.  The lobbying has been carried out “at all levels” – White House, State Department and CIA.  The British have argued that at the very least the report must be emasculated before publication. The British argument is that in a number of court cases including the Belhadj case, the British government has successfully blocked legal action by victims on the grounds that this would weaken the US/UK intelligence relationship and thus vitally damage national security, by revealing facts the American intelligence service wish hidden.  [We will leave aside for the moment the utter shame of our servile groveling judges accepting such an argument].  The British Government are now pointing out to the Americans that this argument could be fatally weakened if major detail of the full horror and scope of torture and extraordinary rendition is revealed by the Senate Intelligence Committee.  The argument runs that this could in turn lead to further revelations in the courts and block the major defence against prosecutions of Blair, Straw and Dearlove, among others, potentially unleashing a transatlantic wave of judicial activism. The unabashed collusion of two torturing security states in concealing the truth of their despicable acts – including complicity in the torture of women and minors – and blocking criminal prosecution of the guilty is a sign of how low public ethics have sunk.  Fortunately there are still a few people in the British Foreign Office disgusted enough to leak it.

Disinformation succeeds because so many people and interest groups across the political spectrum find that it serves their agendas as well as the agenda of the government. Consider for example the explanation of 9/11 that blamed Muslim terrorists for the attack. This served the interests of the neoconservatives, the private armaments companies, the US military, the private security companies, government security agencies such as the CIA, the left-wing, the right-wing, the Israel Lobby, and the print and TV media. The official explanation gave the neoconservatives the “new Pearl Harbor” that they needed for their program of invasions of Middle Eastern countries. The private armaments companies could look forward to decades of high profits. Wars always bring the military rapid promotions and higher retirement benefits. Private manufacturers of security equipment and spyware enjoy a rising demand for their products and have grown fat from the products sold to the TSA and NSA. Homeland Security has vastly expanded the federal workforce and administrative positions. The left-wing has proof of “blowback” caused by US interference in the internal affairs of other countries. The right-wing has proof that America has enemies against whom defense at all costs is necessary. The Israel Lobby has the US to overthrow the regimes in the way of Israel’s territorial expansion. The media has the story of the century with which to boost ratings and curry the favor of government.

In other words, the government’s story cannot stand the light cast by the facts and independent experts, and the government’s false story must be protected by shutting down the truth-telling experts. The government, Sunstein argued, needs to either gain control over these experts or to shut them down. Just as many different collections of interest groups and people have stakes in the Obama regime’s story of the killing of Osama bin Laden by US Navy SEALS in Abbottabad, Pakistan. This story and its selling by an enthusiastic media guaranteed Obama’s reelection. It served the emotions of super patriots desperate for revenge who wear their gullibility on their sleeves. It served the myth of CIA and NSA prowess. It served the reputation of the killing power of US Special Forces teams. It proved that America won even though it lost the wars in Iraq and Afghanistan. All the trillions of dollars spent were worth it. We got revenge on the guy who did 9/11. No one remembered that the US government, unable to find bin Laden for 10 years, had settled on a different “9/11 mastermind,” Khalid Sheikh Mohammed, and had him water-boarded 183 times until he confessed to being responsible for 9/11. If Khalid Sheikh Mohammed “was responsible for the 9/11 operation from A to Z,” why were SEALS sent, illegally, into Pakistan to murder bin Laden? As the FBI says, there is no evidence that bin Laden is responsible for 9/11. That is why bin Laden was not wanted on that charge by the FBI, as the FBI publicly stated.

