It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).

The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.

But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats. Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

It’s hard to overestimate the value of planning in advance, especially when it comes to getting reservations in popular restaurants and invading countries by military force. In the week of the May 9th Victory Day two significant failures took place  each one remarkable in its own way. Each event went completely unreported by the Western corporate and government media, but discussed on Social Media.

In the following three weeks after the incident with the USS Florida, while Russia was preparing for Victory Day celebrations and all eyes were on Moscow, attention of Ukrainians was fully concentrated on the visit of Victoria Nuland to Kiev on April 26th allegedly to discuss the implementation of the Minsk II Agreement and the future elections in Donetsk and Lugansk republics. Since the day when President Putin said that the republics can have their elections anytime they want, the question of these elections ceased to be a subject of blackmail toward the Kremlin.   It appeared that the true reason for Nuland’s visit could be located to the west of Kiev, rather than the east. Just recently, Robert D. Kaplan, a former Stratfor’s Chief Geopolitical Analyst, and currently a senior fellow at the Center for a New American Security (CNAS) has published a book “In Europe’s Shadow” where he lays out a plan to reunite Romania with “its lost province of Moldova.” Nuland visited Moldova back in January, with the task to coerce Moldova’s government and its oligarchs to change the country’s Constitution provision of neutrality. Before she left, she gave a short speech at the American Embassy in Bucharest after a private dinner with PM Ciolos and President Klaus. “We powerfully support the desire of the people in Moldova to have responsible leaders who can implement reforms. This is the best way to assure the future of Moldova. Romania and the United States, in conjunction with NATO, have support programs in place to assure the security of Moldova but the government has to work to implement these programs.”

Moldova is one of the poorest countries in Eastern Europe, and its economy heavily relies on Russia. According to the CIA Fact Book: Moldova’s annual remittances of about $1.12 billion comes from the roughly one million Moldovans working in Europe, Russia, and other former Soviet Bloc countries; Moldova imports almost all of its energy supplies from Russia and Ukraine; Moldova’s dependence on Russian energy is underscored by a more than $5 billion debt to Russian natural gas supplier Gazprom; Moldova signed an Association Agreement and a Deep and Comprehensive Free Trade Agreement with the EU during fall 2014, however its biggest trade partner remains Russia. Everyone understands that a NATO membership will cut all economic ties with Russia, including jobs, and it will turn Moldova into a failed state, or in the CIA doublespeak, the country would stop being vulnerable to “Russian pressure.” Apparently, the failure of Moldova as a state, and its disappearance as a nation is also what the EU wants. On January 6, the new Moldovan Ambassador to Germany was presenting his credentials when, out of the blue, the German president asked the new ambassador what the procedure was for Republic of Moldova to formally unite with Romania. On May 4th, the Katehon reported on Vladimir Plahotniuc’s (the infamous Moldavian oligarch and mafia boss) visit to the US and his meeting with Victoria Nuland there. As the Victory Day celebration was approaching, we all fully anticipated from the US to conduct terror acts, military excursions/drills, and political and legal attacks on Russia as the US and the EU always do to harass Russia during its major national and Church holidays.

A leaked phone conversation between Victoria Nuland, assistant secretary of state for European and Eurasian affairs, and Geoffrey Pyatt, the US ambassador to Ukraine, has exposed the anti-democratic and colonialist character of the Obama administration’s intervention in the former Soviet republic. The discussion between the two officials includes a detailed review of which right-wing opposition figures Washington is working to install in office, and how it is using the United Nations to rubber-stamp the operation. While Germany and other European powers have worked closely with the Obama administration in promoting the violent protests against President Viktor Yanukovych, the leaked phone call reveals tensions between the imperialist powers. At one point Nuland tells Pyatt, “Fuck the EU.”

Nuland continues: “Yats [Yatsenyuk] is the guy that who’s got the economic experience, the governing experience.” Pyatt later warns Nuland that “Klitschko has been the top dog” within the opposition, and that she will need to “move fast on all this stuff” and speak with the UDAR leader as part of their “personality management” of the opposition leadership. The utter criminality of Washington’s drive to install a pliant regime in Kiev sharply emerges in Nuland and Pyatt’s discussion of Oleh Tyahnybok, the leader of the neo-fascist All-Ukrainian Union (Svoboda) party. Nuland describes Tyahnybok as one of the “big three” within the opposition leadership. The State Department operative goes on to tell Pyatt that “what [Yatsenyuk] needs [after he is installed in office] is Klitsch and Tyahnybok on the outside—he needs to be talking to them four times a week.” These remarks confirm that there is no confusion whatsoever within the Obama administration that it is working in partnership with fascist movements in Ukraine.

Tyahnybok is the leader of the Svoboda party, which was initially called the Social-National Party of Ukraine and featured a neo-Nazi logo. In 2004, Tyahnybok praised right-wing Ukrainian partisans in World War II, who, he declared, “did not fear, but took up their automatic rifles, going into the woods to fight Muscovites, Germans, Jewry and other filth.” He added that Ukraine still had to be liberated from a “Moscow-Jewish mafia.” In 2005, Tyahnybok signed an open letter to Ukrainian leaders demanding a halt to the “criminal activities” of “organised Jewry,” which, he declared, was attempting to commit “genocide” against the Ukrainian people. This is one of the “big three” figures with whom the Obama administration is working to install a client regime in Ukraine. Yesterday, Nuland met with several opposition figures, among them Oleh Tyahnybok. No details of the discussion have been made public, but Ambassador Pyatt released via Twitter a photo of a smiling Nuland posing next to the pro-Nazi leader and his colleagues.

