IPS - Lavrov Reveals Amended Draft Circulated at "Last Moment" | Inter Press Service - 0 views

  • Nov 15 2013 (IPS) - Russian Foreign Minister Sergey Lavrov revealed a crucial detail Thursday about last week’s nuclear talks with Iran in Geneva that explains much more clearly than previous reports why the meeting broke up without agreement. Lavrov said the United States circulated a draft that had been amended in response to French demands to other members of the six-power P5+1 for approval “literally at the last moment, when we were about to leave Geneva.” Lavrov’s revelation, which has thus far been ignored by major news outlets, came in a news conference in Cairo Thursday that was largely devoted to Egypt and Syria. Lavrov provided the first real details about the circumstances under which Iran left Geneva without agreeing to the draft presented by the P5+1.
  • The full quote from Lavrov’s press conference is available thanks to the report from Voice of Russia correspondent Ksenya Melnikova. Lavrov noted that unlike previous meetings involving the P5+1 and Iran, “This time, the P5+1 group did not formulate any joint document.” Instead, he said, “There was an American-proposed draft, which eventually received Iran’s consent.” Lavrov thus confirmed the fact that the United States and Iran had reached informal agreement on a negotiating text. He further confirmed that Russia had been consulted, along with the four other powers in the negotiations with Iran (China, France, Germany and the UK), about that draft earlier in the talks –- apparently Thursday night, from other published information. “We vigorously supported this draft,” Lavrov said. “If this document had been supported by all [members of the P5+1], it would have already been adopted. We would probably already be in the initial stages of implementing the agreements that were offered by it.”
  • Then Lavrov revealed for the first time that the U.S. delegation had made changes in the negotiating text that had already been worked out with Iran at the insistence of France without having consulted Russia. “But amendments to [the negotiating draft] suddenly surfaced,” Lavrov said. “We did not see them. And the amended version was circulated literally at the last moment, when we were about to leave Geneva.” Lavrov implies that the Russian delegation, forced to make a quick up or down decision on the amended draft, did not realise the degree to which it was likely to cause the talks to fail. “At first sight, the Russian delegation did not notice any significant problems in the proposed amendments,” Lavrov said. He made it clear, however, that he now considers the U.S. maneuvre in getting the six powers on board a draft that had been amended with tougher language – even if softened by U.S. drafters — without any prior consultation with Iran to have been a diplomatic blunder.

  • “[N]aturally, the language of these ideas should be acceptable for all the participants in this process – both the P5+1 group and Iran,” Lavrov said. The crucial details provided by Lavrov on the timing of the amended draft shed new light on Secretary of State John Kerry’s claim in a press conference in Abu Dhabi on Monday of unity among the six powers on the that draft. “We were unified on Saturday when we presented a proposal to the Iranians.” Kerry said, adding that “everybody agreed it was a fair proposal.” Kerry gave no indication of when on Saturday that proposal had been approved by the other five powers, nor did he acknowledge explicitly that it was a draft that departed from the earlier draft agreed upon with Iran. Lavrov’s remarks make it clear that the other members of the group had little or no time to study or discuss the changes before deciding whether to go along with it.
  • Although the nature of the changes in the amended draft remain a secret, Iranian Foreign Minister Mohammad Javad Zarif has charged that they were quite far-reaching and that they affected far more of the draft agreement that had been worked out between the United States and Iran than had been acknowledged by any of the participants. In tweets on Tuesday, Zarif, responding to Kerry’s remarks in Abu Dhabi, wrote, “Mr. Secretary, was it Iran that gutted over half of US draft Thursday night?” Zarif’s comments indicated that changes of wording had nullified the previous understanding that had been reached between the United States and Iran on multiple issues.
  • Zarif’s tweet, combined with remarks by President Hassan Rouhani to the national assembly Sunday warning that Iran’s rights to enrichment are “red lines” that could not be crossed, suggests further that the language of the original draft agreement dealing with the “end game” of the negotiating process was also changed on Saturday. Kerry himself alluded to the issue in his remarks in Abu Dhabi, using the curious formulation that no nation has an “existing right to enrich.” One of the language changes in the agreement evidently related to that issue, and it was aimed at satisfying a demand of Israeli origin at the expense of Iran’s support for the draft. Now the Obama administration will face a decision whether to press Iran to go along with those changes or to go back to the original compromise when political directors of the six powers and Iran reconvene Nov. 20. That choice will provide the key indicator of how strongly committed Obama is to reaching an agreement with Iran.

