  • The United States Government assesses with high confidence that the Syrian government carried out a chemical weapons attack in the Damascus suburbs on August 21, 2013. We further assess that the regime used a nerve agent in the attack. These all-source assessments are based on human, signals, and geospatial intelligence as well as a significant body of open source reporting.Our classified assessments have been shared with the U.S. Congress and key international partners. To protect sources and methods, we cannot publicly release all available intelligence – but what follows is an unclassified summary of the U.S. Intelligence Community’s analysis of what took place.
  • We assess with high confidence that the Syrian government carried out the chemical weapons attack against opposition elements in the Damascus suburbs on August 21. We assess that the scenario in which the opposition executed the attack on August 21 is highly unlikely. The body of information used to make this assessment includes intelligence pertaining to the regime’s preparations for this attack and its means of delivery, multiple streams of intelligence about the attack itself and its effect, our post-attack observations, and the differences between the capabilities of the regime and the opposition. Our high confidence assessment is the strongest position that the U.S. Intelligence Community can take short of confirmation. We will continue to seek additional information to close gaps in our understanding of what took place.
  • We assess with high confidence that the Syrian regime has used chemical weapons on a small scale against the opposition multiple times in the last year, including in the Damascus suburbs. This assessment is based on multiple streams of information including reporting of Syrian officials planning and executing chemical weapons attacks and laboratory analysis of physiological samples obtained from a number of individuals, which revealed exposure to sarin. We assess that the opposition has not used chemical weapons.

  • The Syrian regime has initiated an effort to rid the Damascus suburbs of opposition forces using the area as a base to stage attacks against regime targets in the capital. The regime has failed to clear dozens of Damascus neighborhoods of opposition elements, including neighborhoods targeted on August 21, despite employing nearly all of its conventional weapons systems. We assess that the regime’s frustration with its inability to secure large portions of Damascus may have contributed to its decision to use chemical weapons on August 21
  • On August 21, a Syrian regime element prepared for a chemical weapons attack in the Damascus area, including through the utilization of gas masks. Our intelligence sources in the Damascus area did not detect any indications in the days prior to the attack that opposition affiliates were planning to use chemical weapons.
  • Multiple streams of intelligence indicate that the regime executed a rocket and artillery attack against the Damascus suburbs in the early hours of August 21. Satellite detections corroborate that attacks from a regime-controlled area struck neighborhoods where the chemical attacks reportedly occurred – including Kafr Batna, Jawbar, ‘Ayn Tarma, Darayya, and Mu’addamiyah. This includes the detection of rocket launches from regime controlled territory early in the morning, approximately 90 minutes before the first report of a chemical attack appeared in social media. The lack of flight activity or missile launches also leads us to conclude that the regime used rockets in the attack.
  • Three hospitals in the Damascus area received approximately 3,600 patients displaying symptoms consistent with nerve agent exposure in less than three hours on the morning of August 21, according to a highly credible international humanitarian organization. The reported symptoms, and the epidemiological pattern of events – characterized by the massive influx of patients in a short period of time, the origin of the patients, and the contamination of medical and first aid workers – were consistent with mass exposure to a nerve agent. We also received reports from international and Syrian medical personnel on the ground.
  • We have identified one hundred videos attributed to the attack, many of which show large numbers of bodies exhibiting physical signs consistent with, but not unique to, nerve agent exposure. The reported symptoms of victims included unconsciousness, foaming from the nose and mouth, constricted pupils, rapid heartbeat, and difficulty breathing. Several of the videos show what appear to be numerous fatalities with no visible injuries, which is consistent with death from chemical weapons, and inconsistent with death from small-arms, high-explosive munitions or blister agents. At least 12 locations are portrayed in the publicly available videos, and a sampling of those videos confirmed that some were shot at the general times and locations described in the footage. We assess the Syrian opposition does not have the capability to fabricate all of the videos, physical symptoms verified by medical personnel and NGOs, and other information associated with this chemical attack. We have a body of information, including past Syrian practice, that leads us to conclude that regime officials were witting of and directed the attack on August 21. We intercepted communications involving a senior official intimately familiar with the offensive who confirmed that chemical weapons were used by the regime on August 21 and was concerned with the U.N. inspectors obtaining evidence. On the afternoon of August 21, we have intelligence that Syrian chemical weapons personnel were directed to cease operations.

And of course, to "protect sources and methods, we cannot publicly release all available intelligence."   • On 21 August 2013, the Syrian Arab Army launched a major military campaign in Damascus. The campaign, called “Operation Shield of the Capital”, was the largest military operation of the Syrian Arab Army in the Damascus region since the beginning of the war in 2011.
  • Although U.S. Intelligence reports repeatedly stressed that the opposition was incapable of launching a major, well coordinated attack, the Syrian Army in Damascus was confronted with an organized fighting force of 25.000 men under arms. The Saudi Arabia backed Jihadist front had amassed 25.000 fighters, organized in 13 battalions or kitab, to to launch a major assault against the capital Damascus. Most of the battalions belonged to Jabhat al-Nusrah and Liwa-al-Islam. The other battalions that took part in the campaign, were the Abou Zhar al-Ghaffari, al-Ansar, al-Mohajereen, Daraa al-Sham, Harun al-Rashid, Issa bin Mariam, Sultan Mohammad al-Fatih, Syouf al-Haqq, the Glory of the Caliphate, the Jobar Martyrs. During the night of 20 to 21 August and during the early morning hours of 21 August, the Syrian Arab Army broke through the insurgent lines in the area near the Jobar entrance. The breakthrough resulted in a collapse of the jihadists defensive positions and to a crushing and decisive strategic defeat of the Jabhat al-Nusrah led brigades.
  • Loosing Jobar effectively cut off the insurgents connection to the Jordanian border town of Al-Mafraq, the most important logistical base for the insurgents as well as for Saudi Arabia and the United States in Jordan. Al-Mafraq was already used as a major staging ground for the two failed attempts to conquer the city of Homs in June and July 2012. In 2012 al-Mafraq became the staging ground for some 40.000 fighters; more than 20.000 of them fought under the Libyan Islamic Fighting Group, which was under the command of Abdelhakim Belhadj and his second in command, Mahdi al-Harati. The CIA maintains a station, US Special Forces (JSOC) train insurgents, and several other US institutions are present in al-Mafraq. The point is of particular importance with regards to the visit of the U.S. Chairman of the Joint Chiefs of Staff to Jordan, which will be detailed below. Al-Mafraq has been the major transit point for Saudi and U.S. arms shipments since 2012, and the delivery of advanced Saudi and U.S. weapons to the insurgents since early August 2013.

