Presently, the fearsome Red Army stood down-an outcome which 45 years of Cold War military mobilization by the West had failed to accomplish. At the time, the U.S. Warfare State's budget- counting the pentagon, spy agencies, DOE weapons, foreign aid, homeland security and veterans--was about $500 billion in today's dollars.  Now, a quarter century on from the Cold War's end, that same metric stands at $900 billion. This near doubling of the Warfare State's fiscal girth is a tad incongruous.  After all, America's war machine was designed to thwart a giant, nuclear-armed industrial state, but, alas, we now have no industrial state enemies left on the planet. The much-shrunken Russian successor to the Soviet Union, for example, has become a kleptocracy run by a clever thief who prefers stealing from his own citizens. Likewise, the Red Chinese threat consists of a re-conditioned aircraft carrier bought second-hand from a former naval power--otherwise known as the former Ukraine. China's bubble-ridden domestic economy would collapse within six weeks were it to actually bomb the 4,000 Wal-Mart outlets in America on which its mercantilist export machine utterly depends. On top of that, we've been fired as the world's policeman, al Qaeda has splintered among warlords who inhabit the armpits of the world from Yemen to Somalia and during last September's Syria war scare the American people even took away the President's keys to the Tomahawk missile batteries.  In short, the persistence of America's trillion dollar Warfare State budget needs some serious "splainin". With court approval, NSA resumes bulk collection of phone data - The Washington Post - 0 views

  • The National Security Agency on Tuesday restarted its bulk collection of Americans’ phone records for a temporary period, following a federal court ruling this week that gave it the green light, U.S. officials said. The Foreign Intelligence Surveillance Court on Monday ruled that the NSA could resume gathering millions of Americans’ phone metadata — call times, dates and durations — to scan for links to foreign terrorists. [Here’s the court’s opinion] But the resumption is good for only 180 days — or until Nov. 29, in compliance with the USA Freedom Act. That law, which President Obama signed June 2 after a contentious congressional debate, will end the government’s bulk collection of metadata. It provided, however, for a transition period to allow the NSA time to set up an alternative system in which the data is stored by the phone companies.
  • After the law took effect, the government immediately applied to the surveillance court to restart its collection. Because Congress passed the bill a day after the underlying statute authorizing the NSA program had expired, there was a question as to whether lawmakers had authorized the government’s temporary harvesting of phone records. “In passing the USA Freedom Act, Congress clearly intended to end bulk data collection of business records and other tangible things,” Judge Michael W. Mosman wrote in his opinion. “But what it took away with one hand, it gave back — for a limited time — with the other. . . . It chose to allow a 180-day transitional period during which such [bulk] collection could continue.”

Ron Wyden (D-Ore.) said he saw no reason to resume collection, even on a temporary basis. “This illegal dragnet surveillance violated Americans’ rights for 14 years without making our country any safer,” he said. Mosman also ruled that FreedomWorks, a grass-roots libertarian organization, and its attorney, Ken Cuccinelli II, could submit “friend of the court” briefs that argue against the lawfulness of the metadata program. In May, a federal appeals court in New York held that the program was unlawful. The U.S. Court of Appeals for the 2nd Circuit ruled that the program stretched the meaning of the statute — Section 215 of the USA Patriot Act — to enable data collection in “staggering” volumes in the chance that “at some future point” there might be a need to search for terrorist links.

How a false witness helped the CIA make a case for torture | Al Jazeera America - 0 views

