"As part of the Obama Administration's ongoing commitment to transparency surrounding the response to the BP oil spill, U.S. Energy Secretary Steven Chu announced today that Department is providing online access to schematics, pressure tests, diagnostic results and other data about the malfunctioning blowout preventer. Secretary Chu insisted on making the data widely available to ensure the public is as informed as possible, and to ensure that outside experts making recommendations have access to the same information that BP and the government have. The site will be updated with additional data soon. "Transparency is not only in the public interest, it is part of the scientific process," said Secretary Chu. "We want to make sure that independent scientists, engineers and other experts have every opportunity to review this information and make their own conclusions." The information is posted at energy.gov/oilspilldata. It includes detailed raw data on the pressure readings within the blowout preventer, as well as rates and amounts of hydrocarbons captured by the top hat and by the riser insertion tube. There is also a timeline of key events and detailed summaries of the Deepwater well configuration, the blowout preventer stack tubes, and the containment system."

"Based on updated information and scientific assessments, Secretary of Energy Steven Chu, Secretary of the Interior Ken Salazar, and Chair of the National Incident Command's Flow Rate Technical Group (FRTG) Dr. Marcia McNutt (Director of the U.S. Geological Survey) today announced an improved estimate of how much oil is flowing from the leaking BP well. Secretary Chu, Secretary Salazar, and Dr. McNutt convened a group of federal and independent scientists on Monday to discuss new analyses and data points obtained over the weekend to produce updated flow rate estimates. Working together, U.S. government and independent scientists estimate that the most likely flow rate of oil today is between 35,000 and 60,000 barrels per day. The improved estimate is based on more and better data that is now available and that helps increase the scientific confidence in the accuracy of the estimate. At the direction of the federal government, BP is implementing multiple strategies to significantly expand the leak containment capabilities at the sea floor even beyond the upper level of today's improved estimate. The Lower Marine Riser Package (LMRP) cap that is currently in place can capture up to 18,000 barrels of oil per day. At the direction of the federal government, BP is deploying today a second containment option, called the Q4000, which could expand total leak containment capacity to 20,000-28,000 barrels per day. Overall, the leak containment strategy that BP was required to develop projects containment capacity expanding to 40,000-53,000 barrels per day by the end of June and 60,000-80,000 barrels per day by mid-July."

The U.S. Department of Energy (DOE) today announced the issuance of the Draft Environmental Impact Statement (EIS) for the West Valley Demonstration Project in western New York, naming Phased Decisionmaking as the Preferred Alternative. Issuance of this Draft EIS is a significant step forward in cleaning up the site. The document, entitled "Revised Draft Environmental Impact Statement for Decommissioning and/or Long-Term Stewardship at the West Valley Demonstration Project and Western New York Nuclear Service Center (DOE/EIS-0226-D (Revised)), is a revision of the 1996 Cleanup and Closure Draft EIS.

Four Federal agencies today released a Final Programmatic Environmental Impact Statement (Final PEIS) proposing to designate more than 6,000 miles of energy transport corridors on Federal lands in 11 Western States. The Department of the Interior's Bureau of Land Management and the U.S. Departments of Energy, Agriculture, and Defense (the Agencies) prepared the Final PEIS as part of their work to implement Section 368 of the Energy Policy Act of 2005. The proposed energy corridors would facilitate future siting of oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities on Federal lands in the West to meet the region's increasing energy demands while mitigating potential harmful effects to the environment.

Tomorrow, Wednesday, February 18, U.S. Energy Secretary Steven Chu will deliver the opening keynote address at the 2009 DOE-NARUC National Electricity Forum. In the address, Secretary Chu will outline the Administration's commitment to modernizing the nation's electricity distribution system through a "Smart Grid" that will create new jobs, save consumers money, use energy more efficiently and avoid blackouts, and pave the way for a dramatic expansion in renewable energies such as solar and wind power. He will also discuss the immediate and long-term impacts of the President's American Recovery and Reinvestment Act in creating jobs and investing in a clean energy future.

The Department of Energy's (DOE) Electricity Advisory Committee (EAC) released three reports prepared for the Secretary of Energy's consideration. These reports review challenges facing DOE and the Nation in many important electricity areas, and include recommendations for policy and program initiatives. They address issues surrounding generation and transmission adequacy, energy efficiency and demand response, deployment of energy storage technologies, and deployment of smart grid technologies. The EAC was chartered by Secretary Samuel W. Bodman in April 2007 to provide senior-level counsel to DOE's Office of Electricity Delivery and Energy Reliability (OE) in carrying out its mission and meeting requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.

Today the U.S. Department of Energy issued an Interim Final Rule that implements the Advanced Technology Vehicles Manufacturing Incentive Program authorized by section 136 of the Energy Independence and Security Act of 2007 (EISA). The FY09 Continuing Resolution provided DOE with funding to make up to $25 billion in direct loans to eligible applicants for the costs of reequipping, expanding, and establishing manufacturing facilities in the United States to produce advanced technology vehicles, and components for such vehicles. These vehicles must provide meaningful improvements in fuel economy performance.

Third Round of Solicitations Targets Innovative Clean Coal Technologies WASHINGTON, DC - The U.S. Department of Energy (DOE) today announced a solicitation for up to $8.0 billion in federal loan guarantees for projects that employ advanced technologies that avoid, reduce or sequester emissions of air pollutants or greenhouse gases in the area of coal-based power generation, industrial gasification, and advanced coal gasification facilities. This marks the third round of solicitations for DOE's Loan Guarantee Program, which encourages the commercial use of new or significantly improved energy technologies and is an important step in paving the way for clean energy projects.

President Obama today announced over $467 million from the American Reinvestment and Recovery Act to expand and accelerate the development, deployment, and use of geothermal and solar energy throughout the United States. The funding announced today represents a substantial down payment that will help the solar and geothermal industries overcome technical barriers, demonstrate new technologies, and provide support for clean energy jobs for years to come. Today's announcement supports the Obama Administration's strategy to increase American economic competiveness, while supporting jobs and moving toward a clean energy economy. "We have a choice. We can remain the world's leading importer of oil, or we can become the world's leading exporter of clean energy," said President Obama. "We can hand over the jobs of the future to our competitors, or we can confront what they have already recognized as the great opportunity of our time: the nation that leads the world in creating new sources of clean energy will be the nation that leads the 21st century global economy. U.S. Commerce Secretary Gary Locke and U.S. Energy Secretary Steven Chu today announced significant progress that will help expedite development of a nationwide "smart" electric power grid. A Smart Grid would replace the current, outdated system and employ real-time, two-way communication technologies to allow users to connect directly with power suppliers. The development of the grid will create jobs and spur the development of innovative products that can be exported. Once implemented, the Smart Grid is expected to save consumers money and reduce America's dependence on foreign oil by improving efficiency and spurring the use of renewable energy sources. Before it can be constructed, however, there needs to be agreement on standards for the devices that will connect the grid. After chairing a meeting of industry leaders at the White House, Locke and Chu announced the first set of standards that are needed for the interoperability and security of the Smart Grid and $10 million in Recovery Act funds provided by the Energy Department to the National Institute of Standards and Technology to support the development of interoperability standards.
