Geneva talks end without deal on Iran's nuclear programme | World news | The Observer - 0 views

  • Three gruelling days of high-level and high-stakes diplomacy came to an end in Geneva with no agreement on Iran's nuclear programme, after France blocked a stopgap deal aimed at defusing tensions and buying more time for negotiations.A six-nation group of major powers and Iran agreed only to meet again on 20 November, but on a lower level – senior diplomats rather than foreign ministers. The EU foreign policy chief, Catherine Ashton, said: "A lot of concrete progress has been achieved, but differences remain." Asked about the part France had played, Ashton said that all parties to the talks had played an important role.The Iranian foreign minister, Mohammad Javad Zarif, also sought to play down the disagreements that had surfaced with France, and the divisions between the six-nation group, known as the P5+1.

The west and Israel have called for construction work to stop as part of an interim deal aimed at buying time for negotiations on a more comprehensive long-term deal.Iran says the reactor's purpose is to produce nuclear isotopes that are useful for medical and agricultural purposes. But when operating it would produce plutonium as a by-product in its spent fuel, and that plutonium would represent a serious proliferation risk, giving an alternative route to making a bomb that would not depend on uranium enrichment. Israel has threatened to bomb the reactor before it starts operations, pointing out that once it is fuelled, bombing becomes impossible as it would scatter radioactive fallout around a large region.On the sidelines of the talks, which shifted from Geneva's Palais des Nations to the five-star Intercontinental Hotel after the foreign ministers arrived yesterday, some western officials accused France of sabotaging the hopes of a deal to curry favour with Israel and the Gulf Arab states.

Beltway Foreign Policy Groups to Congress: Stay Out of the Way on Iran! « Lob... - 0 views

  • The November 24 deadline for Iran and world powers to reach an agreement on Iran’s nuclear program is quickly approaching.
  • If there is a deal on Nov. 24, the White House indicated, in an article authored by David E. Sanger in Sunday’s New York Times, that it would not seek an immediate vote on the agreement or sanctions relief, instead asserting that the administration can, and may need to, roll back some sanctions unilaterally as part of immediate sanctions relief guarantees in a possible agreement. Hawks in Congress may want to portray their position as representing the mainstream consensus but a letter signed by thirty-seven organizations and sent to members of Congress on Thursday offers some indication that many foreign policy groups in the beltway are concerned by Congress’ latest effort to meddle in the final weeks of sensitive diplomacy before the November deadline. The signatories—which include the Center for Arms Control and Non-Proliferation; J Street; MoveOn.org; the National Iranian American Council; Progressive Democrats of America; the United Methodist Church and VoteVets— expressed “deep concern with inaccurate and counterproductive rhetoric from a handful of Members of Congress regarding possible outcomes of the current negotiations.”
  • They continue: Particularly irresponsible are threats to oppose any comprehensive agreement limiting Iran’s nuclear program that initially suspends US sanctions on Iran through lawful executive action. Congress’ authorization of the President’s power to suspend and re-impose US sanctions on Iran is clear and unmistakable in each piece of legislation it has passed on the subject. Use of these provisions by the President to implement the initial phase of an agreement that ensures Iran does not acquire a nuclear weapon would reflect an affirmation, not a subversion, of Congress’ will. The echo chamber on Capitol Hill may give members of the House and Senate the impression that only the threat of military action or crushing sanctions are effective tools in bringing Iran to the negotiating table. Congress may lean hawkish but progressive groups in the beltway are throwing their weight behind the White House’s efforts to reach a diplomatic agreement on Iran’s nuclear program and are urging Congress to stay out of the way.

