Why the Pentagon really, really doesn't want to get involved in Syria | Killer Apps - 0 views

  • Top Pentagon brass have been ambivalent in the extreme about getting involved in the Syrian crisis since it began more than two years ago. And now, even as the Obama administration signals its intention to provide direct military aid to opponents of the Syrian regime, there remains deep skepticism across the military that it will work. With some notable exceptions, top brass believe arming Syrian rebels, creating a no-fly zone and intervening in other ways militarily, amounts to a risky approach with enormous costs that won't likely give the Syrian opposition the lift it needs.
  • While no one is talking about sending boots on the ground, top brass is extremely reluctant to commit assets. For example, senior military officers believe arming rebels, long one of the most popular initiatives among Syrian interventionists, will result in those arms getting into the wrong hands sooner or later. "There is no way to ensure their safeguarding and recovery procedures in the event the weapons are stolen or lost and end up in the wrong hands," one senior military officer said, speaking on an issue with which he is familiar but on which he isn't authorized to speak publicly. Creating a no-fly zone sounds good on paper, military officials say, and might help to give a morale boost to the opposition. But it represents little more than a symbolic strategy meant to show the Assad regime that the U.S. and its allies want to contain the conflict. But if one of President Bashar al-Assad's aircraft are shot down, then what, military officials ask.
  • A perception that there is a dearth of military assets needed for such action contributes to the collective military sentiment about Syrian intervention. There's also perhaps a deep, psychological underpinning: the Syrian rebels are nearly indistinguishable from some of the very foreign fighters the military has been fighting. "The defense establishment has been fighting jihadis for the last many years, and now, why are we helping them?"

  • The Pentagon's enthusiasm for a no-fly zone is tempered by past experiences. The Air Force still quickly points to Operation Northern and Southern Watch over Iraq as an operationally exhausting and expensive endeavor that lasted many years. "The biggest reason the military is resistant is frankly that it recognizes as well it should, post-Iraq, that military action brings extreme and unintended consequences and that's totally valid," said Joe Holliday, a fellow at the Institute for the Study of War.
  • Still, the conventional wisdom across the senior level general and flag officers in the military is that military options generally aren't good ones. Gen. Philip Breedlove, commander of U.S. European Command and Supreme Allied Commander, Europe, had said he saw "no military value" in creating a no-fly zone inside northern Syria.
  • That lack of strategic enthusiasm for a military role in Syria has animated or perhaps justified the administration's own ambivalence since the uprising began in March 2011. As the Pentagon grapples with a financial crisis largely brought on by the debts created by fighting two protracted wars for more than the last decade, military leaders aren't keen to slip into another fight. Chairman of the Joint Chiefs of Staff, Gen. Marty Dempsey, has repeatedly repudiated the idea of getting more involved in Syria. Providing direct military aid or getting involved in some other way is one thing, but it's the endgame the brass worries about. "Before we take action, we have to be prepared for what comes next," Dempsey told the Senate Armed Services Committee April 18. And at a breakfast for reporters later that month, Dempsey again expressed doubt about intervention. "Whether the military effect would produce the kind of outcome I think that not only members of Congress but all of us would desire -- which is an end to the violence, some kind of political reconciliation among the parties, and a stable Syria -- that's the reason I've been cautious about the application of the military instrument of power.... It's not clear to me that it would produce that outcome," he said.

Slightly Fewer Back ISIS Military Action vs. Past Actions - 0 views

  • Americans' 60% approval for U.S. military action against Islamic militants in Iraq and Syria, commonly known as ISIS, is slightly below their average 68% approval for 10 other U.S. military operations Gallup has asked about using this question format. Americans have been a bit less supportive of recent military actions after prolonged engagements in Afghanistan and Iraq.
  • The most recent results are based on a Sept. 20-21 Gallup poll, conducted after the U.S. had launched airstrikes in Iraq but before military action began in Syria on Sept. 22. President Barack Obama announced his intention in a nationally televised address on Sept. 10 to use U.S. military force to "degrade and destroy" ISIS, also known as ISIL, in those two countries. Notably, there is little partisan difference in opinions of the U.S. military action, with 64% of Democrats and 65% of Republicans approving. Independents are somewhat less likely to approve, but a majority (55%) still do.
  • Now that military action is already under way, Americans' support for it is significantly higher than in June when Gallup asked about proposed U.S. military actions to "aid the Iraqi government in fighting militants there." At that time, after ISIS gained control of parts of Iraq, 39% of Americans were in favor of direct U.S. military action in Iraq and 54% opposed. This increase is not atypical, as support commonly increases from the time military action is first discussed as an option until it is taken. For example, 23% of Americans favored U.S. military action to drive the Iraqis out of Kuwait in August 1990. By January 1991, just before the U.S. began the Persian Gulf War, 55% were in favor. Immediately after the U.S. began the war, 79% approved of it. The increase in support is likely also tied to ISIS being perceived as a more direct threat to the U.S., which may not have been as clear in June. In recent weeks, ISIS has captured and beheaded two U.S. journalists. In fact, the current poll finds 50% of Americans describing ISIS as a "critical threat" to U.S. vital interests, with an additional 31% saying the group is an "important threat." About one in three Americans (34%) say they are following the news about the Islamic militants' actions in Iraq and Syria "very closely," while 41% say they are following it "somewhat closely." Approval of the U.S. military action is significantly higher among those following it very or somewhat closely.

  • Despite their overall approval of U.S. military action in Iraq and Syria, more Americans oppose (54%) than favor (40%) sending U.S. ground troops there. The relatively low level of support for ground troops could be related to Americans' reluctance to engage in another extended fight in Iraq. A majority of Americans continue to describe the 2003 Iraq War as a mistake for the U.S. And, as of June, a majority still backed President Obama's decision to withdraw all U.S. troops from Iraq.
  • Although Republicans and Democrats both approve of the current U.S. military action, Republicans are twice as likely as Democrats to favor the use of ground troops, 61% to 30%. Independents' views are in line with those of Democrats, at 35% approval. Democrats may be taking their cue from President Obama, who is ruling out the use of U.S. ground troops. Republicans, on the other hand, may be more sympathetic to the idea of ground troops in Iraq because the 2003 Iraq War was initiated by a Republican president. Bottom Line Americans' level of support for the current military action against Islamic militants in Iraq and Syria is below the historical average for support for other U.S. military interventions over the past 31 years, but still represents a majority of Americans. This marks a rare instance in which Republicans and Democrats share basically the same attitudes. However, partisanship comes back into play on the issue of potentially using ground troops in Iraq and Syria, which Republicans support and Democrats do not.

    One has to wonder how the numbers would change were those answering first informed that Obama took the action without requesting the permission of Congress and the U.N. Security Council, with that being lawfully required for both.

Review & Outlook: Loose Lips on Syria - WSJ.com - 0 views

  • An American military attack on Syria could begin as early as Thursday and will involve three days of missile strikes, according to "senior U.S. officials" talking to NBC News. The Washington Post has the bombing at "no more than two days," though long-range bombers could "possibly" join the missiles. "Factors weighing into the timing of any action include a desire to get it done before the president leaves for Russia next week," reports CNN, citing a "senior administration official." The New York Times, quoting a Pentagon official, adds that "the initial target list has fewer than 50 sites, including air bases where Syria's Russian-made attack helicopters are deployed." The Times adds that "like several other military officials contacted for this report, the official agreed to discuss planning options only on condition of anonymity." Thus do the legal and moral requirements of secret military operations lose out in this Administration to the imperatives of in-the-know spin and political gestures.
  • It's always possible that all of this leaking about when, how and for how long the U.S. will attack Syria is an elaborate head-fake, like Patton's ghost army on the eve of D-Day, poised for the assault on Calais. But based on this Administration's past behavior, such as the leaked bin Laden raid details, chances are most of this really is the war plan. Which makes us wonder why the Administration even bothers to pursue the likes of Edward Snowden when it is giving away its plan of attack to anyone in Damascus with an Internet connection. The answer, it seems, is that the attack in Syria isn't really about damaging the Bashar Assad regime's capacity to murder its own people, much less about ending the Assad regime for good. "I want to make clear that the options that we are considering are not about regime change," White House spokesman Jay Carney said Tuesday. Translation: We're not coming for you, Bashar, so don't worry. And by the way, you might want to fly those attack choppers off base, at least until next week.
  • So what is the purpose of a U.S. attack? Mr. Carney elaborated that it's "about responding to [a] clear violation of an international standard that prohibits the use of chemical weapons." He added that the U.S. had a national security interest that Assad's use of chemical weapons "not go unanswered." This is another way of saying that the attacks are primarily about making a political statement, and vindicating President Obama's ill-considered promise of "consequences," rather than materially degrading Assad's ability to continue to wage war against his own people. It should go without saying that the principal purpose of a military strike is to have a military effect. Political statements can always be delivered politically, and U.S. airmen should not be put in harm's way to deliver what amounts to an extremely loud diplomatic demarche. That's especially so with a "do something" strike that is, in fact, deliberately calibrated to do very little. We wrote Tuesday that there is likely to be no good outcome in Syria until Assad and his regime are gone. Military strikes that advance that goal—either by targeting Assad directly or crippling his army's ability to fight—deserve the support of the American people and our international partners. That's not what this Administration seems to have in mind.

