Israel Spied on Iran Nuclear Talks With U.S. - WSJ - 0 views

  • Soon after the U.S. and other major powers entered negotiations last year to curtail Iran’s nuclear program, senior White House officials learned Israel was spying on the closed-door talks. The spying operation was part of a broader campaign by Israeli Prime Minister Benjamin Netanyahu’s government to penetrate the negotiations and then help build a case against the emerging terms of the deal, current and former U.S. officials said. In addition to eavesdropping, Israel acquired information from confidential U.S. briefings, informants and diplomatic contacts in Europe, the officials said.
  • The espionage didn’t upset the White House as much as Israel’s sharing of inside information with U.S. lawmakers and others to drain support from a high-stakes deal intended to limit Iran’s nuclear program, current and former officials said. “It is one thing for the U.S. and Israel to spy on each other.   • Mr. Netanyahu and Israeli Ambassador Ron Dermer early this year saw a rapidly closing window to increase pressure on Mr. Obama before a key deadline at the end of March, Israeli officials said. Using levers of political influence unique to Israel, Messrs. Netanyahu and Dermer calculated that a lobbying campaign in Congress before an announcement was made would improve the chances of killing or reshaping any deal. They knew the intervention would damage relations with the White House, Israeli officials said, but decided that was an acceptable cost. The campaign may not have worked as well as hoped, Israeli officials now say, because it ended up alienating many congressional Democrats whose support Israel was counting on to block a deal. Obama administration officials, departing from their usual description of the unbreakable bond between the U.S. and Israel, have voiced sharp criticism of Messrs. Netanyahu and Dermer to describe how the relationship has changed.

U.S. officials said Israel has long topped the list of countries that aggressively spy on the U.S., along with China, Russia and France. The U.S. expends more counterintelligence resources fending off Israeli spy operations than any other close ally, U.S. officials said.
  • A senior official in the prime minister’s office said Monday: “These allegations are utterly false. The state of Israel does not conduct espionage against the United States or Israel’s other allies. The false allegations are clearly intended to undermine the strong ties between the United States and Israel and the security and intelligence relationship we share.” Current and former Israeli officials said their intelligence agencies scaled back their targeting of U.S. officials after the jailing nearly 30 years ago of American Jonathan Pollard for passing secrets to Israel. While U.S. officials may not be direct targets, current and former officials said, Israeli intelligence agencies sweep up communications between U.S. officials and parties targeted by the Israelis, including Iran. Americans shouldn’t be surprised, said a person familiar with the Israeli practice, since U.S. intelligence agencies helped the Israelis build a system to listen in on high-level Iranian communications.
  • As secret talks with Iran progressed into 2013, U.S. intelligence agencies monitored Israel’s communications to see if the country knew of the negotiations. Mr. Obama didn’t tell Mr. Netanyahu until September 2013. Israeli officials, who said they had already learned about the talks through their own channels, told their U.S. counterparts they were upset about being excluded. “ ‘Did the administration really believe we wouldn’t find out?’ ” Israeli officials said, according to a former U.S. official.

Obama administration officials said the president was committed to preventing Iran from developing nuclear weapons. Mr. Dermer started lobbying U.S. lawmakers just before the U.S. and other powers signed an interim agreement with Iran in November 2013. Mr. Netanyahu and Mr. Dermer went to Congress after seeing they had little influence on the White House. Before the interim deal was made public, Mr. Dermer gave lawmakers Israel’s analysis: The U.S. offer would dramatically undermine economic sanctions on Iran, according to congressional officials who took part. After learning about the briefings, the White House dispatched senior officials to counter Mr. Dermer. The officials told lawmakers that Israel’s analysis exaggerated the sanctions relief by as much as 10 times, meeting participants said.
  • When the next round of negotiations with Iran started in Switzerland last year, U.S. counterintelligence agents told members of the U.S. negotiating team that Israel would likely try to penetrate their communications, a senior Obama administration official said. The U.S. routinely shares information with its European counterparts and others to coordinate negotiating positions. While U.S. intelligence officials believe secured U.S. communications are relatively safe from the Israelis, they say European communications are vulnerable. Mr. Netanyahu and his top advisers received confidential updates on the Geneva talks from Undersecretary of State for Political Affairs Wendy Sherman and other U.S. officials, who knew at the time that Israeli intelligence was working to fill in any gaps. The White House eventually curtailed the briefings, U.S. officials said, withholding sensitive information for fear of leaks. Current and former Israeli officials said their intelligence agencies can get much of the information they seek by targeting Iranians and others in the region who are communicating with countries in the talks. In November, the Israelis learned the contents of a proposed deal offered by the U.S. but ultimately rejected by Iran, U.S. and Israeli officials said. Israeli officials told their U.S. counterparts the terms offered insufficient protections.
  • U.S. officials urged the Israelis to give the negotiations a chance. But Mr. Netanyahu’s top advisers concluded the emerging deal was unacceptable. The White House was making too many concessions, Israeli officials said, while the Iranians were holding firm. Obama administration officials reject that view, saying Israel was making impossible demands that Iran would never accept. “The president has made clear time and again that no deal is better than a bad deal,” a senior administration official said. That same day, Mr. Dermer and other Israeli officials visited Capitol Hill to brief lawmakers and aides, seeking a bipartisan coalition large enough to block or amend any deal. Most Republicans were already prepared to challenge the White House on the negotiations, so Mr. Dermer focused on Democrats. “This deal is bad,” he said in one briefing, according to participants.
  • A spokesman for the Israeli embassy in Washington, Aaron Sagui, said Mr. Dermer didn’t launch a special campaign on Jan 21. Mr. Dermer, the spokesperson said, has “consistently briefed both Republican and Democrats, senators and congressmen, on Israel’s concerns regarding the Iran negotiations for over a year.” Mr. Dermer and other Israeli officials over the following weeks gave lawmakers and their aides information the White House was trying to keep secret, including how the emerging deal could allow Iran to operate around 6,500 centrifuges, devices used to process nuclear material, said congressional officials who attended the briefings. The Israeli officials told lawmakers that Iran would also be permitted to deploy advanced IR-4 centrifuges that could process fuel on a larger scale, meeting participants and administration officials said. Israeli officials said such fuel, which under the emerging deal would be intended for energy plants, could be used to one day build nuclear bombs. The information in the briefings, Israeli officials said, was widely known among the countries participating in the negotiations. When asked in February during one briefing where Israel got its inside information, the Israeli officials said their sources included the French and British governments, as well as their own intelligence, according to people there.
  • “Ambassador Dermer never shared confidential intelligence information with members of Congress,” Mr. Sagui said. “His briefings did not include specific details from the negotiations, including the length of the agreement or the number of centrifuges Iran would be able to keep.” Current and former U.S. officials confirmed that the number and type of centrifuges cited in the briefings were part of the discussions. But they said the briefings were misleading because Israeli officials didn’t disclose concessions asked of Iran. Those included giving up stockpiles of nuclear material, as well as modifying the advanced centrifuges to slow output, these officials said. The administration didn’t brief lawmakers on the centrifuge numbers and other details at the time because the information was classified and the details were still in flux, current and former U.S. officials said. Unexpected reaction The congressional briefings and Mr. Netanyahu’s decision to address a joint meeting of Congress on the emerging deal sparked a backlash among many Democratic lawmakers, congressional aides said.
  • On Feb. 3, Mr. Dermer huddled with Sen. Joe Manchin, a West Virginia Democrat, who said he told Mr. Dermer it was a breach of protocol for Mr. Netanyahu to accept an invitation from Mr. Boehner without going through the White House. Mr. Manchin said he told Mr. Dermer he would attend the prime minister’s speech to Congress, but he was noncommittal about supporting any move by Congress to block a deal. Mr. Dermer spent the following day doing damage control with Sen. Kirsten Gillibrand, a New York Democrat, congressional aides said. Two days later, Mr. Dermer met with Sen. Dianne Feinstein of California, the top Democrat on the SenateIntelligence Committee, at her Washington, D.C., home. He pressed for her support because he knew that she, too, was angry about Mr. Netanyahu’s planned appearance. Ms. Feinstein said afterward she would oppose legislation allowing Congress to vote down an agreement.
  • Congressional aides and Israeli officials now say Israel’s coalition in Congress is short the votes needed to pass legislation that could overcome a presidential veto, although that could change. In response, Israeli officials said, Mr. Netanyahu was pursuing other ways to pressure the White House. This week, Mr. Netanyahu sent a delegation to France, which has been more closely aligned with Israel on the nuclear talks and which could throw obstacles in Mr. Obama’s way before a deal is signed. Turkish court issues "historic" arrest warrants for Israeli army commanders | The Elect... - 0 views

  • A court in Istanbul has issued arrest warrants against four Israeli military officials for their role in authorizing and carrying out the attacks on the Mavi Marmara, the Turkish humanitarian aid boat bound for Gaza on 31 May 2010. Israeli forces attacked and raided the boat, which was part of a flotilla in international waters and was attempting to break the siege on Gaza. Israeli commandos killed nine civilians and wounded dozens of others. Speaking to The Electronic Intifada, Rabia Yurt, a Turkish attorney for the families of the victims, says the ruling is unprecedented. Yurt says it is “the first [time] in history” that arrest warrants have been issued against Israeli officials, who have never been held responsible in an international court for the army’s “uncountable crimes.”
  • The judges presiding at the Istanbul Çağlayan Courthouse on 26 May ordered arrest warrants against former Israeli army Chief General Gabi Ashkenazi, Naval Forces commander Vice Admiral Eliezer Marom, Israeli military intelligence chief Major General Amos Yadlin and Air Forces Intelligence head Brigadier General Avishai Levi. It is now up to Interpol, the international police agency, to follow the Turkish court’s directives and arrest the four commanders, who were tried in absentia. This was the sixth trial so far in the case against the Israeli leaders for their role in the deadly attacks on the flotilla.
  • After the deadly raid on the Mavi Marmara, Israeli forces kidnapped the crew and hundreds of the flotilla’s passengers, bringing the boats and all aboard to an Israeli port, where the human rights activists were arrested, detained and deported. One of the civilians killed was Furkan Doğan, a 19-year-old dual citizen of Turkey and the US. The Center for Constitutional Rights stated that “Israeli commandos shot Furkan five times, including one shot to the head at point-blank range. At the time of the attack, it is believed Furkan was filming with a small video camera on the top deck of the Mavi Marmara.” A tenth activist, 51-year-old Turkish citizen Uğur Süleyman Söylemez, died on 23 May — days before the court’s decision, and nearly four years after Israeli forces shot him in the head. Söylemez was in a coma ever since his injury.