  • Buried amid details of “rectal rehydration” and waterboarding that dominated the headlines over last week’s Senate Intelligence Committee findings was an alarming detail: Both the committee’s summary report and its rebuttal by the CIA admit that a source whose claims were central to the July 2004 resumption of the torture program  — and, almost certainly, to authorizing the Internet dragnet collecting massive amounts of Americans’ email metadata — fabricated claims about an election year plot. Both the torture program and President Bush's warrantless wiretap program, Stellar Wind, were partly halted from March through June of 2004. That March, Assistant Attorney General Jack Goldsmith prepared to withdraw Pentagon authorization for torture, amid growing concern following the publication of pictures of detainee abuse at Iraq's Abu Ghraib, and a May 2004 CIA inspector general report criticizing a number of aspects of the Agency's interrogation program. On June 4, 2004, CIA Director George Tenet suspended the use of torture techniques.
  • During the same period, the DOJ lawyers who pushed to stop torture were also persuading President George W. Bush to halt aspects of Stellar Wind, a program that conducted warrantless wiretapping of Americans’ communications inside the U.S., on top of the Internet metadata. After a dramatic confrontation in the hospital room of Attorney General John Ashcroft on March 10, 2004, acting Attorney General Jim Comey and Goldsmith informed Bush there was no legal basis for parts of the program. Ultimately, Bush agreed to modify aspects of it, in part by halting the collection of Internet metadata. But even as Bush officials suspended that part of the program on March 26, they quickly set about finding legal cover for its resumption. One way they did so was by pointing to imminent threats — such as a planned election-season attack — in the United States.
  • The CIA in March 2004 received reporting from a source the torture report calls "Asset Y,” who said a known Al-Qaeda associate in Pakistan, Janat Gul — whom CIA at the time believed was a key facilitator — had set up a meeting between Asset Y and Al-Qaeda's finance chief, and was helping plan attacks inside the United States timed to coincide with the November 2004 elections. According to the report, CIA officers immediately expressed doubts about the veracity of the information they’d been given by Asset Y. A senior CIA officer called the report "vague" and "worthless in terms of actionable intelligence." He noted that Al Qaeda had already issued a statement “emphasizing a lack of desire to strike before the U.S. election” and suggested that since Al-Qaeda was aware that “threat reporting causes panic in Washington” and inevitably results in leaks, planting a false claim of an election season attack would be a good way for the network to test whether Asset Y was working for its enemies. Another officer, assigned to the group hunting Osama bin Laden, also expressed doubts. In its rebuttal to the Senate report, the CIA argues the agency was right to take seriously Asset Y’s reporting , in spite of those initial doubts. The CIA wrote numerous reports about the claim “even as we worked to resolve the inconsistencies.” Reports from detainee Hassan Ghul, who was captured in January 2004, supported the possibility that a cell of Al-Qaeda members in Pakistan’s tribal areas might be planning a plot of which he was unaware. And the CIA corroborated other parts of Asset Y's reporting.

  • Still, the CIA had one further reason for doubting claims that Gul was at the center of an Al-Qaeda election-year plot. Ghu told the CIA about an attempt by Gul, in the fall of 2003, to sell anti-aircraft missiles to Al-Qaeda; the Qaeda figure in Ghul’s story didn't even want to work with Gul. And Ghul later learned Gul was probably lying about his ability to acquire the missiles.
  • Nevertheless, the CIA took seriously Asset Y’s claim that Gul was involved in an election plot and moved quickly to gain custody of him after his arrest by Pakistan in June 2004. Even before CIA rendered Gul to its custody, Tenet started lobbying to get torture techniques reapproved for his interrogation. On June 29, Tenet wrote National Security Adviser Condoleezza Rice seeking approval to once again use some of the techniques whose use he suspended less than four weeks earlier, in the hope of gathering information on the election season plot. "Given the magnitude of the danger posed by the pre-election plot and Gul's almost certain knowledge of any intelligence about that plot” Tenet wrote, relying on Asset Y's claims, “I request the fastest possible resolution of the above issues." On July 20, according to the report, top administration officials gave CIA verbal approval to get back into the torture business. Ashcroft stated that most previously approved interrogation techniques would not violate U.S. law on July 22 (though not waterboarding). And by the end of July, CIA started coaxing DOJ to approve other techniques — such as slapping someone in the stomach or hosing them down with cold water or limiting their food — which had already been used by the CIA but never officially approved by DOJ.
  • At the same time, the government was also using the ostensible election-season plot, among others, to persuade the Foreign Intelligence Surveillance Court (FISC) – the secret court that approves domestic spying on Americans – to authorize the Internet dragnet. After Bush halted the Internet dragnet on March 26, his aides began working with FISC presiding judge Colleen Kollar-Kotelly to find a way to use FISA authority -- normally been used to access records for a single phone or Internet account -- to collect Internet metadata in bulk. They provided a series of briefings, including one attended by Terrorist Threat Integration Center head John Brennan and CIA Director George Tenet, to explain the threat. In addition, they provided what – under Stellar Wind – analysts called a “scary memo,” summarizing all the threats facing the country to underscore the urgency of the program. Tenet's declaration included as an appendix to an application submitted in the days before July 14, 2004, laid out the threats CIA and others were fighting that summer.
  • Judge Kollar-Kotelly invoked Tenet's material in a redacted section of her opinion authorizing the phone dragnet, pointing to it as a key reason to permit collection of what she called “enormous” amounts of data from innocent Americans.
  • Soon after the reauthorization of the torture and the Internet dragnet, the CIA realized ASSET Y's story wasn't true. By September, an officer involved in Janat Gul's interrogation observed, “we lack credible information that ties him to pre-election threat information or direct operational planning against the United States, at home or abroad.” In October, CIA reassessed ASSET Y, and found him to be deceptive. When pressured, ASSET Y admitted had had made up the story of a meeting set up by Gul. ASSET Y blamed his CIA handler for pressuring him for intelligence, leading him to lie about the meeting. By 2005, CIA had concluded that ASSET Y was a fabricator, and Janat Gul was a “rather poorly educated village man [who is] quite lazy [who] was looking to make some easy money for little work and he was easily persuaded to move people and run errands for folks on our target list” (though the Agency wasn't always forthright about the judgment to DOJ). The torture program, which was resumed in part because of a perceived urgency of extracting information from Gul on a plot that didn't exist, continued for several more years. The Internet dragnet continued under FISC authorization, on and off, until December 2011. And several other still active NSA programs, including the phone dragnet, relied on Kollar-Kotelly's earlier authorization as precedents – the case for which had also been derived, in part, from one long discredited fabricator.