On Tuesday, May 12th, U.S. Secretary of State John Kerry was asked at a press conference in Sochi Russia, to respond to Ukrainian President Petro Poroshenko’s recent statements promising renewed war against Donbass, which were made first on April 30th, “The war will end when Ukraine regains Donbass and Crimea,” and which were repeated on May 11th, by his saying, “I have no doubt, we will free the [Donetsk] Airport, because it is our land.” In other words, Poroshenko had repeatedly made clear that he plans a third invasion of Donbass, and, ultimately, also to invade and retake Crimea. (The Western press, however, had not reported any of these threats that were being made by Poroshenko.) Kerry responded: “ I have not had a chance – I have not read the speech. I haven’t seen any context. I have simply heard about it in the course of today [which would be shocking if true]. But if indeed President Poroshenko is advocating an engagement in a forceful effort at this time, we would strongly urge him to think twice not to engage in that kind of activity, that that would put Minsk in serious jeopardy. And we would be very, very concerned about what the consequences of that kind of action at this time may be.”

None of this was reported by Western ‘news’ media. Even Russia’s own Sputnik News, which was Russia’s main English-language medium reporting on Kerry’s comment, ignored this shocking assertion by the U.S. Secretary of State contradicting the nominal leader of the Ukrainian Government that the U.S. itself had installed in February 2014.  The Obama Administration now had slammed Poroshenko down on the key issue of whether to resume the war against Ukraine’s former Donbass region, and also slammed him on whether Ukraine should invade Crimea, which is Russian territory and would therefore mean a war against the Russian armed forces. America’s stooge-regime in Kiev was here being publicly taken to the woodshed about the advisability of yet another Ukrainian invasion of Ukraine’s former southeastern breakaway regions, Donbass and, even Crimea. 

Western ‘news’ media were far worse than a botch; they were outright dishonest. Typical was BBC, which headlined on May 12th, “Ukraine Crisis: Kerry Has ‘Frank’ Meeting with Putin,” and their article said nothing whatsoever about Kerry’s shocking slam-down of his Ukrainian stooge. To that ‘news’ report was also appended an “Analysis: Bridget Kendall, BBC News, Sochi,” which simply blathered, and concluded, “There was no breakthrough on anything.” That statement was the exact opposite of the truth. The one good, and, really, brilliant, news-analysis on this important matter, was from the legendary specialist on “the Empire’s [Washington’s] War on Russia,” the anonymous blogger who goes by the name, “The Saker.” His was not really a news-report, because he, too, failed to quote Kerry’s pathbreaking and shocking statement. He didn’t even quote the insignificant squib that Sputnik itself had quoted from Kerry’s remarks. Instead, he merely paraphrased Kerry, which is far less reliable than a quotation, and also far less informative than the packed shocker that Kerry actually delivered. Saker’s paraphrase was far briefer than was Kerry’s statement which is quoted here; it was merely: “Kerry made a few rather interesting remarks, saying that the Minsk-2  Agreement (M2A) was the only way forward and that he would strongly caution Poroshenko against the idea of renewing military operations.” That’s all there was to it. So, The Saker failed to provide a news-report on Kerry’s shocker. But his news-analysis  of its significance was superb, and it’s extremely worth reading (it’s worth clicking onto the link which will now be provided on the article’s title). That analysis was dated May 13th, and it was bannered, “Yet Another Huge Diplomatic Victory for Russia.”  

Russia’s parliament has approved President Putin’s request for the use of force inside neighboring Ukraine, as the latest neocon-approved “regime change” spins out of control and threatens to inflict grave damage on international relations, ex-CIA analyst Ray McGovern explains. By Ray McGovern Is “regime change” in Ukraine the bridge too far for the neoconservative “regime changers” of Official Washington and their sophomoric “responsibility-to-protect” (R2P) allies in the Obama administration? Have they dangerously over-reached by pushing the putsch that removed duly-elected Ukrainian President Viktor Yanukovych? Russian President Vladimir Putin has given an unmistakable “yes” to those questions – in deeds, not words. His message is clear: “Back off our near-frontier!”

Unless Obama is completely bereft of advisers who know something about Russia, it should have been a “known-known” (pardon the Rumsfeldian mal mot) that the Russians would react this way to a putsch removing Yanukovich. It would have been a no-brainer that Russia would use military force, if necessary, to counter attempts to use economic enticement and subversive incitement to slide Ukraine into the orbit of the West and eventually NATO. This was all the more predictable in the case of Ukraine, where Putin – although the bête noire in corporate Western media – holds very high strategic cards geographically, militarily, economically and politically.

Putin has many other cards to play and time to play them. These include sitting back and doing nothing, cutting off Russia’s subsidies to Ukraine, making it ever more difficult for Yanukovich’s successors to cope with the harsh realities. And Moscow has ways to remind the rest of Europe of its dependence on Russian oil and gas.

