Israel deploys a new weapons system in Gaza - Intellihub.com - 0 views

  • Reports, including photographic evidence reveal that Israel is using an energy weapon to attack targets in Gaza. The destructive beam, thought to be a high energy laser, is emitted from a plane identified as a Boeing KC707 “Re’em,” originally configured for Electronic Warfare. Those observing the attacks cite a beam from a 4 engine jet hitting a target which immediately turns “white hot.” After these attacks, the target area is then hit with either bombs or artillery to destroy evidence of the use of an American designed and built energy weapon illegally given to Israel. BACKGROUND The weapon used is identified as part of the YAL 1 system, a COIL laser (chemical, oxygen/iodine laser), originally intended as an aircraft mounted system to shoot down ICBMs. Boeing approached the Department of Defense in 2002 and by 2004 had mounted its first system on a 747/400 previously flown by Air India. Boeing had convinced Secretary of Defense Donald Rumsfeld that this system, mounted on as many as 7 aircraft, could fly 24 hours a day around Iran and defend “the free world” against nuclear tipped ICBMs that Rumsfeld believed Iran was planning to use. Please note that it was Rumsfeld that told television audiences that Afghanistan was “peppered” with underground cities serviced by rail links that supported division sized Al Qaeda units that, after ten years, no one was able to locate.
  • Boeing tested the system in 2007. The Department of Defense claimed the system could shoot down low earth orbit satellites and that in tests conducted in 2010, destroyed multiple test missiles. There is no reliable confirmation of this other than a press release from then Secretary of Defense Robert Gates. CANCELLATION AND MYSTERIOUS DISAPPEARANCE The Center for Strategic Studies, in an interview with then Defense Secretary Gates published the following: “I don’t know anybody at the Department of Defense who thinks that this program should, or would, ever be operationally deployed. The reality is that you would need a laser something like 20 to 30 times more powerful than the chemical laser in the plane right now to be able to get any distance from the launch site to fire.” So, right now the ABL would have to orbit inside the borders of Iran in order to be able to try and use its laser to shoot down that missile in the boost phase. And if you were to operationalize this you would be looking at 10 to 20 747s, at a billion and a half dollars apiece, and $100 million a year to operate. And there’s nobody in uniform that I know who believes that this is a workable concept.”
  • After $5 billion was spent, the functioning prototype only capable of being fired directly at nearby targets, a system very capable of acquisition and destruction of ground targets with no air defense protection only, was said to have been flown to a scrap yard. The plane itself is still there, at Davis Monthan Air Force Base, with other failed dreams and nightmares. However, the weapons system disappeared, only to reappear in Israel as a “missile defense” project, an adjunct to the “Iron Dome” system. Israel’s Rafael Defense had been trying to develop laser weapons on its own to intercept rockets being fired from Gaza. It was never able to neither deploy a laser powerful enough nor develop a radar system able to be effective.

  • “Friends of Israel,” within the US defense community were convinced by Israel that the system could be finished and deployed to protect Israel against a purported “missile onslaught” from Tehran. In truth, there was no such intention. Instead, as in the film “Real Genius,” the laser system was always intended to be deployed against ground targets, for terrorism and assassinations. The “delivery system,” a Boeing airliner configured for AWAC, electronic warfare or refueling, could easily be modified to “clone” commercial air traffic and attack targets thousands of miles away or as close as Gaza, Lebanon, Syria or Iraq with total impunity.

Israel’s use of white phosphorous, intended as a “smoke market” as a corrosive anti-personnel weapon against civilian populations in Lebanon and Gaza skirts initial language, as cited below, in the St. Petersburg Declaration of 1868, but falls well short of evading later prohibition on the use of chemical agents. “The first treaty to deal with weapons was the St Petersburg Declaration of 1868. Here states were concerned about the development of explosive or incendiary bullets for use against the wagon trains of enemy forces. It was felt that these bullets might be used against enemy personnel15 and cause unnecessary injury. The Contracting Parties agreed ‘mutually to renounce, in case of war among themselves, the employment by their military or naval troops of any projectile of a weight below 400 grammes, which is either explosive or charged with fulminating or inflammable substances’.
  • The declaration does not seem to have affected the practice of states in using tracer for range finding, even mixed with normal ammunition, nor the use of small explosive projectiles for anti-aircraft and anti-material uses. It did not prevent states from using four pound, thermite-based incendiary bombs during the Second World War. These, obviously, were more than 400 grammes in weight. Furthermore it could be argued that they were not ‘projectiles’, a term that certainly would not include illuminating flares or smoke canisters.” The use of energy weapons for assassinations and terrorism had, prior to only a few short days ago, been subject of speculative fiction only. No one had imagined that a failed American weapons system would be pirated for deployment in acts of terrorism by a rogue state. A greater question arises, if this “failed system” costing many billions has been shipped off “in the dark of night” without public knowledge or official authorization for use in a criminal manner, what other systems may have been similarly pirated? There is conclusive evidence that W54/Davy Crocket nuclear weapons made their way to Israel after 1991 after an accident at Dimona is reputed to have made that facility useless for weapons development.
  • Similarly, when the Ukraine retired its “fleet” of SS21 tactical nuclear missiles, Israel took possession of the warheads, servicing their deuterium booster gas all these years to keep them ready for deployment. Intercepted communications between the Kiev junta and Israel now indicate that Israel is ready to “repatriate” some of these nuclear weapons to the Ukraine for use against pro-Russian separatists. Ukrainian leaders have spoken of the intent to deploy and use these nuclear weapons publicly on several recent occasions. From USA Today: “KIEV, Ukraine — Ukraine may have to arm itself with nuclear weapons if the United States and other world powers refuse to enforce a security pact that obligates them to reverse the Moscow-backed takeover of Crimea, a member of the Ukraine parliament told USA TODAY. ‘We gave up nuclear weapons because of this agreement,’ said Rizanenko, a member of the Udar Party headed by Vitali Klitschko, a candidate for president. ‘Now there’s a strong sentiment in Ukraine that we made a big mistake.’”
  • With the recent bombing of a UN refugee facility in Gaza, with the use of chemical and now energy weapons, with Israel’s planned sale of nuclear warheads to Ukraine, there is little more that could be done to establish Israel, not only as a rogue state, but as a “clear and present danger” to not only regional but global security as well. As Jim W. Dean of Veterans Today recently stated, “Their fingerprints are at every crime scene.”