    This typically pompous Wall Street Journal editorial gets part of it right but ignores several elephants in the room. -- No way this goes down without Russia having agreed to it. Russia's only foreign military base is a naval port in Syria. Russia has deployed anti-aircraft missile batteries in Syria. Russia has supplied the Syrian government with state-of-the-art antiaircraft shoulder-held missiles. Several months ago, the Russians moved a fleet of warships into the Mediterranean for the first time, to protect Syria from foreign attack, including at least one submarine equipped with anti-ship missiles.  The U.S. and Russia have been engaged in building up their forces positioned around for over a year, in an escalating fashion. Russia has a huge economic incentive to keep Assad in power because he is blocking the natural gas pipeline that western interests want to run through Syria Russia has also built up its forces within Syria, a pipeline that would break Russia's near-monopoly on supplying natural gas to the European Union. A direct military intervention in Syria doesn't go down without Russia's approval, notwithstanding what their later statements might be. Obama is an accomplished liar but he's politically timid. Touching off World War III is not on his agenda. 2. Iran also has to acquiesce in advance. Syria and Iran have a mutual defense treaty, the first announced in 2005, a later treaty announced in 2008. http://tinyurl.com/oez2dq7 (.) Thousands of crack Iranian Revolutionary Guards troops are already stationed in Syria. As the only other Shia-majority state in the region, Syria is critical to Iran's own defense. Iran has the ability to close the Straits of Hormuz, thereby toppling the western world economy as petroleum supplies suddenly dry up. The U.S. Navy lacks the ability to quickly clear the Straits of mines, as was proved in embarrassingly bad tests the U.S. Navy did last year. Is the "military option" on Iran off the table? - Baltimore Sun - 0 views

  • f, as seems likely, President Barack Obama retains enough support to complete the nuclear deal with Iran, it will be largely because enough members of the House and Senate are persuaded by his argument that the only other real option is war.This was the rhetorical gauntlet the president threw down at his press conference last week. Equally significant, Mr. Obama omitted the until-now obligatory warning that "all options, including the military one, remain on the table."
  • Since then, Israeli media have been pressing hard to restore the military option to its accustomed place "on the table." Flying to Israel Sunday night for a handholding mission with top Israeli officials, U.S. Defense Secretary Ashton Carter tried to make his reception in Tel Aviv less frosty, telling accompanying journalists that the nuclear deal with Iran "does nothing to prevent the military option." The context, however, seemed to be one in which Iran was caught cheating on the nuclear deal.That this kind of rhetoric, even when it is not from the president, is still poison to Tehran was clear in the immediate reaction by Iran's Foreign Minister, Mohammad Javad Zarif, who insisted Monday: "Applying force ... is not an option but an unwise and dangerous temptation."
  • Looking for changes in official public statements was my bread and butter during a long tenure as a Kremlinologist. So on Wednesday, as I watched Mr. Obama defend the deal with Iran, I leaned way forward at each juncture — and there were several — where the timeworn warning about all options being "on the table" would have been de rigueur. He avoided saying it. "All options on the table?" The open-ended nature of this Bush/Cheney-esque bully-type warning is at odds with Western international understandings spanning more than three and half centuries — from the treaties of Westphalia (1648), to the Kellogg-Briand Pact (1928) to the post-World War II Nuremberg Tribunal to the UN Charter (1945). Try raising that with Establishment Washington, though, and be prepared to be dismissed as "picky-picky," or as quaint and as obsolete as the Geneva Conventions. Undergirding all this is the chauvinism reflected in President Obama's repeated reminders that the U.S. "is the sole indispensable country in the world."But in the wake of last week's accord with Iran in Vienna, it is possible now to hope that the "military option" is finally off the table — in reality, if not in occasional rhetorical palliatives for Israel.

  • Most Americans have no idea of how close we came to making war on Iran in 2008, the last year of the Bush/Cheney administration. Nor do they know of the essential role played by courageous managers of intelligence who, for the first time on the Iran nuclear issue, supervised a strictly evidence-based, from-the-bottom-up National Intelligence Estimate (NIE) that concluded in November 2007 that Iran had stopped working on a nuclear weapon at the end of 2003 and had not resumed that work. That key judgment issued unanimously and "with high confidence" by all 16 U.S. intelligence agencies played a huge role in strengthening the hand of Mike Mullen, then-chairman of the Joint Chiefs of Staff, and other reasonable national security leaders in dissuading President Bush from following Vice President Cheney's prompting to launch a war that would have made the war in Iraq look like a volleyball match between the Quaker School and Ursuline Academy.The juggernaut toward war with Iran was already rolling downhill. Recall that then-CENTCOM commander Adm. William Fallon was abruptly cashiered after saying "we're not going to do Iran on my watch." And Mr. Cheney later admitted churlishly that Mr. Bush had been a big disappointment in giving in to intelligence and military officials on Iran.In Mr. Bush's memoir "Decision Points," he complains bitterly that the NIE "tied my hands on the military side. ... After the NIE, how could I possibly explain using the military to destroy the nuclear facilities of a country the intelligence community said had no active nuclear weapons program?"

  • It’s hard to overestimate the value of planning in advance, especially when it comes to getting reservations in popular restaurants and invading countries by military force. In the week of the May 9th Victory Day two significant failures took place  each one remarkable in its own way. Each event went completely unreported by the Western corporate and government media, but discussed on Social Media.
  • In the following three weeks after the incident with the USS Florida, while Russia was preparing for Victory Day celebrations and all eyes were on Moscow, attention of Ukrainians was fully concentrated on the visit of Victoria Nuland to Kiev on April 26th allegedly to discuss the implementation of the Minsk II Agreement and the future elections in Donetsk and Lugansk republics. Since the day when President Putin said that the republics can have their elections anytime they want, the question of these elections ceased to be a subject of blackmail toward the Kremlin.   It appeared that the true reason for Nuland’s visit could be located to the west of Kiev, rather than the east. Just recently, Robert D. Kaplan, a former Stratfor’s Chief Geopolitical Analyst, and currently a senior fellow at the Center for a New American Security (CNAS) has published a book “In Europe’s Shadow” where he lays out a plan to reunite Romania with “its lost province of Moldova.” Nuland visited Moldova back in January, with the task to coerce Moldova’s government and its oligarchs to change the country’s Constitution provision of neutrality. Before she left, she gave a short speech at the American Embassy in Bucharest after a private dinner with PM Ciolos and President Klaus. “We powerfully support the desire of the people in Moldova to have responsible leaders who can implement reforms. This is the best way to assure the future of Moldova. Romania and the United States, in conjunction with NATO, have support programs in place to assure the security of Moldova but the government has to work to implement these programs.”
  • Moldova is one of the poorest countries in Eastern Europe, and its economy heavily relies on Russia. According to the CIA Fact Book: Moldova’s annual remittances of about $1.12 billion comes from the roughly one million Moldovans working in Europe, Russia, and other former Soviet Bloc countries; Moldova imports almost all of its energy supplies from Russia and Ukraine; Moldova’s dependence on Russian energy is underscored by a more than $5 billion debt to Russian natural gas supplier Gazprom; Moldova signed an Association Agreement and a Deep and Comprehensive Free Trade Agreement with the EU during fall 2014, however its biggest trade partner remains Russia. Everyone understands that a NATO membership will cut all economic ties with Russia, including jobs, and it will turn Moldova into a failed state, or in the CIA doublespeak, the country would stop being vulnerable to “Russian pressure.” Apparently, the failure of Moldova as a state, and its disappearance as a nation is also what the EU wants. On January 6, the new Moldovan Ambassador to Germany was presenting his credentials when, out of the blue, the German president asked the new ambassador what the procedure was for Republic of Moldova to formally unite with Romania. On May 4th, the Katehon reported on Vladimir Plahotniuc’s (the infamous Moldavian oligarch and mafia boss) visit to the US and his meeting with Victoria Nuland there. As the Victory Day celebration was approaching, we all fully anticipated from the US to conduct terror acts, military excursions/drills, and political and legal attacks on Russia as the US and the EU always do to harass Russia during its major national and Church holidays.

