IPS - Lavrov Reveals Amended Draft Circulated at "Last Moment" | Inter Press Service - 0 views

  • Nov 15 2013 (IPS) - Russian Foreign Minister Sergey Lavrov revealed a crucial detail Thursday about last week’s nuclear talks with Iran in Geneva that explains much more clearly than previous reports why the meeting broke up without agreement. Lavrov said the United States circulated a draft that had been amended in response to French demands to other members of the six-power P5+1 for approval “literally at the last moment, when we were about to leave Geneva.” Lavrov’s revelation, which has thus far been ignored by major news outlets, came in a news conference in Cairo Thursday that was largely devoted to Egypt and Syria. Lavrov provided the first real details about the circumstances under which Iran left Geneva without agreeing to the draft presented by the P5+1.

Lavrov noted that unlike previous meetings involving the P5+1 and Iran, “This time, the P5+1 group did not formulate any joint document.” Instead, he said, “There was an American-proposed draft, which eventually received Iran’s consent.” Lavrov thus confirmed the fact that the United States and Iran had reached informal agreement on a negotiating text. He further confirmed that Russia had been consulted, along with the four other powers in the negotiations with Iran (China, France, Germany and the UK), about that draft earlier in the talks –- apparently Thursday night, from other published information. “We vigorously supported this draft,” Lavrov said. “If this document had been supported by all [members of the P5+1], it would have already been adopted. We would probably already be in the initial stages of implementing the agreements that were offered by it.”

He made it clear, however, that he now considers the U.S. maneuvre in getting the six powers on board a draft that had been amended with tougher language – even if softened by U.S. drafters — without any prior consultation with Iran to have been a diplomatic blunder.

  • “[N]aturally, the language of these ideas should be acceptable for all the participants in this process – both the P5+1 group and Iran,” Lavrov said. The crucial details provided by Lavrov on the timing of the amended draft shed new light on Secretary of State John Kerry’s claim in a press conference in Abu Dhabi on Monday of unity among the six powers on the that draft. “We were unified on Saturday when we presented a proposal to the Iranians.” Kerry said, adding that “everybody agreed it was a fair proposal.” Kerry gave no indication of when on Saturday that proposal had been approved by the other five powers, nor did he acknowledge explicitly that it was a draft that departed from the earlier draft agreed upon with Iran. Lavrov’s remarks make it clear that the other members of the group had little or no time to study or discuss the changes before deciding whether to go along with it.
  • Although the nature of the changes in the amended draft remain a secret, Iranian Foreign Minister Mohammad Javad Zarif has charged that they were quite far-reaching and that they affected far more of the draft agreement that had been worked out between the United States and Iran than had been acknowledged by any of the participants. In tweets on Tuesday, Zarif, responding to Kerry’s remarks in Abu Dhabi, wrote, “Mr. Secretary, was it Iran that gutted over half of US draft Thursday night?” Zarif’s comments indicated that changes of wording had nullified the previous understanding that had been reached between the United States and Iran on multiple issues.
  • Zarif’s tweet, combined with remarks by President Hassan Rouhani to the national assembly Sunday warning that Iran’s rights to enrichment are “red lines” that could not be crossed, suggests further that the language of the original draft agreement dealing with the “end game” of the negotiating process was also changed on Saturday. Kerry himself alluded to the issue in his remarks in Abu Dhabi, using the curious formulation that no nation has an “existing right to enrich.” One of the language changes in the agreement evidently related to that issue, and it was aimed at satisfying a demand of Israeli origin at the expense of Iran’s support for the draft. Now the Obama administration will face a decision whether to press Iran to go along with those changes or to go back to the original compromise when political directors of the six powers and Iran reconvene Nov. 20. That choice will provide the key indicator of how strongly committed Obama is to reaching an agreement with Iran.

    The article adds more detail than quoted. The picture that emerges is that John Kerry and French foreign minister Laurent Fabius carried water for the Israelis and Saudis to blow up the negotiation at the last moment, after all sides had preliminarily agreed to a text, by substituting a new and very substantially different text without consulting the other P-5+1 members or Iran. That is a down and dirty negotiation tactic; no wonder the negotiation failed. It should be kept in mind that the Israeli and Saudi governments' real goal is not halting Iran's development of a nuclear industry but is instead to persuade or trick the U.S. into bombing Iran back into the Stone Age, as the U.S. did to Iraq in the early 1990s under Emperor Bush 1 with a repeat performance by Emperor Bush II a decade later.  As to Kerry's preposterous claim that no nation has a right to enrich uranium, in reality every nation has that right jus cogens, with the only limitations being on nations that are members of the Non-Proliferation Treaty, which nations still retain the right to enrich up to 20 percent as Iran has been doing. Iran Deal in Geneva: Hold the Cheers | Global Research - 0 views

    Stephen Lindman unwinds the mainstream media/U.S. political spin on the Iran/P5+1 interim agreement, summarizing and linking the actual text. As suspected, Iran got way more from the deal and gave up less than reported by mainstream media. My analysis: The spin is mainly based on provisions that are largely meaningless to Iran because it had and has no nuclear weapon ambitions. I now have a strong sniff that the P5+1 negotiation is aimed at removing Israel's excuse (Iranian nuclear weapon threat) for pushing the U.S. and NATO to commence war against Iran and that is the real reason for the War Party's rage against the interim deal. Obama is trying to do this as an executive agreement among the negotiation parties, rather than as a treaty that would require Senate super-majority approval.  But he may face a problem in that regard because of a single agreement provision: "The U.S. Administration, acting consistent with the respective roles of the President and the Congress, will refrain from imposing new nuclear-related sanctions." That carefully crafted sentence would seem to leave Congress free to enact further sanctions if it can overcome an Obama veto, which requires a supermajority in both houses of Congress. The sentence is, however, susceptible to deliberate misportrayal as a provision tying the hands of Congress too in order to attack the agreement as requiring approval by the Senate, cries of outrage about Obama usurping the Congressional role, etc. But there is a body of case law holding that some classes of "executive agreements" do not rise to the level needed to invoke the Constitution's Treaty Clause. Personally, I think that body of case law constitutes unlawful judicial amendment of the Constitution, but it exists. So litigation over the issue in regard to this agreement is unlikely to get any traction.

