The article, “The Dahlan Factor,” appeared for several hours on the Qatar-based broadcaster’s website this morning at this link, but was later removed without explanation (the full article is republished below). The article had been extremely popular, appearing in the fifth spot on the website’s “What’s Hot” section.

The recent resurrection of Mohammad Dahlanby several Arab governments, Israel and the US is a most important development for the future of the Palestinian cause, Palestinian Authority (PA)-Israel negotiations, and Hamas-ruled Gaza. Dahlan is viewed, by many Palestinians, as the most corrupt official in the history of the Palestinian national movement (and there are many contenders for that title). Dahlan, it would be recalled, was the PA man in charge of Gaza after the Oslo Accords were signed, where he commanded 20,000 Palestinian security personnel who were answerable to the CIA and to Israeli intelligence. His forces would torture Hamas members in PA dungeons throughout the 1990s. His corruption, at the time, was such that he allegedly diverted over 40 percent of taxes levied against the Palestinians to his personal account in what became known as the Karni Crossing Scandal in 1997. Dahlan, who has been accused repeatedly by both Hamas and Fatah of being an agent of US, Israeli, Egyptian, and Jordanian intelligence, would attempt to stage a US-organised coup against the democratically elected Hamas government in 2007 in Gaza, an attempt that backfired on him and ended with his eviction from the Strip (I had forewarned about the coup several months before it occurred).

Private firms are selling spying tools and mass surveillance technologies to developing countries with promises that "off the shelf" equipment will allow them to snoop on millions of emails, text messages and phone calls, according to a cache of documents published on Monday.The papers show how firms, including dozens from Britain, tout the capabilities at private trade fairs aimed at offering nations in Africa, Asia and the Middle East the kind of powerful capabilities that are usually associated with government agencies such as GCHQ and its US counterpart, the National Security Agency.The market has raised concerns among human rights groups and ministers, who are poised to announce new rules about the sale of such equipment from Britain.

The documents are included in an online database compiled by the research watchdog Privacy International, which has spent four years gathering 1,203 brochures and sales pitches used at conventions in Dubai, Prague, Brasilia, Washington, Kuala Lumpur, Paris and London. Analysts posed as potential buyers to gain access to the private fairs.The database, called the Surveillance Industry Index, shows how firms from the UK, Israel, Germany, France and the US offer governments a range of systems that allow them to secretly hack into internet cables carrying email and phone traffic.The index has details from 338 companies, including 77 from the UK, offering a total of 97 different technologies.

The documents include a brochure from a company called Advanced Middle East Systems (AMES), based in Dubai. It has been offering a device called Cerebro – a DIY system similar to the Tempora programme run by GCHQ – that taps information from fibre-optic cables carrying internet traffic.AMES describes Cerebro as a "core technology designed to monitor and analyse in real time communications … including SMS (texting), GSM (mobile calls), billing data, emails, conversations, webmail, chat sessions and social networks."The company brochure makes clear this is done by attaching probes to internet cables. "No co-operation with the providers is required," it adds."Cerebro is designed to store several billions of records – metadata and/or communication contents. At any time the investigators can follow the live activity of their target with advanced targeting criteria (email addresses, phone numbers, key words)," says the brochure.

One thing you might have noticed of late is that Washington seems to be preparing the US public for the possibility that the Pentagon is going to put “boots on the ground” in Syria and by “boots on the ground,” we mean more than 50 “advisors.”  Indeed, it’s the same story in Iraq and as we noted after the release of helmet cam footage depicting an ISIS prison raid in the northern Iraqi town of Huwija late last month, releasing battlefield GoPro shots is probably i) an effort to convince whatever partners the US has left in the Mid-East that Washington is still effective at “fighting” terror, and ii) a prelude to stepped up ground ops.  That assessment was confirmed when the Pentagon suggested it would send Apache gunships and their crews to Baghdad. Of course Iraq poured cold water on that idea when spokesman Sa'ad al-Hadithi told NBC News that "this is an Iraqi affair and the government did not ask the U.S. Department of Defense to be involved in direct operations. We have enough soldiers on the ground." Yes, enough Iranian soldiers, and so, as we noted earlier this month, the US will either need to go through Erbil to get more US boots in Iraq or else just shift the focus to Syria where putting combat troops into battle risks lining up American soldiers to enter into direct combat with the Quds and Hezbollah and may even risk an “accident” whereby Russia bombs an American position because the Pentagon lied to The Kremlin and said the US wouldn’t be operating near Aleppo. 

