62 Syrian Soldiers Killed in US Air Strikes against ISIL - nsnbc international | nsnbc ... - 0 views

  • U.S. air strikes in Deir Ez-Zor, Syria, killed 62 Syrian servicemen and injured at least another 100. The Syrian General Command denounced the air strikes as blatant aggression and evidence that the USA supports the Islamic State. The Syrian Foreign Ministry called on the UN Security Council to condemn the aggression. The U.S.’ Department of Defense said it immediately halted the attacks after receiving information that Syrian military had been struck instead of ISIL. Russian UN Ambassador Vitaly Churkin described the air strikes as a violation of the ceasefire agreement.
  • The General Command (GC) of the Syrian Army and Armed Forces reported that US alliance aircrafts targeted at 5 pm on Saturday, a Syrian Arab Army (SAA) position at the al-Tharda Mountain in the surroundings of Deir Ez-Zor Airport. The GC stressed that the air strikes, besides costing lives and equipment, paved the way for ISIS (Islamic State, ISIL, Daesh) to attack the position and take control of it. SAA forces have since reasserted control over the area. The General Command issued a statement saying that this is a serious and blatant aggression against the Syrian Arab Republic and its army, and constitutes conclusive evidence that the United States and its allies support ISIS and other terrorist organizations. The GC also underpinned that this incident  reveals the falseness of claims that members of the U.S.-led coalition are fighting terrorism. The Russian Defense Ministry confirmed the air strikes, stating that 4 American jet fighters (2 F-16 jets and 2 A-10 jets) entered the Syrian airspace across the Iraqi border, and attacked a Syrian Arab Army position in al-Tharda Mountain in Deir Ez-Zor’s southeastern countryside.
  • The U.S. Department of Defense (DoD) explained that Syrian forces were mistakenly targeted and cited the complexity of the situation as one of the reasons for the incident. The DoD quotes the U.S. Central Command (CENTCOM) as stating that coalition officials halted an air strike in progress against an ISIL fighting position they had been tracking for a significant amount of time before the strike when Russian officials told them it was possible the personnel and vehicles targeted were part of the Syrian military. The location of the strike, south of Dayr Az Zawr, is in an area the coalition has struck in the past, CENTCOM officials said, and coalition members in the Combined Air Operations Center had earlier informed Russian counterparts of the upcoming strike. “It is not uncommon for the Coalition Air Operations Center to confer with Russian officials as a professional courtesy and to deconflict coalition and Russian aircraft, although such contact is not required by the current U.S.- Russia Memorandum of Understanding on safety of flight,” officials said in a statement. “Syria is a complex situation with various military forces and militias in close proximity, but coalition forces would not intentionally strike a known Syrian military unit,” officials said in the statement. “The coalition will review this strike and the circumstances surrounding it to see if any lessons can be learned.”

  • It is worth noting that all military activities by the United States and members of the U.S.-led coalition in Syria are carried out in violation of international law which requires that such forces either have an authorization from the Syrian government, or act based on a UN Security Council resolution that has been adopted with the concurrent vote of all five permanent UN Security Council members.

It is the only system that has lifted all of mankind, at every level, to a higher standard of living. It is the only system that allows individuals the opportunity for self determination based on their abilities and effort. It promotes ingenuity, self-reliance, diversity, innovation, creation, prosperity and, yes, wealth. It continues to advance the prosperity of all individuals unless destroyed from within, like Greece and Rome when they moved towards totalitarianism and away from democracy!