Israeli Banks flipping out over looming European boycott - Mondoweiss - 0 views

  •      The Israeli newspaper Ma’ariv (Hebrew) has a splashing headline today warning that Israeli banks are preparing for a “political-economic tsunami”  due to the possibility of an impending European boycott. Unsurprisingly, the banks – Israel’s largest – have been holding meetings amongst themselves to prepare for this tsunami, albeit “quietly and under the radar”. According to Ma’ariv there is “increasing evidence in recent weeks” that the European Union is considering recommendations published in a policy paper last month by the European Council on Foreign Relations (ECFR). Heavily reported at the time (our coverage here), ECFR’s policy paper warned that transactions between European states and Israeli financial institutions are obligated to adhere to EU policies based on international law when providing loans and financing to Israeli businesses, institutions and individuals in transaction with the illegal Israeli settlements enterprise. An unnamed senior banking official told Ma’ariv, “Beneath the surface this is a mega-event” and if this should happen the economic implications on the banks will have a “massive” impact on the Israeli economy.

The timing of the article is somewhat intriguing given there was no information provided indicating what this “increasing evidence” is. But there was this rather curious tickler (google translate): Further deterioration in relations between Israel and the United States downplays the chances that the Americans will try to curb this European action. Maybe the opposite is true. According to various diplomatic sources, the Americans have actually released the reins on Europe and are encouraging Europe to intensify its operations against the continuation of Israel’s settlement policy in the territories. Do tell. One wonders if an increase in pressure might be in relation to Israeli influence over looming U.S. congressional legislation seeking to tank the P5+1 deal with Iran over their nuclear program.

It is doubtful whether the government is able to produce such a safety net. “We must admit that this is a national issue, we too are aware that there is no trick that can solve this affair”, they say in the banking system, “but this does not lessen our concern. We are speaking about a mega-event which we must prepare towards and digest. This is what we are currently trying to do”.

  • French member of parliament telephoned French Foreign Minister Laurent Fabius in Geneva at the weekend to warn him that Prime Minister Benjamin Netanyahu would attack Iran’s nuclear facilities if the P5+1 nations did not stiffen their terms on a deal with Iran, Israel’s Channel 2 News reported Sunday
  • “I know [Netanyahu],” the French MP, Meyer Habib, reportedly told Fabius, and predicted that the Israeli prime minister would resort to the use of force if the deal was approved in its form at the time. “If you don’t toughen your positions, Netanyahu will attack Iran,” the report quoted Habib as saying. “I know this. I know him. You have to toughen your positions in order to prevent war.” France’s Fabius is widely reported to have scuppered the finalizing of the emerging deal late Saturday, leading to the halting of the negotiations with Iran, and an agreement to reconvene on November 20. Explaining his concerns to reporters in Geneva, Fabius said Tehran was resisting demands that it suspend work on its plutonium-producing reactor at Arak and downgrade its stockpile of higher-enriched uranium. Habib, the deputy president of the Jewish umbrella organization in France, was elected to the National Assembly in Paris in June, to represent the district of southern Europe, which includes French nationals residing in Israel.

  • At Sunday’s cabinet meeting, Netanyahu expressed outrage that under the terms of the emerging deal, “not a single centrifuge would be dismantled, not one.” Israel believes the imminent deal will leave Iran with uranium enrichment capabilities, and thus enable it to become a nuclear breakout state at a time of its choosing. Secretary of State John Kerry hit back at Netanyahu on Sunday, declaring, “I’m not sure that the prime minister, who I have great respect for, knows exactly what the amount or the terms are going to be because we haven’t arrived at them all yet. That’s what we’re negotiating.”

    Let's remember that Netanyahu made identical go-it-alone threats to attack Iran during the run-up to the U.S. 2012 presidential election to bring pressure on Obama to send U.S. military forces in to bomb Iranian nuclear facilities. All the while, the Israeli Defense Force top brass were telling the press that Israel doesn't have the military power to go it alone against Iran. I doubt that Netanyahu's message mattered much to the French. Netanyahu has a credibility problem on that issue. So Netanyahu tried to play the stick role while the House of Saud offered the carrot of weapons purchases from the French and the like. Some stick.

What GOP Senators Don't Understand About Iran | Al Jazeera America - 0 views

  • There’s a charming naiveté to the open letter [PDF] by 47 Republican senators that condescendingly seeks to explain features of the U.S. constitutional system to Iran’s leaders that they otherwise “may not fully understand.” The missive warns that, with respect to “your nuclear negotiations with our government ... any agreement regarding your nuclear-weapons program that is not approved by the Congress” could be revoked by the next president “with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.”
  • Beyond the amusing inaccuracies about U.S. parliamentary order, it seems there are some features of the nuclear negotiations that the signatory senators don’t fully understand — not only on the terms of the deal, but also on who would be party to an agreement. There are no negotiations on Iran’s “nuclear-weapons program” because the world’s intelligence agencies (including those of the U.S. and Israel) do not believe Iran is currently building nuclear weapons, nor has it made a strategic decision to use its civilian nuclear infrastructure to produce a bomb. An active Iranian nuclear-weapons program would render moot the current negotiations, because Iran would be in fundamental violation of the Nuclear Non-Proliferation Treaty (NPT). As things stand, Tehran remains within the terms of the NPT, which allows nuclear technology for peaceful purposes, but monitors member states to prevent weaponization. Tehran and the IAEA remain in dispute over full compliance with all transparency requirements of the NPT, particularly over alleged previous research into weapons design. But Iran’s nuclear facilities remain under constant monitoring by international inspectors who certify that no nuclear material is being diverted.
  • The current negotiations are focused on strengthening verifiable safeguards against weaponization over-and-above those required by the NPT, yet the Republican-led Congress, egged on by Israeli Prime Minister Benjamin Netanyahu, is warning that those goals are insufficient, and the terms and time-frame of the deal are unacceptable. The key element missing from the GOP Senators’ letter, however, is that the deal is not being negotiated between Iran and the United States; it is being negotiated between Iran and the P5+1 group, in which the U.S. is joined by Britain, France, Germany, Russia and China. Security Council, which a new administration would be obliged to uphold — and that any attempt by the White House or Congress to abrogate, unilaterally modify or impede such an agreement would be a breach of U.S. obligations.

Apparently, I was wrong. I thought Obama would work around the demand for Congressional input by letting the other P5+1 members ink the deal but the U.S. not signing. But a U.N. Security Council Resolution is even stronger medicine for the War Party, since the SC has the power to forbid economic sanctions as well. Take that, Mr. Netanyahu and Mr. Boehner!

