  • In accordance with the requirements under the Individuals with Disabilities Education Act (IDEA),  the state must report annually to the public on the performance of each local educational agency located in the state on the targets in the State's Performance Plan. Because baseline data and/or performance targets have not been established for all of the performance indicators, the U.S. Department of Education, Office of Special Education Programs (OSEP), has informed states that they are only required to report district performance for students with disabilities on indicators 1-5 and 8-12 this year. These performance indicators address the following: Graduation, Dropout, Assessment, Suspension/Expulsion, Least Restrictive Environment (ages 6-21), Parent Involvement, Disproportionality As A Result Of Inappropriate Identification, Child Find Timelines, and Early Childhood Transition (transition from Part C to Part B). The district's performance data is 2008-2009 data that was submitted by the district to the OPI as a part of its child count, exiting, student discipline collections and/or collected during a compliance monitoring record review. Performance data for performance indicator #8, Parent Involvement, is based on parent survey data. The Parent Involvement Survey was distributed to districts that were compliance monitored in school year 2008-2009. Districts were asked to provide a copy of the survey to all parents of IDEA-eligible students receiving special education and related services through an Individualized Education Program (IEP). The District Public Reports can be found on the OPI Web site at:  http://data.opi.mt.gov/SPEDReporting/ .

  • To learn more and to access the online survey, go to http://ehhs.kent.edu/link/ What: Steve Bagnato, John Neisworth, and Kristie Pretti-Frontczak are inviting those who work with young children from birth to age eight to participate in a consumer rating of early childhood assessment measures. Results will expand upon LINKing Authentic Assessment & Early Childhood Interventio, by Stephen Bagnato, John T. Neisworth, & Kristie Pretti-Frontczak, 2010. The survey takes about 10 minutes per assessment. The website will be open until March 18th.  Input is being sought from teachers, family members, paraprofessionals, administrators, related service providers, therapists, consultants, social workers, school psychologists, child care providers, nurses, or others who have familiarity with early childhood assessment measures to participate.     This session of Grand Rounds explored opportunities for optimal quality of life for individuals with disabilities. One in 6 adult Americans lives with a disability when defined by a limitation in function. Many are at higher risk for multiple chronic conditions, injuries, and increased vulnerability during disasters. Comparatively, people with disabilities are 4 times more likely to report their health to be fair/poor and 2.5 times more likely to have unmet health care needs than non-disabled peers. $400 billion is spent annually on disability-related health expenditures. Public health can help change this by promoting wellness and preventing disease in people with disabilities. CDC′s approach for a population who experiences diverse functional limitations is to assure that mainstream public health surveys, programs, and policies include people with disabilities across the lifespan, a method that can be modeled by state and federal programs. This powerful session of Grand Rounds explored public health opportunities for disease prevention, intervention and improvement to enable people to live well with functional limitations. We also highlighted accomplishments of partners and public health agencies in creating and modifying health programs to accommodate people with disabilities. Tentative future Grand Rounds topics include venous thromboembolism (VTE), HPV, teen pregnancy and immunization. Target Audience:

  • Another survey, released about the same time, has not gotten the attention it deserves. This one conducted by Scholastic and the Bill & Melinda Gates Foundation is called Primary Sources: 2012. It contains valuable information about what teachers think. Among other things, the survey asked teachers what they believe will have the greatest impact on improving academic achievement. This is what teachers said were the most important factors: 1. Family involvement and support (84 percent said it would have a "very strong impact"); 2. High expectations for all students (71 percent said it would have a "very strong impact"); 3. Fewer students in each class (62 percent said it would have a "very strong impact"); 4. Effective and engaged principals and building-level leaders (57 percent said it would have a "very strong impact"). These were the factors that teachers said were least important in improving academic achievement: 1. A longer school day (6 percent); 2. Monetary rewards for teachers based on the performance of the entire school (8 percent); 3. Monetary rewards for teachers based on their individual performance (9 percent); 4. A longer school year (10 percent).

  • Raising the achievement of students with learning disabilities is hard, expensive, controversial and complex. School systems must pay private school tuition for students they can’t adequately serve. Educators and parents sometimes disagree on what methods to use. Education writers like me rarely deal with the subject because it is difficult to explain and lacks many success stories. That explains in part why learning disabilities are so poorly understood, as revealed by a remarkable survey just released by the nonprofit National Center for Learning Disabilities. The representative sampling of 2,000 Americans provides a rare look at the depths of our ignorance. Forty-three percent believe that learning disabilities correlate with IQ. Fifty-five percent think that corrective eyewear can treat certain learning disabilities. Twenty-two percent believe that learning disabilities can be caused by spending too much time watching computer or television screens. All of those impressions are wrong.

  • PHILADELPHIA –Results were released yesterday from the Pennsylvania Autism Needs Assessment, which includes feedback from 3,500 Pennsylvania caregivers and adults with autism, making it the largest study of its kind in the nation.  Among the findings, the study shows that training in social skills has been identified as the most common unmet need for both children and adults with autism.  The study also found that more than two-thirds of adults with autism are unemployed or underemployed. The survey was led by the Center for Mental Health Policy and Services Research in the Perelman School of Medicine at the University of Pennsylvania. “The results of the needs assessment provide the most comprehensive and specific information to date about where Pennsylvania has been successful and where we still need work in helping people with autism and their families,” said David Mandell, ScD, associate director, Center for Mental Health Policy and Services Research. “My hope is that these results will be an important driver of new policy and innovative practices for years to come.”

  • As many as 40 percent of homeless youth identify as LGBT, and a new Williams Institute study of youth shelters confirms this estimate. Between October 2011 and March 2012, 354 agencies completed surveys about their clients and found that about 40 percent of their homeless and non-homeless clients were LGBT (9 percent of whom identified as bisexual). About 30 percent of clients using housing-related services (like emergency shelter and transitional living programs) were LGBT.

In recent years much attention has been focused on a perceived increase in autism rates among children, but in a study of more than 4,000 British households that country’s top health agency found that autism appeared in similar rates in adults and children.