  • Starting with April 21st,  we saw a flurry of “news” about Ukraine and Romania joining NATO Black Sea flotilla and the organization of Romanian-Ukrainian-Bulgarian brigade similar to that created by Poland. On April 26, Georgia (Gruzia) pitched in via the Georgia Today: “creation of NATO Black Sea Fleet Gains US Support” and praising Turkey, Bulgaria and Romania for calls to expand the Western military. All what Russia said to all this NATO generated noise was a brief statement of  Russia’s envoy to NATO Alexander Grushko. “NATO should be in a position to know that all necessary steps will be taken from our side to neutralize the emerging threats.” With all these  preparations for the war on Russia going on, NATO also planned military drills in neutral Moldova, chosen to start on May 2nd, the day of remembrance for the victims of the Odessa Massacre. Meanwhile, the patriots of Moldavia who worked together regardless of their political views, discovered something interesting and saved Moldova. NATO reported that for drills they would be entering Moldova in four formations, and that the total of motorized units will be 50+. However, the very first formation that made an attempt to enter the territory of Moldova contained 100+ unites. This was just one formation. And there was expected three more formations.
  • The plan of NATO was to enter the country with too large for this tiny country forces, to stage a bloody false flag attack during the Victory Day celebration in Moldova with the participation of Ukrainian Right Sector terrorists masquerading as “pro-Russia separatists.” This plot worked in Ukraine, so it should work in Moldova, right? That’s the true reason why Nuland was in Kiev two weeks prior. After this false flag attack, a Romanian fleet was planned to enter Ukrainian territorial waters “by invitation of the Ukrainian government” and arrive to Odessa in order to block Russian fleets from interfering and helping Transnistria. But… Coming back to the bizarre incident near Gibraltar, when one NATO member’s tiny 20 tone Costal Guards’ boat was attacked by another NATO member for interfering with the 18,000 tones behemoth of a submarine  of the third NATO member. The NATO plan apparently was to stealthy and quietly position the Ohio-class ballistic guided-missile submarine USS Florida (SSGN 728) in the Mediterranean or even in the Black Sea so it would be able to shoot into Moldova to overwhelm Moldovan minuscule defense forces. We have to remember that it was the USS Florida “that opened up the Libya intervention,” firing more than 90 cruise missiles to destroy Libya’s air defenses and clearing the way for NATO air strikes. “Never before in the history of the United States of America has one ship conducted that much land attack strikes, conventionally, in one short time period,” Rear Adm. Rick Breckenridge had said.
  • However, thanks to Spanish Costal Guards the submarine was discovered and talked about all around the world via social media and the press. The USS Florida had no other options but to retreat and return to home base. In fact, there were TWO incidents on the same April 16th  day involving the USS Florida. First, it was  the Spanish patrol boat belonged to the Servicio de Vigilancia Aduanera, at whom the British Navy opened  fire.  A bit later,  the Guardia Civil vessel Rio Cedeña tried to cut across the submarine’s bow and was photographed  by multiple witnesses.
  • According to V.V. Pyakin, a political analyst with the Concept Technologies Foundation, a think tank located in St. Petersburg, NATO was in a process of conducting a full-scale invasion of Moldova with the annexation of a Southern part of Ukraine including Odessa to construct a NATO Navy base there. Moldova was supposed to become a part of Romania automatically with the US military forces arriving to the capital and taking  over the government of Moldova. That’s why NATO needed all those military “drills” in the Black Sea region and in the Baltics simultaneously. When the patriotic forces of Moldavia discovered that NATO was about to enter the territory of Moldova in four formations, 100+ motorized units each, they protested loudly and blocked the entrance of NATO troops on the border. Meanwhile, the biggest political fraction in Moldova threatened with the impeachment of the president for treason, if  NATO troops would be allowed to enter the country. Reports from Moldova at the time disclosed that American troops stopped at the border crossing didn’t have proper ID and other papers. Moldovans came to greet them with the banners “Moldova is a neutral country” and “Stop bases of NATO,” “Stop NATO” and “NATO go home.” As the result, on April 28th only about 60 units and 200 servicemen the U.S. Army 2nd Cavalry Regimental Engineer Squadron were allowed to enter the country.
  • When a formation of American military crossed the Romanian-Moldova border allegedly to take part in  Dragon Pioneer 2016 NATO military drills, Moldavian opposition leaders expressed protests. Several members of the Parliament blocked the road.  They reported to Russian and international media and news outlets that the US troops didn’t have an international agreement signed by the defense ministers of Moldova and USA. They also lacked a legal government agreement on the entrance of the heavy military equipment and weaponry to the territory of the country. 60% of American servicemen didn’t have valid military IDs. According to a TASS report,  “To prevent collisions, officers from the Fulger (Lightning) police battalion of special purpose intervened, which were specially delivered from Chisinau. After checking the documents, a column of military vehicles followed the US to the place of temporary location at the site of Negresht,” said the inspectorate.” “The initiative to invite the US troops into the country and hold the exhibition of American technology belongs to the Minister of Defense of Moldova Anatol Șalaru, who is famous for the organization of the “Museum of Soviet occupation” in Chisinau, calls to repeal neutrality and make the country a member of NATO, and the fight against monuments of the Soviet era.” This move was harshly criticized by Igor Dodon, whose party has the largest faction in Parliament and controls a quarter of the seats.
  • He stated: “We believe military exercises involving US troops on Moldovan territory is a flagrant violation of the constitutional principle of neutrality of Moldova. In this regard, the deputies from the Party of socialists have already initiated a number of procedures. They will continue, and this will be one of the reasons for introducing in May the initiative to dismiss the government.” By Victory Day it became apparent that the Nuland-Kogan-NATO plan for invasion of Moldova was foiled. All Americans could do was   to “crush” a Victory Day parade in the center of Moldova’s capital by coming uninvited and bringing their motorized vehicles to it. And that’s where NATO troops and Moldovan patriots came face to face. CONFIRMED: Russia sends S-300 advanced missile system to Syria, U.S. runs out of options - 0 views

  • Shortly before the US announcement of its decision to suspend talks with Russia on the ‘cessation of hostilities’ agreement reached by US Secretary State Kerry and Russian Foreign Minister Lavrov on 9th September 2016, a clearly well-sourced article setting out US options was published by Reuters. This article was clearly written on the basis of information provided by senior officials of the US government.  It confirms that “staff level” discussions are underway in the US in light of the collapse of the Kerry-Lavrov agreement and the Syrian army’s advances in Aleppo, though as of the date of publication of the Reuters article (29th September 2016) no suggestions of what to do had been made to Obama. Here is a list of the options apparently being considered (1) “supporting rebel counter attacks elsewhere with additional weaponry or even air strikes, which “might not reverse the tide of battle, but might cause the Russians to stop and think””; (2) “a U.S. air strike on a Syrian air base far from the fighting between Assad’s troops and rebel forces in the north” (the Syrian air base in question is probably the one at Deir Ezzor); (3) “sending more U.S. special operations forces to train and advise Kurdish and Syrian rebel groups”; (4) “deploying additional American and allied naval and airpower to the eastern Mediterranean, where a French aircraft carrier is already en route”.
  • Apparently the idea of supplying more shoulder held surface to air missiles to the Jihadis has been ruled out because “the Obama administration fears (they) could fall into the hands of Islamic State militants or al Qaeda-linked groups”. As for the idea of a no-fly zone (“a humanitarian airlift to rebel-held areas (NB: this almost certain refers to Aleppo – AM), which would require escorts by U.S. warplanes”) this has apparently been deemed “too risky” and has been “moved down the list”. This list of options exposes how completely out of options the US really is. 
  • Options (1) and (2) cannot influence the course of the fighting in Aleppo and US officials apparently admit as much.  On past experience option (1) is less likely to make the Russians “stop and think” than to make them more determined and more angry.  Option (3) is a case of more of the same.  The US has been doing this for years without achieving any results.  Option (4) is essentially symbolic unless it is intended to prepare the way for the declaration of a no-fly zone, which however US officials seem to be ruling out. If reports are to be believed the Russians may be taking more steps to guard against the possibility of the US declaring a no-fly zone.  Fox News is reporting US officials as saying that the Russians have reinforced the S400 anti aircraft missile system they have already deployed to Syria with a number of advanced S-300VM “Antey-2500″ anti aircraft systems.  Whilst the Russians have not confirmed this report, if it is true then it makes any US attempt to impose a no-fly zone even more risky.  A sign that the report probably is true is that the Kremlin is pointedly failing to deny it. The Russians have also pointedly reminded the US that they know the whereabouts of all US military personnel in Syria, including presumably those supposedly present in the various Jihadi headquarters (or “operations rooms”) existing in the country.

  • This looks frankly like a threat to retaliate against US military personnel if Russian military personnel in Syria are attacked by the US.  There have been unconfirmed reports that the Russians did exactly that by attacking a Jihadi “operations room” partly staffed by US and Western military personnel following the US attack on the Syrian military near Deir Ezzor.  If those reports are true then the implied threat the Russians are making to retaliate against US troops in the event of attacks upon their own military is not an empty one. One way or the other, it is not difficult to see why the US might conclude that imposing a no-fly zone is “too risky” and why this option has been “moved down the list”. Possibly because the US has no real options short of steps that might threaten a nuclear war with Russia, Kerry spoke twice by telephone to Lavrov over the weekend, presumably in an attempt to get the Russians to get the Syrians to pull back in Aleppo so as to preserve the US’s bluff.  However it is clear he found Lavrov immoveable.  Lavrov has instead been issuing a series of statements accusing the US of siding with Jabhat Al-Nusra (ie. Al-Qaeda), questioning whether President Obama is any longer in control of the US military, and calling into question Kerry’s good faith.

No, Israel Does Not Have the Right to Self-Defense In International Law Against Occupie... - 0 views

  • On the fourth day of Israel's most recent onslaught against Gaza's Palestinian population, President Barack Obama declared, “No country on Earth would tolerate missiles raining down on its citizens from outside its borders.” In an echo of Israeli officials, he sought to frame Israel's aerial missile strikes against the 360-square kilometer Strip as the just use of armed force against a foreign country. Israel's ability to frame its assault against territory it occupies as a right of self-defense turns international law on its head.  A state cannot simultaneously exercise control over territory it occupies and militarily attack that territory on the claim that it is “foreign” and poses an exogenous national security threat. In doing precisely that, Israel is asserting rights that may be consistent with colonial domination but simply do not exist under international law.