EU spy chief rules out Russian military presence in Ukraine - RT News - 0 views

  • There is no large Russian military presence in East Ukraine, head of EU intelligence, Commodore Georgij Alafuzoff, has said. The spy chief has dismissed multiple accusations from the West alleging Russian involvement in the unrest in the region. In an interview with Finnish national news broadcaster, Yle, Alafuzoff said the Russian military had nothing to do with the seizing of government buildings in eastern Ukraine. “In my opinion, it’s mostly people who live in the region who are not satisfied with the current state of affairs,” said Alafuzoff, referring to the situation in East Ukraine. He went on to say that the people are worried for the welfare of those who speak Russian as their first language in the region. Alafuzoff echoed the words of the Russian government which has categorically denied interfering in the ongoing unrest. Russian Foreign Minister Sergey Lavrov said in a press conference on Monday that Moscow is not interested in destabilizing Ukraine and wants the country to remain united. Anti-Kiev activists in the southeast of Ukraine have seized local government buildings as a mark of protest against the coup-appointed Ukrainian government. In response to the unrest, Ukraine’s interim President Aleksandr Turchinov announced the beginning of an “anti-terrorist” operation in eastern Ukraine.
  • On Tuesday, military hardware and troops began to mass on the outskirts of the eastern city of Slavyansk. Sightings of groups of military vehicles have been reported in the neighboring Kharkov and Lugansk regions, where pro-Russian and anti-Kiev sentiment is high. Moscow has condemned Kiev’s operation as “anti-constitutional” and “criminal” and indicative of the government’s unwillingness to open dialogue with the regions. “We are deeply concerned over the military operation launched by the Ukrainian Special Forces with support by the army. There have already been victims,” the Russian Foreign Ministry said in a statement on Tuesday. Anti-Kiev sentiment is, meanwhile, spreading across Ukraine. On Wednesday the anti-Maidan movement in the city of Odessa called for a day of protests and declared the creation of a “people’s republic” in the region.

    This report is in stark contrast to the barrage of propaganda coming out of Washington, D.C. and NATO HQ claiming that Russian forces are massed on the Ukraine border for invasion, propaganda Moscow has denied. Russia has also said that 22 satellite photos purporting to show Russian troops poised on the Ukraine border were taken last August during routine military training exercises, not in recent days as claimed.  An independent news team that toured the Russian border area reported that it could find no signs of the claimed build-up of Russian troops in the locations identified by NATO. Therefore, there is a strong suspicion that the NATO/White House claims are no more than pro-war propaganda or fear-mongering.

  • The Minsk-2 ceasefire agreement is dead but no one wants to bury the rotting corpse. Since it was signed in February of this year the Donbas governments and Russia have bent over backward to comply with the terms of that agreement hoping against hope that the Kiev junta would do the same. They hoped in vain.
  • Poroshenko and his fascist allies instead have refused to change the constitution to accommodate the concerns of the Donbas republics, have tried to suppress the Communist Party and other parties in opposition, have refused to withdraw heavy weaponry from the line of contact, have maintained increasingly heavy artillery attacks on the civilian populations and areas and cut off routes for essential foodstuffs, medical aid and technical equipment. Rather than enjoying a ceasefire, the peoples of the Donbas are under a state of siege. Poroshenko openly calls for a military solution to the crisis and has increased the draft in the west. The NATO alliance continues to pour in its forces disguised as “advisers” and “mercenaries” and puts additional pressure on Russia with multiple military exercises from the Baltic to Bulgaria, where more tanks have been recently dispatched to “send Russia a message.” The reality of the situation was stated on the 18th of August when President Putin stated, “It was the Donbas militias that suggested withdrawing all military equipment with calibre under 100mm. Unfortunately, the opposite side didn’t do that. On the contrary, according to the available data, it is concentrating its units there, including those reinforced with military hardware.” He continued to pay lip service to the Minsk-2 agreement, stating, “As for the Minsk-2 agreement, I believe there is no alternative for resolving the situation and that peace will prevail in the long run… “ and continued with “Our task is to minimize the losses with which we will come to this peace.”
  • There can be no doubt that the Minsk-2 agreements do provide the framework for a peaceful settlement of the impasse but there is also no doubt that the Kiev and NATO forces have no intention of abiding by its terms and are preparing for another offensive. Putin also stated, “I hope that it will not come to direct large scale clashes.” Yet, the people of the Donbas would be surprised to be told that the thousands of shells raining down on them from the Kiev junta’s artillery in order to provoke those clashes do not count. Bu what is the purpose of this state of siege? Since the Donbas forces have proved their strength and resilience the Kiev regime has little hope of achieving the total destruction of those forces and imposing its will on the Donbas. Kiev and NATO also know that Russia does not want to be drawn into a direct clash with NATO that could lead to a general war. In consequence the Kiev-NATO axis have decided to engage in operations that have direct political repercussions designed to disrupt the Russian-Donbas alliance or to paralyze it and try to enlist new allies. At the same time they have decided to make the war more costly for the Donbas and Russia both in military and economic terms, and to try to bring about a gradual exhaustion of their physical and moral resistance. We see this strategy being played out with the constant increase of economic warfare against Russia, which is clearly the ultimate target, the increasing use of propaganda including the planting in the media of the most absurd stories about Russia and its government, the use, once again of the OSCE observes as intelligence agents for NATO as happened in the Yugoslav war, and, in the political sphere, attempts by the United States and Britain to humiliate Russia with the politically motivated attempt to set up a tribunal regarding the downing of flight MH17.

