This week, congressional Republicans gave themselves the power to slash the annual salary of any individual federal worker to as low as $1 — and the budget of any individual federal program right down to zero. They executed this attack on the independence of the civil service by reviving an obscure provision enacted by Congress in 1876: The Holman Rule, named after the Indiana congressman who devised it, empowers any member of Congress to submit an amendment to an appropriations bill that targets the funding of a specific government program or employee. The rule was devised before the advent of a nonpolitical, career civil service and was rarely invoked in the modern era. In 1983, Democratic speaker Tip O’Neill laid it to rest. For the past three decades, Congress has had the power to slash any agency’s overall budget, but not to target specific projects or civil servants for funding cuts or downsizing. @media (min-width: 1024px) { .ad.vp-1024-plus { display: block; } } Until now. “This is a big rule change inside there that allows people to get at places they hadn’t before,” House Majority Leader Kevin McCarthy told reporters this week. “All agencies should be held accountable and tested in a manner and this is an avenue to allow them to do it.” This big change flew under the radar when it was enacted Tuesday, as congressional Republicans’ (quickly forfeited) attempt to gut the House ethics office sucked up all available media attention. But the Holman Rule could prove more consequential, particularly if the GOP proves eager to deploy its new weapon.

When you look at John Williams's ShadowStats, in the US we're looking at about 22% unemployment. So yes, it's a depression for a lot of people. And then again, median household income in the US, accounting for inflation, is 10% below 1999 levels. That's a fact. So if you're earning 10 percent less for your family than you were in 1999 and the costs have skyrocketed since then, particularly in healthcare, food, rent, property, gas and other costs, do you think you're living in a depression? The Iraqi military launched a major campaign to take back a key city from the self-proclaimed Islamic State over the weekend—a move that caught the U.S. “by surprise,” in the words of one American government official.The U.S.-led coalition forces that have conducted seven months of airstrikes on Iraq’s behalf did not participate in the attack, defense officials told The Daily Beast, and the American military has no plans to chip in.Instead, embedded Iranian advisers and Iranian-backed Shiite militias are taking part in the offensive on the largely Sunni town, raising the prospect that the fight to beat back ISIS could become a sectarian war. The news is the latest indication that not all is well with the American effort against the terror group. On Friday, U.S. defense officials told The Daily Beast that a planned offensive against the ISIS stronghold of Mosul had been indefinitely postponed. Over the weekend, an American-backed rebel group in Syria announced that it was dissolving, and joining an Islamist faction.

Then there was the unexpected battle for Tikrit. Over the weekend, a reported 30,000 troops and militiamen—mostly Shiites —stormed the Sunni dominated city of Tikrit, former Iraqi President Saddam Hussein’s hometown and the symbolic birthplace of his three decades of repressive practices against the majority Shiite population.U.S. officials were largely left in the dark of the planning and timing of the operation, defense officials said. The Pentagon said Monday it was not conducting airstrikes in support of the Tikrit offensive because the Iraqi government did not ask for such help.The U.S. had seen the prospect of strikes in Tikrit for a while but the timing and nature of the attack “caught us by surprise,” one government official explained to The Daily Beast.

The depth of Iranian involvement and the dearth of U.S. engagement in the battle for Tikrit suggested the coalition-led campaign did little to weaken Iranian influence on Iraqi security. Two U.S. defense officials told The Daily Beast that Iranian troops were firing Iranian artillery  “in the vicinity of” the Iraqi military campaign. And there were several reports that Major General Qassem Soleimani, the shadowy commander of the Iranian Revolutionary Guard’s overseas operation arm, is also on the ground near Tikrit. The Iraqi decision to cut out the U.S.-led coalition turned the war against ISIS in Iraq into a dual track approach—one carried out by the U.S.-led coalition another directed by the Iranians. Each has its own military strategy.

The Daily Beast’s article, “Petraeus: Use Al Qaeda Fighters to Beat ISIS,” reveals the final piece to the “safe haven” or “buffer zone” puzzle, providing the world a complete picture of how the United States and its regional allies, including Turkey, Saudi Arabia, Israel, Jordan, and others, plan to finally overthrow the government in Damascus, and eliminate Syria as a functioning nation state through the use of listed terrorist organizations responsible for over a decade of devastating global war.

