  • L'échelle de dureté de Mohs des minéraux a été créée par le minéralogiste allemand Friedrich Mohs en 1822 pour mesurer la dureté relative ou la résistance aux rayures des différents minéraux. Il l'a fondé sur dix minéraux facilement disponibles. Comme il s'agit d'une échelle ordinale, vous devez comparer deux minéraux pour décider lequel est le plus dur. L'échelle n'est ni linéaire ni logarithmique. Par exemple, le corindon est deux fois plus dur que le topaze, mais le diamant est presque quatre fois plus dur que le corindon.
  • La dureté d'une matière est mesurée contre l'échelle en trouvant la matière la plus dure que la matière donnée peut rayer, ou la matière la plus molle qui peut rayer la matière donnée.

  • On April 24, 1996, FERC issued Orders 888 and 889, which encourage wholesale competition.  The primary objective of these orders is the elimination of monopoly power over the transmission of electricity.  To achieve this objective, FERC requires all public utilities that own, control, or operate facilities used for transmitting electric energy in interstate commerce to: file open access nondiscriminatory transmission tariffs containing minimum terms and conditions, take transmission service (including ancillary services) for their own new wholesale sales and purchases of electricity under open access tariffs, develop and maintain a same-time information system that will give existing and potential  users the same access to transmission information that the public utility enjoys, and separate the transmission from generating and marketing functions and communications.

  • Recovery of stranded costs is perhaps the most contentious issue confronting regulators in promoting competition.  Stranded costs (or assets) are costs that have been prudently incurred by utilities to serve their customers but cannot be recovered if the consumers choose other electricity suppliers. One study has estimated current stranded assets at $88 billion, and estimates of projected stranded costs range from $10 billion to $500 billion. In its Order 888, FERC reaffirmed "that the recovery of legitimate, prudent and verifiable stranded costs should be allowed." FERC's directive is grounded in the belief that the recovery of stranded costs "is critical to the successful transition of the electricity industry to a competitive, open-access environment." For this purpose, direct assignment of costs to departing customers was selected as the appropriate method for recovery of stranded costs.

  • Abstract In wave optics, the Wigner distribution and its Fourier dual, the ambiguity function, are important tools in optical system simulation and analysis. The light field fulfills a similar role in the computer graphics community. In this paper, we establish that the light field as it is used in computer graphics is equivalent to a smoothed Wigner distribution and that these are equivalent to the raw Wigner distribution under a geometric optics approximation. Using this insight, we then explore two recent contributions: Fourier slice photography in computer graphics and wavefront coding in optics, and we examine the similarity between explanations of them using Wigner distributions and explanations of them using light fields. Understanding this long-suspected equivalence may lead to additional insights and the productive exchange of ideas between the two fields.

  • France Charbonneau, de Montréal, est nommée juge à la Cour supérieure de justice du Québec, district de Montréal. Elle remplace la juge Dionysia Zerbisias, qui a choisi de devenir juge surnuméraire. La juge Charbonneau a obtenu une licence en droit de l'Université de Montréal en 1977 et a été reçue au Barreau du Québec en 1978. Depuis 1979, elle agissait comme procureur de la couronne, d'abord au Bureau des substituts du procureur général et, plus récemment, au Bureau du service conseil. France Charbonneau a été chargée de cours de droit pénal à l'Université Laval ainsi qu'à l'Université du Québec à Trois- Rivières et au Barreau du Québec. Elle siégeait au comité de discipline du Barreau du Québec depuis 1994 et était également membre de l'Association des procureurs de la couronne du Québec et de l'Association internationale des procureurs de la couronne. La juge Charbonneau est conférencière et auteure de divers ouvrages en matière de droit pénal.