Well, on Tuesday, we got the latest hint that a large scale (not to mention prolonged) ground operation is in the offing as the  U.S. Air Force Secretary Deborah Lee James told reporters that air power alone cannot “defeat ISIS.” Here’s Bloomberg:  The U.S.-led military coalition fighting Islamic State militants is weakening the group’s hold in Iraq and Syria even after Gulf Arab allies scaled back airstrikes, though ground forces are needed to retake territory, senior U.S. Air Force officials said.   The coalition’s air campaign has killed thousands of fighters, including key leaders, and pushed back militants by hitting control and training centers as well as equipment and storage areas, U.S. Air Force Secretary Deborah Lee James told reporters Tuesday. Occupying or governing land will require “boots on the ground” including the Iraqi army, Syrian opposition fighters and Kurdish forces, which the U.S. is trying to train and equip, she said.   "It’s going to take years" to fight Islamic State, James said at the Dubai Air Show. "Ultimately, this area requires a political solution as well."

"Ultimately it cannot occupy territory and very importantly it cannot govern territory," she told reporters at the Dubai Airshow. "This is where we need to have boots on the ground. We do need to have ground forces in this campaign." James cited the "Iraqi army, the Free Syrians and the Kurds" as forces to support in the fight against IS. Ok so first - and we're not going to go into the whole story here because we've covered it exhaustively - these two things are not compatible and someone in The Pentagon needs to explain the contradiction: The U.S. has moved A10 jets from Kuwait and tankers from Qatar to Turkey’s Incirlik Air Base  James cited the "Iraqi army, the Free Syrians and the Kurds" You can't fly from Incirlik in support of troops fighting with the Kurds. It won't work. Erdogan will lose his mind. Someone in Washington needs to explain why the US thinks that's feasible.  But more importantly, note that James mentions "occupying [and] governing territory."  Who said anything about "occupying and governing"? Does the US now intend to "occupy and govern" Syria even as the Russians and Iranians expand their campaign?  Finally, what's this about "years"?  It seems to us that James is saying the US needs to invade Syria in an Iraq-style takeover bid. We're that will go splendidly, but again the silver lining is that starting World War III will be a boon for the MIC, which means the economy will rebound in short order.

While Europe is furiously scrambling to find alternative sources of energy should Gazprom pull the plug on natgas exports to Germany and Europe (the imminent surge in Ukraine gas prices by 40% is probably the best indication of what the outcome would be), Russia is preparing the announcement of the "Holy Grail" energy deal with none other than China, a move which would send geopolitical shockwaves around the world and bind the two nations in a commodity-backed axis. One which, as some especially on these pages, have suggested would lay the groundwork for a new joint, commodity-backed reserve currency that bypasses the dollar, something which Russia implied moments ago when its finance minister Siluanov said that Russia may refrain from foreign borrowing this year. Translated: bypass western purchases of Russian debt, funded by Chinese purchases of US Treasurys, and go straight to the source. Here is what will likely happen next, as explained by Reuters:

Igor Sechin gathered media in Tokyo the next day to warn Western governments that more sanctions over Moscow's seizure of the Black Sea peninsula from Ukraine would be counter-productive.   The underlying message from the head of Russia's biggest oil company, Rosneft, was clear: If Europe and the United States isolate Russia, Moscow will look East for new business, energy deals, military contracts and political alliances.    The Holy Grail for Moscow is a natural gas supply deal with China that is apparently now close after years of negotiations. If it can be signed when Putin visits China in May, he will be able to hold it up to show that global power has shifted eastwards and he does not need the West. More details on the revelation of said "Holy Grail": State-owned Russian gas firm Gazprom hopes to pump 38 billion cubic meters (bcm) of natural gas per year to China from 2018 via the first pipeline between the world's largest producer of conventional gas to the largest consumer.   "May is in our plans," a Gazprom spokesman said, when asked about the timing of an agreement. A company source said: "It would be logical to expect the deal during Putin's visit to China."

Summarizing what should be and is painfully obvious to all, but apparently to the White House, which keeps prodding at Russia, is the following: "The worse Russia's relations are with the West, the closer Russia will want to be to China. If China supports you, no one can say you're isolated," said Vasily Kashin, a China expert at the Analysis of Strategies and Technologies (CAST) think thank. Bingo. And now add bilateral trade denominated in either Rubles or Renminbi (or gold), add Iran, Iraq, India, and soon the Saudis (China's largest foreign source of crude, whose crown prince also happened to meet president Xi Jinping last week to expand trade further) and wave goodbye to the petrodollar.