  • “The court argued that an arrest warrant had become necessary for the legal procedure as the defendants had neither attended the trial nor responded to an invitation sent to them through the related department of the Turkish justice ministry,” reported Turkish daily Hurriyet on 30 May. The Turkish humanitarian group IHH (Humanitarian Relief Foundation), which sponsored and helped organize the aid flotilla in 2010 and has been helping to represent the families of those killed, stated in a press release last week that the ruling was a “positive outcome” for the relatives and loved ones of the ten Turkish citizens who were killed by Israeli attacks. Last year, as The Electronic Intifada reported, the prosecutor of Spain’s national court formally requested a judge to begin steps to refer a case against Israeli leaders for the attack to the International Criminal Court (ICC). Three Spanish citizens, Manuel Tapial, Laura Arau and David Segarra, were aboard the Mavi Marmara when it was attacked and commandeered. Tapial, Arau and Segarra filed the case against Israeli Prime Minister Benjamin Netanyahu, six ministers and Vice Admiral Eliezer Marom of the Israeli navy who led the attack.
  • However, we are optimistic, because Turkey is a democratic country. It is part of and is a signatory to the European extradition convention and signed to Interpol, and therefore all other countries who are also signatories to these conventions and institution have an obligation to indeed arrest these Israeli officials for whom the arrest warrants were issued. So we have to trust [this] and we have to keep our faith in this. And we also know that — remember that this trial started way back in 2012 — the Israeli soldiers wouldn’t travel around too much, especially not go to Turkey. We know that Israeli soldiers were complaining about this. For instance, there was a case of an Israeli soldier who filed a claim against the State of Israel because he wanted to study in the United States, but because he took part in this operation he could not set foot out of Israel. So because we know this, we are quite optimistic about the arrest warrants, that they will be in fact implemented by other countries.
  • NBF: Finally, what’s next in this case on behalf of now ten victims of Israel’s raid, how are you pushing forward in this case? RY: In December, there is going to be another hearing, and we’re just going to make sure that the entire world will know about this arrest warrant, that we will follow whether any of these four defendants steps foot outside of Israel. We have lawyers in different countries also working together, and in South Africa, in the UK, many, many countries more — they will also closely follow whether these four defendants will travel in these countries. And then if this is the case, we will immediately take action and make sure that if the country in which one of the four defendants steps foot refuses, or neglects to fulfill its obligation to arrest [the defendant], then we will make sure that that country will not get away with it. And we will push for it, and publicize this as much as we can.

    A historic day indeed. Turkey is a member of both NATO and INTERPOL. Four high-ranking Israeli military officers will be on the INTERPOL arrest list soon, with a network of human rights lawyers around the world on the watch and ready to enforce INTERPOL arrest obligations. In other words, these officers' travel outside Israel will be very unlikely to include INTERPOL treaty nations and European extradition convention nations as either destinations or waypoints. The deterrent effect on Israeli government officials is considerable, particularly with another criminal prosecution pending in Spain. Fittingly, the Turkish court has aimed its message at high military officials who directed the assassinations rather than at the low-ranking soldiers who committed them. Message to high Israeli officials: be nice to Turkish citizens if you want to ever travel outside Israel.  One can only wish that the same message had been delivered about American citizens. The victim shot five times including a point blank shot to the head was an American citizen. Many of the kidnaped human rights people on the Navi Marmara and accompanying boats were Americans. One of the boats was American-flagged. Under international law, these actions were casus belli, a sufficient cause for military retaliation against the government of Israel. But the cowardly Obama and Secretary of State Hillary Clinton did not so much as lodge a diplomatic protest, so fearful they are of the powerful Israel Lobby.

IPS - Obama's Case for Syria Didn't Reflect Intel Consensus | Inter Press Service - 0 views

  • Contrary to the general impression in Congress and the news media, the Syria chemical warfare intelligence summary released by the Barack Obama administration Aug. 30 did not represent an intelligence community assessment, an IPS analysis and interviews with former intelligence officials reveals. The evidence indicates that Director of National Intelligence James Clapper culled intelligence analyses from various agencies and by the White House itself, but that the White House itself had the final say in the contents of the document. Leading members of Congress to believe that the document was an intelligence community assessment and thus represents a credible picture of the intelligence on the alleged chemical attack of Aug. 21 has been a central element in the Obama administration’s case for war in Syria. That part of the strategy, at least, has been successful. Despite strong opposition in Congress to the proposed military strike in Syria, no one in either chamber has yet challenged the administration’s characterisation of the intelligence. But the administration is vulnerable to the charge that it has put out an intelligence document that does not fully and accurately reflect the views of intelligence analysts. Former intelligence officials told IPS that that the paper does not represent a genuine intelligence community assessment but rather one reflecting a predominantly Obama administration influence.
  • In essence, the White House selected those elements of the intelligence community assessments that supported the administration’s policy of planning a strike against the Syrian government force and omitted those that didn’t. In a radical departure from normal practice involving summaries or excerpts of intelligence documents that are made public, the Syria chemical weapons intelligence summary document was not released by the Office of the Director of National Intelligence but by the White House Office of the Press Secretary. It was titled “Government Assessment of the Syrian Government’s Use of Chemical Weapons on August 21, 2013.” The first sentence begins, “The United States government assesses,” and the second sentence begins, “We assess”. The introductory paragraph refers to the main body of the text as a summary of “the intelligence community’s analysis” of the issue, rather than as an “intelligence community assessment”, which would have been used had the entire intelligence community endorsed the document.
  • A former senior intelligence official who asked not to be identified told IPS in an e-mail Friday that the language used by the White House “means that this is not an intelligence community document”. The former senior official, who held dozens of security classifications over a decades-long intelligence career, said he had “never seen a document about an international crisis at any classification described/slugged as a U.S. government assessment.” The document further indicates that the administration “decided on a position and cherry-picked the intelligence to fit it,” he said. “The result is not a balanced assessment of the intelligence.” Greg Thielmann, whose last position before retiring from the State Department was director of the Strategic, Proliferation and Military Affairs Office in the Bureau of Intelligence and Research, told IPS he has never seen a government document labeled “Government Assessment” either. “If it’s an intelligence assessment,” Thielmann said, “why didn’t they label it as such?”

  • Former National Intelligence Officer Paul Pillar, who has participated in drafting national intelligence estimates, said the intelligence assessment summary released by the White House “is evidently an administration document, and the working master copy may have been in someone’s computer at the White House or National Security Council.” Pillar suggested that senior intelligence officials might have signed off on the administration paper, but that the White House may have drafted its own paper to “avoid attention to analytic differences within the intelligence community.” Comparable intelligence community assessments in the past, he observed – including the 2002 Iraq WMD estimate – include indications of differences in assessment among elements of the community. An unnamed “senior administration official” briefing the news media on the intelligence paper on Aug. 30 said that the paper was “fully vetted within the intelligence community,” and that, ”All members of the intelligence community participated in its development.”
  • But that statement fell far short of asserting that all the elements of the intelligence community had approved the paper in question, or even that it had gone through anything resembling consultations between the primary drafters and other analysts, and opportunities for agencies to register dissent that typically accompany intelligence community assessments. The same “senior administration official” indicated that DNI Clapper had “approved” submissions from various agencies for what the official called “the process”. The anonymous speaker did not explain further to journalists what that process preceding the issuance of the White House paper had involved. However, an Associated Press story on Aug. 29 referred to “a report by the Office of the Director of National Intelligence outlining the evidence against Syria”, citing two intelligence officials and two other administration officials as sources. That article suggests that the administration had originally planned for the report on intelligence to be issued by Clapper rather than the White House, apparently after reaching agreement with the White House on the contents of the paper. But Clapper’s name was not on the final document issued by the White House, and the document is nowhere to be found on the ODNI website. All previous intelligence community assessments were posted on that site.
  • The issuance of the document by the White House rather than by Clapper, as had been apparently planned, points to a refusal by Clapper to put his name on the document as revised by the White House. Clapper’s refusal to endorse it – presumably because it was too obviously an exercise in “cherry picking” intelligence to support a decision for war – would explain why the document had to be issued by the White House. Efforts by IPS to get a comment from the Office of the Director of National Intelligence suggest strongly that Clapper is embarrassed by the way the Obama White House misrepresented the Aug. 30 document.
  • An e-mail query by IPS to the media relations staff of ODNI requesting clarification of the status of the Aug. 30 document in relation to the intelligence community was never answered. In follow-up phone calls, ODNI personnel said someone would respond to the query. After failing to respond for two days, despite promising that someone would call back, however, ODNI’s media relations office apparently decided to refuse any further contact with IPS on the subject. A clear indication that the White House, rather than Clapper, had the final say on the content of the document is that it includes a statement that a “preliminary U.S. government assessment determined that 1,429 people were killed in the chemical weapons attack, including at least 426 children.” That figure, for which no source was indicated, was several times larger than the estimates given by British and French intelligence. The document issued by the White House cites intelligence that is either obviously ambiguous at best or is of doubtful authenticity, or both, as firm evidence that the Syrian government carried out a chemical weapons attack. It claims that Syrian chemical weapons specialists were preparing for such an attack merely on the basis of signals intelligence indicating the presence of one or more individuals in a particular location. The same intelligence had been regarded prior to Aug. 21 as indicating nothing out of the ordinary, as was reported by CBS news Aug. 23.
  • he paper also cites a purported intercept by U.S intelligence of conversations between Syrian officials in which a “senior official” supposedly “confirmed” that the government had carried out the chemical weapons attack. But the evidence appears to indicate that the alleged intercept was actually passed on to the United States by Israeli intelligence. U.S. intelligence officials have long been doubtful about intelligence from Israeli sources that is clearly in line with Israeli interests. Opponents of the proposed U.S. strike against Syria could argue that the Obama administration’s presentation of the intelligence supporting war is far more politicised than the flawed 2002 Iraq WMD estimate that the George W. Bush administration cited as part of the justification for the invasion of Iraq.

