A leaked audio of a conversation between Venezuelan businessman, Lorenzo Mendoza, and former politician, Ricardo Hausman, has revealed Venezuela’s political and business opposition to be seeking collaboration with the IMF (International Monetary Fund) ahead of the country’s parliamentary elections on December 6th. In the phone conversation, leaked in Venezuela last Wednesday, both men speak about the possibility of IMF intervention in the Venezuelan economy and frequently refer to each other as “mate”.   Mendoza currently ranks as one the wealthiest businessmen in the world and controls key areas of the Venezuelan economy, such as the production of cornflour, beer and other household staples. Government supporters hold him responsible for the widespread shortage of key products, which they say is an attempt to destabilise the administration of current leftwing President Nicolas Maduro.   Hausman was formerly Planning Minister (1992-1993) to disgraced ex-Venezuelan President president, Carlos Andres Perez. He currently resides in the US where he is a lecturer at the Kennedy School of Government at Harvard University. 

The recording has caused shockwaves amongst Venezuela’s citizens, who have widely rejected any IMF involvement in the country’s economics. The fund is largely held responsible by citizens for the country’s debt crisis in the 1980s, the economic turmoil of the 1990s, as well as for the riots known as the Caracazo in 1989 which led to widespread police repression and thousands of killings.  The IMF’s poisonous legacy in the country has led the country’s political opposition to distance itself publicly from the organisation. Nonetheless, its spokespeople have been consistently linked to the ill reputed fund over the past fifteen years of leftist government.  Earlier in February 2015, the political opposition led by Leopoldo Lopez, Maria Corina Machado and Antonio Ledezma, released a “Call for a National Transition Agreement” just days before the national government reported that it had uncovered plans for an attempted coup amongst the airforce.  “The Call for a National Transition” contained a number of points orientating the politics of a transitional regime in Venezuela, including selling off national public enterprises and the input of “international financial organisations”. 

In the audio, which is dominated by Hausman, the ex-minister reveals that he is a longterm friend of the IMF’s Vice-president for the Western Hemisphere, who has asked him to go to the organisation to “talk about Venezuela”. He explains that the fund is “worried” that it will have to “intervene” in the country.   “The condition is that we have a small committee meeting to speak, gloves off, about what the hell we can do to see… Or, if you were to receive a call from Obama or Holland, or whoever and they say… Hell, mate, for us it’s really important that they get involved in Venezuela,” says Hausman.  The economist also assures Mendoza that he is committed to the “war in Venezuela” despite his absence, stating that “there is no exit for Venezuela without substantial international help,” appearing to reference the opposition’s violent street campaign to unseat the government last year, entitled La Salida (the exit).  Specifically Hausman recommends a 40-50 billion dollar loan from the IMF, which he says will entail a significant restructure of the country’s “debt profile” and “what they euphemistically term, private sector involvement”. The two men also reference a group of Hausman’s students in the US, who appear to have been pinned by both men to carry out the economic restructuring in a post-Chavista government.  The conversation finishes with Hausman revealing that he has “projects” in Colombia, Mexico, Peru and Albania, and confirming that the time is right for “carrying out an adjustment plan in Venezuela”. 

Now we can see what moves legislators to take swift action against domestic surveillance. It all depends on who's being targeted. A long-held "gentleman's agreement" that GCHQ would not spy on members of Parliament (with an exigent circumstances exception, naturally) was found to be not legally-binding by the UK's surveillance oversight tribunal. Today, a panel, headed by Mr Justice Burton, made declarations that the Wilson Doctrine applies only to targeted, and not incidental, interception of Parliamentary communications, but that it has no legal effect, save that in practice the Security and Intelligence Agencies must comply with their own guidance. The Wilson doctrine, implemented by prime minister Harold Wilson in November 1966, lay down the policy of no tapping of the phones of MPs or members of the House of Lords, unless there is a major national emergency, and that any changes to the policy will be reported by the prime minister to Parliament.

Once the Parliament members discovered they too could be subjected to GCHQ's "blanket surveillance," they moved quickly. MPs are to hold an emergency debate on the Wilson doctrine, amid fears the convention designed to prevent politicians' communications being spied upon is "dead". [...] Shadow Commons leader Chris Bryant led a successful application in the Commons for an emergency debate in response to Wednesday's judgment. The debate has been allocated up to three hours on Monday, October 19. When it's just the general public and foreign citizens of dozens of nations, politicians generally agree there's a "debate" to be had over dragnet surveillance. The debate then takes place with minimal input from those affected and tends to include large amounts of terrorist fear-mongering and quibbling over how much exactly national security agencies should be allowed to get away with. (As much as possible, usually. Especially when the fear-mongering side has the floor.)