EU Considers Improved Russia Ties -- Update - NASDAQ.com - 0 views

  • The European Union could significantly scale back sanctions and resume discussions with Russia on issues from visa-free travel, cooperation with the Moscow-led Eurasian Economic Union and the crisis in Libya, Syria and Iraq if Russia moves to end the crisis in eastern Ukraine, according to an EU discussion paper. While insisting the EU cannot return to "business as usual" with Moscow, the paper suggests the EU consider gradually normalizing many aspects of its ties with Russia in what would be a significant shift in relations.
  • The paper, which hasn't yet been sent to member states, was prepared by the EU's foreign-policy arm ahead of a meeting of the bloc's foreign ministers in Brussels on Monday. No immediate decisions are expected from that meeting where the EU's medium-term approach to Russia is the main item on the agenda. EU energy chief Maros Sefcovic will visit Moscow on Wednesday for discussions with top officials from the government and the state gas company Gazprom.

EU foreign policy chief Federica Mogherini has said that she will visit Moscow in early 2015 and insisted dialogue must be maintained. The paper raises the question of whether the EU needs "a more proactive approach," including a series of possible trade-offs, to induce policy change from Russia. "Such a process would need to be selective and gradual, and commensurate with the degree to which Russia responds positively," the paper said.

  • It warns however that, further thought should also be given to initiatives to strengthen the bloc's resilience to " further Russian pressure, intimidation and manipulation" in the energy, cybersecurity and aviation fields. The paper also urges reflection on how the EU should respond to Russia's funding of radical EU parties and its propaganda efforts. One key idea floated is that EU sanctions on Russia be regrouped into those directly tied to the Crimea annexation and others that could be lifted if the situation in east Ukraine is normalized. The former would stay in place as long as Moscow kept control of Crimea, where the paper says "no change is expected in the short term." The paper says the "EU should be ready to scale down" the latter "as soon as Russia implements the Minsk agreements." There is no mention in the paper that sanctions could be tightened if there is no improvement in the situation in eastern Ukraine.
  • The paper suggests that if Russia throws no fresh wrenches into the full implementation of the EU-Ukraine trade pact and takes steps to resolve outstanding trade disputes, the EU could consider establishment of formal relations with the Russian-dominated Eurasian Economic Union. The paper also floats the gradual resumption of discussions on energy, environment and climate change issues. It suggests a partial resumption of discussions on an updated bilateral trade and political agreement focusing on rule-of- law cooperation and regulatory convergence.