Brazil plans to divorce itself from the U.S.-centric Internet over Washington’s widespread online spying, a move that many experts fear will be a potentially dangerous first step toward fracturing a global network built with minimal interference by governments. President Dilma Rousseff ordered a series of measures aimed at greater Brazilian online independence and security following revelations that the U.S. National Security Agency intercepted her communications, hacked into the state-owned Petrobras oil company’s network and spied on Brazilians who entrusted their personal data to U.S. tech companies such as Facebook and Google. The leader is so angered by the espionage that on Tuesday she postponed next month’s scheduled trip to Washington, where she was to be honored with a state dinner. Internet security and policy experts say the Brazilian government’s reaction to information leaked by former NSA contractor Edward Snowden is understandable, but warn it could set the Internet on a course of Balkanization.

“The global backlash is only beginning and will get far more severe in coming months,” said Sascha Meinrath, director of the Open Technology Institute at the Washington-based New America Foundation think tank. “This notion of national privacy sovereignty is going to be an increasingly salient issue around the globe.” While Brazil isn’t proposing to bar its citizens from U.S.-based Web services, it wants their data to be stored locally as the nation assumes greater control over Brazilians’ Internet use to protect them from NSA snooping. The danger of mandating that kind of geographic isolation, Meinrath said, is that it could render inoperable popular software applications and services and endanger the Internet’s open, interconnected structure.

The effort by Latin America’s biggest economy to digitally isolate itself from U.S. spying not only could be costly and difficult, it could encourage repressive governments to seek greater technical control over the Internet to crush free expression at home, experts say. In December, countries advocating greater “cyber-sovereignty” pushed for such control at an International Telecommunications Union meeting in Dubai, with Western democracies led by the United States and the European Union in opposition.

The military judge in the USS Cole bombing case has ordered the CIA to give defense lawyers details — names, dates and places — of its secret overseas detention and interrogation of the man accused of planning the bombing, two people who have read the still-secret order said Thursday.Army Col. James L. Pohl issued the five-page order Monday. It was sealed as document 120C on the war court website Thursday morning and, according to those who have read it, orders the agency to provide a chronology of the overseas odyssey of Abd al Rahim al Nashiri, 49, from his capture in Dubai in 2002 to his arrival at Guantánamo four years later.The order sets the stage for a showdown between the CIA and a military judge, if the agency refuses to turn over the information to the prosecution for the defense teams. The order comes while the CIA fights a bitter, public battle with the Senate on its black site torture investigation.

The judge’s order instructs prosecutors to provide nine categories of closely guarded classified CIA information to the lawyers — including the names of agents, interrogators and medical personnel who worked at the so-called black sites. The order covers “locations, personnel and communications,” interrogation notes and cables between the black sites and headquarters that sought and approved so-called enhanced interrogation techniques, the two sources said.It does not, however, order the government to turn over Office of Legal Counsel memos that both blessed and defined the so-called Torture Program that sent CIA captives to secret interrogations across the world after the Sept. 11, 2001 attacks — out of reach of International Committee of the Red Cross delegates.“It’s a nuclear bomb that may shut down the case,” said one person who read the order and is not a part of the Cole case.

Software created by the controversial UK-based Gamma Group International was used to spy on computers that appear to be located in the United States, the UK, Germany, Russia, Iran, and Bahrain, according to a leaked trove of documents analyzed by ProPublica. It's not clear whether the surveillance was conducted by governments or private entities. Customer e-mail addresses in the collection appeared to belong to a German surveillance company, an independent consultant in Dubai, the Bosnian and Hungarian Intelligence services, a Dutch law enforcement officer, and the Qatari government.

The leaked files—which were posted online by hackers—are the latest in a series of revelations about how state actors including repressive regimes have used Gamma's software to spy on dissidents, journalists, and activist groups. The documents, leaked last Saturday, could not be readily verified, but experts told ProPublica they believed them to be genuine. "I think it's highly unlikely that it's a fake," said Morgan Marquis-Bore, a security researcher who while at The Citizen Lab at the University of Toronto had analyzed Gamma Group's software and who authored an article about the leak on Thursday. The documents confirm many details that have already been reported about Gamma, such as that its tools were used to spy on Bahraini activists. Some documents in the trove contain metadata tied to e-mail addresses of several Gamma employees. Bill Marczak, another Gamma Group expert at the Citizen Lab, said that several dates in the documents correspond to publicly known events—such as the day that a particular Bahraini activist was hacked.

The leaked files contain more than 40 gigabytes of confidential technical material, including software code, internal memos, strategy reports, and user guides on how to use Gamma Group software suite called FinFisher. FinFisher enables customers to monitor secure Web traffic, Skype calls, webcams, and personal files. It is installed as malware on targets' computers and cell phones. A price list included in the trove lists a license of the software at almost $4 million. The documents reveal that Gamma uses technology from a French company called Vupen Security that sells so-called computer "exploits." Exploits include techniques called "zero days" for "popular software like Microsoft Office, Internet Explorer, Adobe Acrobat Reader, and many more." Zero days are exploits that have not yet been detected by the software maker and therefore are not blocked.