Judicial Watch has been trying to pry the (nonexistent) photos of a dead bin Laden from the government’s hands. For “national security reasons” the US government does not want anyone to see evidence that supports its far-fetched tale of bin Laden’s murder. The photographic evidence of a successful raid are off limits. They are like the alleged videos of the airliner hitting the Pentagon that we are not permitted to see for “national security reasons.” In other words, the photos and videos do not exist and never did. No government, not even the American one, would be so totally stupid as to withhold the evidence for its claims. The government, seeing its unbelievable stories lose believability at home and abroad used Judicial Watch’s lawsuit to boost the credibility of its story. Judicial Watch filed a Freedom of Information Act lawsuit for the photos that the Obama regime alleged to have of the murdered bin Laden but refused to release. Obviously, the government has no such photos and never had any such photos. But the government does not need evidence when it can rely on the gullibility of the American people.

The ISIS phenomenon is as bizarre as it is horrifying. These jihadists (led by a mystery man named Abu Bakr al-Baghdadi, a.k.a. Abu Dua, a.k.a. "The Ghost" -- about whom, much more below) have achieved sudden, dramatic success. Yet nearly everyone in the Islamic world detests them. Although ISIS is often described as an offshoot of Al Qaeda, ISIS managed to alienate even Ayman al-Zawahiri, the man who assumed Bin Laden's "throne." Even fighters for the rival Nusra front -- the Syrian rebels who eat hearts and desecrate churches -- temporarily broke with ISIS, on the grounds that ISIS is too extreme. If you've been paying any attention to the news, you already know that ISIS took over Mosul, the second largest city in Iraq, which thousands of people have fled. They have also reportedly taken Tikrit, the birthplace of Saddam Hussein, although some accounts hold that government forces have retaken the city. The situation is so dire that even Iran has offered to help their one-time foes in Iraq. Of course, Shi'ite Iran does not want to see a powerful neighbor ruled by ultra-radical Sunnis.

From the Washington Post: Meanwhile in Mosul, one of Iraq’s most important cities, ISIS set about asserting its control, issuing an 11-point charter spelling out the creation of an Islamic state along with new laws, punishments and incentives. Alcohol, cigarettes and drugs are outlawed, citizens will henceforth be required to pray five times a day, thieves will have their hands amputated and women must stay indoors except in cases of emergency, the charter said. “To those of you who ask, who are you? The answer: We are the soldiers of the Islamic State of Iraq and Syria . . . who took it upon ourselves to bring back the glory of the Islamic Caliphate and turn back injustice and indignity,” the charter announced. Never forget who is responsible for this disaster: The neoconservatives.

As noted above, and as we have seen in earlier posts, the United States insured that weaponry from Libya went to anti-Assad jihadists. Before that, we supported jihadis fighting against Gaddafy of Libya:

The unfortunate re-eruption of warfare in Iraq will lead to many more questions for Hillary Clinton about her past support for the war—a rather unfortunate thing from her point of view, given the issue was a key reason for her 2008 Democratic presidential primary loss.

One of the central animating concerns of the anti-war movement—from the Cindy Sheehan encampment to a young Senator named Barack Obama’s describing soldiers from Illinois who had been badly maimed by battle—was for the thousands of US troops dying, and the thousands more being injured, in what was ultimately a needless war. When George W. Bush would bash war opponents as people who didn’t “support the troops,” the anti-war refrain was: that’s exactly what we’re doing. Hillary perhaps does not accept that argument—or if she does, it’s hard to tell. When Terry Gross went after Clinton last week on NPR on gay marriage, she was trying to get at a basic question: Did Hillary always support gay marriage but withhold her public support for political reasons? What about all the people being denied rights, how might they have been helped sooner if she spoke out? Here, Hillary seems to be pre-answering that same question as it applies to Iraq, and giving a pretty terrible answer for why she didn’t speak her mind on the war.

Iraq is on the verge of full-scale civil war along the fault lines set in place when U.S. troops invaded and occupied the country more than a decade ago. We need to demand that our government do five things right away: First, do no harm. There is no military solution in Iraq—so end the threats of airstrikes, bring home the evac troops and Special Forces, and turn the aircraft carrier around. Second, call for and support an immediate arms embargo on all sides. That means pressuring U.S. regional allies to stop providing weapons and money to various militias. Third, engage immediately with Iran to bring pressure to bear on the Iraqi government to end its sectarian discrimination, its violence against civilians, and its violations of human rights.