The Daily Beast reports: Members of al Qaeda’s branch in Syria have a surprising advocate in the corridors of American power: retired Army general and former CIA Director David Petraeus.  The former commander of U.S. forces in Iraq and Afghanistan has been quietly urging U.S. officials to consider using so-called moderate members of al Qaeda’s Nusra Front to fight ISIS in Syria, four sources familiar with the conversations, including one person who spoke to Petraeus directly, told The Daily Beast. 

In addition to Petraeus’ alleged plans, the Daily Beast reports former US Ambassador to Syria  Robert Ford also advocated supporting terrorists linked directly to Al Qaeda, including the Ahrar al Sham faction. However this “proposed” advocacy is an afterthought – a matter of public perception management – as terrorist organizations like Ahrar al Sham and the Al Nusra Front already are receiving significant US backing either directly or laundered through one of America’s many regional collaborators. Ahrar al Sham’s extensive video documentation online shows the group even employing US anti-tank TOW missiles. Furthermore, US corporate-financier funded policy think tanks like the Brookings Institution have already enumerated precisely this plan. In a recent publication on Brookings’ “Order From Chaos” blog titled, “Should the United States negotiate with terrorists?,” it is stated: Ultimately, negotiation and amnesty programs with extremist groups must enter the U.S. counterterrorism repertoire if reluctance to military deployment continues. Brookings describes almost verbatim the proposal put forth by Petraeus and Ford, indicating this plan is more deeply rooted as a matter of policy than indicated by the Daily Beast.

The intelligence pros said killing certain ISIS leaders might not diminish the group and that airstrikes might not be working. The bosses didn’t like those answers—not at all.Senior intelligence officials at the U.S. military’s Central Command demanded significant alterations to analysts’ reports that questioned whether airstrikes against the so-called Islamic State widely known as ISIS were damaging the group’s finances and its ability to launch attacks. But reports that showed the group being weakened by the U.S.-led air campaign received comparatively little scrutiny, The Daily Beast has learned. Senior CENTCOM intelligence officials who reviewed the critical reports sent them back to the analysts and ordered them to write new versions that included more footnotes and details to support their assessments, according to two officials familiar with a complaint levied by more than 50 analysts about intelligence manipulation by CENTCOM higher-ups.

In some cases, analysts were also urged to state that killing particular ISIS leaders and key officials would diminish the group and lead to its collapse. Many analysts, however, didn’t believe that simply taking out top ISIS leaders would have an enduring effect on overall operations. “There was the reality on the ground but it was not as rosy as [the leadership] wanted it to be,” a defense official familiar with the complaint told The Daily Beast. “The challenge was assessing whether the glass was half empty, not half full.”Some analysts have also complained that they felt “bullied” into reaching conclusions favored by their bosses, two separate sources familiar with analysts’ complaints said. The written and verbal pressure created a climate at CENTCOM in which analysts felt they had to self-censor some of their reports.

Army General Lloyd Austin came under withering bipartisan criticism on Wednesday when he testified before the Senate Armed Services Committee that after spending at least $43 million over a 10-month period, the U.S. had trained only nine fighters to confront ISIS in Syria. Senators were dumbfounded that the nearly year-long effort had produced such paltry results, calling it “a joke” and “an abject failure.”

MR KIRBY: Well, again, I think – and I think Mark walked you through this – there were three principal topics that they discussed. One was Syria; one was Ukraine; and the other, of course, was DPRK and our work inside the UN to pursue additional sanctions on the regime. The discussion on Syria focused on two things principally. One was the situation in Aleppo and the Secretary’s obvious and deep concern about the continued siege there and also about the potential to continue multilateral efforts to discuss the way ahead. And that’s – and that’s basically it. We certainly, when we said we were suspending U.S.-Russia bilateral engagement on the cessation of hostilities and the work to that end in Syria, there was never any expectation that the two foreign ministers wouldn’t speak about Syria again. And certainly, if we’re going to continue multilateral efforts, which we fully intend to do, whether it’s with the ISSG or other partners or through the UN, there’s no way you can do that without including Russia in that discussion. QUESTION: So and just – so are you trying to set up a meeting, for example? I mean, you’re talking about bilateral discussions. Are you trying to set up a meeting with other countries including Russia on this? MR KIRBY: I don’t have anything on the schedule to speak to today, but I certainly wouldn’t rule out the fact that there will be attempts and efforts through multi – through a multilateral fora to meet again and to try to work through this. I certainly wouldn’t rule that out. QUESTION: And just one other one. Given the failure of the previous efforts and given the main thing that you guys argued was that the carrot or the leverage you had was Russia’s eagerness for intelligence-sharing cooperation, et cetera, the JIC, what makes you think they’re going to be any more likely to work to halt or reduce the violence in a multilateral context absent those incentives than they were when they had the incentives on the table? MR KIRBY: We don’t know. We don’t know. That’s a call for them to make if they’re interested or willing in participating in a multilateral discussion or not. But speaking for Secretary Kerry, I can tell you that he fully intends to use multilateral efforts available to him, whether it’s the ISSG or the UN or something separate and distinct. Tom Shannon was in Berlin at the invitation of the German Government just yesterday to – a smaller but still multilateral discussion about Syria. The Secretary has every intent to continue to use those vehicles as best he can. But we don’t know whether Russia will come to those sessions. We don’t know whether they will do so --