Venezuela seems to be following Ukraine on the neocon hit list for “regime change” as Washington punishes Caracas for acting against a perceived coup threat. But a broader problem is how the U.S. conflates “free markets” with “democracy,” giving “democracy” a bad name, writes Robert Parry.

The one common thread in modern U.S. foreign policy is an insistence on “free market” solutions to the world’s problems. That is, unless you’re lucky enough to live in a First World ally of the United States or your country is too big to bully.So, if you’re in France or Canada or – for that matter – China, you can have generous health and educational services and build a modern infrastructure. But if you’re a Third World country or otherwise vulnerable – like, say, Ukraine or Venezuela – Official Washington insists that you shred your social safety net and give free reign to private investors.

If you’re good and accept this “free market” domination, you become, by the U.S. definition, a “democracy” – even if doing so goes against the wishes of most of your citizens. In other words, it doesn’t matter what most voters want; they must accept the “magic of the market” to be deemed a “democracy.”Thus, in today’s U.S. parlance, “democracy” has come to mean almost the opposite of what it classically meant. Rather than rule by a majority of the people, you have rule by “the market,” which usually translates into rule by local oligarchs, rich foreigners and global banks.Governments that don’t follow these rules – by instead shaping their societies to address the needs of average citizens – are deemed “not free,” thus making them targets of U.S.-funded “non-governmental organizations,” which train activists, pay journalists and coordinate business groups to organize an opposition to get rid of these “un-democratic” governments.

“After three visits to Ukraine in five weeks, Victoria Nuland explains that in the past two decades, the United States has spent five Billion dollars ($5,000,000,000) to subvert Ukraine, and assures her listeners that there are prominent businessmen and government officials who support the US project to tear Ukraine away from its historic relationship with Russia and into the US sphere of interest (via “Europe”). Victoria Nuland is the wife of Robert Kagan, leader of the younger generation of “neo-cons”.  After serving as Hillary Clinton’s spokesperson, she is now undersecretary of state for Europe and Eurasia.”  Diana Johnstone  Hear Victoria Nuland’s very concise, almost victorious speech:  

Washington will soon be back at work on destabilizing the government of Iran again, a habit I suppose, but for the moment Washington is focused on destabilizing Ukraine. Ukraine has a democratically elected government, but Washington doesn’t like it because Washington didn’t pick it. The Ukraine or the western part of it is full of Washington funded NGOs whose purpose is to deliver Ukraine into the clutches of the EU where US and European banks can loot the country, as they looted, for example, Latvia, and simultaneously weaken Russia by stealing a large part of traditional Russia and converting it into US/NATO military bases against Russia. Perhaps Putin, an athlete, is distracted by the Olympic Games in Russia. Otherwise, it is something of a puzzle why Russia hasn’t put its nuclear missiles on high alert and occupied the western Ukraine with troops in order to prevent Ukraine’s overthrow by Washington’s money. Every country has citizens that will sell the country out for money, and western Ukraine is overflowing with such traitors. As we have seen for decades, Arabs and Muslims will sell out their people for Western money. So will western Ukrainians. The NGOs financed by Washington are committed to delivering Ukraine into Washington’s hands where Ukrainians can become American serfs and this integral part of Russia can become a staging ground for the US military. Of all the violent protests that we have witnessed, the Ukrainian one is the most orchestrated.

On February 6, Zero Hedge, one of the intelligent and informed Internet sites, posted a leaked recording from the despicable Victoria Nuland, an Assistant Secretary of State in the Obama Regime. Nuland is caught discussing with the US envoy to Ukraine, Geoffrey Pyatt, Washington’s choice for who heads the next Ukrainian government. Nuland is incensed that the European Union has not joined Washington in imposing sanctions on the Ukrainian government in order to complete Washington’s takeover of Ukraine. Nuland speaks as if she is God with the God-given right to select the government of Ukraine, which she proceeds to do. The EU, as corrupt as it is by Washington’s money, nevertheless understands being made rich by Washington is no protection agains Russian nuclear missiles. Nuland’s response to Europe’s hesitancy to risk its existence for the benefit of US hegemony is: “Fuck the EU.” So much for Washington’s attitude toward its captive allies and the peoples of the world.

To say that this is a stunning development would be an understatement. For one thing, this means that the so-called “isolation of Russia” is now officially over, even for the “Indispensable Empire”. Second, this is, as far as I know, the first official US endorsement of M2A.  This is rather humiliating for the US considering that M2A was negotiated without the Americans. Third, for the very first time the US has actually warned the Ukronazi junta against a military attack.  This, at a time when the Ukronazis are in a state of bellicose frenzy and Poroshenko just promised to re-conqueor not only the Donetsk Airport, but all of the Donbass and even Crimea, show that for the very first time the US and Kiev are not on the same page.