    Could anything make it more clear that Netanyahu's speech to Congress was only to aid in his reelection in Israel? Israel has been briefed on the negotiations all along, so Netanyahu surely knew that the goal was a Security Council resolution that Congress could not affect. And while admittedly, the fact that it was a Security Council Resolution in the making was not widely known, are we to believe that the Speaker of the House of Representatives did not know that too? So are now not down to the entire spectacle of Netanyahu's speech being political, Netanyahu electioneering and Boehner mud-slinging the President?

What Really Matters About the Extended Negotiations with Iran « LobeLog - 0 views

  • The single most important fact about the extension of the nuclear negotiations with Iran is that the obligations established by the Joint Plan of Action negotiated a year ago will remain in effect as negotiations continue. This means that our side will continue to enjoy what these negotiations are supposed to be about: preclusion of any Iranian nuclear weapon, through the combination of tight restrictions on Iran’s nuclear program and intrusive monitoring to ensure the program stays peaceful. Not only that, but also continuing will be the rollback of Iran’s program that the JPOA achieved, such that Iran will remain farther away from any capability to build a bomb than it was a year ago, and even farther away from where it would have been if the negotiations had never begun or from where it would be if negotiations were to break down. Our side—the United States and its partners in the P5+1—got by far the better side of the deal in the JPOA. We got the fundamental bomb-preventing restrictions (including most significantly a complete elimination of medium-level uranium enrichment) and enhanced inspections we sought, in return for only minor sanctions relief to Iran that leaves all the major banking and oil sanctions in place. If negotiations were to go on forever under these terms, we would have no cause to complain to the Iranians.
  • But the Iranians do not have comparable reason to be happy about this week’s development. The arrangement announced in Vienna is bound to be a tough sell back in Tehran for President Rouhani and Foreign Minister Zarif. The sanctions continue, and continue to hurt, even though the Iranian negotiators have conceded most of what they could concede regarding restrictions on the nuclear program. There will be a lot of talk in Tehran about how the West is stringing them along, probably with the intent of undermining the regime and not just determining its nuclear policies.
  • That the Iranian decision-makers have put themselves in this position is an indication of the seriousness with which they are committed to these negotiations. This week’s extension is of little use to them except to keep alive the prospect that a final deal will be completed. Also indicating their seriousness is the diligence with which Iran has complied with its obligations under the JPOA. The International Atomic Energy Agency confirmed today Iran’s compliance with its final pre-November 24th obligation, which had to do with reducing its stock of low-enriched uranium in gaseous form.

  • Because the P5+1 got much the better side of the preliminary agreement, the P5+1 will have to make more of the remaining concessions to complete a final agreement. The main hazard to concluding a final deal is not an Iranian unwillingness to make concessions. The main hazard is a possible Iranian conclusion that it does not have an interlocutor on the U.S. side that is bargaining in good faith. We push the Iranians closer to such a conclusion the more talk there is in Washington about imposing additional pressure and additional sanctions, as people such as Marco Rubio and AIPAC have offered in response to today’s announcement about the extension of negotiations. We have sanctioned the dickens out of Iran for years and are continuing to do so, but the only time all this pressure got any results is when we started to negotiate in good faith. Surly sanctions talk on Capitol Hill only strengthens Iranian doubts about whether the U.S. administration will be able to deliver on its side of a final agreement, making it less, not more, likely the Iranians would offer still more concessions. Any actual sanctions legislation would blatantly violate the terms of the JPOA and give the Iranians good reason to walk away from the whole business, marking the end of any special restrictions on their nuclear program.
  • Indefinite continuation of the terms of the existing agreement would suit us well, but completion of a final agreement would be even better—and without one the Iranians eventually would have to walk away, because indefinite continuation certainly does not suit them. And besides, the sanctions hurt us economically too. To get a final agreement does not mean fixating on the details of plumbing in enrichment cascades, which do not affect our security anyway. It means realizing what kind of deal we got with the preliminary agreement, and negotiating in good faith to get the final agreement.

47 Senators Take AIPAC's Word Over U.S. Intel Community « LobeLog.com - 0 views

  • The American Israel Public Affairs Committee (AIPAC) has published the list of senators who so far have agreed to co-sponsor the Nuclear Weapon Free Iran Act of 2013, aka the Wag the Dog Act of 2014. You’ll recall that the initial list, which was introduced by its principal engineers, Sens. Mark Kirk and Robert Menendez, Dec 19, included 26 co-sponsors equally divided between Democrats and Republicans, to which newly elected New Jersey Sen. Cory Booker quickly added his name. Since then, 20 other senators — all Republicans, unsurprisingly — have added their names, for a grand total of 47 — still short of a majority, let alone one that could survive an Obama veto that the White House has already committed the president to cast if the bill is passed in its present form. According to the AIPAC list, which is reproduced below, 53 senators, including 36 Democrats and the two independents who normally vote with the Democratic caucus, have not agreed to co-sponsor the bill, or, in the dreaded moniker used by AIPAC to score lawmakers’ voting records (presumably for the benefit of the “pro-Israel” PACs that decide how to dole out campaign cash), are labeled “DNC.” They will undoubtedly be the top targets for AIPAC’s legendary powers of persuasion when the Senate reconvenes early next week.
  • What is remarkable about this list, however, is that very few of the 47 co-sponsors have chosen to publicize their support for the bill to their constituents through local media or other means. A handful of the original co-sponsors put out press releases, as did Rob Portman, a late joiner. Lamar Alexander, another late-comer, courageously “tweeted” his backing for the bill. “If this were a bill senators were excited about; that is, something they thought they’d earn a lot of credit for — and not draw a lot of heat — from their voters, you’d think all of the co-sponsors would be proudly touting their support,” one veteran Hill observer told me. “Clearly, even for the Republican [co-sponsors], that doesn’t seem to be the case with this bill.” In other words, the co-sponsors appear to be targeting a very narrow constituency — AIPAC, which is now touting their names — rather than  their voters back home, most of whom probably have no idea of what their senator’s position is or what may be at stake. Which raises an interesting question: If the folks back home knew that their senator was supporting a bill that would make another war in the Middle East more, rather than less likely, would there be an outcry as there was after Obama (and AIPAC) asked Congress to approve military action against Syria? Would some senators feel compelled to reassess their support?
  • One other point: others — most recently and convincingly, Colin Kahl and Paul Pillar — have argued just how counter-productive and potentially dangerous this bill is, and we have republished their arguments for the benefit of LobeLog readers in recent days. But it should be stressed that the 47 co-sponsors of this bill, most notably the 14 Democrats who have signed on to it, have effectively decided that Bibi Netanyahu and AIPAC are more credible sources about Iran and what it is likely to do in the P5+1 negotiations if this sanctions bill becomes law than either the U.S. diplomats who are directly involved in the talks or the U.S. intelligence community. Which is a rather startling fact, especially given, for example, Bibi’s predictive record on Iraq in the run-up to the U.S. invasion and his quarrels with his own intelligence community with respect to Iran. U.S. officials beginning at the top with Obama, then running through John Kerry and Wendy Sherman have stated repeatedly that the passage of a new sanctions bill — even one that would take effect prospectively — would not only violate the spirit, if not the letter, of the Nov. 24 agreement; it would also call into serious question Washington’s good faith; quite possibly isolate the U.S. within the P5+1 with disastrous results for the existing sanctions regime; and sufficiently strengthen hardliners in Tehran to force its government to toughen its demands at the negotiating table, if not abandon the diplomatic path altogether (and with it the chances of a peaceful diplomatic settlement). As the most recent assessment by the intelligence community, for which these same 47 senators have approved annual budgets ranging as high as 70 billion dollars in recent years, concluded: “[N]ew sanctions would undermine the prospects for a successful comprehensive nuclear agreement with Iran.” Of course, that’s precisely why Netanyahu and AIPAC are pushing the new sanctions package.