Prediction of False-Flag Chemical Attack in Syria Fits US Escalation Plans - 0 views

  • Though last month’s unilateral bombing of Syria by the U.S., U.K. and France came and went, the threat of foreign military intervention targeting the Syrian government remains, particularly given Syria’s success in defeating the foreign-funded terrorist proxies that have prolonged the Syrian conflict for seven long years. While Israel seems to have taken it upon itself to militarily intervene in Syria to prevent the Syrian government from continuing to reclaim its lost territory, the other major powers that have long sought the end of Syrian President Bashar al-Assad have seemed to step back from intervening in Syria, unless another chemical weapons attack were to take place and be blamed on Assad. For that reason, a recent article, published in early May by Russian news agency RIA Novosti, should raise concern, as it exposes alleged plans for another gas-attack provocation in Syria. According to the report, preparations for a staged chemical weapons attack began late last month as civilians were relocated to a territory near Jafra oil field in Eastern Syria, where they will participate in a staged filming of a chemical-weapons attack scene. According to South Front, a U.S. military garrison was recently established in this area. The report, based on the testimony of an anonymous member of the Syrian security services, claimed that an attack was being planned by U.S. security services and would employ “prohibited substances” against a group of civilians. The source also noted that the operation itself was being led by a former Daesh (ISIS) militant, Mishan Idris Hamash. Though this may seem unusual, the U.S. and its proxy force in Eastern Syria, the Syrian Democratic Forces (SDF), have been known to collaborate with former Daesh forces, including militias composed of former Daesh fighters under the SDF banner. If this report is true, it would not be the first time that such warnings were made public prior to chemical weapons attacks in Syria that were ultimately blamed on the Syrian government. For instance, in late March, the Russian Ministry of Defense had warned that a chemical weapons “provocation” was being planned in Eastern Ghouta by rebel groups in the area as part of a last-ditch attempt to prevent being run out of the Damascus suburb by the Syrian Arab Army. Just a few weeks later, a chemical weapons attack in Douma – widely believed to have been staged – took place and, prior to any investigation, prompted the U.S., U.K. and France to bomb the Syrian government, which they blamed for the attack.

US may sell Saudis bombs once only offered to Israel -- report | The Times of Israel - 0 views

  • Amid American efforts to allay Sunni Arab concerns over the nuclear deal with Iran, officials are reportedly considering selling Saudi Arabia bunker buster bombs, which are currently only offered to Israel American officials said privately this week that the Obama administration is considering selling GBU-28 bunker buster bombs to the Gulf monarchy, the Washington Times reported this week.
  • Talks for the sale are taking place in secret, since according to a 2008 congressional mandate, the US must ensure Israel’s military superiority in the Middle East. But the American administration is also anxious to reassure its Sunni allies in the region that it is not abandoning them. In addition to the sale of bunker buster bombs to Saudi Arabia, the US is also considering selling F-35 fighter jets to the United Arab Emirates, according to a recent report.

Syria Delivers Evidence to UN Showing Peparations for False Flag Chemical Attack in Idlib - 0 views

  • During a speech delivered on Tuesday to the United Nations Security Council, Syria’s Permanent UN Representative Bashir al-Jaafari claimed to have provided information to the council that was evidence that armed opposition groups, including Al Qaeda affiliate al-Nusra Front, were gearing up to use chemical weapons against civilians in the Syrian province of Idlib in an effort to frame the Syrian government for the attack. Jaafari’s warning comes as Syria and its allies are preparing for a major military offensive that would target the rebel-held Idlib province, which even mainstream Western outlets admit is dominated by terrorist groups and their affiliates. Speaking to the council, Jaafari stated:
  • I put in your hands documented information on the preparations taken by Jabhat al-Nusra [al-Nusra Front] terrorist organization and the affiliated groups to use the chemical weapons against civilians in Idlib province to accuse the Syrian Arab Army and to justify any aggression that might be launched on Syria.” He added that eight canisters of chlorine had been transported to Halouz village in Idlib. The evidence Jaafari provided to the Security Council regarding an imminent “false flag” attack has not been made public. Jaafari’s mention of chlorine gas being transported into Idlib follows similar warnings from Russia’s Defense Ministry, which warned in a statement on Tuesday that “a large supply of poisonous [chemical] agents has been brought to the city of Saraqib on two trucks from the village of Afs” and that the deadly cargo has been “accompanied by eight members of the White Helmets organization” and received by two high-ranking Ahrar al-Sham commanders. Ahrar al-Sham has long been a battlefield ally of al-Nusra Front and The New York Times wrote in 2015 that its membership included associates of Osama bin Laden. In addition, the White Helmets group, which receives millions in funding from Western governments, has repeatedly been linked to falsifying evidence of both bombings and chemical weapon attacks in order to facilitate Western military intervention in the Syrian conflict. The Russian military added that a part of the load was later put into “unmarked plastic barrels and transported to another militant base in southern Idlib in order to stage the use of chemical weapons.” It is currently unclear if the area of southern Idlib cited in this statement coincided with Jaafari’s statements that chlorine gas canisters had been delivered to Halouz village in Idlib with this intent.
  • Warnings from Syria’s UN representative and the Russian military follow hawkish statements recently made by members of the Trump administration, particularly National Security Advisor John Bolton, who stated last Wednesday that the U.S. would respond “very strongly” if the Syrian government is accused of chemical weapons use in Idlib.     Petrodollars. Obama has lost Iraq, Afghanistan, Libya and Yemen to Al-Queda / Muslim Brotherhood extremists. He has nearly lost Egypt and Syria. They hang by a thread. We could see this as an Islamic revolution trying to overtake the despots that have ruled the middle East since the WWI break up of the Ottoman Empire, and shamelessly enriched themselves in petrodollars in the process. Or, we could look at this as religious war between Sunni and Shiite Islamic factions, with Iran leading the Shiites, and the Saudis leading the Sunnis. Except, that divide doesn't seem to gel with the idea of a Shiite Muslim Brotherhood alliance with a Sunni Al-Queda. For sure though, Iran has taken over the formerly Sunni led Iraq and is now executing any and all Sunni rebels. Including all of Saddam Hussein's Revolutionary Guard members now fighting in northern Irag and Syria as ISIL. With the help, air cover and weapons provided by Obama, the Muslim Brotherhood has taken over Libya, and nearly took Egypt. The only way of looking at this mess and making sense of it is through the lens of petrodollars and pipelines. Gadafi, Saddam Husein, the Shah of Iran, and Bashir in Syria all have one thing in common: they were selling oil and accepting payment in something other than petrodollars. They were building pipelines for the shipment of non petrodollar oil. I don't expect Iraq or Lybian oil to ever return to market. Civil war will keep that oil in the ground; making the petrodollar bankers and oligarchs very very wealthy, and the USA-NATO military industrial complex very busy profiting from the sale of war making machinery. ..................................... BBC Protects U.K.'s Close Ally Saudi Arabia With Incredibly Dishonest and Biased Editing - 0 views

