More than 90% of children with chronic illness now survive into adulthood, which presents a range of challenges for individuals and for the system of care. This Issue Brief describes key unmet needs regarding a) developing chronic disease self-management skills; b) enhancing the capacity of the adult health care system to care for young adults with special health care needs; and c) reducing lapses in care during the transition period. The authors, fellows at the Stanford University Clinical Excellence Research Center, offer recommendations for improving the transition.

The aim of GEMSS is to assure all children with genetic health conditions succeed in school-life. Children who have genetic conditions are members of neighborhood schools across the country. In fact, it is estimated that about 1 in 20 children have a genetic condition.  

The National Institutes of Health has awarded $5.3 million in initial one-year funding to the latest two recipients of the Autism Centers of Excellence (ACE) program. With these awards, announced on World Autism Awareness Day, these and nine other ACE centers around the country are now being funded for up to five years. The program was created in 2007 to launch an intense and coordinated research effort aimed at identifying the causes of autism spectrum disorders (ASD) and finding new treatments.

(GREAT FALLS, Mont.) - Senator Jon Tester is backing three bills to improve care for Montanans with mental illness and to reduce the state's suicide rate. In the wake of December's tragic shootings in Newtown, Conn., Tester is concerned about services available to individuals struggling with mental illness. His bipartisan Mental Health First Aid Act aims to help community leaders identify, understand, and respond to signs of mental illness.

State education leaders will make changes to a set of proposals designed to shift student discipline practices in Maryland toward a more “rehabilitative” approach that would reduce suspensions, keep students in school and teach positive behavior. The Maryland State Board of Education voted unanimously Tuesday to withdraw proposed regulations and amend them in a way that officials said would not alter the spirit of the reforms but would address some complaints voiced in recent months.

The changes will revive regulatory language that recognizes “an environment of order and discipline necessary for effective learning” and add a preamble that points out the authority of local school boards to create district discipline policies.The board held firm in its emphasis on rehabilitative practices, as well as its revised definitions for out-of-school suspensions and its requirement that schools provide educational services for suspended students.

The success rate among the graduates of  America’s Special Education Programs has been studied and criticized for decades. In 2005, Dr. Frank Rusch of Pennsylvania State University and this writer addressed the issue related to the inability of young special education high school graduates to achieve success in employment, post-secondary education, adequate housing and community acquiescence. According to the study, Rusch and Pizzuro wrote: “Young adults with disabilities typically leave publicly funded educational institutions without a job, without being enrolled in postsecondary education, and without the security of knowing their roles in society. Fewer than 30 percent of high school leavers obtain jobs after departing mandated education and fewer than 10 percent enroll in postsecondary education. The past 25 years has witnessed continued poverty among young adults with disabilities, despite legislative reauthorizations aimed at improving educational opportunities (The Individuals with Disabilities Education Improvement Act of 2004) and employment access (The Americans with Disabilities Act).”

Despite increased awareness of the various forms of bullying, and school-based programs to combat it, countless children continue to perpetuate intentional mean-spirited actions directed at peers and adults. Whether it takes place in the home, school bus, carpool, playground, or classroom, preying upon sensitivities of others and/or harsh rejecting efforts aimed to exclude others have become commonplace. Perhaps it’s time for parents and teachers to coach children in practicing socially inclusive behaviors that create conditions where bullying and exclusion are not reinforced by peers.

Our country places a high priority on providing free education for all children, regardless of their race, gender or any other differentiating factor. The civil rights movement for racial equality had, at the center of its struggle, the aim of providing integrated and equal education for children of all races. The champions of civil rights knew beyond a doubt that separating one group of students from the rest and providing sub-standard education in this unequal dynamic was wrong.

Many people know how to respond when colleagues hurt themselves, or are felled by heart attack or stroke. But few know what to do in a psychiatric crisis. The Mental Health First Aid program aims to teach people to respond to psychiatric emergencies, from anxiety to eating disorders to psychosis.

How can special education teachers be more effective? The federal Education Department is funding a new center to find out. The department's office of special education said Thursday it will spend up to $5 million on the creation of the Center to Support the Development of Effective Educators to Serve Students with Disabilities. The new center—applications are due Sep. 4—will provide technical assistance to state education departments that are reviewing and reforming certification and licensing standards for teacher preparation programs. It will be expected to work with school districts and colleges and universities.

Media Literacy 101 Kids spend an average of more than 7 hours a day with some form of media. As a result, they sometimes grow up having more interaction with TV, the Internet, and other media messages than people. Media Literacy refers to the ability to access, analyze, evaluate, and create media messages of all kinds. This interactive training will explore basic concepts of media literacy by examining TV commercials, messages and print ads, and tobacco and alcohol marketing. We will work in small and large groups to discuss the language of persuasion, deconstruct ads, and create counter messages. After this training, participants will have a greater understanding of media literacy and walk away with tools they can use with their learners. Objective 1: Participants will define media literacy and understand some techniques of persuasion. Objective 2: Participants will understand how media literacy education helps prevent tobacco and alcohol initiation among youth. In New Hampshire, Medicaid pays for in-home care for nearly all of its residents with developmental disabilities. For frail elders, the opposite is true. Most wind up in nursing homes. To remedy this imbalance, New Hampshire is taking advantage of Affordable Care Act funding for a program aimed at removing existing barriers to providing long-term care in people’s homes and communities. Known as the Balancing Incentive Payments Program, it is one of several ACA provisions designed to keep as many people as possible out of costly institutions. Arkansas, Connecticut, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maine, Maryland, Mississippi, Missouri, New Jersey, New York, Ohio and Texas are also participating in the $3 billion incentive program.

Congress passed a bill today(!) that would help fund school efforts to fight allergy attacks. The U.S. Department of Education currently offers grant money to states in which schools are taking steps to prepare for asthma attacks. Under the newly passed H.R. 2094, though, the department would prioritize those funds to benefit states wherein schools also prepare for allergy attacks by having a stock of epinephrine (EpiPen), and staff trained to use it.