NSA Claims Iran Learned from Western Cyberattacks - The Intercept - 0 views

  • The U.S. Government often warns of increasingly sophisticated cyberattacks from adversaries, but it may have actually contributed to those capabilities in the case of Iran. A top secret National Security Agency document from April 2013 reveals that the U.S. intelligence community is worried that the West’s campaign of aggressive and sophisticated cyberattacks enabled Iran to improve its own capabilities by studying and then replicating those tactics. The NSA is specifically concerned that Iran’s cyberweapons will become increasingly potent and sophisticated by virtue of learning from the attacks that have been launched against that country. “Iran’s destructive cyber attack against Saudi Aramco in August 2012, during which data was destroyed on tens of thousands of computers, was the first such attack NSA has observed from this adversary,” the NSA document states. “Iran, having been a victim of a similar cyber attack against its own oil industry in April 2012, has demonstrated a clear ability to learn from the capabilities and actions of others.”
  • The document was provided to The Intercept by NSA whistleblower Edward Snowden, and was prepared in connection with a planned meeting with Government Communications Headquarters, the British surveillance agency. The document references joint surveillance successes such as “support to policymakers during the multiple rounds of P5 plus 1 negotiations,” referring to the ongoing talks between the five permanent members of the U.N. Security Council, Germany and Iran to forge an agreement over Iran’s nuclear program. The document suggests that Iran has become a much more formidable cyberforce by learning from the viruses injected into its systems—attacks which have been linked back to the United States and Israel. In June 2012, The New York Times reported that from “his first months in office, President Obama secretly ordered sophisticated attacks on the computer systems that run Iran’s main nuclear enrichment facilities, significantly expanding America’s first sustained use of cyberweapons, according to participants in the program.” As part of that plan, the U.S. and Israel jointly unleashed the Stuxnet virus on Iranian nuclear facilities, but a programming error “allowed it to escape Iran’s Natanz plant and sent it around the world on the Internet.” Israel also deployed a second virus, called Flame, against Iran.
  • Obama ordered cyberattacks despite his awareness that they would likely unleash a wholly new form of warfare between states, similar to the “first use of atomic weapons in the 1940s, of intercontinental missiles in the 1950s and of drones in the past decade,” according to the Times report. Obama “repeatedly expressed concerns that any American acknowledgment that it was using cyberweapons—even under the most careful and limited circumstances—could enable other countries, terrorists or hackers to justify their own attacks.” The NSA’s concern of inadvertently aiding Iran’s cyberattack capabilities is striking given the government’s recent warning about the ability of adversaries to develop more advanced viruses. A top official at the Pentagon’s Defense Advanced Research Projects Agency’s (DARPA) appeared on 60 Minutes this Sunday and claimed that cyberattacks against the U.S. military are becoming more potent. “The sophistication of the attacks is increasing,” warned Dan Kaufman, director of DARPA’s Information Innovation Office.

Washington Misses Bigger Picture of New Chinese Bank « LobeLog - 0 views

  • Bibi Netanyahu’s election, persistent violence through much of the Middle East and North Africa, and intensified efforts to forge a nuclear deal between the P5+1 and Iran topped the news here in Washington this week. But a much bigger story in terms of the future order of global politics was taking place in Europe and Beijing. The story was simply this: virtually all of the closest European allies of the United States, beginning with Britain, defied pressure from Washington by deciding to apply for founding membership in the Asian Infrastructure Investment Bank (AIIB). This Chinese initiative could quickly rival the World Bank and the Asia Development Bank as a major source of funding for big development projects across Eurasia. The new bank, which offers a serious multilateral alternative to the Western-dominated international financial institutions (IFIs) established in the post-World War II order, is expected to attract about three dozen initial members, including all of China’s Asian neighbors (with the possible exception of Japan). Australia, Russia, Saudi Arabia, and other Gulf states are also likely to join by the March 31 deadline set by Beijing for prospective co-founders to apply. Its $50 billion in initial capital is expected to double with the addition of new members, and that amount could quickly grow given China’s $3 trillion in foreign-exchange reserves.   • Along with the so-called BRICS bank—whose membership so far is limited to Brazil, Russia, India, China and South Africa—the AIIB poses a real “challenge to the existing global economic order,” which, of course, Western nations have dominated since the establishment of the International Monetary Fund (IMF) and the World Bank in the final days of World War II. As one unnamed European official told The New York Times, “We have moved from the world of 1945.” That Washington’s closest Western allies are now racing to join the AIIB over U.S. objections offers yet more evidence that the “unipolar moment” celebrated by neoconservatives and aggressive nationalists 25 years ago and then reaffirmed by the same forces after the 2003 Iraq invasion is well and truly. And yet, these same neoconservatives continue to insist that—but for Obama’s weakness and defeatism—the United States remains so powerful that it really doesn’t have to take account of anyone’s interests outside its borders except, maybe, Israel’s. (That Washington’s closest Western allies are now racing to join the new bank over U.S. objections could also presage a greater willingness to abandon the international sanctions regime against Iran if Washington is seen as responsible for the collapse of the P5+1 nuclear negotiations with Tehran. Granted, Iran’s economy—and its potential as a source of investment capital—is itsy-bitsy compared to China.)
  • Indeed, commentators are depicting US allies’ decision to join the AIIB (see here, here, and here as examples) as a debacle for U.S. diplomacy. The Wall Street Journal editorial board has predictably blamed Obama for defeat, calling it a “case study in declining American influence” (although it also defended Washington’s decision against joining and accused Britain of “appeasing China for commercial purposes.”) What the Journal predictably didn’t mention was a key reason why the administration did not seek membership in the new bank: there was virtually no chance that a Republican-dominated Congress would approve it. Indeed, one reason Beijing launched its initiative and so many of our allies in both Asia and Europe have decided to join is their frustration with Republicans in Congress who have refused to ratify a major reform package designed to give developing countries, including China, a little more voting power on the Western-dominated governing boards of the IMF and the World Bank. The Group of 20 (G20) biggest economic powers actually proposed this reform in 2010, and it doesn’t even reduce Washington’s voting power, which gives it an effective veto over major policy changes in both institutions. As a result of this intransigence, the United States is the only G-20 member that has failed to ratify the reforms, effectively blocking their implementation.

