ScienceDaily (Dec. 4, 2009) — In the United States, caring for a child with special health care needs usually means higher medical expenses for a family -- particularly for low-income families, who spend a disproportionally large share of their income on their child's care. Yet the amount of financial burden for these families also depends on their state of residence, says Paul T. Shattuck, Ph.D., professor of social work at Washington University in St. Louis.

"The percentage of low-income families in a given state with out-of-pocket expenses that exceeded 3 percent of their income varied considerably according to state and ranged from 5 percent to 25. 8 percent (District of Columbia and Montana, respectively). Families living in states with more generous Medicaid and State Children's Health Insurance Program (SCHIP) benefits report less financial burden," Shattuck says.

Research has shown that families raising children with disabilities face exceptionally high rates of financial hardship, which can have a negative effect on the children's well-being.

The U.S. Department of Education today announced the award of more than $28.8 million in grants to 42 states to cover a portion of the fees charged to low-income students for taking advanced placement (AP) tests.

A new scholarship program launched this summer by the Johns Hopkins Center for Talented Youth will give bright, low-income rural students the chance to take part in a challenging summer program at sites across the country.

The Villers Fellowship for Health Care Justice was created in 2005 by Philippe Villers, Founder and President of Families USA. Arizona on Thursday became the first state to eliminate its Children’s Health Insurance Program when Gov. Jan Brewer signed an austere budget that will leave nearly 47,000 low-income children without coverage.

Best Beginnings Childcare Scholarships The Early Childhood Services Bureau offers “Best Beginnings” child-care scholarships to qualified low-income families whose child attends a licensed child care center, registered group or family child care home, or legally unregistered child care provider. Each family participates in the cost of that care by making a co-payment based on a sliding fee scale.