Absent the political will to make state behavior comport with the law, violations are the norm rather than the exception. In the case of Israel, its occupation of the West Bank, the Gaza Strip, the Golan Heights, and the Sinai in 1967 marked a military victory against Arab belligerents.  Occupation Law prohibits an occupying power from initiating armed force against its occupied territory. By mere virtue of the existence of military occupation, an armed attack, including one consistent with the UN Charter, has already occurred and been concluded. Therefore the right of self-defense in international law is, by definition since 1967, not available to Israel with respect to its dealings with real or perceived threats emanating from the West Bank and Gaza Strip population. To achieve its security goals, Israel can resort to no more than the police powers, or the exceptional use of militarized force, vested in it by IHL. This is not to say that Israel cannot defend itself—but those defensive measures can neither take the form of warfare nor be justified as self-defense in international law.   • When It Is Just to Begin to Fight  The laws of armed conflict are found primarily in the Hague Regulations of 1907, the Four Geneva Conventions of 1949, and their Additional Protocols I and II of 1977. This body of law is based on a crude balance between humanitarian concerns on the one hand and military advantage and necessity on the other. The post-World War II Nuremberg trials defined military exigency as permission to expend “any amount and kind of force to compel the complete submission of the enemy…” so long as the destruction of life and property is not done for revenge or a lust to kill. Thus, the permissible use of force during war, while expansive, is not unlimited.  In international law, self-defense is the legal justification for a state to initiate the use of armed force and to declare war. This is referred to as jus ad bellum—meaning “when it is just to begin to fight.” The right to fight in self-defense is distinguished from jus in bello, the principles and laws regulating the means and methods of warfare itself. Jus ad bellum aims to limit the initiation of the use of armed force in accordance with United Nations Charter Article 2(4); its sole justification, found in Article 51, is in response to an armed attack (or an imminent threat of one in accordance with customary law on the matter).     This lengthy article from Reuters deserves attention. The peace initiatives by Russia/Syria and by Iran are forcing realignment of foreign policies throughout the Mideast. The U.S. is no longer perceived as being on the side of only Sunni Muslim states. One of the most visible changes (after cancellation of the U.S. military strike on Syria) is a go-it-alone declaration by the House of Saud that parallels the stance taken by Israel's ruling right-wing coalition. Both Israel and the Saudis had very successfully isolated the U.S. from the non-Sunni Arab nations, fueling and deepening a religious divide within the Arab nations. It remains to be seen whether the declarations by the House of Saud and Bibi Netanyahu will translate into effective military action against Iran and Syria, although Saudi money and weapons will continue to flow into Syria for the foreseeable future. Both nations will continue attempts to undo the looming Iran-U.S. thaw in relations. Predictably, the Zionist/Neocon hawks in Congress are pushing legislation to put a big freeze back on the Iran-U.S. thaw in relations, including a bill to stiffen economic sanctions on Iran and authorize military strikes against Syria. But that legislation seems to be going nowhere; the mood of the U.S. population (and thus of those up for election next year) has shifted to profoundly anti-war, at least as applied to Syria and Iran. It would be ironic if Russia/Syria and Iran's peace initiatives actually resulted in a lasting U.S. shift away from the Zionist/Neocon strategy to destabilize all of Israel's neighboring states except Egypt, Lebanon, and Jordan (those three have already been destabilized and swept into Israel's influence). If so, Obama might yet leave a positive legacy.

State Dept: US Considering 'Military, Other Options' Against Russia In Syria - 0 views

  • Once again focusing on escalations of tensions with Russia, State Department spokesman Mark Toner today said that in addition to the “diplomatic” efforts the US is making in Syria, they are also considering conducting “military or other options.” The US demonstrably is not conducting diplomatic efforts in Syria anymore, despite Toner’s claims to the contrary, as the US made a very public show of withdrawing from the diplomatic track yesterday, and condemning Russia on the way out. Adding to the uncomfortable talk about military possibilities, Toner also declared the US to “always consider unilateral options when looking at a situation like Syria,” and while he insisted the US prefers to work with its coalition, it’s unlikely much of the coalition will eagerly follow them into a war with Russia.
  • Earlier today, Russia announced they are deploying S-300 anti-aircraft missiles to their naval base at Tartus, to defend naval personnel against any potential attacks. With the US-led campaign materially the only air operations in Syria not directly aligned with Russia, the underlying message is that they’re preparing for a unilateral US attack. That US officials reacted negatively to the deployment of purely defensive missiles only adds to this.

  • The tensions between Russia and the USA have reached an unprecedented level. I fully agree with the participants of this CrossTalk show – the situation is even worse and more dangerous than during the Cuban Missile Crisis. Both sides are now going to the so-called “Plan B” which, simply put, stand for, at best, no negotiations and, at worst, a war between Russia and the USA.
  • In theory, these are, very roughly, the possible levels of confrontation: A military standoff à la Berlin in 1961. One could argue that this is what is already taking place right now, albeit in a more long-distance and less visible way. A single military incident, such as what happened recently when Turkey shot down a Russian SU-24 and Russia chose not to retaliate. A series of localized clashes similar to what is currently happening between India and Pakistan. A conflict limited to the Syrian theater of war (say like the war between the UK and Argentina over the Malvinas Islands). A regional or global military confrontation between the USA and Russia. A full scale thermonuclear war between the USA and Russia During my years as a student of military strategy I have participated in many exercises on escalation and de-escalation and I can attest that while it is very easy to come up with escalatory scenarios, I have yet to see a credible scenario for de-escalation. What is possible, however, is the so-called “horizontal escalation” or “asymmetrical escalation” in which one side choses not to up the ante or directly escalate, but instead choses a different target for retaliation, not necessarily a more valuable one, just a different one on the same level of conceptual importance (in the USA Joshua M. Epstein and Spencer D. Bakich did most of the groundbreaking work on this topic).
  • The main reason why we can expect the Kremlin to try to find asymmetrical options to respond to a US attack is that in the Syrian context Russia is hopelessly outgunned by the US/NATO, at least in quantitative terms. The logical solutions for the Russians is to use their qualitative advantage or to seek “horizontal targets” as possible retaliatory options. This week, something very interesting and highly uncharacteristic happened: Major General Igor Konashenkov, the Chief of the Directorate of Media service and Information of the Ministry of Defence of the Russian Federation, openly mentioned one such option. Here is what he said: “As for Kirby’s threats about possible Russian aircraft losses and the sending of Russian servicemen back to Russia in body bags, I would say that we know exactly where and how many “unofficial specialists” operate in Syria and in the Aleppo province and we know that they are involved in the operational planning and that they supervise the operations of the militants. Of course, one can continue to insist that they are unsuccessfully involved in trying to separate the al-Nusra terrorists from the “opposition” forces. But if somebody tries to implement these threats, it is by no means certain that these militants will have to time to get the hell out of there.” Nice, no? Konashenkov appears to be threatening the “militants” but he is sure to mention that there are plenty of “unofficial specialists” amongst these militants and that Russia knows exactly where they are and how many of them there are. Of course, officially, Obama has declared that there are a few hundred such US special advisors in Syria. A well-informed Russian source suggests that there are up to 5’000 foreign ‘advisors’ to the Takfiris including about 4’000 Americans. I suppose that the truth is somewhere between these two figures.