    The article adds more detail than quoted. The picture that emerges is that John Kerry and French foreign minister Laurent Fabius carried water for the Israelis and Saudis to blow up the negotiation at the last moment, after all sides had preliminarily agreed to a text, by substituting a new and very substantially different text without consulting the other P-5+1 members or Iran. That is a down and dirty negotiation tactic; no wonder the negotiation failed. It should be kept in mind that the Israeli and Saudi governments' real goal is not halting Iran's development of a nuclear industry but is instead to persuade or trick the U.S. into bombing Iran back into the Stone Age, as the U.S. did to Iraq in the early 1990s under Emperor Bush 1 with a repeat performance by Emperor Bush II a decade later.  As to Kerry's preposterous claim that no nation has a right to enrich uranium, in reality every nation has that right jus cogens, with the only limitations being on nations that are members of the Non-Proliferation Treaty, which nations still retain the right to enrich up to 20 percent as Iran has been doing. Report: US-led strikes in Iraq, Syria killed 459 civilians - 0 views

  • BAGHDAD (AP) — U.S.-led airstrikes targeting the Islamic State group in Iraq and Syria have likely killed at least 459 civilians over the past year, a report by an independent monitoring group said Monday. The report by Airwars, a project aimed at tracking the international airstrikes targeting the extremists, said it believed 57 specific strikes killed civilians and caused 48 suspected "friendly fire" deaths. It said the strikes have killed more than 15,000 Islamic State militants. While Airwars noted the difficulty of verifying information in territory held by the IS group, which has kidnapped and killed journalists and activists, other groups have reported similar casualties from the U.S.-led airstrikes. "Almost all claims of noncombatant deaths from alleged coalition strikes emerge within 24 hours — with graphic images of reported victims often widely disseminated," the report said. "In this context, the present coalition policy of downplaying or denying all claims of noncombatant fatalities makes little sense, and risks handing (the) Islamic State (group) and other forces a powerful propaganda tool."
  • The U.S. has only acknowledged killing two civilians in its strikes: two children who were likely slain during an American airstrike targeting al-Qaida-linked militants in Syria last year. That same strike also wounded two adults, according to an investigation released in May by the U.S. military. That strike is the subject of one of at least four ongoing U.S. military investigations into allegations of civilian casualties resulting from the airstrikes. Another probe into an airstrike in Syria and two investigations into airstrikes in Iraq are still pending. U.S. Army Col. Wayne Marotto, a spokesman for the coalition, did not address the report directly, but said "there is no other military in the world that works as hard as we do to be precise." "When an allegation of civilian casualties caused by Coalition forces is determined to be credible, we investigate it fully and strive to learn from it so as to avoid recurrence," he said in a statement emailed to the Associated Press.
  • Airwars said it identified the 57 strikes through reporting from "two or more generally credible sources, often with biographical, photographic or video evidence." The incidents also corresponded to confirmed coalition strikes conducted in the area at that time, it said. BBC News - Thailand crisis: Army declares martial law - 0 views

  • The Thai military has imposed martial law amid a political crisis "to preserve law and order", but says the surprise move is not a coup. The move follows months of tension between the government and opposition.
  • Correspondents say martial law could enrage supporters of the government, especially if it is seen as amounting to a coup. The army has staged at least 11 coups since the end of the absolute monarchy in 1932. Soldiers have taken over TV and radio stations, and blocked off roads in the capital, Bangkok. Army chief Prayuth Chan-Ocha called on rival parties to talk to each other and resolve the political crisis. Martial law would remain in place until "peace and order" had been restored, he told government officials on Tuesday.