Maybe it's time to launch a "Peace Party" that calls Dems and Repubs out for what they really are, loyal servants of the War Party.  A single issue party aimed at peeling off the the Republican and Democrat disguises from the War Partiers.    Just daydreaming. Homo sapiens have been a vicious lot as far back as archaeology can take us.  We just enhance our destructiveness as the time line moves forward.

Guess who credits the Mossad with producing the 'laptop documents?' | Middle East Eye - 0 views

  • In the United States and Europe, it is unchallenged in political and media circles that intelligence documents purporting to be from a covert Iranian nuclear weapons program for which the IAEA long demanded an Iranian explanation are genuine.   But evidence has continued to accumulate that the documents - sometimes called the “laptop documents” because they were said to have been on a laptop computer belonging to one of the participants in the program - were fabricated by Israel’s foreign intelligence agency (Mossad).  We now know that the documents did not come from an Iranian participant in the alleged project, as the media were led to believe for years; they were turned over to German intelligence by the anti-regime Iranian terrorist organisation, Mujahedeen E Khalq, (MEK). I first reported this in 2008 and have now confirmed from an authoritative German source in my book on the Iran nuclear issue. The MEK was well known to have been a client of the Mossad, serving to launder Israeli intelligence claims that the Israelis did not want attributed to themselves.
  • Although it has never been mentioned in news media, former International Atomic Energy Agency (IAEA) Director General, Mohamed El Baradei recalled in his memoirs that he was doubtful of the authenticity of the documents. “No one knew if any of this was real,” he wrote in reference to the laptop documents. Another former senior IAEA official told me, “It just really didn’t add up.  It made more sense that this information originated in another country.”  And as I have detailed in articles and in my book, key documents in the collection bear clear indications of fabrication. Support for that virtually unknown part of the Iran nuclear story has come from a surprising source: a popular Israeli account, celebrating the successes of the Mossad’s covert operations. “Mossad: The Greatest Missions of the Israeli Secret Service,” first published in Hebrew in 2010, and then published in English in 2012, was Israel’s best-selling book for months in 2010. But not only does it acknowledge that it was indeed the MEK that delivered the documents, it also suggests that at least some of the documents came from the Mossad.  
  • The co-authors of the book are far from critics of Israel’s policy toward Iran; One of the co-authors, Michael Bar-Zohar, is a well-connected former member of the Israeli Knesset and former paratrooper, who had previously written an authorised biography of Shimon Peres, as well as the biography of Isser Harel, the Mossad chief who presided over the kidnapping of Adolph Eichmann in Argentina. Much of what Bar-Zohar chronicled in the book had already been reported earlier by Israeli journalists - especially Ronen Bergman of the daily Yedioth Ahronoth.  In fact, Bergman accused Bar-Zohar of plagiarising his articles for much of the book, while changing only a few words.  But one thing that Bar-Zohar and co-author Nisham Mishal did not get from other Israeli journalists, was the role of the Mossad in regard to the laptop documents.

  • Although they do not flatly state that the Mossad was the source of the documents, they certainly lead the reader to that conclusion. They begin by establishing the fact that the MEK was fronting for the Mossad in its revelation in August 2002 of Iran’s first enrichment facility at Natanz. The CIA, they write, “appeared to believe that the Mossad and the British MI6 were feeding MEK intelligence they had obtained, using the Iranian opposition as a hopefully credible source”.  And they explicitly confirm CIA’s suspicions. “According to Israeli sources,” they write, “It was, in fact, a watchful Mossad officer who had discovered the mammoth centrifuge installation at Natanz.”  Other sources, including Seymour Hersh and Connie Bruck have reported that the MEK got the intelligence on Natanz from the Israelis, but theirs is the first explicit acknowledgement attributed to an Israeli source that the MEK had revealed Natanz on the basis of Mossad intelligence.  What the Israeli co-authors do not say is that the Mossad was simply guessing at the purpose of Natanz, which the MEK mistakenly called a “fuel fabrication” facility, rather than a centrifuge enrichment facility.
  • Bar-Zohar and Mishal are little concerned with whether the Mossad’s laptop caper involved fraud or not. They obviously view the Israeli intelligence agency’s use of an Iranian exile group to get out documents that had been central to the international sanctions regime against Iran as a great triumph. But whatever their reasons, their book adds another layer to the growing body of evidence showing that the Bush administration and its allies hoodwinked the rest of the world with those documents.
  • The authors further suggest that the Mossad was behind information later released by the MEK on Mohsen Fakhrizadeh, the Iranian physics professor said to be shown in the laptop documents as the man in charge of that purported Iranian nuclear weapons research program. The MEK disclosed such personal details as Fakhrizadeh’s passport number and his home telephone number. But the Mossad chroniclers write: “This abundance of detail and means of transmission leads one to believe that, again, “a certain secret service” ever suspected by the West of pursuing its own agenda, painstakingly collected these facts and figures about the Iranian scientists and passed them to the Iranian resistance.” I asked Bar-Zohar’s research assistant, Nilly Ovnat, whether he had Israeli sources for those statements relating to the MEK and the laptop documents. She responded by          e-mail: “Professor Bar Zohar had other sources for most of the material concerning MEK and Natanz [and the] laptop, yet they could not be mentioned and cannot be discussed.”
  • Turning to the laptop documents, they make it clear that western intelligence had indeed obtained the documents from the MEK and suggest that the MEK got them from somewhere else. “The dissidents wouldn’t say how they had gotten hold of the laptop,” they write. They again frame the question of the origins of those documents in terms of CIA suspicions. “[T]he skeptical Americans suspected that the documents had been only recently scanned into the computer,” they write. “They accused the Mossad of having slipped in some information obtained from our own sources - and passing it to the MEK leaders for delivery to the West." Bar-Zohar and Mishal steer clear of any suggestion that the Mossad fabricated any documents, but their account leaves little doubt that they are convinced that the Mossad should be credited for the appearance of the documents. Their approach of referring to US suspicions, rather than stating it directly, appears to be a way of avoiding problems with Israeli military censors, who often clamp down on local reporting on sensitive issues while allowing references to foreign reports.
  • In the United States and Europe, it is unchallenged in political and media circles that intelligence documents purporting to be from a covert Iranian nuclear weapons program for which the IAEA long demanded an Iranian explanation are genuine.   But evidence has continued to accumulate that the documents - sometimes called the “laptop documents” because they were said to have been on a laptop computer belonging to one of the participants in the program - were fabricated by Israel’s foreign intelligence agency (Mossad).  We now know that the documents did not come from an Iranian participant in the alleged project, as the media were led to believe for years; they were turned over to German intelligence by the anti-regime Iranian terrorist organisation, Mujahedeen E Khalq, (MEK). I first reported this in 2008 and have now confirmed from an authoritative German source in my book on the Iran nuclear issue. The MEK was well known to have been a client of the Mossad, serving to launder Israeli intelligence claims that the Israelis did not want attributed to themselves.

  • Violent clashes between Israeli occupation forces, settlers and Palestinians have escalated throughout Palestine since the beginning of the intensified Israeli crackdown against Palestinians at the Al-Aqsa mosque in Jerusalem, last month. On Sunday Israeli troops carried out a raid against the International Middle East Media Center (IMEMC). The center disseminates a lot of regional and local news coverage that otherwise only is available in Arab to English-speaking listeners and readers. The raid was carried out Sunday morning at 4.00 o’clock. Over the weekend a rocket was fired into Israeli territory from the Gaza Strip. The rocket landed without causing damage. Sunday at dawn Israel responded by launching air strikes against targets in the Gaza Strip. Israeli military and government sources say that the strikes aimed at targeting militants.
  • One of these air strikes struck a family home in the Zeitoun neighborhood of Gaza City. The air raid killed a five months pregnant Palestinian mother along with her two-year-old child while several other family members were injured. The husband of the deceased 30-year-old Nour Rasmi Hassan told that a “knock on the roof rocket” woke the family from their sleep but that they were confused, shocked and that there was no time to respond and flee their home before the house was struck. Frustrated Palestinian youth are confronting Palestinian police and military in occupied East Jerusalem and other occupied Palestinian territories. Clashes in the interim Palestinian capital Ramallah turned deadly on Sunday evening when a 13-year-old boy succumbed to the his injuries. The 13-year-old Ahmad had been struck in the head by a rubber-coated steel bullet fired by Israeli occupation forces earlier that day. The fatal shooting occurred close to the Beit El settlement northeast of al-Biereh.

  • Last week Israeli undercover agents infiltrated Palestinian protesters near Beit El, grabbing some, beating, kicking and injuring them severely. Meanwhile, some frustrated Palestinian youth have carried out knife attacks against Israeli settlers and citizens, venting their frustrations. Knife attacks began after the willful fatal shooting of an unarmed Palestinian youth by Israeli officers. A video captured the fatal shooting and the cheering words “kill him, kill him” before the fatal shots were fired. Several analysts noted that the latest round of violence has the potential to escalate into a full-scale Palestinian uprising. The Israeli crackdown against Palestinians has further soured Egyptian – Israeli relations. Last week the spokesman for the Egyptian Foreign Ministry, Ahmed Abu Zeid said that Israel as the occupying power must provide Palestinian people the required protection and stop repeating its attacks that lead to more political congestion among the Palestinians and weaken the opportunities of reviving the installed peace talks between Palestinians and Israel,.
  • Notably, Palestinian Authority President Mahmoud Abbas noted at his address at the 70th Session of the UN General Assembly that the PLO may no longer feel obliged to adhere to the Oslo Accords. Mahmoud Abbas stressed that Palestine could not continue to adhere to the accords as Israel continues to violate them. Several of the progressive PLO member factions, including the PFLP and DFLP have called for a renewed uprising. Both factions have repeatedly demanded that the Al-Fatah led Palestinian Authority immediately ends its so-called security cooperation with Israeli police, military, intelligence services and government. The Israeli Cabinet of Prime Minister Benjamin Netanyahu, for its part, has promised a strict response to any “insurrection”. Over 150 Palestinians have been seriously injured over the course of the last week.