QUESTION: Yeah, okay. And is there anything that you are doing to try to stop Aleppo from falling to the government, the Russian-backed government offensive, or have you kind of written it off? MR KIRBY: Nobody is writing off Aleppo. I think everybody’s deeply troubled and concerned about what appears to be a very continued, concerted, and if – and increased effort by the regime to conduct a siege and to take Aleppo. But -- QUESTION: Yeah. Are you doing anything to stop it? MR KIRBY: Well, we obviously are continuing – another reason why, as I said, they – Foreign Minister Lavrov and the Secretary spoke yesterday was the Secretary was expressing our concerns about what’s going on in Aleppo. We’re not turning a blind eye to that. And we still want – the short answer to your question is we’re still interested in pursuing a cessation of hostilities that can endure nationwide, and certainly in Aleppo. It’s just that now we’re going to have to pursue that goal through a multilateral effort and not any longer solely through a bilateral effort with Russia.

(Reuters) - Turkey's Prime Minister Tayyip Erdogan said he replaced ten cabinet ministers, half of his total roster, after three ministers resigned over a high-level graft inquiry on Wednesday. The replaced ministers included EU Minister Egemen Bagis, who was allegedly named in the corruption probe but had not resigned yet, and key positions such as the Economy and justice ministers.

Turkey’s President Recep Tayyip Erdogan is planning a military intervention into northern Syria to prevent Syrian Kurds from forming their own state there, despite concerns among his own generals and possible criticism from Washington and other NATO allies, according to reports in both pro- and anti-government media. In a speech last Friday, Erdogan vowed that Turkey would not accept a move by Syrian Kurds to set up their own state in Syria following gains by Kurdish fighters against the so-called Islamic State, or ISIS, in recent weeks. “I am saying this to the whole world: We will never allow the establishment of a state on our southern border in the north of Syria,” Erdogan said. “We will continue our fight in that respect whatever the cost may be.” He accused Syrian Kurds of ethnic cleansing in Syrian areas under their control.After the speech, several news outlets reported that the president and Prime Minister Ahmet Davutoglu had decided to send the Turkish army into Syria, a hugely significant move by NATO’s second-biggest fighting force after the U.S. military. Both the daily Yeni Safak, a mouthpiece of the government, and the newspaper Sozcu, which is among Erdogan’s fiercest critics, ran stories saying the Turkish Army had received orders to send soldiers over the border. Several other media had similar stories, all quoting unnamed sources in Ankara. There has been no official confirmation or denial by the government.

The reports said up to 18,000 soldiers would be deployed to take over and hold a strip of territory up to 30 kilometers deep and 100 kilometers long that is held by ISIS. It stretches from close to the Kurdish-controlled city of Kobani in the east to an area further west held by the pro-Western Free Syrian Army (FSA) and other rebel groups, beginning around the town of Mare. This “Mare Line,” as the press calls it, is to be secured with ground troops, artillery and air cover, the reports said. Yeni Safak reported preparations were due to be finalized by next Friday. There has been speculation about a Turkish military intervention ever since the Syrian conflict began in 2011. Ankara has asked the United Nations and its Western allies to give the green light to create a buffer zone and a no-fly area inside Syria to prevent chaos along the Turkish border and to help refugees on Syrian soil before they cross over into Turkey. But the Turkish request has fallen on deaf ears.