US and Russia reach tentative agreement for Syria ceasefire | World news | The Guardian - 0 views

  • The US and Russia agreed a tentative ceasefire deal for Syria late on Friday night, intended to lead the way to a joint US-Russian air campaign against Islamic State and other extremist groups and new negotiations on the country’s political future.
  • Lavrov described the situation in Syria as a “quagmire” with multiple warring parties, some of whom would seek to undermine the US-Russian deal. For that reason, he added, much of the deal would remain secret to prevent efforts at sabotage. But the Russian foreign minister said Russia had secured the agreement of Bashar al-Assad’s regime in Damascus.
  • As part of the complex agreement, a seven-day pause in the fighting would begin on Monday evening, the beginning of the Muslim holiday of Eid al-Adha. During that time, the Syrian army would relax its stranglehold on rebel held areas of Aleppo allowing for the delivery of humanitarian aid to the starving city, while rebels would stop fighting around government areas. The Syrian regime would suspend airstrikes on rebel-held areas around the country, the main source of civilian casualties. If the ceasefire holds, the Russian and US military would start planning joint air operations against extremist groups, including Isis and al-Nusra Front (also referred to as the Front for the Conquest of Syria). The Syrian air force would stay out of zones being targeted by the US and Russia. The US is also aiming to convince other rebel groups to separate themselves from the Nusra Front where they have been fighting the regime together.

  • Lavrov said he hoped the ceasefire would lead to the prompt resumption of negotiations over Syria’s political future. Kerry said that he had been in contact with the opposition groups in the High Negotiation Committee over the course of the week and they were prepared to take part in such talks if the ceasefire held and humanitarian aid was delivered to besieged civilian populations.
  • If the ceasefire holds for the first week, US and Russian military officers would form a joint cell to plan and coordinate airstrikes against Isis and al-Nusra. Delineating the zones deemed to be controlled by Nusra Front was one of the thorniest issues at the negotiations, as the extremist group has fought with a range of other rebel organisations on different fronts in western Syria. Disentangling them from their allies on the ground will be one of the biggest challenges of maintaining the ceasefire deal.

    This would seem to be a major capitulation by the U.S. because there is now agreement that both ISIL and al-Nusrah will be targeted by both nations when fighting resumes. To date, the U.S. has attempted in negotiations to shield al-Nusrah (al-Qaeda in Syria), despite having voted for the U.N. Security Council resolution that mandates an end of any kind of assistance to al-Nusrah and calls for strong military action to defeat the group. But bear in mind that the U.S. and its allies (Turkey, Saudi Arabia, Qatar, and Israel, direct both ISIL and al-Nusrah and provide them with funding, weapons, supplies, and intelligence. So the U.S. is almost without doubt playing a double game here.

Kerry & Lavrov announce new Plan for Syria, sideline Damascus with de facto No Fly Zone... - 0 views

  • Following their meeting on the situation in Syria, U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov agreed on the preparation of several documents for the resumption of the Geneva talks on Syria. Largely omitting the invasion of Syria by NATO member Turkey, Kerry and Lavrov agreed that the Syrian Air Force should completely halt its air strikes.
  • Following the latest rounds of talks between U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov on Syria in Geneva, Switzerland, the two diplomats held a joint press conference. Kerry initiated the conference, thanking reports for their patience. Kerry presented his view of the meeting, saying:

One giant weak point in the agreement is the requirement that all Syrian opposition groups that want protection from aerial bombardment distance themselves geographically from ISIL and al-Nusrah. This is a burden that falls on the U.S. to arrange. And it's likely that ISIL and al-Nusrah will simply expand their territory to include the new geographic locations of the separating fighting groups, most likely with the U.S.'s active collaboration. Thus, the U.S. ability to deliver what it has committed to do will be an upstream swim at best. An important caveat was added by the article's author at the end: "It is worth noting that any U.S. - Russian agreement to the effect that Syria entirely ends its aerial bombings of insurgents is inconsistent with the Syrian Arab Republic's sovereignty, and Syria's right to self-defense, especially in the light of the Turkish military invasion supported by so-called Free Syrian Army units and so-called Turkmen rebels. Any U.S. - Russian attempt to enforce this de facto no-fly-zone, even if its should be based on a unanimous UN Security Council Resolution, would still violate Syrian sovereignty and be questionable, considering that both Russia and the US are belligerent parties whose interests do not necessarily concur with those of the legal and sovereign government of the Syrian Arab Republic."