    There's more behind this story than appears in its words. "Progressive" organizations have largely stood silent on the topic of war since Obama was elected because they are Obama fans and Obama has been anything but peaceful. But now they turn out because Obama needs Congress to stay out of the Iran situation until negotiations are complete and for some time afterward. The pressure on Congress to intervene is coming from the Israel Lobby. Keep in mind that it's been the consensus position of all 17 U.S. intelligence agencies for many years that Iran has no plans to create a nuclear weapon capability. Several Israeli intelligence and military leaders have said the same thing. The Iranian nukes myth is a propaganda theme of the ultra-right wing Israeli government leadership that has been used for several years in efforts to persuade the U.S. to invade Iran and bomb it back into the Stone Age. And their excuse for involving the U.S. military evaporates if the Obama Administration successfully negotiates an agreement with Iran that limits its lawful development of nuclear energy for peaceful purposes that will safeguard from any change of mind in Iran on development of nuclear weapons via, e.g., production limits and on-site inspections. The counter-argument is that such an agreement would have to be ratified by the Senate on grounds that it would be a treaty. But that argument falls short of the mark because: [i] the Executive has always had the unfettered right to negotiate and sign treaties; [ii] the U.S. government is not bound by treaties unless and until the Senate ratifies the treaty; and [iii] Congress already explicitly gave Obama authority to impose and suspend economic sanctions at his discretion. Meanwhile, part of the interim agreement with Iran so that negotiations can take place is a promise by the Obama Administration that it would veto any legislation imposing further sanctions on Iran during the period of negotiation. State: US concerned about missile defense system at Iranian uranium facility | TheHill - 0 views

  • The State Department said Monday it is concerned about Iranian state media reports that the country has deployed an advanced missile defense system around its Fordow underground uranium facility.  The S-300 surface-to-air missile system was sold to Iran by Russia over U.S. objections, after an international accord was reached last July that lifted sanctions on Iran in exchange for limits to its nuclear program. 
  • Russia had canceled a contract to deliver the systems to Iran in 2010, under pressure from the West, but announced it was reviving the contract in April 2015, as reaching a final nuclear deal appeared imminent. On Sunday, Iranian state TV reported that the S-300 was deployed at the Fordow facility, about 60 miles south of Tehran, according to Reuters. Since the signing of the deal in January, Iran has stopped enriching uranium there.  But U.S. officials and allies are concerned that the deployment of the S-300, which intercepts missiles, would limit potential future military options. Last August, the Pentagon expressed objections to the sale, but said it was "confident" the president would "have all the options he needs" to counteract the system.

    The S-300 is not state of the art, like Russia's S-500, but it's still a formidable deterrent to attack by air, particularly by the nation most likely to do so, Israel. The U.S. might conceivably do a saturation missile strike that could overcome the S-300. But Iran is correct: it's a defensive weapon. And the Iranian Nukes Myth is still a myth.

99% of Americans Consider Iranian Nukes a Threat - 0 views

  • A huge majority of Americans view Iran’s nuclear program as a “critical threat,” alongside the North Korean nuclear program and “international terrorism,” according to a poll released Monday. The Gallup poll  found that 99 percent of Americans believe the Islamic Republic’s nuclear program is a threat “to the vital interests of the United States in the next 10 years,” with 83% saying it was a “critical threat” and another 16% saying it was an “important, [but] not critical” one. Just 1% declined to say it was at least an important threat. The poll was conducted February 7-10 among 1,015 respondents aged 18 and older. It has a margin of error of 4%.

  • "The Iranian Army's naval fleets have already started their voyage towards the Atlantic Ocean via the waters near South Africa," Commander of Iran's Northern Navy Fleet Admiral Afshin Rezayee Haddad announced on Saturday. The admiral, who is also the commander of the Iranian Army's 4th Naval Zone said, "Iran's military fleet is approaching the United States' maritime borders, and this move has a message." In September 2012, Iran's Navy Commander Rear Admiral Habibollah Sayyari reiterated Iran's plans for sailing off the US coasts to counter the US presence in its waters in the Persian Gulf. Sayyari had earlier informed of Tehran's plans to send its naval forces to the Atlantic to deploy along the US marine borders, and in September 2012 he said that this would happen "in the next few years". The plan is part of Iran's response to Washington's beefed up naval presence in the Persian Gulf. The US Navy's 5th fleet is based in Bahrain - across the Persian Gulf from Iran - and the US has conducted two major maritime war games in the last two years.