    U.S. global hegemony is rapidly disintegrating as former puppet states in Europe jump from the dwindling dollar economy to the rising remnimbi/ruble BRICS economies. And many of the "stans" south of Russia threatened by U.S. mercenaries provided by the Gulf Coast States are jumping in that direction too, along with Turkey, a NATO member. The Stans involved are oil and natural gas rich; combined with Russian oil and gas, they have enough oil and gas reserves to rival the Gulf Coast States.  The most interesting part to me is the debate now under way in the EU over dropping out of NATO and creating a replacement European mutual defense force that excludes the U.S. I'm beginning to hit some chatter about inviting Russia into that hypoethesized treaty. That makes sense for the EU because it would give Europe the benefit of Russian nuclear deterrence, both in land and submarine-based ICBMs. I'm not convinced that Russia would sign on. Russia is already running joint military exercises with China, which is playing the role of Russia's economic savior at this point. So China might have the final say on that scenario. A pan-Eurasian mutual defense treaty? What would be left of the U.S. Empire without NATO, particularly given that the dollar would surely collapse before such a treaty were signed? The War Party in Congress has only one tool to work with, war, and when all you have is a hammer, all problems look like nails. Current U.S. military power is built around the capacity to wage two major wars concurrently, but is very heavily dependent on NATO to do so. I'm not sure at all that the War Party has what it takes to cope with a peaceful group boycott by other NATO members.

The so-called P5+1 group – Britain, China, France, Russia, the United States and Germany – is attempting to reach a final nuclear deal with Iran before a deadline expires at the end of the month.

Against a perception that the Americans are rushing to a deal and willing to cut corners to do so, he said France has become a potential ally from Israel’s perspective, supplanting Britain as the most hawkish European country regarding Iran.

  • The year of 2014 is starting well for the American Israel Public Affairs Committee (AIPAC), the premier organization of this country’s Israel lobby. Not only has it been clearly and increasingly decisively defeated – at least for now and the immediate future – in its bid to persuade a filibuster-proof, let alone a veto-proof, super-majority of senators to approve the Kirk-Menendez “Wag the Dog” Act that was designed to torpedo the Nov. 24 “Joint Plan of Action” (JPA) between Iran and the P5+1. It has also drawn a spate of remarkably unfavorable publicity, a particularly damaging development for an organization that, as one of its former top honchos, Steve Rosen, once put it, like “a night flower, … thrives in the dark and dies in the sun.”
  • The result: AIPAC and its supporters hit a brick wall at 59, unable even to muster the 60 needed to invoke cloture against a possible filibuster, let alone the 77 senators that AIPAC-friendly Congressional staff claimed at one point were either publicly or privately committed to vote for the bill if it reached the floor. By late this week, half a dozen of the 16 Democrats who had co-sponsored the bill were retreating from it as fast as their senatorial dignity would permit. And while none has yet disavowed their co-sponsorship, more than a handful now have (disingenuously, in my view) insisted that they either don’t believe that the bill should be voted on while negotiations are ongoing; that they had never intended to undercut the president’s negotiating authority; or, most originally, that they believed the mere introduction of the bill would provide additional leverage to Obama (Michael Bennet of Colorado) in the negotiations. Even the bill’s strongest proponents, such as Oklahoma’s Jim Inhofe, conceded, as he did to the National Journal after Obama repeated his veto threat in his State of the Union Address Tuesday: “The question is, is there support to override a veto on that? I say, ‘No.’” The Democratic retreat is particularly worrisome for AIPAC precisely because its claim to “bipartisanship” is looking increasingly dubious, a point underlined by Peter Beinart in a Haaretz op-ed this week that urged Obama to boycott this year’s AIPAC policy conference that will take place a mere five weeks from now. (This is the nightmare scenario for Rosen who noted in an interview with the JTA’s Ron Kampeas last week that the group’s failure to procure a high-level administration speaker for its annual conference “would be devastating to AIPAC’s image of bipartisanship.”) According to Beinart:
  • Consider first what happened with the Kirk-Menendez sanctions bill, named for the two biggest beneficiaries of “pro-Israel” PACs closely associated with AIPAC in the Congressional campaigns of 2010 and 2012, respectively. Introduced on the eve of the Christmas recess, the bill then had 26 co-sponsors, equally divided between Democrats and Republicans, giving it an attractive bipartisan cast – the kind of bipartisanship that AIPAC has long sought to maintain despite the group’s increasingly Likudist orientation and the growing disconnect within the Democratic Party between its strongly pro-Israel elected leadership and more skeptical base, especially its younger activists, both Jewish and gentile. By the second week of January, it had accumulated an additional 33 co-sponsors, bringing the total to 59 and theoretically well within striking distance of the magic 67 needed to override a presidential veto. At that point, however, its momentum stalled as a result of White House pressure (including warnings that a veto would indeed be cast); the alignment behind Obama of ten Senate Committee chairs, including Carl Levin of the Armed Services Committee and Dianne Feinstein of the Intelligence Committee; public denunciation of the bill by key members of the foreign policy elite; and a remarkably strong grassroots campaign by several reputable national religious, peace, and human-rights groups (including, not insignificantly, J Street and Americans for Peace Now), whose phone calls and emails to Senate offices opposing the bill outnumbered those in favor by a factor of ten or more.