  • So the Russian threat is simple: you attack us and we will attack US forces in Syria. Of course, Russia will vehemently deny targeting US servicemen and insist that the strike was only against terrorists, but both sides understand what is happening here. Interestingly, just last week the Iranian Fars news agency reported that such a Russian attack had already happened: 30 Israeli, Foreign Intelligence Officers Killed in Russia’s Caliber Missile Attack in Aleppo: “The Russian warships fired three Caliber missiles at the foreign officers’ coordination operations room in Dar Ezza region in the Western part of Aleppo near Sam’an mountain, killing 30 Israeli and western officers,” the Arabic-language service of Russia’s Sputnik news agency quoted battlefield source in Aleppo as saying on Wednesday. The operations room was located in the Western part of Aleppo province in the middle of sky-high Sam’an mountain and old caves. The region is deep into a chain of mountains. Several US, Turkish, Saudi, Qatari and British officers were also killed along with the Israeli officers. The foreign officers who were killed in the Aleppo operations room were directing the terrorists’ attacks in Aleppo and Idlib.” Whether this really happened or whether the Russians are leaking such stories to indicate that this could happen, the fact remains that US forces in Syria could become an obvious target for Russian retaliation, whether by cruise missile, gravity bombs or direct action operation by Russian special forces. The US also has several covert military installations in Syria, including at least one airfield with V-22 Osprey multi-mission tiltrotor aircraft.
  • Another interesting recent development has been the Fox News report that Russians are deploying S-300V (aka “SA-23 Gladiator anti-missile and anti-aircraft system”) in Syria. Check out this excellent article for a detailed discussion of the capabilities of this missile system. I will summarize it by saying that the S-300V can engage ballistic missiles, cruise missiles, very low RCS (“stealth”) aircraft and AWACS aircraft. This is an Army/Army Corps -level air defense system, well capable of defending most of the Syrian airspace, but also reach well into Turkey, Cyprus, the eastern Mediterranean and Lebanon. The powerful radars of this system could not only detect and engage US aircraft (including “stealth”) at a long distance, but they could also provide a tremendous help for the few Russian air superiority fighters by giving them a clear pictures of the skies and enemy aircraft by using encrypted datalinks. Finally, US air doctrine is extremely dependent on the use of AWACS aircraft to guide and support US fighters. The S-300V will forces US/NATO AWACS to operate at a most uncomfortable distance. Between the longer-range radars of the Russian Sukhois, the radars on the Russian cruisers off the Syrian coast, and the S-300 and S-300V radars on the ground, the Russians will have a much better situational awareness than their US counterparts. It appears that the Russians are trying hard to compensate for their numerical inferiority by deploying high-end systems for which the US has no real equivalent or good counter-measures.
  • There are basically two options of deterrence: denial, when you prevent your enemy from hitting his targets and retaliation, when you make the costs of an enemy attack unacceptably high for him. The Russians appear to be pursuing both tracks at the same time. We can thus summarize the Russian approach as such Delay a confrontation as much as possible (buy time). Try to keep any confrontation at the lowest possible escalatory level. If possible, reply with asymmetrical/horizontal escalations. Rather then “prevail” against the US/NATO – make the costs of attack too high. Try to put pressure on US “allies” in order to create tensions inside the Empire. Try to paralyze the USA on a political level by making the political costs of an attack too high-end. Try to gradually create the conditions on the ground (Aleppo) to make a US attack futile To those raised on Hollywood movies and who still watch TV, this kind of strategy will elicit only frustration and condemnation. There are millions of armchair strategists who are sure that they could do a much better job than Putin to counter the US Empire. These folks have now been telling us for *years* that Putin “sold out” the Syrians (and the Novorussians) and that the Russians ought to do X, Y and Z to defeat the AngloZionist Empire. The good news is that none of these armchair strategists sit in the Kremlin and that the Russians have stuck to their strategy over the past years, one day at a time, even when criticized by those who want quick and “easy” solutions. But the main good news is that the Russian strategy is working. Not only is the Nazi-occupied Ukraine quite literally falling apart, but the US has basically run out of options in Syria (see this excellent analysis by my friend Alexander Mercouris in the Duran).
  • The only remaining logical steps left for the USA in Syria is to accept Russia’s terms or leave. The problem is that I am not at all convinced that the Neocons, who run the White House, Congress and the US corporate media, are “rational” at all. This is why the Russians employed so many delaying tactics and why they have acted with such utmost caution: they are dealing with professional incompetent ideologues who simply do not play by the unwritten but clear rules of civilized international relations. This is what makes the current crisis so much worse than even the Cuban Missile Crisis: one superpower has clearly gone insane. Are the Americans crazy enough to risk WWIII over Aleppo? Maybe, maybe not. But what if we rephrase that question and ask Are the Americans crazy enough to risk WWIII to maintain their status as the “world’s indispensable nation”, the “leader of the free world”, the “city on the hill” and all the rest of this imperialistic nonsense? Here I would submit that yes, they potentially are.

Running for Cover: A Sham Air Force Summit Can't Fix the Close Air Support Gap Created ... - 0 views

  • “I can’t wait to be relieved of the burdens of close air support,” Major General James Post, the vice commander of Air Combat Command (ACC), allegedly told a collection of officers at a training session in August 2014. As with his now notorious warning that service members would be committing treason if they communicated with Congress about the successes of the A-10, Major General Post seems to speak for the id of Air Force headquarters’ true hostility towards the close air support (CAS) mission. Air Force four-stars are working hard to deny this hostility to the public and Congress, but their abhorrence of the mission has been demonstrated through 70 years of Air Force headquarters’ budget decisions and combat actions that have consistently short-changed close air support. For the third year in a row (many have already forgotten the attempt to retire 102 jets in the Air Force’s FY 2013 proposal), the Air Force has proposed retiring some or all of the A-10s, ostensibly to save money in order to pay for “modernization.” After failing to convince Congress to implement their plan last year (except for a last minute partial capitulation by retiring Senate and House Armed Services Committee chairmen Senator Carl Levin (D-MI) and Representative Buck McKeon (R-CA)) and encountering uncompromising pushback this year, Air Force headquarters has renewed its campaign with more dirty tricks.
  • First, Air Force headquarters tried to fight back against congressional skepticism by releasing cherry-picked data purporting to show that the A-10 kills more friendlies and civilians than any other U.S. Air Force plane, even though it actually has one of the lowest fratricide and civilian casualty rates. With those cooked statistics debunked and rejected by Senate Armed Services Chairman Senator John McCain (R-AZ), Air Force headquarters hastily assembled a joint CAS “Summit” to try to justify dumping the A-10. Notes and documents from the Summit meetings, now widely available throughout the Air Force and shared with the Project On Government Oversight’s Center for Defense Information (CDI), reveal that the recommendations of the Summit working groups were altered by senior Air Force leaders to quash any joint service or congressional concerns about the coming gaps in CAS capabilities. Air Force headquarters needed this whitewash to pursue, yet again, its anti-A-10 crusade without congressional or internal-Pentagon opposition.
  • The current A-10 divestment campaign, led by Air Force Chief of Staff Mark Welsh, is only one in a long chain of Air Force headquarters’ attempts by bomber-minded Air Force generals to get rid of the A-10 and the CAS mission. The efforts goes as far back as when the A-10 concept was being designed in the Pentagon, following the unfortunate, bloody lessons learned from the Vietnam War. For example, there was a failed attempt in late-1980s to kill off the A-10 by proposing to replace it with a supposedly CAS-capable version of the F-16 (the A-16). Air Force headquarters tried to keep the A-10s out of the first Gulf War in 1990, except for contingencies. A token number was eventually brought in at the insistence of the theater commander, and the A-10 so vastly outperformed the A-16s that the entire A-16 effort was dismantled. As a reward for these A-10 combat successes, Air Force headquarters tried to starve the program by refusing to give the A-10 any funds for major modifications or programmed depot maintenance during the 1990s. After additional combat successes in the Iraq War, the Air Force then attempted to unload the A-10 fleet in 2004.

