Stanley McChrystal as commander of the US and NATO forces in Afghanistan, the media narrative was set in stone: the super-general who won the war in Iraq with the so-called surge can now work his magic in another theater. It's hard to stop a locomotive meme-which is what the surge story has become. But the success of the surge in Iraq remains debatable to this day. Still, try injecting that point into media discussions of Iraq or Afghanistan. Yet with Petraeus taking over the Afghanistan war, it's worth noting the other side of the surge tale. Im Rahmen eines PPP-Projekts mit dem nordenglischen Kreis East Riding of Yorkshire Council (ERYC) hat Arvato Government Services bereits hoheitliche Aufgaben übernommen. Das Unternehmen zieht im Auftrag der Kreisverwaltung seit 2005 Steuern ein, erhebt Gebühren, zahlt Wohngeld und Sozialhilfe aus, macht Gehalts- und Lohnabrechnungen, betreut die Bürgerbüros und verantwortet die gesamte Informationstechnik. Um diese Arbeiten eigenverantwortlich durchzuführen, hat Arvato rund 500 Mitarbeiter der Kreisverwaltung übernommen.
  • Rund 570 Mitarbeiter arbeiten in der Verwaltung; greift die Verwaltungsreform wie geplant, werden in den nächsten zehn Jahren 75 Stellen wegfallen. Das entspricht einem Einsparvolumen von rund 27 Millionen Euro. Einstimmig, ohne den Vertrag zu kennen. »Wir kennen nur die Beschreibung der Verwaltung, was die Eckpunkte des Vertrages sind«, so Fraktionsvorsitzender Pilz. Es sei nicht üblich, dass ehrenamtliche Stadträte ein Vertragswerk von mehreren hundert Seiten zu sehen bekommen.