  • An October 7, 2015 hearing before the US Senate Committee on Armed Forces (SASC) titled, “Iranian Influence in Iraq and the Case of Camp Liberty,” served as a reaffirmation of America’s commitment to back the terrorist organization Mujahedeen e-Khalq (MEK) and specifically 2,400 members of the organization being harbored on a former US military base in Iraq.
  • Providing testimony was former US Senator Joseph I. Lieberman, former US Marine Corps Commandant and former Supreme Allied Commander Europe General James Jones, USMC (Ret.), and Colonel Wesley Martin, US Army (Ret.). All three witnesses made passionate pleas before a room full of nodding senators for America to continue backing not only MEK terrorists currently harbored on a former US military base in Iraq, but to back groups like MEK inside of Iran itself to threaten the very survival of the government in Tehran. In the opening remarks by Lieberman, he stated: It was not only right and just that we took them off the foreign terrorist organization list, but the truth is now that we ought to be supportive of them and others in opposition to the government in Iran more than we have been.

They deserve our support, and actually they would constitute a form of pressure on the government in Tehran that would unsettle them as much as anything else we could do because it would threaten the survival of the regime which from every objective indicator I can see is a very unpopular regime in Iran.  The United States, unrepentant regarding the arc of chaos, mass murder, terrorism, civilizational destruction it has created stretching from Libya to Syria, now seeks openly to extend it further into Iran using precisely the same tactics – the use of terrorist proxies – to dismantle and destroy Iranian society.