  • The United Nations Security Council (UNSC) on Saturday, Dec. 31, 2016, unanimously adopted a resolution welcoming the ceasefire in Syria, brokered by Russia and Turkey.
  • The Council unanimously adopted the ceasefire brokered by Russia and Turkey that came into effect earlier this week, as an attempt to end the more than five-year-long war in Syria. The ceasefire is perceived as a first step in the attempt to re-launch attempts to find a political solution. The resolution also welcomes plans for talks to take place in Astana, Kazakhstan, with participants from Russia, Iran and Turkey, as well as representatives of the Syrian government and the opposition, ahead of the resumption of U.N.-brokered talks in Geneva in February. The government of Turkey had, prior to the adoption of the resolution by the UNSC assured that it would coordinate preparations for the talks in Astana with representatives of the governments of Saudi Arabia, Qatar, the UK, the USA and other key supporters of the so-called “opposition”. Excluded from the ceasefire are the self-proclaimed Islamic State (a.k.a. ISIS, ISIL, or Deash), Jabhat al-Nusra (a.k.a. Jabhat Fatah al-Sham) and, ironically, also the Syrian Kurdish PYD and its military wings the YPG and the all-female YPJ. In remarks after the vote, several delegates on the Security Council welcomed the ceasefire but said the agreement contained gray areas and that its implementation was fragile. The original Russian draft was changed after last minute negotiations so the language was changed to welcome and support the deal to appease some council members and win unanimous support.

Court asked to kill off NSA's 'zombie dragnet' of Americans' bulk phone data | US news ... - 0 views

  • The leading civil liberties group in the United States has requested a federal court to stop the National Security Agency from collecting Americans’ phone data in bulk through the end of the year.
  • While the surveillance dragnet was phased out by Congress and Barack Obama last month, an American Civil Liberties Union suit seeks to end a twilight, zombie period of the same US phone records collection, slated under the new law to last six months. “Today the government is continuing – after a brief suspension – to collect Americans’ call records in bulk on the purported authority of precisely the same statutory language this court has already concluded does not permit it,” the ACLU writes in a motion filed on Tuesday before the second circuit court of appeals.
  • The venue is significant. On 7 May, as Congress debated ending the domestic phone-records collection, the second circuit ruled the collection was illegal. Yet it did not order Obama’s administration to cease the bulk collection, writing that a preferable option would be to stay out of the unfolding legislative battle over the future scope of US surveillance. That debate ended on 2 June with the passage of the USA Freedom Act, which reinstated expired provisions of the Patriot Act that the government had since 2006 relied upon – erroneously, in the second circuit’s view – for the bulk collection. Yet it ended the NSA’s bulk US phone records collection and created a new mechanism for the NSA to gather “call data records” from telecoms pursuant to a court order.

  • Within hours of signing the bill, Obama requested that the secret surveillance panel known as the Fisa court reinstate the dragnet, relying on a provision permitting a six-month “transition” period. Judge Michael Mosman granted the request on 29 June. The ACLU, which was the plaintiff in the case the second circuit decided, has indicated since the Fisa court began considering resumption of the dragnet that it would seek an injunction. Its major contention in support of the requested injunction is that despite the Freedom Act’s provision for a transition period, the underlying law authorizing the bulk surveillance remains the same Patriot Act provisions that the second circuit held do not justify the NSA phone-records collection. “There is no sound reason to accord this language a different meaning now than the court accorded it in May. [The Patriot Act] did not authorize bulk collection in May, and it does not authorize it now,” reads the ACLU brief.