The daily Hurriyet reported Erdogan and Davutoglu wanted to “kill two birds with one stone” with a military intervention along the Mare Line. One aim would be to drive ISIS away from the Turkish border, depriving the jihadists of their last foothold on the frontier and thereby cutting off supply lines. Such a move would tie in with the U.S. strategy to contain and weaken ISIS.A second goal of the operation would be closer to Ankara’s own interests. The English-language Hurriyet Daily News quoted one source saying there was a need to  “prevent the PYD from taking full control over the Turkish-Syrian border,” and also to create a zone on Syrian territory rather than in Turkey to take in new waves of refugees.But the military is reluctant, the reports said. Generals told the government that Turkish troops could come up against ISIS, Kurds, and Syrian government troops and get drawn into the Syrian quagmire. Retaliation attacks by ISIS and Kurdish militants on Turkish territory are another concern.

Last night’s episode of 60 Minutes on CBS included what basically amounted to an uncritical commercial for the embattled National Security Agency, led by a journalist who used to be a government colleague. While the show — which has faced recent problems of its own, from the Benghazi debacle to the Amazon drone PR stunt — celebrated its own “unprecedented access to NSA headquarters,” it’s clear the meeting was on the NSA’s terms. In fact, NSA Director General Keith Alexander “made the call to invite us in,” a 60 Minutes producer admitted. They pretty much let him say his piece, nodding along excitedly. “Full disclosure, I once worked in the office of the director of National Intelligence where I saw firsthand how secretly the NSA operates,” said the reporter John Miller at the start of the segment.

While no critics of the NSA programs were given a chance to make the case against the potentially extralegal spying, which has resulted in international outrage, CBS did assist in the discrediting of master leaker Edward Snowden. Take, for example, this galling exchange with the head of the Snowden task force within the NSA, following Miller’s dismissive description of Snowden as a “twentysomething-year-old, high-school-dropout contractor”: John Miller: Did you sit in his chair?Rick Ledgett: I did not. I couldn’t bring myself to do that. […] At home, they discovered Snowden had some strange habits. Rick Ledgett: He would work on the computer with a hood that covered the computer screen and covered his head and shoulders, so that he could work and his girlfriend couldn't see what he was doing.John Miller: That's pretty strange, sitting at your computer kind of covered by a sheet over your head and the screen?Rick Ledgett: Agreed.

The nation’s top technology firms and a coalition of privacy groups are urging Congress to place curbs on government surveillance in the face of a fast-approaching deadline for legislative action. A set of key Patriot Act surveillance authorities expire June 1, but the effective date is May 21 — the last day before Congress breaks for a Memorial Day recess. In a letter to be sent Wednesday to the Obama administration and senior lawmakers, the coalition vowed to oppose any legislation that, among other things, does not ban the “bulk collection” of Americans’ phone records and other data.

We know that there are some in Congress who think that they can get away with reauthorizing the expiring provisions of the Patriot Act without any reforms at all,” said Kevin Bankston, policy director of New America Foundation’s Open Technology Institute, a privacy group that organized the effort. “This letter draws a line in the sand that makes clear that the privacy community and the Internet industry do not intend to let that happen without a fight.” At issue is the bulk collection of Americans’ data by intelligence agencies such as the National Security Agency. The NSA’s daily gathering of millions of records logging phone call times, lengths and other “metadata” stirred controversy when it was revealed in June 2013 by former NSA contractor Edward Snowden. The records are placed in a database that can, with a judge’s permission, be searched for links to foreign terrorists.They do not include the content of conversations.

That program, placed under federal surveillance court oversight in 2006, was authorized by the court in secret under Section 215 of the Patriot Act — one of the expiring provisions. The public outcry that ensued after the program was disclosed forced President Obama in January 2014 to call for an end to the NSA’s storage of the data. He also appealed to Congress to find a way to preserve the agency’s access to the data for counterterrorism information.