Admissions to the deaths of the Rockwell International employees can be found within a report written by former US State Department and Department of Defense official Lincoln Bloomfield Jr. on behalf of the lobbying firm Akin Gump in an attempt to dismiss concerns over MEK’s violent past and how it connects to its current campaign of armed terror – a testament to the depths of depravity from which Washington and London lobbyists operate. To this day MEK terrorists have been carrying out attacks inside of Iran killing political opponents, attacking civilian targets, as well as carrying out the US-Israeli program of targeting and assassinating Iranian scientists. MEK terrorists are also suspected of handling patsies in recent false flag operations carried out in India, Georgia, and Thailand, which have been ham-handedly blamed on the Iranian government.
  • MEK is described by Council on Foreign Relations Senior Fellow Ray Takeyh as a “cult-like organization” with “totalitarian tendencies.” While Takeyh fails to expand on what he meant by “cult-like” and “totalitarian,” an interview with US State Department-run Radio Free Europe-Radio Liberty reported that a MEK Camp Ashraf escapee claimed the terrorist organization bans marriage, using radios, the Internet, and holds many members against their will with the threat of death if ever they are caught attempting to escape. Not once is any of this backstory mentioned in the testimony of any of the witnesses before the senate hearing, defiling the memories of those who have been murdered and otherwise victimized by this terrorist organization. The de-listing of MEK in 2012 as a foreign terrorist organization by the US State Department is another indictment of the utter lack of principles the US clearly hides behind rather than in any way upholds as a matter of executing foreign policy.
  • MEK has already afforded the US the ability to wage a low-intensity conflict with Iran. MEK’s role in doing so was eagerly discussed in 2009, several years before it was even de-listed as a terrorist organization by the US State Department in the Brooking Institution’s policy paper “Which Path to Persia? Options for a New American Strategy Toward Iran” (PDF). The report stated (emphasis added): Perhaps the most prominent (and certainly the most controversial) opposition group that has attracted attention as a potential U.S. proxy is the NCRI (National Council of Resistance of Iran), the political movement established by the MEK (Mujahedin-e Khalq). Critics believe the group to be undemocratic and unpopular, and indeed anti-American.
  • In contrast, the group’s champions contend that the movement’s long-standing opposition to the Iranian regime and record of successful attacks on and intelligence-gathering operations against the regime make it worthy of U.S. support. They also argue that the group is no longer anti-American and question the merit of earlier accusations. Raymond Tanter, one of the group’s supporters in the United States, contends that the MEK and the NCRI are allies for regime change in Tehran and also act as a useful proxy for gathering intelligence. The MEK’s greatest intelligence coup was the provision of intelligence in 2002 that led to the discovery of a secret site in Iran for enriching uranium.   Despite its defenders’ claims, the MEK remains on the U.S. government list of foreign terrorist organizations. In the 1970s, the group killed three U.S. officers and three civilian contractors in Iran. During the 1979-1980 hostage crisis, the group praised the decision to take America hostages and Elaine Sciolino reported that while group leaders publicly condemned the 9/11 attacks, within the group celebrations were widespread. Undeniably, the group has conducted terrorist attacks—often excused by the MEK’s advocates because they are directed against the Iranian government. For example, in 1981, the group bombed the headquarters of the Islamic Republic Party, which was then the clerical leadership’s main political organization, killing an estimated 70 senior officials. More recently, the group has claimed credit for over a dozen mortar attacks, assassinations, and other assaults on Iranian civilian and military targets between 1998 and 2001. At the very least, to work more closely with the group (at least in an overt manner), Washington would need to remove it from the list of foreign terrorist organizations.
  • Proof that Brookings’ policy paper was more than a mere theoretical exercise, in 2012 MEK would indeed be de-listed by the US State Department with support for the terrorist organization expanded. The fact that former senators and retired generals representing well-funded corporate think tanks even just this week are plotting to use MEK to overthrow the Iranian government should raise alarms that other criminality conspired within the pages of this policy paper may still well be in play. Lieberman himself suggests that proxy war and regime-change should proceed regardless of the so-called “nuclear deal” – with the 2009 Brookings report itself having stated that (emphasis added): …any military operation against Iran will likely be very unpopular around the world and require the proper international context—both to ensure the logistical support the operation would require and to minimize the blowback from it. The best way to minimize international opprobrium and maximize support (however, grudging or covert) is to strike only when there is a widespread conviction that the Iranians were given but then rejected a superb offer—one so good that only a regime determined to acquire nuclear weapons and acquire them for the wrong reasons would turn it down. Under those circumstances, the United States (or Israel) could portray its operations as taken in sorrow, not anger, and at least some in the international community would conclude that the Iranians “brought it on themselves” by refusing a very good deal.  Clearly, both Brookings in 2009, and Lieberman this week have conspired to use the so-called “Iranian Nuclear Deal” as cover for betrayal and regime change.
  • For those wondering why Russia has intervened in Syria in the matter that it has, it should be plainly obvious. The US has no intention to stop in Syria. With Iraq, Afghanistan, and Libya behind it, and Syria within its clutches, it is clear that Iran is next, and inevitably this global blitzkrieg will not stop until it reaches Moscow and Beijing. Even as the US adamantly denies the obvious – that is has intentionally created and is currently perpetuating Al Qaeda, the so-called “Islamic State,” and other terrorist groups in Syria, it is openly conspiring to use another army of terrorists against neighboring Iran, live before a US Senate hearing. Should the US succeed in Syria, it would not be the end of the conflict, but only the end of the beginning of a much wider world war.

      Disclosure here:  I actually met Buffett back in the 70's while workign at the Millyard Restaurant in Manchester NH.  Buffett purchased the old Amoskeag Mills "Berkshire Hathaway" shirt manufacturing building just across the Merrimack River.  Nice guy, very friendly, polite and considerate.  Of course, that was years before he made it big investing in the worldwide, McDonald's led USA franchise explosion of the late 80"s.  For sure he made a great call predicting that President Reagan would succeed in ending the Cold War, collapsing the walls, and unleashing the capitalist forces of both free and merchantilist trade.  And that the USA Franchise system was extremely well prepared to launch worldwide as soon as the barriers fell.  He made billions off this call.  Knowing Paul Volker does pay off.