  • The BBC loves to boast about how “objective” and “neutral” it is. But a recent article, which it was forced to change, illustrates the lengths to which the British state-funded media outlet will go to protect one of the U.K. government’s closest allies, Saudi Arabia, which also happens to be one of the country’s largest arms purchasers (just this morning, the Saudi ambassador to the U.K. threatened in an op-ed that any further criticism of the Riyadh regime by Jeremy Corbyn could jeopardize the multi-layered U.K./Saudi alliance). Earlier this month, the BBC published an article describing the increase in weapons and money sent by Saudi Arabia and other Gulf regimes to anti-Assad fighters in Syria. All of that “reporting” was based on the claims of what the BBC called “a Saudi government official,” who — because he works for a government closely allied with the U.K. — was granted anonymity by the BBC and then had his claims mindlessly and uncritically presented as fact (it is the rare exception when the BBC reports adversarially on the Saudis). This anonymous “Saudi official” wasn’t whistleblowing or presenting information contrary to the interests of the regime; to the contrary, he was disseminating official information the regime wanted publicized. This was the key claim of the anonymous Saudi official (emphasis added):
  • The well-placed official, who asked not to be named, said supplies of modern, high-powered weaponry including guided anti-tank weapons would be increased to the Arab- and western-backed rebel groups fighting the forces of Syria’s President Bashar al-Assad and his Russian, Iranian and Lebanese allies. He said those groups being supplied did not include either Islamic State (IS) or al-Nusra Front, both of which are proscribed terrorist organizations. Instead, he said the weapons would go to three rebel alliances — Jaish al-Fatah (Army of Conquest), the Free Syrian Army (FSA) and the Southern Front.
  • So the Saudis, says the anonymous official, are only arming groups such as the “Army of Conquest,” but not the al Qaeda affiliate the Nusra Front. What’s the problem with this claim? It’s obvious, though the BBC would not be so impolite as to point it out: The Army of Conquest includes the Nusra Front as one of its most potent components. This is not even in remote dispute; the New York Times’ elementary explainer on the Army of Conquest from three weeks ago states:

  • The alliance consists of a number of mostly Islamist factions, including the Nusra Front, al Qaeda’s Syrian affiliate; Ahrar al-Sham, another large group; and more moderate rebel factions that have received covert arms support from the intelligence services of the United States and its allies. The Telegraph, in an early October article complaining that Russia was bombing “non-ISIL rebels,” similarly noted that the Army of Conquest (bombed by Russia) “includes a number of Islamist groups, most powerful among them Ahrar al-Sham and Jabhat al-Nusra. Jabhat al-Nusra is the local affiliate of al-Qaeda.” Even the Voice of America noted that “Russia’s main target has been the Army of Conquest, an alliance of insurgent groups that includes the al-Nusra Front, al-Qaida’s affiliate in Syria, and the hard-line Islamist group Ahrar al-Sham, as well as some less extreme Islamist groups.”
  • In other words, the claim from the anonymous Saudi official that the BBC uncritically regurgitated — that the Saudis are only arming the Army of Conquest but no groups that “include” the Nusra Front — is self-negating. A BBC reader, Ricardo Vaz, brought this contradiction to the BBC’s attention. As he told The Intercept: “The problem is that the Nusra Front is the most important faction inside the Army of Conquest. So either the Saudi official expected the BBC journalist not to know this, or he expects us to believe they can deliver weapons to factions fighting side by side with an al Qaeda affiliate and that those weapons will not make their way into Nusra’s hands. In any case, this is very close to an official admission that the Saudis (along with Qataris and Turkish) are supplying weapons to an al Qaeda affiliate. This of course is not a secret to anyone who’s paying attention.” In response to Vaz’s complaint, the BBC did not tell its readers about this vital admission. Instead, it simply edited that Saudi admission out of its article. In doing so, it made the already-misleading article so much worse, as the BBC went even further out of its way to protect the Saudis. This is what that passage now states on the current version of the article on the BBC’s site (emphasis added): He said those groups being supplied did not include either Islamic State (IS) or al-Nusra Front, both of which are proscribed terrorist organizations. Instead, he said the weapons would go to the Free Syrian Army and other small rebel groups.
  • So originally, the BBC stated that the “Saudi official” announced that the regime was arming the Army of Conquest. Once it was brought to the BBC’s attention that the Army of Conquest includes the al Qaeda affiliate Nusra Front — a direct contradiction of the Saudi official’s other claim that the Saudis are not arming Nusra — the BBC literally changed the Saudi official’s own statement, whitewashed it, to eliminate his admission that they were arming Army of Conquest. Instead, the BBC now states that the Saudis are arming “the Free Syrian Army and other small rebel groups.” The BBC simply deleted the key admission that the Saudis are arming al Qaeda.
  • But what this does highlight is just how ludicrous — how beyond parody — the 14-year-old war on terror has become, how little it has to do with its original ostensible justification. The regime with the greatest plausible proximity to the 9/11 attack — Saudi Arabia — is the closest U.S. ally in the region next to Israel. The country that had absolutely nothing to do with that attack, and which is at least as threatened as the U.S. by the religious ideology that spurred it — Iran — is the U.S.’s greatest war-on-terror adversary. Now we have a virtual admission from the Saudis that they are arming a group that centrally includes al Qaeda, while the U.S. itself has at least indirectly done the same (just as was true in Libya). And we’re actually at the point where western media outlets are vehemently denouncing Russia for bombing al Qaeda elements, which those outlets are  manipulatively referring to as “non-ISIS groups.” It’s not a stretch to say that the faction that provides the greatest material support to al Qaeda at this point is the U.S. and its closest allies. That is true even as al Qaeda continues to be paraded around as the prime need for the ongoing war. But whatever one’s views are on Syria, it’s telling indeed to watch the BBC desperately protect Saudi officials, not only by granting them anonymity to spout official propaganda, but worse, by using blatant editing games to whitewash the Saudis’ own damaging admissions, ones the BBC unwittingly published. There are many adjectives one can apply to the BBC’s behavior here: “Objective” and “neutral” are most assuredly not among them.