  • To ground troops and the pilots who perform the mission, the A-10 and the CAS mission are essential and crucial components of American airpower. The A-10 saves so many troop lives because it is the only platform with the unique capabilities necessary for effective CAS: highly maneuverable at low speeds, unmatched survivability under ground fire, a longer loiter time, able to fly more sorties per day that last longer, and more lethal cannon passes than any other fighter. These capabilities make the A-10 particularly superior in getting in close enough to support our troops fighting in narrow valleys, under bad weather, toe-to-toe with close-in enemies, and/or facing fast-moving targets. For these reasons, Army Chief of Staff General Ray Odierno has called the A-10 “the best close air support aircraft.” Other Air Force platforms can perform parts of the mission, though not as well; and none can do all of it. Senator Kelly Ayotte (R-NH) echoed the troops’ combat experience in a recent Senate Armed Services committee hearing: “It's ugly, it's loud, but when it comes in…it just makes a difference.”
  • In 2014, Congress was well on the way to roundly rejecting the Air Force headquarters’ efforts to retire the entire fleet of 350 A-10s. It was a strong, bipartisan demonstration of support for the CAS platform in all four of Congress’s annual defense bills. But in the final days of the 113th Congress, a “compromise” heavily pushed by the Air Force was tucked into the National Defense Authorization Act for FY 2015. The “compromise” allowed the Air Force to move A-10s into virtually retired “backup status” as long as the Cost Assessment and Program Evaluation (CAPE) office in DoD certified that the measure was the only option available to protect readiness. CAPE, now led by former Assistant Secretary of the Air Force for Financial Management and Comptroller Jamie Morin, duly issued that assessment—though in classified form, thus making it unavailable to the public. In one of his final acts as Secretary of Defense, Chuck Hagel then approved moving 18 A-10s to backup status.
  • The Air Force intends to replace the A-10 with the F-35. But despite spending nearly $100 billion and 14 years in development, the plane is still a minimum of six years away from being certified ready for any real—but still extremely limited—form of CAS combat. The A-10, on the other hand, is continuing to perform daily with striking effectiveness in Afghanistan, Iraq, and Syria—at the insistence of the CENTCOM commander and despite previous false claims from the Air Force that A-10s can’t be sent to Syria. A-10s have also recently been sent to Europe to be available for contingencies in Ukraine—at the insistence of the EUCOM Commander. These demands from active theaters are embarrassing and compelling counterarguments to the Air Force’s plea that the Warthog is no longer relevant or capable and needs to be unloaded to help pay for the new, expensive, more high-tech planes that Air Force headquarters vastly prefers even though the planes are underperforming.
  • So far, Congress has not been any more sympathetic to this year’s continuation of General Welsh’s campaign to retire the A-10. Chairman McCain rejected the Air Force’s contention that the F-35 was ready enough to be a real replacement for the A-10 and vowed to reverse the A-10 retirement process already underway. Senator Ayotte led a letter to Defense Secretary Ashton Carter with Senators Tom Cotton (R-AR), Lindsey Graham (R-SC), Thom Tillis (R-NC), Roger Wicker (R-MS), Mike Crapo (R-ID), Johnny Isakson (R-GA), and Richard Burr (R-NC) rebuking Hagel’s decision to place 18 A-10s in backup inventory. Specifically, the Senators called the decision a “back-door” divestment approved by a “disappointing rubber stamp” that guts “the readiness of our nation’s best close air support aircraft.” In the House, Representative Martha McSally (R-AZ) wrote to Secretary Carter stating that she knew from her own experience as a former A-10 pilot and 354th Fighter Squadron commander that the A-10 is uniquely capable for combat search and rescue missions, in addition to CAS, and that the retirement of the A-10 through a classified assessment violated the intent of Congress’s compromise with the Air Force:
  • Some in the press have been similarly skeptical of the Air Force’s intentions, saying that the plan “doesn’t add up,” and more colorfully, calling it “total bullshit and both the American taxpayer and those who bravely fight our wars on the ground should be furious.” Those reports similarly cite the Air Force’s longstanding antagonism to the CAS mission as the chief motive for the A-10’s retirement.
  • By announcing that pilots who spoke to Congress about the A-10 were “committing treason,” ACC Vice Commander Major General James Post sparked an Inspector General investigation and calls for his resignation from POGO and other whistleblower and taxpayer groups. That public relations debacle made it clear that the Air Force needed a new campaign strategy to support its faltering A-10 divestment campaign. On the orders of Air Force Chief of Staff General Mark Welsh, General Herbert “Hawk” Carlisle—the head of Air Combat Command—promptly announced a joint CAS Summit, allegedly to determine the future of CAS. It was not the first CAS Summit to be held (the most recent previous Summit was held in 2009), but it was the first to receive so much fanfare. As advertised, the purpose of the Summit was to determine and then mitigate any upcoming risks and gaps in CAS mission capabilities. But notes, documents, and annotated briefing slides reviewed by CDI reveal that what the Air Force publicly released from the Summit is nothing more than a white-washed assessment of the true and substantial operational risks of retiring the A-10.
  • Just prior to the Summit, a working group of approximately 40 people, including CAS-experienced Air Force service members, met for three days at Davis-Monthan Air Force Base to identify potential risks and shortfalls in CAS capabilities. But Air Force headquarters gave them two highly restrictive ground rules: first, assume the A-10s are completely divested, with no partial divestments to be considered; and second, assume the F-35 is fully CAS capable by 2021 (an ambitious assumption at best). The working groups included A-10 pilots, F-16 pilots, and Joint Terminal Attack Controllers (JTACs), all with combat-based knowledge of the CAS platforms and their shortfalls and risks. They summarized their findings with slides stating that the divestment would “cause significant CAS capability and capacity gaps for 10 to 12 years,” create training shortfalls, increase costs per flying hour, and sideline over 200 CAS-experienced pilots due to lack of cockpits for them. Additionally, they found that after the retirement of the A-10 there would be “very limited” CAS capability at low altitudes and in poor weather, “very limited” armor killing capability, and “very limited” ability to operate in the GPS-denied environment that most experts expect when fighting technically competent enemies with jamming technology, an environment that deprives the non-A-10 platforms of their most important CAS-guided munition. They also concluded that even the best mitigation plans they were recommending would not be sufficient to overcome these problems and that significant life-threatening shortfalls would remain.
  • General Carlisle was briefed at Davis-Monthan on these incurable risks and gaps that A-10 divestment would cause. Workshop attendees noted that he understood gaps in capability created by retiring the A-10 could not be solved with the options currently in place. General Carlisle was also briefed on the results of the second task to develop a list of requirements and capabilities for a new A-X CAS aircraft that could succeed the A-10. “These requirements look a lot like the A-10, what are we doing here?” he asked. The slides describing the new A-X requirements disappeared from subsequent Pentagon Summit presentations and were never mentioned in any of the press releases describing the summit.
  • At the four-day Pentagon Summit the next week, the Commander of the 355th Fighter Wing, Davis-Monthan Air Force Base, Col. James P. Meger, briefed lower level joint representatives from the Army and the Marine Corps about the risks identified by the group at Davis-Monthan. Included in the briefing was the prediction that divestment of the A-10 would result in “significant capability and capacity gaps for the next ten to twelve years” that would require maintaining legacy aircraft until the F-35A was fully operational. After the presentation, an Army civilian representative became concerned. The slides, he told Col. Meger, suggested that the operational dangers of divestment of the A-10 were much greater than had been previously portrayed by the Air Force. Col. Meger attempted to reassure the civilian that the mitigation plan would eliminate the risks. Following the briefing, Col. Meger met with Lt. Gen. Tod D. Wolters, the Deputy Chief of Staff for Operations for Air Force Headquarters. Notably, the Summit Slide presentation for general officers the next day stripped away any mention of A-10 divestment creating significant capability gaps. Any mention of the need to maintain legacy aircraft, including the A-10, until the F-35A reached full operating capability (FOC) was also removed from the presentation.
  • The next day, Col. Meger delivered the new, sanitized presentation to the Air Force Chief of Staff. There was only muted mention of the risks presented by divestment. There was no mention of the 10- to 12-year estimated capability gap, nor was there any mention whatsoever of the need to maintain legacy aircraft—such as the A-10 or less capable alternatives like the F-16 or F-15E—until the F-35A reached FOC. Other important areas of concern to working group members, but impossible to adequately address within the three days at Davis-Monthan, were the additional costs to convert squadrons from the A-10 to another platform, inevitable training shortfalls that would be created, and how the deployment tempos of ongoing operations would further exacerbate near-term gaps in CAS capability. To our knowledge, none of these concerns surfaced during any part of the Pentagon summit.
  • Inevitably, the Air Force generals leading the ongoing CAS Summit media blitz will point congressional Armed Services and Appropriations committees to the whitewashed results of their sham summit. When they do, Senators and Representatives who care about the lives of American troops in combat need to ask the generals the following questions: Why wasn’t this summit held before the Air Force decided to get rid of A-10s? Why doesn’t the Air Force’s joint CAS summit include any statement of needs from soldiers or Marines who have actually required close air support in combat? What is the Air Force’s contingency plan for minimizing casualties among our troops in combat in the years after 2019, if the F-35 is several years late in achieving its full CAS capabilities? When and how does the Air Force propose to test whether the F-35 can deliver close support at least as combat-effective as the A-10’s present capability? How can that test take place without A-10s? Congress cannot and should not endorse Air Force leadership’s Summit by divesting the A-10s. Instead, the Senate and House Armed Services Committees need to hold hearings that consider the real and looming problems of inadequate close support, the very problems that Air Force headquarters prevented their Summit from addressing. These hearings need to include a close analysis of CAPE’s assessment and whether the decision to classify its report was necessary and appropriate. Most importantly, those hearings must include combat-experienced receivers and providers of close support who have seen the best and worst of that support, not witnesses cherry-picked by Air Force leadership—and the witnesses invited must be free to tell it the way they saw it.
  • If Congress is persuaded by the significant CAS capability risks and gaps originally identified by the Summit’s working groups, they should write and enforce legislation to constrain the Air Force from further eroding the nation’s close air support forces. Finally, if Congress believes that officers have purposely misled them about the true nature of these risks, or attempted to constrain service members’ communications with Congress about those risks, they should hold the officers accountable and remove them from positions of leadership. Congress owes nothing less to the troops they send to fight our wars.

     Though not touched on in the article, the real problem is that the A10 has no proponents at the higher ranks of the Air Force because it is already bought and paid for; there's nothing in the A10 for the big Air Force aircraft manufacturing defense contractors. The F35, on the other hand is, is a defense contractor wet dream. It's all pie in the sky and big contracts just to get the first one in the air, let alone outfit it with the gear and programming needed to use it to inflict harm. It's been one cost-overrun after another and delay after delay. It's a national disgrace that has grown to become the most expensive military purchase in history. And it will never match the A10 for the close air support role. It's minimum airspeed is too high and its close-in maneuverability will be horrible. The generals, of course, don't want to poison the well for their post-military careers working for the defense contractors by putting a halt to the boondobble. Their answer: eliminate the close air support mission for at least 10-12 years and then attempt it with the F35.   As a former ground troop, that's grounds for the Air Force generals' court-martial and dishonorable discharge. I would not be alive today were it not for close air support. And there are tens of thousands of veterans who can say that in all truth. The A10 wasn't available back in my day, but by all reports its the best close air support weapons platform ever developed. It's a tank killer and is heavily armored, with redundant systems for pilot and aircraft survivability. The A10 is literally built around a 30 mm rotary cannon that fires at 3,900 rounds per minute. It also carries air to ground rockets and is the only close air support aircraft still in the U.S. arsenal. Fortunately, John McCain "get it" on the close air support mission and has managed to mostly protect the A10 from the generals. M of A - Media Neglect Turkish False Flag Attack Leak And Its Implications - 0 views