  • The Republic of Turkey is consumed by intense conflict, conspiracy charges, and underlying financial problems that simply won't go away. A perfect storm is brewing in Turkey.
  • Prime Minister Recep Tayyip Erdogan's government and supporters are charged with a secret gold-for-oil deal with Iran. The deal, in violation of trade sanctions against Iran, enriched the PM's ministers and other key supporters involved (including the PM's son), according to prosecutors. The deal also involved misreporting billions of dollars in trade, which, in turn, resulted in Turkey overstating national income and understating its current account deficit. A more ominous charge focuses on Erdogan's open support of a wealthy Saudi known for funding al Qaeda and the PM's alleged support of Al Qaeda fighters engaged against the Syrian government. Just today, we say this headline: Turkish governor blocks police search on Syria-bound truck reportedly carrying weapons . Erdogan is a strong supporter of the Syrian rebels, assumed recipients of the weapons.The crisis started on December 17, 2013 when dozens of Erdogan's close associates were arrested for corruption. The arrests included the CEO of Turkey's state bank caught with million in euros stuffed in shoeboxes. Charges and arrests continued. Prosecutors and police who handled the case were fired at the behest of the Prime Minister. The Turkish supreme court ruled that the government couldn't interfere with police investigations through firings and intimidation. Undeterred, Erdogan fired more prosecutors claiming the charges were an attack on the Turkish state. To top it all off, authorities banned reporters from police stations and pressured the media to stop focusing on the scandals.

Critics of the PM are raising his open association with Yasin al-Qadi, an alleged funding source for Al Qaeda and a designated international terrorist by the U.S. government. Erdogan was dismissive of any problems when confronted on the association saying that al-Qadi was "a charitable person who loves Turkey." As noted in a an article earlier this week:"While the focus to date has been on charges of personal enrichment by Erdogan’s ministers and associates, the real problem for the current government is financial fraud in reporting its current account deficit and national income. These figures are the basis for access to international financing. Intentional, inaccurate reporting constitutes fraud that understates the risk to lenders and provides a more favorable interest rate for the borrower than is warranted." Michael Collins, Dec 29Mustafa Sonmez detailed the problems in Hurriyet Daily News, an important analysis overshadowed by the more spectacular charges of late. Turkey's secret gold-for-oil deal with Iran distorted financial reporting figure. Debt was understated and income overstated as a result. Turkey's economic success is based on foreign investments. When foreign investors look at the political instability combined with the financial reporting problems, they will vote with their feed. A survey of Middle East fund managers found that none planned to raise investments in Turkey in 2014 and 13% planned to reduce their investments.

Argentina Calls out US Republican Meddling in Nisman Case | News | teleSUR - 0 views

  • Argentine Chief of Cabinet Jorge Capitanich accused U.S. Republican senator Marco Rubio of “imperialist behavior,” after the right-wing politician expressed doubts about the Argentine government's ability to conduct the investigation into the death of the prosecutor Alberto Nisman.  “The Republic of Argentina is an autonomous, sovereign and independent country, Marco Rubio with his imperialist vision fails to recognize the United Nations charter since the meddling in the affairs of other states constitutes imperialist interference,” Capitanich said Friday during a press conference. On Thursday, Rubio urged U.S. Secretary of State John Kerry to support the creation of an “independent, internationally assisted investigation” into the case.  “I am increasingly concerned about the ability of the Government of Argentina to conduct a fair and impartial investigation into his death, or its capacity to ensure the independence of a prosecutor that would continue Mr. Nisman's work,” said Rubio, who has spearheaded the push for hostile policies towards left-leaning governments in Latin America. “I thus urge the Administration to support the establishment of an independent, internationally assisted investigation into Mr. Nisman's suspicious death.” Capitanich called the proposal “unwarranted meddling” into the South American country's affairs.
  • Cables revealed by Wikileaks suggest that Nisman was being advised by U.S. and Israeli intelligence services, and Argentina officials investigating Nisman's death say the attorney’s 300-page report indicate he was manipulated and being fed him false information. Officials also say rogue agents from Argentina own intelligence services were behind the death.  President Cristina Fernandez, whose husband and late President Nestor Kirchner ordered the investigation into the AMIA bombing, was quick to cast doubt on the apparent suicide of the attorney.

