competitiveness WASHINGTON - Building on the action by the U.S. House of Representatives in passing historic legislation that will pave the way for the transition to a clean energy economy, President Barack Obama and U.S. Energy Secretary Steven Chu today announced aggressive actions to promote energy efficiency and save American consumers billions of dollars per year. Today's announcement underscores how the clean energy revolution not only makes environmental sense, but it also makes economic sense - creating jobs and saving money. "One of the fastest, easiest, and cheapest ways to make our economy stronger and cleaner is to make our economy more energy efficient," said President Obama. "That's why we made energy efficiency investments a focal point of the Recovery Act. And that's why today's announcements are so important. By bringing more energy efficient technologies to American homes and businesses, we won't just significantly reduce our energy demand; we'll put more money back in the pockets of hardworking Americans."

How some traditional energy companies are reusing and repurposing their technology to develop renewables. by Marsha W. Johnston, Contributor California, United States [RenewableEnergyWorld.com] Most people tend to think of renewable energy as a clear break with our energy history, jettisoning all of the trappings associated with a dirty industry. It thus may come as a surprise to discover that, in fact, certain conventional technologies and infrastructure, including those associated with fossil fuel production, increasingly are being adapted to facilitate renewable energy production.

In his keynote speech to the GridWeek 2009 Conference this morning, U.S. Energy Secretary Steven Chu detailed his vision for implementing the smart grid and modernizing America's electrical system: a stronger, smarter, more efficient electricity infrastructure that will encourage growth in renewable energy sources, empower consumers to reduce their energy use, and lay the foundation for sustained, long-term economic expansion. Secretary Chu's presentation can be found here. During his remarks, Secretary Chu also announced more than $144 million in funding from the American Recovery and Reinvestment Act for the electric power sector, including $44 million in awards to state public utility commissions and $100 million in available funding for smart grid workforce training programs. "America cannot build a 21st Century energy economy with a mid-20th Century electricity system. This is why the Obama Administration is investing in projects that will lay the foundation for a modernized, resilient electrical grid," said Secretary Chu. "By working with industry leaders and the private sector, we can drive the evolution to a clean, smart, national electricity system that will create jobs, reduce energy use, expand renewable energy production, and cut carbon pollution."

We are going to have a huge economic stimulus package soon after Obama becomes President. And a big piece of it is going to be aimed at energy efficiency and renewable energy, as the NYT reported today in"Proposal Ties Economic Stimulus to Energy Plan." I have asked a bunch of my wonk ee friends for some energy efficiency ideas, which I'll be posting in the coming days. I'd love to hear some ideas from you - please try to keep them practical. Focus on spending that creates jobs in the next two years AND that either saves energy (like weatherizing low-income homes) or helps jumpstart the transition to a clean energy economy (like 'green' transmission).

Barack Obama has created a top-notch team to guide his transition into the White House (see "Obama fills key posts on environment, energy teams"). Next, he should create a team to guide America's transition to a new energy economy. I'm not talking about the prestigious group of economic advisors Obama already has assembled to help him identify solutions to the economic meltdown. I'm talking about a team that includes experts in sustainable energy technologies, climate mitigation and adaptation, capital investment, state and local government, business, industry and labor.

This post is the first in a series on structural problems of transitioning to renewable energy. Broadly labeled "The Renewables Hump," this series will address net energy, scalability, bootstrapping, and time-frame considerations involved in such a transition.

Dr. Chu's record indicates to me that he easily fills my three criteria. Dr. Chu is currently director of the Lawrence Berkeley National Laboratory. Among his accomplishments there was to secure a $500 million partnership with BP to do alternative energy research. (See this story from Salon for more details.) This suggests someone who can work with industry on next generation energy technologies. I am not sure how quickly he feels we can transition away from oil, and therefore whether we need additional exploration and drilling. I couldn't find anything regarding his position on drilling. However, he has been outspoken over his opposition to coal, and his concerns about global warming. Some quotes on these topics from Dr. Chu. First, his position on coal is pretty clear: "Coal is my worst nightmare." He favors nuclear energy over coal (it should come as no suprise that a physicist like Dr. Chu is pro-nuclear):

Barack Obama is seriously considering the creation of an Energy Security Council within the White House, according to sources close to the transition. President-elect Obama and his staff are examining a white paper written by former President Bill Clinton's chief of staff, John Podesta, who is heading up the Obama transition, the sources said.

Last weeks Debate Fact Check #1 highlighted the realities of offshore drilling often glossed over in political discussions. Tonight, with less than 3 weeks remaining before the national election,we will view the final head-to-head presidential debate. Beyond the immediate concern of roiling financial markets, candidates are at least somewhat aware of the complex challenges that lie ahead in the coming energy transition. One popular (and pleasing to the ear) phrase that is frequently used is 'Energy independence'.

It seems unlikely that an agreement on the terms of the next climate treaty could be reached at the December-scheduled Copenhagen talks. The United States, not a member of the Kyoto Protocol and one of the major players in the international negotiations tussle over the climate treaty, has not yet reached a consensus over how to reduce carbon emissions and a bill successfully passing through the Senate in 2009 seems quite difficult. The major issues that US lawmakers need to look into are, first, how to make the transition from carbon-intensive fossil fuels to clean renewable energy sources and, second, how to finance this transition without burdening the people with any significant monetary load.