  • Of course, none of this means that the battle over Iran policy is won, but it does suggest that AIPAC’s membership has some serious thinking to do about the group’s relationship to Democrats and to the broader Jewish community. Nor does it necessarily mean that we have finally reached a “tipping point” regarding the lobby’s hold over Congress and U.S. Middle East policy. But this is unquestionably a significant moment. The bill as reported would only take effect if new sanctions are adopted by the U.S. In the interim agreement, Obama committed to vetoing any new sanctions enacted during the period of the interim agreement. So the actual position of the Iranian legislators is that the U.S. has to violate the agreement before the bill would take effect.   But I think this is a blunder anyway. Iran has no need to enrich uranium beyond 20 per cent, which is the maximum allowed under the Nuclear Nonproliferation Agreement. This bit of grandstanding will be used by Iran's enemies as "proof" that Iran has nuclear weapon ambitions.   However, I'm sensitive to the fact that this is an article in The Times of Israel, which often puts a rather overt Zionist spin on news. I'll be watching for less prejudiced sources on this issue.

America's Lead Iran Negotiator Misrepresents U.S. Policy (and International L... - 0 views

  • Last month, while testifying to the Senate Foreign Relations Committee, Wendy Sherman—Undersecretary of State for Political Affairs and the senior U.S. representative in the P5+1 nuclear talks with Iran—said, with reference to Iranians, “We know that deception is part of the DNA.”  This statement goes beyond orientalist stereotyping; it is, in the most literal sense, racist.  And it evidently was not a mere “slip of the tongue”:  a former Obama administration senior official told us that Sherman has used such language before about Iranians. 
  • Putting aside Sherman’s glaring display of anti-Iranian racism, there was another egregious manifestation of prejudice-cum-lie in her testimony to the Senate Foreign Relations Committee that we want to explore more fully.  It came in a response to a question from Senator Marco Rubio (R-Florida) about whether states have a right to enrich under the Nuclear Non-Proliferation Treaty (NPT).  Here is the relevant passage in Sherman’s reply:  “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all [and] doesn’t speak to enrichment, period.  It simply says that you have the right to research and development.”  Sherman goes on to acknowledge that “many countries such as Japan and Germany have taken that [uranium enrichment] to be a right.”  But, she says, “the United States does not take that position.  We take the position that we look at each one of these [cases].”  Or, as she put it at the beginning of her response to Sen. Rubio, “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all” (emphasis added). 
  • Two points should be made here.  First, the claim that the NPT’s Article IV does not affirm the right of non-nuclear-weapons states to pursue indigenous development of fuel-cycle capabilities, including uranium enrichment, under international safeguards is flat-out false.  Article IV makes a blanket statement that “nothing in this Treaty shall be interpreted as affecting the inalienable right of all the Parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination.”  And it’s not just “countries such as Japan and Germany”—both close U.S. allies—which affirm that this includes the right of non-weapons states to enrich uranium under safeguards.  The BRICS (Brazil, Russia, India, China, and South Africa) countries and the Non-Aligned Movement (whose 120 countries represent a large majority of UN members) have all clearly affirmed the right of non-nuclear-weapons states, including the Islamic Republic of Iran, to pursue indigenous safeguarded enrichment.  In fact, just four countries in the world hold that there is no right to safeguarded enrichment under the NPT:  the United States, Britain, France, and Israel (which isn’t even a NPT signatory).  That’s it.  Moreover, the right to indigenous technological development—including nuclear fuel-cycle capabilities, should a state choose to pursue them—is a sovereign right.  It is not conferred by the NPT; the NPT’s Article IV recognizes states’ “inalienable right” in this regard, while other provisions bind non-weapons states that join the Treaty to exercise this right under international safeguards.

  • There have been many first-rate analyses demonstrating that the right to safeguarded enrichment under the NPT is crystal clear—from the Treaty itself, from its negotiating history, and from subsequent practice, with at least a dozen non-weapons states building fuel-cycle infrastructures potentially capable of supporting weapons programs.  Bill Beeman published a nice Op Ed in the Huffington Post on this question in response to Sherman’s Senate Foreign Relations Committee testimony, see here and, for a text including references, here.  For truly definitive legal analyses, see the work of Daniel Joyner, for example here and here.  The issue will also be dealt with in articles by Flynt Leverett and Dan Joyner in a forthcoming special issue of the Penn State Journal of Law and International Affairs, which should appear within the next few days.         From any objectively informed legal perspective, denying non-weapons states’ right of safeguarded enrichment amounts to nothing more than a shameless effort to rewrite the NPT unilaterally.  And this brings us to our second point about Sherman’s Senate Foreign Relations Committee testimony. 
  • Sherman claims that “It has always been the U.S. position that Article IV of the Nuclear Non-Proliferation Treaty does not speak about the right of enrichment at all [and] doesn’t speak to enrichment, period.”  But, in fact, the United States originally held that the right to peaceful use recognized in the NPT’s Article IV includes the indigenous development of safeguarded fuel-cycle capabilities.  In 1968, as America and the Soviet Union, the NPT’s sponsors, prepared to open it for signature, the founding Director of the U.S. Arms Control and Disarmament Agency, William Foster, told the Senate Foreign Relations Committee—the same committee to which Sherman untruthfully testified last month—that the Treaty permitted non-weapons states to pursue the fuel cycle.  We quote Foster on this point:   “Neither uranium enrichment nor the stockpiling of fissionable material in connection with a peaceful program would violate Article II so long as these activities were safeguarded under Article III.”  [Note:  In Article II of the NPT, non-weapons states commit not to build or acquire nuclear weapons; in Article III, they agree to accept safeguards on the nuclear activities, “as set forth in an agreement to be negotiated and concluded with the International Atomic Energy Agency.”] 
  • Thus, it is a bald-faced lie to say that the United States has “always” held that the NPT does not recognize a right to safeguarded enrichment.  As a matter of policy, the United States held that that the NPT recognized such a right even before it was opened for signature; this continued to be the U.S. position for more than a quarter century thereafter.  It was only after the Cold War ended that the United States—along with Britain, France, and Israel—decided that the NPT should be, in effect, unilaterally rewritten (by them) to constrain the diffusion of fuel-cycle capabilities to non-Western states.  And their main motive for trying to do so has been to maximize America’s freedom of unilateral military initiative and, in the Middle East, that of Israel.  This is the agenda for which Wendy Sherman tells falsehoods to a Congress that is all too happy to accept them.