  • The collapse of the insurgent front prompted the front commanders, most of which work in liaison to U.S. Special Forces, to deploy an elite force that should prevent the Syrian Army, at all costs, from gaining access to the Jobar Entrance, and from gaining control over the Jobar area. The majority of the insurgent crack forces came from Liwa-al-Islam with some additional troops from Jabhat al-Nusrah. The commanding officer of the elite forces was a Saudi national who is known by the name Abu Ayesha, whom eyewitnesses from Ghouta later identified as Abu Abdul-Moneim. Abdul-Moneim had established a cache of weapons, some of which had a tube-like structure, and others which looked like big gas bottles. The cache was located in a tunnel in the Eastern Ghouta district of Damascus. Reports about this tunnel and the weapons cache emerged in international media, after the son of Abdul-Moneim and 12 other fighters lost their lives there, because they mishandled improvised chemical weapons and caused a leak in one of them. Besides Abu Abdul-Moneim, the supreme leader of the Liwa-al-Islam and commander of their chemical weapons specialists, Zahran Alloush took personal charge of the elite troops and chemical weapons specialists who were operating under his direct command. Liwa-al-Islam has, along with other al-Qaeda brigades, the capability to manufacture and launch primitive, but none the less very deadly chemical weapons. The chemical weapons which Zahran Alloush had delivered to Damascus were most likely from al-Qaeda’s (ISIL) chemical weapons stockpiles in Iraq.
  • In early September 2013, Iran’s Foreign Minister Mohammad Javad Zarif stated, that Iran had sent a memo to the White House via the Swiss Embassy in Tehran. Tehran had reportedly informed the USA that handmade articles for chemical weapons, including Sarin gas, were being transferred to Syria. The White House failed to respond. Having to hold the Jobar Entrance and the Jobar district of Damascus “at any cost to maintain any hopes of launching a successful, major military assault on Damascus”, the insurgent commanders decided to launch a chemical weapons attack to halt the advance of the Syrian Arab Army. The political and military opposition and core members of the international alliance behind them had already decided that chemical weapons should be used in August – September. The large scale use of chemical weapons should justify renewed calls for a military intervention. Intelligence about this decision transpired in June.  nsnbc international issued several reports in late June and early July, warning that the insurgents would use large scale chemical weapons attacks in August or September.
  • The decision to launch the chemical weapon on 21 August was most likely based on two considerations. That the use of chemical weapons was already planned. That the Jobar Entrance should be defended at all costs. The final decision, made by Zahran Alloush may in fact have been predetermined together with his U.S. – Saudi liaison officers. Launching a chemical weapons attack would allow the USA, UK and France, to call for military strikes against Syria and to turn the tide. Also, Russian and Syrian intelligence sources described the weapons which were used in the attack as rockets which were altered so as to carry chemicals, launched by Liwa-al-Islam. The projectiles were most likely fired from a flatbed.
  • There is a growing and substantial amount of evidence that indicates direct U.S. and Saudi involvement in the chemical weapons attack. To begin with one merely has to answer the fundamental question “Who Benefits”, and the answer is definitely not “the Syrian government”. In fact, the  Federal German Intelligence Service (BND) claims that it has intercepted phone calls between Syrian officers and the Syrian High Command. The BND is convinced that none of the Syrian forces have used a chemical weapon. Leaving alone any moral considerations, the domestic and international repercussions were foreseeable and there would not have been any strategic benefit for the Syrian Army or the government.
  • Also, the involvement of Saudi Arabia ultimately points towards Washington and the White House. The involvement of Liwa-al-Islam in the chemical weapons attack establishes a strong chain of circumstantial evidence to the Saudi Intelligence Chief Prince Bandar bin Sultan. The supreme leader of Liwa-al-Islam and commander of the groups’ chemical weapons specialists, Zahran Alloush, has been working for the then Saudi Intelligence Chief Prince Turki al-Faisal in both Afghanistan and Yemen in the 1980s. Since the 1990s, Alloush was involved in the Salafist – Wahabbist terrorist networks in Syria which led to his arrest by Syrian intelligence. He was released in early of 2011, when the Assad administration granted a general amnesty. Immediately after his March 2011 release from prison, Zahran Alloush began receiving substantial funds and weapons from Saudi intelligence, which enabled him to establish Liwa-al-Islam as a de facto Saudi Arabia sponsored mercenary brigade under the auspices of the Saudi Interior Ministry.
  • Saudi funding enabled Alloush to establish the Liwa-al-Islam as a major fighting force in Syria. The group gained fame due to risky, high-profile attacks. On 8 July 2012, the group carried out a bomb attack against the headquarters of Syria’s National Security Council in Rawda Square, Damascus. The group succeeded in assassinating several high profile members of Syria’s security establishment, including the Deputy Minister of Defense and brother-in-law of President Bashar al-Assad, Assaf Shawkat, Defense Minister Dawoud Rajiha, Hassan Turkmani, a former Defense Minister and military adviser to then Vice-President Farouk al-Sharaa.

  • Washington’s decision to arm Syria’s Sunni Muslim rebels has plunged America into the great Sunni-Shia conflict of the Islamic Middle East, entering a struggle that now dwarfs the Arab revolutions which overthrew dictatorships across the region. For the first time, all of America’s ‘friends’ in the region are Sunni Muslims and all of its enemies are Shiites. Breaking all President Barack Obama’s rules of disengagement, the US is now fully engaged on the side of armed groups which include the most extreme Sunni Islamist movements in the Middle East.The Independent on Sunday has learned that a military decision has been taken in Iran – even before last week’s presidential election – to send a first contingent of 4,000 Iranian Revolutionary Guards to Syria to support President Bashar al-Assad’s forces against the largely Sunni rebellion that has cost almost 100,000 lives in just over two years.  Iran is now fully committed to preserving Assad’s regime, according to pro-Iranian sources which have been deeply involved in the Islamic Republic’s security, even to the extent of proposing to open up a new ‘Syrian’ front on the Golan Heights against Israel.
  • In years to come, historians will ask how America – after its defeat in Iraq and its humiliating withdrawal from Afghanistan scheduled for  2014 – could have so blithely aligned itself with one side in a titanic Islamic struggle stretching back to the seventh century death of the Prophet Mohamed. The profound effects of this great schism, between Sunnis who believe that the father of Mohamed’s wife was the new caliph of the Muslim world and Shias who regard his son in law Ali as his rightful successor – a seventh century battle swamped in blood around the present-day Iraqi cities of Najaf and Kerbala – continue across the region to this day. A 17th century Archbishop of Canterbury, George Abbott, compared this Muslim conflict to that between “Papists and Protestants”.
  • Iraq, a largely Shiite nation which America ‘liberated’ from Saddam Hussein’s Sunni minority in the hope of balancing the Shiite power of Iran, has – against all US predictions – itself now largely fallen under Tehran’s influence and power.  Iraqi Shiites as well as Hizballah members, have both fought alongside Assad’s forces.

  • Washington’s excuse for its new Middle East adventure – that it must arm Assad’s enemies because the Damascus regime has used sarin gas against them – convinces no-one in the Middle East.  Final proof of the use of gas by either side in Syria remains almost as nebulous as President George W. Bush’s claim that Saddam’s Iraq possessed weapons of mass destruction.For the real reason why America has thrown its military power behind Syria’s Sunni rebels is because those same rebels are now losing their war against Assad.  The Damascus regime’s victory this month in the central Syrian town of  Qusayr, at the cost of Hizballah lives as well as those of government forces, has thrown the Syrian revolution into turmoil, threatening to humiliate American and EU demands for Assad to abandon power.  Arab dictators are supposed to be deposed – unless they are the friendly kings or emirs of the Gulf – not to be sustained.  Yet Russia has given its total support to Assad, three times vetoing UN Security Council resolutions that might have allowed the West to intervene directly in the civil war.
  • In the Middle East, there is cynical disbelief at the American contention that it can distribute arms – almost certainly including anti-aircraft missiles – only to secular Sunni rebel forces in Syria represented by the so-called Free Syria Army.  The more powerful al-Nusrah Front, allied to al-Qaeda, dominates the battlefield on the rebel side
  • From now on, therefore, every suicide bombing in Damascus - every war crime committed by the rebels - will be regarded in the region as Washington’s responsibility. The very Sunni-Wahabi Islamists who killed thousands of Americans on 11th September, 2011 – who are America’s greatest enemies as well as Russia’s – are going to be proxy allies of the Obama administration.
  • Iran’s support for Damascus will grow rather than wither.  They point out that the Taliban recently sent a formal delegation for talks in Tehran and that America will need Iran’s help in withdrawing from Afghanistan.  The US, the Iranians say, will not be able to take its armour and equipment out of the country during its continuing war against the Taliban without Iran’s active assistance.  One of the sources claimed – not without some mirth -- that the French were forced to leave 50 tanks behind when they left because they did not have Tehran’s help.
  • Israel’s policies in the region have been knocked askew by the Arab revolutions, leaving its prime minister, Benjamin Netanyahu, hopelessly adrift amid the historic changes.Only once over the past two years has Israel fully condemned atrocities committed by the Assad regime, and while it has given medical help to wounded rebels on the Israeli-Syrian border, it fears an Islamist caliphate in Damascus far more than a continuation of Assad’s rule.  One former Israel intelligence commander recently described Assad as “Israel’s man in Damascus”. 
  • Another of the region’s supreme ironies is that Hamas, supposedly the ‘super-terrorists’ of Gaza, have abandoned Damascus and now support the Gulf Arabs’ desire to crush Assad.  Syrian government forces claim that Hamas has even trained Syrian rebels in the manufacture and use of home-made rockets.