Venezuelan Opposition Leaders call for Regime Change and "National Transition Agreement... - 0 views

  • Three leading figures of the Venezuelan opposition have released a statement amounting to a demand for regime change and the establishment of a transitional government in the country. Entitled “The Call for a National Transition Agreement,” the statement was circulated this Wednesday and appeals to Venezuelans to unite behind a national plan aimed at supplanting the current socialist administration of President Nicolas Maduro, elected on April 14th 2013 with approximately 51% of the vote.
  • Its signatories include currently jailed leader of the Popular Will Party, Leopoldo Lopez, former National Assembly Legislator, Maria Corina Machado and current Mayor of the Metropolitan Capital District of Caracas, Antonio Ledezma. All of the signatories are linked to the violent guarimbas or barricades which began in February 2014, when violent protestors and paramilitaries blocked the streets for several months in response to calls by Lopez and Machado to force the “exit” of the Maduro government.
  • “Our call is to construct an agreement to take the lead in the transition to peace. It is the obligation of all democrats to help resolve the current crisis, defend the cause of liberty, and prevent the unavoidable fall of the regime from disrupting the peace and constitutionality of the country, to make the transition, that’s to say, the change from one failed system to another which is full of hope,” reads the text. The publication of the statement comes just a day before the first anniversary of the barricades and represents a clear violation of the country’s Bolivarian Constitution, which only allows for the removal of the elected President of the Republic via a national referendum or indictment by the Supreme Court of Justice. In the text, the current government is described as a “failed” “corrupt” and “inefficient” regime, made up of an “elite of no more 100 people” who have pilfered public funds “which could have been used for the benefit of all”. It also states that Venezuela is on the brink of a “humanitarian crisis” whilst the Maduro government is “delegitimised” and in its “terminal phase”. The move comes amidst a mounting economic war against the country’s socialist revolution which has seen private businesses hoarding essential goods in order to cause public unrest, as well as a fresh round of US sanctions imposed on Venezuelan officials earlier in February.

Duncan Campbell reports from the United States on the secret Anglo-American plan for a global electronic spy system for the 21st century capable of listening in to most of us most of the time   American, British and Allied intelligence agencies are soon to embark on a massive, billion-dollar expansion of their global electronic surveillance system. According to information given recently in secret to the US Congress, the surveillance system will enable the agencies to monitor and analyse civilian communications into the 21st century. Identified for the moment as Project P415, the system will be run by the US National Security Agency (NSA). But the intelligence agencies of many other countries will be closely involved with the new network, including those from Britain, Australia, Germany and Japan--and, surprisingly, the People's Republic of China. New satellite stations and monitoring centres are to be built around the world, and a chain of new satellites launched, so that NSA and its British counterpart, the Government Communications Headquarters (GCHQ) at Cheltenham, may keep abreast of the burgeoning international telecommunications traffic.
  • Both the new and existing surveillance systems are highly computerised. They rely on near total interception of international commercial and satellite communications in order to locate the telephone or other messages of target individuals. Last month, a US newspaper, the Cleveland Plain Dealer, revealed that the system had been used to target the telephone calls of a US Senator, Strom Thurmond. The fact that Thurmond, a southern Republican and usually a staunch supporter of the Reagan administration, is said to have been a target has raised fears that the NSA has restored domestic, electronic, surveillance programmes. These were originally exposed and criticised during the Watergate investigations, and their closure ordered by President Carter. After talking to the NSA, Thurmond later told the Plain Dealer that he did not believe the allegation. But Thurmond, a right-wing Republican, may have been unwilling to rock the boat. Staff members of the Permanent Select Committee on Intelligence said that staff were "digging into it" despite the "stratospheric security classification" of all the systems involved. The Congressional officials were first told of the Thurmond interception by a former employee of the Lockheed Space and Missiles Corporation, Margaret Newsham, who now lives in Sunnyvale, California. Newsham had originally given separate testimony and filed a lawsuit concerning corruption and mis-spending on other US government "black" projects. She has worked in the US and Britain for two corporations which manufacture signal intelligence computers, satellites and interception equipment for NSA, Ford Aerospace and Lockheed. Citing a special Executive Order signed by President Reagan. she told me last month that she could not and would not discuss classified information with journalists. GCHQ at Cheltenham is the co-ordinating centre for Europe, Africa and the Soviet Union (west of the Ural Mountains). The NSA covers the rest of the Soviet Union and most of the Americas.   • During the Watergate affair. it was revealed that NSA, in collaboration with GCHQ, had routinely intercepted the international communications of prominent anti-Vietnam war leaders such as Jane Fonda and Dr Benjamin Spock. Another target was former Black Panther leader Eldridge Cleaver. Then in the late 1970s, it was revealed that President Carter had ordered NSA to stop obtaining "back door" intelligence about US political figures through swapping intelligence data with GCHQ Cheltenham.