  • The National Security Agency routinely shares raw intelligence data with Israel without first sifting it to remove information about US citizens, a top-secret document provided to the Guardian by whistleblower Edward Snowden reveals.Details of the intelligence-sharing agreement are laid out in a memorandum of understanding between the NSA and its Israeli counterpart that shows the US government handed over intercepted communications likely to contain phone calls and emails of American citizens. The agreement places no legally binding limits on the use of the data by the Israelis.The disclosure that the NSA agreed to provide raw intelligence data to a foreign country contrasts with assurances from the Obama administration that there are rigorous safeguards to protect the privacy of US citizens caught in the dragnet. The intelligence community calls this process "minimization", but the memorandum makes clear that the information shared with the Israelis would be in its pre-minimized state.

Netanyahu-Mossad Split Divides U.S. Congress on Iran Sanctions - Bloomberg View - 0 views

  • The Israeli intelligence agency Mossad has broken ranks with Prime Minister Benjamin Netanyahu, telling U.S. officials and lawmakers that a new Iran sanctions bill in the U.S. Congress would tank the Iran nuclear negotiations. Already, the Barack Obama administration and some leading Republican senators are using the Israeli internal disagreement to undermine support for the bill, authored by Republican Mark Kirk and Democrat Robert Menendez, which would enact new sanctions if current negotiations falter. Bob Corker, chairman of the Senate Foreign Relations Committee  -- supported by Republican Senators Lindsay Graham and John McCain -- is pushing for his own legislation on the Iran nuclear deal, which doesn't contain sanctions but would require that the Senate vote on any pact that is agreed upon in Geneva. The White House is opposed to both the Kirk-Menendez bill and the Corker bill; it doesn't want Congress to meddle at all in the delicate multilateral diplomacy with Iran.
  • Israeli intelligence officials have been briefing both Obama administration officials and visiting U.S. senators about their concerns on the Kirk-Menendez bill, which would increase sanctions on Iran only if the Iranian government can't strike a deal with the so-called P5+1 countries by a June 30 deadline or fails to live up to its commitments. Meanwhile, the Israeli prime minister’s office has been supporting the Kirk-Menendez bill, as does the American Israel Public Affairs Committee, ahead of what will be a major foreign policy confrontation between the executive and legislative branches of the U.S. government in coming weeks. Evidence of the Israeli rift surfaced Wednesday when Secretary of State John Kerry said that an unnamed Israeli intelligence official had said the new sanctions bill would be “like throwing a grenade into the process.” But an initial warning from Israeli Mossad leaders was also delivered last week in Israel to a Congressional delegation -- including Corker, Graham, McCain and fellow Republican John Barrasso; Democratic Senators Joe Donnelly and Tim Kaine; and independent Angus King -- according to lawmakers who were present and staff members who were briefed on the exchange. When Menendez (who was not on the trip) heard about the briefing, he quickly phoned Israeli Ambassador to the U.S. Ron Dermer to seek clarification. Barrasso told us Tuesday that different parts of the Israeli government told the delegation different things. “We met with a number of government officials from many different parts of the government. There’s not a uniform view there,” he said.
  • Menendez is so livid at the administration, he decried its efforts to avert Congressional action on Iran at the hearing, telling Deputy Secretary of State Tony Blinken: “You know, I have to be honest with you, the more I hear from the administration in its quotes, the more it sounds like talking points that come straight out of Tehran.” Tuesday night, Obama threatened to veto the Kirk-Menendez bill if it passes Congress. Wednesday morning, House Speaker John Boehner responded by announcing that Netanyahu has accepted his invitation to address a joint session of Congress on Feb. 11, just as Congress is likely to be embroiled in a legislative fight over both bills. Boehner told fellow Republicans that he was specifically inviting Netanyahu to address the threat posed by radical Islam and Iran. Netanyahu is expected to deliver full-throated support for sanctions. The administration is upset that Netanyahu accepted Boehner’s invitation without notifying them, the latest indication of the poor relationship between the Israeli government and the White House. Two senior U.S. officials tell us that the Mossad has also shared its view with the administration that if legislation that imposed a trigger leading to future sanctions on Iran was signed into law, it would cause the talks to collapse.

  • The Israeli view shared with Corker and other senators also mirrors the assessment from the U.S. intelligence community. “We’ve had a standing assessment on this,” one senior administration official told us. “We haven’t run the new Kirk-Menendez bill through the process, but the point is that any bill that triggers sanctions would collapse the talks. That’s what the assessment is.” Another intelligence official said that the Israelis had come to the same conclusion.  This is not the first time Israel’s Mossad has been at odds with Netanyahu on Iran. In December 2010, former Mossad chief Meir Dagan told Israeli reporters that he had openly opposed an order from Netanyahu to prepare a military attack on Iran. At the time, Obama was also working to persuade the Israeli prime minister to hold off on attacking Iran. Iranian diplomats have also routinely threatened to leave the talks if new sanctions were imposed. Javad Zarif, Iran’s foreign minister, at the end of December said new sanctions would “violate the spirit” of the negotiations that have been going on for more than a year now. Despite the intelligence analyses, however, predicting Iranian behavior is no exact science. There is still much about Iran’s program that U.S. spies do not know. In November, former CIA director Michael Hayden told Congress that U.S. intelligence assessments do not have a “complete picture” of the extent of Iran’s nuclear program.
  • On Capitol Hill, the fight over how to proceed against the administration is far from over. The Senate Banking Committee was supposed to mark up the Kirk-Menendez bill on Thursday, but the session was delayed by one week. Some Senate staffers told us that Democrats asked for the delay because Menendez wants to get more Democrats to commit to his bill before he goes public. A main pitch of the Kirk-Menendez bill is that is could garner bipartisan -- even perhaps veto-proof -- support in the face of Obama's disapproval. So far, most Democrats have stayed on the sidelines, especially after Obama and Menendez got into a heated argument over the bill at last week’s private Democratic retreat. Kirk and Menendez softened their proposal to make it more palatable to Democrats, by giving the president more flexibility than the previous version and providing the administration waivers after the fact. Corker, Graham and McCain are trying to woo Democrats to their side by arguing that avoiding sanctions language altogether and simply mandating that the Senate get a vote is a more bipartisan approach. There are only a handful of Democrats that will support any Iran bill, so competition for these votes is heated.
  • Update, 12 p.m. Jan. 22:  The Israeli prime minister's office released a statement Thursday about Mossad chairman Tamir Pardo’s meeting with the U.S. Senate delegation last weekend. The statement said Pardo didn’t oppose new sanctions on Iran but acknowledged that Pardo used the term “hand grenade” to describe the effect new sanctions would have on the nuclear negotiations with Iran. “He used this term to describe the possibility of creating a temporary breakdown in the talks, at the end of which the negotiations will be restarted under better conditions,” the statement said. “The Mossad chairman explicitly pointed out that the agreement that is being reached with Iran is bad, and may lead to a regional arms race.”

    My advice to Obama: tell John Kerry  to change Netanyahu's visa to impose travel restrictions, allowing him to travel only  to New York City  (where the U.N. is located). within the U.S. The U.S. did that routinely with Soviet Union officials during the Cold War days. That will teach Netanyahu a lesson he will remember, that  in the U.S. the Executive Branch has control of diplomatic relations. Netanyahu has already faced heavy criticism in Israel for straining relations with Obama. He's currently facing heavy criticism for forcing his way  into the Charlie Hebdo march in Paris after President Hollande had specifically requested that he not take part and for having the idocy to tell French Jews that they could never have a home if they did not emigrate to Israel. If  the Obama Administration makes a public issue out of Netanyahu's latest affront, it might well cost Netanyahu re-eloection as Prime Minister next month. That decision lies in the hands of a single Israeli official who will choose which party is to try to form a new ruling coalition of parties. Mr. Netanyahu's Likud Party has no guarantee of getting that nod.

The article, “The Dahlan Factor,” appeared for several hours on the Qatar-based broadcaster’s website this morning at this link, but was later removed without explanation (the full article is republished below). The article had been extremely popular, appearing in the fifth spot on the website’s “What’s Hot” section.

  • The recent resurrection of Mohammad Dahlanby several Arab governments, Israel and the US is a most important development for the future of the Palestinian cause, Palestinian Authority (PA)-Israel negotiations, and Hamas-ruled Gaza. Dahlan is viewed, by many Palestinians, as the most corrupt official in the history of the Palestinian national movement (and there are many contenders for that title). Dahlan, it would be recalled, was the PA man in charge of Gaza after the Oslo Accords were signed, where he commanded 20,000 Palestinian security personnel who were answerable to the CIA and to Israeli intelligence. His forces would torture Hamas members in PA dungeons throughout the 1990s. His corruption, at the time, was such that he allegedly diverted over 40 percent of taxes levied against the Palestinians to his personal account in what became known as the Karni Crossing Scandal in 1997. Dahlan, who has been accused repeatedly by both Hamas and Fatah of being an agent of US, Israeli, Egyptian, and Jordanian intelligence, would attempt to stage a US-organised coup against the democratically elected Hamas government in 2007 in Gaza, an attempt that backfired on him and ended with his eviction from the Strip (I had forewarned about the coup several months before it occurred).