    Astute analysis of the Mideast situation, saving the lack of mention that to the U.S., U.K., and France, it's all about competing natural gas pipeline projects. Iran sending in its Revolutionary Guard troops to support the Syrian Assad government in response to Obama's decision to provide arms to the "rebels" under the pretext of Syrian use of chemical weapons. No surprise there, except to the Chief Idiot in the White House, who apparently has not yet figured out that every U.S. escalation is countered with a larger escalation from Syria's supporters and that the "rebels" already were being supplied with arms by other nations.   And using Syria to spark a regional Sunni v. Shia war is beyond idiotic, a formula for World War III.   Note the author's skepticism about U.S. claims of WMD use.

  • According to a report by Algemeiner (November 11, 2015), Israel’s Air Force was involved in bombing inside Syria, hitting targets close to Damascus airport.  According to reports in Syrian media outlets affiliated with President Bashar Assad, Israel Air Force jets hit targets near the Damascus airport, Israel’s Channel 2 reported Wednesday evening. The report, a breaking story that interrupted the nightly news, was neither confirmed nor denied by Israeli authorities. Channel 2 military correspondent Roni Daniel said that Israel has made it clear it would not allow the transfer of weapons from Iran, via Damascus, to Hezbollah in Lebanon. This is not the first time that air strikes in Syria have been attributed to Israel without confirmation from officials in the Jewish state. But this comes on the heels of meetings between Prime Minister Benjamin Netanyahu and Russian President Vladimir Putin reportedly held to coordinate operations in Syria — and ensure that there are no unwitting collisions between planes from their respective air forces. During a visit to the US this week, Netanyahu gave insight into Israel’s Syria policy. He told an audience at a gala for the American Enterprise Institute that he laid out Israel’s red lines in Syria to Putin in September.
  • “We will not allow Iran to set up a second front in the Golan, and we will act forcefully — and have acted forcefully — to prevent that. We will not allow the use of Syrian territory from which we’d be attacked by the Syrian army or anyone else and we have acted forcefully against that. And third, we will not allow the use of Syrian territory for the transfer of game-changing weapons into Lebanon into Hezbollah’s hands, and we have acted forcefully on that. I made it clear that we will continue to act like that,” he said. (Ruth Blum, Algemeiner, November 12, 2015) This report begs the question as to the ultimate objective of Netanyahu’s visit to Washington. The Israeli delegation to Washington was also integrated by military and intelligence officials who no doubt had meetings with their counterparts at the Pentagon and Langley, not to mention the US Congress. A week prior to the Obama-Nentayahu “summit”,  Netanyahu dispatched his defense chief, Moshe “Bogie” Ya’alon, to Washington, “to help smooth the way for his own visit”. Was there an understanding that Israel would henceforth play a more active role in the war against Syria? In an earlier statement, Defense Secretary Ashton Carter intimated:
  • “It is a reasonable expectation that the defense relationship [with Israel] will be one of stability and endurance, …” (quoted by Defense One, November 3, 2015) Ya’alon was hosted in Washington  by Defense Secretary Ashton Carter who is credited for having stabilized the US-Israel relationship.  Were these talks between Carter and Ya’alon behind closed doors indicative of a shift in US-Israel military relations,  specifically with regard to Syria. Quoting Syrian opposition sources, the Israeli media dismissed the reports that the IDF was behind the air strikes: Syrian opposition activist Ahmed Yabrudi said: “Israeli warplanes entered from south Lebanon, arrived at Qalamoun and flew above the international airport in Damascus where they struck nearby military outposts.” He added that “the Israeli planes remained in Syria’s skies for a half hour, and there is no information about the outposts that were hit – except that they belonged to Hezbollah.” Official Syrian media failed to report on the air strikes attributed to Israel. [According to Algemeiner, it was announced on Syrian TV] Israeli defense officials also declined to comment on the foreign media reports. However, Israel did previously announce a strict-policy of intolerance towards threats to the state, such as weapons transfers to Hezbollah in Lebanon. (Jerusalem Post, November 12, 2015)

  • As Syrians gather in their capital Damascus to celebrate, there is a sense that the New Year will bring a measure of peace – the first time such hope has been felt over the past five years of war in the country. Russia’s military intervention to help its Arab ally at the end of September has been the seminal event of the year. After three months of sustained Russian aerial operations in support of the Syrian Arab Army against an array of foreign-backed mercenaries, there is an unmistakable sense that the «terrorist backbone has been broken», as Russian President Vladimir Putin recently put it.
  • What is interesting is how the Western news media are reporting all this. Their reportage of the truces and evacuations are straining to minimize the context of these developments. This BBC report is typical, headlined: «Syria fighters’ evacuation from Zabadani ‘under way’». The British state-owned broadcaster tells of hundreds of «fighters» being relocated from the town of Zabadani as if the development just magically materialized like a present donated by Santa Claus. What the BBC fails to inform is that that truce, as with several others around Damascus, has come about because of Russia’s strategic military intervention in Syria dealing crushing blows against the militant networks. The Western media have preoccupied themselves instead with claims from the US State Department that Russia’s military operations have either been propping up the «Assad regime» or allegedly targeting «moderate rebels» and civilians. The disingenuous Western narrative, or more prosaically «propaganda», then, in turn, creates a conundrum when widespread truces and evacuations are being implemented. That obviously positive development signaling an end to conflict thanks to Russia’s military intervention has to be left unexplained or unacknowledged by the Western media because it negates all their previous pejorative narrative towards Russia and the Assad government.
  • Furthermore, the Western media are obliged to be coy about the exact identity of the «fighters» being evacuated. As noted already, the militants are variously described by the Western media in sanitized terms as «fighters» or «rebels». But more informative regional and local sources, such as Lebanon’s Al Manar, identify the brigades as belonging to the al-Qaeda-linked Islamic State group and al-Nusra Front. These are terror groups, as even defined by Washington and the European Union. So, the Western media has to, by necessity, censor itself from telling the truth by peddling half-truths and sly omissions. The Jaish al-Islam (Army of Islam), whose commander was killed, is also integrated with the al-Qaeda terror network. Jaish al-Islam is funded and armed by Saudi Arabia and Qatar, and serves as a conduit for American CIA weapons to the more known terrorist outlets.   • Western media have repeatedly accused Russia of conducting air strikes against «moderate rebels» and not the IS brigades, which they claim, were concentrated in the east of Syria. It is true that the IS is strongly based in eastern cities of Raqqa and Deir Ezzor, from where its oil smuggling operations are mounted. Russia has stepped up its air strikes on IS smuggling routes in eastern Syria with devastating results. But also integral to the air operations is the cutting off of weapons routes in the northwest to fuel the insurgents along the entire western flank, including around Damascus. The surrender of the various mercenary brigades and the breaking of sieges around Damascus is vindication of Russia’s military tactics; and also its narrative about the nature of the whole conflict in Syria. The Western notion of «moderate rebels» and «extremists» is being exposed as the nonsense that it is. And so Western media are compelled to evacuate any meaningful context from their coverage of recent events in Syria. Riad Haddad, Syria’s ambassador to Russia, spoke the plain truth in recent days when he said: «We are at a turning point in the Syrian army operations against terrorists – namely the transition from defense to attack… [because of] the effective work of the Russian air force in Syria». But the ambassador’s comments were scarcely, if at all, reported in the Western media. Simply because those words vindicate Russia’s military intervention and its general policy towards Syria.
  • Also missing or downplayed in the Western media coverage of the truces across Syria is the question of where the surrendering mercenaries are being evacuated to. They are not being bussed to other places inside Syria. That shows that there is no popular support for these insurgents. Despite copious Western media coverage contriving that the Syrian conflict is some kind of «civil war» between a despotic regime and a popular pro-democracy uprising, the fact that surrendering militants have no where to go inside Syria patently shows that these insurgents have no popular base. In other words, this is a foreign-backed war on Syria; a covert war of aggression on a sovereign country utilizing terrorist proxy armies. So where are the terrorist remnants being shipped to? According to several reports, the extremists are being given safe passage into Turkey, where they will receive repair and sanctuary from the President Recep Tayyip Erdogan – and no doubt subsidized by the European Union with its $3.5 billion in aid to Ankara to «take care of refugees».