AMERICAS - US halts aid to Syrian rebels - 0 views

  • The United States has cut off northern Syrian moderate rebel groups from non-lethal aid, with an al-Qaeda advance in northern Syria physically blocking the aid’s dispersal, as the Obama administration continues to ‘disengage’ itself from Syria.Daily Hürriyet’s Washington representative, Tolga Tanış, reported that the Obama administration commenced its ‘disengagement’ from Syria on Oct. 2, laying out three conditions to the moderate rebels, should they wish for the resumption of aid.
  • On Oct. 2, U.S. State Department officials conferred and decided on sending three messages to the moderate rebels. Citing an unnamed source who attended meetings, Tanış said the first one was that the U.S. would not repeat the same mistake in Afghanistan where supported groups were radicalized; instead, Washington would wait for moderate groups to distance themselves from radicals. The second one was that the U.S. would not resume its provision of aid until Turkey reopens its border gate and the moderate rebels took control of the northern Syrian town of Azaz. The third and final one was that the U.S. would not allow for any further developments until positive indications were observed from the rebels.
  • A U.S. official advised yesterday that the aid to rebels had officially ceased. “ISIS has blocked the dispersal of part of the aid. The border gate is closed and we cannot distribute necessary supplies,” he said. Another source familiar with the matter commented on the new U.S. policy, saying it has caused quite the stir within the CIA, including the resignation of a high-ranking official in September.

Iran calls for a timetable for global nuclear disarmament - The Washington Post - 0 views

  • Iran accused the five nuclear powers Wednesday of failing to take concrete action to eliminate their stockpiles and called for negotiations on a convention to achieve nuclear disarmament by a target date. Iran’s deputy U.N. ambassador Gholam Hossein Dehghani told the U.N. Disarmament Commission that “a comprehensive, binding, irreversible, verifiable” treaty is the most effective and practical way to eliminate nuclear weapons. He accused the nuclear powers — the U.S., Russia, China, Britain and France — of promising nuclear disarmament but making no significant progress. Dehghani’s speech came days after the announcement of a framework agreement between Iran and the five nuclear powers and Germany aimed at keeping Tehran from being able to develop a nuclear weapon. It has to be finalized by June 30.
  • The commission, which includes all 193 member states, is supposed to make recommendations in the field of disarmament but has failed to make substantive proposals in the past decade. Its three-week meeting is taking place ahead of the five-year review of the Nuclear Nonproliferation Treaty (NPT), the world’s single most important pact on nuclear arms, which begins on April 27. The NPT is credited with preventing the spread of nuclear weapons to dozens of nations since entering into force in 1970. It has done that via a grand global bargain: Nations without nuclear weapons committed not to acquire them; those with them committed to move toward their elimination; and all endorsed everyone’s right to develop peaceful nuclear energy.
  • Dehghani said that as a non-nuclear weapon state and NPT member, Iran believes it’s time to end the incremental approach toward disarmament and to start negotiations with all nuclear and non-nuclear weapon states on a convention that would set a deadline for ridding the world of nuclear weapons. He noted that a proposal in 2013 by the Nonaligned Movement, which represents over 100 developing countries, to start negotiations on a comprehensive nuclear weapons convention in the Conference on Disarmament gained wide support.   • In the National Intelligence Estimate, Iran: Nuclear Intentions and Capabilities, produced in November 2007, the 16 US intelligence services expressed the consensus view that Iran hadn’t got an active nuclear weapons programme at that time.  That is still their view today.   As he revealed in his memoir Decision Points, instead of being pleased that Iran was almost certainly not developing nuclear weapons, President Bush was “angry” that his intelligence services had expressed this view.  He was “angry” because it cut the ground from under his efforts to gain international support for what he termed “dealing with Iran”, which clearly went beyond ensuring that it did not possess nuclear weapons.  The NIE had a big impact, he concluded – and not a good one.   His full comments on the NIE in Decision Points are as follows:
  • In November 2007, the intelligence community produced a National Intelligence Estimate on Iran’s nuclear program. It confirmed that, as we suspected, Iran had operated a secret nuclear weapons program in defiance of its treaty obligations. It also reported that, in 2003, Iran had suspended its covert effort to design a warhead – considered by some to be the least challenging part of building a weapon.  Despite the fact that Iran was testing missiles that could be used as a delivery system and had announced its resumption of uranium enrichment, the NIE opened with an eye-popping declaration: “We judge with high confidence that in fall 2003, Tehran halted its nuclear weapons program.”   The NIE’s conclusion was so stunning that I felt certain it would immediately leak to the press. As much as I disliked the idea, I decided to declassify the key findings so that we could shape the news stories with the facts. The backlash was immediate. Ahmadinejad hailed the NIE as “a great victory.”  Momentum for new sanctions faded among the Europeans, Russians, and Chinese. As New York Times journalist David Sanger rightly put it, “The new intelligence estimate relieved the international pressure on Iran – the same pressure that the document itself claimed had successfully forced the country to suspend its weapons ambitions.”   In January 2008, I took a trip to the Middle East, where I tried to reassure leaders that we remained committed to dealing with Iran. Israel and our Arab allies found themselves in a rare moment of unity. Both were deeply concerned about Iran and furious with the United States about the NIE. In Saudi Arabia, I met with King Abdullah and members of the Sudairi Seven, the influential full brothers of the late King Fahd.   “Your Majesty, may I begin the meeting?” I said. “I’m confident that every one of you believes that I wrote the NIE as a way of avoiding taking action against Iran.”
  • No one said a word. The Saudis were too polite to confirm their suspicion aloud.   “You have to understand our system,” I said. “The NIE was produced independently by our intelligence community. I am as angry about it as you are.”   The NIE didn’t just undermine diplomacy.  It also tied my hands on the military side. There were many reasons I was concerned about undertaking a military strike on Iran, including its uncertain effectiveness and the serious problems it would create for Iraq’s fragile young democracy. But after the NIE, how could I possibly explain using the military to destroy the nuclear facilities of a country the intelligence community said had no active nuclear weapons program?   I don’t know why the NIE was written the way it was. I wondered if the intelligence community was trying so hard to avoid repeating its mistake on Iraq, that it had underestimated the threat from Iran.  I certainly hoped that intelligence analysts weren’t trying to influence policy. Whatever the explanation, the NIE had a big impact – and not a good one.