Obama Pins Fate of Nuclear Pact on Documents From an Iranian "Curveball" - 0 views

  • Obama administration officials insist "possible military dimensions" of Iran’s nuclear program must be resolved to the satisfaction of the IAEA to complete a nuclear agreement. But the term refers to discredited intelligence from suspect sources. One of the issues Obama administration officials are insisting must be resolved to the satisfaction of the International Atomic Energy Agency (IAEA) before any nuclear agreement may be concluded involves "possible military dimensions." That term refers to documents long discredited by German intelligence but which the United States and the IAEA have maintained came from a covert Iranian nuclear weapons program. A former senior German official has now revealed that the biggest collection of documents cited as evidence of such a covert Iran program actually came from a member of the Iranian terrorist organization Mujihedin-E-Khalq (MEK) and that German intelligence sought to warn the George W. Bush administration that the source of the documents was not trustworthy.
  • The use of those documents to make a case for action against Iran closely parallels the Bush administration's use of the testimony of the now-discredited Iraqi exile called "Curveball" to convince the US public to support war against Iraq. The parallel between the two episodes was recognized explicitly by the German intelligence service, the Bundesnachrichtendienst (BND), according to Karsten Voigt, who was the German Foreign Office's coordinator of North American-German relations. Voigt provided details of the story behind the appearance of the mysterious Iran nuclear documents in an interview with this writer last March for a book on the false narrative surrounding Iran's nuclear program that is newly published, Manufactured Crisis. 
  • In 2004, Powell and his State Department team still regarded the MEK as a disreputable terrorist organization, but the neoconservatives in the administration viewed it as useful as an anti-regime tool. The MEK was known to have served the interests of Israel's Mossad by providing a way to "launder" intelligence claims that Israel wanted to get out to the public but didn't want identified as having come from Israel. In the best-known case, the group's political front organization, the National Council of Resistance in Iran, had revealed the location of the Iranian uranium enrichment facility at Natanz in an August 2002 press conference, but it had been given the coordinates of the construction site by Israeli intelligence, according to both a senior IAEA official and an Iranian opposition group source, cited by Seymour Hersh and New Yorker writer Connie Bruck, respectively. The purported Iranian documents conveyed by the MEK to Western intelligence also displayed multiple indications of having been fabricated by an outside actor. The clearest and most significant anomaly was that the drawings of efforts to redesign the Shahab-3 missile to accommodate a nuclear weapons showed a missile that had already been abandoned by Iran's Defense Ministry by the time the drawings were said to have been made, as was confirmed by former IAEA deputy director general for safeguards, Olli Heinonen, in an interview with this writer. The Iranian abandonment of the earlier missile design became known to foreign analysts, however, only after Iran flight-tested a completely new missile design in August 2004 - after the "laptop documents" had already been conveyed to the BND by its MEK source. Whoever ordered those drawings was unaware of the switch to the new missile design, which would rule out a genuine Iranian Defense Ministry or military program.