When it's those up top discovering they, too, might be subject to the same surveillance they've inflicted on the rest of the nation (and foreigners who have been granted no rights whatsoever), they step all over themselves in their haste to "debate" the side of the issue that states they should continue to be excepted from the laws that apply to everyone else.

The head of an international medical charity whose hospital in northern Afghanistan was destroyed in a U.S. airstrike says the "extensive, quite precise destruction" of the bombing raid casts doubt on American military assertions that it was a mistake. The Oct. 3 attack on the compound in Kunduz city, which killed at least 22 patients and hospital staff, should be investigated as a possible war crime, said Christopher Stokes, general director of Doctors Without Borders, which is also known by its French abbreviation MSF. The trauma hospital was bombed during a firefight between Taliban and government troops, as U.S. advisers were helping Afghan forces retake the city after the insurgents overran it and seized control on Sept. 28. Afghan authorities say they are now largely back in control of Kunduz.

According to Associated Press reporting, American special operations analysts were scrutinizing the Afghan hospital days before it was destroyed because they believed it was being used by a Pakistani operative to coordinate Taliban activity. The analysts knew it was a medical facility, according to a former intelligence official who is familiar with some of the documents describing the site. It's unclear whether that information ever got to commanders who unleashed the AC-130 gunship on the hospital. "The hospital was repeatedly hit both at the front and the rear and extensively destroyed and damaged, even though we have provided all the coordinates and all the right information to all the parties in the conflict," Stokes said, standing in the burned-out main hospital building. "The extensive, quite precise destruction of this hospital ... doesn't indicate a mistake. The hospital was repeatedly hit," Stokes said. The bombing went on for more than an hour, despite calls to Afghan, U.S. and NATO to call if off, MSF has said.

tokes, who has called for an independent inquiry into the incident, told The Associated Press in an interview in the remains of the hospital on Friday that MSF wanted a "clear explanation because all indications point to a grave breach of international humanitarian law, and therefore a war crime." Afghan authorities have refused to comment before investigations are complete. President Ashraf Ghani's deputy spokesman, Zafar Hashemi, told reporters on Saturday that the Afghan government has "faith" in investigations being conducted by the U.S. military, and by a joint Afghan-NATO team. MSF has denied there were any armed Taliban on the hospital grounds at the time of the attack. "The compound was not entered by Taliban soldiers with weapons," Stokes said. "What we have understood from our staff and guards is that there was very strong, very good control of what was happening in and around the compound and they reported no firing in the hours preceding the destruction of the hospital." More than 70 staff members were on duty, tending to more than 100 patients at the time, he said. According to its policy, MSF treats government troops and insurgent combatants equally. Hospitals are regarded as protected sites in war.

The Russian-led military coalition is badly beating Washington’s proxies in Syria which is why John Kerry is calling for a “Time Out”. On Monday, U.S. Secretary of State John Kerry called for an emergency summit later in the week so that leaders from Russia, Turkey, Saudi Arabia and Jordan could discuss ways to avoid the “total destruction” of Syria. According to Kerry, “Everybody, including the Russians and the Iranians, have said there is no military solution, so we need to make an effort to find a political solution. This is a human catastrophe that now threatens the integrity of a whole group of countries around the region,” Kerry added. Of course, it was never a “catastrophe” when the terrorists were destroying cities and villages across the country, uprooting half the population and transforming the once-unified and secure nation into an anarchic failed state. It only became a catastrophe when Vladimir Putin synchronized the Russian bombing campaign with allied forces on the ground who started wiping out hundreds of US-backed militants and recapturing critical cities across Western corridor. Now that the Russian airforce is pounding the living daylights out of jihadi ammo dumps, weapons depots and rebel strongholds, and the Syrian Arab Army (SAA) is tightening their grip on Aleppo, and Hezbollah is inflicting heavy casualties on Jabhat al Nusra militants and other Al Qaida-linked vermin; Kerry’s decided it’s a catastrophe. Now that the momentum of the war has shifted in favor of Syrian president Bashar al Assad, Kerry wants a “Time out”.