AIPAC spending estimated $40 million to oppose Iran Deal - Mondoweiss - 0 views

  • The American Israel Public Affairs Committee (AIPAC) is throwing mountains of money around in an attempt to derail the Iran nuclear deal. Mondoweiss reported in early August that AIPAC’s education wing was taking all but three freshmen House Representatives on a visit to Israel in hopes of sabotaging the US government’s negotiations with Iran. A few days later, the New York Times picked up the story. It reported that 58 congresspeople—including 22 Democrats and 36 Republicans—in total would be traveling to Israel in August. The Times also revealed just how much money AIPAC is hemorrhaging in hopes of stymieing the international diplomacy between the P5+1 (the US, the UK, France, China, and Russia, as well as Germany) and Iran. In the first half of 2015, AIPAC spent approximately $1.7 million lobbying Congress to oppose the deal. Yet this is mere chump change compared to what it has since funneled into advertisements and lobbying.
  • IPAC created a new tax-exempt lobbying group in July called Citizens for a Nuclear Free Iran. The sole purpose of the organization is to oppose the Iran deal—which, in spite of the name of the group, will in fact prevent Iran from developing nuclear weapons (weapons the Iranian government denies ever even seeking in the first place, and for which there is not a shred of evidence) in return for an end to Western sanctions on the country. Citizens for a Nuclear Free Iran is spending up to $40 million to place anti-Iran deal ads in 35 states, according to the Times, up from a previous estimate of $20 million. This figure may increase even more as the 60-day period in which Congress can review the deal draws to a close. In August 2013, AIPAC paid for a congressional trip to Israel. The organization paid around $18,000 for each congressperson who went. Assuming these costs remain the same today, AIPAC will be shelling out another $1 million to send US lawmakers to Israel. NPR estimates AIPAC will spend $20 million to $40 million to oppose the Iran deal. In light of the above findings, $40 million may in fact be a lower limit. AIPAC’s spending dwarfs the estimated $5 million liberal pro-Israel organization J-Street plans to spend in support of the international diplomacy.

    The elephant in the room here is that AIPAC's ability to dictate Congressional outcomes through the threat of funding opposing candidates is broken, with AIPAC forced to lobby indirectly to motivate voters to lobby Congress.

2015 Will Be All About Iran, China and Russia / Sputnik International - 0 views

  • Fasten your seatbelts; 2015 will be a whirlwind pitting China, Russia and Iran against what I have described as the Empire of Chaos.
  • Considering that this swift move was conceived as a checkmate, Moscow’s defensive strategy was not that bad. On the key energy front, the problem remains the West’s – not Russia’s. If the EU does not buy what Gazprom has to offer, it will collapse. Moscow’s key mistake was to allow Russia's domestic industry to be financed by external, dollar-denominated debt. Talk about a monster debt trap  which can be easily manipulated by the West. The first step for Moscow should be to closely supervise its banks. Russian companies should borrow domestically and move to sell their assets abroad. Moscow should also consider implementing a system of currency controls so the basic interest rate can be brought down quickly. And don’t forget that Russia can always deploy a moratorium on debt and interest, affecting over $600 billion. That would shake the entire world's banking system to the core. Talk about an undisguised “message” forcing the US/EU economic warfare to dissolve.
  • Global oil prices are bound to remain low. All bets are off on whether a nuclear deal will be reached by this summer between Iran and the P5+1. If sanctions (actually economic war) against Iran remain and continue to seriously hurt its economy, Tehran’s reaction will be firm, and will include even more integration with Asia, not the West.

  • Now let’s take a look at Russian fundamentals. Russia’s government debt totals only 13.4% of its GDP. Its budget deficit in relation to GDP is only 0.5%.  If we assume a US GDP of $16.8 trillion (the figure for 2013), the US budget deficit totals 4% of GDP, versus 0.5% for Russia. The Fed is essentially a private corporation owned by regional US private banks, although it passes itself off as a state institution. US publicly held debt is equal to a whopping 74% of GDP in fiscal year 2014. Russia’s is only 13.4%. The declaration of economic war by the US and EU on Russia – via the run on the ruble and the oil derivative attack – was essentially a derivatives racket. Derivatives – in theory – may be multiplied to infinity. Derivative operators attacked both the ruble and oil prices in order to destroy the Russian economy. The problem is, the Russian economy is more soundly financed than America's.
  • So yes – it will be all about further moves towards the integration of Eurasia as the US is progressively squeezed out of Eurasia. We will see a complex geostrategic interplay progressively undermining the hegemony of the US dollar as a reserve currency and, most of all, the petrodollar. For all the immense challenges the Chinese face, all over Beijing it's easy to detect unmistakable signs of a self-assured, self-confident, fully emerged commercial superpower. President Xi Jinping and the current leadership will keep investing heavily in the urbanization drive and the fight against corruption, including at the highest levels of the Chinese Communist Party (CCP). Internationally, the Chinese will accelerate their overwhelming push for new 'Silk Roads' – both overland and maritime – which will underpin the long-term Chinese master strategy of unifying Eurasia with trade and commerce.
  • Russia does not need to import any raw materials. Russia can easily reverse-engineer virtually any imported technology if it needs to. Most of all, Russia can generate — from the sale of raw materials – enough credit in US dollars or euros. Russia's sale of its energy wealth — or sophisticated military gear — may decline. However, they will bring in the same amount of rubles — as the ruble has also declined.  Replacing imports with domestic Russian manufacturing makes total sense. There will be an inevitable “adjustment” phase – but that won’t take long. German car manufacturers, for instance, can no longer sell their cars in Russia due to the ruble's decline. This means they will have to relocate their factories to Russia. If they don’t, Asia – from South Korea to China — will blow them out of the market.
  • The EU's declaration of economic war against Russia makes no sense whatsoever. Russia controls, directly or indirectly, most of the oil and natural gas between Russia and China: roughly 25% of the world's supply. The Middle East is bound to remain a mess. Africa is unstable. The EU is doing everything it can to cut itself off from its most stable supply of hydrocarbons, prompting Moscow to redirect energy to China and the rest of Asia. What a gift for Beijing – as it minimizes the alarm about the US Navy playing with "containment" across the high seas.  Still, an unspoken axiom in Beijing is that the Chinese remain extremely worried about an Empire of Chaos losing more and more control, and dictating the stormy terms of the relationship between the EU and Russia. The bottom line is that Beijing would never allow itself to be in a position where the US could interfere with China's energy imports – as was the case with Japan in July 1941 when the US declared war by imposing an oil embargo, cutting off 92% of Japanese oil imports. Everyone knows a key plank of China’s spectacular surge in industrial power was the requirement for manufacturers to produce in China. If Russia did the same, its economy would be growing at a rate of over 5% per year in no time. It could grow even more if bank credit was tied only to productive investment.
  • Now imagine Russia and China jointly investing in a new gold, oil and natural resource-backed monetary union as a crucial alternative to the failed debt "democracy" model pushed by the Masters of the Universe on Wall Street, the Western central bank cartel, and neoliberal politicians. They would be showing the Global South that financing prosperity and improved standards of living by saddling future generations with debt was never meant to work in the first place. Until then, a storm will be threatening our very lives – today and tomorrow. The Masters of the Universe/Washington combo won’t give up their strategy to make Russia a pariah state cut off from trade, the transfer of funds, banking and Western credit markets and thus prone to regime change. Further on down the road, if all goes according to plan, their target will be (who else) China. And Beijing knows it. Meanwhile, expect a few bombshells to shake the EU to its foundations. Time may be running out – but for the EU, not Russia. Still, the overall trend won’t be altered; the Empire of Chaos is slowly but surely being squeezed out of Eurasia.