  • A former IAEA official familiar with those documents recalled in interview with Truthout that senior officials at the IAEA were immediately suspicious of the entire collection of documents given to the agency in 2005. "The documents were never really convincing," said the former official. The creators of the documents had taken publicly available information about people, organizations and location and had "woven their own narrative" around them, he said. Furthermore, he recalled finding anomalies in the stamps and signature blocs of documents. The fabricated documents, depicting Iran as redesigning their missile reentry vehicle to accommodate a nuclear weapon, among other things, fit into a Bush administration strategy - coordinated with Israel - that was aimed at justifying a military confrontation with Iran. The working assumption, as was revealed by David Wurmser, special assistant to Bolton and then to Cheney, in October 2007, was that the United States would probably need to use force to bring about that change once Iraq was brought under control. Bolton recalls in his memoirs that his aim was to move the Iran nuclear issue out of the IAEA to the United Nations Security Council, where the Bush administration would call for international action against Iran, and failing that, take unilateral action.
  • The IAEA got more documents and intelligence directly from Israel in 2008 and 2009 claiming Iranian work on nuclear weapons, according to then-IAEA Director-General Mohamed ElBaradei. The intelligence passed on by Israel included the claim that Iran had installed a large metal cylinder for high explosives tests at its Parchin military facility in 2000, which it intended to use for hydrodynamic tests of nuclear weapons designs. But the IAEA never revealed the information had come from Israel, covering up the primary fact relevant to its reliability and authenticity. The Safeguards Department had been prepared as early as 2009 to publish a dossier on what it called the "possible military dimensions" of the Iranian nuclear program that would accept all the intelligence reports and documents provided by Israel as genuine and accurate. But ElBaradei's successor, Yukiya Amano, waited to do so until November 2011, when the Obama administration was ready to organize an international coalition for harsh sanctions against Iran's oil export sector. The Obama administration returned to the "possible military dimensions" last November, insisting on a provision in the interim Iran nuclear agreement that required Iran to "resolve" all the "concerns" about that issue. A "senior administration official" briefing the press on the agreement November 24 said there would be no final agreement unless Iran showed that it had "come into compliance with its obligations under the NPT and its obligations to the IAEA."
  • In response to a request from Truthout for a confirmation or denial of the revelation by Karsten Voigt of the MEK role in transmitting the purported Iranian documents to the BND in 2004, NSC officials declined to comment on the matter, according to NSC spokesperson Bernadette Meehan. Some observers believe US negotiators hope to get Iran to admit to having had a nuclear weapons program. However, Iran is certainly not going to admit that the documents and intelligence reports it knows to be fabrications are true. But the Obama administration may well believe so strongly in the Iran nuclear narrative it inherited from the Bush administration and in the idea that the sanctions against Iran confer ultimate negotiating leverage on the United States that it sees an Iranian confession as a realistic goal. In any case, the decision to introduce the falsified evidence of the past into the final negotiations is bound to bring them to an impasse unless the United States is prepared to back down.

  • To realize their fantasies of world domination, the neocons resorted to a triple discourse, as Laurent Guyénot shows in this study, i.e. a cynical political philosophy developed by their mentor Leo Strauss for domestic consumption; a cold analysis of Israeli strategic interests for the benefit of the leaders in Tel Aviv, and a fear-mongering warning against imaginary dangers besetting U.S. public opinion.
  • The neoconservative movement, which is generally perceived as a radical (rather than “conservative”) Republican right, is, in reality, an intellectual movement born in the late 1960s in the pages of the monthly magazine Commentary, a media arm of the American Jewish Committee, which had replaced the Contemporary Jewish Record in 1945. The Forward, the oldest American Jewish weekly, wrote in a January 6th, 2006 article signed Gal Beckerman: “If there is an intellectual movement in America to whose invention Jews can lay sole claim, neoconservatism is it. It’s a thought one imagines most American Jews, overwhelmingly liberal, will find horrifying. And yet it is a fact that as a political philosophy, neoconservatism was born among the children of Jewish immigrants and is now largely the intellectual domain of those immigrants’ grandchildren”. The neoconservative apologist Murray Friedman explains that Jewish dominance within his movement by the inherent benevolence of Judaism, “the idea that Jews have been put on earth to make it a better, perhaps even a holy, place” (The Neoconservative Revolution: Jewish Intellectuals and the Shaping of Public Policy, 2006).

However, this characterization is problematic for three reasons. First, the neoconservatives are a relatively small group, although they have acquired considerable authority on and within Jewish representative organizations, including the Conference of Presidents of Major American Jewish Organizations. In 2003, journalist Thomas Friedman of the New York Times counted twenty-five members saying, “if you had exiled them to a desert island a year and half ago, the Iraq war would not have happened”. The neoconservatives compensate for their small number by multiplying their Committees, Projects, and other think tanks, which certainly give them a kind of ubiquity.