Keep in mind, that Putin worked tirelessly throughout the summer months to try to bring the warring parties together (including Assad’s political opposition) to see if deal could be worked out to stabilize Syria and fight ISIS. But Washington wanted no part of any Russian-led coalition. Having exhausted all the possibilities for resolving the conflict through a broader consensus, Putin decided to get directly involved by committing the Russian airforce to lead the fight against the Sunni extremists and other anti-government forces that have been tearing the country apart and paving the way for Al Qaida-linked forces to take control of the Capital. Putin’s intervention stopped the emergence of a terrorist Caliphate in Damascus. He turned the tide in the four year-long war, and delivered a body-blow to Washington’s malign strategy Now he’s going to finish the job. Putin is not gullible enough to fall for Kerry’s stalling tactic. He’s going to kill or capture as many of the terrorists as possible and he’s not going to let Uncle Sam get in the way. These terrorists–over 2,000 of who are from Chechnya–pose an existential threat to Russia, as does the US plan to use Islamic extremists to advance their foreign policy objectives. Putin takes the threat seriously. He knows that if Washington’s strategy succeeds in Syria, it will be used in Iran and then again in Russia. That’s why he’s decided to dump tons of money and resources into the project. That’s why his Generals have worked out all the details and come up with a rock-solid strategy for annihilating this clatter of juvenile delinquents and for restoring Syria’s sovereign borders. And that’s why he’s not going to be waved-away by the likes of mealy-mouth John Kerry. Putin is going to see this thing through to the bitter end. He’s not going to stop for anyone or anything. Winning in Syria is a matter of national security, Russia’s national security.

“Syrian President Bashar Assad “does not have to leave tomorrow or the next day,” the US State Department (spokesman Mark Toner) has stated. Washington allows that Assad may take part in transitional process, but can’t be part of Syria’s next government… “… this isn’t the US dictating this. This is the feeling of many governments around the world, and frankly, the majority of the Syrian people,” Toner said.

This last month has seen a tidal wave of western propaganda regarding the “Siege of Madaya” in Syria. Some of the mainstream media efforts have centered around the use of old or fake photo images of starving children and residents in the small Syrian town of Madaya.The object of this western government-media-human-rights ring is to provide PR backing for ‘regime change’ in Syria by blaming this humanitarian disaster on Syrian president Bashar al Assad. Here are just a few exhibits of mainstream deception…

Four people, including three Americans, have filed a civil suit against the state of Israel, seeking compensatory damages for injuries suffered during an attack aboard a U.S. ship in international waters during the year 2010. At a Washington press conference, Tuesday, the plaintiffs said they wanted compensation for “the harm and distress, injuries and losses caused by the attack”. Israel has refused to acknowledge responsibility and liability for the attack and is yet to pay compensation to victims aboard the Challenger I, which was part of a Freedom Flotilla set to deliver humanitarian aid and medical supplies to the Gaza Strip, which was and still remains under an Israeli blockade. According to the complaint, the U.S. ship has never been returned by Israel and is still being held there. Israeli special forces stormed the ships and killed nine civilians aboard another ship in the flotilla, the Turkish Mavi Marmara. That event has since frozen relations between Israel and Turkey. That case was referred to the International Criminal Court by the Union of the Comoros because the Turkish vessel was sailing under its flag.

The family of a 19-year old American-Turkish national, Furkan Dogan, who was killed in the Mavi Marmara raid, last October, sued former Israeli Defense Minister Ehud Barak on war crimes charges. The latest lawsuit filed Monday is the first U.S. case brought against Israel relating to the Freedom Flotilla. The plaintiffs and their attorneys spoke to Anadolu Agency, following a press conference that announced the suit: “States are generally immune from suit in United States courts. But that immunity is waived in a number of circumstances. When agents of foreign governments commit wrongful acts in the United States that cause personal injury, and egregious acts against U.S. nationals anywhere in the world, they are not entitled to immunity,” said lawyer Steven Schneebaum. He noted that both exceptions apply to the facts of Challenger I case because a U.S. flagged ship falls under U.S. jurisdiction. The case is ground-breaking as it relies on an exception in American law that allows lawsuits to be brought against foreign states, in limited cases.

According to professor Ralph Steinhardt, a member of the plaintiffs’ legal team, Israel’s sovereignty does not allow it to attack American flagged civilian ships and attack those on it. “The attack on Challenger I was a patent violation of international law, including the laws of war, human rights, and the law of the sea,” according to the George Washington University international law professor. A UK-based international lawyer representing the plaintiffs, Sir Geoffrey Nice, described the case against Israel as “a real test” for the rule of international law. “This case, alongside the others, the one in the International Criminal Court and the one in California would have the following very clear political outcome: If Israel has enjoyed special privileged status of impunity because of protection by the United State of America, then that impunity is on the way out,” he said.