President-elect Barack Obama has chosen Steven Chu, a Nobel Prize-winning physicist who heads the Lawrence Berkeley National Laboratory, to be the next energy secretary, and he has picked veteran regulators from diverse backgrounds to fill three other key jobs on his environmental and climate-change team, Democratic sources said yesterday. Obama plans to name Carol M. Browner, Environmental Protection Agency administrator for eight years under President Bill Clinton, to fill a new White House post overseeing energy, environmental and climate policies, the sources said. Browner, a member of Obama's transition team, is a principal at the Albright Group.

There is no lack of ideas for what President Obama and the 111th Congress should do to address three of the most pressing issues they will face when they take office in January - global climate change, the energy crisis, and economic transformation. It may be winter in Washington, D.C., but it's springtime in national politics. Policy agendas are blooming like cherry blossoms. For example, last week alone, Washington, D.C. was introduced to three comprehensive plans to address economy, energy and climate. Two were issued by the Center for American Progress, headed by John Podesta, co-chair of President-elect Obama's transition team, including an excellent strategy for green recovery by Bracken Hendricks and Benjamin Goldstein.

So burn this into your mind: between 2007 and 2008 the IEA radically changed its assessment. Until this year's report, the agency mocked people who said that oil supplies might peak. In the foreword to a book it published in 2005, its executive director, Claude Mandil, dismissed those who warned of this event as "doomsayers". "The IEA has long maintained that none of this is a cause for concern," he wrote. "Hydrocarbon resources around the world are abundant and will easily fuel the world through its transition to a sustainable energy future."(7) In its 2007 World Energy Outlook, the IEA predicted a rate of decline in output from the world's existing oilfields of 3.7% a year(8). This, it said, presented a short-term challenge, with the possibility of a temporary supply crunch in 2015, but with sufficient investment any shortfall could be covered. But the new report, published last month, carried a very different message: a projected rate of decline of 6.7%, which means a much greater gap to fill(9).

President-elect Barack Obama and leaders in Congress are fashioning a plan to pour billions of dollars into a jobs program to jolt the economy and lay the groundwork for a more energy-efficient economy. The details and cost of the so-called green-jobs program are still unclear, but a senior Obama aide, speaking on the condition of anonymity to discuss a work in progress, said it would probably include the weatherizing of hundreds of thousands of homes, the installation of "smart meters" to monitor and reduce home energy use, and billions of dollars in grants to state and local governments for mass transit and infrastructure projects.

Bail out General Motors? The people who murdered our mass transit system? First let them remake what they destroyed. GM responded to the 1970s gas crisis by handing over the American market to energy-efficient Toyota and Honda. GM met the rise of the hybrids with "light trucks." GM built a small electric car, leased a pilot fleet to consumers who loved it, and then forcibly confiscated and trashed them all.

Technology to deliver "dramatic" cuts in emissions already exists, but knowledge gaps and old habits mean progress in being made "at a snail's pace," argues the World Business Council for Sustainable Development (WBCSD) in a new report. Energy savings in buildings could deliver larger CO2 cuts than the entire emissions of the transport sector based on 2050 projections, says the global business association in the latest progress report for its 'Energy Efficiency in Buildings' project.

President-elect Barack Obama has removed any reference of his promise to implement a windfall profits tax on the oil and gas industry from the Obama-Biden Transition Team website, www.change.gov. During the course of the 2008 presidential election, the Obama campaign called for a windfall profits tax on the oil industry as a means of subsidizing a $1,000 "emergency" rebate for consumers struggling with surging gas prices. However www.change.gov, which houses the Obama-Biden transition agenda, was recently cleansed of any mention of such a tax.

"As the Deepwater Horizon rig disaster continues to unfold, the peak oil community has a "teachable moment" in which it can illuminate the reality of our energy plight. The public has had a crash course in the challenges of offshore oil, and learned a whole new vocabulary. They are more aware than ever that the days of cheap and easy oil are gone. What they do not yet grasp are the challenges in transitioning from fossil fuels to renewables. The Greens (anti-fossil fuel agitators) want to end offshore drilling, but don't realize that their alternatives are in the wrong scale or the wrong time frame to make a difference. The Browns (the fossil fuel industry) are in full damage-control mode while rapidly losing the public trust. Meanwhile, the politicians are focused on who's to blame and who will pay, while skirting the fundamental problem of our addiction to oil."

A new social media site for "experiments in local living" has been launched called "Live Local" which should be of interest to those of you interested in relocalisation and related ideas like the Transition Towns movement. The site aims to be "a place to share stories and ideas about improving your community", with the user generated ideas and stories being dubbed "experiments". live local is a project which we've developed as a joint social venture with Piers Dawson-Damer. The website is a place to share stories about improving our communities. It makes it easy for local residents to document their experiences and adventures meeting neighbours, discovering neighbourhoods, supporting local economies, saving energy, water and much more. At its heart the project encourages people to take more time to connect and engage with their community. I think its clear the alternative; working crazy hours to earn more money to more buy 'stuff' while leaving us little time to get to know our neighbours and spend time with family and friends, has spectacularly failed. Many of us crave a smarter way of living; one that makes us happier. As part of the launch of the site, they have issued the "live local challenge", which encourages people to "live local" for a week.