    I don't normally bookmark ariticles by the author of this one.  He's too inclined to hyperbolic overstatement. But I think he struck true in this instance, albeit I'm less than certain that U.S. and allies don't have a major counter-attack in store and ISIL is still firmly ensconsced in Iraq. Historians will register that, according to the official narrative, 19 Arabs armed with box cutters and minimal flying skills pledged to a transnational Terror Inc turned jets into missiles to attack the US homeland, fooling the most elaborate defense system on Earth.  Fast forward to 2013. Here's a 15-second version of the President of the United States (POTUS) address on Syria, one day before the 12th anniversary of 9/11: "Our ideals and principles, as well as our national security, are at stake. The United States is 'the anchor of global security.' Although the United States military 'doesn't do pin pricks,' we still carry the burden to punish regimes that would flout long-held conventions banning the use of biological, chemical and nuclear weapons.  "That's why I have decided to pursue an unlimited, targeted military strike against Washington DC." For countless global citizens, this alternative version predictably sounds as far-fetched as the official version of what happened 12 years ago. The fog of war obscures in mysterious ways. But the fact remains that the current, "reluctant" (farcical) Emperor continues to stake his -- and his nation's -- "credibility" on a "limited," "kinetic" operation to reinforce his self-defined red line against chemical weapons.

A brand new propaganda/manufactured hysteria campaign must be unfurled to justify war. And that's exactly what the Anglo-French-American axis is working on.  No wonder the French proposal for a new UN Security Council resolution falls under the UN's Chapter 7 -- which would explicitly allow the use of force against Damascus in case of non-compliance. As it is, this resolution will inevitably be vetoed by Russia and China. And that will be the new pretext for war. The (farcical) emperor may easily invoke plausible deniability, stress he made "every effort" to avoid a military conflict, and then convince skeptics in the US Congress this is the only way to go.

  • Since the kindling of the conflict inside Syria in 2011, it was recognized, by friend and foe alike, that the events in that country were tied to a game plan that ultimately targets Iran, Syria’s number one ally. [1] De-linking Syria from Iran and unhinging the Resistance Bloc that Damascus and Tehran have formed has been one of the objectives of the foreign-supported anti-government militias inside Syria. Such a schism between Damascus and Tehran would change the Middle East’s strategic balance in favour of the US and Israel. If  this cannot be accomplished, however, then crippling Syria to effectively prevent it from providing Iran any form of diplomatic, political, economic, and military support in the face of common threats has been a primary objective. Preventing any continued cooperation between the two republics has been a strategic goal. This includes preventing the Iran-Iraq-Syria energy terminal from being built and ending the military pact between the two partners.

Destabilizing Syria and neutralizing it as a failed and divided state is the key. The goal is to disqualify Syria as an external player.

  • Massive explosions rocked the al-Mezzeh air base west of the Syrian capital Damascus just after midnight. Syrian military sources report that the explosions were caused by an Israeli air strike. The al-Mezzeh air base is vital for providing air support for Syrian forces who have launched a campaign to re-liberate the city of Palmyra because ISIL insurgents succeeded at capturing the T-4 air base in Homs governorate.
  • Syrian military sources reported that Israeli military jets fired several missiles that landed in the surroundings of the al-Mezzeh air base shortly after midnight at 12:25, causing large fires to erupt. Syrian military sources also reported that the missiles had been launched from the Lake Tiberias area. Following standard policies, the Israeli military has thus far neither confirmed or denied its involvement in the air strikes. The Syrian side, for its part, has not released radar data to the press. The Syrian military has not released any detailed damage reports either but considering the massive explosions and subsequent fires it is safe to assume that several military jets may have been damaged, thus further depleting Syrian air forces material. What Syrian military sources did release was a statement, claiming that the new Israeli air strike came in support of terrorist organizations to “raise their morale”. he General Command of the Army and the Armed Forces has warned the Israeli side of the repercussions of what it described as a “flagrant attack”. The Al-Mezzeh air base came under a similar Israeli attack on December 7, 2016, where several ground-to-ground missiles were fired from inside the occupied Palestinian territories to the west of the Tall Abu al-Nada hill. The missiles hit near the airport and caused a fire to break out but  did not cause casualties.

Precedence: IMMEDIATE We regret to inform you that some of our former co-workers are telling us, categorically, that contrary to the claims of your administration, the most reliable intelligence shows that Bashar al-Assad was NOT responsible for the chemical incident that killed and injured Syrian civilians on August 21, and that British intelligence officials also know this. In writing this brief report, we choose to assume that you have not been fully informed because your advisers decided to afford you the opportunity for what is commonly known as “plausible denial.” We have been down this road before – with President George W. Bush, to whom we addressed our first VIPS memorandumimmediately after Colin Powell’s Feb. 5, 2003 U.N. speech, in which he peddled fraudulent “intelligence” to support attacking Iraq. Then, also, we chose to give President Bush the benefit of the doubt, thinking he was being misled – or, at the least, very poorly advised.
  • The fraudulent nature of Powell’s speech was a no-brainer. And so, that very afternoon we strongly urged your predecessor to “widen the discussion beyond …  the circle of those advisers clearly bent on a war for which we see no compelling reason and from which we believe the unintended consequences are likely to be catastrophic.” We offer you the same advice today. Our sources confirm that a chemical incident of some sort did cause fatalities and injuries on August 21 in a suburb of Damascus. They insist, however, that the incident was not the result of an attack by the Syrian Army using military-grade chemical weapons from its arsenal. That is the most salient fact, according to CIA officers working on the Syria issue. They tell us that CIA Director John Brennan is perpetrating a pre-Iraq-War-type fraud on members of Congress, the media, the public – and perhaps even you. We have observed John Brennan closely over recent years and, sadly, we find what our former colleagues are now telling us easy to believe. Sadder still, this goes in spades for those of us who have worked with him personally; we give him zero credence. And that goes, as well, for his titular boss, Director of National Intelligence James Clapper, who has admitted he gave “clearly erroneous” sworn testimony to Congress denying NSA eavesdropping on Americans.
  • That Secretary of State John Kerry would invoke Clapper’s name this week in Congressional testimony, in an apparent attempt to enhance the credibility of the four-page “Government Assessment” strikes us as odd. The more so, since it was, for some unexplained reason, not Clapper but the White House that released the “assessment.” This is not a fine point. We know how these things are done. Although the “Government Assessment” is being sold to the media as an “intelligence summary,” it is a political, not an intelligence document. The drafters, massagers, and fixers avoided presenting essential detail. Moreover, they conceded upfront that, though they pinned “high confidence” on the assessment, it still fell “short of confirmation.”