  • A simultaneous coup led by Abbas and his Israeli- and US-backed security forces in the West Bank was successful in dislodging the elected Hamas from power. Dahlan retreated to that mainstay of US and Israeli power, namely the PA-controlled West Bank, where he began to hatch new plots with his multiple patrons to undermine not only Hamas but also Abbas, whose position he begrudged and coveted. Indeed the Americans and the European Union (the latter on US orders) began to pressure Abbas to appoint Dahlan as his deputy, making it clear that they would like to see Dahlan succeed Abbas. Abbas resisted the pressure and refused. In the meantime, Dahlan, has been accused by Hamas and the PA of allegedly plotting several assassination attempts that targeted several Palestinian officials, including Hamas Prime Minister Ismail Haniyyah and Fatah ministers in the PA. Accusations that he persistently denied. His involvement in the 2010 Mossad assassination of a Hamas official in Dubai included having two of his Palestinian death squad hit men (later arrested by Dubai authorities) assist in the operation, a charge he also denied. His personal wealth was conservatively estimated in 2005 by an Israeli think tank at $120m.
  • Just as George Bush Jr and Bill Clinton terminated the services of Arafat after the latter proved unable to sign off on the final Palestinian surrender demanded of him at Camp David in the summer of 2000 (an inability that would arguably cost him his life at the hands of Abbas or Dahlan - depending on which of the two you talk to - acting at the behest of the Israelis, and very likely the Americans), Obama will terminate the services of Abbas should he fail to sign the US-sponsored surrender. Indeed, even if Abbas does sign such a deal, as he is approaching his 80th birthday, Dahlan will be needed and ready to take over after his death. It is in this context that Egyptian army top brass recently visited Israel for a whole week while the Egyptian private TV station Dream (owned by a Mubarak businessman ally, Ahmad Bahgat) aired an interview with Dahlan in which he attacked Abbas, in yet another effort to delegitimise the latter. Dahlan was offered the support of the rightwing Egyptian businessman Naguib Sawiris (infamous for his cutting off cellular phone lines in Cairo during the Egyptian uprising in January 2011 on the orders of Mubarak’s security apparatus), who sang Dahlan’s praises (as well as those of Mohammad Rashid, aka Khaled Salam, a former Arafat aide and another allegedly corrupt embezzling fugitive) as one of the most honest businessmen he ever worked with and then proceeded to denounce Abbas as a “liar”.
  • Dahlan’s power lies in his ability to serve the agenda of multiple patrons. For the Israelis, he is a ruthless, corrupt power-grubbing man who would do their bidding obediently were he to come to power in Gaza or the West Bank. Both the Americans and the Israelis see him as especially willing to sign on an American-sponsored Netanyahu deal without equivocation. For the Egyptians and the Gulf monarchies (and he is said to be a business partner with a Gulf ruler), he would look after their interests and obey their orders by eliminating any resistance to a US-imposed Palestinian final surrender to Israel and by eliminating Hamas once and for all. For the Egyptian coup leaders, whose coup replicated Dahlan’s 2007 Gaza coup, except successfully, he could rid them of Hamas, which they see as an extension of the power of the Muslim Brotherhood (MB), and render their relations with Israel even closer than they already are. Dahlan’s most important role, however, is the one that the Americans need him for, namely, to replace Abbas should the latter fail to sign on to the final surrender that Barack Obama and John Kerry have been cooking at the behest of Netanyahu in the past few months.
  • Once Dahlan’s schemes became too obvious to ignore, Abbas stripped him of power and chased him out of the Ramallah Green Zone in 2010. He moved to Mubarak’s Egypt and later, following the ouster of Mubarak, to Dubai (and on occasion Europe) where he remained until his more recent resurrection by the heirs of Mubarak who now sit on Egypt’s throne.
  • As an Egyptian court has recently joined Israel and the US in banning Hamas from the country and considering it a terrorist organisation and as the Israelis have threatened openly this week that an invasion of Gaza will be necessary, the plan for a Dahlan take-over is hatching slowly but surely. This is viewed as such a threat that Abbas dispatched his supporters and cronies to the streets of Ramallah to prove to the Americans and the Israelis that he still commands much support in the West Bank. The competition between Abbas and Dahlan is essentially one where each of them wants to prove that he can be more servile to Israeli, US, Egyptian, and Gulf interests while maintaining legitimacy and full control of the Palestinian population. The details of the plot are not clear. They could involve an invasion of Gaza from the Egyptian and the Israeli sides (and Egyptian officials have already threatened to carry out such an invasion a few weeks ago), a coup of sorts in the West Bank, and even assassinations of Haniyyah and/or Abbas. All bets are off at the moment, as Abbas, like Arafat before him, is offering complete obedience to US and Israeli diktat and will go much farther than Arafat did, but he understands too well that he would lose all legitimacy and control were he to sign the final humiliating surrender that the US and Israel are insisting on. Dahlan of course will have no such worries.
  • As for Hamas, which, unlike the MB, is a resistance movement and not a political party, it cannot be rounded up or crushed so easily, and the entry of Dahlan into Gaza, let alone the West Bank, will usher in a civil war that could likely end in his defeat yet again, short of a full Israeli invasion of Gaza to return him to power (Dahlan has also been accused by the PA of collaborating with the Israelis in their 2008 invasion of Gaza and has recently been accused in aiding the ongoing counter-revolution in Egypt). The same scenario would be repeated in the West Bank. The future of the Palestinian people is in danger and the enemies of the Palestinians surround them inside and outside Palestine. The Obama-Israeli-Egyptian-Gulf plans for liquidating their cause and their rights continue afoot. However, just like past corrupt Palestinian leaders were unsuccessful in liquidating the rights of the Palestinians and their cause, the Israeli and US betting on the Dahlan horse will only increase the resolve of the Palestinian people and their supporters that Palestinian resistance will only cease after the final liquidation of Israeli state racism and colonialism in all its manifestations throughout historic Palestine.

Israel Won't Stop Spying on the U.S. - 0 views

  • Whatever happened to honor among thieves? When the National Security Agency was caught eavesdropping on German Chancellor Angela Merkel’s cell phone, it was considered a rude way to treat a friend. Now U.S. intelligence officials are saying—albeit very quietly, behind closed doors on Capitol Hill—that our Israeli “friends” have gone too far with their spying operations here. According to classified briefings on legislation that would lower visa restrictions on Israeli citizens, Jerusalem’s efforts to steal U.S. secrets under the cover of trade missions and joint defense technology contracts have “crossed red lines.”  Israel’s espionage activities in America are unrivaled and unseemly, counterspies have told members of the House Judiciary and Foreign Affairs committees, going far beyond activities by other close allies, such as Germany, France, the U.K. and Japan. A congressional staffer familiar with a briefing last January called the testimony “very sobering…alarming…even terrifying.” Another staffer called it “damaging.”  The Jewish state’s primary target: America’s industrial and technical secrets. 
  • “No other country close to the United States continues to cross the line on espionage like the Israelis do,” said a former congressional staffer who attended another classified briefing in late 2013, one of several in recent months given by officials from the Department of Homeland Security (DHS), the State Department, the FBI and the National Counterintelligence Directorate. 
  • “I don’t think anyone was surprised by these revelations,” the former aide said. “But when you step back and hear…that there are no other countries taking advantage of our security relationship the way the Israelis are for espionage purposes, it is quite shocking. (U.S. counterintelligence officials suspect that Israel traded some of the Cold War-era information to Moscow in exchange for the emigration of Russian Jews.) After denying for over a decade that Pollard was its paid agent, Israel apologized and promised not to spy on U.S. soil again. Since then, more Israeli spies have been arrested and convicted by U.S. courts.

Smith, a former top FBI counterintelligence specialist during the Pollard affair, tells Newsweek, “In the early 1980s, dealing with the Israelis was, for those assigned that area, extremely frustrating. The Israelis were supremely confident that they had the clout, especially on the Hill, to basically get [away] with just about anything. This was the time of the Criteria Country List—later changed to the National Security Threat List—and I found it incredible that Taiwan and Vietnam, for instance, were on [it], when neither country had conducted activities that remotely approached the Pollard case, and neither had a history of, or a comparable capability to conduct, such activities.” While all this was going on, Israel was lobbying hard to be put on the short list of countries (38 today) whose citizens don’t need visas to visit here.  Until recently, the major sticking point was the Jewish state’s discriminatory and sometimes harsh treatment of Arab-Americans and U.S. Palestinians seeking to enter Israel. It has also failed to meet other requirements for the program, such as promptly and regularly reporting lost and stolen passports, officials say—a problem all the more pressing since Iranians were found to have boarded the missing Malaysia Airlines flight with stolen passports. 
  • “But this is the first time congressional aides have indicated that intelligence and national security concerns also are considerations in weighing Israel’s admission into the visa waiver program,” Jonathan Broder, the foreign and defense editor for CQ Roll Call, a Capitol Hill news site, wrote last month. He quoted a senior House aide as saying, “The U.S. intelligence community is concerned that adding Israel to the visa waiver program would make it easier for Israeli spies to enter the country.” The Israelis “thought they could just snap their fingers” and get friends in Congress to legislate visa changes, a Hill aide said, instead of going through the required hoops with DHS.
  • Congressional aides snorted at the announcement. “The Israelis haven’t done s**t to get themselves into the visa waiver program,” the former congressional aide said, echoing the views of two other House staffers working on the issue. “I mean, if the Israelis got themselves into this visa waiver program and if we were able to address this [intelligence community] concern—great, they’re a close ally, there are strong economic and cultural links between the two countries, it would be wonderful if more Israelis could come over here without visas. Congress can lower one or two of the barriers, but they can’t just legislate the Israelis in.” The path to visa waivers runs through DHS and can take years to navigate.
  • Israel is not even close to meeting those standards, a congressional aide said. “You’ve got to have machine-readable passports in place—the e-passports with a data chip in them. The Israelis have only just started to issue them to diplomats and senior officials and so forth, and that probably won’t be rolled out to the rest of their population for another 10 years.” But U.S. counterspies will get the final word. And since Israel is as likely to stop spying here as it is to give up matzo for Passover, the visa barriers are likely to stay up. As Paul Pillar, the CIA’s former national intelligence officer for the Near East and South Asia, told Newsweek, old habits are hard to break: Zionists were dispatching spies to America before there even was an Israel, to gather money and materials for the cause and later the fledgling state. Key components for Israel’s nuclear bombs were clandestinely obtained here. “They’ve found creative and inventive ways,” Pillar said, to get what they want. “If we give them free rein to send people over here, how are we going to stop that?” the former congressional aide asked. “They’re incredibly aggressive. They’re aggressive in all aspects of their relationship with the United States. Why would their intelligence relationship with us be any different?”