Israel Crosses the Threshold II: The Nixon Administration Debates the Emergence of the ... - 0 views

  • Washington, D.C., September 12, 2014 – During the spring and summer of 1969, officials at the Pentagon, the State Department, the Central Intelligence Agency, and the White House debated and discussed the problem of the emergence of a nuclear Israel. Believing that Israel was moving very close to a nuclear weapons capability or even possession of actual weapons, the Nixon administration debated whether to apply pressure to restrain the Israelis or even delay delivery of advanced Phantom jets whose sale had already been approved. Recently declassified documents produced in response to a mandatory declassification review request by the National Security Archive, and published today by the Archive in cooperation with the Nuclear Proliferation International History Project, show that top officials at the Pentagon were especially supportive of applying pressure on Israel. On 14 July 1969, Deputy Secretary of Defense (and Hewlett-Packard co-founder) David Packard signed a truly arresting memorandum to Secretary of Defense Melvin Laird, arguing that failure to exert such pressure "would involve us in a conspiracy with Israel which would leave matters dangerous to our security in their hands." In the end, Laird and Packard and others favoring pressure lost the debate. While National Security Advisor Henry Kissinger supported some of their ideas, he also believed that, at the minimum, it would be sufficient for U.S. interests if Israel kept their nuclear activities secret. As he put on his draft memo to President Nixon on or around July 19, "public knowledge is almost as dangerous as possession itself." Indeed, Nixon opposed pressure and was willing to tolerate Israeli nuclear weapons as long as they stayed secret.
  • Earlier this year (2014), in response to a mandatory declassification review appeal filed by the National Security Archive in July 2009, the Interagency Security Classification Appeal Panel (ISCAP) declassified additional documents and information that shed brighter light on this highly sensitive policy debate. NSSM 40 is now declassified and published for the first time as is the formal interagency response to it. The intelligence reports prepared during the NSSM process remain classified, however. These along with other documents in the ISCAP release (including records that were declassified in 2007 and material published in 2006) elucidate the complexity and the enormous sensitivity of the internal debate over how far to apply pressure and what exactly the U.S. should ask of Israel. The interagency response revealed unanimity in goals-Israel should sign the Nuclear Nonproliferation Treaty (NPT) and halt its weapons program-but exposed significant divisions over how far Israel should be pressed and whether Washington should use military sales-in particular, withholding the delivery of Phantom jets, as leverage. There were also differences in how various officials assessed and conceptualized Israel's nuclear status at that time, and what commitments could realistically be asked of Israel. It might well be that the split of opinion between Defense and State allowed President Nixon even more freedom in making his own decision.
  • It appears now that a long memorandum written by Assistant Secretary of Defense Paul Warnke, a holdover from the Lyndon Johnson administration, to the new secretary of defense, Melvin Laird, was important element in the instigation of NSSM 40. Believing that it would be a danger to US interests if Israel acquired nuclear weapons, Warnke argued in his memo of 15 February 1969 that the United States must respond to the new Israeli nuclear reality and asked Laird to "consider another serious, concerted, and sustained effort to persuade Israel to halt its work on strategic missiles and nuclear weapons." Warnke believed that Washington must be ready to exert heavy pressure on Israel, starting with a presidential demarche. The view that it would be a danger to US security interests if Israel acquired nuclear weapons was at that time a largely non-partisan matter. Senior Democrats and Republicans within both the Johnson and Nixon administrations held that view, and both Laird and his deputy David Packard were responsive to Warnke's arguments that the US should apply pressure. To some extent, as Packard suggested in his July memorandum, even Kissinger seems at one time to have been part of that consensus, though his views were somewhat more subtle and variable. This nonpartisan consensus highlights how at the end independent-in fact, secretive and aloof-President Nixon was as he made his own decisions on the matter. Thus, he ruled against using the Phantoms as pressure and in doing so left the United States with no leverage whatsoever.

  • The historical picture is far from complete in other areas as well. Most intriguing, we still do not know much about President Nixon's direct involvement in the debate, in particular exactly how, when, and why he ultimately overruled strong advice from senior officials to use pressure against the Israeli government. A draft Kissinger memorandum, declassified in 2007 and included in today's publication, sheds some light on why Nixon may have concluded that keeping the Israeli nuclear program a secret was the optimum solution. Certainly the outcome of the Nixon-Meir secret understanding-which left the Israeli program in place and secret-was significantly different from the recommendations of his key officials (not withstanding National Security Advisor, Henry Kissinger), but to this day we have almost no paper trail on the most important element in the policy puzzle: what exactly went on during the Nixon-Meir one-on-one meeting of 26 September 1969. Indeed, it appears that no record exists in the national archives of either country that reveals what was agreed to at the meeting

  • The old recruiting slogan was “Join the Navy and See the World.” Those advertisements were prescient; the U.S. military has a presence of some kind in 171 nations and jurisdictions in addition to the United States and its possessions. Many times the presence is one officer as a military attaché or similar post or even a military dependent. But some countries host significant numbers of members of the U.S. armed forces. The two countries hosting the most members of the U.S. military are the two the U.S. conquered in World War II. There were 49,503 members of the military in Japan as of the end of last year, according to the Department of Defense. Germany was next with 38,826 members of the U.S. armed forces stationed there. Although it’s difficult to nail down the exact worldwide number of U.S. military sites, the most recent Department of Defense report lists buildings in 38 foreign nations and territories. The U.S. has 179 bases in Germany and 109 installations in Japan.
  • Other countries have much smaller U.S. contingents. Greenland is the home of 142 lucky Air Force personnel. Fourteen members of different military branches are now stationed in Vietnam, 40 years after U.S. troops abandoned the ill-fated war there. And there’s likely a very short line at the PX in Mongolia; only four U.S. military personnel are stationed in that land-locked Asian nation. Indeed, U.S. bases can come in a variety of shapes and sizes, according to David Vine, author of Base Nation: How US Military Bases Abroad Harm America and the World. They include “small radar facilities in Peru and Puerto Rico….Even military resorts and recreation areas in places like Tuscany and Seoul are bases of a kind; worldwide, the military runs more than 170 golf courses.” Even where the U.S. doesn’t send military personnel, the U.S. does send weapons. The United States is the world largest arms exporter. From 2010 to 2014, Americans sent weapons to at least 94 countries, according to a report (pdf) by the Stockholm International Peace Research Institute (SIPRI). The country that got the largest share of the weaponry was South Korea, at 9%, followed by the United Arab Emirates at 8% and Australia at 8%. The United States accounts for 31% of the world’s arms exports, followed by Russia at 27% and China at 5%.

