It arises when new problems, opportunities, or tasks present themselves, or when old ones resurface. It involves finding the important structure in a seemingly unstructured situation. It is an activity with cognitive and social dimensions, and has informational, communicational, and computational aspects.

ESSENCE is an immersive internet experiment, and a face-face conference. It invites human-centred technologists, climate scientists, policymakers, and any other stakeholder with a view on some part of the climate change debate, to experience and reflect on a new generation of software tools. The confluence of computers, communications, and databases is quickly creating a distributed database where many applications require real-time access to both temporally accurate and multimedia data. This is particularly true in military and intelligence applications, but these required features are needed in many commercial applications as well. We are developing a distributed database, called BeeHive, which could offer features along different types of requirements: real-time, fault-tolerance, security, and quality-of service for audio and video. Support of these features and potential trade-offs between them could provide a significant improvement in performance and functionality over current distributed database and object management systems. In this paper, we present a high level design for BeeHive architecture and sketch the design of the BeeHive Object Model (BOM) which extends object-oriented data models by incorporating time and other features into objects, resulting in a highly reflective architecture.

I hope that "Smarter" is going to be a key tag for the Web 3.0, and yet I think "More Open, More Ubiquitous, with even More Information (Overload) and a little Smarter" is what it's really going to be. We'll have to wait till "Web 4.0" for a web that really is stepwise more intelligent, one that could really be called semantic and hold the hidden promises of a "Semantic Web". And the reason I believe this is that the community is focused on linking more stuff together in new ways and breaking down data siloes, much more than it is focused on creating new, smarter filters for all the data that's going to be made accessible that way.