Fourth, engage with Russia and other powers to get the United Nations to take the lead in organizing international negotiations for a political solution to the crisis now enveloping Iraq as well as Syria. Those talks must include all sides, including non-violent Syrian and Iraqi activists, civil society organizations, women, and representatives of refugees and displaced people forced from their homes. All relevant outside parties, including Iran, must be included. Building on the success of the ongoing nuclear negotiations with Iran, Washington should continue to broaden its engagement with Tehran with the goal of helping to bring the Syrian and Iraqi wars to an immediate end.

Fifth, get help to the people who need it. The Iraq war is creating an enormous new refugee and humanitarian crisis, escalating the crisis of the Syrian war, and spreading across the entire region. The United States has pledged one of the largest grants of humanitarian aid for refugees from Syria, but it is still too small, and much of it has not been paid out. Simultaneously with the announcement of an immediate arms embargo, Washington should announce a major increase in humanitarian assistance for all refugees in the region to be made immediately available to UN agencies, and call on other countries to do the same. This is how wars can be stopped.

Amid the horrific headlines about the fanatical Islamist sect Boko Haram that should make Nigerians cringe, here’s a line from a recent Guardian article that should make Americans do the same, as the U.S. military continues its “pivot” to Africa: “[U.S.] defense officials are looking to Washington’s alliance with Yemen, with its close intelligence cooperation and CIA drone strikes, as an example for dealing with Boko Haram.” In fact, as the latest news reports indicate, that “close” relationship is proving something less than a raging success.  An escalating drone campaign against al-Qaeda in the Arabian Peninsula (AQAP) has resulted in numerous dead “militants,” but also numerous dead Yemeni civilians -- and a rising tide of resentment against Washington and possibly support for AQAP.  As the Washington-Sana relationship ratchets up, meaning more U.S. boots on the ground, more CIA drones in the skies, and more attacks on AQAP, the results have been dismal indeed: only recently, the U.S. embassy in the country’s capital was temporarily closed to the public (for fear of attack), the insurgents launched a successful assault on soldiers guarding the presidential palace in the heart of that city, oil pipelines were bombed, electricity in various cities intermittently blacked out, and an incident, a claimed attempt to kidnap a CIA agent and a U.S. Special Operations commando from a Sana barbershop, resulted in two Yemeni deaths (and possibly rising local anger).  In the meantime, AQAP seems ever more audacious and the country ever less stable.  In other words, Washington’s vaunted Yemeni model has been effective so far -- if you happen to belong to AQAP.

One of the poorer, less resource rich countries on the planet, Yemen is at least a global backwater.  Nigeria is another matter.  With the largest economy in Africa, much oil, and much wealth sloshing around, it has a corrupt leadership, a brutal and incompetent military, and an Islamist insurgency in its poverty-stricken north that, for simple bestiality, makes AQAP look like a paragon of virtue.  The U.S. has aided and trained Nigerian “counterterrorism” forces for years with little to show.  Add in the Yemeni model with drones overhead and who knows how the situation may spin further out of control.  In response to Boko Haram’s kidnapping of 276 young women, the Obama administration has already sent in a small military team (with FBI, State Department, and Justice Department representatives included) and launched drone and "manned surveillance flights," which may prove to be just the first steps in what one day could become a larger operation.  Under the circumstances, it’s worth remembering that the U.S. has already played a curious role in Nigeria’s destabilization, thanks to its 2011 intervention in Libya.  In the chaos surrounding the fall of Libyan autocrat Muammar Qaddafi, his immense arsenals of weapons were looted and soon enough AK-47s, rocket-propelled grenades, and other light weaponry, as well as the requisite pick-up trucks mounted with machine guns or anti-aircraft guns made their way across an increasingly destabilized region, including into the hands of Boko Haram.  Its militants are far better armed and trained today thanks to post-Libyan developments.