  • It is alleged that some of the bail money that released Sturgis and the other Watergate burglars was drug money from the CIA asset turned drug trafficker, Manuel Artime, and delivered by Artime’s money-launderer, Ramón Milián Rodríguez. After the Iran-Contra scandal went public, Milián Rodríguez was investigated by a congressional committee – not for Watergate, but because, in support of the Contras, he had managed two Costa Rican seafood companies, Frigorificos and Ocean Hunter, that laundered drug money.6
  • In the 1950s Wall Street was a dominating complex. It included not just banks and other financial institutions but also the oil majors whose cartel arrangements were successfully defended against the U.S. Government by the Wall Street law firm Sullivan and Cromwell, home to the Dulles brothers. The inclusion of Wall Street conforms with Franklin Roosevelt’s observation in 1933 to his friend Col. E.M. House that “The real truth … is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson.”18 FDR’s insight is well illustrated by the efficiency with which a group of Wall Street bankers (including Nelson Rockefeller’s grandfather Nelson Aldrich) were able in a highly secret meeting in 1910 to establish the Federal Reserve System – a system which in effect reserved oversight of the nation’s currency supply and of all America’s banks in the not impartial hands of its largest.19 The political clout of the quasi-governmental Federal Reserve Board was clearly demonstrated in 2008, when Fed leadership secured instant support from two successive administrations for public money to rescue the reckless management of Wall Street banks: banks Too Big To Fail, and of course far Too Big To Jail, but not Too Big To Bail.20
  • since its outset, the CIA has always had access to large amounts of off-the books or offshore funds to support its activities. Indeed, the power of the purse has usually worked in an opposite sense, since those in control of deep state offshore funds supporting CIA activities have for decades also funded members of Congress and of the executive – not vice versa. The last six decades provide a coherent and continuous picture of historical direction being provided by this deep state power of the purse, trumping and sometimes reversing the conventional state. Let us resume some of the CIA’s sources of offshore and off-the-books funding for its activities. The CIA’s first covert operation was the use of “over $10 million in captured Axis funds to influence the [Italian] election [of 1948].”25 (The fundraising had begun at the wealthy Brook Club in New York; but Allen Dulles, then still a Wall Street lawyer, persuaded Washington, which at first had preferred a private funding campaign, to authorize the operation through the National Security Council and the CIA.)26 Dulles, together with George Kennan and James Forrestal, then found a way to provide a legal source for off-the-books CIA funding, under the cover of the Marshall Plan. The three men “helped devise a secret codicil [to the Marshall Plan] that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.”27