West touting 'classified' evidence to avoid impartial MH17 investigation | nsnbc intern... - 0 views

  • Though Ukraine, the United States, and other countries have accused Russia of supplying the rebels with surface-to-air missiles and orchestrating the shoot-down of MH17, none of those governments have made their evidence publically available. Germany’s intelligence agency has not shared its evidence with the official investigation team, while the United States has similarly refused to declassify its intelligence, refusing even to discuss the sources and methodology behind its findings. No conclusive evidence has been made public to prove that rebels militias possess missile systems capable of bringing down a commercial airliner, or that Russia supplied this technology to rebel fighters. The satellite images and military data made public by Moscow, which suggest a completely different series of events, have been entirely absent from the media’s narrative. The ongoing investigation can only be considered impartial if the findings of all parties are fairly considered. At this stage, that is not happening.
  • Dutch investigators have wholly omitted findings from radar data submitted by Moscow that purportedly showed a Ukrainian Su-25 fighter jet flying in close proximity to MH17 prior to it disappearing from radar. DSB’s findings also fail to distinguish whether the port or starboard sides of the aircraft were struck by foreign objects – or both. This information is highly important because, as experts have claimed, a surface-fired missile alone could not have created entry points on both the port and starboard sides of the aircraft. The blast fragmentation patterns on the wreckage that has been photographed shows two distinct shapes: pronounced flechette-like shredding and cleaner circular pockmarks. Michael Bociurkiw, a Canadian monitor from the Organization for Security and Cooperation in Europe (OSCE) and one of the first observers to arrive at the crash site, described the marks as being consistent with “very, very strong machine gun fire.”
  • BBC’s Russian language service broadcasted – then swiftly deleted, under dubious pretenses – a report produced by its correspondent that interviewed several local eyewitnesses who claimed to see a military aircraft in the sky flying in the vicinity of MH17 as it exploded and broke apart. The investigation has a responsibility to address the question of the Ukrainian fighter jet and its possible role in the incident.

Is the Justice Department Protecting An Anti-Iran Smear Campaign? « LobeLog - 0 views

  • A new wrinkle in an already bizarre lawsuit is shaping up to potentially embarrass the Obama administration. If allegations made in a recent court filing are true, then the US Department of Justice, with an unprecedented assertion of the state secrets privilege, might be shielding from any accountability a group actively engaged in spreading false information. The lawsuit revolves around United Against Nuclear Iran (UANI), an anti-Iran, pro-sanctions outfit that takes a hard line against Iran and lodges name-and-shame campaigns against companies it says are doing business with the country. The group is made up of former officials from the Bush and Obama administrations, as well as a host of academics, former diplomats and former intelligence officials from foreign countries, including Israel.
  • Last week, things got even weirder: in a motion filed on Wednesday, Restis’s lawyers suggested that UANI had leaked information to the Jerusalem Post that resulted in a piece accusing Restis of doing more illegal business in Iran. The Post later retracted the article, citing “new information” that indicated the purportedly illegal shipping had been “legitimate and permitted,” and scrubbed the article from its website. “Defendants appear to have provided The Jerusalem Post with false information purporting to show an American company’s legal and humanitarian cargo of soya beans to Iran aboard Plaintiffs’ vessel violated sanctions against Iran,” said a footnote in the filing from Restis’s lawyers. “Although it printed Defendants’ false allegations against Plaintiffs, The Jerusalem Post recognized the falsity of the allegations and issued a retraction and apology.”
  • If true, the alleged UANI leak of false information to the Jerusalem Post would contradict UANI’s lawyers’ assertion in an October hearing that “UANI has made no statements whatsoever about Victor Restis or his companies, about any subject, doing business with Iran or any subject since February of 2014.” The Jerusalem Post article also said that the information it revealed would be “raised… in an upcoming hearing in a US federal court.” UANI’s lawyers brought up the purported revelations the following day in the October 8 hearing.   • The NGO has neither denied the email record and the contents it carried (when shown by The News for seeking version) nor offered specific comments but that: “Our assistance to the Abbottabad Commission and its members including Gen Nadeem was within the legal parameters and Abbottabad Commission mandate to find facts.” Nadeem was not available for comments, however, his close aide termed the allegations as utterly “rubbish and non-sense” when comments were sought after showing the email record A transcript of internal wrangling: Muhammad Hassan Noor Saadi, deputy country director of Save the Children, met Gen (R) Nadeem on November 20, 2012 that followed his email to four senior colleagues. The report was primarily compiled by ‘our friend’, his email reads, and was endorsed by the Chairman but one of the members, Ashraf Qazi, was not in agreement with them. He wrote a dissenting note criticising Chairman Justice (R) Javed Iqbal and Gen (R) Nadeem ‘for being soft on certain institutions (including Save the Children).’
  • Another member, Abbas Khan, was neither willing to sign the report in its current shape, discloses email record, nor wanted to put a dissenting note hence decided to prolong his stay in the US where he went on the ‘pretext of medical ground’. More alarmingly, the NGO was granted access to the Commission’s report well before it was sent to the prime minister. Save the Children had uninterrupted access to the four drafts prepared in June 2012 by the members including the chairman, email record available with The News indicates. All favours granted to Save the Children on behalf of the Commission were in clear breach of public trust raising question marks about the integrity of the members. The chairman of the NGO, Save the Children, was contacted by The News. He initially agreed to meet but later stopped taking calls and did not respond to messages sent to him.Nadeem also felt confident, the email record shows, that he would be able to convince the panel with the answers given by the NGO and urge his colleagues to go by the facts presented by Save the Children instead of believing on the contents of Afridi’s statement. Gen (R) Nadeem also advised the NGO, an email of the country director reads, to fight the expulsion of our expatriate as otherwise the ISI would move quickly to close down the country programme before the Commission report comes out.