  • Some more thoughts on the leaked tape from a meeting in the Turkish foreign ministry which is only very selectively reported in "western" media. A video with recorded voices and English text is available as is the seemingly complete text in two parts. The setting of the recording is this: The voices of the illegal recording believed to belong to Davutoğlu, National Intelligence Organization (MİT) Hakan Fidan, Foreign Ministry Undersecretary Feridun Sinirlioğlu, and Deputy Chief of General Staff Gen. Yaşar Gürel. According to the information obtained from sources, the recording consists of a chat between four officials in Davutoğlu’s office before the commencement of the official meeting with the participation of more civil and military bureaucrats in another room at the Foreign Ministry. It is not clear when exactly the meeting happened. It would fit the situation late last year or early 2014.
  • The major points from my view: Turkey has delivered 2,000 trucks of weapons and ammunition to the insurgents in Syria. There are plans for false flag attacks on Turkey or Turkish property to justify an attack from Turkey on Syria. The Turkish military has great concerns going into and fighting Syria. The general atmosphere between these deciders is one of indecisiveness. Everyone seems to be unclear what Erdogan wants and is waiting for clear orders from above. U.S. military has shortly before the meeting presented fresh plans for a no-fly one over Syria. Then there is the fact in itself that this tape and others leaked. Internal government communication in Turkey and personal communication of Turkish official has been thoroughly compromised. This will hinder future decision making and will erode any trust Turkish government allies may have in it.
  • It is somewhat astonishing how "western" media avoid the content of the leaked tape. An AP report on it makes a lot of the youtube blocking the Turkish government ordered in reaction to the tape. Of the recording itself the AP only mentions this: The four are allegedly heard discussing a military intervention in neighboring Syria, a sensitive political issue in Turkey, although the context of the conversation is not clear. The Washington Post filed that AP report under Technology. This is an incredible disservice to its readers. The Guardian report based on Reuters is not any better: The move by the TIB came hours after an anonymous YouTube account posted a leaked audio recording allegedly of a confidential conversation between Turkish intelligence chief Hakan Fidan, foreign minister Ahmet Davutoglu, undersecretary of the foreign ministry Feridun Sinirlioglu and deputy chief of the general staff, Yasar Gürel, discussing possible military action in Syria. There is no mentioning at all of the false flag attack. The Wall Street Journal comes somewhat nearer to the truth: ... a leaked recording published anonymously on the platform purported to reveal a conversation in which Turkey's foreign minister, spy chief and a top general appear to discuss how to create a pretext for a possible Turkish attack within Syria. For once kudos to the NYT which at least touches one point but leaves out the other important ones: ... the officials were heard discussing a plot to establish a justification for military strikes in Syria. One option that is said to have been discussed was orchestrating an attack on the Tomb of Suleyman Shah ... German media did not do any better.

This is ludicrous. Related to the Syria issue is another thinly sourced trial balloon, the tenth or so, by the unofficial CIA spokesperson David Ignatius in the Washington Post: The Obama administration, stung by reversals in Ukraine and Syria, appears to have decided to expand its covert program of training and assistance for the Syrian opposition, deepening U.S. involvement in that brutal and stalemated civil war. ... Details of the plan were still being debated Thursday, but its likely outlines were described by knowledgeable officials: ... It follows the list of issues that have been discussed on and on over the last three years, more CIA training for insurgents in Jordan, more weapons, maybe some MANPADs. Ignatius source is here seems to be the CIA friends in the Syrian opposition: The expanded program would “send a clear message to the Assad regime that there is no military solution to the struggle,” according to a March memo to the White House from the opposition. Assad “has no incentive to talk” now, the memo argued, because he thinks he is winning. The rationale, bluntly stated, is that to reach an eventual diplomatic settlement in Syria, it is necessary now to escalate the conflict militarily. This has been a hard pill for Obama to swallow, but prodded by the Saudis, he seems to have reached that point.
  • There are so many caveats in here - "appears to have decided", 2still being debated", "seems to have reached that point" - that I do not believe a word of it. The loudly announced, by Ignatius and others, attack on south Syria has yet to appear and the halfhearted attack by the Turkish supported Jihadists in the north seems to be stuck. I do not anticipate any bigger action by Turkey or the U.S. especially as the such action right now would likely lead to harsher reaction by Russia.

  • There is no consensus within the administration about what the United States can or should do to try to bring a halt to the killing and stop what appears to be the increasingly inevitable fall of Aleppo, Syria’s largest city, to government forces.
  • But last Thursday, as the discussion moved up the chain to a contentious White House meeting of national security principals, top defense officials made clear that their position had not changed. They advised a possible increase in weapons aid to opposition fighters but said the United States should focus its own military firepower on the anti-Islamic State mission rather than risk a direct confrontation with Russia. Asked about the perception of a double shift, a senior defense official said the Pentagon’s position had not changed. “We still believe there are a number of ways to bolster the opposition and not compromise the anti-Islamic State mission,” this official said.

Amid increasing internal tension, one senior administration official insisted that both the Syrian opposition and U.S. allies have pressed for a continuation of negotiations and discouraged talk of military intervention. Most of the city is government controlled, but WaPo uses the city's entire population as the number of surrounded people. Best estimates for the number surrounded in the cauldron are in the neighborhood of 10,000 fighters and 20,000 of their camp followers. Let's hope that Obama has a sane moment and doesn't buckle to the chickenhawk pressure.

  • No decision has been made on whether the U.S. Navy will court-martial a nurse who refused to force-feed hunger strikers at Guantánamo during the summer, the nurse’s commander says.But those who are watching the case say a military trial could put a spotlight on both Guantánamo’s hunger-strike policy and how the military manages medical-ethics issues. Retired Navy Capt. Albert J. Shimkus Jr., who teaches at the U.S. Navy War College in Newport, R.I., calls it “an important time, not only for this individual but also an important time for military medicine and how we interact with our patient and the process by which these decisions are made.”

    The case may well put the Gitmo hunger-strike policy on trial. All U.S. military officers are under a general order to disobey unlawful commands. Therefore, it is conceivable to me that the nurse's best defense may well be that the order to force-feed the prisoners was unlawful.

Putin Throws Down the Gauntlet - 0 views

  • Would you be willing to defend your country against a foreign invasion? That’s all Putin is doing in Syria. He’s just preempting the tidal wave of jihadis that’ll be coming his way once the current fracas is over.  He figures it’s better to exterminate these US-backed maniacs in Syria now than face them in Chechnya, St Petersburg and Moscow sometime in the future.  Can you blame him? After all, if Washington’s strategy works in Syria, then you can bet they’ll try the same thing in Beirut, Tehran and Moscow. So what choice does Putin have? None. He has no choice.  His back is against the wall. He has to fight.  No one in Washington seems to get this. They think Putin can throw in the towel and call it “quits” at the first sign of getting bogged down. But he can’t throw in the towel because Russia’s facing an existential crisis.  If he loses, then Russia’s going to wind up on the same scrap heap as Afghanistan, Iraq or Libya. You can bet on it. So the only thing he can do is win. Period. Victory isn’t an option, it’s a necessity.
  • Of course they’ve noticed. Everyone’s noticed. Everyone knows Washington is on the warpath and its leaders have gone stark raving mad. How could they not notice? But all that’s done is focus the mind on the task at hand, and the task at hand is to whoop the tar out of the terrorists, put an end to Washington’s sick little jihadi game, and go home. That’s Russia’s plan in a nutshell.  No one is trying to cobble together the long-lost Soviet empire. That’s pure bunkum.  Russia just wants to clean up this nest of vipers and call it a day. There’s nothing more to it than that. But what if the going gets tough and Syria becomes a quagmire? That doesn’t change anything, because Russia still has to win. If that means sending ground troops to Syria, then that’s what Putin will do. If that means asymmetrical warfare, like arming the Kurds or the Yemenis, or the Taliban or even disparate anti-regime Shiites in Saudi Arabia, then he’ll do that too. Whatever it takes. This isn’t a game, it’s a fight for survival; Russia’s survival as a sovereign country. That’s what the stakes are. That’s not something Putin takes lightly.
  • The reason I ask this now is because, on Tuesday, Secretary of State John Kerry is scheduled to attend an emergency meeting in Moscow with his Russian counterpart Sergei Lavrov to discuss issues that are too sensitive to reveal to the public. There’s a lot of speculation about what the two men will talk about, but the urgency and the secrecy of the meeting suggests that the topic will be one of great importance. So allow me to make a guess about what the topic will be. When Kerry arrives in Moscow tomorrow he’ll be rushed to meeting room at the Kremlin where he’ll be joined by Lavrov, Putin, Minister of Defense Sergey Shoygu and high-ranking members from military intelligence. Then, following the initial introductions, Kerry will be shown the evidence Russian intelligence has gathered on last Sunday’s attack on a Syrian military base east of Raqqa that killed three Syrian soldiers and wounded thirteen others. The Syrian government immediately condemned the attack and accused US warplanes of conducting the operation. Later in the day,  Putin delivered an uncharacteristically-harsh and threatening statement that left no doubt that he thought the attack was a grave violation of the accepted rules of engagement and, perhaps, a declaration of war.