Syrian government forces have dramatically intensified air and ground assaults on areas held by moderate rebels, attempting to deliver crippling blows as world attention shifts to airstrikes by a U.S.-led coalition against Islamic State militants in Iraq and Syria.

Rebels in Aleppo say President Bashar al-Assad’s military has escalated attacks in northern areas of the city, trying to cut the supply lines of opposition fighters inside Aleppo. “During the last three days, we have been hit by over 120 barrel bombs,” said Ahmed Abu Talal, a rebel belonging to the Islamic Front group, referring to particularly deadly high-explosive bombs that are often dropped by helicopter. Syria’s military has virtually encircled the city with the help of Shiite militias from Lebanon and Iran, the Assad regime’s chief ally.

Rebels and analysts say Assad’s forces are increasing their attacks to exploit what the regime sees as a window of opportunity opened by a campaign that Washington and its allies launched last month against the Islamic State, a heavily armed al-Qaeda offshoot that is also known as ISIS or ISIL.

Washington needs “boots on the ground” in Syria in addition to its air campaign against ISIS, which is not fruitful despite some progress. US Air Force secretary has admitted that “ground forces” is a must in order to “occupy” and “govern” parts of Syria. In her comments, Secretary Deborah Lee James stressed the importance of the US-led air campaign, but admitted that airstrikes need to be backed by ground forces.“Air power is extremely important. It can do a lot but it can't do everything,” James said, just two days after Secretary of Defense Ash Carter supported President Obama’s “willingness to do more” in terms of US troops on Syrian ground.“Ultimately it cannot occupy territory and very importantly it cannot govern territory,” James told reporters at the Dubai Airshow. “This is where we need to have boots on the ground. We do need to have ground forces in this campaign.”

When it comes to support, the US should assist the “Iraqi army, the Free Syrians and the Kurds” in the fight against Islamic State (IS, also known as ISIS or ISIL), James said.

Last week, Secretary Carter said that the US needed “much more than airstrikes” to defeat the Islamic State (ISIS/ISIL) in Iraq and Syria. “I don't think it’s enough. I think we’re looking to do more. But the fundamental strategy in Iraq and Syria for dealing with ISIL and dealing a lasting defeat to ISIL is to identify then train, equip, and enable local forces that can keep the peace,” Carter said.On October 30 the White House announced that it is planning to send up no “more than 50 troops” [special forces] to advise “moderate opposition” in Syria on the ground.

Washington continues making an international fool of herself by her inability to effectively counter the impression around the world that Russia, spending less than 10% of the Pentagon annually on defense, has managed to do more against ISIS in Syria in six weeks than the mighty US Air Force bombing campaign has done in almost a year and half. One aspect that bears attention is the demonstration by the Russian military of new technologies that belie the widely-held Western notion that Russia is little more than a backward oil and raw material commodity exporter. Recent reorganization of the Russian state military industrial complex as well as reorganization of the Soviet-era armed forces under Defense Minister Sergey Shoigu’s term are visible in the success so far of Russia’s ISIS and other terror strikes across Syria. Clearly Russian military capabilities have undergone a sea-change since the Soviet Cold War era. In war there are never winners. Yet Russia has been in an unwanted war with Washington de facto since the George W. Bush Administration announced its lunatic plan to place what they euphemistically term “Ballistic Missile Defense” missiles and advanced radar in Poland, Czech Republic, Romania and Turkey after 2007. Without going into detail, BMD technologies are the opposite of defensive. They instead make a pre-emptive war highly likely. Of course the radioactive ash heap in such an exchange would be first and foremost the EU countries foolish enough to invite US BMD to their soil.

What the Russian General Staff has managed, since the precision air campaign began September 30, has stunned western defense planners with Russian technological feats not expected. Two specific technologies are worth looking at more closely: The Russian Sukoi SU-34 fighter-bomber and what is called the Bumblebee hyperbaric mortar weapon.