  • Record shows Abbottabad Commission was penetrated by CIA​ Umar Cheema Friday, August 02, 2013 From Print Edition ISLAMABAD: A mind-blowing detail has emerged from the internal correspondence of NGO Save the Children disclosing its infiltration into the Abbottabad Commission to save its skin following allegations of the CIA’s penetration into the NGO in a hunt for Osama bin Laden through Dr Shakil Afridi, now under arrest in Peshawar. “Some of us suspected that the khakis had access to the record and receive daily updates but never realised an NGO had infiltrated too,” said an official privy to the Commission’s working. The leaked communication indicates that Lt Gen (retd) Nadeem Ahmed, an unofficial representative of the Army and ISI in the Commission, was allegedly cultivated by Save the Children who would offer him ‘how-to-do’ bailout advice, even sharing details about the internal politics of the Commission and classified record, something in radical contradiction to his reputation as a thorough professional and a man of integrity. He briefed the deputy country director of Save the Children, according to the email, about the views of different members, staunch opposition from a panel colleague, Ashraf Jehangir Qazi, resulting in his dissenting note on the NGO and other institutions, and Gen (retd) Nadeem’s plan to effectively counter this note in collaboration with Justice (R) Javed Iqbal, the Chairman.
  • The Commission could not issue the report with that note and therefore now they are working on developing counter arguments on the note, read the email. The Commission needs to have a lot of comments removed from the note before it is in a shape that allows the report to be shared, the email continues, otherwise it can jeopardize the integrity of the members of the Commission. Justice (R) Javed Iqbal and Gen (R) Nadeem ‘have to work extra hard to factually prove a lot of things wrong that this third member is referring to,’ read the email of deputy country director. The email then explained the position of the fourth member, Abbas Ali Khan, absent from discussion. He is not willing to sign the report in the current shape, reads Hassan’s email, but also does not want to put in a note of dissent and therefore continues to prolong his stay in the US where he went on the pretext of treatment. As a way forward, the email continues, the two members will work with the third member (Ashraf Qazi) and try to come to a point where the note is significantly reduced and numbers of comments are taken out of the report. Gen (R) Nadeem’s advisory role of the NGO: The email also brings to light his role as adviser to the NGO. To a question that what Save the Children should do, Nadeem advised the deputy country director to build relationship and confidence with the Ministry of Interior and Economic Affairs Division. “It would take few months for you to be back to complete normalcy,” Gen (R) Nadeem advised.
  • In another email generated on August 29, 2012, David Wright, the country director, wrote that ‘on my instructions Hassan asked Gen (R) Nadeem to give an honest assessment as to what he thinks our chances are of surviving this.’ Gen (R) Nadeem replied that he felt confident regarding the answers we (NGO) will give to the questions proposed, ‘he could convince the other commission members to go with the fact rather than the content of Afridi’s statement.’ Gen (R) Nadeem also advised to fight the expulsion of our expatriates, Wrights email continued. “He felt if we did not do this and the expats left, the ISI would then move quickly to close down the country programme before the Commission report comes out.” Report draft shared with the NGO: Wright’s another email indicates that the draft was shared more than once with the NGO. Referring to a meeting of two senior officers of Save the Children with Gen (R) Nadeem, the country director said they were shown the report written by the Chairman of the Commission. The email said there were four versions of the report in June 2012 and these were reduced to two in August that year. Fanatic Israeli Settlers attack Cars of US Diplomats | nsnbc international - 0 views