  • Why would an incident in the village of Ayyash in far-flung Deir Ezzor Province be so important that it would bring the two nuclear-armed adversaries to the brink of war? I’ll tell you why: It’s because there were other incidents prior to the bombing in Ayyash that laid the groundwork for the current clash. There was the ISIS downing of the Russian airliner that killed 224 Russian civilians. Two weeks after that tragedy, Putin announced at the G-20 meetings that he had gathered intelligence proving that 40 countries –including some in the G-20 itself–were involved in the funding and supporting of ISIS. This story was completely blacked out in the western media and, so far, Russia has not revealed the names of any of the countries involved. So, I ask you, dear reader, do you think the United States is on that list of ISIS supporters?
  • Then there was the downing of the Russian Su-24, a Russian bomber that was shot down by Turkish F-16s while it was carrying out its mission to exterminate terrorists in Syria. Many analysts do not believe that the   Su-24 could have been destroyed without surveillance and logistical support provided by US AWACs or US satellites. Many others scoff at the idea that Turkey would engage in such a risky plan without the go-ahead from Washington. Either way, the belief that Washington was directly involved in the downing of a Russian warplane is widespread. So, I ask you, dear reader, do you think Washington gave Turkey the greenlight? Finally, we have the aerial attack on the Syrian military base in Deir Ezzor, an attack that was either executed by US warplanes or US-coalition warplanes. Not only does the attack constitute a direct assault on the Russian-led coalition (an act of war) but the bombing raid was also carried out in tandem  with a “a full-scale ISIS offensive on the villages of Ayyash and Bgelia.”  The coordination suggests that either the US or US allies were providing  air-cover for ISIS terrorists to carry out their ground operations.  Author Alexander Mercouris– who is certainly no conspiracy nut–expands on this idea in a recent piece at Russia Insider which provides more detail on the incident. The article begins like this:
  • “Did Members of the US-Led Coalition Carry Out an Air Strike to Help ISIS? Russia Implies They Did. Russian statement appears to implicate aircraft from two member states of the US led coalition in the air strike on the Syrian military base in Deir az-Zor….This information – if it is true – begs a host of questions. Firstly, the Syrian military base that was hit by the air strike was apparently the scene of a bitter battle between the Syrian military and the Islamic State.  It seems that shortly after the air strike – and most probably as a result of it – the Islamic State’s fighters were able to storm it. Inevitably, that begs the question of whether the aircraft that carried out the air strike were providing air support to the fighters of the Islamic State. On the face of it, it looks like they were. After all, if what happened was simply a mistake, it might have been expected that the US and its allies would say as much.  If so, it is an extremely serious and worrying development, suggesting that some members of the US-led anti-Islamic State coalition are actually in league with the Islamic State.  (“Did Members of the US-Led Coalition Carry Out an Air Strike to Help ISIS?” Alexander Mercouris, Russia Insider)
  • So there it is in black and white. The Russians think someone in the US-led coalition is teaming up with ISIS. That should make for some interesting conversation when Kerry sashays into the Kremlin today. Does Kerry have any clue that Putin and his lieutenants are probably going to produce evidence that coalition warplanes were involved in the bombing of the Syrian military base?  How do you think he’ll respond to that news? Will he apologize or just stand there dumbstruck? And how will he react when Putin tells him that if a similar incident takes place in the future, Russian warplanes and anti-aircraft units are going to shoot the perpetrator down? If I am not mistaken, Kerry is in for a big surprise on Tuesday. He’s about to learn that Putin takes war very seriously and is not going to let Washington sabotage his plans for success. If Kerry’s smart, he’ll pass along that message to Obama and tell him he needs to dial it down a notch if he wants to avoid a war with Russia.

    Article published just before Kerry's meeting with Lavrov, et al, after which Kerry announced that Assad stepping down is no longer a U.S. pre-condition of negotiating peace in Syria. It's important to keep in mind here that non-interference in the internal affairs of foreign nations is a fundamental tenet of international law, one that the U.S. regime change position on Syria openly flouted, as it did in Afghanistan, Iraq, and Libya. So what is behind Kerry's suddenly-acquired respect for the right of the people of Syria to choose their own leader? Mike Whitney offers us a smorgasbord of reasons in this article, all of which boil down to Russian blackmail, a threat to go public with incredibly damning information on what the U.S. and allies have been up to in Syria. This may be a turning point in the Syrian War, since the positions of the Gulf Coast Council (Saudi Arabia, Qatar, UAE, etc.) and the salafist jihadis they have supplied to take down Assad has been unequivocal insistence that Assad agree to step down as a precondition of negotiation.  I.e., the U.S. is forking away from the Gulf Coast Council/jihadi position. How will they react?

  • MR KIRBY: Well, again, I think – and I think Mark walked you through this – there were three principal topics that they discussed. One was Syria; one was Ukraine; and the other, of course, was DPRK and our work inside the UN to pursue additional sanctions on the regime. The discussion on Syria focused on two things principally. One was the situation in Aleppo and the Secretary’s obvious and deep concern about the continued siege there and also about the potential to continue multilateral efforts to discuss the way ahead. And that’s – and that’s basically it. We certainly, when we said we were suspending U.S.-Russia bilateral engagement on the cessation of hostilities and the work to that end in Syria, there was never any expectation that the two foreign ministers wouldn’t speak about Syria again. And certainly, if we’re going to continue multilateral efforts, which we fully intend to do, whether it’s with the ISSG or other partners or through the UN, there’s no way you can do that without including Russia in that discussion. QUESTION: So and just – so are you trying to set up a meeting, for example? I mean, you’re talking about bilateral discussions. Are you trying to set up a meeting with other countries including Russia on this? MR KIRBY: I don’t have anything on the schedule to speak to today, but I certainly wouldn’t rule out the fact that there will be attempts and efforts through multi – through a multilateral fora to meet again and to try to work through this. I certainly wouldn’t rule that out. QUESTION: And just one other one. Given the failure of the previous efforts and given the main thing that you guys argued was that the carrot or the leverage you had was Russia’s eagerness for intelligence-sharing cooperation, et cetera, the JIC, what makes you think they’re going to be any more likely to work to halt or reduce the violence in a multilateral context absent those incentives than they were when they had the incentives on the table? MR KIRBY: We don’t know. We don’t know. That’s a call for them to make if they’re interested or willing in participating in a multilateral discussion or not. But speaking for Secretary Kerry, I can tell you that he fully intends to use multilateral efforts available to him, whether it’s the ISSG or the UN or something separate and distinct. Tom Shannon was in Berlin at the invitation of the German Government just yesterday to – a smaller but still multilateral discussion about Syria. The Secretary has every intent to continue to use those vehicles as best he can. But we don’t know whether Russia will come to those sessions. We don’t know whether they will do so --
  • QUESTION: Yeah, okay. And is there anything that you are doing to try to stop Aleppo from falling to the government, the Russian-backed government offensive, or have you kind of written it off? MR KIRBY: Nobody is writing off Aleppo. I think everybody’s deeply troubled and concerned about what appears to be a very continued, concerted, and if – and increased effort by the regime to conduct a siege and to take Aleppo. But -- QUESTION: Yeah. Are you doing anything to stop it? MR KIRBY: Well, we obviously are continuing – another reason why, as I said, they – Foreign Minister Lavrov and the Secretary spoke yesterday was the Secretary was expressing our concerns about what’s going on in Aleppo. We’re not turning a blind eye to that. And we still want – the short answer to your question is we’re still interested in pursuing a cessation of hostilities that can endure nationwide, and certainly in Aleppo. It’s just that now we’re going to have to pursue that goal through a multilateral effort and not any longer solely through a bilateral effort with Russia.

  • QUESTION: Let me just follow up on the statement made by Brigadier General Konashenkov, the spokesman for the ministry of defense. He said that they have the 300 and the 400 and it’ll come out surprisingly and so on. Does that give you pause in contemplating a military option? MR KIRBY: Again, Said, I don't want to – I think it’s safe to assume that we’re looking at a full range of options here. And those comments notwithstanding, we still have a responsibility as a government to consider all those options. What we’ve also said is that none of the other options that we’ve talked about to date are any better or can lead – we don’t believe will lead to a better outcome than what we’re trying to pursue through diplomacy. And we’re still trying. Even though we’re suspending bilateral cooperation with Russia, we’re still trying to pursue diplomatic solutions here. And so I just don’t want to – I don’t think it’s useful or helpful for me to speculate one way or the other about these comments and the threats that they might embody. We have a responsibility to the Syrian people, to our allies and partners, and we take that responsibility seriously. And we’re approaching this conversation inside the government with that in mind.
  • QUESTION: In the event that a strike is decided upon and you take out certain, let’s say, runways or military facilities and so on, it would be just a punishment or would it be a la Desert Fox back in 1998 in Iraq? Or would it be something that is sustained to basically – like Libya, to overthrow the regime? MR KIRBY: Said, you’re well ahead of any decisions, at least that have been made to date here, on the U.S. side. I can’t even begin to entertain that question. We still believe a diplomatic approach is the best one. Yes, inside the government, we continue to have conversations about options. Not all of those options, as I’ve said, revolve around diplomacy. It would be irresponsible for us not to think about other tools available to us to change the situation on the ground in Syria. But we’ve also said that military options, whether they’re a no-fly zones, a safe zone, whatever you want to call them, they bear risk. They expend resources. And they’re certainly, just by dint of the fact that they’re military, are going to not de-escalate the tension, not going to bring down the violence necessarily. That doesn’t mean they’re off the table. It just means that, in consideration of them, we have to factor all of that in. But your question gets well, well ahead of where we are right now, and I couldn’t possibly answer it.
  • QUESTION: If we can go back to Syria – and sorry, this is from a little bit earlier in the week, and so I apologize if it’s already been addressed. But I was wondering if you had a response to the Russian Government blaming – putting blame on the U.S. for the shelling of the Russian embassy in Damascus. MR KIRBY: I don’t know if it’s been addressed or not. There’s no truth to it. Okay?