German officials, including some in Merkel’s office, have recently referred to U.S. statements of Russian involvement in the Ukraine fighting as “dangerous propaganda,” and the German newsmagazine Der Spiegel went so far as to ask: “Do the Americans want to sabotage the European mediation attempts in Ukraine led by Chancellor Merkel?”That was a reference to Merkel’s and French President Francois Hollande’s meetings last month in Minsk, Belarus, with Ukrainian President Petro Poroshenko and Russian President Vladimir Putin to hash out a cease-fire. While the separatists completed their takeover of the Ukrainian city of Debaltseve after the cease-fire went into effect, it’s generally considered to be holding.All sides agree that Russia is supporting the separatists, something a NATO official stressed in responding to German frustrations, saying that there’s “broad agreement on the overall situation.”But Germans and other Europeans are concerned that U.S. Air Force Gen. Philip Breedlove – the NATO supreme allied commander, Europe – and Victoria Nuland, the assistant secretary of state for Europe, have been exaggerating the extent of Russian involvement in the conflict.Of particular concern are Breedlove’s figures on the numbers of troops and tanks Russia reportedly has transferred to Ukraine. The numbers Breedlove offers are routinely higher than those of other intelligence agencies, and Europeans fear he’s playing to an American audience, which they think doesn’t advance peace efforts.

Der Spiegel reported that the first example came early in the conflict, when Breedlove announced that Russia had massed 40,000 troops at the Ukrainian border, and he called the situation “incredibly alarming.” Other NATO nations detected far fewer troops – some said fewer than 20,000 – and ruled out an invasion, saying the “composition and equipment” of the forces were “not appropriate for an invasion or attack,” according to Der Spiegel.Numerous German news reports also have noted a vast difference between the number of Russian troops that European NATO members have estimated are in Ukraine’s conflicted Donbas region and what American NATO commanders have announced. It’s 600, according to the Europeans, versus the 12,000 to 20,000 estimated by U.S. commanders.Last month, Ukrainian military officials said the Russians had moved 50 tanks and dozens of rocket launchers across the border near Luhansk, and a U.S. general said Russian troops had directly interfered in the battles. But German intelligence could verify only that a few armored vehicles had been moved.According to German media reports, a top-level German government official worried that “partly incorrect claims or exaggerated claims could gamble away trust for the entire West.”

Exclusive: A problem with President Obama’s plan to expand the war against ISIS into Syria was always the risk that Syrian air defenses might fire on U.S. warplanes, but now a source says Syria’s President Assad has quietly agreed to permit strikes in some parts of Syria, reports Robert Parry.

The Obama administration, working through the Russian government, has secured an agreement from the Syrian regime of Bashar al-Assad to permit U.S. airstrikes against Islamic State targets in parts of Syria, according to a source briefed on the secret arrangements. The reported agreement would clear away one of the chief obstacles to President Barack Obama’s plan to authorize U.S. warplanes to cross into Syria to attack Islamic State forces – the concern that entering Syrian territory might prompt anti-aircraft fire from the Syrian government’s missile batteries.

In essence, that appears to be what is happening behind the scenes in Syria despite the hostility between the Obama administration and the Assad government. Obama has called for the removal of Assad but the two leaders find themselves on the same side in the fight against the Islamic State terrorists who have battled Assad’s forces while also attacking the U.S.-supported Iraqi government and beheading two American journalists.

Ukraine’s protest standoff came dangerously close to becoming a direct confrontation between Russia and the United States on Thursday as shockingly unguarded words from Washington and Moscow officials reached public ears, either voluntarily or otherwise.A recording of a phone conversation between two senior U.S. diplomatic officials, in which they discussed their efforts to influence the membership of the Ukrainian government that would be formed to replace the one dismissed under protester pressure by President Viktor Yanukovych, was leaked to the public – almost certainly by an intelligence agency – just as one of Russian President Vladimir Putin’s top aides issued a direct threat to the United States over its involvement in Ukrainian affairs.

Mr. Yanukovych’s explicitly pro-Russian government has long been accused of being a puppet of Mr. Putin – especially after it abandoned a European Union open-borders treaty in November to instead endorse a trade-and-aid deal with Russia, a move that angered many Ukrainians and provoked the protests that have convulsed the nation for two months.But now, with the leak of the apparently bugged State Department call, the Kremlin and Mr. Yanukovych have new ammunition with which it can accuse the protesters of being puppets of U.S. and European agendas.

The call, if it is genuine, was posted on YouTube by an anonymous source on Tuesday under the headline “puppets of Maidan,” a reference to the protests in Kiev’s central square. It was then linked on Twitter by Russian government officials on Thursday – exactly as U.S. and European Union officials were descending on Kiev to try to broker a resignation, a new election and a constitutional change from Mr. Yanukovych.The voices the audio resemble those of Assistant Secretary of State Victoria Nuland and Geoffrey Pyatt, the U.S. ambassador to Ukraine. They appear to be talking about their preference of political party leaders to form a new Ukrainian government, and about their efforts, including several phone calls to Mr. Yanukovych by Vice President Joe Biden, to influence that outcome. The EU was prepared to begin negotiating government-opposition talks toward a new government on Friday.Much of the call is devoted to efforts to keep Ukrainian liberal parties in government, and to prevent right-wing ultranationalist parties, which have been prominent in the protest movement, from gaining influence.