  • A number of extremist Israeli settlers hurled stones at cars of an American diplomatic delegation who drove along with Israeli police vehicles to an area near the central West Bank city of Ramallah on Friday. The delegation was on its way to inspect vandalism by Israeli settlers that had targeted hundreds of Palestinian olive trees.
  • The police confirmed that the attackers are from the illegal settlements, and that an investigation is underway; no arrests were made. According to Reuters, an Israeli settler told its correspondent that the US delegates, in two cars, came within some 50 yards from the settlement, accompanied by Palestinian civilians, and alleged that a member of the delegation also withdrew his weapon. The settler told the reporter that he and other settlers then began attacking the delegation. But the Israeli police challenged that account, saying that no one from the U.S. delegation had drawn a weapon, and the consular representatives were attacked by the settlers without provocation. The settlement in question, Adi-Ad, is known as a site of frequent attacks by Israeli settlers against Palestinian civilians. It was established by armed Israeli militias on stolen Palestinian land, and is now home to 40 Israeli families, who live under the protection of armed Israeli soldiers and militias, and frequently invade the surrounding Palestinian villages to attack the unarmed Palestinian civilians who live there.

United Nations News Centre - Ongoing conflict in eastern Ukraine drives more people fro... - 0 views

  • The number of displaced people in eastern Ukraine has risen dramatically in recent weeks due to the ongoing fighting in the country, the United Nations refugee agency (UNHCR) said today, warning of corresponding increases in the need for humanitarian aid for civilians in the region. The agency estimates that the number of displaced people inside Ukraine has more than doubled during the past three weeks, and as of 1 September, that number stands at approximately 260,000, according to spokesperson Adrian Edwards, who addressed reporters in Geneva today. At the same time, he stressed that those numbers might not be fully accurate, as many of them are staying with families and friends and have not registered with the authorities. Therefore, the actual number of persons displaced could be higher. Eastern towns such as Donetsk, Luhansk and neighbouring towns are the more affected regions in the country, with almost 94 per cent of civilians displaced. Local authorities reported that some 10,000 people left Mariupol to Zaporizhzhia and Berdiansk and other locations, after the military activities of the anti-Government forces in Novoazovsk.

I have no information that the other defendants in the present incident were involved with that. Also, Dzhokar Dudayev is not a pseudonym used by Osmayev but instead the name of his militia battalion in Ukraine.   • First, I was amazed at how few photos can be found from the wreckage with Google. All are in low resolution, except one: The fragment of the cockpit below the window on the pilots side. This image, however, is shocking. In Washington, you can now hear views expressed of a “potentially tragic error / accident” regarding MH 017.   • I recommend to click on the little picture to the left. You can download this photo as a PDF in good resolution. This is necessary, because that will allow you understand what I am describing here. The facts speak clear and loud and are beyond the realm of speculation: The cockpit shows traces of shelling! You can see the entry and exit holes. The edge of a portion of the holes is bent inwards. These are the smaller holes, round and clean, showing the entry points most likely that of a 30 millimeter caliber projectile. The edge of the other, the larger and slightly frayed exit holes showing shreds of metal pointing produced by the same caliber projectiles. Moreover, it is evident that at these exit holes of the outer layer of the double aluminum reinforced structure are shredded or bent – outwardly! Furthermore, minor cuts can be seen, all bent outward, which indicate that shrapnel had forcefully exited through the outer skin from the inside of the cockpit. The open rivets are are also bent outward.
  • In sifting through the available images one thing stands out: All wreckage of the sections behind the cockpit are largely intact, except for the fact that only fragments of the aircraft remained . Only the cockpit part shows these peculiar marks of destruction. This leaves the examiner with an important clue. This aircraft was not hit by a missile in the central portion. The destruction is limited to the cockpit area. Now you have to factor in that this part is constructed of specially reinforced material. This is on account of the nose of any aircraft having to withstand the impact of a large bird at high speeds. You can see in the photo, that in this area significantly stronger aluminum alloys were being installed than in the remainder of the outer skin of the fuselage. One remembers the crash of Pan Am over Lockerbie. It was a large segment of the cockpit that due to the special architecture survived the crash in one piece. In the case of flight MH 017 it becomes abundantly clear that there also an explosion took place inside the aircraft.