The plane responsible for some of the most damaging strikes on ISIS and other terror enclaves in Syria is manufactured by the Russian state aircraft industry under the name Sukhoi SU-34. As the Russian news agency RIA Novosti described the aircraft, “The Su-34 is meant to deliver a sufficiently large ordnance load to a predetermined area, hit the target accurately and take evasive action against pursuing enemy planes.” The plane is also designed to deal with enemy fighters in aerial combat such as the US F-16. The SU-34 made a first test flight in 1990 as the collapse of the Soviet Union and the chaos of the Yeltsin years caused many delays. Finally in 2010 the plane was in full production. According to a report in US Defense Industry Daily, among the SU-34 features are: • 8 ton ordnance load which can accommodate precision-guided weapons, as well as R-73/AA-11 Archer and R-77/AA-12 ‘AMRAAMSKI’ missiles and an internal 30mm GSh-301 gun. • Maximum speed of Mach 1.8 at altitude.

Saudi Arabia is the world’s largest source of funds for Islamist militant groups such as the Afghan Taliban and Lashkar-e-Taiba – but the Saudi government is reluctant to stem the flow of money, according to Hillary Clinton. “More needs to be done since Saudi Arabia remains a critical financial support base for al-Qaida, the Taliban, LeT and other terrorist groups,” says a secret December 2009 paper signed by the US secretary of state. Her memo urged US diplomats to redouble their efforts to stop Gulf money reaching extremists in Pakistan and Afghanistan.

“Donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide,” she said. Three other Arab countries are listed as sources of militant money: Qatar, Kuwait and the United Arab Emirates. The cables highlight an often ignored factor in the Pakistani and Afghan conflicts: that the violence is partly bankrolled by rich, conservative donors across the Arabian Sea whose governments do little to stop them. The problem is particularly acute in Saudi Arabia, where militants soliciting funds slip into the country disguised as holy pilgrims, set up front companies to launder funds and receive money from government-sanctioned charities. One cable details how the Pakistani militant outfit Lashkar-e-Taiba, which carried out the 2008 Mumbai attacks, used a Saudi-based front company to fund its activities in 2005. Meanwhile officials with the LeT’s charity wing, Jamaat-ud-Dawa, travelled to Saudi Arabia seeking donations for new schools at vastly inflated costs – then siphoned off the excess money to fund militant operations. Militants seeking donations often come during the hajj pilgrimage – “a major security loophole since pilgrims often travel with large amounts of cash and the Saudis cannot refuse them entry into Saudi Arabia”. Even a small donation can go far: LeT operates on a budget of just $5.25m (£3.25m) a year, according to American estimates.

Saudi officials are often painted as reluctant partners. Clinton complained of the “ongoing challenge to persuade Saudi officials to treat terrorist funds emanating from Saudi Arabia as a strategic priority”. Washington is critical of the Saudi refusal to ban three charities classified as terrorist entities in the US. “Intelligence suggests that these groups continue to send money overseas and, at times, fund extremism overseas,” she said. There has been some progress. This year US officials reported that al-Qaida’s fundraising ability had “deteriorated substantially” since a government crackdown. As a result Bin Laden’s group was “in its weakest state since 9/11” in Saudi Arabia. Any criticisms are generally offered in private. The cables show that when it comes to powerful oil-rich allies US diplomats save their concerns for closed-door talks, in stark contrast to the often pointed criticism meted out to allies inPakistan and Afghanistan. Instead, officials at the Riyadh embassy worry about protecting Saudi oilfields from al-Qaida attacks. The other major headache for the US in the Gulf region is the United Arab Emirates. The Afghan Taliban and their militant partners the Haqqani network earn “significant funds” through UAE-based businesses, according to one report. The Taliban extort money from the large Pashtun community in the UAE, which is home to 1 million Pakistanis and 150,000 Afghans. They also fundraise by kidnapping Pashtun businessmen based in Dubai or their relatives.

Much is due to the fame of the White Helmets Syrians, if they're coming in a few days than 1.5 million signatures the petition on Avaaz  Protect Aleppo's children, now! Asking for no-fly zone (a successful workhorse for Avaaz also to time of Libya, on the basis of false information). And award-winning source doc The White Helmets or white helmets, autodefinitisi Syria Civil Defense, active in areas controlled Syrian armed opposition, have recently received the Right Livelihood Award , or "alternative Nobel", normally assigned since 1990 to people who have really helped mankind - the first to receive it were an Egyptian architect of the poor and organization solutions for the vegetable against world hunger. In the words of the founder, " the award is intended to help the North find a wisdom to match the science he possesses, and the South to find a science to match the ancient wisdom that has ." Good intentions. The White Helmets Syrians are the "source" credited with many of the news coming from Aleppo East - for example on the use of "barrel bomb" or the "deliberate shelling of hospitals" - days ago in a twitter have put together the two crimes talking about a cowardly "attack on a hospital with bomb barrels." To be believed on bombs and hospital nature of the affected buildings, the helmets do not need proof, just a few photos of rubble.