All of this, writes Nick Turse, is but part of what the U.S. military has started to call the “new normal” in Africa.  The only U.S. reporter to consistently follow the U.S. pivot to that region in recent years, Turse makes clear that every new African nightmare turns out to be another opening for U.S. military involvement.  Each further step by that military leads to yet more regional destabilization, and so to a greater urge to bring the Yemeni model (and its siblings) to bear with... well, you know what effect.  Why doesn’t Washington?

Dozens of men, women and children were killed in the early hours of Sunday as Israel indiscriminately shelled the eastern Gaza City neighborhood of Shujaiya. Some sixty bodies have already been removed from the rubble of homes and apartment buildings, and the number of injured is more than two hundred, Palestinian health ministry spokesman Dr. Ashraf al-Qidra told local media.

But the true death toll could be even higher. The International Committee of the Red Cross said it coordinated a two-hour “humanitarian truce” to allow the rescue of the injured and the removal of bodies.

The latest massacre brings to more than 420 the number of Palestinians killed in Israel’s bombardment of Gaza, now entering its second week. More than 3,000 people have been injured and tens of thousands have fled their homes, with many seeking shelter in UN-run schools.

President Obama’s plan to destroy the Islamic State militant organization, also known as ISIL, puts the United States on the brink of another war.   Although Congress has not authorized the use of military force against ISIL, the President has been bombing targets in Iraq for more than 60 days.  While the President may have defined our enemy, there are still serious questions that have not been answered—and should be—before our nation once again puts our men and women in uniform in harm’s way. We urge Congress to hold a robust, transparent and fact-based debate. Perhaps the first question that must be answered is whether this new war can be waged under the existing 2001 and 2002 Authorizations for Use of Military Force (AUMF).  If the President is utilizing either of these two authorizations, then he must release the Office of Legal Counsel justifications for doing so.

Congress must debate and decide whether to authorize the continued use of force against ISIL. This would also provide legal justification should the President seek to extend current military action into Syria, where ISIL enjoys a base of support.  The parameters of our military action should be clear—the President should not expect to be given a “blank check.”  Beyond the question of legal authority, Congress and the President need to be clear on how this war will be funded, how success will be measured and when it will end.

Republican and Democratic voters see the economy, jobs, and fixing the federal government as important to their congressional vote this year, but prioritize other issues quite differently. Republicans and Republican leaners rate the situation with Islamic militants and the deficit in their top five issues. For Democrats and Democratic leaners, the top five issues include equal pay for women and the way income and wealth are distributed in the U.S.

The United States and "partner nation forces" have expanded airstrikes against the Islamic State into Syria, broadening the war with the jihadist group beyond Iraq. Additionally, the US targeted the Khorasan Group, a coordinating council made up of al Qaeda leaders in Syria. US military officials involved in the operation told The Long War Journal that the strike package includes US B-1 bombers, carrier-based F/A-18 fighters and ground-based F-15s and F-16s, remotely piloted drones, and Tomahawk cruise missiles launched from warships. Airstrikes targeted Islamic State command and control centers in Raqqah, the jihadist group's de facto capital in Raqqah province in eastern Syria, as well as arms caches, supply depots, and ground units near the Iraqi border. Rear Admiral James Kirby, the Pentagon's spokesman, confirmed that airstrikes have begun. "I can confirm that US military and partner nation forces are undertaking military action against ISIL [Islamic State] terrorists in Syria using a mix of fighter, bomber and Tomahawk Land Attack Missiles," Kirby said in a statement obtained by The Long War Journal. In the early morning of Sept. 23, US Central Command, or CENTCOM, which is directing the operations in Iraq and Syria, provided further details of the attack.