Update on Iran Sanctions Legislation « LobeLog - 0 views

  • The sponsors of the latest Kirk-Menendez Iran sanctions bill appear determined to move the legislation as quickly as possible, although it has yet to be formally introduced. Of course, both Obama and visiting British Prime Minister David Cameron came out strongly against any sanctions legislation during their joint press appearance at the White House Friday, warning that approval risked sabotaging not only the ongoing negotiations, but also unity among the P5+1 (U.S., U.K, France, Russia, China plus Germany) themselves. In olden times one would have expected most Republicans to take seriously what a British prime minister–especially one from Winston Churchill’s Conservative Party–has to say about a foreign policy issue of mutual interest. But the combination of their real hatred for Obama and purported love for Israel (and especially for the campaign funds from wealthy Republican Jewish Coalition donors like Sheldon Adelson) is likely to supersede the historic “special relationship” extolled by Churchill himself. In any event, the best and most up-to-date summary of where things stand was provided in the weekly Legislative Round-Up by Lara Friedman of Americans for Peace Now (APN), lengthy excerpts of which are reproduced below with permission. (APN legislative round-ups are an excellent source for tracking what’s happening on Capitol Hill on Middle East policy.) Note that there are two parts to her account: the first is regarding an AIPAC draft that circulated earlier this week (and Lara’s analysis of that legislation); the second, an updated version circulated at week’s end apparently in the hope of securing more Democratic support, as well as Lara’s analysis of that draft.
  • Updated analysis of Kirk-Menendez text (as of 3pm, 1/16) In some annoying corollary to Murphy’s Law, shortly after posting analysis of the draft text of the new Kirk-Menendez sanctions bill (in which it was noted that the text should not be considered final or authoritative), a newer draft of the bill began circulating (underscoring the oddness of AIPAC circulating a “summary” of the bill while it was/is apparently still being tweaked).  Bearing in mind that this new text should still not be considered final or authoritative, the following are some observations about this newer text:
  • Existing sanctions don’t snap back, but additional sanctions relief remains elusive: This newer text repeats language in the earlier draft to the effect that while following an agreement (and required notification to Congress) the President may not waive any sanctions on Iran until Congress has had time to review the deal and the Administration’s plans to verify Iranian compliance. The newer version includes language – completely absent in the earlier draft – stipulating that this ban on waiving sanctions does not apply to sanctions previously waived under the JPOA. Notably, the updated version of the bill still stipulates that the Congressional review period during which the President is barred from waiving any new sanctions must last “30 days of continuous session of Congress,” and defines “continuous session” as not including periods where Congress is in recess for more than 3 days.  What does this mean? Looking at the House Calendar for 2105 and counting the days, it means that if the President sends the details of a deal and the required “verification assessment” to Congress on July 5, no new sanctions may be waived until at least November 13.

  • Automatic new sanctions if no agreement or further delay: Like the earlier version, this text stipulates that new sanctions would automatically be imposed, escalating over a period of months, in the event that  the Presidents fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5. This appears to apply even in the case of an additional extension or the sides agreeing to a period to iron out the details of implementation of an agreement.  It also stipulates that in the event that the President fails to send to Congress the details of a comprehensive deal reached with Iran and the required “verification assessment” by July 5, any sanctions previously waived by the President under the JPOA will automatically snap back on.
  • Laying out far-reaching parameters for a deal: Like in the previous version, the Sense of Congress included in the bill is, by definition, non-binding. It nonetheless sends a strong statement of Congressional intent. And this Sense of Congress, like the previous version, sends a statement of hardline red lines in order for any deal to be acceptable to Congress (and the lengthy review period imposed by this bill clearly implies that Congress will be reviewing any agreement to determine if it meets its standards – and implies that if it does not meet its standards, there will be concrete consequences). Promising that sanctions will continue, regardless of a deal. While, like in the previous version, the Sense of Congress is by definition non-binding, it nonetheless sends a strong statement of Congressional intent. And this Sense of Congress once again makes clear that even if there is a deal that verifiably addresses U.S. concerns about Iran’s nuclear program, Congress will seek to continue to impose far-reaching sanctions against Iran for other reasons.
  • Planting the seeds for a deal to far apart:  The key provisions of this updated version of the bill, even amended, are a clear poison pill for any agreement.  In effect, this bill undermines negotiations and weakens U.S. negotiators. Rather than offering more sanctions relief to Iran in exchange for a deal, it prohibits it, and establishes a 4-month period during which the President is explicitly deprived of any authority to deliver anything to Iran beyond what was already delivered during negotiations. Assuming Iran would agree to a deal under such circumstances – which is doubtful – this bill sets into motion a dynamic in which Iranian opponents of a diplomacy will have an easy time arguing against the deal, and in which mischief-makers in Congress will have ample time to push ahead with new legislation rejecting a deal or putting new conditions on its implementation and limitations on sanctions relief. And given the Sense of Congress in this bill – which makes the case for continued Iran sanctions even after a nuclear deal, it is not a stretch to imagine that members of Congress would adopt such an approach during this 4 month waiting period.

    Remember that the Israeli-firsters goal is not actually do do anything about Iranian nuclear weapons: there are none. There goal is to shoot down the negotiations and for the U.S. to bomb Iran back into the Stone Age.