Moreover, Strauss is often elliptic because he believes that Truth is harmful to the common man and the social order and should be reserved for superior minds. For this reason, Strauss rarely speaks in his own name, but rather expressed himself as a commentator on classical authors, in whom he discovers many of his own thoughts. Moreover, much like his disciples Allan Bloom (The Closing of the American Mind, 1988) and Samuel Huntington, he is careful to clothe his most radical ideas in ostensibly humanist principles. Despite the apparent difficulty, three basic ideas can easily be extracted from his political philosophy, no different from Schmitt. First, nations derive their strength from their myths, which are necessary for government and governance. Second, national myths have no necessary relationship with historical reality: they are socio-cultural constructions that the State has a duty to disseminate. Third, to be effective, any national myth must be based on a clear distinction between good and evil; it derives its cohesive strength from the hatred of an enemy nation. As recognized by Abram Shulsky and Gary Schmitt in an article “Leo Strauss and the World of Intelligence” (1999), for Strauss, “deception is the norm in political life” – the rule they applied to fabricating the lie of weapons of mass destruction by Saddam Hussein when working inside the Office of Special Plans.

Israel opened up to ridicule over leaked Iran tapes | The National - 0 views

  • Last week, when it became clear he could not muster enough votes in the Senate to block a presidential veto, Israeli prime minister Benjamin Netanyahu let fly a final punch. He observed that “the overwhelming majority of the American public sees eye-to-eye with Israel”, not their president.But many of those ordinary Americans may be surprised to learn that Mr Netanyahu’s policy on Iran has long been viewed as implausible and counter-productive by his own security officials. That verdict was underscored by the latest disclosures from Ehud Barak, who was defence minister through the critical years of Israel’s lobbying for an attack on Iran. Leaked audio tapes of Mr Barak speaking to biographers suggest that he and Mr Netanyahu pressed unsuccessfully on three occasions, between 2010 and 2012, for the Israeli military to launch a strike. Each time, he says, they were foiled either by the military’s failure to come up with a workable plan or by the reticence of fellow ministers as they heard of the likely fallout.

He would prefer an intensification of sanctions, forcing Iran to break free of the Non-Proliferation Treaty and conceal its nuclear research from all scrutiny.Then his warnings would sound more compelling, as would his demands that the US lead an attack on Iran.Above all, Mr Netanyahu wishes to prevent a rapprochement between the US and Tehran, one that might weaken Israel’s hold on Washington’s Middle East policy and increase the pressure for a real peace process with the Palestinians.   • But the tapes’ enduring significance – whatever embellishments Mr Barak made in the telling – is that they confirm years of intimations from Israel’s security establishment that it stood firm against Mr Netanyahu’s reckless approach on Iran.From Meir Dagan, the former Mossad spy chief, to Gabi Ashkenazi, the former military chief of staff, Israel’s security elite has hinted loudly that it was blocking Mr Netanyahu’s efforts to provoke regional conflagration. Such was the opposition, one may suspect that even Messrs Netanyahu and Barak began to have doubts. Had they truly believed Israel could be saved only by bombing Iran, would they not have moved mountains to win over the cabinet and defence establishment?More likely, Mr Netanyahu concluded some time ago that Israel had no military option against Iran. So why fight a doomed battle on Iran to the bitter end, further damaging Israel’s frayed ties with Washington?

Mission Failure Admission: US Abandons Program To Train Syrian Rebels - 0 views

  • The U.S. Pentagon is expected to announce Friday that it will end its oft-criticized $500 million program to train and equip Syrian rebels, offering further evidence of the Obama administration’s incoherent and failed strategy in Syria and beyond. According to the New York Times, which broke the news, Pentagon officials will officially announce the end of the program on Friday, as Defense Secretary Ashton B. Carter leaves London after meetings with his British counterpart, Defense Minister Michael Fallon, about the continuing wars in Syria and Iraq. “A senior Defense Department official, who was not authorized to speak publicly and who spoke on the condition of anonymity, said that there would no longer be any more recruiting of so-called moderate Syrian rebels to go through training programs in Jordan, Qatar, Saudi Arabia or the United Arab Emirates,” the Times reports. “Instead, a much smaller training center would be set up in Turkey, where a small group of ‘enablers’— mostly leaders of opposition groups—would be taught operational maneuvers like how to call in airstrikes.” The program had been criticized from the beginning, with many charging that the strategy would merely lead to deeper chaos and regional instability—all while being based on mistaken assumptions.
  • “The proposition that there is a moderate Syrian opposition with enough military potential and—even more importantly—popular support inside Syria to overthrow the Assad government is a myth,” foreign policy experts Flynt Leverett and Hillary Mann Leverett wrote for Consortium News one year ago. “To claim in addition that these mythical moderate oppositionists can take on and defeat the Islamic State is either blatantly dishonest or dangerously delusional.” And just last month, journalist Robert Parry described the program as “an embarrassing failure, producing only about 50 fighters who then were quickly killed or captured by Al Qaeda’s Nusra and other jihadist groups, leaving only ‘four or five’ trainees from the program, according to Gen. Lloyd J. Austin III, head of the U.S. Central Command which has responsibility for the Middle East.”

