A deportation program that is central to the Obama administration's immigration enforcement strategy has led disproportionately to the removal of Latino immigrants and to arrests by immigration authorities of hundreds of United States citizens, according to a report by two law schools using new, in-depth official data on deportation cases. The report also found that about a third of around 226,000 immigrants who have been deported under the program, known as Secure Communities, had spouses or children who were United States citizens, suggesting a broad impact from those removals on Americans in Latino communities. The report, to be released Wednesday, is the first analysis of deportations under the Secure Communities program based on data about individual cases, which was obtained through the Freedom of Information Act by the University of California, Berkeley, law school and the Benjamin N. Cardozo School of Law in New York.

As one of the "sensible" conservatives on The New York Times' editorial page, Ross Douthat has a habit of using his column to provide a thin veneer of respectability to otherwise ugly ideas. Riffing off of the Cordoba House controversy, Douthat relies on the country's past experiences with unfamiliar immigrants to endorse nativism and xenophobia as a way of pushing immigrants toward greater assimilation. But this is bad history; the nativists of 19th-century America weren't much interested in having "new arrivals adapt to Anglo-Saxon culture," rather, the nativists of mid-19th-century America wanted to keep immigrants off of American shores. Which is not to say that the Obama era has meant an end to law enforcement. On the contrary: In the past few years, the administration has allocated massive amounts of federal resources to catching wrongdoers - of a certain type. Last year, the government deported 393,000 people, at a cost of $5 billion. Since 2007, felony immigration prosecutions along the Mexican border have surged 77 percent; nonfelony prosecutions by 259 percent. In Ohio last month, a single mother was caught lying about where she lived to put her kids into a better school district; the judge in the case tried to sentence her to 10 days in jail for fraud, declaring that letting her go free would "demean the seriousness" of the offenses. So there you have it. Illegal immigrants: 393,000. Lying moms: one. Bankers: zero. The math makes sense only because the politics are so obvious. You want to win elections, you bang on the jailable class. You build prisons and fill them with people for selling dime bags and stealing CD players. But for stealing a billion dollars? For fraud that puts a million people into foreclosure? Pass. It's not a crime. Prison is too harsh. Get them to say they're sorry, and move on. Oh, wait - let's not even make them say they're sorry. That's too mean; let's just give them a piece of paper with a government stamp on it, officially clearing them of the need to apologize, and make them pay a fine instead. But don't make them pay it out of their own pockets, and don't ask them to give back the money they stole. In fact, let them profit from their collective crimes, to the tune of a record $135 billion in pay and benefits last year. What's next? Taxpayer-funded massages for every Wall Street executive guilty of fraud?

One of the things that never gets mentioned in the endless praise of military tribunals is that their actual record is really bad. And now comes word that Najibullah Zazi, the Afghan immigrant arrested last year for planning a bombing campaign in the US, began spilling the beans over the last month about the plot, his accomplices and more. Zazi is expected to plead guilty as part of a plea deal this afternoon in Federal District Court in Brooklyn.

Seven people have been arrested in the Irish Republic over an alleged plot to kill a Swedish cartoonist for depicting the Prophet Muhammad, police say. The four men and three women are all Muslim immigrants, according to media reports, though a police statement did not confirm this. Cartoonist Lars Vilks had depicted the Prophet Muhammad with the body of a dog in the Nerikes Allehanda newspaper. Islamic militants put a $100,000 (£67,000) bounty on his head. Mr Vilks was quoted as saying he was unfazed by the arrests, which he said he thought could be linked to two death threats he had received by telephone in January.