  • The Lavon Affair refers to a failed Israeli covert operation, code named Operation Susannah, conducted in Egypt in the Summer of 1954. As part of the false flag operation,[1] a group of Egyptian Jews were recruited by Israeli military intelligence for plans to plant bombs inside Egyptian, American and British-owned civilian targets, cinema, library and American educational center. The attacks were to be blamed on the Muslim Brotherhood, Egyptian Communists, "unspecified malcontents" or "local nationalists" with the aim of creating a climate of sufficient violence and instability to induce the British government to retain its occupying troops in Egypt's Suez Canal zone.[2] The operation caused no casualties, except for those members of the cell who committed suicide after being captured.

Elad assumed the identity of Paul Frank, a former SS officer with Nazi underground connections. Avri Elad allegedly informed the Egyptians, resulting in the Egyptian Intelligence Service following a suspect to his target, the Rio Theatre, where a fire engine was standing by. Egyptian authorities arrested this suspect, Philip Natanson, when his bomb accidentally ignited prematurely in his pocket. Having searched his apartment, they found incriminating evidence and names of accomplices to the operation.
  • Several suspects were arrested, including Egyptian Jews and undercover Israelis. Colonel Dar and Elad had managed to escape. Two suspects, Yosef Carmon and Hungarian-born Israeli Meir Max Bineth committed suicide in prison.
  • The Egyptian trial began on December 11 and lasted until January 27, 1955; two of the accused (Moshe Marzouk and Shmuel Azar) were condemned to execution by hanging, two were acquitted, and the rest received lengthy prison terms. The rest were eventually freed in February 1968, in a secret addendum to a prisoner of war exchange.
  • Soon after the affair, Mossad chief Isser Harel expressed suspicion to Aman concerning the integrity of Avri Elad. Despite his concerns, Aman continued using Elad for intelligence operations until 1956, when he was caught trying to sell Israeli documents to the Egyptians. Elad was tried in Israel and sentenced to 10 years imprisonment. During Elad's imprisonment in Ayalon Prison, the media were only able to refer to him as the "The Third Man" or "X" due to government censorship.[9] In 1976, whilst living in Los Angeles, Elad publicly identified himself as the "Third Man" from the Lavon Affair.[9] In 1980, Harel publicly revealed evidence that Elad had been turned by the Egyptians even before Operation Susannah.

  • A classified Israeli foreign ministry document, leaked to the daily Yediot Ahronot, warns that 2015 will see Israel’s standing on the world stage steadily deteriorating. It predicts “worsening drift in Europe toward Palestinian positions, more parliaments recognizing the State of Palestine, fear of sanctions and labeling merchandise [to separate settlement products from tariff-free Israel-proper products] and no certainty that the United States will continue after Israel’s March elections to protect Israel with its veto.” The document is said to be a summary of an interministerial assessment roundtable convened by foreign minister Avigdor Lieberman, and is signed by foreign ministry deputy director-general Gilead Cohen. It was circulated to Israel’s ambassadors around the world, Yediot reported. In addition to labeling settlement products and parliamentary votes to recognize Palestine, the foreign ministry document warns of European nations halting the supply of replacement parts for Israeli equipment and demanding compensation for damage caused by Israel to European projects in the territories.

Netanyahu has said repeatedly since last week’s Paris attacks, in his initial sympathy statement and again in his remarks Monday at the site of the kosher supermarket attack, that the terror plaguing Europe is the same as the terror Israel faces. He said he hoped Europe would “wake up in time” to the terrorist threat. He continued: “Israel supports Europe in its fight against terrorism and it’s time Europe supported Israel in the same fight.” His comments have caused resentment in France. Like most of Europe, French leaders regard Israel’s conflict with Arab terrorists as fundamentally different from the jihadist terrorism spreading from Syria to the European continent. The Israeli-Palestinian conflict is seen as a territorial dispute, albeit with religious overtones where Hamas is concerned, while Al Qaeda and ISIS are seen as essentially nihilistic movements that seek to undermine Western civilization.

  • As for “waking up” to the terrorist threat, French observers note that they are carrying the fight against Al Qaeda in Mali on their own, had one of the largest NATO troop contingents fighting the Taliban in Afghanistan and maintain what’s considered one of the best counter-terrorism intelligence operations in the West. In effect, Netanyahu’s call for Europe to “wake up” and “support Israel” in its struggle against terrorism is seen as a demand that Europe acquiesce in his effort to entrench Israeli presence in the territories, rather than withdrawing and permitting a Palestinian state based on the pre-1967 lines.

That would seem to indicate that the Obama Administration is doing some very tough talking to Israeli government officials behind the scenes. But I doubt that Obama would have the U.S. abstain or vote in favor of a Security Council Resolution condemning Israel unless it was on a matter that would inflicit little actual pain on the Israeli government. In that scenario, Kerry could claim plausibly that the U.S. abstention or vote in favor was a "message" to Israeli gobvernment to get serious about making the two-state solution happen. But I have to admit it would warm my heart to see a Security Council Resolution adopted authorizing the use of force to break the Gaza siege and to push Israeli troops and its settlers back to the 1967 borders.

  • By Ray McGovern On June 8, 1967, Israeli leaders learned they could deliberately attack a U.S. Navy ship and try to send it, together with its entire crew, to the bottom of the Mediterranean – with impunity. Israeli aircraft and torpedo boats attacked the USS Liberty, a state-of-the-art intelligence collection platform sailing in international waters off the Sinai, killing 34 of the 294 crew members and wounding more than 170. On the 47th anniversary of that unprovoked attack let’s be clear about what happened: Israeli messages intercepted on June 8, 1967, leave no doubt that sinking the USS Liberty was the mission assigned to the attacking Israeli warplanes and torpedo boats as the Six-Day War raged in the Middle East. Let me repeat: there is no doubt – none – that the mission of the Israeli Defense Forces (IDF) was to destroy the USS Liberty and kill its entire crew.

  • Halbardier skated across the Liberty’s slippery deck while it was being strafed in order to connect a communications cable and enable the Liberty to send out an SOS. The Israelis intercepted that message and, out of fear of how the U.S. Sixth Fleet would respond, immediately broke off the attack, returned to their bases, and sent an “oops” message to Washington confessing to their unfortunate “mistake.” As things turned out, the Israelis didn’t need to be so concerned. When President Johnson learned that the USS America and USS Saratoga had launched warplanes to do battle with the forces attacking the Liberty, he told Defense Secretary Robert McNamara to call Sixth Fleet commander Rear Admiral Lawrence Geiss and tell him to order the warplanes to return immediately to their carriers. According to J.Q. “Tony” Hart, a chief petty officer who monitored these conversations from a U.S. Navy communications relay station in Morocco, Geiss shot back that one of his ships was under attack. Tellingly, McNamara responded: “President Johnson is not going to go to war or embarrass an American ally over a few sailors.”

  • John Crewdson, a Pulitzer Prize-winning journalist for the Chicago Tribune, asked McNamara about this many years later. McNamara’s answer is worth reading carefully; he said he had “absolutely no recollection of what I did that day,” except that “I have a memory that I didn’t know at the time what was going on.” Crewsdon has written the most detailed and accurate account of the Israeli attack on the Liberty; it appeared in the Chicago Tribune, and also in the Baltimore Sun, on Oct. 2, 2007. Read it and you’ll understand why Crewdson got no Pulitzer for his investigative reporting on the Liberty. Instead, the Tribune laid him off in November 2008 after 24 years.
  • The mainstream U.S. media has avoided the USS Liberty case like the plague. I just checked the Washington Post and – surprise, surprise – it has missed the opportunity for the 46th consecutive year, to mention the Liberty anniversary. On the few occasions when the mainstream U.S. media outlets are forced to address what happened, they blithely ignore the incredibly rich array of hard evidence and still put out the false narrative of the “mistaken” Israeli attack on the Liberty. And they attempt to conflate fact with speculation, asking why Israel would deliberately attack a ship of the U.S. Navy. Why Tel Aviv wanted the Liberty and its entire crew on the bottom of the Mediterranean remains a matter of speculation, but there are plausible theories including Israel’s determination to keep the details of its war plans secret from everyone, including the U.S. government. But there is no doubt that destroying the Liberty and its crew was the mission assigned to Israel’s warplanes and torpedo boats. One Navy Admiral with a conscience, former Chairman of the Joint Chiefs of Staff (and before that Chief of Naval Operations) Thomas Moorer, has “broken ranks,” so to speak. Moorer helped lead an independent, blue-ribbon commission to investigate what happened to the Liberty.

  • A lawsuit in the United States has been filed against former Israeli Prime Minister and Defense Minister Ehud Barak for his role in the 2010 Israeli commando attack upon the Gaza Freedom Flotilla in which 8 Turkish citizens and one American citizen were executed by Israeli forces and over fifty Turkish passengers were wounded.  The trial will be the first time a former Israeli Prime Minister will be put on trial for reasons of international terrorism. The family of Furkan Doğan, the American citizen who was assassinated in the attack, filed the lawsuit in the Central District Court of California and notice of the trial was handed to Barak last night, October 20, in Los Angeles when he spoke in the Distinguished Speaker series of Southern California  (http://speakersla.com/speakers/ehud-barak/).  According to a press release (http://mavi-marmara.ihh.org.tr/en/main/news/0/case-opened-against-former-israeli-pm-ehud-ba/2969) from the Turkish International Humanitarian organization that sponsored the Mavi Marmara ship,  charges against Barak include his planning and leadership in the murder of Furkan Doğan and others in international waters, Willful killing, attempted willful killing, intentionally causing serious injury to body or health, international terrorism, plundering, intentionally causing damage to property, restriction of people's freedom and instigating violent crimes.