Although the article states that the source is the Kuwaiti newspaper Al-Jarida, "The report" is linked to an article in Arutz Sheva, the voice of religious Zionist Israeli colonizers in Palestine. That article too states that the source is Al-Jarida. But a site search of Al-Jarida produces no such article. Coming the day before Israeli Prime Minister Benyamin Netanyahu addresses a joint sesion of Congress in an attempt to scuttle the negotiations with Iran over the Iranian Nukes Myth, the article seems designed to provoke anti-Obama and anti-Iran fervor in Congress and among Israel-Firsters in the U.S. It will be interesting to see how this meme plays out.

He's done a great job of lacing together the known discrepancies behind the charge of Obama bin Laden involvement in 9/11, contributing in addition a translation he commissioned of an interview of bin Laden 17 days after 9/11, in which  bin Laden unequivocally and involvement in the 9/11 attacks.  This contrasts with the later discredited bin Laden videos in which "bin Laden" takes credit for the attacks. These suffered from defects such as the pseudo-bin laden being much more stout and lacking his characteristic white spot on his beard. But keep in mind that the consensus position of all U.S. intelligence agencies that Iran had no nuclear weapons program had first been published (and promptly leaked to the LA Times) in 2007. So when Hillary composed this email in 2012, she had to know that there was no truth to the Iranian nukes myth. In other words, she was basing her advocated position on war against Syria on a lie.

  • In the wake of the Orlando nightclub massacre, politicians have attempted to use the tragedy as means of garnering public support for increased gun control measures. Four pieces of knee-jerk gun control legislation were defeated in Congress yesterday, but the debate surrounding gun rights continues unabated. The new narrative is that “mass shootings,” defined by the FBI as 3 or more people killed in one incident, are at epidemic level and thus require society to increase restrictions on gun ownership as a means of saving lives and lowering the U.S. homicide rate. However, this narrative flies in the face of reality as the homicide rate in the U.S. is actually at a 51-year low, according to FBI data. The homicide rate in the U.S. for 2014, the most recent year available, was 4.5 per 100,000. The 2014 total is part of a long downward trend and is the lowest homicide rate recorded since 1963 when the rate was 4.6 per 100,000. The last time the homicide rate in the U.S. was lower than it is now was in 1957 when the total homicide rate was 4.0 per 100,000.
  • Surprisingly, most Americans are completely unaware of this information, as the media and politicians in the U.S. consistently work to create a circus-like atmosphere surrounding firearms as a means of controlling the fear-based narrative of a public need for additional gun restrictions. This leads us to an interesting question; if the actual goal is to decrease homicides in the U.S., then why would we attempt to abolish the conditions that have strongly correlated with decreasing homicide rates (increased gun ownership) in an attempt to rid a specific variety of homicide that accounts for a very small percentage of the overall homicides in the U.S.? Regardless of Obama’s claims that “no one wants to take your guns,” there is most certainly an elite-driven agenda that is attempting to slowly regulate guns out of the American public society. The push to further regulate guns isn’t simply about decreasing homicides, as the data clearly reveals an ongoing trend of decreasing homicide rates, which begs the question; if the motive isn’t to decrease homicides, then what is the actual intent of pushing for increased gun control measure?