Since the end of the Cold War the United States has been surrounding Russia, building one base after another, ceaselessly looking for new ones, including in Ukraine; one missile site after another, with Moscow in range; NATO has grabbed one former Soviet Republic after another. The White House, and the unquestioning American mainstream media, have assured us that such operations have nothing to do with Russia. And Russia has been told the same, much to Moscow’s continuous skepticism. “Look,” said Russian president Vladimir Putin about NATO some years ago, “is this is a military organization? Yes, it’s military. … Is it moving towards our border? It’s moving towards our border. Why?” The Holy Triumvirate would love to rip Ukraine from the Moscow bosom, evict the Russian Black Sea Fleet, and establish a US military and/or NATO presence on Russia’s border. (In case you were wondering what prompted the Russian military action.) Kiev’s membership in the EU would then not be far off; after which the country could embrace the joys of neo-conservatism, receiving the benefits of the standard privatization-deregulation-austerity package and join Portugal, Ireland, Greece, and Spain as an impoverished orphan of the family; but no price is too great to pay to for being part of glorious Europe and the West!

The Ukrainian insurgents and their Western-power supporters didn’t care who their Ukrainian allies were in carrying out their coup against President Viktor Yanukovych last month … thugs who set policemen on fire head to toe … all manner of extreme right-wingers, including Chechnyan Islamic militants … a deputy of the ultra-right Svoboda Party, part of the new government, who threatens to rebuild Ukraine’s nukes in three to six months. … the snipers firing on the protestors who apparently were not what they appeared to be – A bugged phone conversation between Urmas Paet, the Estonian foreign minister, and EU foreign policy chief Catherine Ashton, reveals Paet saying: “There is now stronger and stronger understanding that behind the snipers it was not Yanukovych, but it was somebody from the new coalition.” … neo-Nazi protestors in Kiev who have openly denounced Jews, hoisting a banner honoring Stepan Bandera, the infamous Ukrainian nationalist who collaborated with the German Nazis during World War II and whose militias participated in atrocities against Jews and Poles. The Israeli newspaper Haaretz reported on February 24 that Ukrainian Rabbi Moshe Reuven Azman advised “Kiev’s Jews to leave the city and even the country.” Edward Dolinsky, head of an umbrella organization of Ukrainian Jews, described the situation for Ukrainian Jews as “dire” and requested Israel’s help. All in all a questionable gang of allies for a dubious cause; reminiscent of the Kosovo Liberation Army thugs Washington put into power for an earlier regime change, and has kept in power since 1999.

The now-famous recorded phone conversation between top US State Department official Victoria Nuland and the US ambassador to the Ukraine, wherein they discuss which Ukrainians would be to Washington’s liking in a new government, and which not, is an example of this regime-change mentality. Nuland’s choice, Arseniy Yatseniuk, emerged as interim prime minister. The National Endowment for Democracy, an agency created by the Reagan administration in 1983 to promote political action and psychological warfare against states not in love with US foreign policy, is Washington’s foremost non-military tool for effecting regime change. The NED website lists 65 projects that it has supported financially in recent years in Ukraine. The descriptions NED gives to the projects don’t reveal the fact that generally their programs impart the basic philosophy that working people and other citizens are best served under a system of free enterprise, class cooperation, collective bargaining, minimal government intervention in the economy, and opposition to socialism in any shape or form. A free-market economy is equated with democracy, reform, and growth; and the merits of foreign investment in their economy are emphasized. The idea was that the NED would do somewhat overtly what the CIA had been doing covertly for decades, and thus, hopefully, eliminate the stigma associated with CIA covert activities. Allen Weinstein, who helped draft the legislation establishing NED, declared in 1991: “A lot of what we do today was done covertly 25 years ago by the CIA.”

Support it or oppose it, a coup d’état took place in Kiev after an EU-brokered agreement was signed by the Ukrainian government and the mainstream opposition on Feb. 21. The agreement called for power sharing between both sides through the formation of a national unity government and for an end to the opposition-led street protests in Kiev. President Viktor Yanukovych ordered the Ukrainian police and security forces to withdraw from their positions, and even earlier, he had made multiple concessions to the opposition leadership. Instead of keeping its end of the bargain, the Ukrainian mainstream opposition executed a coup through the use of violence by organized ultra-nationalist gangs, which some analysts have compared to stay-behinds or secretive militias that were created by NATO during the Cold War. These armed ultra-nationalist groups took over administrative bodies in Ukraine and fought until they managed to oust the Ukrainian government and opened the path for opposition leaders to take power on Feb. 25. The Ukrainian mainstream opposition used the EU-brokered agreement, which the Brussels-based European Commission deliberately refused to enforce, as a means of justifying the formation of a coup-imposed government.