  • There is a growing body of evidence from numerous sources in the Middle East — mostly affiliated with the Syrian opposition and its supporters — providing a strong circumstantial case that the August 21 chemical incident was a pre-planned provocation by the Syrian opposition and its Saudi and Turkish supporters. The aim is reported to have been to create the kind of incident that would bring the United States into the war. According to some reports, canisters containing chemical agent were brought into a suburb of Damascus, where they were then opened. Some people in the immediate vicinity died; others were injured. We are unaware of any reliable evidence that a Syrian military rocket capable of carrying a chemical agent was fired into the area. In fact, we are aware of no reliable physical evidence to support the claim that this was a result of a strike by a Syrian military unit with expertise in chemical weapons. In addition, we have learned that on August 13-14, 2013, Western-sponsored opposition forces in Turkey started advance preparations for a major, irregular military surge. Initial meetings between senior opposition military commanders and Qatari, Turkish and U.S. intelligence officials took place at the converted Turkish military garrison in Antakya, Hatay Province, now used as the command center and headquarters of the Free Syrian Army (FSA) and their foreign sponsors.
  • Senior opposition commanders who came from Istanbul pre-briefed the regional commanders on an imminent escalation in the fighting due to “a war-changing development,” which, in turn, would lead to a U.S.-led bombing of Syria. At operations coordinating meetings at Antakya, attended by senior Turkish, Qatari and U.S. intelligence officials as well as senior commanders of the Syrian opposition, the Syrians were told that the bombing would start in a few days. Opposition leaders were ordered to prepare their forces quickly to exploit the U.S. bombing, march into Damascus, and remove the Bashar al-Assad government The Qatari and Turkish intelligence officials assured the Syrian regional commanders that they would be provided with plenty of weapons for the coming offensive. And they were. A weapons distribution operation unprecedented in scope began in all opposition camps on August 21-23. The weapons were distributed from storehouses controlled by Qatari and Turkish intelligence under the tight supervision of U.S. intelligence officers.

  • Over the last two days, the American, British, and other governments have referred to reports from several groups, including Doctors Without Borders/Médecins Sans Frontières (MSF), while stating that the use of chemical weapons in Syria was “undeniable” and designating the perpetrators. MSF today warned that its medical information could not be used as evidence to certify the precise origin of the exposure to a neurotoxic agent or to attribute responsibility. On August 24, MSF announced that three hospitals it supplies in Syria’s Damascus governorate had reportedly received 3,600 patients displaying neurotoxic symptoms, of which 355 died. Although our information indicates mass exposure to a neurotoxic agent, MSF clearly stated that scientific confirmation of the toxic agent was required, and therefore called for an independent investigation to shed light on what would constitute, if confirmed, a massive and unacceptable violation of international humanitarian law. MSF also stated that in its role as an independent medical humanitarian organization, it was not in a position to determine responsibility for the event. Now that an investigation is underway by United Nations inspectors, MSF rejects that our statement be used as a substitute for the investigation or as a justification for military action. MSF's sole purpose is to save lives, alleviate the suffering of populations torn by Syrian conflict, and bear witness when confronted with a critical event, in strict compliance with the principles of neutrality and impartiality.

DWB stresses that the information is unconfirmed, and that it lacks sufficient information to identify the toxic agent or to attribute blame. Kerchunk!   • As part of the Obama administration’s repeated insistence – though without offering proof – that the recent sarin gas attack near Damascus was the work of the Assad regime, the administration has downplayed or denied the possibility that al-Qaida-linked Syrian rebels could produce deadly chemical weapons. However, in a classified document just obtained by WND, the U.S. military confirms that sarin was confiscated earlier this year from members of the Jabhat al-Nusra Front, the most influential of the rebel Islamists fighting in Syria. The document says sarin from al-Qaida in Iraq made its way into Turkey and that while some was seized, more could have been used in an attack last March on civilians and Syrian military soldiers in Aleppo.
  • The document, classified Secret/Noforn – “Not for foreign distribution” – came from the U.S. intelligence community’s National Ground Intelligence Center, or NGIC, and was made available to WND Tuesday. It revealed that AQI had produced a “bench-scale” form of sarin in Iraq and then transferred it to Turkey. A U.S. military source said there were a number of interrogations as well as some clan reports as part of what the document said were “50 general indicators to monitor progress and characterize the state of the ANF/AQI-associated Sarin chemical warfare agent developing effort.” “This (document) depicts our assessment of the status of effort at its peak – primarily research and procurement activities – when disrupted in late May 2013 with the arrest of several key individuals in Iraq and Turkey,” the document said. “Future reporting of indicators not previously observed would suggest that the effort continues to advance despite the arrests,” the NGIC document said.
  • This seizure followed a chemical weapons attack in March on the Khan al-Assal area of rural Aleppo, Syria. In that attack, some 26 people and Syrian government forces were killed by what was determined to be sarin gas, delivered by a rocket attack. The Syrian government called for an investigation by the United Nations. Damascus claimed al-Qaida fighters were behind the attack, also alleging that Turkey was involved. “The rocket came from a place controlled by the terrorists and which is located close to the Turkish territory,” according to a statement from Damascus. “One can assume that the weapon came from Turkey.” The report of the U.S. intelligence community’s NGIC reinforces a preliminary U.N. investigation of the attack in Aleppo which said the evidence pointed to Syrian rebels. It also appears to bolster allegations in a 100-page report on an investigation turned over to the U.N. by Russia. The report concluded the Syrian rebels – not the Syrian government – had used the nerve agent sarin in the March chemical weapons attack in Aleppo.

  • The May 2013 seizure occurred when Turkish security forces discovered a two-kilogram cylinder with sarin gas while searching homes of Syrian militants from the al-Qaida-linked Jabhat al-Nusra Front following their initial detention. The sarin gas was found in the homes of suspected Syrian Islamic radicals detained in the southern provinces of Adana and Mersia. Some 12 suspected members of the al-Nusra Front were arrested. At the time, they were described by Turkish special anti-terror forces as the “most aggressive and successful arm” of the Syrian rebels. At the time of the arrest, the Russians called for a thorough investigation of the detained Syrian militants found in possession of sarin gas.
  • The NGIC depiction of the variety of sarin as “bench-scale” reinforces an analysis by terrorism expert Yossef Bodansky, who said the recent findings on the chemical weapons attack of Aug. 21 on the outskirts of Damascus, Syria, was “indeed a self-inflicted attack” by the Syrian opposition to provoke U.S. and military intervention in Syria.
  • While the contents of the report have yet to be released, sources tell WND the documentation indicates that deadly sarin poison gas was manufactured in a Sunni-controlled region of Iraq and then transported to Turkey for use by the Syrian opposition, whose ranks have swelled with members of al-Qaida and affiliated groups. The documentation that the U.N. received from the Russians indicated specifically that the sarin gas was supplied to Sunni foreign fighters by a Saddam-era general working under the outlawed Iraqi Baath party leader, Izzat Ibrahim al-Douri. Al-Douri was a top aide to Saddam Hussein before he was deposed as Iraqi president. The sarin nerve gas used in the Allepo attack, sources say, had been prepared by former Iraqi Military Industries Brig. Gen. Adnan al-Dulaimi. It then was supplied to Baath-affiliated foreign fighters of the Sunni and Saudi Arabian-backed al-Nusra Front in Aleppo, with Turkey’s cooperation, through the Turkish town of Antakya in Hatay Province. The source who brought out the documentation now in the hands of the U.N. is said to have been an aide to al-Douri. Al-Dulaimi was a major player in Saddam’s chemical weapons production projects, the former aide said. Moreover, Al-Dulaimi has been working in the Sunni-controlled region of northwestern Iraq where the outlawed Baath party now is located and produces the sarin.
  • The terrorism expert said that the jihadist movement has technologies which have been confirmed in captured jihadist labs in both Turkey and Iraq, as well as from the wealth of data recovered from al-Qaida in Afghanistan in 2001 and 2002. He added that the projectiles shown by the opposition, which were tested by U.N. inspectors, are not standard weapons of the Syrian army.
  • Now, a former analyst for the Central Intelligence Agency, Ray McGovern, similarly backs the claim that the Syrian rebels perpetrated the poison gas attack on Aug. 21 McGovern was one of a number of veteran intelligence professionals who recently signed a letter to Obama saying that Damascus wasn’t behind the Aug. 21 chemical attack. As WND recently reported, former U.S. intelligence analysts claim current intelligence analysts have told them Assad was not responsible for the Aug. 21 poison gas attack, saying there was a “growing body of evidence” that reveals the incident was a pre-planned provocation by the Syrian opposition.