It’s spy thriller stuff; no one is talking. But there are indications Russia would not announce a partial withdrawal from Syria right before the Geneva negotiations ramp up unless a grand bargain with Washington had been struck.Some sort of bargain is in play, of which we still don’t know the details; that's what the CIA itself is basically saying through their multiple US Think Tankland mouthpieces. And that's the real meaning hidden under a carefully timed Barack Obama interview that, although inviting suspension of disbelief, reads like a major policy change document. Obama invests in proverbial whitewashing, now admitting US intel did not specifically identify the Bashar al-Assad government as responsible for the Ghouta chemical attack. And then there are nuggets, such as Ukraine seen as not a vital interest of the US – something that clashes head on with the Brzezinski doctrine. Or Saudi Arabia as freeloaders of US foreign policy – something that provoked a fierce response from former Osama bin Laden pal and Saudi intel supremo Prince Turki.

Tradeoffs seem to be imminent. And that would imply a power shift has taken place above Obama — who is essentially a messenger, a paperboy. Still that does not mean that the bellicose agendas of both the Pentagon and the CIA are now contained.

Russian intel cannot possibly trust a US administration infested with warmongering neocon cells. Moreover, the Brzezinski doctrine has failed – but it’s not dead. Part of the Brzezinski plan was to flood oil markets with shut-in capacity in OPEC to destroy Russia. That caused damage, but the second part, which was to lure Russia into an war in Ukraine for which Ukrainians were to be the cannon fodder in the name of “democracy”, failed miserably. Then there was the wishful thinking that Syria would suck Russia into a quagmire of Dubya in Iraq proportions – but that also failed miserably with the current Russian time out. 

(Reuters) - Wells Fargo & Co (WFC.N) admitted to deceiving the U.S. government into insuring thousands of risky mortgages, as it formally reached a record $1.2 billion settlement of a U.S. Department of Justice lawsuit. The settlement with Wells Fargo, the largest U.S. mortgage lender and third-largest U.S. bank by assets, was filed on Friday in Manhattan federal court. It also resolves claims against Kurt Lofrano, a former Wells Fargo vice president. According to the settlement, Wells Fargo "admits, acknowledges, and accepts responsibility" for having from 2001 to 2008 falsely certified that many of its home loans qualified for Federal Housing Administration insurance. The San Francisco-based lender also admitted to having from 2002 to 2010 failed to file timely reports on several thousand loans that had material defects or were badly underwritten, a process that Lofrano was responsible for supervising.

No one has been criminally charged in the probes, and the Justice Department reserved the right to pursue criminal charges if it wishes, according to the settlement.

BEAUFORT, SOUTH CAROLINA — According to several reports citing U.S. military sources, the Lockheed Martin-manufactured F-35 jet – the most expensive U.S. fighter jet ever and the most expensive weapon system in the world – crashed spectacularly on Friday, just one day after its first-ever successful airstrike, resulting in the “total loss” of the aircraft. The crashed plane, each of which costs U.S. taxpayers more than $100 million, was a U.S. Marine Corps F-35B and had taken off from a training squadron at the Marine Corps Air Station in Beaufort, South Carolina. The pilot safely ejected from the plane prior to the crash and there were no civilian injuries. The crash is the second “Class A mishap” – a military term for an incident resulting in at least $2 million in damages, the fatality or permanent total disability of the crew, or the total loss of the aircraft – to have occurred with an F-35 jet and marked the first time that a pilot ejected from the aircraft. However, the jets have also been the subject of other less serious incidents including other accidents and fires, such as when an F-35B burst into flames on a runway in 2016.

The military has yet to say what caused the crash, give any details about the pilot, or recount what occurred immediately prior to the crash. Despite the lack of details, the incident has led some to worry that the crash may indicate a wider, systemic problem with the aircraft, which could lead to the potential grounding of the entire F-35 fleet.

Notably, the incident comes after the U.S. military used the plane for the first time in a U.S. airstrike, which was conducted in Afghanistan last Thursday against a “fixed Taliban target.”