In the absence of almost half the Ukrainian Verkhovna Rada, or Ukrainian Parliament, the opposition parties began to arbitrarily pass unconstitutional laws. They also unconstitutionally selected Oleksandr/Aleksandr Valentynovych Turchynov as the acting president of Ukraine before President Viktor Yanukovych was even impeached. Intimidation and violence were additionally used to secure the cooperation of any disagreeing parliamentarians or state officials in Kiev. Saying that the ultra-nationalists and fascists are marginal elements, the mainstream media networks in North America and the European Union have simply dismissed the armed ultra-nationalist groups involved in the coup that are presently integrated into the putsch regime running Kiev. The militant ultra-nationalists, however, are very influential and amassing power under the illegal premiership of Arseniy Yatsenyuk.  Yatsenyuk, himself, is from Yulia Tymoshenko’s notoriously corrupt All-Ukrainian Union Fatherland Party (Batkivshchyna) and essentially a U.S. and EU appointee. There is even a pre-coup leaked telephone interception, likely either recorded by the intelligence services of Russia or Ukraine, in which U.S. Assistant Secretary of State Victory Nuland says that Yatsenyuk will be appointed as the prime minister of the Ukrainian government that the U.S. is putting together.

It is unlikely that Yatsenyuk and the loosely-knit alliance of the governing parties that ran Ukraine under the Yushchenko-Tymoshenko governments, foreign-based Ukrainians, and the forces behind the Orange Revolution that form the Orangist camp which he belongs to could have gotten back into power in Ukraine without pressure, the use of force and foreign backing. Yatsenyuk was even threatened and booed by the Ukrainians gathered at Independence Square when it was announced that he would be appointed as the prime minister of the post-coup government. A vast segment of the protesters made it clear that Tymoshenko, Yatsenyuk’s party leader, was no alternative to the ousted President Viktor Yanukovych in their eyes, either, when it was announced that she wanted to run for prime minister. The Orangists do not have the support of a majority of the population, nor did they form the parliamentary majority in the Verkhovna Rada. Their Orangist president, Viktor Yushchenko, only got 5 percent of the vote in January 2010, in a show of no-confidence, whereas Viktor Yanukovych won the first and second rounds of the presidential elections in 2010. According to Victoria Nuland, the U.S. has also poured $5 billion into “democracy promotion” inside Ukraine. This is U.S. State Department doublespeak for politicized funding that Washington has sent to Ukraine to organize the Orange Revolution and its Euromaidan sequel or what can frankly be described as regime change.

You need a machete these days to whack through the thicket of misinformation, disinformation, spin, propaganda and straight-out lying that daily envelopes the Ukraine crisis like kudzu on an Alabama telephone pole. But an outline of an outcome is now faintly discernible.Here is my early call: We witness an American intervention in the process of failing, and the adventure’s only yields will be much pointless suffering among Ukrainians and life for years to come in the smothering embrace of a justifiably suspicious Russian bear.Nice going, Victoria Nuland, you of the famous “F the E.U. tape,” and your sidekick, Geoffrey Pyatt, ambassador in Kiev. Nice going, Secretary of State Kerry. For this caper, Nuland and Pyatt should be reassigned to post offices in the bleak reaches of Kansas, Khrushchev-style. Kerry is too big to fail, I suppose, but at least we now know more about what caliber of subterfuge lies behind all those plane trips, one mess following another in his jet wash.On the ground, Vladimir Putin continues to extend the Russian presence in Crimea, and we await signs as to whether he will go further into Ukraine. This is very regrettable. Viewed as cause-and-effect, however, it is first a measure of how miscalculated the American intervention plot was from the first.

The more I scrutinize it, the more the American case on Ukraine is held together with spit and baling wire. Were I Obama or Kerry, I would be looking for an out by now, cutting losses on a commitment to intervention that was sheer hubris from the first.Significantly in this connection, the contorted logic of just who is running things in Kiev is soon to fail, in my view. Washington is all out in denying the character of the protest movement and the provisionals, casting Putin as a paranoid in his characterizations. It is wishful thinking. Incessantly repeated untruths never transform into truths.

I read Ukraine as a case of what happens when so much of policy, in all kinds of spheres, is conducted in secret. Ordinary citizens cannot see events and are left to judge them blind. And the media are not going to help you. However, there have been notable exceptions to the media’s cooperation in keeping things from us instead of informing.Earlier this week, Leslie Gelb let loose with a vigorous blast in the Daily Beast, calling on the Americans (and others) to “stop their lies and self-destructive posturing or pay costs they’re loath to admit.” Gelb is a longtime presence in foreign policy cliques — former Times columnist, former State Department official, now president emeritus at the Council on Foreign Relations. The critique reveals a significant breach in the orthodoxy.Not to root for the home team, but Nicholas Davies just published in Salon an inventory of 35 cases wherein Washington has split the sheets with fascists in the interest of intervention. Read it. Splendidly timed, it demolishes all argument that what is in front of our eyes is somehow not. History so often does the job, I find.

It's hardly a match between equals - as one is playing Monopoly while the other plays chess. It's as if Russian Foreign Minister Sergei Lavrov has been postponing his checkmate, while US Secretary of State John Kerry increasingly realizes he's facing the inevitable. Lavrov has explained over and over again, a loose federation is the only possible solution for Ukraine, as part of a "deep constitutional reform". That would imply ethnic - and even sentimentally - Russian eastern and southern Ukraine would be largely autonomous. Kerry gave signs of agreeing around two weeks ago that Ukrainian regions need more decision power; but then the White House recharged its moral blitzkrieg - coinciding with <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> President Barack Obama's trip to The Hague and Brussels. Still, even after an inconclusive four-hour Kerry-Lavrov chess match in Paris, there will be a checkmate.