In the case brought in the International Criminal Court (ICC), the ICC prosecutor has ruled that the attack by Israeli commandos upon the Mavi Marmara in the Gaza Freedom Flotilla was a war crime. Verint did not return a call seeking comment, while Verizon said it does not comment on such matters. At AT&T the wiretapping rooms are powered by software and hardware from Narus, now owned by Boeing, a discovery made by AT&T whistleblower Mark Klein in 2004. What is especially troubling is that both companies have had extensive ties to Israel, as well as links to that country’s intelligence service, a country with a long and aggressive history of spying on the U.S.
  • In fact, according to Binney, the advanced analytical and data mining software the NSA had developed for both its worldwide and international eavesdropping operations was secretly passed to Israel by a mid-level employee, apparently with close connections to the country. The employee, a technical director in the Operations Directorate, “who was a very strong supporter of Israel,” said Binney, “gave, unbeknownst to us, he gave the software that we had, doing these fast rates, to the Israelis.” Because of his position, it was something Binney should have been alerted to, but wasn’t. “In addition to being the technical director,” he said, “I was the chair of the TAP, it’s the Technical Advisory Panel, the foreign relations council. We’re supposed to know what all these foreign countries, technically what they’re doing…. They didn’t do this that way, it was under the table.” After discovering the secret transfer of the technology, Binney argued that the agency simply pass it to them officially, and in that way get something in return, such as access to communications terminals. “So we gave it to them for switches,” he said. “For access.”
  • But Binney now suspects that Israeli intelligence in turn passed the technology on to Israeli companies who operate in countries around the world, including the U.S. In return, the companies could act as extensions of Israeli intelligence and pass critical military, economic and diplomatic information back to them. “And then five years later, four or five years later, you see a Narus device,” he said. “I think there’s a connection there, we don’t know for sure.” Narus was formed in Israel in November 1997 by six Israelis with much of its money coming from Walden Israel, an Israeli venture capital company. Its founder and former chairman, Ori Cohen, once told Israel’s Fortune Magazine that his partners have done technology work for Israeli intelligence. And among the five founders was Stanislav Khirman, a husky, bearded Russian who had previously worked for Elta Systems, Inc. A division of Israel Aerospace Industries, Ltd., Elta specializes in developing advanced eavesdropping systems for Israeli defense and intelligence organizations. At Narus, Khirman became the chief technology officer.

  • A few years ago, Narus boasted that it is “known for its ability to capture and collect data from the largest networks around the world.” The company says its equipment is capable of “providing unparalleled monitoring and intercept capabilities to service providers and government organizations around the world” and that “Anything that comes through [an Internet protocol network], we can record. We can reconstruct all of their e-mails, along with attachments, see what Web pages they clicked on, we can reconstruct their [Voice over Internet Protocol] calls.” Like Narus, Verint was founded by in Israel by Israelis, including Jacob “Kobi” Alexander, a former Israeli intelligence officer. Some 800 employees work for Verint, including 350 who are based in Israel, primarily working in research and development and operations, according to the Jerusalem Post. Among its products is STAR-GATE, which according to the company’s sales literature, lets “service providers … access communications on virtually any type of network, retain communication data for as long as required, and query and deliver content and data …” and was “[d]esigned to manage vast numbers of targets, concurrent sessions, call data records, and communications.”
  • In a rare and candid admission to Forbes, Retired Brig. Gen. Hanan Gefen, a former commander of the highly secret Unit 8200, Israel’s NSA, noted his former organization’s influence on Comverse, which owns Verint, as well as other Israeli companies that dominate the U.S. eavesdropping and surveillance market. “Take NICE, Comverse and Check Point for example, three of the largest high-tech companies, which were all directly influenced by 8200 technology,” said Gefen. “Check Point was founded by Unit alumni. Comverse’s main product, the Logger, is based on the Unit’s technology.”

Kobi Alexander, the founder and former chairman of Verint, is now a fugitive, wanted by the FBI on nearly three dozen charges of fraud, theft, lying, bribery, money laundering and other crimes. Israeli Drone Feeds Hacked By British and American Intelligence - 0 views

  • MERICAN AND BRITISH INTELLIGENCE secretly tapped into live video feeds from Israeli drones and fighter jets, monitoring military operations in Gaza, watching for a potential strike against Iran, and keeping tabs on the drone technology Israel exports around the world. Under a classified program code-named “Anarchist,” the U.K.’s Government Communications Headquarters, or GCHQ, working with the National Security Agency, systematically targeted Israeli drones from a mountaintop on the Mediterranean island of Cyprus. GCHQ files provided by former NSA contractor Edward Snowden include a series of “Anarchist snapshots” — thumbnail images from videos recorded by drone cameras. The files also show location data mapping the flight paths of the aircraft. In essence, U.S. and British agencies stole a bird’s-eye view from the drones.
  • Several of the snapshots, a subset collected in 2009 and 2010, appear to show drones carrying missiles. Although they are not clear enough to be conclusive, the images offer rare visual evidence to support reports that Israel flies attack drones — an open secret that the Israeli government won’t acknowledge. “There’s a good chance that we are looking at the first images of an armed Israeli drone in the public domain,” said Chris Woods, author of Sudden Justice, a history of drone warfare. “They’ve gone to extraordinary lengths to suppress information on weaponized drones.” The Intercept is publishing a selection of the drone snapshots in an accompanying article.
  • Additionally, in 2012, a GCHQ analyst reported “regular collects of Heron TP carrying weapons,” referring to a giant drone made by the state-owned Israel Aerospace Industries, known as IAI. Anarchist operated from a Royal Air Force installation in the Troodos Mountains, near Mount Olympus, the highest point on Cyprus. The Troodos site “has long been regarded as a ‘Jewel in the Crown’ by NSA as it offers unique access to the Levant, North Africa, and Turkey,” according to an article from GCHQ’s internal wiki. Last August, The Intercept published a portion of a GCHQ document that revealed that NSA and GCHQ tracked weapons signals from Troodos, and earlier reporting on the Snowden documents indicated that the NSA targeted Israeli drones and an Israeli missile system for tracking, but the details of the operations have not been previously disclosed. “This access is indispensable for maintaining an understanding of Israeli military training and operations and thus an insight to possible future developments in the region,” a GCHQ report from 2008 enthused. “In times of crisis this access is critical and one of the only avenues to provide up to the minute information and support to U.S. and Allied operations in the area.”

Michael Hayden, former head of the CIA and NSA, told the Journal that the intelligence relationship with Israel was “the most combustible mixture of intimacy and caution that we have.”

However, we also believe that the necessary confidentiality that Secretary Kerry imposed on the resumed negotiations should not preclude a far more forceful and public expression of certain fundamental U.S. positions: Settlements: U.S. disapproval of continued settlement enlargement in the Occupied Territories by Israel’s government as “illegitimate” and “unhelpful” does not begin to define the destructiveness of this activity. Nor does it dispel the impression that we have come to accept it despite our rhetorical objections. Halting the diplomatic process on a date certain until Israel complies with international law and previous agreements would help to stop this activity and clearly place the onus for the interruption where it belongs.
  • Palestinian incitement: Prime Minister Benjamin Netanyahu’s charge that various Palestinian claims to all of historic Palestine constitute incitement that stands in the way of Israel’s acceptance of Palestinian statehood reflects a double standard. The Likud and many of Israel’s other political parties and their leaders make similar declarations about the legitimacy of Israel’s claims to all of Palestine, designating the West Bank “disputed” rather than occupied territory. Moreover, Israeli governments have acted on those claims by establishing Jewish settlements in East Jerusalem and throughout the West Bank. Surely the “incitement” of Palestinian rhetoric hardly compares to the incitement of Israel’s actual confiscations of Palestinian territory. If the United States is not prepared to say so openly, there is little hope for the success of these talks, which depends far more on the strength of America’s political leverage and its determination to use it than on the good will of the parties.

  • The Jewishness of the state of Israel: Israel is a Jewish state because its population is overwhelmingly Jewish, Jewish religious and historical holidays are its national holidays, and Hebrew is its national language. But Israeli demands that Palestinians recognize that Israel has been and remains the national homeland of the Jewish people is intended to require the Palestinians to affirm the legitimacy of Israel’s replacement of Palestine’s Arab population with its own. It also raises Arab fears of continuing differential treatment of Israel’s Arab citizens. Israelis are right to demand that Palestinians recognize the fact of the state of Israel and its legitimacy, which Palestinians in fact did in 1988 and again in 1993. They do not have the right to demand that Palestinians abandon their own national narrative, and the United States should not be party to such a demand. That said, Palestinian recognition of Israel as a Jewish state, provided it grants full and equal rights to its non-Jewish citizens, would not negate the Palestinian national narrative.
  • Israeli security: The United States has allowed the impression that it supports a version of Israel’s security that entails Israeli control of all of Palestine’s borders and part of its territory, including the Jordan Valley. Many former heads of Israel’s top intelligence agencies, surely among the best informed in the country about the country’s security needs, have rejected this version of Israel’s security. Meir Dagan, a former head of the Mossad, dismissed it as “nothing more than manipulation.” Israel’s confiscation of what international law has clearly established as others’ territory diminishes its security. Illegal West Bank land grabs only add to the Palestinian and the larger Arab sense of injustice that Israel’s half-century-long occupation has already generated, and fuels a revanchismthat sooner or later will trigger renewed violence. No Palestinian leader could or would ever agree to a peace accord that entails turning over the Jordan Valley to Israeli control, either permanently or for an extended period of time, thus precluding a peace accord that would end Israel’s occupation. The marginal improvement in Israel’s security provided by these expansive Israeli demands can hardly justify the permanent subjugation and disenfranchisement of a people to which Israel refuses to grant citizenship in the Jewish state.
  • The terms for a peace accord advanced by Netanyahu’s government, whether regarding territory, borders, security, resources, refugees or the location of the Palestinian state’s capital, require compromises of Palestinian territory and sovereignty on the Palestinian side of the June 6, 1967, line. They do not reflect any Israeli compromises, much less the “painful compromises” Netanyahu promised in his May 2011 speech before a joint meeting of Congress. Every one of them is on the Palestinian side of that line. Although Palestinians have conceded fully half of the territory assigned to them in the U.N.’s Partition Plan of 1947, a move Israel’s president, Shimon Peres, has hailed as unprecedented, they are not demanding a single square foot of Israeli territory beyond the June 6, 1967, line. Netanyahu’s unrelenting efforts to establish equivalence between Israeli and Palestinian demands, insisting that the parties split the difference and that Israel be granted much of its expansive territorial agenda beyond the 78 percent of Palestine it already possesses, are politically and morally unacceptable. The United States should not be party to such efforts, not in Crimea nor in the Palestinian territories. We do not know what progress the parties made in the current talks prior to their latest interruption, this time over the issue of the release of Palestinian prisoners. We are nevertheless convinced that no matter how far apart the parties may still be, clarity on America’s part regarding the critical moral and political issues in dispute will have a far better chance of bringing the peace talks to a successful conclusion than continued ambiguity or silence.