More than two dozen Scuds — 35-foot-long ballistic missiles with ranges of 200 miles and more — were fired from the base in the Qalamoun area this year, some of which hit even Aleppo in the far north.The base was among a list of suggested targets presented by the rebel Syrian National Coalition to Western envoys in Istanbul earlier this week, opposition sources said. Scud units, of Soviet or North Korean manufacture, are designed to be mobile and so could still be set up quickly to fire from new positions.

  • If you had been a reader of The American Conservative magazine back in December 2011, you might have learned from an article written by me that “Unmarked NATO warplanes are arriving at Turkish military bases close to Iskenderum on the Syrian border, delivering weapons [to the Free Syrian Army] derived from Colonel Muammar Gaddafi’s arsenals…” Well, it seems that the rest of the media is beginning to catch up with the old news, supplemented with significant details by Sy Hersh in the latest issue of the London Review of Books in an article entitled “The Red Line and the Rat Line.” The reality is that numerous former intelligence officials, like myself, have long known most of the story surrounding the on-again off-again intervention by the United States and others in Syria, but what was needed was a Sy Hersh, with his unmatched range of contacts deep in both the Pentagon as well as at CIA and State Department, to stitch it all together with corroboration from multiple sources. In a sense it was a secret that wasn’t really very well hidden but which the mainstream media wouldn’t touch with a barge pole because it revealed that the Obama Administration, just like the Bushies who preceded it, has been actively though clandestinely conspiring to overthrow yet another government in the Middle East. One might well conclude that the White House is like the Bourbon Kings of France in that it never forgets anything but never learns anything either.
  • The few media outlets that are willing to pick up the Syria story even now are gingerly treating it as something new, jumping in based on their own editorial biases, sometimes emphasizing the CIA and MI6 role in cooperating with the Turks to undermine Bashar al-Assad. But Hersh’s tale is only surprising if one had not been reading between the lines over the past three years, where the clandestine role of the British and American governments was evident and frequently reported on over the internet and, most particularly, in the local media in the Middle East. Far from being either rogue or deliberately deceptive, operations by the U.S. and UK intelligence services, the so-called “ratlines” feeding weapons into Syria, were fully vetted and approved by both the White House and Number 10 Downing Street. The more recent exposure of the Benghazi CIA base’s possible involvement in obtaining Libyan arms as part of the process of equipping the Syrian insurgents almost blew the lid off of the arrangement but somehow the media attention was diverted by a partisan attack on the Obama Administration over who said what and when to explain the security breakdown and the real story sank out of sight.
  • So this is what happened, roughly speaking: the United States had been seeking the ouster of President Bashar al-Assad of Syria since at least 2003, joining with Saudi Arabia, which had been funding efforts to destabilize his regime even earlier. Why? Because from the Saudi viewpoint Syria was an ally of Iran and was also a heretical state led by a secular government dominated by Alawite Muslims, viewed as being uncomfortably close to Shi’ites in their apostasy. From the U.S. viewpoint, the ties to Iran and reports of Syrian interference in Lebanon were a sufficient casus belli coupled with a geostrategic assessment shared with the Saudis that Syria served as the essential land bridge connecting Hezbollah in Lebanon to Iran. The subsequent Congressional Syria Accountability Acts of 2004 and 2010, like similar legislation directed against Iran, have resulted in little accountability and have instead stifled diplomacy. They punished Syria with sanctions for supporting Hezbollah in Lebanon and for its links to Tehran, making any possible improvement in relations problematical. The 2010 Act even calls for steps to bring about regime change in Damascus. The United States also engaged in a program eerily reminiscent of its recent moves to destabilize the government in Ukraine, i.e., sending in ambassadors and charges who deliberately provoked the Syrian government by meeting with opposition leaders and openly making demands for greater democracy. The last U.S. Ambassador to Syria Robert Ford spoke openly in support of the protesters while serving in Damascus in 2010. On one occasion he was pelted with tomatoes and was eventually removed over safety concerns.

  • Lost in translation is the fact that Washington’s growing support for radical insurgency in Syria would also inevitably destabilize all its neighbors, most notably including Iraq, which has indeed been the case, making a shambles of U.S. claims that it was seeking to introduce stable democracies into the region. Some also saw irony in the fact that a few years before Washington decided al-Assad was an enemy it had been sending victims of the CIA’s rendition program to Syria, suggesting that at least some short-term and long-term strategies were on a collision course from the start, if indeed the advocates of the two policies were actually communicating with each other at all. Prime Minister Recep Tayyip Erdogan of Turkey, whose country shared a long border with Syria and who had legitimate security concerns relating to Kurdish separatists operating out of the border region, became the proxy in the secret war for Washington and its principal European allies, the British and French. When the U.S.-Saudi supported insurgency began to heat up and turn violent, Turkey became the key front line state in pushing for aggressive action against Damascus. Erdogan miscalculated, thinking that al-Assad was on his last legs, needing only a push to force him out, and Ankara saw itself as ultimately benefiting from a weak Syria with a Turkish-controlled buffer zone along the border to keep the Kurds in check.
  • Hersh reports how President Barack Obama had to back down from attacking Syria when the Anglo-American intelligence community informed him flatly and unambiguously that Damascus was not responsible for the poison gas attack that took place in Damascus on August 21, 2013 that was being exploited as a casus belli. The information supporting that assertion was known to many like myself who move around the fringes of the intelligence community, but the real revelation from Hersh is the depth of Turkish involvement in the incident in order to have the atrocity be exploitable as a pretext for American armed intervention, which, at that point, Erdogan strongly desired. As the use of weapons of mass destruction against civilians was one of the red lines that Obama had foolishly promoted regarding Syria Erdogan was eager to deliver just that to force the U.S.’s hand. Relying on unidentified senior U.S. intelligence sources, Hersh demonstrates how Turkey’s own preferred militant group Jabhat al-Nusra, which is generally regarded as an al-Qaeda affiliate, apparently used Turkish-provided chemicals and instructions to stage the attack.
  • Is it all true? Unless one has access to the same raw information as Sy Hersh it is difficult to say with any certainty, but I believe I know who some of the sources are and they both have good access to intelligence and are reliable. Plus, the whole narrative has an undeniable plausibility, particularly if one also considers other evidence of Erdogan’s willingness to take large risks coupled with a more general Turkish underhandedness relating to Syria. On March 23rd, one week before local elections in Turkey that Erdogan feared would go badly for him, a Turkish air force F-16 shot down a Syrian Mig-23, claiming that it had strayed half a mile into Turkish airspace. The pilot who bailed out, claimed that he was attacking insurgent targets at least four miles inside the border when he was shot down, an assertion borne out by physical evidence as the plane’s remains landed inside Syria. Was Erdogan demonstrating how tough he could be just before elections? Possibly.
  • Critics of Hersh claim that the Turks would be incapable of carrying out such a grand subterfuge, but I would argue that putting together some technicians, chemicals, and a couple of trucks to carry the load are well within the capability of MIT, an organization that I have worked with and whose abilities I respect. And one must regard with dismay the “tangled webs we weave,” with due credit to Bobby Burns, for what has subsequently evolved in Syria. Allies like Turkey that are willing to cook the books to bring about military action are exploiting the uncertainty of a White House that continues to search for foreign policy successes while simultaneously being unable to define any genuine American interests. Syria is far from an innocent in the ensuing mayhem, but it has become the fall guy for a whole series of failed policies. Turkey meanwhile has exploited the confusion to clamp down on dissent and to institutionalize Erdogan’s authoritarian inclinations. Ten years of American-licensed meddling combined with obliviousness to possible consequences has led to in excess of 100,000 dead Syrians and the introduction of large terrorist infrastructures into the Arab heartland, yet another foreign policy disaster in the making with no clear way out.