The Russian solution is the same plan proposed by Moscow already a few weeks ago, and again discussed on the phone by Obama and President Vladimir Putin on Friday - which prompted Kerry to redirect his flight to Paris. Each Ukrainian region, according to Lavrov, would be able to control its economy, taxes, culture, language, education and "external economic and cultural connections with neighboring countries or regions". That's such a sound plan that even former - or perennial, depending on spin - cold warriors such as Henry Kissinger and Zbig Brzezinski reasonably agree. The key problem is that Washington immovably considers the present Kiev set up - also known as the Khaganate of Nulands, as in State Department Assistant Secretary of State Victoria Nulands - as legitimate. Moscow sees them as a bunch of putschists and fascists. And Washington still refuses to press Kiev to accept a federal system - thus allowing, among other things, Russian as an official second language. The latest American stunt is a massive propaganda drive of "The Reds are coming" kind, about Russian troops massing at the border(pliant corporate media spins numbers over 100,000). Kerry, for the moment, is at least refraining from hysteria; he admits Washington and Moscow agree a diplomatic solution is a must, just to revert to the new meme - the artificial, Pentagon/NATO-spun "prelude to an invasion".

At nearly every juncture, Hillary Clinton has opted for what seemed like the safe play at the time. Indeed, it is hard to think of any case in which she showed anything approaching genuine political courage or statesmanlike wisdom. Here is just a short list of her misjudgments after the Iraq War:–In summer 2006, as a New York senator, Clinton supported Israel’s air war against southern Lebanon which killed more than 1,000 Lebanese. At a pro-Israel rally in New York on July 17, 2006, Clinton shared a stage with Israel’s Ambassador to the United Nations Dan Gillerman, a renowned Muslim basher who proudly defended Israel’s massive violence against targets in Lebanon.“Let us finish the job,” Gillerman told the crowd. “We will excise the cancer in Lebanon” and “cut off the fingers” of Hezbollah. Responding to international concerns that Israel was using “disproportionate” force in bombing Lebanon and killing hundreds of civilians, Gillerman said, “You’re damn right we are.” [NYT, July 18, 2006] Clinton did not protest Gillerman’s remarks.–In late 2006, Clinton fell for the false conventional wisdom that President George W. Bush’s nomination of Robert Gates to be Secretary of Defense was an indication that Bush was preparing to wind down the Iraq War when it actually signaled the opposite, the so-called “surge.” Later, to avoid further offending the Democratic base as she ran for president, she opposed the “surge,” though she later acknowledged that she did so for political reasons, according to Gates’s memoir Duty.

In the early months of the Obama administration, with Gates still Defense Secretary and Clinton the new Secretary of State, Gates reported what he regarded as a stunning admission by Clinton, writing: “Hillary told the president that her opposition to the surge in Iraq had been political because she was facing him in the Iowa primary [in 2008]. She went on to say, ‘The Iraq surge worked.’”–In 2009, Clinton joined with Gates and General David Petraeus to pressure President Barack Obama into a similar “surge” in Afghanistan which – like the earlier “surge” in Iraq – did little more than get another 1,000 U.S. soldiers killed along with many more Iraqis and Afghans while extending the bloody chaos in both countries.–Also, in 2009, Clinton supported a right-wing coup in Honduras, overthrowing left-of-center President Manuel Zelaya.–In 2011, Clinton helped spearhead the U.S.-backed “regime change” in Libya, which led to the torture/murder of Libyan leader Muammar Gaddafi as Clinton chuckled, “we came, we saw, he died.” Like the “regime change” in Iraq, the Libyan “regime change” left the once-prosperous nation in bloody anarchy with major gains by Islamic extremists, including the Islamic State.

–Also, in 2011, Clinton pressed for a similar “regime change” in Syria adopting the popular though false notion that a “moderate opposition” would neatly fill the void after the ouster of President Bashar al-Assad. The reality was that Al Qaeda and its spin-off, the Islamic State, stood to be the real beneficiaries of the U.S.-supported destabilization of Syria. These Islamic terrorist groups now have major footholds in all three Arab countries where Clinton supported “regime change” – Iraq, Syria and Libya.

Ukraine’s President Petro Poroshenko requests the supreme court of Ukraine to declare that his predecessor, Viktor Yanukovych, was overthrown by an illegal operation; in other words, that the post-Yanukovych government, including Poroshenko’s own Presidency, came into power from a coup, not from something democratic, not from any authentic constitutional process at all. In a remarkable document, which is not posted at the English version of the website of the Constitutional Court of Ukraine, but which is widely reported outside the United States, including Russia, Poroshenko, in Ukrainian (not in English), has petitioned the Constitutional Court of Ukraine (as it is being widely quoted in English): “I ask the court to acknowledge that the law ‘on the removal of the presidential title from Viktor Yanukovych’ as unconstitutional.”