How Israel helps eavesdrop on US citizens | The Electronic Intifada - 0 views

  • It is well-known that the two largest American telecom companies AT&T and Verizon collaborated with the US government to allow illegal eavesdropping on their customers. The known uses to which information obtained this way has been put include building the government’s massive secret “watch lists,” and “no-fly lists” and even, Bamford suggests, to deny Small Business Administration loans to citizens or reject their children’s applications to military colleges. What is less well-known is that AT&T and Verizon handed “the bugging of their entire networks — carrying billions of American communications every day” to two companies founded in Israel. Verint and Narus, as they are called, are “superintrusive — conducting mass surveillance on both international and domestic communications 24/7,” and sifting traffic at “key Internet gateways” around the US.
  • Virtually all US voice and data communications and much from the rest of the world can be remotely accessed by these companies in Israel, which Bamford describes as “the eavesdropping capital of the world.” Although there is no way to prove cooperation, Bamford writes that “the greatest potential beneficiaries of this marriage between the Israeli eavesdroppers and America’s increasingly centralized telecom grid are Israel’s intelligence agencies.” Israel’s spy agencies have long had a revolving-door relationship with Verint and Narus and other Israeli military-security firms.   • FISA — the Foreign Intelligence Surveillance Act of 1978 — required the government to seek court warrants for wiretaps where at least one target was in the US. In 2005, it was revealed that the Bush administration had been flagrantly violating this law. Last July, Congress passed a bill legalizing this activity and giving retroactive immunity to the telecom companies that had assisted.
  • Israel has a well-established record of compromising American national security. The most notorious case was that of convicted spy Jonathan Pollard. Although the full details of his crimes are still secret, he is thought to have passed critical information about US intelligence-gathering methods to Israel, which then traded those secrets to US adversaries. In 2005, Larry Franklin, a Defense Department analyst, pleaded guilty to spying for Israel. Two former officials of AIPAC, the pro-Israel lobbying group, are still awaiting trial on charges that they passed classified information between Franklin and the Israeli government.

Another Israeli firm, Natural Speech Communication (NSC), among whose directors is former Mossad chief Shabtai Shavit, makes software that the US uses to electronically analyze and key-word search recorded conversations in “Levantine Arabic,” the dialects “spoken by Israeli Arabs, Jordanians, Lebanese and Palestinians.” Mexico and Australia are among other countries known to use Israeli technologies and firms to eavesdrop on their citizens.

Israel launched 5 Air Strikes in Syria - Media Blackout | nsnbc international - 0 views

  • The Israeli Air Force launched five air strikes in Syria, striking targets in Damascus near the International Airport as well as targets near the Lebanese border, report Syrian military and civilian sources. Meanwhile, it appears that the anti-Syrian coalition also counts on a media blackout. The website of the official Syrian news agency SANA is currently, at the writing of this report, inaccessible. Israeli government and military sources would neither confirm or deny that they carried out the airstrikes which violate international law. Unofficial sources report, however, that the airstrikes were launched in attempts to target Russian and Iranian produced anti-aircraft defense systems as well as Hezbollah units which are involved in combating Jabhat al-Nusrah and associated terrorist brigades near the Lebanese – Syrian border.

The General Command added that the airstrikes caused material damage to targets near Damascus International Airport as well as in the town of Dimas which is located northwest of the capital, on the Damascus – Beirut Highway.

Shortly after the Syrian Arab News Agency (SANA) published reports about the Israeli airstrikes the news agency’s website became inaccessible. It is noteworthy that an eventual Israeli involvement or the involvement of agencies of other governments in “taking down” the news agencies website would constitute crimes according to international law amounting to war crimes.

The distribution of disinformation and propaganda and the silencing of media are, nonetheless, considered serious crimes according to international laws. These include, in particular, article 19 of the Universal Declaration of Human Rights and UN General Assembly Resolutions 110, 381, and 819. Resolutions 110, 381, and 819 are regulating the erection of obstacles to the free exchange of information and ideas as well as propaganda. The resolutions have been adopted in the post World War II period and are especially pertaining warfare.

  • Israeli Prime Minister Benjamin Netanyahu said on Tuesday that Israeli forces operate in Syria from “time to time.” It is the first public recognition of Israel’s military involvement in its neighboring war-torn country. The Israeli leader said that forces carry out operations to prevent weapons transfers to Lebanon, where Iranian-backed Shiite militant group Hezbollah—which went to war with Israel in 2006—operates, and to stop southern Syria becoming a front against Israel. "We operate in Syria from time to time to prevent it from becoming a front against us, a second terror front against us," Netanyahu said at the Galilee Conference in the northern Israeli city of Acre, the Associated Press reported.
  • He added: "We are also acting of course to prevent the transfer of deadly weapons from Syria to Lebanon in particular and we will continue to do so.” Netanyahu did not elaborate further on Israeli operations in Syrian territory but Israeli forces have carried out airstrikes against a number of regime targets this year and have also attacked Hezbollah fighters—allies of Syrian President Bashar al-Assad— operating on its border. The Israeli military acknowledged this year’s strikes but Israeli officials have never publicly admitted to the country’s involvement within Syrian territory.

  • With respect to Israel’s relations with the Palestinians, I think it's important to understand that the issue here is not what I believe, but it’s what the Palestinians and the parties in the negotiations and the Israeli people believe is possible.  That's the most important issue.  I've said before and I'll simply repeat:  Prime Minister Netanyahu, in the election run-up, stated that a Palestinian state would not occur while he was Prime Minister.  And I took him at his word that that's what he meant, and I think that a lot of voters inside of Israel understood him to be saying that fairly unequivocally. Afterwards, he pointed out that he didn’t say “never,” but that there would be a series of conditions in which a Palestinian state could potentially be created.  But, of course, the conditions were such that they would be impossible to meet anytime soon.  So even if you accepted, I think, the corrective of Prime Minister Netanyahu in subsequent days, there still does not appear to be a prospect of a meaningful framework established that would lead to a Palestinian state even if there were a whole range of conditions and security requirements that might be phased in over a long period of time -- which was always the presumption. 
  • I don't think anybody ever envisioned in any peace agreement, certainly not one that Prime Minister Netanyahu would agree to, or that the Israeli people would agree to, that overnight you suddenly have a Palestinian state right next to Jerusalem and that Israel would not have a whole range of security conditions that had to be met, and that it would be phased in over a long period of time. So the issue has never been, do you create a Palestinian state overnight.  The question is, do you create a process and a framework that gives the Palestinians hope, the possibility, that down the road they have a secure state of their own, standing side-by-side with a secure, fully recognized Jewish state of Israel.  And I think -- it's not just my estimation -- I think it’s hard to envision how that happens based on the Prime Minister’s statements.  And so, when I said that we have to now do an evaluation of where we are, it's not in reference to our commitment to Israel’s military edge in the region, Israel’s security, our intelligence cooperation, our military cooperation.  That continues unabated.  And I will continue to do whatever I need to do to make sure that our friends in Israel are safe.  That's what I've done since I've been President, and that's not going to stop.  And so the Israeli people need to know that.

  • But I am required to evaluate honestly how we manage Israeli-Palestinian relations over the next several years.  Because up until this point, the premise has been, both under Republican and Democratic administrations, that as different as it was, as challenging as it was, the possibility of two states living side by side in peace and security could marginalize more extreme elements, bring together folks at the center and with some common sense, and we could resolve what has been a vexing issue and one that is ultimately a threat to Israel as well. And that possibility seems very dim.  That may trigger, then, reactions by the Palestinians that, in turn, elicit counter-reactions by the Israelis.  And that could end up leading to a downward spiral of relations that will be dangerous for everybody and bad for everybody. So, bottom line, just to summarize here -- number one, our military and intelligence cooperation with Israel will continue unabated, unaffected, and we are absolutely committed to making sure that the Israeli people are safe, particularly from rocket attacks and terrorist attacks aimed on civilians.
  • Number two, that the evaluation that’s taking place is specific to what happens between the Israelis and Palestinians going forward.  We’ll continue to engage the Israeli government as well as the Palestinians, and ask them where they are interested in going and how do they see this issue being resolved.  But what we can’t do is pretend that there’s a possibility of something that’s not there.  And we can’t continue to premise our public diplomacy based on something that everybody knows is not going to happen at least in the next several years.  That is something that we have to, for the sake of our own credibility, I think we have to be able to be honest about that. And I guess one last point about this, because obviously I’ve heard a lot of the commentary -- there’s a tendency I think in the reporting here to frame this somehow as a personal issue between myself and Prime Minister Netanyahu.  And I understand why that’s done, because when you frame it in those terms, the notion is, well, if we all just get along and everybody cools down, then somehow the problem goes away.  I have a very business-like relationship with the Prime Minister.  I’ve met with him more than any other world leader.  I talk to him all the time.  He is representing his country’s interests the way he thinks he needs to, and I’m doing the same.
  • So the issue is not a matter of relations between leaders; the issue is a very clear, substantive challenge.  We believe that two states is the best path forward for Israel’s security, for Palestinian aspirations, and for regional stability.  That’s our view, and that continues to be our view.  And Prime Minister Netanyahu has a different approach.  And so this can’t be reduced to a matter of somehow let’s all hold hands and sing “Kumbaya.”  This is a matter of figuring out how do we get through a real knotty policy difference that has great consequences for both countries and for the region. Q    Will you consider supporting Palestinian statehood at the U.N.? PRESIDENT OBAMA:  We’re going to do that evaluation -- we’re going to partly wait for an actual Israeli government to form.