On July 19, the Trump administration announced that it would end the CIA’s covert program aimed at arming and training terrorist-linked “moderate rebels” in Syria, sparking hope among some Trump supporters that he was finally enacting the anti-interventionist rhetoric of his campaign. However, a recently released report shows that the Pentagon has picked up the slack left by the end of the CIA’s program — pumping billions of dollars worth of weapons into the hands of Syrian “rebels,” while attempting to mask the paper trail and their suppliers’ ties to organized crime. The report, published Tuesday by the Organized Crime and Corruption Reporting Project (OCCRP) and the Balkan Investigative Reporting Network (BIRN), provides conclusive evidence that the Pentagon plans to provide up to $2.2 billion in weapons to Syrian “rebel” groups, particularly Kurdish militant groups like the Syrian Democratic Forces (SDF). The Pentagon has requested an additional $322.5 million for the financial year ending October 2017 and $261.9 million for the following 12 months. For fiscal years 2017 and 2018, the budget for the program has been set at $584 million while another $900 million has been earmarked to continue the program through 2022.

Last year, a Reuters article brought renewed scrutiny to the budgeting practices of the U.S. Department of Defense (DOD), specifically the U.S. Army, after it was revealed that the department  had “lost” $6.5 trillion in 2015 due to “wrongful budget adjustments.” Nearly half of that massive sum, $2.8 trillion, was lost in just one quarter. Reuters noted that the Army “lacked the receipts and invoices to support those numbers [the adjustments] or simply made them up” in order to “create an illusion that its books are balanced.” Officially, the DOD has acknowledged that its financial statements for 2015 were “materially misstated.” However, this was hardly the first time the department had been caught falsifying its accounting or the first time the department had mishandled massive sums of taxpayer money.

The report, which examined in great detail the budgets of both the DOD and the Department of Housing and Urban Development (HUD), found that between 1998 and 2015 these two departments alone lost over $21 trillion in taxpayer funds. The funds lost were a direct result of “unsupported journal voucher adjustments” made to the departments’ budgets. According to the Office of the Comptroller, “unsupported journal voucher adjustments” are defined as “summary-level accounting adjustments made when balances between systems cannot be reconciled. Often these journal vouchers are unsupported, meaning they lack supporting documentation to justify the adjustment [receipts, etc.] or are not tied to specific accounting transactions.” The report notes that, in both the private and public sectors, the presence of such adjustments is considered “a red flag” for potential fraud. The amount of money lost is truly staggering. As co-author Fitts noted in an interview with USA Watchdog, the amount unaccounted for over this 17 year period amounts to “$65,000 for every man, woman and child resident in America.” By comparison, the cost per taxpayer of all U.S. wars waged since 9/11 has been $7,500 per taxpayer. The sum is also enough to cover the entire U.S. national debt, which broke $20 trillion less than a month ago, and still have funds left over. What’s more, the actual amount of funds lost — measured at $21 trillion – is likely to be much higher, as the researchers were unable to recover data for every year over the period, meaning the assessment is incomplete.

On March 12, US ambassador to the UN Nikki Haley actually threatened that the US will strike Syrian government forces if they don’t halt their operation against terrorists in Eastern Ghouta. “We also warn any nation that is determined to impose its will through chemical attacks and inhuman suffering, most especially the outlaw Syrian regime, the United States remains prepared to act if we must,” Haley said. The US diplomat proposed a new UN ceasefire resolution that “will take effect immediately upon adoption by this Council. It contains no counterterrorism loopholes for Assad, Iran and the Russians to hide behind”.

According to Haley, the previous resolution “failed” because it had allowed the Syrian Arab Army (SAA) and its allies to conduct operation in Eastern Ghouta against Hayat Tahrir al-Sham (formerly Jabhat al-Nusra, the Syrian branch of al-Qaeda) and other militant groups. Russian ambassador to the UN Vassily Nebenzia reacted by saying that Syria has all the legal right to fight terrorism near its capital. The US-drafted document was not put to the vote on March 12.

ECCHR’s legal intervention filed with the German Federal Public Prosecutor (Generalbundesanwalt – GBA) is aimed at securing an arrest warrant for CIA Deputy Director Gina Haspel. Haspel was appointed to the post by President Donald Trump in February 2017. The information submitted to the GBA by ECCHR on 6 June 2017 documents Haspel’s role in the torture of detainees in 2002 at a secret CIA prison in Thailand. In the dossier, ECCHR argues that Haspel oversaw the daily torture of detainees at the black site in 2002 and failed to do anything to stop it.  “Those who commit, order or allow torture should be brought before a court – this is especially true for senior officials from powerful nations,” said ECCHR’s General Secretary Wolfgang Kaleck. “The prosecutor must, under the principle of universal jurisdiction, open investigations, secure evidence and seek an arrest warrant. If the deputy director travels to Germany or Europe, she must be arrested.”