  • So what could have happened? Russia recently published radar recordings, that confirm at least one Ukrainian SU 25 in close proximity to MH 017. This corresponds with the statement of the now missing Spanish controller ‘Carlos’ that has seen two Ukrainian fighter aircraft in the immediate vicinity of MH 017. If we now consider the armament of a typical SU 25 we learn this: It is equipped with a double-barreled 30-mm gun, type GSh-302 / AO-17A, equipped with: a 250 round magazine of anti-tank incendiary shells and splinter-explosive shells (dum-dum), arranged in alternating order. The cockpit of the MH 017 has evidently been fired at from both sides: the entry and exit holes are found on the same fragment of it’s cockpit segment! Now just consider what happens when a series of anti-tank incendiary shells and splinter-explosive shells hit the cockpit. These are after all designed to destroy a modern tank. The anti-tank incendiary shells partially traversed the cockpit and exited on the other side in a slightly deformed shape. (Aviation forensic experts could possibly find them on the ground presumably controlled by the Kiev Ukrainian military; the translator). After all, their impact is designed to penetrate the solid armor of a tank. Also, the splinter-explosive shells will, due to their numerous impacts too cause massive explosions inside the cockpit, since they are designed to do this. Given the rapid firing sequence of the GSh-302 cannon, it will cause a rapid succession of explosions within the cockpit area in a very short time. Remeber each of these is sufficient to destroy a tank.

  • A digital leak to Al Jazeera of hundreds of secret intelligence documents from the world's spy agencies has offered an unprecedented insight into operational dealings of the shadowy and highly politicised realm of global espionage. Over the coming days, Al Jazeera's Investigative Unit is publishing The Spy Cables, in collaboration with The Guardian newspaper.
  • Spanning a period from 2006 until December 2014, they include detailed briefings and internal analyses written by operatives of South Africa's State Security Agency (SSA). They also reveal the South Africans' secret correspondence with the US intelligence agency, the CIA, Britain's MI6, Israel's Mossad, Russia's FSB and Iran's operatives, as well as dozens of other services from Asia to the Middle East and Africa.
  • Among the revelations, the Spy Cables disclose how: Israel's Mossad told its allies that Iran was not working to produce nuclear weapons just a month after Prime Minister Benjamin Netanyahu warned it was barely a year from being able to do so; The CIA made attempts to contact Hamas directly despite the US government listing the Palestinian group as a "terrorist organisation"; Britain's MI6 sought South African help in an operation to recruit a North Korean official who had previously refused their cash; and South African and Ethiopian spies struggled to "neutralise" an assassination plot targeting a leading African diplomat.

  • Rather than chronicling spy-movie style tales of  ruthless efficiency of intelligence agencies, they offer an unprecedented glimpse into the daily working lives of people whose jobs are kept secret from the public.
  • The Spy Cables also reveal that in many cases, intelligence agencies are over-classifying information and hiding behind an unnecessary veil of secrecy. This harms the ability of a democratic society to either consent to the activities of their intelligence agencies or provide adequate checks and balances to their powers.

  • The Pentagon’s plan for seizing and occupying territory in east Syria is beginning to take shape. According to a Fox News exclusive: “The Islamic State has essentially moved its so-called capital in Syria… ISIS is now centered in Deir ez-Zur, roughly 90 miles southeast of Raqqa, the officials said.” (“ISIS moves its capital in Syria”, FOX News ) The move by ISIS corresponds to the secretive massing of US troops and military equipment on the Syria-Jordan border. It creates the perfect pretext for a ground invasion followed by a long-term military occupation in an area that Washington has sought to control for the last 18 months.  Here’s more on the topic from South Front: “The US military is reportedly concentrating troops and military equipment at the Syrian-Jordanian border. Local sources said that about 20 US Army armoured vehicles (including battle tanks and artillery pieces) carried on trucks were spotted in Al-Mafraq.