The decision was made by the National Assembly of Afghanistan and the Cabinet of President Ashraf Ghani.[2] The airport has been expanded and modernized in the last decade. A new international terminal (which has free wi-fi) was added and the older terminal is now used for domestic flights. A number of military bases were also built around the airport, which are used by the United States Armed Forces and NATO's International Security Assistance Force (ISAF). The military of Afghanistan also has a base there, while the Afghan National Police provide security inside the passenger terminals. 3 Airlines and destinations 3.1 Passenger 3.2 Cargo

For years, NATO has granted impunity to convoys packed with supplies bound for ISIS and Al Qaeda. Russian airstrikes have stopped them dead in their tracks. If a legitimate, well-documented aid convoy carrying humanitarian supplies bound for civilians inside Syria was truly destroyed by Russian airstrikes, it is likely the world would never have heard the end of it. Instead, much of the world has heard little at all about a supposed “aid” convoy destroyed near Azaz, Syria, at the very edge of the Afrin-Jarabulus corridor through which the so-called Islamic State (ISIS) and Al Qaeda’s remaining supply lines pass, and in which NATO has long-sought to create a “buffer zone” more accurately described as a Syrian-based, NATO-occupied springboard from which to launch terrorism deeper into Syrian territory. The Turkish-based newspaper Daily Sabah reported in its article, “Russian airstrikes target aid convoy in northwestern Syrian town of Azaz, 7 killed,” claims: At least seven people died, 10 got injured after an apparent airstrike, reportedly by Russian jets, targeted an aid convoy in northwestern Syrian town of Azaz near a border crossing with Turkey on Wednesday. Daily Sabah also reported: Speaking to Daily Sabah, Serkan Nergis from the Humanitarian Relief Foundation (IHH) said that the targeted area is located some 5 kilometers southwest of the Öncüpınar Border Crossing.  Nergis said that IHH has a civil defense unit in Azaz and they helped locals to extinguish the trucks. Trucks were probably carrying aid supplies or commercial materials, Nergis added.

Daily Sabah’s report also reveals that the Turkish-Syrian border crossing of Oncupinar is held by what it calls “rebels.” The border crossing of Oncupinar should be familiar to many as it was the scene of Germany’s international broadcaster Deutsche Welle’s (DW) investigative report where DW camera crews videotaped hundreds of trucks waiting at the border, bound for ISIS territory, apparently with full approval of Ankara. The report was published in November of 2014, a full year ago, and revealed precisely how ISIS has been able to maintain its otherwise inexplicable and seemingly inexhaustible fighting capacity. The report titled, “‘IS’ supply channels through Turkey,” included a video and a description which read: Every day, trucks laden with food, clothing, and other supplies cross the border from Turkey to Syria. It is unclear who is picking up the goods. The haulers believe most of the cargo is going to the “Islamic State” militia. Oil, weapons, and soldiers are also being smuggled over the border, and Kurdish volunteers are now patrolling the area in a bid to stem the supplies. The report, and many others like it, left many around the world wondering why, if the US is willing to carry out risky military operations deep within Syrian territory to allegedly “fight ISIS,” the US and its allies don’t commit to a much less riskier strategy of securing the Turkish-Syrian border within Turkey’s territory itself – especially considering that the United States maintains an airbase, training camps, and intelligence outposts within Turkish territory and along the very border ISIS supply convoys are crossing over.

Ideally, NATO should have interdicted these supply convoys before they even crossed over into Syria – arresting the drivers and tracking those who filled the trucks back to their source and arresting them as well. Alternatively, the trucks should have been destroyed either at the border or at the very least, once they had entered into Syria and were clearly headed toward ISIS-occupied territory. That none of this took place left many to draw conclusions that the impunity granted to this overt logistical network was intentional and implicated NATO directly in the feeding of the very ISIS terrorists it claimed to be “fighting.”

Current and former FBI officials have launched a media counter-offensive to engage head to head with the Clinton media machine and to throw off the shackles the Loretta Lynch Justice Department has used to stymie their multiple investigations into the Clinton pay-to-play network. Over the past weekend, former FBI Assistant Director and current CNN Senior Law Enforcement Analyst Tom Fuentes told viewers that “the FBI has an intensive investigation ongoing into the Clinton Foundation.” He said he had received this information from “senior officials” at the FBI, “several of them, in and out of the Bureau.” (See video clip from CNN below.) That information was further supported by an in-depth article last evening in the Wall Street Journal by Devlin Barrett. According to Barrett, the “probe of the foundation began more than a year ago to determine whether financial crimes or influence peddling occurred related to the charity.” Barrett’s article suggests that the Justice Department, which oversees the FBI, has attempted to circumvent the investigation. The new revelations lead to the appearance of wrongdoing on the part of U.S. Attorney General Loretta Lynch for secretly meeting with Bill Clinton on her plane on the tarmac of Phoenix Sky Harbor International Airport on the evening of June 28 of this year. Not only was Bill Clinton’s wife under an FBI investigation at the time over her use of a private email server in the basement of her New York home over which Top Secret material was transmitted while she was Secretary of State but his own charitable foundation was also under investigation, a fact that was unknown at the time to the public and the media.