Fourteen strikes against the Islamic State were executed using by "a mix of fighters, bombers, remotely piloted aircraft and Tomahawk Land Attack Missiles," according to a statement by CENTCOM. Forty-seven cruise missiles were "launched from the USS Arleigh Burke and USS Philippine Sea, which were operating from international waters in the Red Sea and North Arabian Gulf." "The strikes destroyed or damaged multiple ISIL targets in the vicinity of the towns of Raqqah in north central Syria, Dier al Zour, and Abu Kamal in eastern Syria and Hasakah in northeastern Syria," the statement says. "The targets included ISIL fighters, training compounds, headquarters and command and control facilities, storage facilities, a finance center, supply trucks and armed vehicles." According to the Syrian Observator for Human Rights, more than 70 Islamic State fighters were killed in the strikes and and over 300 were wounded. Other countries that participated in the operation include Bahrain, Jordan, Saudi Arabia, Qatar and the United Arab Emirates. Additionally, the US launched eight airstrikes against "a network of seasoned al Qaeda veterans - sometimes referred to as the Khorasan Group - who have established a safe haven in Syria to develop external attacks, construct and test improvised explosive devices and recruit Westerners to conduct operations." The strikes targeted "training camps, an explosives and munitions production facility, a communication building and command and control facilities" as part of an effort "to disrupt the imminent attack plotting against the United States and Western interests."

CENTCOM did not provide details on the names or numbers of Islamic State and al Qaeda fighters killed. The Syrian Observatory for Human Rights reported that "no less than 50 fighters from Jabhat al-Nusra (most of them were Syrian fighters), were killed by air strikes by the warplanes of the international coalition." In addition, eight civilians, including three children and a women, are reported to have been killed. CENTCOM was clear that only the US targeted al Qaeda's network in Syria. The Khorasan Group is closely tied to the Al Nusrah Front and other jihadist groups in Syria, which are at odds with the Islamic State. These groups are poised to gain from any setbacks to the rival Islamic State. President Barrack Obama stated 13 days ago that the US air campaign against the Islamic State, which began in northern Iraq on Aug. 7, would be expanded into Syria. US and French warplanes are now operating over Irbil, Sinjar, Kirkuk, the Mosul and Haditha dams, southwest of Baghdad (likely in Jurf al Sakhar in northern Babil), and somewhere on the Euphrates River. According to CENTCOM, the US has launched 194 airstrikes in Iraq since Aug. 7. The Islamic State has threatened to retaliate against the US and other Western countries that participate in military action against the jihadist group. Just yesterday, Abu Muhammad al Adnani, the spokesman for the Islamic State, called for Muslims in Western countries to wage jihad. The White House has acknowledged for the first time that strict standards President Obama imposed last year to prevent civilian deaths from U.S. drone strikes will not apply to U.S. military operations in Syria and Iraq. A White House statement to Yahoo News confirming the looser policy came in response to questions about reports that as many as a dozen civilians, including women and young children, were killed when a Tomahawk missile struck the village of Kafr Daryan in Syria's Idlib province on the morning of Sept. 23.

At the same time, however, Hayden said that a much-publicized White House policy that President Obama announced last year barring U.S. drone strikes unless there is a “near certainty” there will be no civilian casualties — "the highest standard we can meet," he said at the time — does not cover the current U.S. airstrikes in Syria and Iraq. The “near certainty” standard was intended to apply “only when we take direct action ‘outside areas of active hostilities,’ as we noted at the time,” Hayden said in an email. “That description — outside areas of active hostilities — simply does not fit what we are seeing on the ground in Iraq and Syria right now.”

Hayden added that U.S. military operations against the Islamic State (also known as ISIS or ISIL) in Syria, "like all U.S. military operations, are being conducted consistently with the laws of armed conflict, proportionality and distinction." The laws of armed conflict prohibit the deliberate targeting of civilian areas and require armed forces to take precautions to prevent inadvertent civilian deaths as much as possible. But one former Obama administration official said the new White House statement raises questions about how the U.S. intends to proceed in the conflict in Syria and Iraq, and under what legal authorities.