On August 21, 2013, Alloush, in his function as supreme commander of Liwa-al-Islam, gave to order to launch the chemical weapons attack on the East Ghouta suburb of Damascus.

  • Exclusive: A problem with President Obama’s plan to expand the war against ISIS into Syria was always the risk that Syrian air defenses might fire on U.S. warplanes, but now a source says Syria’s President Assad has quietly agreed to permit strikes in some parts of Syria, reports Robert Parry.
  • The Obama administration, working through the Russian government, has secured an agreement from the Syrian regime of Bashar al-Assad to permit U.S. airstrikes against Islamic State targets in parts of Syria, according to a source briefed on the secret arrangements. The reported agreement would clear away one of the chief obstacles to President Barack Obama’s plan to authorize U.S. warplanes to cross into Syria to attack Islamic State forces – the concern that entering Syrian territory might prompt anti-aircraft fire from the Syrian government’s missile batteries.
  • In essence, that appears to be what is happening behind the scenes in Syria despite the hostility between the Obama administration and the Assad government. Obama has called for the removal of Assad but the two leaders find themselves on the same side in the fight against the Islamic State terrorists who have battled Assad’s forces while also attacking the U.S.-supported Iraqi government and beheading two American journalists.

  • The usual protocol for the U.S. military – when operating in territory without a government’s permission – is to destroy the air defenses prior to conducting airstrikes so as to protect American pilots and aircraft, as was done with Libya in 2011. However, in other cases, U.S. intelligence agencies have arranged for secret permission from governments for such attacks, creating a public ambiguity usually for the benefit of the foreign leaders while gaining the necessary U.S. military assurances.
  • Just last month, Obama himself termed the strategy of arming supposedly “moderate” Syrian rebels “a fantasy.” He told the New York Times’ Thomas L. Friedman: “This idea that we could provide some light arms or even more sophisticated arms to what was essentially an opposition made up of former doctors, farmers, pharmacists and so forth, and that they were going to be able to battle not only a well-armed state but also a well-armed state backed by Russia, backed by Iran, a battle-hardened Hezbollah, that was never in the cards.” Obama’s point would seem to apply at least as much to having the “moderate” rebels face down the ruthless Islamic State jihadists who engage in suicide bombings and slaughter their captives without mercy. But this “fantasy” of the “moderate” rebels has a big following in Congress and on the major U.S. op-ed pages, so Obama has included the $500 million in his war plan despite the risk it poses to Assad’s acquiescence to American air attacks.
  • In a national address last week, Obama vowed to order U.S. air attacks across Syria’s border without any coordination with the Syrian government, a proposition that Damascus denounced as a violation of its sovereignty. So, in this case, Syria’s behind-the-scenes acquiescence also might provide some politically useful ambiguity for Obama as well as Assad. Yet, this secret collaboration may go even further and include Syrian government assistance in the targeting of the U.S. attacks, according to the source who spoke on condition of anonymity. That is another feature of U.S. military protocol in conducting air strikes – to have some on-the-ground help in pinpointing the attacks. As part of its public pronouncements about the future Syrian attacks, the Obama administration sought $500 million to train “vetted” Syrian rebels to handle the targeting tasks inside Syria as well as to carry out military ground attacks. But that approach – while popular on Capitol Hill – could delay any U.S. airstrikes into Syria for months and could possibly negate Assad’s quiet acceptance of the U.S. attacks, since the U.S.-backed rebels share one key goal of the Islamic State, the overthrow of Assad’s relatively secular regime.
  • Without Assad’s consent, the U.S. airstrikes might require a much wider U.S. bombing campaign to first target Syrian government defenses, a development long sought by Official Washington’s influential neoconservatives who have kept “regime change” in Syria near the top of their international wish list. For the past several years, the Israeli government also has sought the overthrow of Assad, even at the risk of Islamic extremists gaining power. The Israeli thinking had been that Assad, as an ally of Iran, represented a greater threat to Israel because his government was at the center of the so-called Shiite crescent reaching from Tehran through Damascus to Beirut and southern Lebanon, the base for Hezbollah.
  • The thinking was that if Assad’s government could be pulled down, Iran and Hezbollah – two of Israel’s principal “enemies” – would be badly damaged. A year ago, then-Israeli Ambassador to the United States Michael Oren articulated this geopolitical position in an interview with the Jerusalem Post. “The greatest danger to Israel is by the strategic arc that extends from Tehran, to Damascus to Beirut. And we saw the Assad regime as the keystone in that arc,” Oren said. “We always wanted Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran.” He said this was the case even if the other “bad guys” were affiliated with al-Qaeda. More recently, however, with the al-Qaeda-connected Nusra Front having seized Syrian territory adjacent to the Israeli-occupied Golan Heights – forcing the withdrawal of UN peacekeepers – the balance of Israeli interests may be tipping in favor of preferring Assad to having Islamic extremists possibly penetrating directly into Israeli territory.
  • In the longer term, by working together to create political solutions to various Mideast crises, the Obama-Putin cooperation threatened to destroy the neocons’ preferred strategy of escalating U.S. military involvement in the region. There was the prospect, too, that the U.S.-Russian tag team might strong-arm Israel into a peace agreement with the Palestinians. So, starting last September – almost immediately after Putin helped avert a U.S. air war against Syria – key neocons began taking aim at Ukraine as a potential sore point for Putin. A leading neocon, Carl Gershman, president of the U.S.-government-funded National Endowment for Democracy, took to the op-ed pages of the neocon Washington Post to identify Ukraine as “the biggest prize” and explaining how its targeting could undermine Putin’s political standing inside Russia. “Ukraine’s choice to join Europe will accelerate the demise of the ideology of Russian imperialism that Putin represents,” Gershman wrote. “Russians, too, face a choice, and Putin may find himself on the losing end not just in the near abroad but within Russia itself.” At the time, Gershman’s NED was funding scores of political and media projects inside Ukraine.
  • The Russian Hand Besides the tactical significance of U.S. intelligence agencies arranging Assad’s tacit acceptance of U.S. airstrikes over Syrian territory, the reported arrangement is also significant because of the role of Russian intelligence serving as the intermediary. That suggests that despite the U.S.-Russian estrangement over the Ukraine crisis, the cooperation between President Obama and Russian President Vladimir Putin has not been extinguished; it has instead just gone further underground. Last year, this growing behind-the-scenes collaboration between Obama and Putin represented a potential tectonic geopolitical shift in the Middle East. In the short term, their teamwork produced agreements that averted a U.S. military strike against Syria last September (by getting Assad to surrender his chemical weapons arsenal) and struck a tentative deal with Iran to constrain but not eliminate its nuclear program.
  • Direct attacks on Israel would be a temptation to al-Nusra Front, which is competing for the allegiance of young jihadists with the Islamic State. While the Islamic State, known by the acronyms ISIS or ISIL, has captured the imaginations of many youthful extremists by declaring the creation of a “caliphate” with the goal of driving Western interests from the Middle East, al-Nusra could trump that appeal by actually going on the offensive against one of the jihadists’ principal targets, Israel. Yet, despite Israel’s apparent rethinking of its priorities, America’s neocons appear focused still on their long-held strategy of using violent “regime change” in the Middle East to eliminate governments that have been major supporters of Lebanon’s Hezbollah and Palestine’s Hamas, i.e. Syria and Iran. One reason why Obama may have opted for a secretive overture to the Assad regime, using intelligence channels with the Russians as the middlemen, is that otherwise the U.S. neocons and their “liberal interventionist” allies would have howled in protest.
  • By early 2014, American neocons and their “liberal interventionist” pals were conspiring “to midwife” a coup to overthrow Ukraine’s elected President Viktor Yanukovych, according to a phrase used by U.S. Ambassador Geoffrey Pyatt in an intercepted phone conversation with Assistant Secretary of State for European Affairs Victoria Nuland, who was busy handpicking leaders to replace Yanukovych. A neocon holdover from George W. Bush’s administration, Nuland had been a top aide to Vice President Dick Cheney and is married to prominent neocon Robert Kagan, a co-founder of the Project for a New American Century which prepared the blueprint for the neocon strategy of “regime change” starting with the 2003 U.S.-led invasion of Iraq.
  • The U.S.-backed coup ousted Yanukovych on Feb. 22 and sparked a bloody civil war, leaving thousands dead, mostly ethnic Russians in eastern Ukraine. But the Gershman-Nuland strategy also drove a deep wedge between Obama and Putin, seeming to destroy the possibility that their peace-seeking collaboration would continue in the Middle East. [See Consortiumnews.com’s “Neocons’ Ukraine-Syria-Iran Gambit.”] New Hope for ‘Regime Change’ The surprise success of Islamic State terrorists in striking deep inside Iraq during the summer revived neocon hopes that their “regime change” strategy in Syria might also be resurrected. By baiting Obama to react with military force not only in Iraq but across the border in Syria, neocons like Sens. John McCain and Lindsey Graham put the ouster of Assad back in play.
  • In a New York Times op-ed on Aug. 29, McCain and Graham used vague language about resolving the Syrian civil war, but clearly implied that Assad must go. They wrote that thwarting ISIS “requires an end to the [civil] conflict in Syria, and a political transition there, because the regime of President Bashar al-Assad will never be a reliable partner against ISIS; in fact, it has abetted the rise of ISIS, just as it facilitated the terrorism of ISIS’ predecessor, Al Qaeda in Iraq.” Though the McCain-Graham depiction of Assad’s relationship to ISIS and al-Qaeda was a distortion at best – in fact, Assad’s army has been the most effective force in pushing back against the Sunni terrorist groups that have come to dominate the Western-backed rebel movement – the op-ed’s underlying point is obvious: a necessary step in the U.S. military operation against ISIS must be “regime change” in Damascus.
  • That would get the neocons back on their original track of forcing “regime change” in countries seen as hostile to Israel. The first target was Iraq with Syria and Iran always meant to follow. The idea was to deprive Israel’s close-in enemies, Lebanon’s Hezbollah and Palestine’s Hamas, of crucial support. But the neocon vision got knocked off track when Bush’s Iraq War derailed and the American people balked at extending the conflict to Syria and Iran. Still, the neocons retained their vision even after Bush and Cheney departed. They also remained influential by holding onto key positions inside Official Washington – at think tanks, within major news outlets and even inside the Obama administration. Yet, while pushing to get this new war going, the neocons have downplayed their “regime change” agenda, getting Obama to agree only to extend his anti-ISIS bombing campaign from Iraq into Syria. But it was hard to envision expanding the war into Syria without ousting Assad. Now, however, if the source’s account is correct regarding Assad’s quiet assent to U.S. airstrikes, Obama may have devised a way around the need to bomb Assad’s military, an maneuver that might again frustrate the neocons’ beloved goal of “regime change.”