European leaders (especially Merkel of Germany, Hollande of France, and Putin of Russia) urged him not to resume his bombing campaign against the southeast, but the U.S. (specifically President Obama) supports the bombings, and that’s enough for Poroshenko; so, he did it. As the U.S. State Department said, “he has a right to defend his country.” Reuters reports that Poroshenko gave as his reason for the resumption, “to rid Ukraine of ‘parasites’.”  Adolf Hitler had given the same reason for ethnically cleansing his country.   • Debkafile, an Israeli website close to the military intelligence, has reported that the Trump administration has decided to take a series of punitive measures against the Palestinian Authority (PA) after its successful campaign on Jerusalem in the UN General Assembly. In a report issued on 23 December, the Israeli website cited its sources in Washington as stating that President Trump had decided to sever contacts and relations with the PA and President Mahmoud Abbas. According to Debkafile, the Israeli-Palestinian peace plan under preparation in Washington will not be submitted to Ramallah but only to Israel and the relevant Arab governments. These steps were taken after the PA had been warned more than once, and told to drop its campaign against the Trump pronouncement on Jerusalem because of its negative impact on the region, according to the Israeli website. It added that the White House move was communicated to the PA through a third Arab party. The Israeli website further reported that the US will not publicly announce its freeze of aid to the PA. However, the administration will stop support and delay the resumption of economic projects backed by US institutions and re-examine them. President Trump also decided not to invite Palestinian officials to the White House, State Department and US Treasury, and not to receive Palestinians at the US National Security Council where they used to participate in meetings aimed at shaping US strategy in the Middle East. According to the Israeli website: “The US will halt its contributions to the UN Relief and Works Agency for Palestine (UNRWA), an estimated one billion dollars per annum” and will order Saudi Arabia, the UAE and Qatar to reduce the amount of aid provided to the Authority. While no official statements were made by the US administration or the PA, the Israeli website confirmed that US officials have informed Saeb Erekat, the PA’s chief negotiator, that there is nothing to discuss with him anymore.

Defunding the PA could actually advance Palestinian interests mightily since the PA has served the role as lapdog for Israel and the U.S., bringing Hamas into the role of Palestinian political leadership