  • The international lawyers of Wall Street did not hide from each other their shared belief that they understood better than Washington the requirements for running the world. As John Foster Dulles wrote in the 1930s to a British colleague, The word “cartel” has here assumed the stigma of a bogeyman which the politicians are constantly attacking. The fact of the matter is that most of these politicians are highly insular and nationalistic and because the political organization of the world has under such influence been so backward, business people who have had to cope realistically with international problems have had to find ways for getting through and around stupid political barriers.21
  • In the 1960s and especially the 1970s America began to import more and more oil from the Middle East. But the negative effect on the U.S. balance of payments was offset by increasing arms and aviation sales to Iran and Saudi Arabia. Contracts with companies like Northrop and especially Lockheed (the builder of the CIA’s U-2) included kickbacks to arms brokers, like Kodama Yoshio in Japan and Adnan Khashoggi in Saudi Arabia, who were also important CIA agents. Lockheed alone later admitted to the Church Committee that it had provided $106 million in commissions to Khashoggi between 1970 and 1975, more than ten times what it had paid to the next most important connection, Kodama.31 These funds were then used by Khashoggi and Kodama to purchase pro-Western influence. But Khashoggi, advised by a team of ex-CIA Americans like Miles Copeland and Edward Moss, distributed cash, and sometimes provided women, not just in Saudi Arabia but around the world – including cash to congressmen and President Nixon in the United States.32 Khashoggi in effect served as a “cutout,” or representative, in a number of operations forbidden to the CIA and the companies he worked with. Lockheed, for one, was conspicuously absent from the list of military contractors who contributed illicitly to Nixon’s 1972 election campaign. But there was no law prohibiting, and nothing else to prevent their official representative, Khashoggi, from cycling $200 million through the bank of Nixon’s friend Bebe Rebozo.33
  • The most dramatic use of off-the-books drug profits to finance foreign armies was seen in the 1960s CIA-led campaign in Laos. There the CIA supplied airstrips and planes to support a 30,000-man drug-financed Hmong army. At one point Laotian CIA station chief Theodore Shackley even called in CIA aircraft in support of a ground battle to seize a huge opium caravan on behalf of the larger Royal Laotian Army.30
  • At the time of the Marshall Plan slush fund in Europe, the CIA also took steps which resulted in drug money to support anti-communist armies in the Far East. In my book American War Machine I tell how the CIA, using former OSS operative Paul Helliwell, created two proprietary firms as infrastructure for a KMT army in Burma, an army which quickly became involved in managing and developing the opium traffic there. The two firms were SEA Supply Inc. in Bangkok and CAT Inc. (later Air America) in Taiwan. Significantly, the CIA split ownership of CAT Inc.’s plane with KMT bankers in Taiwan – this allowed the CIA to deny responsibility for the flights when CAT planes, having delivered arms from Sea Supply to the opium-growing army, then returned to Taiwan with opium for the KMT. Even after the CIA officially severed its connection to the KMT Army in 1953, its proprietary firm Sea Supply Inc. supplied arms for a CIA-led paramilitary force, PARU, that also was financed, at least in part, by the drug traffic.28 Profits from Thailand filtered back, in part through the same Paul Helliwell, as donations to members from both parties in Congress. Thai dictator Phao Sriyanon, a drug trafficker who was then alleged to be the richest man in the world, hired lawyer Paul Helliwell…as a lobbyist in addition to [former OSS chief William] Donovan [who in 1953-55 was US Ambassador to Thailand]. Donovan and Helliwell divided the Congress between them, with Donovan assuming responsibility for the Republicans and Helliwell taking the Democrats.29
  • The power exerted by Khashoggi was not limited to his access to funds and women. By the 1970s, Khashoggi and his aide Edward Moss owned the elite Safari Club in Kenya.34 The exclusive club became the first venue for another and more important Safari Club: an alliance between Saudi and other intelligence agencies that wished to compensate for the CIA’s retrenchment in the wake of President Carter’s election and Senator Church’s post-Watergate reforms.35
  • As former Saudi intelligence chief Prince Turki bin Faisal once told Georgetown University alumni, In 1976, after the Watergate matters took place here, your intelligence community was literally tied up by Congress. It could not do anything. It could not send spies, it could not write reports, and it could not pay money. In order to compensate for that, a group of countries got together in the hope of fighting Communism and established what was called the Safari Club. The Safari Club included France, Egypt, Saudi Arabia, Morocco, and Iran.36 Prince Turki’s candid remarks– “your intelligence community was literally tied up by Congress. …. In order to compensate for that, a group of countries got together … and established what was called the Safari Club.” – made it clear that the Safari Club, operating at the level of the deep state, was expressly created to overcome restraints established by political decisions of the public state in Washington (decisions not only of Congress but also of President Carter).
  • Specifically Khashoggi’s activities involving corruption by sex and money, after they too were somewhat curtailed by Senator Church’s post-Watergate reforms, appear to have been taken up quickly by the Bank of Credit and Commerce International (BCCI), a Muslim-owned bank where Khashoggi’s friend and business partner Kamal Adham, the Saudi intelligence chief and a principal Safari Club member, was a part-owner.37 In the 1980s BCCI, and its allied shipping empire owned by the Pakistani Gokal brothers, supplied financing and infrastructure for the CIA’s (and Saudi Arabia’s) biggest covert operation of the decade, support for the Afghan mujahedin. To quote from a British book excerpted in the Senate BCCI Report: “BCCI’s role in assisting the U.S. to fund the Mujaheddin guerrillas fighting the Soviet occupation is drawing increasing attention. The bank’s role began to surface in the mid-1980′s when stories appeared in the New York Times showing how American security operatives used Oman as a staging post for Arab funds. This was confirmed in the Wall Street Journal of 23 October 1991 which quotes a member of the late General Zia’s cabinet as saying ‘It was Arab money that was pouring through BCCI.’ The Bank which carried the money on from Oman to Pakistan and into Afghanistan was National Bank of Oman, where BCCI owned 29%.”38
  • In 1981 Vice-president Bush and Saudi Prince Bandar, working together, won congressional approval for massive new arms sales of AWACS (airborne warning and control system) aircraft to Saudi Arabia. In the $5.5 billion package, only ten percent covered the cost of the planes. Most of the rest was an initial installment on what was ultimately a $200 billion program for military infrastructure through Saudi Arabia.41 It also supplied a slush fund for secret ops, one administered for over a decade in Washington by Prince Bandar, after he became the Saudi Ambassador (and a close friend of the Bush family, nicknamed “Bandar Bush”). In the words of researcher Scott Armstrong, the fund was “the ultimate government-off-the-books.” Not long after the AWACS sale was approved, Prince Bandar thanked the Reagan administration for the vote by honoring a request by William Casey that he deposit $10 million in a Vatican bank to be used in a campaign against the Italian Communist Party. Implicit in the AWACS deal was a pledge by the Saudis to fund anticommunist guerrilla groups in Afghanistan, Angola, and elsewhere that were supported by the Reagan Administration.42 The Vatican contribution, “for the CIA’s long-time clients, the Christian Democratic Party,” of course continued a CIA tradition dating back to 1948.
  • The activities of the Safari Club were exposed after Iranians in 1979 seized the records of the US Embassy in Tehran. But BCCI support for covert CIA operations, including Iran-Contra, continued until BCCI’s criminality was exposed at the end of the decade. Meanwhile, with the election of Ronald Reagan in 1980, Washington resumed off-budget funding for CIA covert operations under cover of arms contracts to Saudi Arabia. But this was no longer achieved through kickbacks to CIA assets like Khashoggi, after Congress in 1977 made it illegal for American corporations to make payments to foreign officials. Instead arrangements were made for payments to be returned, through either informal agreements or secret codicils in the contracts, by the Saudi Arabian government itself. Two successive arms deals, the AWACS deal of 1981 and the al-Yamamah deal of 1985, considerably escalated the amount of available slush funds.
  • It is reported in two books that the BCCI money flow through the Bank of Oman was handled in part by the international financier Bruce Rappaport, who for a decade, like Khashoggi, kept a former CIA officer on his staff.39 Rappaport’s partner in his Inter Maritime Bank, which interlocked with BCCI, was E.P. Barry, who earlier had been a partner in the Florida money-laundering banks of Paul Helliwell.40
  • After a second proposed major U.S. arms sale met enhanced opposition in Congress in 1985 from the Israeli lobby, Saudi Arabia negotiated instead a multi-billion pound long-term contract with the United Kingdom – the so-called al-Yamamah deal. Once again overpayments for the purchased weapons were siphoned off into a huge slush fund for political payoffs, including “hundreds of millions of pounds to the ex-Saudi ambassador to the US, Prince Bandar bin Sultan.”43 According to Robert Lacey, the payments to Prince Bandar were said to total one billion pounds over more than a decade.44 The money went through a Saudi Embassy account in the Riggs Bank, Washington; according to Trento, the Embassy’s use of the Riggs Bank dated back to the mid-1970s, when, in his words, “the Saudi royal family had taken over intelligence financing for the United States.”45 More accurately, the financing was not for the United States, but for the American deep state.
  • This leads me to the most original and important thing I have to say. I believe that these secret funds from BCCI and Saudi arms deals – first Khashoggi’s from Lockheed and then Prince Bandar’s from the AWACS and al-Yamamah deals – are the common denominator in all of the major structural deep events (SDEs) that have afflicted America since the supranational Safari Club was created in l976. I am referring specifically to 1) the covert US intervention in Afghanistan (which started about 1978 as a Safari Club intervention, more than a year before the Russian invasion), 2) the 1980 October Surprise, which together with an increase in Saudi oil prices helped assure Reagan’s election and thus give us the Reagan Revolution, 3) Iran-Contra in 1984-86, 4) and – last but by no means least – 9/11. That is why I believe it is important to analyze these events at the level of the supranational deep state. Let me just cite a few details.
  • 1) the 1980 October Surprise. According to Robert Parry, Alexandre de Marenches, the principal founder of the Safari Club, arranged for William Casey (a fellow Knight of Malta) to meet with Iranian and Israeli representatives in Paris in July and October 1980, where Casey promised delivery to Iran of needed U.S. armaments, in exchange for a delay in the return of the U.S. hostages in Iran until Reagan was in power. Parry suspects a role of BCCI in both the funding of payoffs for the secret deal and the subsequent flow of Israeli armaments to Iran.46 In addition, John Cooley considers de Marenches to be “the Safari Club player who probably did most to draw the US into the Afghan adventure.”47 2) the Iran-Contra scandal (including the funding of the Contras, the illegal Iran arms sales, and support for the Afghan mujahideen There were two stages to Iran-Contra. For twelve months in 1984-85, after meeting with Casey, King Fahd of Saudi Arabia, in the spirit of the AWACS deal, supported the Nicaraguan Contras via Prince Bandar through a BCCI bank account in Miami. But in April 1985, after the second proposed arms sale fell through, McFarlane, fearing AIPAC opposition, terminated this direct Saudi role. Then Khashoggi, with the help of Miles Copeland, devised a new scheme in which Iranian arms sales involving Israel would fund the contras. The first stage of Iran-Contra was handled by Prince Bandar through a BCCI account in Miami; the second channel was handled by Khashoggi through a different BCCI account in Montecarlo. The Kerry-Brown Senate Report on BCCI also transmitted allegations from a Palestinian-American businessman, Sam Bamieh, that Khashoggi’s funds from BCCI for arms sales to Iran came ultimately from King Fahd of Saudi Arabia, who “was hoping to gain favor with Ayatollah Ruhollah Khomeini.”48
  • 3) 9/11 When the two previously noted alleged hijackers or designated culprits, al-Mihdhar and al-Hazmi, arrived in San Diego, a Saudi named Omar al-Bayoumi both housed them and opened bank accounts for them. Soon afterwards Bayoumi’s wife began receiving monthly payments from a Riggs bank account held by Prince Bandar’s wife, Princess Haifa bint Faisal.49 In addition, Princess Haifa sent regular monthly payments of between $2,000 and $3,500 to the wife of Osama Basnan, believed by various investigators to be a spy for the Saudi government. In all, “between 1998 and 2002, up to US $73,000 in cashier cheques was funneled by Bandar’s wife Haifa … – to two Californian families known to have bankrolled al-Midhar and al-Hazmi.”50 Although these sums in themselves are not large, they may have been part of a more general pattern. Author Paul Sperry claims there was possible Saudi government contact with at least four other of the alleged hijackers in Virginia and Florida. For example, “9/11 ringleader Mohamed Atta and other hijackers visited s home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd.”51
  • But it is wrong to think of Bandar’s accounts in the Riggs Bank as uniquely Saudi. Recall that Prince Bandar’s payments were said to have included “a suitcase containing more than $10 million” that went to a Vatican priest for the CIA’s long-time clients, the Christian Democratic Party.52 In 2004, the Wall Street Journal reported that the Riggs Bank, which was by then under investigation by the Justice Department for money laundering, “has had a longstanding relationship with the Central Intelligence Agency, according to people familiar with Riggs operations and U.S. government officials.”53 Meanwhile President Obiang of Equatorial Guinea “siphoned millions from his country’s treasury with the help of Riggs Bank in Washington, D.C.”54 For this a Riggs account executive, Simon Kareri, was indicted. But Obiang enjoyed State Department approval for a contract with the private U.S. military firm M.P.R.I., with an eye to defending offshore oil platforms owned by ExxonMobil, Marathon, and Hess.55 Behind the CIA relationship with the Riggs Bank was the role played by the bank’s overseas clients in protecting U.S. investments, and particularly (in the case of Saudi Arabia and Equatorial Guinea), the nation’s biggest oil companies.
  • The issue of Saudi Embassy funding of at least two (and possibly more) of the alleged 9/11 hijackers (or designated culprits) is so sensitive that, in the 800-page Joint Congressional Inquiry Report on 9/11, the entire 28-page section dealing with Saudi financing was very heavily redacted.56 A similar censorship occurred with the 9/11 Commission Report: According to Philip Shenon, several staff members felt strongly that they had demonstrated a close Saudi government connection to the hijackers, but a senior staff member purged almost all of the most serious allegations against the Saudi government, and moved the explosive supporting evidence to the report’s footnotes.57 It is probable that this cover-up was not designed for the protection of the Saudi government itself, so much as of the supranational deep state connection described in this essay, a milieu where American, Saudi, and Israeli elements all interact covertly. For that reason, a recent article, published in early May by Russian news agency RIA Novosti, should raise concern, as it exposes alleged plans for another gas-attack provocation in Syria. According to the report, preparations for a staged chemical weapons attack began late last month as civilians were relocated to a territory near Jafra oil field in Eastern Syria, where they will participate in a staged filming of a chemical-weapons attack scene. According to South Front, a U.S. military garrison was recently established in this area. The report, based on the testimony of an anonymous member of the Syrian security services, claimed that an attack was being planned by U.S. security services and would employ “prohibited substances” against a group of civilians. The source also noted that the operation itself was being led by a former Daesh (ISIS) militant, Mishan Idris Hamash. Though this may seem unusual, the U.S. and its proxy force in Eastern Syria, the Syrian Democratic Forces (SDF), have been known to collaborate with former Daesh forces, including militias composed of former Daesh fighters under the SDF banner.
  • While no new information has since emerged that would corroborate Novosti’s report, it is true that the U.S. — as the occupying force in the area where the provocation is allegedly being planned – does have a motive to conduct such a false flag attack, as the U.S. and Israel stand to benefit the most were the worst to occur. As MintPress has reported over the course of the war in Syria, the U.S. has long had the goal of regime change in Syria and it – along with many of its allies – have helped foment and prolong the Syrian conflict in pursuit of this end. However, timing here is key. Such a provocation, and the retaliation it would inspire, would come just as Israel and Syria are the closest to outright war in decades, as Israeli airstrikes targeting Syria earlier this week were extensive and have led to the relocation of significant military assets, including tanks, to the Golan Heights, the portion of southern Syria under illegal Israeli occupation. Were a U.S. and Western military intervention – provoked by another alleged chemical weapons attack blamed on Assad – to occur while Israel is actively preparing for a major conflict with Syria, it would put pressure on Assad from the U.S.-occupied east while Israel attacks from the south, making any military campaign against the Syrian government much more effective for those forces that have long sought the destruction of the Syrian state.