    Robert Parry lands another major scoop. But beware of government officials who leak government plans because they do not invariably speak the truth.  I am particularly wary of this report because Obama's planned arming and training of the "moderate Syrian opposition" was such a patent lie. The "moderate Syrian opposition" disappeared over two years ago as peaceful protesters were replaced by Saudi, Qatari, Turkish, and American-backed Salafist mercenaries took their place. Up until this article, there has been every appearance that the U.S. was about to become ISIL's Air Force in Syria. In other words, there has been a steady gushing of lies from the White House on fundamental issues of war and peace. In that light, I do not plan to accept this article as truth before I see much more confirmation that ISIL rather than the Assad government is the American target in Syria. We have a serial liar in the White House.

Neocon warmongers have even been granted space in major U.S. newspapers, including the Washington Post and the New York Times, to openly advocate for the bombing of Iran despite the risk that destroying Iran's nuclear reactors could inflict both human and environmental devastation. That might serve the Saudi-Israeli interests by forcing Iran to focus exclusively on a domestic crisis but it would amount to a major war crime.   • To further justify expanding across the border and into Syria already ongoing US military operations in Iraq, the Western media has begun claiming that ISIS leadership, “fearing” US airstrikes, are fleeing to safety in neighboring Syria. The Wall Street Journal in its article, “Iraqis Say Some Commanders of Insurgency in Iraq Retreat to Syria,” claimed: According to the Iraqis, the commanders went to eastern Syria, where Islamic State has built an operational base amid the chaos of civil war over the past few years. The insurgents are able to dash across the border into Syria, where that base continues to offer the space to recruit and reorganize largely unchallenged. “They’ve got much better cover in Syria than they do in Iraq,” said Will McCants, an expert on militant Islam at the Brookings Institution and a former State Department adviser. “When they have that kind of strategic depth, they’re just allowed to live another day.”

  • Clearly, the answer, left for readers to arrive at on their own, is that these “successful” US airstrikes in Iraq must be carried over into Syria – where mission creep can do the rest, finally dislodging the Syrian government from power after an ongoing proxy war has failed to do so since 2011. After arming and aiding the Kurds in fighting ISIS in Iraq, the US will attempt to make a similar argument regarding the arming of terrorists in Syria and providing them direct US air support to defeat ISIS – and of course – Damascus. It should be remembered that ISIS itself is a creation of the United States, Saudi Arabia, Israel, Qatar, and has been harbored and provided material assistance by NATO-member Turkey for years. Portrayed by various names by the Western media – ISIS, al-Nusra, the “Free Syrian Army” – in reality it is a conglomerate of Western-backed mercenary forces raised as early as 2007 to overthrow the government in Damascus  and confront Iranian influence across the entire region, including in Lebanon and in Iraq.

The false flag sarin gas attack in Ghouta, Syria, didn't work because John Kerry stuck his foot in his mouth about Syria getting rid of all his chemical warfare agents and Russian Foreign Minister Lavrov and Syrian President Assad offered to do just that. Trapped by Kerry's loose lips, Obama had to call off the U.S. missile strikes and bombing on Syria to rescue the miniscule "Free Syrian Army," Al Nusrah, and other jihadi mercenaries being paid for by the House of Saud and Qattar, So the Syrian government forces got to keep the mercenaries on the run. Flip to plan B: a new excuse for U.S. war against Syria. ISIL is created, including a cover story that it got its hundreds of millions of dollars by robbing banks. Then, it's arranged for the commanders of four Iraq Army divisions to depart when only 1,000 or so ISIL troops attacked Mosul. Left without commanders and softened up by massive psychological warfare operations broadcasting how ISIL was beheading Iraqi troops that they caught, and the four divisions of troops fled south, leaving even their heavy weapons behind.   Out of nowhere, a new Islamic menace is manufactured, spanning about a third each of Syria and Iraq. But Barack Obama to the rescue with the combined  propaganda power of the War Party and Israel Lobby, the U.S. bombers and drones are sent in on their humanitarian mission to rescue about 40,000 Yahidzi (sp?) trapped by ISIL (now the Islamic Caliphate) on a mountaintop.   Then the U.S. expands its bombing to win back the Mosul Dam because it's such a threat to the U.S. Embassy in Baghdad if the dam breaks. Terrorized by the U.S. bombing, ISIL commanders are now said by the NYT and Wall St. J. to be retreating into Syria. Voila! Now the U.S. can send bombs and missiles to Syria ostensibly to kill ISIL leadership and troops, but in reality to bomb the heck out of the Syrian government forces. The road to Tehran still runs through Damascus, as a neocon would say.
