  • The publication, “We Can Do Better,” evaluates state policies on child care and assigns each state a score. This year, no state scored above 87 percent, and the lowest-ranked state, Idaho, rated only 15 percent. Texas was actually ranked in the top 10 states, at 82 percent. But, as Cohn’s story explains, child care centers in Texas are inspected only once a year, and home day care centers only every other year.

    Children deserve the most effective intervention possible, provided in the most relevant places, at the most relevant times, by the most relevant people. In the Routines-Based approach, professionals work with the child's natural caregivers, who are generally parents and child care providers or teachers. Parents and other caregivers learn to make the most out of the learning opportunities that occur throughout the day, every day. This results in much more effective and meaningful intervention than, for example, weekly sessions in a therapy room. The child's best "interventionists" are those adults who are with the child throughout the day.     Individuals who have both mental illness (MI) and intellectual/developmental disability (IDD) present clinical challenges to professionals as well as to the systems that attempt to provide care to these individuals. Clinicians frequently have difficulty in appropriately identifying a mental health disorder, even when one exists, in persons who have limited verbal skills. This six-hour workshop is designed to provide the participant with clinical information that will help in the assessment, diagnosis and support strategies necessary to provide appropriate care for this underserved group of people. The participant will learn how mental health signs and symptoms are manifested in persons with a dual diagnosis as compared to those with only mental illness. Upon completion of this training, you will: Articulate the profile and characteristics of people with MI/IDD; Articulate vulnerability factors in people with MI/IDD; Identify best practices in assessment procedures for people with MI/IDD; Identify signs and symptoms of MI in persons with IDD; Describe the major features in the Diagnostic Manual - Intellectual Disabilities (DM-ID); Describe techniques associated with supportive therapy for persons with MI/IDD; Identify the value of the NADD Accreditation and Certification Program.     The Department of Health and Human Services (HHS) is holding a series of Affordable Care Act implementation forums throughout the country. We encourage you all to attend these broad policy-focused meetings, as they present a valuable opportunity to insert the consumer voice into the implementation process. Although registration for the Washington, DC session has been closed due to space constraints, it will also be webcast.

    HHS will use these forums to provide information to stakeholders on the Affordable Care Act implementation process. Additionally, they have promised ample time for Q&A, making these events a great opportunity to talk to key federal officials about pressing issues, such as: How you would like to see open exchange policy decisions decided, either for Federally Facilitated and Partnership exchanges, or for unresolved state exchange issues that require federal guidance. How HHS will engage with stakeholders, including consumer groups, in states that are pursuing Partnership or Federally Facilitated Exchanges (FFEs).   • A series of changes sparked by the health care law passed earlier this year will begin to take hold later this week, increasing access for individuals with disabilities. Starting Thursday, insurers will no longer be able to deny coverage to children with pre-existing conditions. Lifetime coverage limits will also largely disappear. And, it will become harder for insurance companies to cancel coverage or deny claims. At the same time, insurance plans will be required to include certain preventive services such as vaccinations at no cost. What’s more, kids will be able to stay on their parents’ insurance plans until they turn 26.