April 9, 2018 at 9:26 am Israeli occupation forces used “strange” and “unknown” gases against unarmed, peaceful protesters in Gaza, Quds Press reported the central commission for documentation and pursuit of Israeli war criminals –Tawtheeq saying. Head of the commission Imad Al-Baz told Quds Press that Israel used strange gases against the protesters for the first time last Friday as Palestinians continued their peaceful activities as part of the Great March of Return. The gases caused protesters’ bodies to convulse and tremble, he explained. Many lost consciousness as a result for several hours, he added. “We do not know the kind of gases which were used for the first time,” he said, “but we took cultures from the blood and urine of those affected and we expect the results will be shocking.”

Israeli occupation forces used unmanned drones to drop the gas on the demonstrators, Al-Baz said. Protesters were being targeted in their lower body, Al-Baz said, with 55 shot with live ammunition in their genitals, likely in an effort to cause infertility. Some 32 Palestinians have been killed since 30 March when the Right of Return March was launch. A further 2,850 were injured.

MR KIRBY: Well, again, I think – and I think Mark walked you through this – there were three principal topics that they discussed. One was Syria; one was Ukraine; and the other, of course, was DPRK and our work inside the UN to pursue additional sanctions on the regime. The discussion on Syria focused on two things principally. One was the situation in Aleppo and the Secretary’s obvious and deep concern about the continued siege there and also about the potential to continue multilateral efforts to discuss the way ahead. And that’s – and that’s basically it. We certainly, when we said we were suspending U.S.-Russia bilateral engagement on the cessation of hostilities and the work to that end in Syria, there was never any expectation that the two foreign ministers wouldn’t speak about Syria again. And certainly, if we’re going to continue multilateral efforts, which we fully intend to do, whether it’s with the ISSG or other partners or through the UN, there’s no way you can do that without including Russia in that discussion. QUESTION: So and just – so are you trying to set up a meeting, for example? I mean, you’re talking about bilateral discussions. Are you trying to set up a meeting with other countries including Russia on this? MR KIRBY: I don’t have anything on the schedule to speak to today, but I certainly wouldn’t rule out the fact that there will be attempts and efforts through multi – through a multilateral fora to meet again and to try to work through this. I certainly wouldn’t rule that out. QUESTION: And just one other one. Given the failure of the previous efforts and given the main thing that you guys argued was that the carrot or the leverage you had was Russia’s eagerness for intelligence-sharing cooperation, et cetera, the JIC, what makes you think they’re going to be any more likely to work to halt or reduce the violence in a multilateral context absent those incentives than they were when they had the incentives on the table? MR KIRBY: We don’t know. We don’t know. That’s a call for them to make if they’re interested or willing in participating in a multilateral discussion or not. But speaking for Secretary Kerry, I can tell you that he fully intends to use multilateral efforts available to him, whether it’s the ISSG or the UN or something separate and distinct. Tom Shannon was in Berlin at the invitation of the German Government just yesterday to – a smaller but still multilateral discussion about Syria. The Secretary has every intent to continue to use those vehicles as best he can. But we don’t know whether Russia will come to those sessions. We don’t know whether they will do so --

QUESTION: Yeah, okay. And is there anything that you are doing to try to stop Aleppo from falling to the government, the Russian-backed government offensive, or have you kind of written it off? MR KIRBY: Nobody is writing off Aleppo. I think everybody’s deeply troubled and concerned about what appears to be a very continued, concerted, and if – and increased effort by the regime to conduct a siege and to take Aleppo. But -- QUESTION: Yeah. Are you doing anything to stop it? MR KIRBY: Well, we obviously are continuing – another reason why, as I said, they – Foreign Minister Lavrov and the Secretary spoke yesterday was the Secretary was expressing our concerns about what’s going on in Aleppo. We’re not turning a blind eye to that. And we still want – the short answer to your question is we’re still interested in pursuing a cessation of hostilities that can endure nationwide, and certainly in Aleppo. It’s just that now we’re going to have to pursue that goal through a multilateral effort and not any longer solely through a bilateral effort with Russia.

The tensions between Russia and the USA have reached an unprecedented level. I fully agree with the participants of this CrossTalk show – the situation is even worse and more dangerous than during the Cuban Missile Crisis. Both sides are now going to the so-called “Plan B” which, simply put, stand for, at best, no negotiations and, at worst, a war between Russia and the USA.