If the Court grants Poroshenko’s petition, then the appointment of Arseniy Yatsenyuk by the U.S. State Department’s Victoria Nuland on 4 February 2014, which was confirmed by the Ukrainian parliament (or Rada) at the end of the coup on February 26th, and the other appointments which were made, including that of Oleksandr Turchynov to fill in for Yanukovych as caretaker President until one of the junta’s chosen candidates would be ‘elected’ on May 25th of 2014, which ‘election’ Poroshenko won — all of this was illegal. However, this illegality had already been known. It was already explained in detail on 28 February 2014, that, “Yanukovych’s removal was unconstitutional.” That’s for lawyers; but, now, finally, Ukraine’s Constitutional Court is faced with the shocking predicament of Ukraine’s own President, who won his post as a result of this coup, requesting them to “acknowledge” that it was a coup, much as the founder of the “private CIA” firm Stratfor had even called it, “the most blatant coup in history.” (It was that because the authentic video and other evidence of its having been a Washington job was so massive.) Also in the news now is that Dmitriy Yarosh‘s Right Sector — the same group that Washington had hired for the coup and for the ethnic cleansing campaign in Ukraine’s former Donbass region — have announced that they will assemble in Kiev on July 3rd to overthrow Petroshenko unless he restarts right now the war against Donbass. The people whom Washington paid to oust Yanukovych are planning to do the same to Poroshenko. There is a struggle inside the Obama Administration about how far they can successfully go with their Ukrainian nazis not formally leading the country.

Amid much hysteria, the notion has been widely peddled in the United States that President Obama's "new" foreign policy doctrine, announced last week at West Point, rejects neo-cons and neo-liberals and is, essentially, post-imperialist and a demonstration of realpolitik. Not so fast. Although stepping back from the excesses of the Cheney regime - as in bombing whole nations into "democracy" - the "desire to lead" still crystallizes might is right. Moreover, "exceptionalism" remains the norm. Now not so blatant, but still implemented via a nasty set of tools, from financial <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> warfare to cyber-war, from National Endowment for Democracy-style promotion of "democracy" to Joint Special Operations Command-driven counter-terrorism, drone war and all shades of shadow wars. In the early 2000s, the model was the physical destruction and occupation of Iraq. In the 2010s the model is the slow-mo destruction, by proxy, of Syria.

And still, those who "conceptualized" the destruction of Iraq keep rearing their Alien-like slimy head. Their icon is of course Robert Kagan - one of the founders of the apocalyptically funereal Project for a New American Century (PNAC) and husband of crypto-Ukrainian hell raiser Victoria "F**k the EU" Nuland (thus their dream of Ukraine as the Khaganate of Nulands, or simply Nulandistan.)

Kagan still commands the attention even of the otherwise aloof Commander-in-Chief, who avidly consumed The World America Made before his 2012 State of the Union Address, in which he proclaimed "America is back".

Ukraine’s new Finance Minister Natalie Jaresko, a former U.S. State Department officer who was granted Ukrainian citizenship only this week, headed a U.S. government-funded investment project for Ukraine that involved substantial insider dealings, including $1 million-plus fees to a management company that she also controlled. Jaresko served as president and chief executive officer of Western NIS Enterprise Fund (WNISEF), which was created by the U.S. Agency for International Development (U.S. AID) with $150 million to spur business activity in Ukraine. She also was cofounder and managing partner of Horizon Capital which managed WNISEF’s investments at a rate of 2 to 2.5 percent of committed capital, fees exceeding $1 million in recent years, according to WNISEF’s 2012 annual report.

Based on the data from WNISEF’s 2012 annual report, it also appeared that the U.S. taxpayers had lost about one-third of their investment in WNISEF, with the fund’s balance at $98,074,030, compared to the initial U.S. government grant of $150 million. Given the collapsing Ukrainian economy since the Feb. 22 coup, the value of the fund is likely to have slipped even further. (Efforts to get more recent data from WNISEF’s and Horizon Capital’s Web sites were impossible Friday because the sites were down.) Beyond the long list of “related party transactions” in the annual report, there also have been vague allegations of improprieties involving Jaresko from one company insider, her ex-husband, Ihor Figlus. But his whistle-blowing was shut down by a court order issued at Jaresko’s insistence. John Helmer, a longtime foreign correspondent in Russia, disclosed the outlines of this dispute in an article examining Jaresko’s history as a recipient of U.S. AID’s largesse and how it enabled her to become an investment banker via WNISEF, Horizon Capital and Emerging Europe Growth Fund.

Helmer wrote: “Exactly what happened when Jaresko left the State Department to go into her government-paid business in Ukraine has been spelled out by her ex-husband in papers filed in the Chancery Court of Delaware in 2012 and 2013. … “Without Figlus and without the US Government, Jaresko would not have had an investment business in Ukraine. The money to finance the business, and their partnership stakes, turns out to have been loaned to Figlus and Jaresko from Washington.” According to Helmer’s article, Figlus had reviewed company records in 2011 and concluded that some loans were “improper,” but he lacked the money to investigate so he turned to Mark Rachkevych, a reporter for the Kyiv Post, and gave him information to investigate the propriety of the loans. “When Jaresko realized the beans were spilling, she sent Figlus a reminder that he had signed a non-disclosure agreement” and secured a temporary injunction in Delaware on behalf of Horizon Capital and EEGF to prevent Figlus from further revealing company secrets, Helmer wrote.