    This lengthy article from Reuters deserves attention. The peace initiatives by Russia/Syria and by Iran are forcing realignment of foreign policies throughout the Mideast. The U.S. is no longer perceived as being on the side of only Sunni Muslim states. One of the most visible changes (after cancellation of the U.S. military strike on Syria) is a go-it-alone declaration by the House of Saud that parallels the stance taken by Israel's ruling right-wing coalition. Both Israel and the Saudis had very successfully isolated the U.S. from the non-Sunni Arab nations, fueling and deepening a religious divide within the Arab nations. It remains to be seen whether the declarations by the House of Saud and Bibi Netanyahu will translate into effective military action against Iran and Syria, although Saudi money and weapons will continue to flow into Syria for the foreseeable future. Both nations will continue attempts to undo the looming Iran-U.S. thaw in relations. Predictably, the Zionist/Neocon hawks in Congress are pushing legislation to put a big freeze back on the Iran-U.S. thaw in relations, including a bill to stiffen economic sanctions on Iran and authorize military strikes against Syria. But that legislation seems to be going nowhere; the mood of the U.S. population (and thus of those up for election next year) has shifted to profoundly anti-war, at least as applied to Syria and Iran. It would be ironic if Russia/Syria and Iran's peace initiatives actually resulted in a lasting U.S. shift away from the Zionist/Neocon strategy to destabilize all of Israel's neighboring states except Egypt, Lebanon, and Jordan (those three have already been destabilized and swept into Israel's influence). US May Be Complicit in War Crimes in Yemen | Al Jazeera America - 0 views