In theory, these are, very roughly, the possible levels of confrontation: A military standoff à la Berlin in 1961. One could argue that this is what is already taking place right now, albeit in a more long-distance and less visible way. A single military incident, such as what happened recently when Turkey shot down a Russian SU-24 and Russia chose not to retaliate. A series of localized clashes similar to what is currently happening between India and Pakistan. A conflict limited to the Syrian theater of war (say like the war between the UK and Argentina over the Malvinas Islands). A regional or global military confrontation between the USA and Russia. A full scale thermonuclear war between the USA and Russia During my years as a student of military strategy I have participated in many exercises on escalation and de-escalation and I can attest that while it is very easy to come up with escalatory scenarios, I have yet to see a credible scenario for de-escalation. What is possible, however, is the so-called “horizontal escalation” or “asymmetrical escalation” in which one side choses not to up the ante or directly escalate, but instead choses a different target for retaliation, not necessarily a more valuable one, just a different one on the same level of conceptual importance (in the USA Joshua M. Epstein and Spencer D. Bakich did most of the groundbreaking work on this topic).

The main reason why we can expect the Kremlin to try to find asymmetrical options to respond to a US attack is that in the Syrian context Russia is hopelessly outgunned by the US/NATO, at least in quantitative terms. The logical solutions for the Russians is to use their qualitative advantage or to seek “horizontal targets” as possible retaliatory options. This week, something very interesting and highly uncharacteristic happened: Major General Igor Konashenkov, the Chief of the Directorate of Media service and Information of the Ministry of Defence of the Russian Federation, openly mentioned one such option. Here is what he said: “As for Kirby’s threats about possible Russian aircraft losses and the sending of Russian servicemen back to Russia in body bags, I would say that we know exactly where and how many “unofficial specialists” operate in Syria and in the Aleppo province and we know that they are involved in the operational planning and that they supervise the operations of the militants. Of course, one can continue to insist that they are unsuccessfully involved in trying to separate the al-Nusra terrorists from the “opposition” forces. But if somebody tries to implement these threats, it is by no means certain that these militants will have to time to get the hell out of there.” Nice, no? Konashenkov appears to be threatening the “militants” but he is sure to mention that there are plenty of “unofficial specialists” amongst these militants and that Russia knows exactly where they are and how many of them there are. Of course, officially, Obama has declared that there are a few hundred such US special advisors in Syria. A well-informed Russian source suggests that there are up to 5’000 foreign ‘advisors’ to the Takfiris including about 4’000 Americans. I suppose that the truth is somewhere between these two figures.

This week the Center for Media Justice, ColorOfChange.org, and New America’s Open Technology Institute filed a complaint with the Federal Communications Commission alleging the Baltimore police are violating the federal Communications Act by using cell site simulators, also known as Stingrays, that disrupt cellphone calls and interfere with the cellular network—and are doing so in a way that has a disproportionate impact on communities of color. Stingrays operate by mimicking a cell tower and directing all cellphones in a given area to route communications through the Stingray instead of the nearby tower. They are especially pernicious surveillance tools because they collect information on every single phone in a given area—not just the suspect’s phone—this means they allow the police to conduct indiscriminate, dragnet searches. They are also able to locate people inside traditionally-protected private spaces like homes, doctors’ offices, or places of worship. Stingrays can also be configured to capture the content of communications. Because Stingrays operate on the same spectrum as cellular networks but are not actually transmitting communications the way a cell tower would, they interfere with cell phone communications within as much as a 500 meter radius of the device (Baltimore’s devices may be limited to 200 meters). This means that any important phone call placed or text message sent within that radius may not get through. As the complaint notes, “[d]epending on the nature of an emergency, it may be urgently necessary for a caller to reach, for example, a parent or child, doctor, psychiatrist, school, hospital, poison control center, or suicide prevention hotline.” But these and even 911 calls could be blocked.

The Baltimore Police Department could be among the most prolific users of cell site simulator technology in the country. A Baltimore detective testified last year that the BPD used Stingrays 4,300 times between 2007 and 2015. Like other law enforcement agencies, Baltimore has used its devices for major and minor crimes—everything from trying to locate a man who had kidnapped two small children to trying to find another man who took his wife’s cellphone during an argument (and later returned it). According to logs obtained by USA Today, the Baltimore PD also used its Stingrays to locate witnesses, to investigate unarmed robberies, and for mysterious “other” purposes. And like other law enforcement agencies, the Baltimore PD has regularly withheld information about Stingrays from defense attorneys, judges, and the public. Moreover, according to the FCC complaint, the Baltimore PD’s use of Stingrays disproportionately impacts African American communities. Coming on the heels of a scathing Department of Justice report finding “BPD engages in a pattern or practice of conduct that violates the Constitution or federal law,” this may not be surprising, but it still should be shocking. The DOJ’s investigation found that BPD not only regularly makes unconstitutional stops and arrests and uses excessive force within African-American communities but also retaliates against people for constitutionally protected expression, and uses enforcement strategies that produce “severe and unjustified disparities in the rates of stops, searches and arrests of African Americans.”

