The House bill does not apply its overall 14.3 percent cut on an across-the-board basis.  Some cuts, such as the 6.0 percent reduction in funding for House of Representatives staff salaries and expenses, would be smaller.  But many important programs, including some of the ones listed above, would be cut much more to make up the difference.  (The table on the next page shows the average size of the cut for programs within the jurisdiction of each subcommittee.) At the same time, H.R. 1 would increase overall funding for security programs (those funded by the Defense, Homeland Security, and Military Construction-Veterans Affairs appropriation bills) by a little less than 1 percent. Chokri Belaïd, a secular, anti-Islamist member of the National Constituent Assembly, was assassinated last week. The backlash of the assassination is causing strife in Tunisian politics. His widow has accused Ennahda of playing a role in the assassination, "which sparked mass demonstrations, attacks on Ennahda headquarters and clashes with security forces throughout the country." The Prime Minister, a high-ranking official in Ennahda, has declared his wish to form a non-partisan government of technocrats to manage the socio-political crisis. He has also declared that he will resign from his position if he's not allowed to do so. So things really are deteriorating. qt: Four opposition groupings-Belaïd's own Popular Front bloc, the Call for Tunisia party (Nidaa Tounes), the Al Massar party, and the Republican Party-announced that they were pulling out of the National Constituent Assembly and called for a one-day general strike last Friday, the day of Belaïd's funeral. On January 26, 2011, Defense Department spokesman Geoff Morrell stood before the Pentagon press corps and made a series of patently false statements about Bradley Manning (the video is here).  Even taking into account the position Morrell occupies -- in which a penchant for telling the truth is not exactly a job requirement (it actually would be disqualifying) -- this Press Conference was an extraordinary display of pure official mendacity.   Morrell was asked several times about the evidence -- first reported here -- that Manning was being held in repressive and inhumane conditions:  specifically, 23-hour/day solitary confinement, a prohibition on exercising in his cell, and being allowed out only 1 hour per day to "exercise" which entails walking around alone in a room, shackled.  Morrell repeatedly insisted that everything being done to Manning was being done to all of the other detainees at the brig; in his words:

An Arab country with neither secret police nor censorship is unprecedented in recent decades. Tunisia is inspiring similar demands in Egypt and Jordan. When skeptics wonder if the Revolutions of 2011 would really change anything essential in the region, they would be wise to keep an eye on these two developments in Tunisia, which, if consolidated, would represent an epochal transformation of culture and politics. Arguably, Tunisians are now freer than Americans. The US government thinks our private emails are actually public. The FBI and NSA routinely read our email and they and other branches of the US government issue security letters in the place of warrants allowing them to tap phones and monitor whom we call, and even to call up our library records and conduct searches of our homes without telling us about it. Millions of telephone records were turned over to George W. Bush by our weaselly telecom companies.