After leaving Menwith Hill, she continued to have access to full details of Menwith Hill operations from a position as software manager for more than a dozen VAX computers at Menwith which operate the ECHELON system. Newsham refused last month to discuss classified details of her career, except with cleared Congressional officials. But it has been publicly acknowledged that she worked on a large range of so-called "black" US intelligence programmes, whose funds are concealed inside the costs of other defence projects. She was fired from Lockheed four years ago after complaining about the corruption, and sexual harassment.
  • he largest overseas station in the Project P415 network is the US satellite and communications base at Menwith Hill. near Harrogate in Yorkshire. It is run undercover by the NSA and taps into all Britain's main national and international communications networks (New Statesman, 7 August 1980). Although high technology stations such as Menwith Hill are primarily intended to monitor international communications, according to US experts their capability can be, and has been, turned inwards on domestic traffic. Menwith Hill, in particular, has been accused by a former employee of gross corruption and the monitoring of domestic calls. The vast international global eavesdropping network has existed since shortly after the second world war, when the US, Britain, Canada, Australia and New Zealand signed a secret agreement on signals intelligence, or "sigint". It was anticipated, correctly, that electronic monitoring of communications signals would continue to be the largest and most important form of post-war secret intelligence, as it had been through the war. Although it is impossible for analysts to listen to all but a small fraction of the billions of telephone calls, and other signals which might contain "significant" information, a network of monitoring stations in Britain and elsewhere is able to tap all international and some domestic communications circuits, and sift out messages which sound interesting. Computers automatically analyse every telex message or data signal, and can also identify calls to, say, a target telephone number in London, no matter from which country they originate.
  • If Margaret Newsham's testimony is confirmed by the ongoing Congressional investigation, then the NSA has been behaving illegally under US law--unless it can prove either that Thurmond's call was intercepted completely accidentally, or that the highly patriotic Senator is actually a foreign spy or terrorist. Moreover NSA's international phone tapping operations from Menwith Hill and at Morwenstow, Cornwall, can only be legal in Britain if special warrants have been issued by the Secretary of State to specify that American intelligence agents are persons to whom information from intercepts must or should be given. This can not be established, since the government has always refused to publish any details of the targets or recipients of specific interception warrants.
  • Both British and American domestic communications are also being targeted and intercepted by the ECHELON network, the US investigators have been told. The agencies are alleged to have collaborated not only on targeting and interception, but also on the monitoring of domestic UK communications. Special teams from GCHQ Cheltenham have been flown in secretly in the last few years to a computer centre in Silicon Valley near San Francisco for training on the special computer systems that carry out both domestic and international interception.
  • The centre near San Francisco has also been used to train staff from the "Technical Department" of the People's Liberation Army General Staff, which is the Chinese version of GCHQ. The Department operates two ultra-secret joint US-Chinese listening stations in the Xinjiang Uighur Autonomous Region, close to the Soviet Siberian border. Allegedly, such surveillance systems are only used to target Soviet or Warsaw Pact communications signals, and those suspected of involvement in espionage and terrorism. But those involved in ECHELON have stressed to Congress that there are no formal controls over who may be targeted. And I have been told that junior intelligence staff can feed target names into the system at all levels, without any check on their authority to do so. Witnesses giving evidence to the Congressional inquiry have discussed whether the Democratic presidential contender Jesse Jackson was targeted; one source implied that he had been. Even test engineers from manufacturing companies are able to listen in on private citizens' communications, the inquiry was told. But because of the special Executive Order signed by President Reagan, US intelligence operatives who know about such politically sensitive operations face jail sentences if they speak out--despite the constitutional American protection of freedom of speech and of the press. And in Britain, as we know, the government is in the process of tightening the Official Secrets Act to make the publication of any information from intelligence officials automatically a crime, even if the information had already been published, or had appeared overseas first.