Adding Stingrays to this mix means that these same communities are subject to more surveillance that chills speech and are less able to make 911 and other emergency calls than communities where the police aren’t regularly using Stingrays. A map included in the FCC complaint shows exactly how this is impacting Baltimore’s African-American communities. It plots hundreds of addresses where USA Today discovered BPD was using Stingrays over a map of Baltimore’s black population based on 2010 Census data included in the DOJ’s recent report:

In the strangest election year in recent American history — one in which the Libertarian Party’s Gary Johnson couldn’t even conjure up the name of a foreign leader he “admired” while Donald Trump remained intent on building his “fat, beautiful wall” and “taking” Iraq oil — the world may be out of focus for many Americans right now.  So a little introduction to the planet we actually inhabit is in order.  Welcome to a multipolar world.  One fact stands out: Earth is no longer the property of the globe’s “sole superpower.” If you want proof, you can start by checking out Moscow’s recent role in reshaping the civil war in Syria and frustrating Washington’s agenda to overthrow President Bashar al-Assad.  And that’s just one of a number of developments that highlight America’s diminishing power globally in both the military and the diplomatic arenas.  On a peaceable note, consider the way China has successfully launched the Asian Infrastructure Investment Bank as a rival to the World Bank, not to speak of its implementation of a plan to link numerous countries in Asia and Europe to China in a vast multinational transportation and pipeline network it grandly calls the One Belt and One Road system, or the New Silk Road project.  In such developments, one can see ways in which the previously overwhelming economic power of the U.S. is gradually being challenged and curtailed internationally.

Much is due to the fame of the White Helmets Syrians, if they're coming in a few days than 1.5 million signatures the petition on Avaaz  Protect Aleppo's children, now! In the words of the founder, " the award is intended to help the North find a wisdom to match the science he possesses, and the South to find a science to match the ancient wisdom that has ." Good intentions. The White Helmets Syrians are the "source" credited with many of the news coming from Aleppo East - for example on the use of "barrel bomb" or the "deliberate shelling of hospitals" - days ago in a twitter have put together the two crimes talking about a cowardly "attack on a hospital with bomb barrels." To be believed on bombs and hospital nature of the affected buildings, the helmets do not need proof, just a few photos of rubble. Of course, what they fail to tell the same International Red Cross admitted to our question (we preserve their email): the 'hospitals' in opposition areas are in no way signaled, rather they are well hidden.

Those who support them and what they really do, they know a few. censored The White Helmets spread video in which always appear in the rubble with babies in their arms (parents, where are they?). But, nevertheless, their deeds are other videos that are real autodenunce, but that the world has chosen to ignore, or to censor. It 'just been cleared from the site of Change the petition that the anti-war activists network Syria Solidarity Movement had addressed to the organizers of the Nobel Prize (which have already been received from: Obama, Kissinger, pears, European Union ...). The petition was titled very clearly , " Do not give the Nobel Prize in 2016 to the Syrian White Helmets ". But a few days, if you try to type on the search engine, you will see this inscription: " The petition is not available ." The authors denounce the removal, stating : " He had collected 2,800 signatures and thousands of comments. This is a clear case of censorship . " So we summarize the news on the White Helmets contained in the aforesaid petition, supported with a video (more pictures can be found at the link above). Activists wrote: " Please watch the video of Steve Ezzedine Al Qaeda with a facelift  . The White Helmets will say neutral, independent, self-financed, exclusively civilian. It does not. Have received more than $ 40 million from USAID and the British Foreign Office, entities directly involved in the conflict in Syria. I am not helpless: there are photographs and films of the group members who support Al Nusra Front / Al Qaeda. More photos and video showing their 'activists' while attending the execution of civilians or while cheering on the bodies of dead soldiers. The White Helmets work only in areas controlled by armed extremist groups. Fomenting sectarianism in Syria, asking for example to set fire Kafarya and Foua two Shiite villages besieged by five years in the area of Idlib. They have repeatedly called for the no-fly zone in Libya, whose results are seen. " Added: the White Helmets or Syria Civil Defense are the highlight of the stated Maydayrescue , organization "humanitarian" founded by former British Colonel James Le Mesurier based in Dubai and Amsterdam, and training centers in Turkey and Jordan.