The reports leaking out of the FBI over the weekend came on the heels of FBI Director James Comey sending a letter to members of Congress on Friday acknowledging that the investigation into the Hillary Clinton email server was not closed as he had previously testified to Congress, but had been reopened as a result of “pertinent” emails turning up. According to multiple media sources, those emails were found on the laptop of Anthony Weiner, estranged husband of Hillary Clinton’s longtime aide, Huma Abedin. Weiner was forced to resign from Congress in 2011 over a sexting scandal with more sexting scandals to follow. Early this month, on October 3, the FBI raided Weiner’s apartment in New York with a search warrant in hand and seized multiple electronic devices. At least one of those devices had been used by both Weiner and Abedin to send email messages. The search warrant had been obtained following a detailed report that had appeared in the Daily Mail newspaper in the U.K. in September, showing sordid, sexual emails that Weiner had allegedly sent to a 15-year old girl in North Carolina. According to the content of the published emails, Weiner was aware that the girl was underage. While examining the hard drive of a laptop seized from Weiner, the FBI found metadata showing that thousands of the emails were exchanged between the private server located in Hillary Clinton’s basement in Chappaqua, New York. Since the FBI had only a search warrant to examine emails and documents related to the Weiner matter, it was not able to read the other emails but simply tallied up the metadata linked to the private server in Chappaqua to show how many potentially new emails might be in the trove on the laptop. (It is also possible that the FBI agents could have used a program to compare subject headings against those emails previously turned over by Abedin to make their case that Abedin had perjured herself when she testified to them that she had turned over all of her work-related emails from her time as Deputy Chief of Staff for Operations when Hillary Clinton served as Secretary of State.)

The FBI officials briefed FBI Director James Comey last Thursday on the new trove of emails and he went public with his letter to Congress the next day – leading the Clinton camp to immediately launch a media assault on his motives. As if all of this wasn’t enough for the public to digest over the weekend, yesterday morning James Kallstrom, the former Assistant Director in Charge of the FBI’s New York Division and 25-year veteran of the FBI, went on the John Catsimatidis radio program to call the Clintons a “crime family.” (You can hear the full program here.) Kallstrom’s comments were further amplified when the New York Daily News reported on his criticisms that the FBI had been hamstrung from conducting a real investigation. The Daily News quoted Kallstrom from the radio program as follows: “ ‘This investigation was never a real investigation, they never had grand jury empaneled…This investigation was without the ability to serve subpoenas, serve search warrants, and obtain evidence … It was just ludicrous.’ ” On Wednesday of last week, just two days before FBI Director Comey issued his public letter to Congress, WikiLeaks released a devastating memo from Douglas Band, at the time a key figure at the Clinton Foundation and President of his own corporate consulting firm, Teneo. The memo was rife with suggestions of pay-to-play and personal enrichment schemes at the Clinton Foundation. That is not a consensus view within the U.S. intelligence community, where officials have been divided over how much ISIS really learned from the Snowden leaks that it didn’t already know. The group didn’t begin seizing territory in Iraq until a year after the leaks began. And last year, a U.S. intelligence official with access to information about ISIS’s current tactics told The Daily Beast that while the group had “likely learned a lot” from the Snowden leaks, “many of their forces are familiar with the U.S. from their time in AQI, [and] they have adapted well to avoiding detection.”

“Within weeks of the leaks, terrorist organizations around the world were already starting to modify their actions in light of what Snowden disclosed. Communications sources dried up, tactics were changed,” Morell writes. Among the most damaging leaks, he adds, was one that described a program that collects foreigners’ emails as they move through equipment in the United States.Terrorist groups, including ISIS, have since shifted their communications to more “secure” platforms, are using encryption, or “are avoiding electronic communications altogether.”“ISIS was one of those terrorist groups that learned from Snowden, and it is clear that his actions played a role in the rise of ISIS,” Morell writes.