  • Eight months after Saudi Arabia and its Gulf allies began an aerial campaign against the Houthi rebels, the civilian death toll continues to mount. More than 5,600 people, including 2,615 civilians and 500 children, have been killed since March. The vast majority of civilian deaths are attributable to coalition airstrikes.  Human rights groups have warned about war crimes and the continued humanitarian calamity in Yemen. “Yemen in five months is like Syria after five years,” Peter Maurer, president of the International Committee of the Red Cross, said in August. “The humanitarian situation is nothing short of catastrophic. Every family in Yemen has been affected by this conflict.” Complicit in the growing humanitarian disaster is the United States and its unchecked arms sales to Saudi Arabia and other Gulf allies. The Barack Obama administration agreed to transfer more than $64 billion in weapons and services to members of the Gulf Cooperation Council (GCC) during its first five years. On Oct. 20, the U.S. government approved an $11.25 billion deal to sell warships to Saudi Arabia, ignoring calls from human rights activists to refrain from selling certain military equipment in light of the civilian toll it is inflicting. In continuing to provide weapons, intelligence and logistical support to Riyadh, including precision rockets and internationally banned cluster munitions, the U.S. is contributing to Yemen’s suffering.

The White House expressed concern about the incident, but its words ring hollow, given that the U.S supplied the planes used in the attack. In a report on Oct. 6, London-based advocacy group Amnesty International investigated 13 coalition airstrikes from May to July that killed an estimated 100 people, including 59 children. The group found that some of the strikes hit civilian objects such as “homes, public buildings, schools, markets, shops, factories, bridges, roads and other civilian infrastructure,” as well as civilians fleeing in vehicles and those delivering humanitarian assistance. Amnesty said the strikes violate international law and found “damning evidence of war crimes,” which warrant an international investigation and the suspension of certain arms transfers. A United Nations panel has accused all sides of human rights abuses, but singled out coalition forces for committing “grave violations.” But international condemnation has done little to ease the devastation wrought by the strikes.

  • Russia had canceled a contract to deliver the systems to Iran in 2010, under pressure from the West, but announced it was reviving the contract in April 2015, as reaching a final nuclear deal appeared imminent. On Sunday, Iranian state TV reported that the S-300 was deployed at the Fordow facility, about 60 miles south of Tehran, according to Reuters. Since the signing of the deal in January, Iran has stopped enriching uranium there.  But U.S. officials and allies are concerned that the deployment of the S-300, which intercepts missiles, would limit potential future military options. Last August, the Pentagon expressed objections to the sale, but said it was "confident" the president would "have all the options he needs" to counteract the system.

Unknown to many policy makers, Israel was moving on a separate track to replenish supplies of lethal munitions being used in Gaza and to expedite the approval of the Iron Dome funds on Capitol Hill.   • Egypt's 50-member constitution committee has approved an article allowing civilians to be tried by military courts. At Wednesday's session, 30 members voted in favour of the article, seven against, with two abstentions. The remaining 11 were absent. The article was approved after it was amended and presented by the panel's military representative. The text of the article refers to direct attacks on military premises, camps, properties and factories; attacks on military zones and border areas, and attacks on military vehicles or personnel while they are carrying out their duties. Crimes related to military documents, secrets or funds are also included in the article.
  • Several political parties and movements have condemned the article. April 6 Youth Movement founder Ahmed Maher said via Facebook: "No to a constitution that allows military trials of civilians. Have we forgotten the 12,000 civilians that had military trials [during military rule after the January 2011 uprising], including children who are still in jail?" April 6 coordinator Amr Salah said the movement would campaign against the constitution if the article is not removed. Human rights organisations have been calling for a complete ban on trials of civilians by military courts.

    Ain't it wonderful that Egypt is our No. 2 recipient of military weapons and materiel sales to U.S. manufacturers disguised as U.S. foreign financial aid? But Egypt mans the southern blockade of the Gaza Strip. If Egypt did not do so all those Palestinians might actually engage in international commerce and go to sleep with full bellies. So in reality we have no choice but to play along with military tribunals trying civilians. After all, the U.S. is now doing that too. Why not Egypt?
